Five candidates vie for top job on Selwyn council Elections Kelvin Coe and district councillor Nigel Barnett not standing for re-election, while Cr Walters and Cr Broughton are both contesting only the mayoralty and not standing as district councillors in their wards.

In the Selwyn Central ward, five candidates will contest four positions. They include sitting district councillors Mark Alex-

ander, Jeff Bland and Peter Hill, along with Rolleston Residents’ Association chairwoman Nicole Reid and Craig Watson.

In the Malvern Ward, four candidates will contest two positions. District councillor John Morten will be seeking another term, with the other candidates being Malvern Community Board members

Bob Mugford and Kerry Pauling, along with mayoral candidate Mr Woods.

The Ellesmere Ward is a four-way race for two positions, with mayoral candidate Cr McEvedy also standing for the ward. Other candidates include Selwyn Central Community Board member Diane Chesmar, Murray Lemon and Harry Schat.

Five candidates are going for three positions in the Springs Ward. They include sitting district councillors Grant Miller, Malcolm Lyall and mayoral candidate Cr Hasson, along with Chris Martin and Tony Palmer.

The Malvern Community Board’s Tawera subdivision has two people going for three positions – Bob Mugford, Kerry Pauling and Karen Meares. However, two of those candidates are also going for district council positions which would leave a vacancy on the community board if both were successful.

Major Sheffield dam scheme given go ahead

By Tom Doudney CENTRAL PLAINS Water has been given resource consent to dam up to 2.08 million cubic metres of water near Sheffield.

Water stored within the dam will be sourced mainly from the Kowai River supplemented with water from the Waimakariri River.

The proposal, known as the Sheffield Scheme, would service an area of about 3500ha.

The dam, which will be on the corner of Cox’s Rd and State Highway 73, is part of Stage 2 of the Central Plains Water (CPW) scheme. It is intended to improve reliability of the water supply to customers from 83 per cent to 96 per cent and reduce distribution costs.

The dammed area will be around 34ha with a ring embankment ranging from 3.2m to 11m in height.

Of 42 submissions received on the proposal, 34 were in support, four were opposed and four were neutral.

The commissioners’ report

noted that the dam would be located in a seismically active area with “a large number of faults identified” and “significant historic earthquakes.”

They therefore decided to consider the potential for dam rupture as part of their decision.

Evidence presented by CPW indicated that any dam-break would flood an area of about 2460ha, containing 259 different land parcels, about 1000m of State Highway 73, several road bridges and the Annat substation. However, evidence also indicated that the dam would have a very low probability of failure even in a substantial earthquake.

One of the opposing submitters was Ngai Tahu, which raised concerns about the lack of a cultural impact assessment on how the dam and its construction could affect tangata whenua values and interests.

LIBRARY STRENGTHENING Earthquake strengthening work on part of the Darfield Library and Service Centre will begin on Monday.

The work will be done on the library’s meeting space, the entrance foyer and a storage area. The meeting rooms will be unavailable while the work is underway, which will take about a month. The rest of the building will remain open with access via a ramp from the side car park.

PREBBLETON TAVERN APPEAL An appeal by the Prebbleton Tavern against a Selwyn District Licensing Committee ruling preventing it from advertising its off-licence alcohol prices to passers-by will be heard on Thursday. The case will be heard by the Alcohol Regulatory and Licensing Authority at the Christchurch District Court. Pub owner Shannon Gilmore had argued that it wasn’t fair to limit advertising for its off-licence when supermarkets and other alcohol retailers were able to advertise more freely.

Footpath concern Speed past school buses Rolleston Residents Association chairwoman Nicole Reid

ARE THERE footpaths in Rolleston that you are concerned about?

Is there a section or sections of footpath(s) that you think should be there but it’s not? Do you have ideas about where additional shared pathways and/ or cycleways should go within Rolleston Township?

We want to hear from you!

The Rolleston Residents Association has been actively advocating for safe walking and cycling routes for Rolleston.

We have consulted with various groups and the community for submissions to this year’s Annual Plan for an increase in the footpath budget.

For this financial year we are pleased that the district council has provided an additional $400,000, above the proposed $100,000, to clear a backlog of footpath projects.

The list of projects was previously 17 years long at the original budget of $50,000 per year.

We were also concerned about the lack of connectivity of

footpaths, shared pathways, and cycleways.

We have made requests to the district council that their walking and cycling strategy and plan, first developed in 2009, be updated. That plan was mainly looking at cycling routes between townships, as opposed to within townships. It was also done well before some of the schools were even thought of.

The district council is now undertaking consultation with us for a walking and cycling network plan to be developed for Rolleston.

This is a great opportunity for the community to identify what you want added to the plan.

