Call to review freedom camper bylaw Residents angry with mess left in Ferrymead, Banks Peninsula
CAITLIN MILES
Freedom campers are causing problems in Ferrymead and in Banks Peninsula, with overcrowded areas, problems with unsanitary toileting and dangerous parking. Problems have been reported at the Windsport Park in Ferrymead, Robinsons Bay and French Farm where the city council allowed freedom camping after passing a bylaw in December. Nearby residents want the bylaw reviewed earlier than its expected 2017 date, by the end of the summer. Fifteen complaints have been
laid with city council about Windsport Park. Reports of 50-70 vehicles camped in the car park meant park users had nowhere to go, people have overstayed the allotted time and there were sanitary concerns around the overuse of toilets. City council licensing and compliance manager Fiona Proudfoot said there had been a problem with the toilet block. Portaloos were now on site and an enviornmental health officer said increased cleaning would be required. “The grassed area used by
windsport has been signed as no camping permitted,” she said. “Education leaflets” had been provided to campers. In Akaroa, residents are concerned that freedom campers have been moved from the business area to more residential areas. Robinson Bay resident Sue Lovett said she had talked with others and said locals “feel vulnerable” with freedom campers set up outside their homes. “Who wants to see people hanging knickers hanging up outside cars and cooking break-
Board chairwoman Pam Richardson said additional signage would be put in the areas, including at French Farm. Ms Lovett said a tougher approach was needed, saying fines should be implemented. Mrs Richardson said concerned residents were invited to talk with the community board about their concerns.
fast when you want to enjoy the view,” she said. Vehicles overcrowd prime visiting spots, litter scatters the footpaths and roads and locals feel vulnerable as freedom campers set up outside their homes. She said next year was too late to wait for a review by city council. “Once behaviour is ingrained it’s hard to change. “It’s not reasonable for people to be parking outside homes,” she said. Business booming Cruise ship passengers, developments boost spending GABRIELLE STUART
Business in Banks Peninsula is booming, with spending rising faster than in any other area in or around Christchurch. More than $42m was spent in Banks Peninsula in the 2015 financial year, up 13.8 per cent on the year before. The figures come from Paymark, which runs most Eftpos and credit card networks. It put the rise down to spending by cruise ship passengers, as well as the development being done in Lyttelton. AkaroaWairewa Community Board chairwoman Pam Richardson (above) said there were growing numbers of tourists in the area. But she said that could be both a positive and a negative, as businesses were left strug-
gling over winter when tourist numbers dropped off. “There are still a couple of empty shops, and I know some people are really struggling,” she said. She said there could be many factors involved, as businesses like the supermarket had expanded over that time. Local residents also made an effort to spend their money at shops in the area, she said. Across the region international visitors accounted for the
PAGE 3
biggest jump in spending, up 11 per cent on the year before. But that was lower than the national increase, which was 14 per cent. The south-east area of Christchurch was the second fastest-growing area at 12.2 per cent, which the report put down to new developments around Ferrymead and at The Tannery. And although Banks Peninsula showed the biggest rise in spending, significantly more in dollar amounts was spent in other areas.
More than $310 was spent in the south east of Christchurch, while more than $612m was spent in the central city alone. Akaroa resident and community board member Janis Haley said the numbers were good, but something had to be done to make them more sustainable. She said it was difficult for local people to buy property in the area, because people from out of town paid a lot for houses to use as holiday homes, and then left them empty most of the year. “That needs to change because the energy is not there. People taking on businesses are finding it too hard to find staff here, because so many are transient and come and go.”
TEMPORARY LIBRARY A temporary library will open in Lyttelton next Monday at 10am following the closure of Lyttelton Library. The library was closed for earthquake repairs and refurbishment on January 30. Library staff and volunteers from the Lyttelton community have now moved the library’s contents to its new temporary location at the Lyttelton Recreation Centre. Community groups are expected to use the centre again from March 1.The temporary library will be open the same hours as the permanent library. Opening hours are Monday to Friday from 10am-6pm and Saturdays from 10am-1pm. LEASE DECISION The Akaroa-Wairewa Community Board will decide today whether to regrant leases to Duvauchelle Agricultural and Pastoral Association Incorporated and the Banks Peninsula branch of The Christchurch Pony Club at Duvauchelle Showgrounds. The pony club has been based at the showgrounds for more than 55 years while the A & P Association has been there since 1920. The new lease would be for 33 years broken into three terms of 11 years each with three-yearly rent reviews.

