Mother charged over links to boy’s death

THE MOTHER of a five-year-old autistic boy who was allegedly murdered at his home has been charged in connection with the death.

Emma Le Fleming Roberts, 37, is facing a charge of failing to get him medical treatment on the day Leon Jayet-Cole (right) died.

His step-father James Stedman Roberts, 34, who is Roberts’ partner, has been charged with the murder.

He has pleaded not guilty.

Leon died in Emma Roberts Christchurch Hospital after suffering a serious head injury at his Lambeth Cres home, Northcote, on May 27.

Emma Roberts has been charged with failing in her James Roberts legal duty as a carer to get him medical treatment on the day he died.

A COUPLE in Plymouth, England, who wish to remain anonymous, paid a £60 bill for the table next to them because their fellow diners were polite.

Lisa McConnell, 25, had finished a meal at a bar with two friends and was about to pay the bill when a member of staff informed them another customer had paid it for them.

Ms McConnell said: “We couldn’t believe it when the staff told us our bill had been paid.

We thought it was some kind of joke,” she said.

“Our bill came to more than £60 and we were just gobsmacked. We thought we were going to be arrested if we left without paying. We were so shocked.”

The staff refused to reveal the identity of the generous diners but as the girls left the restaurant, a woman who was at the table next to them approached them and told them her husband had paid because “they had found it refreshing to see three young women enjoying a meal and being so polite”.

UN doco assigned to teens

That’s the giant step forward for two Christchurch teenagers, who tomorrow leave for Bangladesh on an opportunity of a lifetime.

Sam Walls, 19, and Michael Roberts, 18, will spend three weeks in Bangladesh on the UN project.

Until now, the budding entrepreneurs have been making a dollar filming promotional events and weddings in Canterbury.

Said Sam: “We’re used to doing two or three-minute videos, packed with explosive high intensity-stuff going on – and now we have to adapt to shooting a 40min documentary over three weeks.”

The assignment has come via Pole to Paris, an organisation which raises global warming awareness through a 17,000km Antarctica to Paris cycling journey.

The leader (and cyclist) of Pole to Paris, Dan Price pitched the idea to the UN that Sam and Michael could create the documentary on climate change in Bangladesh.

Insulation, smoke alarms welcomed A CHRISTCHURCH tenants’ group has welcomed law changes requiring landlords to insulate and install smoke alarms in rental properties.

Under the changes, all landlords will need to make sure there are smoke alarms at their properties by this time next year.

Social housing will need to be insulated within a year, but private landlords will have until 2019 to insulate their properties.

The changes were announced

yesterday by Building and Housing Minister Nick Smith.

They were part of a new Residential Tenancies Amendment Bill, which will be put to Parliament by October.

Christchurch Tenants’ Protection Association manager Helen Gatonyi said the change was a positive step in the right direction.

She said about 450,000 families lived in rental properties in New Zealand.

“It is estimated that half of these

properties would not meet even the moderate insulation standard being proposed in this amendment, so it makes perfect sense that this becomes mandatory for all rental properties.”

Under the changes, 180,000 homes are expected to need insulation, and 120,000 will need smoke alarms installed.

The insulation is expected to cost $600 million, and the smoke alarms $7 million, Dr Smith said.

Dr Smith said the package would be more efficient than a housing warrant of fitness scheme.

“Such a scheme would cost $100 million per year, or $225 per house for inspections alone, and these costs would be passed on to tenants in rents. This is money we believe is better spent on real improvements like insulation and smoke alarms.”

Missing woman argued before disappearance

POLICE HAVE revealed missing woman Yoon Sook Chun and her husband argued two days before she disappeared.

A $30,000 reward was offered yesterday for information that helps locate Mrs Chun (right), who was last seen on May 18, 2009, walking out of the door of her Aidanfield home.

Detective Sergeant Ross Tarawhiti said Mrs Chun and her husband Ki Won Choun had argued, members of the family had told police.

Mrs Chun was formally reported missing by her husband and daughter in December 2009.

Detective Sergeant Tarawhiti said Mr Choun had been co-operative and open with the police.

“He is very concerned about what has happened to her. He has been in contact with the police since he reported her missing.”

He had lived in Korea while his wife and children were domiciled in Christchurch. He travelled to New Zealand to see them.

Mrs Chun’s son and daughter

were the last to see her at 6am on May 18 before she left the house.

The previous night she had emailed the children saying she was going to visit Auckland for a break.

Detective Sergeant Tarawhiti said that the email was sent from her computer. But there was no way to tell if she had written it.

Mrs Chun had a New Zealand and South Korean passport and neither have been used to travel out of the country since her disappearance.

Detective Sergeant Tarawhiti said the reward might “provide an incentive to someone who hasn’t already spoken to Canterbury

police to come forward”.

“Because of the passage of time and the family moving on, people may be able to speak a bit more freely when in the past they may not have felt comfortable to do so.

They may have key information for us.”

Detective Sergeant Tarawhiti said police had an open mind on what had happened to Mrs Chun.

Police are not yet treating it as a homicide inquiry.

“So far we only have the accounts of the family to go off.

Nobody has seen her since then.

“We urge anyone who knows anything and hasn’t spoken to police before to come forward, so that police can decide whether the information is of importance to the investigation or not. If you are Mrs Chun please contact police.”

Mrs Chun’s father recently died but she still did not make contact with her family.

• Anyone with any information on where Mrs Chun is or other information that could assist with her disappearance is asked to phone police on 363 7400 or visit their nearest police station.

Police appeal for reports of underwear thefts POLICE ARE appealing for women in the Burwood area to come forward if they have had lingerie and underwear stolen recently.

Detective Sergeant Ross Tarawhiti said the thefts from three residential properties in Achilles St, Burwood, were reported to police during the month of June.

“We are appealing to the females living in the Achilles St area to contact police if they have not reported similar thefts of their property already.

“Some of the stolen items appear to have been taken from the victims’ washing lines while, worryingly, other items are reported to have gone missing from inside their property.”

