SEVERAL COUNCILLORS want their regular pay rise scrapped this year, because of the financial issues the city council is facing.

They say a pay rise would be embarrassing when they are asking ratepayers to pay higher rates.

They are usually raised slightly each year to line up with inflation and average wage increases.

But MPs raised questions this month over the way the increases are set, and have taken lower rises than the authority recommended.

City councillor Glenn Livingstone said he would not feel comfortable accepting any increase.

“The question is: How do we put up rates and look our ratepayers in the eye while we are accepting this remuneration?”

He said councillors worked hard and had to pay their bills, but their pay was already high enough.

Councillors currently receive an annual salary of $95,300, the deputy mayor receives $109,900, and the mayor $179,350.

Statistics New Zealand figures on average salaries last year are not yet available, but the average for jobs listed on the Seek website last year was $76,538.

Human carnivores devour more than 7000 animals in their life.

A meat eater who lives to 80 will also average 4500 fish, 80 turkeys and 30 sheep, according to the Vegetarian Calculator page on Facebook.

It says that if rabbits, ducks, geese, goats, prawns and squid are included, the total rises to around 7500.

Urging people to go veggie, the page says: “We use fewer resources and contribute less CO2 to the atmosphere.

“Raising livestock contributes more to global warming than automobiles, and is the second leading cause of global warming behind industrial pollution.”

But meat eater Steve Hunt, 41, of south London, said he would never give up meat.

He said: “When I tried the calculator, I realised I needed to eat more turkey and lamb – I’m nowhere near my quota.”

Runner returns 40 years on

By Emma-Jane McLennan HE WAS one of the first to cross the finish line at the inaugural City2Surf, and now, 40 years on, Mel Radcliffe plans to run it again.

A few things have changed since he last entered, Mr Radcliffe said: “I’ve done many marathons in my day, and I was 58kg then.

But I’ve put on a bit of a belly now, I’m 86kg . . . ” Mr Radcliffe was a well-known runner in the 70s, who crossed the first City2Surf finish line in first place along with other top Cantabrian runners Bruce McCelland, Tony Ellis and Gavin Donaldson.

“We didn’t try to win it outright, so we slowed down and crossed the finish line together.

Those sorts of races are supposed to be for everyone so it wouldn’t be right for just one of us to try and win it,” Mr Radcliffe said.

It wasn’t until Mr Radcliffe, 63, bumped into an friend, The Breeze presenter James Daniels, 60, that he decided to enter again.

“I hadn’t seen James in several decades, but I went to the Farewell to the Godwits and he turned up. You never forget a face you know, so I went and talked to him. I’d heard him say on the

Mahy playground progresses WORK ON the controversial Margaret Mahy Family Playground is about to step up a notch as the next stage of construction goes out to tender today.

Christchurch Central Development Unit director Warwick Isaacs says the tender for these main works will be sent to the shortlisted panel of contractors assembled for delivery of Te Papa Ōtākaro/Avon River Precinct.

“Works are already under way on the site between Manchester, Madras and Armagh streets installing drainage, relocating cables and earthworks,” he said.

The author’s daughter, Penny said at the time she was not sure her mother would have been comfortable with her name being attached to something that was costing millions of dollars when the city was struggling financially.

The tender process for construction of parkland through the East Frame Residential Precinct will start next month, to create the third largest open space in central Christchurch, and support the development of the new inner city community.

Arrest after burglaries AN ARREST has been made following two burglaries around noon in Merivale yesterday.

A large quantity of boxed jewellery was seized, along with a camera and other personal items.

A 49-year-old Christchurch woman was arrested on charges of burglary, possession of instruments for burglary and possession of an instrument for drugs.

Car hits pedestrian A PEDESTRIAN who was hit by a car while trying to cross Moorhouse Ave in rush-hour traffic yesterday morning was admitted to hospital with moderate injuries.

The woman, in her 20s, was rushed to hospital after being hit by a car at about 7am.

A hospital spokeswoman said she was in a “comfortable” condition yesterday afternoon.

Plan put forward to protect Cathedral

A CHRISTCHURCH engineer has designed a structure he believes could protect the Christ Church Cathedral from further damage, at no cost to the Anglican church.

Engineering consultant Geoffrey Rathbun said the Cathedral was “falling to pieces” because it was left open to the elements.