Jetskiers need to show We want our roads back more responsibility Governors Bay resident Rosie Belton wants the boy racer issues in the inner harbour to be resolved so residents can claim their roads back
As a long-time resident of the inner harbour basin, I have watched and experienced, increasing levels of bad driver behaviour on our roads. Driver behaviour, in particular in the inner harbour basin, and on the Summit Rd and Dyers Pass Rd clearly indicates that education of our drivers and policing of our roadways is failing us, the other road users, who must play roulette with the speedsters and boy racers who flaunt all rules and use our roads as race tracks and game parks. The “up you” behaviour of racers has hugely increased in recent years in our Governors Bay neighbourhood with noise of burnouts occurring most nights and even during
BY GARY MANCH, NAVIGATIONAL SAFETY OFFICER, LYTTELTON
SOAP BOX daylight hours. The blatant disregard for road safety rules by these racers is cause for great concern. This is not an education issue. These drivers know exactly the consequences of something going wrong at excess speed and what can only be described as outrageous behaviours. They seem fully aware of the risks they take. That seems part of the excitement and motivation to run the gauntlet. It would be good to feel safe again driving at night on our mountain pass from city to harbour basin, without fear of being tail-gated or meeting up with a speeding driver sliding onto the wrong side of the
road, or having to be part of a convoy of cars where one in the pack decides to overtake on a blind corner, or having to negotiate large gatherings of cars at either Gebbies Pass or the Sign of the Kiwi. Given the over stretched resources of the police in spite of their best intentions, and the clever antics of the racers in avoiding being caught, how is this out of control issue to be resolved. Can we get our roads back?
Pirate’s Corner
Hi there from the Harbourmasters Office. We are through the busiest time of the year, and in Canterbury to date we have had a pretty good boating season with no major incidents reported through our office, great stuff. Sadly there is one section of the boating fraternity that continually appear on the radar – jetskiers. I receive more complaints about jetskiers than any other section of our boaties out there, and this not only causes me concern, but is also a safety issue. Jetskiers are required to follow exactly the same rules as all other power boats. This includes staying at 5 knots (9km/h) until 200m from the shore, or structure, not exceeding 5 knots when with 50m of another vessel or swimmer. We have been passing safety information when we see them, but unfortunately this is only a drop in the bucket. The general answer when we speak to the riders is “I did not know” well unfortunately this is not an ex-
cuse. If you are using a vessel on the water it is the responsibility of the rider or skipper to make sure you know the rules before heading out, these can be found on our website at: http://ecan.govt.nz/ OUR-RESPONSIBILITIES/MARITIME/Pages/rec-boating.aspx Breaching the bylaws can result in fines of $150 per incident. The last thing we want to do is fine people when a little consideration and knowledge will result in behavioural change. I am not asking jetskiers to stop having fun, what I am seeking is a change in how and where they have fun. Simple really. If you see poor behaviour on the water feel free to phone our customer services at 0800 324636. We do require some basic information, especially time, date, location, what the vessel was doing to cause annoyance, and most importantly, the registration number of the towing vehicle and trailer.

Mt Pleasant community stalwart farewelled BRIDGET RUTHERFORD
Donald Walker was such a proud Scot he had the St Andrew’s Cross flag flying at his funeral while the bagpipes were played to farewell him. The long-time Mt Pleasant resident and City to Sumner Community Patrol chairman died from cancer on January 19. He was 75. Mr Walker was the patrol chairman up until December, and was the chairman of the Mt Pleasant Community Centre and Ratepayers’ Association for seven years in the 1980s. He was also on the Mt Pleasant Kindergarten Committee for two years. He had lived in Mt Pleasant since 1978. He is survived by his wife of nearly 52 years, Beverley, three children, and seven grandchildren. Mrs Walker said her husband used to walk to the top of Mt Pleasant every morning. In July he came back from
his daily walk and said he felt dizzy. About three weeks later, doctors found he had a cancerous brain tumour. Mrs Walker said her husband loved taking photos. “When he went walking, and this is going back a long time ago, he would take photos of himself, and these were not selfies as such, but he would set his camera up on a rock and
PAGE 5
walk past for a photo.” He also spent a lot of his time with his grandchildren who he “adored”. His last week was spent in Essie Summers Retirement Village on Colombo St, ironically, where he used to live when his family moved to Christchurch from Scotland in 1948. Although his original house was no longer there, the hospital was on the same piece of land, Mrs Walker said. Mrs Walker said he joined the community patrol because he wanted to help. “He liked being the chairman, and I must say chairman, because he disliked being called the chair, he would say the chair is what you sit on.” Patrol secretary Alan Christie said Mr Walker joined the patrol in 2011, and
became chairman in 2012. “He was a great community person, he was very, very involved.” He said Mr Walker had a great sense of humour. “He was funny, he didn’t take himself too seriously but he was quite focused on getting the job done. He was a hard-working guy who loved his wife and family.” He was also a “marvellous” cook, who could whip up anything from cake or marmalade to roast dinners, Mr Christie said. Mr Walker was also the Canterbury District Committee chairman for community patrols and was helping to organise the upcoming conference in Christchurch this year. Mr Christie said Mr Walker was a “proud Scot” who was born in Glasgow. A guard of honour was formed at his funeral on January 26, which included patrol members and police officers.
Found someone sleeping rough? Call the police FRASER WALKER-PEARCE
Police are asking for public help in telling them where people are sleeping rough between Lyttelton and Diamond Harbour. Police say they then might be able to help the people living rough, which could include getting them help from social agencies. Sergeant Dave Knowles said people sleep rough for all types of reasons. “The idea is for us to, number one help them, and number two, ascertain if they have any issues of any kind and get them some assistance from the right people,” he said. Sergeant Knowles said that another possibility was that people may be sleeping homeless because they are trying to avoid police detection. “That’s still a possibility we can’t rule out as to why people could be living rough, to avoid detection,” he said. However with warrants going out daily for people’s arrest, Sergeant Knowles said there will always be people around that are wanted by police. “They could be sleeping under a veranda on the main street for all we know. It could be that they’re displaced from their residential address, maybe they are used to that lifestyle and always live in that type of environment,” he said. If you have any information that could help the police, phone 363 7400.