Therefore, we would like to hear from you. The district council representatives are coming to our September 26 meeting, 7.30pm at the Rolleston Community Centre and anyone is welcome to attend. Alternatively you could email us with your ideas to Rolleston.Rai@selwyn.govt.nz

Kirwee resident Marian Galloway writes on the speed limit for passing a school bus I am not often on the road when school buses are picking up or dropping off school students, but last week I found myself behind a school bus when I was driving between Kirwee and Darfield.

I was well aware that the bus might be stopping at some stage, so I was prepared to slow right down to 20km/h as we are supposed to do (I generally find that even if I slam on the anchors I cannot get down to the right speed in time).

Sure enough, as I spotted a boy running down his driveway ahead, the bus’ rear warning lights began to flicker, so I immediately pressed the brake pedal. I was able to slow gently and reach the required speed by the time the bus came to a halt.

The driver of the dark blue station wagon behind me had plenty of time to realise that I was slowing down because of the school bus. However, he pulled out to overtake when I was at around 30km/h, accelerating rapidly so that he was way faster than he should have been as he passed the bus.

SPEED IN FOCUS: A car driving past a school bus on Shands Rd. I sympathise with him, but I think this just illustrates the unworkability of the 20km/h law: even if you are not losing rubber in order to slow down in time, you are likely to be passed by another motorist, and in busy traffic that can lead to confusion and impatience.

I can see that children at bus stops in the country need to be protected, but I suspect that stopped buses very rarely get

passed by cars going as slowly as 20km/h.

I think a higher limit that everyone keeps to, along with good supervision of young children around bus stops, would be a more effective safety measure.

News People rate Selwyn highly SELWYN RESIDENTS are very happy with their rubbish collection services but not so positive about the state of their rural roads.

However, Selwyn is a great place to live according to 94 per cent of residents who took part in a recent survey.

The annual district council satisfaction survey was carried out by independent research company Versus.

In this year’s survey, 65 per cent of residents rated the district council’s overall performance as good or very good, up from 60 per cent in 2015.

Overall, 21 of the 26 district council services surveyed received ratings of 50 per cent or higher, with seven rated above 75 per cent. The highest rated service was rubbish collection, with 94 per cent of residents rating it as good or very good.

The five services which received ratings lower than 50 per cent were the land drainage network, district road and footpath safety, rural roads, maintaining the rural character of the district and ensuring the

development of new growth areas occurs in the best possible way. Of these, rural roads received the worst rating of 39 per cent.

More than half of the services maintained their satisfaction rating or recorded an increase from last year. The single biggest rise in satisfaction was for urban roads, which increased from 49 per cent last

year to 58 per cent.

Community facilities like libraries, community centres and parks are well used by Selwyn residents, with 82 per cent of residents visiting a park within the past year, 64 per cent visiting a library and 63 per cent using a public hall or recreation centre.

District council acting chief executive Stephen Hill said

the survey had provided some positive results and has also highlighted some areas where improvement was needed.

“It is particularly pleasing to see that Selwyn residents rate their quality of life so highly,” Mr Hill said.

“The council started investing around $1 million extra a year on road maintenance in 2014 which is one of our largest expenditure areas.”

Mr Hill said the district council had also recently decided to provide extra funding for footpath extension work, which was identified as a lower performing area in the survey.

In Brief COMMUNITY CENTRE Construction of the new multipurpose Dunsandel Community Centre has officially started with a ground-breaking ceremony at the site. Selwyn MP Amy Adams was on hand to turn the first sod on the project, which will replace the former Dunsandel Hall. The hall was severely damaged in the September 2010 earthquake, and demolished in 2012, although planning for a new facility had commenced prior to the earthquake.

Building will start later this month and the work is due to be finished in May. The work is taking place either side of the local rugby season.

Advertisements and billboards will promote the drive phone-free message to Selwyn residents. Police are supporting the campaign and will be looking out for any motorists who breach the law. News Couple’s BBC connection

By Bridget Rutherford WHEN WAYNE and Lavinia Cook started their video production company, they never expected to get a call from the BBC. Now some of their work is featuring in the BBC’s three-part series, New Zealand: Earth’s Mythical Islands, which has just aired in the United Kingdom.

The couple set up their Rolleston business, COBi Digital, five years ago and were recommended to the BBC. They helped the British broadcaster film the series, which showcases New Zealand’s wildlife and natural history.

They spent a month last year filming aerial shots with drones in five South Island locations.

Mr Cook said they filmed at the limestone caves near Karamea, a sheep station in Gore, the winter muster at Queenstown’s Mt Nicholas Station, the Queen Mary 2 cruise ship in Milford Sound, and the Christ Church Cathedral.

Originally the producers had not planned on featuring the Cathedral in the series, he said.

However, after seeing the work COBi Digital had done for the Christchurch Earthquake Recovery Authority, they decided to include it.

IN ACTION: Wayne and Lavinia Cook filmed the Christ Church Cathedral as part of a BBC series. ​

Mr Cook said it was amazing to work and learn from the BBC crew.

“They’ve got nothing but ultimate passion for producing the ultimate product.”