Their investigations led to a house being searched in the area.

“Investigations into the reports led to a search warrant being executed this morning at a property in the area.

“A quantity of lingerie/underwear was seized but only some of the items appear to match the description of those reported stolen.

Police are unaware of any other items being taken from inside or outside of the victims’ properties in Achilles St apart from the lingerie and underwear.

Victims are able to request to speak to a female officer, if they prefer, when they contact police,” Detective Sergeant Tarawhiti said.

No arrests have been made at this time however, police investigations are continuing.

Leon’s mother charged • From page 1 The full charge document reads: “On May 27, being a person who has actual care of Leon Jayet-Cole being a person under the age of 18 years omitted to discharge a legal duty namely seeking medical treatment which is likely to cause adverse effects to health, namely serious illness or death to Leon Jayet-Cole and the omission to perform the legal duty namely

seeking medical treatment is a major departure from the standard of care to be expected of a reasonable person.”

It is a charge that carries a maximum penalty of 10 years’ imprisonment.

Emma Roberts was given a court registrar’s remand yesterday.

She was remanded to appear in the district court on August 4.

Getting there from Christchurch takes about 1h 20min via the Inland Scenic Route. Access to the scenic reserve is signposted from the car park at the end of Alford Settlement Rd.

John Minto

Veteran protester’s life of John Minto became a household name when he led protests against the 1981 Springbok rugby tour which divided the nation. Now 62, he is living in Christchurch and hasn’t lost any of his old spark. He talks to Gabrielle Stuart So when did you arrive in Christchurch?

In January. We decided a long time ago to move here when my boys were grown up, because (my wife) Bronwyn’s grandchildren are here. We are just house-sitting at the moment, but we are building a house in Waltham which is progressing well. We’ll hopefully have the roof on this week.

So you’ve had time to settle in here – what are your impressions?

Well, the people here are great, and overall have a very positive attitude, in spite of all the trauma and problems going on. It seems people are not as engaged in politics as they used to be, and this is understandable because they all have individual problems they are dealing with.

A big impression is the way big capitalism is taking advantage of the rebuild, and I think it is leaving citizens feeling a bit punch-drunk.

And personally, I have been

doing a lot of cycling since we moved – I’m cycling every day to my work, teaching physics at Hornby High School. And I’m really enjoying it. I’ve been stopped by quite a lot of people out and about since I moved here, and all of them have been really positive.

Just the other week someone said “look, it’s Trevor Minto in the flesh!” I think they had me confused with (fellow campaigner) Trevor Richards. But people are very welcoming.

And you’ve dived straight into Christchurch politics and local issues here, too.

Yes. I knew a lot of people here already from my political past, so it hasn’t taken long to get involved.

What would you say was the biggest issue in Christchurch at the moment?

The lack of progress in rebuilding the city. I grew up in Napier, and my father experienced the earthquakes there, and the city was rebuilt within 18 months. The

situation here is different, but the Government is leaving so much to private corporations. There was consultation at the beginning and people sent in submission after submission, but it dropped down a black hole. It’s criminal neglect.

It’s been 80 years since the Napier earthquake now, and it would be nice to think that in 80 years people here could look back and say yes it was a tragedy, but we’re also proud of what we were able to do afterward. And right

now, that doesn’t look likely.

Obviously a lot of political and activist groups are based in the North Island – do you think it will be more difficult to be involved when you’re based down here?

I’m not actually sure about that yet – I’ll let you know in a year’s time. In Auckland we were living close to town, so we were definitely close to the media centre there. But with all the technology available these days I don’t think it

will be a problem.

Speaking of technology, it seems to be changing the nature of protests. Political activism for younger generations now often means changing a Facebook status or profile picture.

Do you think that’s the future of protests?

No, not at all. Look at the situation in Greece at the moment.

Where there’s any big issue people care about, they still get out on the street in their thousands.

demos, politics and rugby A lot of big political issues seem to go under the radar of mainstream media, and millions of people don’t bother to vote anymore. But I don’t believe it’s because they are apathetic. They deeply care about these issues, but they are disillusioned and disengaged with a political system where no matter who they vote for, they get the same neo-liberal government-favouring corporations. And people will always at the end of the day get out on the street in an old-fashioned protest, I don’t think the click of a mouse will ever replace that. I came here for the TPPA protest down Riccarton Rd, and it was great to be part of it. People were out in their thousands, and had a very good understanding of it too.

Do you think there is scope here to organise protests about earthquake issues?

I think there is, but I do feel I don’t want to be the arrogant outsider coming in. I’m not trying to come in and tell Cantabrians what to do about what’s happening here.

A lot of the rugby tour protests in the early days ended in physical clashes with others or with the police. Are you still up for that, or are your protests more peaceful these days?

I don’t think so. Protest of any sort always brings conflict, whether physical or verbal. It has in the past got very physical, but I have had to accept that conflict is a part of bringing change.

You’ve criticised a lot of politicians and people in high places, but they’ve given it back, too – Bob Jones made some pretty brutal and personal comments about you in his piece in The NZ Herald last year. How do you deal with that kind of anger against you personally?

I have over time become pretty immune to that type of criticism.

The type of criticism I respect and take on board comes from the people I am close to, and Bob Jones is not in that category. The lack of respect goes both ways.

So criticism coming from him I take as a sign I’m doing something right.

Tell me about your teaching work in Hornby. Is there anything that has surprised you about the job here?

It is very different to schools I have taught in the North Island, but the differences are difficult to articulate clearly. I think one difference is that low-income areas in Auckland are predominantly Maori and Pasifika, while in Christchurch, in my experience,

they are predominantly pakeha.

So I think there are a lot more class issues here, rather than race issues. But there is a really positive atmosphere at Hornby, and a real pride and positive attitude from staff and students there. I’m really enjoying it.

Do you plan to stand as a Mana Party candidate in Christchurch?