Quake concert to remember five years on
REARING TO GO: Club secretary Ross Gillespie, president Paul Marsh, New World Redcliffs owner operator Julia Spence, vicepresident Maurice Hunt and members Don McKendry and Ted Madison are looking forward to another busy year.
BY BRIDGET RUTHERFORD
A Mt Pleasant couple is helping to organise a concert to commemorate the fifth earthquake anniversary. David Bolam-Smith, and his wife Junko, are the Christchurch co-ordinators for the concert, which will be held at the Transitional Cathedral on February 22 at 6.30pm. It will be part of a series of events held in Christchurch to remember the 185 people who lost their lives in the earthquake. Eighteen people who lost loved ones in the earthquake will travel from Japan and attend the concert. Those who attend will be asked to bring a gold coin donation and all the proceeds will go towards building a temporary bell tower for the Transitional Cathedral. Mr Bolam-Smith said the bell tower was significant for the city’s recovery. “The Avon River is the artery of the city, the Cathedral is the

heart of the city, and the bells of the Cathedral are the heartbeat of the city, and people of Christchurch need to hear the heart of the city beating again,” he said. “It’s little things like that that we look to in the recovery.” The Christchurch Symphony
Orchestra, Burnside High School’s Aurora Voices choir and the Canterbury Japanese Choir will all perform. The World Peace Bell in the Botanic Gardens will also be rung five times at 12.51pm, the time the earthquake struck.
The Ferrymead Sumner Probus Men’s Club hopes to have another busy year. The club now has 95 members who enjoyed a range of guest speakers and visits last year. Speakers for the year included Bill Carlton, Islay McLeod, Rebecca Parish, Lee Germon, David McInnes, Mike Davison and Kerry Watson, John Burns, Ben Harris, Arron Perriman, Nuk Korako, Sam Ragnarsson and Mike Simmins. Members also visited Erewhon Station where they saw the Clydesdale horses and the homestead, and a trip to the Isaac Royal Theatre and the GIB Factory. This month, a group will spend three days in the Oamaru
district. The trip will include visits to Lake Hood, Morven robotic dairy farm, Stone Quarry and Rockville Gardens, Totara Estate, Victorian Precinct of Oamaru, Whitestone Cheese factory, Riverstove shops and gardens, and a tour of the Longbeach gardens. The club’s mission is based on fun, friendship and fellowship. The newly-rebuilt Redcliffs New World sponsors the club, and donates a gift hamper for each guest speaker. The club meets at 10am on the fourth Thursday of the month at the Redcliffs Bowling Club. Phone Bryan on 326 3048 or Paul on 021 0366683 if you are interested in going along.

neighbourhood NEWS Mouse finds a home in damaged wastewater pipe News tips? Email bridget.rutherford@starmedia.kiwi or phone 371 0778, fraser.walker@starmedia.kiwi or phone 364 7424
When road workers were inspecting a Lyttelton wastewater pipe they did not expect to find a curious mouse. During a routine camera investigation of an Exeter St pipe, a Fulton Hogan delivery team bumped into a mouse who had settled quite comfortably inside the damaged wastewater pipe.
Fulton Hogan project manager Christo Heyns said it was a bit of a surprise when watching the CCTV camera. “We tried to send a cat down the pipe but it was too smelly,” he joked. “Because of cracks in the system rocks, dirt, mice and rats have been able to find their
way into the pipes. We call this ground infiltration”. Once the pipe has been repaired, the little rodent would have to find a new home. More than 1000km of wastewater pipes have already been videoed since the Stronger Christchurch Infrastructure Rebuild Team programme first launched in 2011.
Dogs could be allowed on Akaroa Beach during winter months Dogs could be allowed back on Akaroa Beach if a new dog control bylaw is approved. The city council is proposing a new Dog Control Bylaw which would change a number of the regulations on where dogs are allowed across the city. If the changes are made, the current year-round prohibition of dogs on Akaroa Beach, from the fire station to Daly’s Wharf, would be reduced to summer. This would mean dogs would only be prohibited on the beach from December 1 to March 1 from 9am-7pm. Only dogs on leashes will be able to go on Akaroa’s main wharf, to align with nearby Britomart Reserve. Akaroa Foreshore, from Rue Brittan to the cruising club jetty, and Barrys Bay, French Farm, Pigeon Bay and Robinsons Bay
EXCITING: An artist’s impression of the new Heathcote Valley community facility which will be built next to the cricket club this year.
Community facility plans completed BRIDGET RUTHERFORD
Construction on Heathcote Valley’s new community facility is due to start in April, and now you can see what it will look like. Plans for the new $912,000 centre have been completed, which will be built next to the Heathcote Cricket Club on Bridle Path Rd. The facility would include a combined community centre and volunteer library which will replace the two facilities that were damaged in the quakes.
It will have several meeting areas, a kitchen, bathroom facilities along with a large deck. It is expected to be completed in early October. The Heathcote Valley Community Library on Martindales Rd and the community centre on Bridle Path Rd were both demolished following the quakes. Hagley-Ferrymead Community Board member Alexandra Davids said the new facility was fantastically designed and fit for purpose. She said the community had missed both the library and com-
munity centre and was looking forward to having them back. “I don’t think there is one community in Christchurch that has not missed their facilities since demolition. It has been a very frustrating and at stages an emotional time for many. It is hard enough having struggles in the home after the earthquakes but these struggles have been exacerbated due to not having these vital community hubs.” Community board chairwoman Sara Templeton said the facility would be fantastic for the community.
foreshores would also have their dog restrictions lifted. Takapuneke, Green Point Park and nearby Beach Rd Park would become prohibited areas because Takapuneke is a historic reserve. Okuti Track, near Little River, would also become prohibited to protect grazing stock. People can have their say on the plans at www.ccc.govt.nz/ haveyoursay. Council staff will be available to discuss the proposed new policy and bylaw in Akaroa, near the waterfront on Tuesday (February 16) from 11am-1pm Submissions on the plan close on March 4. •Have your say – would you like the year-long dog restrictions on Akaroa Beach lifted? What do you think of the plans? Send your thoughts to bridget.rutherford@ starmedia.kiwi
CHANGES: A new dog control bylaw could mean changes on where dogs are allowed across Banks Peninsula, including Akaroa Beach.