He said the fact that New Zealand actor Sam Neill narrates the series was even more exciting, and very Kiwi.

Mrs Cook’s background has always been in video production, having worked at TV3 for 30 years, before moving to TVNZ. However, Mr Cook was a

“My background is emergency work, but I look at our work now and it’s just as random, you don’t know what you’re going to be doing,” he said.

He had always been interested in photography, but when he left the fire service decided to take it up full time.

They do most of the work themselves, at times bringing in a contractor.

Mr Cook, who has his private pilot license, is also a drone flight-testing instructor for Flight Test New Zealand.

Most of COBi Digital’s work is for Selwyn District Council and Christchurch and Canterbury Tourism, but they had done a lot of work for CERA documenting the residential red zone.

The three episodes are one and a half hours long each, and are expected to air in New Zealand at the end of the year.

He spoke to Tom Doudney about which of the several stair climbs he has done was the most brutal and about the camaraderie between firefighters from different countries

When are you doing the Melbourne Firefighters Stair Climb?

September 3 Have you done it before?

It’s my second time.

Have you done any other similar events?

Yes, I’ve done the Sky Tower, the World Trade Centre in New York twice and I’ve done a climb in Seattle which was the biggest one. Then I’ve also done a climb in Las Vegas as well – The Stratosphere – and the Eureka Climb in Melbourne.

How does the Melbourne one rate in comparison to the others in terms of difficulty?

The Melbourne one is definitely the easiest one – it’s only a short 28 storeys. The Auckland one is 51 and the Seattle one is 65. The New York one is 72, so that’s a big one as well.

Is this Melbourne one raising money for anything in particular?

Yes, it’s raising money for a

cancer research centre in Melbourne (the Murdoch Children’s Research Institute). The goal is to raise $343,000 and it’s a memorial climb as well, showing respect to the 343 firefighters who died in the World Trade Centre in 9/11.

It’s very much a sister climb to the Auckland Sky Tower so all the ideas and support has come from the guy who organises the stair climb in Auckland.

How long have you been doing these stair climb events?

My first one was Seattle, 2013.

You’ve done a fair few in that time then.

Yes, I have. It’s a lot of fun and very addictive and the people I have met from all over the world are just amazing, the people I’ve met in America and Australia are just really, really good friends and that’s what makes it so amazing really. The guy that organises the climb in Melbourne (firefighter Stephen Axup) is a very

good friend, I’m actually going to stay at his place over there.

He’s a good mate, that’s why I do that climb. He came here and did the two Rapaki climbs that we did here in Christchurch.

What prompted you to do that first one in 2013?

Rolleston has always had quite a strong stair climbing fraternity and it has all been led by a guy called Phil Glen, a station officer in the Rolleston brigade, who has been doing it for seven or eight years now. That’s how I got into it. I’ve been using it as an opportunity to keep fit and have a goal.

You can’t just turn up in stair climbing, you have got to train and we get really good support from the Hub Hornby who allow us to use their escalator for training.

How tough was that first one you did in Seattle?

A shocker – it was horrible! It was tough but the end of it was great. It would be the toughest around, I believe.

to keep fit and strike up friendships There are bigger climbs like the Eureka one I’ve done in Melbourne which is 88 storeys, so there are bigger climbs, but they’re not all donned. With the Eureka climb and the New York climb you have just got the set on, you don’t have the mask on and you’re not breathing the air supplied by the cylinder on our back, so you’re not as restricted whereas the Seattle climb is 65 storeys with a bottle change halfway up so it’s a really tough climb and it was my first one so I went straight to the toughest.

I’m sure it’s not all about the results but have you ever had a high placing?

Personally, on a winning scale, compared to others, no.

I’m not there to win it, I go for personal bests but we’ve always been more about just getting out there and socialising and getting to know people from other countries and then they come here to our climb and help raise the profile and that’s how we can raise $1 million for Leukaemia & Blood Cancer New Zealand, you see.

Meeting firefighters from all these different countries must be cool.

SERIAL STAIR CLIMBER: Steve Trigg has completed multiple charity stair climb events around the world since his first in 2013.

Oh, it’s the best part. I’ve got a lot of friends all around the world through this and there is quite a big fraternity of guys that go to the New York and the American climbs and they will probably go to Melbourne and then of course they all come to Auckland. There are quite a few people from Australia and New Zealand and America who are quite close and we get to stay in their places when we go to New York but the camaraderie is huge – it’s massive.

How long have you been a firefighter and how long have you been with the Rolleston brigade?

I’ve been a firefighter for about 26 years and I’ve been with Rolleston for about 12 years.

How old are you now?

44 What made you get into firefighting?

Probably from my point of view, it was sort of in my family.

My father was a firefighter, my brother was a firefighter and I

work for the Fire Service now as well.

In 26 years you must have been to a lot of different jobs.

What ones stand out the most in your memory?