He has designed a steel structure which could be built around the Cathedral, to seal the open sections.

The structure would cost about $60,000, but he already has the support of Heritage New Zealand and believed it could be paid for through heritage grants.

Mr Rathbun put his plans to the diocese last week.

An Anglican Diocese of Christchurch spokesman said Mr Rathbun’s plans had been received, and he would receive a response in the future.

He refused to comment further.

The church announced in 2013 that it planned to demolish the Cathedral and replace it with a new structure on the same site.

But the demolition was held up by a legal challenge from The Great Christchurch Buildings Trust.

The group aims to force the church to pay back the insurance money from the Cathedral, which was used to pay for the Transitional Cathedral.

THE AVON River has been polluted as the result of a fat blockage in a wastewater pipe.

The blockage caused an overflow into the river, and the city council has warned people to avoid contact until further notice.

A city council spokeswoman said the river water will be tested until bacteria levels are within a normal range and signs will then be removed.

Jim Anderton, who has fronted efforts to have the Cathedral rebuilt, said the group still hoped it could save the building.

He supported Mr Rathbun’s call for the building to be covered.

“The trust has suggested similar things in the past, because there is no question that some damage is being done.”

Mr Rathbun said he had already contacted the city council with his proposal, and had been told a resource consent would not be needed, which would make the structure much cheaper to build.

Consents are not needed in some situations where the structure of a heritage building is not altered.

“At a time when we’re going out with quite serious rates increases, and quite serious financial issues, it would just be an annoyance; quite embarrassing, and just wrong on so many levels.”

Cr Phil Clearwater agreed: “As councillors we get well paid. To be honest, probably not per hour, but that aside we still get well paid. And given the current financial situation, if greater remuneration was looked at I would be happy to put that aside.”

But Cr Paul Lonsdale said the cost of living had gone up, and keeping the wage rates in line with inflation was important from a sustainability point of view.

He said the councillors had already chosen not to receive fees for their directorship roles, which councillors in previous terms received on top of their wages.

“Some people might think (the salaries) are quite high, but it’s not high considering the hours we do.

We work on the weekends and the evenings, and we are basically on call all the time.”

Cr Tim Scandrett said he would be happy to receive a “reasonable” rise, but it would have to line up with increases for the average worker.

Scramble the streets for giant egg hunt A GIANT egg hunt is going to begin in the city tomorrow night, with a collection of decorated eggs being placed in secret locations as part of an appeal by the Starship Foundation.

Leading New Zealand artists, designers and celebrities have been asked to create giant eggs – 100 of them overall – which will be hidden in Christchurch, Wellington and Auckland as part of the Whittaker’s Big Egg Hunt in support of the foundation.

From March 12 to April 7 people can take to the streets to hunt the stunning artworks and be in with a chance to win prizes. The eggs will then be auctioned, with 80 put on TradeMe, and the remaining 20 to be sold at a gala cocktail event on March 31, in Auckland.

Proceeds will go to the Starship Foundation, which is dedicated to helping young children with medical issues throughout New Zealand.

Increase in company car commutes THE USE of company cars for getting to work has skyrocketed in the last decade.

About one in six people in greater Christchurch got to work that way in 2013, compared with around one in eight in 2006, newly released Statistics NZ research shows.

The workplace areas where company car usage was most concentrated were Sydenham, Middleton, Wigram, and Cathedral Square which all had more than 1000 people working there who drove a company car to work.

The Statistics NZ report, based on Census data, noted that indus-

tries common in these areas were those in which workers were most likely to commute in a company car, including construction and wholesale jobs.

Overall, 84 per cent of commuters in greater Christchurch used a car to get to work on Census Day on March 5, 2013 – up from 82.3 per cent in 2006.

Statistics NZ researcher Rosemary Goodyear noted that employment had become significantly more dispersed following the earthquakes.

“We’ve also seen a large increase in population in Waimakariri and

Selwyn districts, with more people commuting into Christchurch city,” Dr Goodyear said.

The research showed the numbers of people travelling to work in a company car were particularly high in Christchurch’s neighbouring districts. Between 2006 and 2013 these numbers increased by 40.2 per cent in Waimakariri and by 63 per cent in Selwyn.

Bus use fell from 4.4 per cent to 3.1 per cent of greater Christchurch’s 176,919 commuters on Census Day in 2013. Meanwhile, the proportion of people walking, jogging, or cycling grew.