Living Springs recently hosted Camp Quality, a week-long camp for children living with cancer. Each child was buddied up with an adult ‘companion’ who took them around different activities throughout the week – they all had lots of fun. WELCOME: Redcliffs School held a powhiri last Tuesday to bring in the new school year. The powhiri welcomed everyone back to school, as well as nine new pupils and their families. Emilia Crooks and Hannah parker led the karanga for their first day in year 8. Principal Rose McInerney said the school was an incredible community and they were excited about a fantastic year of teaching and learning.
Organic Horticulture Courses Instruction in organic horticulture is now well established at the Lincolnbased Organic Training College. The next year-long course, which begins on 1st August, will be the ninth intake for the college. Students need no prior qualifications or experience to commence Year One and can study full or part-time. Those who have some horticultural background can go straight into Year Two. An added appeal of the course is that all fees are under $500, and full time students are eligible to apply for a loan or allowance through Studylink. Course Director Bill Martin says it works well to start the course year in the spring. “The organic horticulture course is all about growing so we want to start the course in spring when it is the right time to begin planting.” Year One students get plenty of hands on training in subjects such as sowing and planting organic crops, soil management and composting. The Year Two students have the option of using land and facilities on the
Biological Husbandry Unit (BHU) Farm to grow and sell their own certified produce – a semi-commercial venture that gives students a real taste of organic horticulture as a business. The students grow vegetables under the guidance of a mentor and sell them at a weekly stall at Lincoln University. “The Year 2 programme gives the students experience in a commercial environment without any risk. It’s the icing on the cake for a lot of the students here,” says Bill Martin. As well as the year-long organic horticulture courses a distance (correspondence) programme in organics is also available. The Organic Training College is located at the Biological Husbandry Unit at Lincoln University. There are 10 hectares of certified organic land as well as greenhouses, tunnel houses and research areas.

Madhu Rees
Gallery dedicated to showcasing Tim and Madhu Rees officially opened their new art gallery – Oxford Street Art, on Friday night. Fraser Walker-Pearce talks to owner, curator and manager Mrs Rees about her time in Kenya, her 13-year-old best friend, and being swept off her feet by Mr Rees Hi Madhu, thanks for having a chat with me. What drew you to Lyttelton? We actually came to Lyttelton when we first moved to New Zealand and we looked around quite a few places. The area around Sumner and Christchurch was really nice of course, but we thought Lyttelton was the best, because it has quite an amazing vibe and energy with it. We thought ‘we want to buy a property out here’. Everybody was just so friendly and approachable which was great. Agreed, Lyttelton is awesome. Tell me a bit about yourself. I was born in Kenya, but I’ve got Indian heritage and I grew up in the United Kingdom and moved to New Zealand in 2006. I lived in London for most of my life, then we moved to Cambridge and then we were off to Christchurch. What’s the attraction to New Zealand? What was the turn-
ing point that made you want to move here? When I travelled to New Zealand for the first time, I went to see my brother in Sumner a few years before we moved for good, and I just fell in love with everything here. I went back to Tim in Cambridge saying that I was in love and we just had to move there. So we applied for residency and were accepted, and so Tim hadn’t even seen New Zealand and came kind of sight unseen and we both fell in love with it. It was a bit of a change in our lives. We’re fortunate, because not many people get that opportunity to pack up and go. That’s very true. What sort of art do you specialise in? I don’t really have a big history in art. I mean I’ve loved it since I was little, and I have four brothers who were all really good at art – I’m the only girl. We were all quite artistic. Our father was quite good, but he
never really got the chance to settle down and have a good go at it. He was born in India and after moving to Kenya and then London, he ended up being a bus driver in England. So not really a history of art, my history is in the commercial side of things. So what made you want to start your own art gallery with Tim? And it’s only now that I’ve realised that I want to do my own thing. When you get to the stage of wanting to do your own thing, you’re pretty comfortable that you can follow your dream if you like. The commercial background has helped us in that respect, that’s for sure. What is the idea behind the gallery? We want to showcase emerging artists, we don’t want to have a well-known artist on show, it’s more about showcasing emerging artists in a fun way. We want it to be open and for the community to take their time to look at the art. There’s a lot of work going on behind the scenes which you don’t really see but it is all happening. We’re also hoping to get some of the kids’ art set up in the gallery which would be great. The other