With Rolleston, it’s the busiest volunteer station in the country.

We go to a lot of motor vehicle accidents so that is our biggest issue really. There is no particular incident that stands out but it is unfortunately one of the busiest stations with MVAs in the country, so it is tough for that

and we just try and encourage people to take it easy out there.

What would be the most unusual incident you’ve attended with the fire service?

I got called to a kid with his leg stuck in his sewerage pipe – I think it was just a curiosity thing where he got his leg in but couldn’t get it out. And one where there was a magpie stuck in a tree (it’s leg was caught in some string).

Outside of the fire brigade what sort of work do you do?

Well for the past six years we have owned Cafe Izone in the Izone industrial park.

Outside of the fire brigade and work what are you main hobbies and interests?

There is not a lot of time for much else to be honest. I play a bit of golf when I can but that’s about it.

Have you got a wife and kids?

I’m married to Shelly and we have a daughter at Lincoln High School.

How did you and Shelly meet?

She was one of my customers when I was a sales rep for independent liquor. She was running the Russley Hotel.

School bus for Rangi students RANGI RURU Girls’ School students from the Selwyn District and Halswell will be able to use a new bus service to get to school.

The initiative came from parents who were having difficulties getting their children to school using the existing routes in the city.

The bus, which is identifiable by a Rangi Ruru School Bus sign, departs Burnham at 6.35am with five points from which students can be picked up and disembark from in Rolleston, Lincoln University, Lincoln, Tai Tapu and Halswell.

It arrives at the school by 8.10am and returns at 4pm for pick-up and will end the day in Burnham at 5.20pm.

Principal Sandra Hastie said the school is very supportive of effective public transport and having students on a bus, using bus lanes and other priority measures designed for bus efficiency.

“There’s already too little time and too much stress in many lives so if we can alleviate that for parents and

students, that’s a good thing,” she said.

Fares are $7.50 return or $4 one way and students use their Cando card as they would for any Metro bus. The card can be topped up with the driver.

Rangi Ruru business manager Neil Templeton said Red Bus has been very co-operative during the development of the service trial.

“We are open to suggestions for improvements during the trial and are encouraging parents and students to give us feedback.”

Dr Hastie says the service is also available to students from other Christchurch independent schools and parents should contact the school to register their son or daughter.

She adds that although this a trial, all going well, the intention is to continue the service.

Izzy Ponder, Harrison McDermott, Jackson Burnett, Mikayla Jeffrey and Xavia Costello all started at West Rolleston Primary School this term.

Ayrton started at Prebbleton School in May.

Cayden Read started at Clearview Primary on July 25, joining his older brother and sister at the school.

One man and his 1000 dreams

By Roy Sinclair NEIL ANDREWS leads the way down precarious steps to a seemingly underground room.

He flicks on a light switch.

I am wowed by a high viaduct spanning a realistic gorge. My eyes are led to tall forests, tree ferns galore and a painted backdrop depicting a stormy sky.

“This is what I do,” he says.

“It is not what I do in my spare time.

“I mow the lawns in my spare time.”

The room was purpose-built for the 9mm (scale 9mm to the foot) layout representative of a one-time railway in Northland.

In his garage he is working on a second, portable, layout. This is a narrow-gauge railway based on French townscapes.

Model railways is an interest he could not be without.

“When I met my partner, Helen, I told her it is me and my trains. They are inseparable.

“She accepted that which was great.”

He describes railway modelling “as a thousand dreams held together by a hundred unfinished jobs. In other words, a degree of chaos.”

“Part of the fascination is

“Then at primary school I was quite capable of making an Ecclass electric locomotive with the distinctive air compressor tanks across the front. Everyone could recognise it.”

Later, any new gadget at his Canterbury University laboratory would be first examined to how it would be useful on the model railway.

“Then we would work out how it was intended to be used.”

His workplace became known as “the model train laboratory.”

That’s what people who visited talked about.

He travelled to model railroad conventions in the United States, becoming a member of the R.G.S. East Hon3 club.

“There we found towns of beautiful buildings with terracotta roofs. We had discovered the romance of the French countryside.

“Anything French is different.

If you see a French car you know it is French because it looks nothing like anything else. It is the same with railways.

“Their narrow gauge railways were basically portable. They could be picked up and laid beside a road.

“That really intrigued me. Narrow gauge secondary lines were introduced to boost the network

of French railways.’’

The unplanned detour instigated his French narrow gauge layout.

“One develops a modeller’s mind.

“A modeller will typically think how it would look in miniature?”

He talks about Hamburg’s mind-boggling Miniature Wonderland.

“It’s absolutely intriguing. It’s a huge collection that is pushing the boundaries of technology and inspiring manufacturers to pick up on it with new products.”

“The model aircraft must represent the peak of model

building.’’

“The model trains have been running for so long the track is wearing out.”

The closest we have in Christchurch is the annual big model train Show, this year being held over the weekend of October 1 and 2.