I am absolutely still involved in the party, but it is early days. I have no plans yet, but there is still plenty of time before the election.

Why did things go so wrong for the Internet-Mana Party in the last election?

I think the question is what went right, because we recorded more votes in Te Tai Tokerau for Hone Harawira last election than in the election before, and more party votes for Mana as well. But it was clear there was a planned collusion from other parties to take Hone out.

What about local politics. You ran for mayor in Auckland – could you ever do the same in Christchurch?

I could perhaps get involved in one way or another, but no, I have no plans to. I haven’t thought about it.

Do you think the move here will be a permanent one?

Yes definitely. Now we are here there is nowhere else I want to be.

Except on those frosty mornings.

I was told Christchurch has four very distinct seasons, which you don’t really get in Auckland, so I was looking forward to that. At the moment I am leaving for work in the dark and getting home in the dark, so I think I have had enough of winter now.

Before we can call you a Cantabrian, I have to ask – which Super Rugby team will you be backing?

I gave up following rugby years ago, although I have to admit, I was happy to see the Highlanders win over the weekend. But sorry, that’s the wrong answer, isn’t it?

I’m afraid it is – you’re never going to be accepted here now!

That’s probably true, but I spent too many Saturdays freezing to death on the embankment at Carisbrook not to feel some empathy with the Highlanders. I always enjoyed rugby – I used to coach it, and

play too back in the day. I was picked to try out for the First 15 in Napier, although I never made it through. But the Springbok tour protests really soured it for me, and I haven’t enjoyed rugby since.

A LOOK INSIDE . . . CLEANING UP GRAFFITI

Leading an army on a charge An annual city council survey shows there is just a quarter of the graffiti there was in Christchurch five years ago. Reporter Gabrielle Stuart spoke to the team about what is making such a difference THE CITY council graffiti team dealt with almost 700 reported graffiti tags in the past month alone. Most were removed or painted over within a couple of days.

When I went to meet them, I was expecting a massive team.

I wasn’t expecting to find four women, two part-time and two full-time, working out of a little office in Woolston.

Their secret, team manager Claire Phillips said, is that they have an army.

There are more than 1000 volunteers actively working around Christchurch to spot, remove or prevent graffiti.

In the first five months of this year, they volunteered more than 2200 hours to help deal with graffiti.

And they are seeing results.

It is difficult to get accurate figures on how much tagging there is in the city.

In areas where there is a lot of tagging, people can give up on reporting or trying to deal with it – which means the numbers reported aren’t as high as they should be.

And in parts of the city where people are proactively dealing with it, more tags are reported, which makes the numbers look higher.

But the team organises an annual graffiti survey, where community patrols and other volunteers report all the tagging and graffiti they see in their area.

Five years ago, they spotted 11,600 tags across Christchurch.

This year, the number was just over 3000.

The city council graffiti team was established in 2008.

It was partly inspired by the Phillipstown Neighbourhood Policing Team, which was working

Right from the beginning, a big focus was prevention.

Making a community look cared for and looked after could go a long way toward preventing graffiti, co-ordinator Valerie Merryweather said.

“Wherever there is dilapidation of some sort, it is bound to attract graffiti,” she said.

That is partly why they have

such an emphasis on volunteers, and helping residents to look after their own community.

They aim to have graffiti removed within 48 hours, or four hours if it is offensive – although it is weather-dependent.

The team provides packs of paint, tools and guides for removing and reporting graffiti to anyone who wants to help.

Their youngest volunteer is four-years-old, and looks after an alleyway beside her home with the help of her parents and siblings.

Their oldest volunteers are over-80.

People with disabilities also help.

“One is a young chap who is physically disabled, but goes out regularly with his carer spotting tagging. He says it is the highlight of his week,” Mrs Merryweather said.

Groups and businesses also help.

A group of volunteers from BNZ was able to paint over 1800 tags in one day last year, during the BNZ Closed for Good effort.

And occasionally even former taggers help out, sometimes through probation programmes.

“The ones who come out the other side see how much tagging costs. And they also see the way they can contribute to the community, and they love it and get really excited about it,” she said.

to rid Christchurch of tags Each tag costs about $150 in administration to report and track, as well as about $8 per sq m in materials to remove or paint over – although it can cost dramatically more if it is a difficult surface to clean.

Tagging on the New Brighton Cenotaph remains because the memorial is made of porous stone making removing it almost impossible.

When the team sees the cost and the effect on the community graffiti can cause, they are the last people you would expect to support graffiti art.

But Mrs Merryweather said some of the graffiti they dealt with were beautifully coloured and a lot of work had gone into it.

“It’s a shame sometimes, because if they had asked for permission to do it they probably would have got it, because the work they have done is beautiful.”

She said they worked with groups encouraging young people to create graffiti art where they did have permission.

“We’re not against graffiti art. We want to channel their talents away from tagging into the art side.”

The team also works with groups creating murals around the city.

They have worked with Chorus to have about 40 utility boxes around the city painted by artists.

Although the team is starting to see progress, they aren’t ready to sit back.

Instead, they are launching into new initiatives, like the school visits they have started this year.

They have visited five schools so far, teaching children about graffiti and the impact it has on the community.

Their goal is to get children engaged in looking out for graffiti

and helping to prevent it.

The city council started using the smartphone app, Snap Send Solve, about a month ago, and anyone can use it to report tagging.

Mrs Merryweather said most children knew how to work smartphones, and they were very engaged and eager to report graffiti they saw.

“Hopefully as we go on these kids will become mentors for the next generation. One day it may become really uncool,” she said.

Three years ago, graffiti plastered walls, bus stops and letter boxes around Heathcote.

It left the area feeling uncared for and depressing, resident Keith Jenkin said.

But he now works alongside two or three other volunteers to clean up any graffiti they spot.

“Our roads are still a mess, but it doesn’t look like an uncared for rubbish tip anymore.

I think it can be depressing to go around your own village area and find people have plastered stuff all over it and nothing is happening about it. But when it is cleaned up quickly it makes it feel cared for.”