LYTTELTON TUNNEL BYLAW UPDATE The New Zealand Transport Agency is looking at updating the Lyttelton Tunnel’s bylaw so it meets current needs and matches changes in other transport legislation. Proposed changes include a clearer policy on vehicles transporting loose material, for example, sand, soil or fertiliser. These loads must be covered both before and after load delivery to reduce dust and dirt in the tunnel. Changing the length of road covered by the bylaw on either side of the tunnel, and a clearer policy on access through the tunnel for dangerous goods and over dimension vehicles. Visit the NZTA website for more details and make a submission by February 22.
emerging artists What do you want to avoid with the gallery? When I volunteered at a gallery before, I used to hear people say things like ‘I’m too scared to go into the gallery, it looks uninviting’ and a lot of people have that feeling. There’d also be people saying ‘Do you have a charge?’ which we didn’t but it was still disheartening to think people were worried to come in. We’re really trying to welcome as many people in as we can, because we want to help the emerging artists. Because then we can have people come in and say to us ‘I know such and such that was in the gallery, and now she’s on the big stage.’ Ok, very good, I get that. Now your name, Madhu . . . Am I pronouncing that right? Yes that’s right! It’s pronounced Mahdu, and it’s an Indian name which means either honey or alcohol, whichever way you’re feeling. (Laughs) It’s not a family name passed down or anything, but I like it. Ah okay! Makes sense. How did you meet Tim? That’s a secret. No, we met about 26 or 27 years ago in London, just the way you do. Were you introduced by a friend? I can’t remember it was such a long time ago. (Laughs). We’ll keep that one a secret then. Was it love at first sight? It wasn’t love at first site, it kind of de-

$4000-PLUS FOR REDCLIFFS A Givealittle page set up to fund the campaign to keep Redcliffs School open has raised $4115 towards the cause. I’m very hard to sweep off my feet, they’re firmly planted most of the time. But we were dating for 11 years before he proposed to me on a boat on a Greek island, which was all incredibly romantic. We’ve been married for 15 years now. How nice. Have you got family over here? I have a brother who lives in Sumner, he’s a freelance designer. We have some beautiful nieces, one has just finished at Victoria University and the other is just about to go. I also have a nephew who’s a very good cricketer, he makes all the
teams he tries out for – and he’s my best friend who’s turning 13 in May. The rest of the family live in the UK, my mother’s there, dad sadly passed away three years ago. Sorry to hear about that. How often do you get to visit them? It’s a bit of a long way to go back frequently, but we go back as often as we can, and we try to go back to our home in Cambridge. It’s good because Cambridge still feels like a home away from home, and obviously when we come back to Lyttelton, it’s our home too.

Full speed ahead for world champs JAIMIE KEAY
The Christchurch top waka paddlers are in full training mode as they look ahead to the world championships on the Sunshine Coast. Team Aoraki Matatu from Te Waka Pounamu have qualified for the world championships after winning the national men’s master’s title at the Waka Ama national championships. The competition was held at Lake Karapiro in Cambridge on January 21-23. It was the first time the team of Jack Wormald, Iaean Cranwell, Ross Gilray, Todd Jago, Craig Pauling and former Cru-

sader Adrian Tukaki competed in the master’s grade at nationals after previously paddling in the open grade. Gilray said the team are likely to face the strongest competition from Tahiti at the world championships, but the team believe
they have a shot at winning. “Outrigger canoeing in Tahiti is like rugby here in New Zealand, it is their national sport. So we will have to bring it if we want to have a chance at gold,” he said. Finishing the heat and semi-fi-
nals in second, in a time of 1min 56.50sec and 1min 57.95sec respectively, Gilray said the team always knew they could pull out the ‘big one’ in the final. “We normally pull it together at nationals, and save a little bit. Unlike rowing or kayaking, we can have four or five races in a day. It was part of our team tactics to save the best for the final,” he said.

Young rider makes name for himself CHAMPION: Sumner School’s Noah Cole beat some of the best BMX riders from New Zealand and Australia to win the Oceania BMX Championships for 9 year-old boys last month. The year 4 pupil won in spite of being knocked off his bike in the qualifying heats. Noah had the privilege of riding under New Zealand BMX rider Sarah Walker’s number for the day (96). He is stoked to now be ranked Oceania 1 which he also gets to ride as his plate number. He said it made up for crashing out of the world champs in Belgium, last year. •

At consultAtion PRocEss: new law and Regulations on smoke Alarms and insulation The Government introduced to Parliament on 3rd December 2015 the Residential Tenancies Amendment Bill and also released for consultation the associated proposed regulations for insulation and smoke alarms, Building and Housing Minister Dr Nick Smith has announced. “This Bill aims to make homes warmer, drier and safer for the million New Zealanders who live in rental accommodation, without imposing excessive costs,” Dr Smith says. “The insulation requirements will apply to social housing that is heavily subsidised by Government from 1 July 2016 and to other tenancies from 1 July 2019. All landlords will need to disclose in tenancy agreements from1 July 2016 the extent of insulation in their rental property. These new mandatory requirements are the next logical step after having insulated all state houses and having provided Warm Up New Zealand grants for insulating 285,000 homes. The policy includes exemptions where it is not practical to install insulation. “Smoke alarms will also need to be installed in all residential rental homes by 1 July next year. Regulations will make landlords responsible for ensuring operational smoke alarms are installed in their properties, and tenants responsible for changing batteries and reporting faulty alarms. Officials estimate that these changes will save an average of three lives per year, and reduce the number of fire-related injuries.” “We are also including other targeted measures to tackle sub-standard rental properties. There are a small proportion of unsafe rental properties that
have rot, unsafe wiring, leaky roofs, and broken plumbing. These properties breach the current regulations. The answer is not more rules but better enforcement. The Bill gives new powers to the chief executive of the Ministry of Business, Innovation and Employment to investigate and take direct action against landlords for breaking tenancy laws where there is a risk to the health and safety of tenants. We are also strengthening the protection for tenants who themselves take up these issues with the Tenancy Tribunal. “The final change reduces the time it takes to confirm abandoned tenancies. The current process can take up to six weeks, leaving a house empty and a landlord losing weeks of rental income. The Bill creates a fast-tracked, 10-day process enabling the re-tenanting of properties where a tenant has no intention of returning.” The regulations on insulation and smoke alarms will be consulted on in parallel with the Select Committee process. Details on the quantity of insulation and number of smoke alarms required will be determined in the regulations. The regulations will also set under what circumstance a property can be excluded. Consultation is open from Thursday 3 December 2015 and closes 11pm on Thursday 10 February 2016. The discussion document can be viewed at http:// www.mbie.govt.nz/info-services/housing-property/ tenancy/proposed-residential-tenancies-regulationsfor-insulation-and-smoke-alarms/discussiondocument.pdf. The Bill will have its first reading Tuesday 8th December and be referred to the Social Services Select Committee.