The venue is Pioneer Stadium in Lyttelton St, Spreydon. It is the show’s 25th anniversary so promises to be special.

Mr Andrews was an instigator of the event, starting a model train show at Hagley Community College and then expanding to

the Horticultural Society hall.

Then, the Christchurch Model Railway Exhibition Society was formed and took over. Its growth took it to Pioneer Stadium where it has been ever since. At its peak the show attracted 10,000 people over the two days.

“It’s about its optimum size.

“Considering our modest Christchurch population we do a pretty good job,” he said.

This year’s show will help those wanting to get into the hobby.

“We will have beginners’ train sets and heaps of demonstrations.

and learn how to make things.

“Technology will be to the fore. This is enhancing the hobby and drawing younger people in.

They can operate a railway from a PC or mobile phone, utilising wi-fi and DCC (digital control systems).”

He says model railway people are an enthusiastic bunch. They will do their utmost to share what they know.

Andrews will be on the demonstrations desk. It is likely he will let slip how to disguise a lot of money spent on the hobby within the weekly household bills.

Lincoln looking for place in football final LINCOLN HIGH School can book their place in the final of the Connetics First XI football competition tomorrow when they meet Middleton Grange in the semi-finals at English Park.

The winner will play the either Cashmere High School or Burnside High School who meet in the other semi-final which follows the Lincoln, Middleton match. Lincoln had completely dominated the competition up until last week.

They went into last Wednesday’s final round-robin match against Middleton at English Park unbeaten and in the possession of the Connetics Shield, Canterbury secondary school’s football equivalent of the Ranfurly Shield.

Shamrocks finish season on a high THE PREBBLETON Shamrocks have won the third division of the CSSL competition, finishing the season unbeaten.

The team finished with a 3-0 over Avonhead on August 7, completing a dominant season, they did not concede a single goal in their final eight games.

The Shamrocks scored 55

goals and conceded just 13 to finish with a goal differential of 42. The next best was Lyttleton FC with 17.

The team will go up to second division next year and look forward to the challenge ahead.

Last year the team did not win one game, making for a huge turnaround in the space of just 12 months.

Southern Motorway extension to start in October

The NZ Transport Agency announced last week it had awarded a contract to build stage two of the Christchurch Southern Motorway.

The $195 million project is designed to improve travel times and reduce serious crashes and is one of the last two Christchurch motorways projects to be built under the Government’s Roads of National Significance programme.

The Southern Motorway stage two will four-lane State Highway 1, from just north of Rolleston to near Robinsons Road. From here, the new section of motorway will be built to the east of SH1 across Greenfields to connect with stage one at Halswell Junction Road.

This second stage begins in October 2016 and will take three and a half years to complete.

NZTA has awarded the contract for the second stage of works to a McConnell Dowell/Downer joint venture. For information on the project visit: www.nzta.govt.nz/csm2

Around six kilometres of new footpaths will be developed over the next year as a result of the Council allocating extra funding for footpath extensions.

The Council has previously spent around $50,000 each year to develop new footpaths. In this year’s Annual Plan, the Council proposed putting more funding into developing footpaths to fill some missing sections in our footpath network, and add footpaths in some busy areas where they were needed. Submitters to the plan generally supported this idea, and also put forward ideas about other footpaths they wanted to see extended.

As a result of submissions, the Council has increased the footpath extension budget to $500,000 this year, with the extra $400,000 met from investment income from Sicon which was higher than forecast. A list of planned footpath extensions is included below with work expected to start by summer and be completed next winter.

Not all of the footpath extensions requested by submitters are able to be funded from this year’s budget. Work that has not been funded this year will be considered for inclusion in next year’s Annual Plan work programme.

In addition to our footpath extension budget the Council also has a budget of $330,000 for resealing and maintaining existing footpaths.

Pay my rates from home?

There are a number of ways you can pay your rates from home.

The first option is to pay through internet banking. The Council’s bank account is 03-1587-0050000-00 and you need to list your valuation number (see information below) in the reference field along with your initials and surname in the particulars field. If you have more than one rates invoice you need to set up a separate bill payment for each bill.

You can also set up regular weekly, fortnightly, monthly or quarterly automatic rates payments using the Rates Easypay system. To set up a payment you need your property valuation number and bank account number.

Your valuation number can be found on a rates invoice (this was posted or emailed to property owners in early August) and you can also find this online at www.selwyn. govt.nz/propertysearch by entering your address. Then visit www.selwyn.govt.nz/rateseasypay and complete the online form – it takes less than two minutes to do this.

Once the form is received we will process the request and send you confirmation of the amount to be debited regularly and the payment start date.

Rates payments can also be made by cheque via post or at Darfield, Leeston and Lincoln Libraries or the Council’s Rolleston Headquarters by cash, EFTPOS, credit card or cheque.

Library strengthening planned Earthquake strengthening work at Darfield Library and Service Centre will start from Monday 22 August and will take around one month.