It has also drastically reduced the amount of graffiti done in the area.

When Mr Jenkin started, it was a constant problem. New tags would appear several times a week, and the whole village would often be hit in one night, he said.

“It was there all the time, and people would remove some tags outside their properties but there was no concerted effort to deal with it.”

But the graffiti team visited their residents’ group three years ago, giving them paint and tools to deal with it, and

inspiring people to work together to report and remove it.

“They came in with a plan to support anybody who wanted to help, and a few of us signed up and got into it.

“It took a while, I suppose, for the pressure to come off. It seemed to go on and on. But we did discover if we got on to it really quickly it was less likely to be repeated.”

Now, he comes across new tagging every couple of weeks, he said.

The volunteers photograph and report every tag they see, so they can be passed on to the police to be tracked and dealt with.

But they work independently to clean off or paint over the tags whenever suits them.

Mr Jenkin is retired, and said that made it a lot easier to volunteer as he could be out and about during the day.

He said people sometimes stopped to thank him for the work he did.

“I enjoy the feeling of contributing something to the rest of the community. The results have proved it does work, and it makes it a much more pleasant area to live in. I think it’s a good way to make a difference.”

Keeping up with technology I HAD a bit of a sad moment on Wednesday night.

It was a cold and stormy night.

Hockey practice was cancelled, and my plan B was to hire out a movie, snuggle up on the couch with my kitty cat and a cup of hot chocolate, and watch a movie.

So I braved the sideways rain and occasional sleet, to drive the five minutes to my local movie hire shop. I’ve been going to the same hire store for about seven years now, where the people know me by name.

But as soon as I arrived, I knew something was wrong. The windows were all boarded up, and the place was lifeless.

I pulled up, dashed out into the wet and had a closer look at the window.

On the glass was a single paper sign: “Closed … in part due to the way people source their home movies these days.”

No way.

I sadly walked back to my car.

Another one bites the dust.

On the way home, I thought how sad it was that people just download their movies on the interwebs now.

We’ve come so far since the days of VHS, giant movies that would get all dusty and need rewinding before watching.

I remember the good old days of dial-up internet, when your computer would take a good five minutes to load a page, and an absolute age to turn on in the first place.

We all laughed at how far we’d come.

We live in 2015, when your car audio system can voice dial for you. When the supermarket checkouts are robotic, and you can watch TV on the internet, or internet on the TV (sneaky wee plug there!).

Sure, it’s sad to see the old movie stores slowly go. You wouldn’t steal a car Christchurch (well, most of you wouldn’t) so why would you illegally download a movie?

But at the same time, it’s exciting to look forward to where the future – and new technology – will take us.

Brutal imbalance: the US insurance model in Christchurch Opinion article by Bryan Staples, C.e.O, earthquake Services

F

OR many Christchurch people, this is their fifth winter living in quake damaged homes or some sub-standard alternative while they wait for repairs.

Why is this still happening? Why are children here in Christchurch getting seriously sick through cold, damp, mouldy, and cramped conditions? Why are stress levels for so many people impacting on their health and sanity?

Because some insurers are playing this out, forcing people to wait or take low value offers – while they profit.

All this was predicted to happen in Christchurch because it has happened before.

After Hurricane Katrina, the Mississippi Attorney General sued several major insurance companies for their claim adjustment practices which kept millions of dollars out of the pockets of the homeowners.

There were more than 6,600 suits filed in federal courts in New Orleans alone following Hurricane Katrina.

My company gets criticised because we file cases in court. The fact is the Court system is the only thing between the insurance company and you. We are bringing these cases because often it’s

the only way to get what homeowners rightfully deserve.

Distinguished US law professor Jay Feinman was so outraged at what he saw the insurers doing after Katrina that he wrote the now famous book, “Delay, Deny, Defend: Why Insurance Companies Don’t Pay Claims.”

Prof Feinman actually visited Christchurch for a conference a couple of years ago, and outlined in detail how New Zealand insurers were following the US model.

Jay Feinman said our problems did not start on September 4 but in 1994 in Chicago when a major US insurer brought in consultants McKinsey and Company to redesign the claims process.

The consultants saw that paying out on claims reduced insurers’ profits. It’s not the multi-million dollar claims that get delayed but those in the tens and hundreds of thousands of dollars. By delaying these payments, insurers can make many millions of dollars.

Denial sees insurers set in place systems to not pay out claims to their full value. Incentives are given to staff.

Feinman pointed at the Christchurch conference to the use of experts in the US who were biased in favour of lower

payments. We see examples of that here every day – engineers, surveyors, lawyers and others.

Then comes Defend. Often insurers will spend more on fighting a claim than what it would actually cost. That is designed to stop lawyers being able to take successful actions on behalf of clients; it just gets too expensive and wipes out any return to the homeowner.

Jay Feinman noted that the New Zealand Insurance Council glowingly refers to NZ being one of the least regulated insurance markets in the world. More than two years ago he was questioned whether that was appropriate.

The Insurance Council of New Zealand (ICNZ) recently announced it will next year impose a maximum fine of $100,000 on any members who significantly breach its new Fair Insurance Code.

“This gives the new Code the necessary teeth to function as an effective selfregulatory regime”, said chief executive Tim Grafton.

Some teeth. A maximum fine of $100,000 which is not enforceable through the courts.

Insurance lawyer Andrew Hooker noted if the insurance industry was

genuine about honouring the Code, why is it so reluctant to accept that it be enforceable under the law?

Hooker has cases where insurers have said in court documents that they don’t believe that they’re legally bound by the Code; he confirmed IAG was one of those insurers.

When he was here, Jay Feinman suggested a time limit on insurers to meet claims.

Some Government regulation of the sector was also needed, including a requirement for insurers to disclose publicly some performance measures like which insurance company was best at paying claims promptly for full value and which is not. Such information is available overseas.

These suggestions were dismissed by the Insurance Council.