This trip features breath-takingly beautiful vistas, taking you from the fashion capital of Milan to the untamed beauty of the Italian Lakes in Northern Italy, and on to the jagged, sun-drenched coastline of the villages of Cinque Terre. You’ll enjoy an exclusive dinner on private island on Lake Maggiore and cruise the Mediterranean coast as you gaze in awe at the picturesque fishing villages with their pastel-coloured houses clinging to the cliffs.
Not just for fans of the film, this Austrian adventure also takes in the country’s romantic cities, dramatic scenery, epic history and timeless connections to music. Arrive at Neuschwanstein Castle by horse and carriage, enjoy dinner at a local Gasthof and you’ll stay in the iconic Meierhof at Schloss Leopoldskron in Salzburg, which provided the setting for many scenes in the movie.

Rather than getting carried away with your own interpretation of how disastrous things are, try to look at the situation a little more objectively. Toothbrush tears? Let children be in charge Child sleep expert Louise Tanguay is owner of The Sleep Store, mum of four boys and here to answer your questions My daughter has finally hit the terrible twos and refuses to brush her teeth. My husband and I have tried everything from helping her brush them, rewarding her for brushing etc — we even invested in a Dora The Explorer toothbrush for her. Even the phrase ‘‘let’s brush our teeth now’’ sends
her into a tantrum. We don’t want to encourage this behaviour and are getting sick of the constant struggle twice a day. It’s horrible knowing that the majority of the time her little teeth aren’t getting the proper clean that they need and I’d hate to see her have dental problems at such a young age. Please help. Thanks, Pip. Two-year-olds can be so strongwilled, with everything from bedtime to carseats to teeth, it can be exhausting. One of the things I find works with toddlers is letting them feel
like they are in charge. You can’t make them clean their teeth without a big battle and a lot of force, so you need to find a way
to let your toddler win and be in charge of the teeth cleaning. Offering options can work well for this age. You could have two brushes and let her choose which colour to use tonight. You can offer to let her clean them herself or you will do it. I often give my little one the toothbrush in the bath and this really increases the chance it will get used. And my best success with toddler teeth cleaning has been a kids’ electric toothbrush. My very-resistant-to-teeth-cleaning 3-year-old loved his so much he would take it to bed and keep brushing after bedtime. And just remember to have no
sugary things in the evening, so if the odd evening goes by when teeth cleaning is missed, it’s not the end of the world. If you have any questions about getting a baby to sleep, safe sleeping, encouraging babies or children to sleep more and on their own, or anything else related to child sleep, Louise is the person to ask. Send your questions to regionalfeatures@apn.co.nz. You can also go to www.thesleepstore.co.nz for free articles on child sleep and products that will help you and your little ones get a good night’s rest.