The work means that the building’s meeting rooms will be temporarily unavailable. The building will remain open during the work with normal hours however access will be via a ramp from the side carpark. Library users will need to park at the front of the building (two mobility car parks will also operate near the ramp).

The after-hours return box will be accessible while work occurs.

The repairs are to be made to the oldest part of the building which is used as meeting space, a foyer and storage area. A detailed engineering assessment of the building was undertaken which recommended that strengthening take place but that until the work occurred there was no reason for the building to be closed to the public on safety grounds. The rest of the building which includes the book display and public areas was built in stages in 1983 and 2010 and the assessment found these areas do not require strengthening.

Meetings Public Forums: Council, Community Board and local committee meetings are open to the public. Time is available at the start of meetings for people to speak on matters of concern.

Youth camps coming up Two exciting opportunities for young people are now open for applications. The Selwyn Youth Council is hosting a Youth Leadership weekend for 20 young people aged 13-15 at Wainui Camp on Banks Peninsula on the weekend of 24 and 25 September.

The weekend is a chance to get to know other young people, develop new skills, be empowered to make positive changes in society and be mentored by young leaders. The camp is free with transport from Rolleston provided. It is funded from a Ministry of Youth Development grant. Applications for the camp are open until Friday 2 September – for information visit www.selwyn.govt.nz.

Young people aged 15-19 can also apply to join a Youth in Emergency Services camp happening from 26-30 September at Waipara Adventure Centre. The camp is a combined initiative by the Waimakariri, Hurunui and Selwyn Youth Councils. Emergency Services including the NZ Fire Service, Red Cross, NZ Police, Coastguard, St John and Land Search and Rescue will attend the camp. Camp participants will have the chance to find out more about their work, learn new skills including hands on activities, and meet new friends. Following the camp, young people also spend three months volunteering with the emergency service of their choice. The volunteering is after hours for a few hours per week. Southern Motorway extension to start in October

The NZ Transport Agency announced last week it had awarded a contract to build stage two of the Christchurch Southern Motorway.

The $195 million project is designed to improve travel times and reduce serious crashes and is one of the last two Christchurch motorways projects to be built under the Government’s Roads of National Significance programme.

The Southern Motorway stage two will four-lane State Highway 1, from just north of Rolleston to near Robinsons Road. From here, the new section of motorway will be built to the east of SH1 across Greenfields to connect with stage one at Halswell Junction Road.

This second stage begins in October 2016 and will take three and a half years to complete.

Around six kilometres of new footpaths will be developed over the next year as a result of the Council allocating extra funding for footpath extensions.

The Council has previously spent around $50,000 each year to develop new footpaths. In this year’s Annual Plan, the Council proposed putting more funding into developing footpaths to fill some missing sections in our footpath network, and add footpaths in some busy areas where they were needed. Submitters to the plan generally supported this idea, and also put forward ideas about other footpaths they wanted to see extended.

As a result of submissions, the Council has increased the footpath extension budget to $500,000 this year, with the extra $400,000 met from investment income from Sicon which was higher than forecast. A list of planned footpath extensions is included below with work expected to start by summer and be completed next winter.

Not all of the footpath extensions requested by submitters are able to be funded from this year’s budget. Work that has not been funded this year will be considered for inclusion in next year’s Annual Plan work programme.

In addition to our footpath extension budget the Council also has a budget of $330,000 for resealing and maintaining existing footpaths.

Chance to win a wedding gown FUTURE BRIDES will have the opportunity to win their dream wedding gown at this month’s With This Ring Bridal Show.

The show will take place at the Air Force Museum of New Zealand, Wigram, on August 28.

Guests will have the chance to go in the draw to win a To Cherish Bridal Boutique wedding gown of their choice up to the value of $3895.

To Cherish owner Alison van Lent said the winner could pick any gown in the store, as its most expensive one was $3895.

She said it would make planning a wedding a lot easier for one bride-to-be.

“It’s one of the more expensive items on their agenda, and sometimes one of the more stressful.”

The winner would get to go into the store, have a free consultation and order any gown of their choice, she said.

To Cherish will have a stall at the show, and its gowns feature in the catwalk shows.

Award-winning chef soaks up pressure Chillingworth Road chef and National Commis Chef of the Year – Blake Haines

By Gabrielle Stuart THE PRESSURE was on as Blake Haines set out his equipment and ingredients, preparing to battle some of the top young chefs in the country for the National Commis Chef of the Year title.

That was when he got that sinking feeling: He was missing a crucial ingredient.

In the rush to catch his flight to Auckland at 5am that morning, he had left his salt sitting on the bench at home.

The chefs competing had to bring all their own equipment and ingredients to the competition from their seasonings to their pots and pans – which made for some funny looks when going through bag checks at the airport, he said.

It was too late to buy any more, so he just had to work with what he had.