“With its largely flat terrain, Christchurch has traditionally had a high proportion of people cycling to work, and that increased slightly – to seven per cent in 2013.

Only Nelson had a higher proportion of cycling commuters,” Dr Goodyear said.

Almost one in three employed people who lived in central Christchurch walked or jogged to work, although this was less than the one in two in central Auckland who walked or jogged to work.

Drugs, firearms seized in police raids

By Emma-Jane McLennan and Tom Doudney A DANGEROUS mix of methamphetamine and firearms has been seized during a series of police raids in an attempt to crack down on drug supply in Canterbury.

Police confiscated four sawn-off shotguns, ammunition, methamphetamine and cash from four properties and a vehicle in the latest methrelated drug bust in the region.

Two men, both aged 38, were arrested and charged with unlawful possession of firearms, while a 22-year-old woman was also arrested for failing to attend a previous court appearance for driving charges.

The series of search warrants saw several addresses targeted within 48 hours – three in Christchurch, two in Waddington and one in Kaiapoi.

A vehicle, associated with the Waddington address, was searched in Mairehau.

The recovery of weapons during the raids highlights the “disturbing” nature of meth dealing, Acting Detective Senior Sergeant Greg Cottam said.

“Our aim is to prevent the destructive and social harm caused by drugs and in particular methamphetamine dealing,” he said.

The drug bust is the latest in a series of efforts to cull the methamphetamine sup-

ply in Canterbury.

In November, The Star revealed how the highly lucrative methamphetamine drug trade was fuelling a crime wave in the city.

Christchurch is the key link in the drug distribution trade in the South Island, with the city’s airport identified as a transit point. The price of the drug is also much higher in Christchurch than in Auckland, encouraging drug dealers to set up in the city.

All three suspects from the latest drug raid appeared in court on Friday, with the Waddington man appearing again on Saturday.

One of the men arrested had only been living at his Waddington address for a few weeks. He was charged with unlawful possession of firearms and possession of equipment with intent to manufacture methamphetamine, and was remanded in custody to appear in court again tomorrow.

Another 38-year-old man, from Kaiapoi, charged with firearms possession, was remanded to appear on March 23.

The third, a 22-year-old Kaiapoi woman, had been arrested for failing to attend a previous court appearance for driving charges. She pleaded guilty to those charges.

WIDESPREAD: Meth-related crime is becoming a big issue in Christchurch, as dealers move in to make the most of high prices.

Recent Christchurch meth-related arrests • October 30: A 54-year-old Timaru man busted while driving near Taupo, transporting $500,000 worth of methamphetamine allegedly bound for Christchurch.

• November 24: Police set up an armed road block to catch a fleeing vehicle, the occupants believed to be carrying drugs, on Yaldhurst Rd. A 27-year-old female passenger in the car was charged four days later with possession of methamphetamine for supply following a detention under the Misuse of Drugs Amendment Act 1978 until the drugs were “passed.”

• December 9: Police search three Christchurch addresses and charge a 31-year-old man with possession of methamphetamine for supply. Police recovered methamphetamine, ingredients for its manufacturing, ammunition, a pistol and two stolen vehi-

cles from the three properties.

• December 12: A 26-year-old man was arrested after police set up an armed road block to stop his ute, believed to be carrying drugs, on State Highway 1, Main North Rd, Waimakariri. He was charged with drug-related charges including possession of methamphetamine for supply.

• February 17: A 30-year-old man was arrested when police caught him while he was driving, following a dramatic police chase through Barrington mall. He was charged with aggravated burglary, kidnapping and possession of methamphetamine among others relating to a three-day crime spree.

• February 24: A 27-year-old man, who was pulled over for speeding, was also charged with possession of methamphetamine and cannabis, unlawful possession of a pistol and ammunition and two outstanding warrants for his arrest after police searched his vehicle.

Ratepayers to have say on financial issues RATEPAYERS WILL be asked for their feedback on the major financial issues highlighted in the city council’s draft Long Term Plan, which was approved yesterday.

It outlines how major city projects will be paid for over the next 10 years, and was a “starting point” for the community and city council to work together, Mayor Lianne Dalziel said.

“For the first time it gives the people of Christchurch a clear view of our financial situation and the extremely complex issues facing the city. There is no silver bullet solution for our estimated funding shortfall of $1.2 billion.”