Years after Katrina, thousands of people were still taking their cases every month to the state’s Department of Insurance. New Zealand does not have such a body. This means Christchurch policy holders are locked into a brutal and unequal struggle with major insurers who follow the American textbook and who use the money of the very same people to Delay, Deny and Defend.

Time for EQC and its head to go Opinion article by Bryan Staples, C.e.O, earthquake Services

eFORe the earthquakes, anyone thinking about eQC probably thought a Government insurer was the best thing since sliced bread; not many think that now. eQC’s handling of the claims have left many including myself wondering what value there is in maintaining such an expensive and dysfunctional organisation and its Chief executive as eQC. The Government has now announced some proposed changes to the eQC Act. Clearly these changes are a step in the right direction, but they don’t go far enough in my view. Stopping eQC contents cover is something I have long advocated. Having both an insurance company and eQC cover contents is a waste of money and only serves to delay payments after a major event.

Making eQC the insurer of last resort is another step for which I have long advocated. However, in my opinion the sooner the Government faces the fact that it should not be running an insurance company, the better off we will all be. I say, disband eQC, allow more private insurers to come into the country and let the Government take up the role of being the insurance watchdog.

We’ve recently seen the replacement for CeRA unveiled – Regenerate Christchurch. It’s well past time we had a replacement for a Degenerate eQC starting with its Chief executive, Ian Simpson.

Maybe it’s got something to do with where the eQC is headquartered. Up on the 20th floor of the Majestic Centre in Wellington is about as remote as you

can get from the on the ground reality in Christchurch.

When September 4 struck, eQC was just a handful of people. It needed to rapidly gear up. I was one of those early recruits, not that I stayed long. Seeing such things as mate’s arrangements where ex-police officers were hired to do damage assessments over people with experience was just part of what was going on.

It’s now a matter of recorded fact that senior eQC staff brought in their inexperienced offspring at huge hourly rates.

This would have been a sacking or resigning offence for most Chief executives.

Not only did Ian Simpson stay on, so did the senior staff who hired their own family members.

Then we have the F-word. eQC brought in Fletchers to manage repairs.

Fletchers’ repairs are driven by keeping down costs rather than sorting out quake damage for claimants.

After an MBIe report this year found 13 out of 14 Fletcher-repaired houses were of poor workmanship and facing Building Code compliance issues, MBIe announced another review of 100 houses.

We all know what happened next.

These 100 houses were selected out of a list of 200 provided by eQC and insurers.

Now Fletchers has been further rewarded by securing the contract to build the east/North Frame houses against a number of Christchurch consortiums. They know what the F-word means.

eQC also defended and continues to stand by Graeme Robinson who is appealing after his own professional body found him negligent and incompetent; what he did for eQC though was to classify much damage as pre-existing.

That may be why Ian Simpson hung on to him when the evidence mounted against Robinson.

What’s puzzling though is why the Government hangs on to Simpson.

In March 2013 Simpson did offer to resign when I was accidentally sent 80,000 earthquake Commission claims in an attachment to an email. Mr Brownlee chose to keep him.

A year later he was summoned to Parliament over the number of vulnerable elderly people still waiting for repairs on their quake-damaged Christchurch homes. This turned out to be hugely embarrassing for Mr Brownlee. Usually the price for surprising and embarrassing a Minister is your resignation on his desk. Ian Simpson will have got a bollocking over this but he has continued to survive against all the odds.

Ian Simpson seems to spend a lot of time fretting over things that I write rather than doing his job.

He lodged a complaint to the Advertising Standards Authority in April because I wrote that many eQR repairs were shoddy, that the 14 complaints investigated were only the tip of the iceberg, that some contractors hired by Fletchers were ‘cowboys’ and that this could be another leaky building crisis.

If he wants to talk to dozens, even

hundreds of people who will back up what I said, I’m happy to organise a meeting.

Now another complaint has gone to the ASA after I wrote again about dodgy repairs and featured Sam Thompson’s Woolston house, which had foundations repaired by Fletchers using a table leg and other such materials. Ian Simpson objects to the word “dodgy’ being used about repairs because I suggested that other homeowners should be concerned.

I predict the MBIe review of 100 repaired houses will show there is no reason to be concerned because of the dodgy selection process. If Mr Simpson wants to know the truth about the Fletcher repairs, then allow me to select the 100 homes for review.

Mr Simpson also takes exception to comments I made about asbestos risk.

What he doesn’t do is respond to concerns that have been voiced by Canterbury’s Medical Officer of Health, Dr Alistair Humphrey, whom I pointed out had recently stated that eQC’s own figures show thousands of homes with asbestos have never been assessed, much less cleaned up properly. Many of those homes are still being lived in by families with young children, who may not see the effects of the asbestos debacle for years to come.

We are told there is no issue with asbestos in Christchurch. I doubt Canterbury’s Medical Officer of Health would agree.

In my opinion it’s long past time for Ian Simpson to tender his resignation and close eQC forever.

NATURISTS CELEBRATE 60 YEARS AT PINEGLADES THE PINEGLADES Naturist Club will celebrate turning 60 on Sunday but club members won’t be in their birthday suits.

The club, situated in Rolleston, is one of the oldest in New Zealand and members will be celebrating with series of events including unveiling a statue and boiling the billy for tea, a weekly tradition since July 1955.

Pineglades president Chris Nee said club members weren’t be expected to be “in uniform” – meaning naked – for the day with it being the middle of winter.

The day was a time to reflect, re-

member and be proud of the early pioneers that established the club.

“Their foresight to purchase the land and to spend years clearing and landscaping, was nothing short of extraordinary.”

Pineglades was first established in the early 1950s, with the club formed in May 1952. It became one of the founding members of the New Zealand Sunbathing Association in 1957.

“Before this date however, members had been getting together as the Canterbury Sun and Health club, visiting local secluded beaches, always scared of being

The February matches with local emergency services has been an annual event for more than 30 years.

discovered by the public,” Mrs Nee said.