But he went on to win gold for his main, an Akaroa salmon duo, half pan-fried and half wrapped in nori seaweed and cooked in plenty of chicken

stock to make up for the missing seasoning.

Winning a national title was incredibly satisfying, he said.

He had dreamed of becoming a chef since he was about eightyears-old, cooking meals for

his family – then things like spaghetti bolognese or chocolate chip biscuits, he said.

“My family were good critics, although my mum never appreciated the mess in the kitchen,” he said.

At about 14 he got an afterschool job washing dishes for a local restaurant, and from there he was hooked, he said.

He worked for a while in Dunedin and at the Hermitage Hotel at Mt Cook, before

moving to Christchurch with his girlfriend early this year.

He knew Chillingworth Road owner and chef Darren Wright through his work on the Culinary Olympics NZ squad, and said he wanted the chance to work with him.

His main role at the restaurant was as pastry chef which, he said, was something he had always enjoyed.

“For customers, the first thing they try is the bread and the last is the dessert, so it either ruins or makes someone’s evening.

Hopefully they are the two things they remember most,” he said.

After seeing Blake’s work in the competitions, Olympic squad member and Christchurch chef Mark Sycamore asked him to travel to Greece with him in September this year to compete at the WACS WorldChefs Congress as his commis chef.

But, although he hoped cheffing could open doors for more travelling in the future, he said he always planned to return to New Zealand.

“We both love Christchurch and there’s lots going on, so many new restaurants opening and places to dine, so there are so many opportunities here.”

Gardening Add colour with chrysanthemums

By Tod Palenski NOT ALL flowers are created equal. Some don’t like to be picked. Some don’t flower easily or for a couple of seasons.

Some require lots of ongoing maintenance.

Fortunately, chrysanthemums are not like some flowers. They are easy to grow and their flowers are long-lasting.

If you like to have colour in the garden and flowers in your home, stop buying flowers and grow your own chrysanthemums. There are three varieties of chrysanthemum I like. One is merry mix, which is also known as love daisy, it grows to a height of 50cm and produces single flowers in a lovely combination of tri-coloured blooms.

The other two varieties are snowland and moonlight which will grow to a height of 20cm and are good for growing in cooler climates.

Snowland produces single flowers with white petals and a striking yellow centre, and moonlight produces all over yellow single flowers.

plenty of lime. This means they grow well with plants like roses, lavender, bedded irises and gypsophila as they all like the same conditions. If you’re planting tomatoes in a month or two and want to add some colour around them you could try planting chrysanthemums there too as, again, tomatoes like the same growing conditions.

Chrysanthemums will grow well out in the open but they also like to be planted next to the house as the soil there typically has quite a lot of lime from the foundations of the house.

Another place these colourful flowers grow well is hanging baskets. Try planting our snowland or moonlight varieties in the middle of a basket and

then strawberries around the outside. The strawberries will hang over the side for easy picking.

When you’ve got your seedlings, dig in some compost or organic matter to the soil first.

This will provide the plants with some food to keep them going.

Then plant each one about 20cm apart from the next. Plant merry mix chrysanthemums a little further apart at 30cm.

Because they like it quite dry, they don’t need much watering.

In fact, if they’re watered too much they become susceptible to getting rust. Pick off the dead heads to encourage more flower growth.

And enjoy your colourful garden and home.

If you are wanting freshly dug potatoes come December, now is the time to start sprouting seed potatoes ready to plant out in September. Spread the potatoes out in a dry area to allow the sprout to develop 1-2cm in length. Once they have reached this length, follow the steps below to plant out in September when the soil temperature has risen a bit more.

Planting seed potatoes 3 Create a trough roughly 15 centimetres in depth and add

Costume designer set to wow

By Annabelle Dick A STAMP shop worker will have her creations thrusted into the limelight after being selected to show at the World of Wearable Art Awards.

The garment Filigreen, designed by Cushla O’Connell, 39, has been selected for the Weta Workshop costume and film section of the show.

“It’s pretty exciting. It’s my second year. I had a costume on stage last year, but it’s still really exciting to have it on display to so many people,” Miss O’Connell (left) said.

The garments have been kept strictly under wraps until the show in Wellington on September 22.

But she said her garment is pretty extreme and designed to have an impact.

“We’re under hush, hush, but I was inspired by the silhouette they were wearing in the baroque era. It’s not close fitting – it has volume so it’ll have presence on stage from afar.”

She used upholstery fabric for the one-colour costume and a flexible wire called fish tape to create the shape.

“The construction was full on.

I had to do a lot of construction before I could move onto the decorative layer,” Miss O’Connell said.

This is the second time she’s been chosen for the WOW show after her garment was selected in 2015.

“Last year, I used leather to create my first garment.

I dabble in all sorts of crafts and arts. I’m all over the place – I’m not happy just creating one type of work,” she said.

The St Albans woman studied fine arts at Canterbury University and considers herself more of a creators than a designer.