The city council proposes spending more than $10 billion over the next decade, just under half of it on capital works that includes rebuilding facilities, repairing and replacing old and damaged pipes and roads, improving services and catering for future growth.

The financial side of the plan proposes raising $750 million by selling assets and increasing rates.

Formal consultation on the plan begins on March 17.

A review of city council and New Zealand Transport Agency traffic count data before and after the earthquakes by The Star showed big increases on some Christchurch roads, particularly on western roads and those that took traffic around the central city.

There were significant decreases on other roads, particularly those taking traffic towards the central city.

Crowdfunding

Internet takes fundraising Crowdfunding sites are revolutionising the way we can raise money – without even leaving our homes. So what is it all about? Emma-Jane McLennan reports A TIME bomb is ticking on fundraiser chocolate bars and raffle tickets as crowdfunding sites become the new way of raising money.

More than $3.3 billion was raised worldwide by crowdfunding sites in 2012, almost doubling in growth from the previous year.

But while people are taking to the new model of funding remarkably quickly, there will be a backlash, Canterbury University finance professor Glenn Boyle (right) says.

“Investors will soon realise it is more tricky than buying shares on NZX . . . and it could also be killed off by fraudulent people who abuse the system.”

Crowdfunding works by having many people – the crowd – put in small amounts of money to

The French government donated the statue, but the Americans were left to raise money for the pedestal. Initiative was taken by famous journalist and editor Joseph Pulitzer – founder of the Pulitzer Prize – who launched a fundraising campaign in 1885 through his newspaper The New York World.

His campaign raised US$101,091 in five months, from more than

160,000 donors.

So the idea has been around for many years, but the internet has taken the concept to a whole new level, and for many different uses.

Crowdfunding sites are split into two categories: Social and equity, a recently released Consumer NZ report shows.

Social crowdfunding This is designed to step in when banks, club members, family or friends aren’t enough to get a project off the ground. This could be anything from raising money to fight cancer or buy a honeymoon holiday.

Donation-based crowdfunding is when people give an online donation or pledge to a project or cause, not much different to drop-

ping a few dollars in a charity box on the street.

Reward-based crowdfunding offers an incentive or reward for your contribution, which usually differs depending on the amount you donate. The fundraiser usually has a target amount it wants to raise.

But while donating towards a new wheelchair for your neighbour is likely a safe donation, there are some fraudsters out there who prey on unsuspecting philanthropists.

Dr Boyle said this is very likely to happen through crowdfunding.

“It could be abused by fraudulent people, and while I suspect the crowdfunding companies have a fairly robust process in place to catch fraudsters, some more so-

phisticated ones will get through.”

The crowdfunding platforms take no responsibility for how funds are used, or whether the rewards promised are delivered.

Some platforms also allow the fundraiser to withdraw funds as soon as donations are made – whether or not they have received the full amount they need – so be careful who you donate to.

Equity crowdfunding This allows a business, often a new start-up, to raise money from the public, with investors receiving shares (equity) in the business.

The amount an investor owns is proportionate to their level of investment.

Although very new in New Zealand, the model has helped a few successful businesses get on their feet, Dr Boyle said.

“There have been a few successes but the failure rate on these things is quite high. I think there will be a backlash initially when people lose their money, then investors will realise it’s more risky than buying shares on NZX and get more sophisticated about what they buy.”

But while he believed there would be an initial backlash, Dr Boyle said the new set-up would likely encourage more new businesses.

Equity crowdfunding became subject to financial regulations in April last year, so companies looking to raise funds must use a licensed provider.

So how does it work?

Fundraisers choose a crowdfunding platform that suits their project and audience. Usually the platform will review the project before accepting it, to make sure it fits its criteria.

Once the campaign has been accepted, the fundraiser makes a pitch on the platform’s website.

This usually includes a blurb on the cause, and photos of the people or project it will be raising money for.

On a reward-based platform the fundraiser will also outline the rewards or incentives for different levels of donation, such as having the donor’s name in movie credits, or being sent a free jar of jam in the mail.

The fundraiser then spreads word of their campaign, often through social media. Those who want to support it can use the

Donation-based platforms: There are hundreds of different crowdfunding platforms out there, although not all are open to New Zealand-based projects. Here are a few you can check out: • Boosted (boosted.org.nz) was set up in 2013, to specialise in art projects. It is backed by Kiwi notfor-profit The Arts Foundation, which has a charitable status so donations made through the site are eligible for a tax credit.