“They soon realised that this furtive existence was far from the relaxed nudist lifestyle they were seeking. So in 1955, with just 16 members, they found some land at Rolleston, then a remote country location, that had recently been razed by fire.

“In this diamond jubilee year, Pineglades will host the national rally, and we couldn’t ask for a more fitting way to celebrate,” Mrs Nee said.

The rally will be held in December.

Grilled beef porterhouse steak with mustard mayonnaise and broccoli salad

Serves 4

Ingredients 800g Porterhouse steaks, 4 x 200g pieces 1 to drizzle Vegetable oil 1 to taste Salt and freshly ground black pepper 3 tsp Dijon mustard

4 Tbsp Mayonnaise Broccoli, almond and tomato salad 1 Broccoli 2 Tomatoes 1 clove Garlic 2 Tbsp Tarragon 2 Tbsp Chives 3 Tbsp Extra virgin olive oil 3 Tbsp Lemon juice 50g Slivered almonds 1 to taste Salt and freshly ground black pepper Directions Heat a grill, ridged grill-pan or

frying pan. Use a sharp knife to make several cuts through the fat and slightly into the meat as this will stop it curling as it cooks.

Lightly oil the steaks before putting them onto the heat.

For juicy and medium rare steaks, cook them for about 7 minutes per side, turning once and seasoning with salt and pepper once you have done so.

Remove from the heat, wrap loosely in foil and leave them to rest for 5 minutes.

Mix the mustard and may-

onnaise, then spread across the upper side of the meat.

Salad: Cook the broccoli in boiling salted water for about 4 minutes, then drain and set aside in a warm bowl.

Chop and seed the tomatoes, then add to the broccoli.

Chop the garlic and tarragon finely, then chop the chives into 2cm lengths.

Mix the herbs with the oil, lemon juice and almonds, then gently toss through the broccoli and season with salt and pepper. Serve warm.

TIP: Resting meat There are very good reasons for leaving meat to rest. In the cooking process, the proteins in meat set, meaning that the juices all go to the middle and the outer part effectively dries out.

When you rest the meat it cools just enough for those juices to be redistributed and the outside becomes moist and tender again. For a 200g piece of steak, rest it for six to 10 minutes.

Leave it uncovered in a warm part of the kitchen, perhaps over a stovetop. Larger pieces, such as roasts, I rest for up to 30 minutes covered with tinfoil.

Roast chicken with stuffed green olives and Serves 4 lemons Ingredients 1 Tbsp Olive oil 4 Chicken legs, whole ½ tsp Cinnamon ½ tsp Turmeric 1 Tbsp Liquid honey 1½ cups Chicken stock 2 Lemons, thinly sliced 3 Bay leaves 1 cup Stuffed green olives, I used garlicstuffed queen olives Directions Heat oven to 190 deg C. Separate the chicken legs into drumsticks and thighs.

Rub the pieces all over with olive oil, then with cinnamon and turmeric and season well with salt and pepper.

Place the chicken in an oven pan and drizzle with liquid honey. Arrange the lemon slices over the chicken pieces.

Surround the chicken pieces with the chicken stock, bay leaves and olives. Cover with foil and bake for 40 minutes.

Remove covering and bake for a further 40 minutes until the chicken is golden brown and cooked through.

Test by putting a sharp knife into the thickest part of the thigh to the bone - if the juices run clear, then the chicken is cooked.

I’m about to take delivery of three large, expensive macrocarpa planter boxes in which I will hopefully produce fantastic vegetables. My problem is finding the best product to seal the insides of the boxes, having received a lot of conflicting information. I would appreciate your advice.

From your question we will assume that the large planter boxes have wooden bases to them. If this is the case, to reduce the possibility of the wood rotting over a period of time, ensure that there are numerous holes drilled through the base of your planter box to help with drainage. The planter box must be raised above ground level by using old pavers or wooden blocks to ensure water drains away from the base.

Go wild over herbs For those happy to let herbs do their own thing, Marilyn Wightman discusses the merits of a wild-herb garden WILD-HERB gardens belong to those folk with a relaxed attitude to the garden; those who prefer to harvest and enjoy the benefits of tasty herbs while allowing plants to generate their own, natural style of control.

While a wild-herb patch may be perceived as ‘untidy’ to some, this garden style is similar to environmental ecosystems, biological farming or permaculture gardening practice. It incorporates some of their fundamentals, such as ensuring green cover on the ground. Prolific annual and biennial herbs can play a major role here.

Most herbs have attractive flowers that encourage bees and insects to the garden.

Once pollinated, the flower head matures and sets the seed of the next generation.

Allowing such herbs to selfseed and colonise an area of ground suppresses weed growth, which makes garden maintenance easier.

Flower stalks, once flowering has finished, may have to be retained for another four to six weeks to allow seed to set, mature and be released onto the ground to start the herb’s cycle all over again. Some may need temporary staking to keep them upright. Wind, insects and rain all help with seed distribution. Herbs such as pansies, nasturtiums and feverfew are low-growing so make good options for ground cover.

Gardening Guide Your Soil Is Alive This year is the United Nations International ‘Year of the Soil’. For Christchurch this is timely, as urban landscaping starts to take shape and city residents build new houses, surrounding them with new gardens. Two of the key movements that a Christchurch gardener must surely be aware of are the growing healthy food movement and the impact of urban design as the City precinct begins to take shape and the modern ‘Garden City’ emerges.

The success of beautiful and functional gardening starts with the right soil. Gardeners who use plenty of compost are encouraging the good bugs to do the work in their soils and they can see improvements in plant health often within days or weeks.

in the garden. As with annual herbs, biennial herbs germinate readily from seed. The flavour of biennial culinary herbs is usually sweeter in their first year of growth. Many will die down for a season and then reemerge to form a flowering stalk. When the seeds mature, the biennial herb will die and need removing.