“I’m not so much into fashion but creating. I work at a rubber stamp shop.”

Miss O’Connell works at Rubber Stamps by Montarga where she crafts stamps, creating images and taking classes.

“It’s nice to have a job that’s creative.”

Designers were handpicked from all over to world to make up the final 133 garments that will show.

Tackle the skifield road in an Alltrack

We strive for layout and design which captures reader and viewer interest. That being the case, I was mystified when Volkswagen New Zealand’s recent television advertising campaign was withdrawn when some viewers complained to the Broadcasting Standards Authority.

The commercial surrounded Volkswagen’s Passat Alltrack, and was a light-hearted take involving a person falling over backwards on a slippery boat launching ramp. That ad often had me smiling when I was preparing dinner and watching the news. I was disappointed – world gone mad – I thought.

That aside, the Alltrack is an interesting variation on the popular mid-size wagon and as its name suggests it has four-wheeldrive and suspension raised 27mm from the standard Passat.

Volkswagen is no stranger to this concept, they have long had models which have just that little bit extra in terms of ability. The Alltrack is a cross between an everyday vehicle and one which will take you off-road, not so much in the serious stuff, but it

will get you out of a sticky, low grip situation, hence the advertisement. And on that subject, it also gets a 2.2-tonne tow rating, so hauling that large boat is a real probability.

Under the bonnet sits a 2-litre, turbocharged diesel engine. The four-cylinder, twin camshaft unit is rated with 150kW and 400Nm, the latter punching out its power all of the way from 1900rpm to 3300rpm; consequently, it is a strong, energetic unit which works through a dual clutch, direct shift gearbox.

I can see the Alltrack being used as winter sport recreational transport such as tackling the skifield access road. It’s a vehicle that does all the things a typical sport utility vehicle is capable of, yet it is packaged in a more traditional style.

The entire in-cabin area is manufactured for comfort and is decked out with all the features you’d expect from a $57,990 car.

I’ve long embraced the traditional station wagon, especially those from Europe.

The Alltrack takes that concept one step forward and I’m pleased that it has such a strong foothold globally (no pun intended). I’ll be watching with interest how well it is received here.

Your guide to Show Homes & New Sections in the Selwyn District

CREATING A CHECKLIST WHEN PLANNING TO BUILD When building a new home, a budget blow-out can occur with far more spent than was originally intended.

Exciting new features, fashionable design trends and having bigger and better can all be reasons for this, as can, not determining the true cost before embarking on the building project or making changes during the build.

To help avoid this, carry out some exploratory research before deciding on a house design. Visit kitchen and other outlets to get ideas of building products available, as well as a selection of show homes that appeal, collecting concept plans of interest.

Next draw up a checklist with three headings: Constraints, Must Haves, and Desirable Features.

Under constraints, start with a minimum and maximum budget figure. This should include the cost

of fences, driveways, paths, and landscaping.

Compile a list of ‘must haves’ considering each requirement and whether it is something that is absolutely essential or just desirable.

An example is a separate laundry. A compromise might be locating this in the garage. Another consideration is the size and positioning of windows.

If you love the sun streaming in, larger windows might be opted for.

The question is: What do you really need? A ‘must have’ might be a smaller easy care section or having sufficient space to park a caravan or work vehicle. Inside, it might be having an office to work from home, or separating bedrooms and living space so a shift worker can sleep during the day.

The ‘desirable features’ list is likely to be the longest. It might have elements such as a higher stud (ceiling), larger doors, cedar panelling, butler’s pantry, free-standing bath, bi-fold doors, a covered outdoor entertaining area with fire or pizza oven, and more storage space. Unless the budget is extremely tight, you should be able to incorporate some ‘desirable features’ into the final design though possibly not all.

Once your checklist is drawn up, look again at the concept layouts collected from show homes visited. Select those that fit your requirements and will suit the building site you have chosen

then go out and look at the show homes once more, taking the checklist with you.

As you walk through each house, make comparisons with your checklist. Weigh up whether any ‘must haves’ might be relegated to the ‘desirable features’ column and vice versa. Collect extra concept designs that you like and that might work for you.

When you have a firm idea of the size and features for your new home, talk to the designers who might work independently or for a particular building company. Listen to their suggestions but be firm about what you can or cannot afford. Ask the designer to visit your building site so the home can be positioned to make the best of the elements then before finalising the plan, get a firm price or quotes from a builder.

Making the most of show home viewing

Looking through show homes is a great way to get ideas for features and fittings to put into a new home. it can also be helpful for getting a spatial feel for other aspects of a house design.

Before heading out for a day’s viewing, conduct an internet search. identify the locations of show home villages and the types and sizes of the various building company’s homes on display, noting down the square metre size of each home. if wanting a high end, architectural design, focus on the larger homes that have desirable design features. if at the entry or middle level of the market, earmark homes that fit this taking in other show homes for extra ideas.