• Givealittle (givealittle.co.nz) was started in 2008 and taken over by the Spark Foundation in 2012.

It has a wide range of categories that potential donors can explore, and it has no fees for fundraisers

• FundraiseOnline (fundraiseonline.co.nz) started in 2004, and specialises in event fundraising. It is aimed at charities, notfor-profit organisations, schools and clubs that want to raise funds.

• GoFundMe (gofundme.com) is a United States platform, but Kiwis can use it to raise funds for

anything and everything. Donations can be made in almost any currency, although the donor will pay a currency conversion fee.

Reward-based platforms: • PledgeMe Projects (pledgeme. co.nz/about/projects), which was started in 2012, is a New Zealand reward-based platform which individuals, groups and organisations can use to raise funds for projects.

• Kickstarter (kickstarter.com) originated in the US in 2009 and became one of the most wellknown crowdfunders worldwide.

It accepts New Zealand projects – all creative projects, rather than fundraising for charity.

• Indiegogo (indiegogo.com) is another US platform that New Zealanders can use, offering both reward and donation-based

crowdfunding. Donations can only be made in US, Canadian or Australian dollars, euros and pounds through PayPal or credit card. A currency conversion fee applies.

Equity crowdfunding: • PledgeMe Equity (pledgeme. co.nz/equity) has successfully raised funds for two businesses since it was licensed – including itself. It set a target of $50,000 and raised $100,000 from 50 pledgers with a minimum investment of $500. These people are now the owners of a 14.3 per cent share of the company. PledgeMe’s board has committed to paying dividends “when it would be prudent to do so.”

• Snowball Effect (snowballeffect.co.nz) has raised around $2 million for three businesses since its launch in August last year. It was used to help make Kiwi film The Patriarch, after film-makers set a target of $300,000 and raised $488,800.

In return for a $100 investment, 204 investors are first in line to recoup their capital as well as a percentage of proceeds if the film is successful.

• Equitise (equitise.co.nz) is a new site that has just listed its first equity crowdfunding campaign for TRNZ Digital Travel Guides.

Participate in Research

Looking at Speech Comprehension in Ageing The University of Canterbury is running a large-scale project, funded by the Royal Society of NZ, that looks at how ageing affects speech comprehension.

Tourist drivers

Families of victims killed in car crashes involving tourists have renewed calls this week for them to be tested before they are allowed to drive on New Zealand roads, while several Cantabrians have confronted or have taken keys from tourist drivers they believe are driving dangerously. Gabrielle Stuart asked if tourists should be tested on New Zealand road code, and what people would do if they came across someone driving dangerously.

Chris Mackay, sales manager, of Bishopdale: “It wouldn’t have to be much, but something needs to be done because there’s no denying the amount of accidents and casualties tourists are involved in. If I saw dangerous driving I would probably just phone *555, but how guilty would you feel if you didn’t take action and then there was a crash that killed someone. If (a person’s driving) was outright dangerous, you would have to take action.”

Raa Taylor, fulltime mother, of Parklands: “I have a friend who had her baby killed in a crash with a foreign driver. So I think we really need to do something, because it’s too dangerous.

I think most Kiwi drivers are okay, but elderly drivers, maybe when they’re 65 or 70, should be tested again. But if you see (dangerous driving), what can you do? It’s the job of the police to enforce the law, so if you step in you really have no leg to stand on.”

Kirsten Monteba, administrator, of Bishopdale: “I think they could do more.

They could even have something like a video game or a simulator at rental places, rather than just a test.

Some local drivers are pretty bad too, heaps are on their phones while driving. And the other issue is older people, who never actually took a full licence test when they got their licence.”

Jesse Evenblij, consultant, from Phillipstown: “I think there should be more information, maybe in cars, reminding tourists about the rules, and maybe tests too. But it’s not just tourist drivers, New Zealanders are pretty bad as well. I think there should be more tests for everyone. If (someone driving dangerously) pulled over, I would go and talk to them about what they were doing, and I would call the police. But I would never take their keys – that’s just asking for trouble.”