Facelift keeps Ranger fresh Amidst the raft of new utilities which landed in New Zealand during 2015, Ford weren’t going to let the Ranger go unnoticed. While the Ranger is far from new it did get a fairly hefty upgrade mid-year and it contributed to the series once again taking out top utility sales for last year as well as being New Zealand’s topselling new vehicle. Most of the Ranger’s upgrade incorporated cosmetic enhancements and they contributed to making the ute even more car-like. I say that, taking into consideration it is engineered for load carrying, but it must be said the Ranger is very sophisticated for what could be loosely termed a truck. And it needs to be civilised, most of its competition has leapt ahead in terms of refinement and for this year Ranger is not going to have everything its own way in terms of sale volumes. Inside, the Ranger has had a substantial refresh, new digital features have been incorporated into the instrument cluster, while the complexity within the operating systems is deeper. There’s a lot more kit and that area has been made more occupant-friendly, it is a lot more comfortable and clean in terms of aesthetics. It is also quieter as
SPECIFICATIONS
a vehicle with greater emphasis on eliminating noise, vibration and harshness. That comfort is one reason why I say the Ranger at this point is still the most car-like of all the utes to drive, it has a fabulous ride and the control networks can lure you into believing there’s nothing behind the rear seats. But, of course, there’s the rear deck area which makes the model sought after for both commercial and recreational use. At the other end sits a fivecylinder engine which first found its way into the light commercial Transit. I’m a bit of a fan of five-pot engines, and the 3.2-litre Ranger unit is a beauty in terms of power delivery, economy and quiet operating manner. According to Ford, it is rated at 147kW and 470Nm which are healthy outputs, and a combined cycle 9.6-litre per 100km (29mpg) fuel usage rating. During my four-day evaluation the trip computer readout
Price: Ford Ranger XLT, $63,040. Dimensions: Length, 5351mm; width, 1860mm; height, 1821mm. Configuration: Five-cylinder longitudinal, four-wheel-drive, 3198cc, 147kW, 470Nm, sixspeed automatic. Performance: 0-100km/h, 9.1sec.
FORD RANGER: Hefty upgrade for 2016.
listed reasonably close to that (11l/100km – 26mpg). The evaluation car was my first drive in a Ranger with automatic transmission, I have driven the manual on a couple of occasions and it would be my first choice, but the automatic has fluid shifts and interacts well with the solid low down power from the engine. There are 14 variants in the Ranger line-up, of those, eight are four-wheel-drive, the test car was in XLT specification and lists at $63,040, the range starts at $36,040 and ends at $69,640 for the Wildtrak double cab
wellside. Ford claim 237mm of ground clearance for the Ranger. During my evaluation I took it on a short uphill burst on a clay surface. The track was heavily rutted but the Ranger just eased up through the rough bits with barely any throttle pressure. The suspension soaks up the bumps and arrests the jolts, the ride is almost plush, yet underneath lies the engineering to accept a heavy load and offer a smooth in-cabin ride. The Ranger is just as much at home on the highway as it is off-road. The steering has
definite feel, and body balance in a corner is remarkable given its ladder chassis and design parameters. Mostly, though, it feels constantly controllable, and that promotes confidence from behind the steering wheel. Given its double cab layout, the Ranger is more than a utility, it is a genuine five-seater that all the family can travel distances in, it also has the kit to cover all bases, including satellite navigation. More importantly, though, it has a wealth of safety gear, so much so that column space doesn’t allow comprehensive detailing, but to say Ford hasn’t skimped anywhere in terms of what they have built into the vehicle. I can’t wait to see the monthly sales figures throughout 2016, the battle for supremacy in the light commercial market is raging.

gardening
Ease the heat stress summer sun Rachel Vogan talks you through what to be doing in the garden now
WITH THE last hurrah of summer ahead of us, parts of the garden can start to look a little tired and stressed, especially if you have been away. Give the perennial borders a quick haircut and all will be forgiven. Within weeks, stalwarts like penstemon, marguerite daisies, lady’s mantle,
heuchera, pulmonaria and lavatera will bounce back.
For really sad-looking plantings, give them a boost with a few drenches of Seasol or worm wee over a two-week period. For vegetable patches that didn’t cope well with the summer holiday, remove anything that has gone to seed, hoe off the weeds, fork in some compost and start again with new planting ready for autumn harvest.
SWEET CORN COBS
Clematis montana.
Cobs are fattening up quickly, so water the plants deeply at least twice a week. If cobs haven’t evenly formed kernels on each cob, this is due to poor pollination. There is nothing you can do about it now, but for next season make sure you plant the crop close together, in blocks rather than rows, to ensure the tassels pollinate one another. Harvesting tips: once the tassels go brown and start to shrink and the cobs start to angle themselves away from the main stem, the cobs are ready to pick. You can always be a little sneaky and pull back the leaves to see how the cobs are maturing.
CLIMBERS
LAWNS
It is all about thatch at the moment. Over the warmer months, layers of lawn clippings fall down to the soil surface, creating a barrier for moisture and fertiliser to get down into the root zone. Now is the time to de-thatch lawns, it is simple and easy to do. For smaller lawns, simply use a rake, and try to scuff up the build-up of thatch.
Those that flowered in spring and summer can do with a trim now. Wisteria will be ready for a decent haircut, so remove the old flower stems to encourage new tendrils, which should be tied down to prevent the plant from becoming out of hand. Clematis montana thrive with a good short back and sides, too. Pandorea can have a second flush of flowers in some areas. Prune back after flowering to maintain the shape. Wait for mandevilla and bougainvillea to finish blooming before you look to the clippers. These divas of summer will bloom for a few months more.
VEGETABLES
Sow more rows of carrots and beetroot. Both take about three months to mature from seed and crops sown now will see you through until winter. For speedy salad greens, look to spinach, rocket, mizuna, cress and mustard. Thin out parsnips and Daikon radish as these root crops need room to fatten up. Allow two to three fingers spaces between each one. Remove the flower stems of rhubarb as soon as they appear and throw away any tatty and dead-looking leaves. They love a good mulch of animal manure – water the clumps well first and then cover them over with the manure.