Biennial herbs tend to grow from 50cm to over a 1m in mature height, making them space fillers around the garden. With carefully coordinated planning there can be both winter-flowering biennials, such as herb alexander, and spring-flowering biennials, such as foxglove and parsley, in one patch. Taller summer-flowering annuals include borage, sweet annie

and sunflowers. Perennial herbs that grow in a wild area include all the culinary herbs such as rosemary, sage, thyme, marjoram and lemon balm. Plant these herbs near the kitchen and food preparation area.

Some gardeners feel it necessary to maintain an orderly herb garden, keeping it as tidy as possible. They enjoy the satisfaction of controlling their part of the world by retaining, curbing and regulating the poor herbs by utter domination!

As soon as flowers fade, out come the secateurs and snip, snip snip, the herbs are reduced to a smaller, neater form. But all those seeds get removed, too.

For those who cannot afford to employ a gardener or are too ‘time poor’ to devote the hours they feel their garden requires, a wild-herb garden may be the answer. Wild-herb gardening is about enjoying the marvels that nature provides while allowing providence to shape and care for your patch of the world.

Compost adds life - Inside every batch of compost are plant nutrients that release slowly over time as a result of increased microbial activity when the compost and soil meet.

Worms - compost tends to lure worms closer to the upper soils layers where the plant roots are. Worms are amazing because not only do they process organic matter in the soil to a point where their casts are delivering the richest and finest quality of material to the actual soil, the worm activity opens up the soil and allowing plant roots to move easily through it.

Pallet-box garden Landscape architects, Grant Stephens and Rebecca Hammond, show us how to upcycle old pallets into artistic and rustic planters or storage boxes.

STEP ONE

Collect some old pallets. You will need roughly three of them depending on how many slats they have intact. If possible, try to find ones with hardwood or treated slats. Use a hammer and crowbar to pry off the slats, trying to keep them as intact as possible.

END RESULT

Place your new pallet box in a sunny spot.

You can use the box as a planter, or a make a lid and transform it into a storage unit.

MATERIALS: Old pallets • 50mm wood screws • Treated plywood (roughly 1000mm x 500mm) • Polythene and exterior paint (optional) TOOLS: Crowbar • Hammer • Tape measure • Pencil • Handsaw or drop saw • Screwdriver

Most pallets range in size, but are slightly over 1m in width. Take eight differentcoloured slats and, using the tape measure, make a mark at 1000mm from the most intact end.

Take four of the legs and make a mark 40mm in from one side. Repeat step seven with the 500mm slats but instead of butting them to the edge of the leg only, go to the marked line. Screw the leg to each slat.

Use a saw to cut the slat at this point. You may find a drop saw easiest to do this, but a handsaw will also work.

Take the remaining two legs and screw them in the centre of the two longest sides.

You should now have two long sides and two short sides.

Repeat steps three and four to cut eight slats at 500mm and 10 slats at 600mm. The 1000mm and 500mm slats will become the sides and the 600mm slats will be the legs.

Cut two more slats at 800mm. Measure 300mm down from the top of each long side panel and place a 800mm slat on the side without the legs. Screw it in place.

Repeat this process with two 300mm slats on the shorter sides.

Take four of the 1000mm slats and lay them flat, side by side. Put one of the ‘legs’ (600mm) on top at one end and align it as shown, with only one end overhanging the slats. Use the screwdriver to screw it to each slat. Repeat this at the other end and for the other four 1000mm slats.

Lift up a long side and a short side and hold them together at right angles. The leg of the shorter side should overlap the end of the long side. Screw these two sides together then work around so that all four sides are screwed together in a box.

HANDY HINTS: If you’re not sure if the wood you have used is treated, err on the safe side by painting your box with exterior paint and lining the inside of it with polythene.

Before you cut the slats to length, try to sort them so that you have roughly the same combined width of slats for all four sides.

Cut a piece of treated plywood to fit snugly into the base of the box. It should rest on top of the slats from step nine.

Mitre cut four slats at 45°, at the correct length, to make a cap along the top of each side of the box, and screw in place.

IT’S BUSINESS as usual for Holden in Australia and New Zealand.

Even though the Commodore is nearing the end of production in Australia, new models just keep on arriving and, as they do, the level of enhancement just keeps on rising.

The latest to come my way for evaluation was a Commodore Redline, a sportier version of the SS V, complete with 6-litre V8 engine.

The Commodore has had some revisions for 2015, they aren’t major but it gets little tweaks here and there which have improved its driveability. Notably, the steering has been revised to enhance on-centre feel and precision. It also gets an upgraded reversing camera which guides the driver during that process.

According to Holden, the V8 engine option accounts for 20 per cent of Commodore sales with 10 per cent being Redline cars. That being the case, the Redline’s $74,490 price tag would seem to be quite attractive, and for those who select one as a vehicle of choice, get a true sporty/ luxury package, one which rivals historical big car manufacturers, especially when you take into account build quality.

Under the bonnet sits the United States-sourced V8 engine, the 5967cc unit doesn’t hold many surprises with its single-camshaft, pushrod design, but what it does do is deliver solid, forceful power in a sultry, silent fashion.

Coastal look to do the double

Coastal Spirit’s men’s side will be hoping Split Enz’s 1981 hit song rings true tomorrow as they take on Cashmere Technical, who knocked them out of the Chatham Cup at the same stage last year.

The back-to-back champions Cash Tech won that game 1-0.

Coastal coach Xavier Morin has met Cash Tech six times previously without a win and was hoping No 7 would be lucky for his side tomorrow.

“Last time we played them in the MPL we lost 1-0 in the 83rd minute and seven is a good number and it is also the number of minutes we need to keep fighting for to make the 90 minutes.

“We won’t score seven goals but we know Cashmere and we know how they play. We know what to do to have a good performance but for this game we need to have a lift in performing and compete for more the full 90 minutes.”

Coach Alana Gunn said last year’s Tech side was very good.

“Last year was the strongest I had ever seen them, they played a nice brand of football.

I guess we can only go in expecting that and more. They were very strong up the middle of the park.”