Tarlie Prosser, cleaner, of Beckenham: If people are going to come here they should learn the road code, and they should have to prepare for our roads before they come. It wouldn’t hurt to have more testing for everyone, because the fewer incidents we have the better. If I saw people driving like that I would just phone the police and get their number plate. I wouldn’t approach them, because you don’t know who it might be.”

Ryan Becker, unemployed, of Aranui: “I think they should have more information here for tourists, and they should test New Zealand drivers more as well. I would get someone driving like that to pull over and I’d talk to them about it, because there are children around Christchurch crossing roads, and the roads are already dangerous around here.”

Joe Parker, teacher, tourist from the United Kingdom: “I’ve been in South Africa where we drive on the left, so it is a bit easier for me, but I can’t remember seeing anything that talked about the different driving rules when I came here. I think it depends on what country you come from, so if you look at people from countries where the rules might be very different, maybe something should be targeted at them.”

Cees von der Rost, retired, tourist from the Netherlands: “I have visited several times, so I’m more than a one-time tourist and it is not so much of an issue for me. And although in Europe we drive on the right side, the steering is also on the other side so it feels right to drive on the left here. But I think you could make more of a point about the rules that are different when tourists come here.”

Council should be leading by example THE PROPOSED rate increases over four years has not gone down well with ratepayers.

The city council wants to hike the rates by 33 per cent over four years, but has promised to cut internal spending by two per cent over three years.

Not surprisingly, this prompted many new callers to my radio show to vent their frustration. An easy argument can be made that if residents want to remain in a city requiring much needed attention, then they’re going to have to pay for it.

Ratepayers understand this, but the argument against obscene rate increases goes beyond this.

Residents are rightfully demanding the council nail their priorities to a wall, before getting into a longterm relationship with the Government and taking on some of its anchor projects.

Legally, the city council has to comply with the Local Government Act which requires it to release a long-term plan for public submission.

Confusingly, the city council has to do this without knowing the final amount of potential insurance settlements and without having the detailed report on the ongoing costs of horizontal infrastructure.

Councillors have asked chief executive Dr Karleen Edwards to find ways to reduce operational expenditure by just two per cent over three years. But it should be leading by example and reduce its own spending by a lot more before telling us to mow its lawns.

Mayor Lianne Dalziel told me on Newstalk ZB that it’s the function of the chief executive to cut fat from inside the council. She’s right, but now is the time to show leadership and reassure the public the council is doing everything it can to reduce spending.

When asked about ways to reduce spending, she said: “It’s a bit like losing weight; you lose weight quickly and then you end up putting more weight on in the end so it’s not sustainable. It’s the same with budgets. You change the way you do things, so it’s a sustainable change in the future.”

EXAMPLE: The city council is under pressure to reduce its own spending.

Careful words, lacking substance. I just hope there’s more to it than weight loss comparisons.

The mayor says it’s bordering on inappropriateness for her to personally comment on reducing expenditure inside the council, given it’s beyond her authority.

However, Ms Dalziel did crack the whip initially by cutting out the paid lunches among other token items when she first took office.

Last week, on the Friday panel discussion on Newstalk ZB, panellist and NBR senior reporter Chris Hutching, questioned why the city council hadn’t asked the Government for ad-

ditional assistance to ensure the cost sharing agreement doesn’t kneecap the ratepayer.

Canterbury Earthquake Recovery Minister Gerry Brownlee called in to the show unsolicited, to respond. He said the Government made tough financial decisions and cut its spending, and it was time for the council to do the same. He said he was surprised to hear that the mayor wouldn’t comment on spending cuts.

He commended the council for removing the stadium from its 10-year plan. The minister said the Government’s total cost to get Christchurch back on its feet is about $11 billion.

Mr Brownlee says: “What’s missing from the conversation is the council having a very strong, hard look at what it does.”

Ms Dalziel was quick to point out days later that the minister knew full way it was beyond her responsibilities. However, this could be the perfect time for the mayor to reassure the public she’s on their side, instead of playing peacemaker.

When pressed again last week on council cuts, Ms Dalziel said: “Ultimately, it could end up being job losses.”

The city is going through a tough time, and important financial decisions will have to be made in a “non-business as usual” approach.

No one will be happy about potential job losses, but hopefully the chief executive will eat her words, so to speak, and force the city council to go on a massive sustainable diet before asking ratepayers to shove more cash in its mouth.

Cycleways cost blowout under discussion

THE BUDGET blowout for the major cycleways network, now estimated at $156 million, will be discussed tomorrow.