HERBS
Keep planting basil, dill and coriander. Trim back thyme, sage, oregano and rosemary to encourage a flush of fresh new growth. French tarragon is at its best over the next few months – dry any excess stems ready for use in the winter. Many herbs and edible flowers freeze wonderfully well in ice cubes. Simply pick borage, calendula petals or nasturtiums and freeze into minimuffin tins and, hey presto, frozen ice-cube flowers. Once the flowers or herb cubes are frozen, they can be transferred into snap-lock bags and kept in the freezer, while another batch is being frozen. Drop a cube or two into a fruity cider or punch.
This perennial (Cosmos atrosanguineus), with rich mahogany brown, almost velvet-looking flowers, has the sweetest most-captivating chocolate perfume. It’s an ideal plant if you are on a diet and need to control your cravings! This plant needs full sun and should be planted where all and sundry can enjoy its radiance. It’s a good option for pots and tubs, too. After flowering finishes later in autumn, trim back the flower stems and leave it to its own devices until next season. Another plant for those with a sweet tooth is chocolate mint. This ground-covering mint, has a distinctive chocolate smell and flavour. Look for it in garden centres – it may not be easy to find, but it’s worth hunting down. Strawflowers are looking a picture now. These are one of the ultimate cut flowers that can be used for drying. Pick the flowers on a sunny dry day, tie into bundles and hang upside down in the garage or somewhere similar for a month to dry.
They define spaces, make a perfect weather break or backdrop to the garden, can form a feature wall to show off other plants and with modern day technology pruning them is a relatively simple job. Before planting a hedge it is a good idea to decide what purpose the hedge will have; to keep passing traffic noise down, for privacy in the garden or to create rooms in the garden. There are many different purposes for hedges and many different plants which can be used to form them. Another question for the gardener, prior to planting a hedge, is whether it should be formal or informal. Formal means to clip into shape while informal refers to a row of plants pretty much left untrimmed which will grow into larger trees or shrubs. For best results with hedges it does pay to trim them regularly as you’ll find the hedge will be healthier, a lot better to look at, tighter and have a lot more growth down the base. A hedge can be anything from
a low border of buxus through to a large hedge of macrocarpa so as you can imagine, there are many plants that can be used. Some of the most popular plants for hedges are buxus or english box hedge (right). Buxus sempervirens is the most common for hedging and can grow anything up to 2m high. The best buxus hedges are generally those between 50cm and 1m-high. There is also buxus sempervirens Suffruticosa a smaller growing plant that can be trained to 25cm high as a very low hedge. Buxus is easily trimmed and can be trained into some amazing shapes only restricted by your imagination.

London’s luxurious HOTEL DU BARRY has been left unscathed by WW1 and the party has just begun: tainted love, murderous desires and gin. It’s THE GRAND BUDAPEST HOTEL with a dash of Gatsby. When a laughing baby is found amongst the Hotel du Barry’s billowing sheets, tucked up in an expensive pair of ladies’ bloomers and neatly pegged to the laundry line, the hotel staff resolve to keep the child. The hotel’s owner, Daniel du Barry, still mourning the loss of his lover in an automobile accident, adopts the little girl, names her after his favourite champagne and seeks consolation in fatherhood. Cat du Barry grows up beloved by both hotel staff and guests, equally at home in the ninth floor premium suite as she is in the labyrinth below stairs. Years later when Daniel du Barry dies in sinister circumstances, Cat determines to solve the mystery with the assistance of her extended hotel family. From hotel detective to roguish Irish gigolo, from compassionate housekeeper to foxy chamber maid, each will play their wicked part in this novel that will charm, amuse and delight.

Eleanor and Esmerelda are identical twins with a secret language all their own, inseparable until a terrible accident claims Esme’s life. Eleanor’s family is left in tatters: her mother retreats inward, seeking comfort in bottles; her father reluctantly abandons ship. Eleanor is forced to grow up more quickly than a child should, and becomes the target of her mother’s growing rage. Years pass, and Eleanor’s painful reality begins to unravel in strange ways. The first time it happens, she walks through a school doorway, and finds herself in a cornfield, beneath wide blue skies. When she stumbles back into her own world, time has flown by without her. Again and again, against her will, she falls out of her world and into other, stranger ones, leaving behind empty rooms and worried loved ones. One fateful day, Eleanor leaps from a cliff and is torn from her world altogether. She meets a mysterious stranger, Mea, who reveals to Eleanor the weight of her family’s loss. To save her broken parents, and rescue herself, Eleanor must learn how deep the well of her mother’s grief and her father’s heartbreak truly goes. Esmerelda’s death was her family’s fragmented history, and unless Eleanor can master her strange new abilities, it may not be the last.

HYDRATE TO ELEVATE We all know drinking water is important, but the majority of us simply don’t drink enough even though we know it makes us feel great when we do. We look at the benefits and motivate you to drink more with a few tips on how to make it just a little more palatable.
W
ith over a quarter of Kiwis consuming less than two glasses of water a day and only 5% drinking more than the recommended eight, the message obviously hasn’t hit home on the importance of hydrating our body. A recent survey conducted by SodaStream found that Cantabrians are particularly guilty when it comes to their water intake. With 82% drinking less than six glasses of water a day, but with over 85% admitting they feel healthier when they drink more water, something needs to be done to bridge the gap in terms of what we know to be true and what we’re actually doing about it. This same survey revealed that although 41% of us limit how many soft drinks we consume due to our concerns over sugar content, the same number of people said tea or coffee is this their
number one drink of choice. Some people even believe that the water consumed in their cup of Joe constitutes part of their water intake. This is a fallacy. As caffeine actually dehydrates us, as does alcohol too, it means we need to drink even more water to compensate. Not so surprisingly the reason we don’t drink nearly enough water is that we simply forget. Now with apps you can download direct to your smart phone, there are no more excuses. Further studies proved that people who had a SodaStream machine in their homes were more likely to drink more water. In fact, the study showed that people drank 30% more water. For those of us who aren’t used to drinking water like it’s going out of fashion, there are plenty of ways to increase the fun factor while still being healthy.
After Before
By simply turning tap water into sparkling water with a SodaStream machine and adding a splash of fresh lemon juice or naturally squeezed fruit juice, is bound to have a positive impact on our health and wellbeing.

Terraced excavation into the bluestone rock is finished. Services including power, phone, water and sewer are now all tidy underground.