Gunn said defence has been her side’s key work on leading up to the cup tie.

“Defensive responsibilities are huge for us, we pride ourselves on it. If you don’t concede you’re a good chance of going through.”

They also welcome back New Zealand international Annalie Longo from playing in the Women’s World Cup. Coastal played out a sevengoal extra time thriller in the last round against Cash Tech to win through to the quarterfinals.

They fell one game short of the final in 2014, however, losing to Auckland’s Forest Hill Milford 2-1, in the semifinal after winning the title in 2013.

Johnson has milestone in sight

IN A season laden with both team and individual milestones, Warriors halfback Shaun Johnson will move within one appearance of becoming the club’s 23rd 100-game player in Sunday’s 18th-round NRL encounter with Melbourne at Mt Smart Stadium.

With the Michael Moore Trophy at stake, the contest rounds off another home triple header which starts with the Warriors facing Illawarra in the New South Wales Cup and is fol-

lowed by the NYC clash between the Junior Warriors and the Storm.

Johnson’s 99th appearance on Sunday leaves him on track for his 100th against the Sydney Roosters at Allianz Stadium on Sunday, July 19; he made his debut against the same side and at the same venue in 2011.

The 24-year-old has collected 34 points in his last two outings against the Gold Coast Titans and the Canberra Raiders to take his career tally past 500 points (and 100 for the season). With 526 points, he has gone

past Ivan Cleary (439) this season and is poised to overtake James Maloney (547) to move into third position on the club’s all-time list.

The top two spots belong to Stacey Jones (674) and Manu Vatuvei, who has an all-tries total of 584 points.

Johnson is paired in the halves with Chad Townsend for the 16th consecutive time this season in the Warriors’ return from their second bye.

They feature in a consistent selection as the Warriors seek a run of three straight wins for the sec-

ond time this season. After beating Gold Coast 36-14 and Canberra 30-8 they have won five of their last seven games to have a share of fourth spot on 20 points; they’re seventh on points for and against.

Halswell players to relive match

By Kyle Knowles HALSWELL’S FIRST rugby league premiership was 30 years ago but Darryl Hawker remembers it like it was yesterday.

He was part of the winning team in 1985 which beat Hornby, 17-16, and are having a reunion tomorrow to remember the match.

The game was decided by a Phil Bancroft field goal as the hooter sounded at the Addington Showgrounds.

Hawker was standing next to Bancroft and was telling him to have a crack at goal from close to half-way to prevent extra time.

“I remember saying to him: “drop goal, drop goal”, and when he let it go I can remember the hooter going in the background.

The ball was wobbling this way and that way, then the referee put his hand up to say it was over.

“I turned around to congratulate Phil but he was already on the sideline celebrating, how he knew it went over, I don’t know.

I was left standing in the middle of the ground with all the Hornby players.”

Hawker said the game was fierce with a scuffle inside the first five minutes.

“We had a bit of punch-up in the first couple minutes of the game.

Kevin (Williams, coach) said if there was a punch-up to all (everyone) go for it, the ref can’t order all of you off.”

Williams died suddenly in the late 80s but Hawker said he was a special part of the team and a few words will be said for him at a luncheon tomorrow.

Hornby coach Frank Endacott remembers the field goal floating over like an autumn leaf falling to the ground.

“That deciding drop goal, I will never forget it, it looked as though

it was in slow motion it was so far out. If he tried it again another 20 times he would not have got it.”

Endacott (left) said it was a special day that is now part of rugby league folklore.

“I just remember how the two lots of fans were on either side of the ground, it was a real colourful day and everyone was up for it. It

was the game where a draw would have been a fair result, but no one wants a draw.”

Captain of the side, Phil Prescott, said it was special for the team but it also meant so much to the supporters and volunteers on the sideline.

“It was sheer jubilation. It was obviously about the game itself but also about everything that went on before hand.

“The season preceding it and what it actually meant not only to us as players but the people who had put a lot in to the club and the people who had nurtured us through the grades.”

He said he was fairly close to Bancroft when he made the field goal but was not telling him to go for it.

“Nah, he was doing his own things in those days. It was a fairly ugly sort of a kick.”

The next two years Halswell met Hornby again in the grand final losing in 1986 and winning in 1987, again by a single point, 15-14.

Halswell has now won 10 grand finals with the most recent in 2011.

City to host Japanese women basketballers INTERNATIONAL women’s basketball is coming to Christchurch.

Japan are heading to New Zealand to face the Tall Ferns in August with matches to be played in Christchurch and Ashburton.

The games will be played within a week in August, with the first two at Cowles Stadium on August 5 and August 7 at 7pm.

It will start at 11am with free tickets provided to local primary schools in a special Canterbury Basketball initiative, thanks to the

support of Mainland Foundation.

The third game will be played on August 9 at EA Stadium in Ashburton.

Ticket details for all games will be announced in the days ahead.

Paul Duggan, general manager Canterbury Basketball Association says the city can’t wait to host the series.

“The Japan test series is a great opportunity to have a showcase event to promote both the sport and the city. This will be the first

international basketball played in Christchurch for over 10 years, and will provide some exciting and fastpaced women’s basketball action.

“Christchurch and Japan have some strong links, including the sister-city relationship with Kurashiki, a strong tourism and exporting market, and are also intrinsically linked through the tragic events of the Christchurch earthquake.”

The Wednesday morning game will feature a special invitation to local schools and coaches to attend, with details to be confirmed in the next week.

The series with Japan marks the final stages of the build-up towards the Oceania series against Australia in Melbourne on August 15 and Tauranga on August 17, with the winner of that series earning

direct entry to the Rio 2016 Olympic Games.

The team will also play in the William Jones tournament in Chinese Taipei in late July before returning home to take on the Japanese.

The Tall Ferns assemble in Auckland for trials to select the team to prepare for the series against Australia, with 14 players set to be named for the William Jones Cup in Chinese Taipei and then the series against Japan.
