By Grant Bryant REPAIR AND replacement bills for the city’s earthquake-damaged horizontal infrastructure – roads, bridges and underground pipes – will come in $473 million below budget. Canterbury Earthquake Recovery Agency Minister Gerry Brownlee said the saving could be put down to astute management by the Stronger Christchurch Infrastructure Rebuild Team. “Good planning and efficient work on the ground means the programme of repairing eligible quake-damaged roads, bridges and underground pipes will be completed for $2.69 billion, $473 million less than estimated at the time of the Cost Sharing Agreement between the Crown and Christchurch City Council in 2013.” The overall budget, contributed by the Crown, city council and NZ Transport Agency was made available to SCIRT in 2013. Meanwhile, Christchurch Central Development Unit director Baden Ewart confirmed the city has an extra $46 million for infrastructure because of the under spend. The fund is strictly reserved for public works projects, but eligibility criteria for ventures which could benefit from the new fund had yet to be fully determined.