The 13-route network was costed at $68 million in 2013 but has more than doubled since, prompting the city council to examine plans.

The cost to the city council could be reduced if it can secure Government funding for the cycleways.

Most of the increase is due to routes being redesigned so they run off-road after the city council sought advice from Dutch transport expert Leo de Jong. That means the

city council will need to buy more land.

But city council staff still believe the cycleways will be cost-effective, because of the benefits of making them safer.

In a report to the city council, sustainable transport planner Michael Ferigo estimated that more than $1.2 billion could be saved over the next 40 years, as it could reduce the number of crashes on the roads, improve people’s health if more chose to cycle, and reduce congestion on the roads.

A TRUCK driver charged over the death of a cyclist in a crash in Hornby last year entered no plea to a charge of careless driving causing death at the district court on Monday.

David Peter Connell, 50, of Spreydon, was driving a large truck-and-trailer unit on Carmen Rd last year when it was involved in a crash that killed cyclist Ming-Chih Hsieh, a 33-year-old tourist.

It appeared the truck and trailer unit turned left into Waterloo Rd, crossing the path of the cyclist, who was travelling straight across the intersection of Carmen and Waterloo Rds. The crash happened on September 29, at about noon. The cyclist was killed instantly.

Connell entered no plea on Monday and had a registrar’s remand, meaning he was not required to appear in court. He has been granted a remand to March 23 on bail, to apply for legal aid.

The estimated benefits could give the city council a “high degree of confidence” when it applied for help to fund the cycleways, the report said.

Funding is available from New Zealand Transport Agency for cycleways, with about $15-$25 million believed to be earmarked for the project, and a further $20-40 million expected.

An $800,000 New Zealand Land Transport Fund grant has already been made toward the cost of the first two routes.

WALKING: Exercise can help reduce chest pain for heart patients.

A REGULAR exercise routine is important for heart health. Yet one in eight New Zealand adults are physically active for less than 30 minutes a week.

The Ministry of Health recommends at least 30 minutes of moderate-intensity physical activity at least five days a week

for adults. Older adults should be doing 30 minutes of moderateintensity activity on five days or more per week, plus three sessions of flexibility and balance activities, and two sessions of musclestrengthening activities a week.

Exercise is important for everyone, but regular aerobic activity can be critical to ensuring healthier outcomes for cardiovascular patients. Even a little exercise goes a long way.

“Just 5-10 minutes of daily running, even at very slow speeds, can significantly lower the risk of mortality among cardiovascular patients,” says Ed Dannemiller, a specialist pharmacist in the Express Scripts Cardiovascular Therapeutic Resource Centre.

“Simply getting the recommended minimum amount of exercise can help reduce cardiovascular events such as heart attack and stroke by 30-40 per cent.”

Dannemiller and his team counsel heart patients on the benefits of regular exercise, which include strengthening the heart muscle, lowering blood pressure and cholesterol levels, gaining better control of one’s blood sugar and maintaining bone strength.

Exercise can also help heart patients lose weight and lead more active lives without chest pain.

SWIMMING: A good exercise to start out on if you have a cardiovascular condition.

PRECAUTIONS

If you are considering starting an exercise regime, keep these precautions in mind to minimise risk and prevent an adverse reaction.

• If you have recently had heart surgery or a procedure, experience chest pain or shortness of breath, have recently had a heart attack, or have diabetes you should consult a physician before beginning any exercise regime.

• If you are on beta blockers, antiarrhythmic drugs and calcium channel blockers, you may have a reduced heart rate and may experience lower gains in heart rate when exercising. Medications such as the decongestant pseudoephedrine, antidepressants, and

thyroid medications can increase exercise heart rate. It is important to know the right aerobic heart rate target to prevent over-training or undertraining your heart if you are on any of these medications.

• If you are a cardiovascular patient, high-intensity exercises such as push-ups, sit-ups and heavy lifting may not be helpful for you, so it’s a good idea to speak to your physician first.

• You may also need to avoid certain everyday activities that can overly affect the heart rate, such as raking, shovelling and mowing.

• Walking, swimming and light jogging are good beginner exercises if you have a cardiovascular condition.

USEFUL TIPS

But what if you’re already on a workout schedule? Then keep these useful tips in mind: • Maintain a steady pace and rest

between workouts.

• Do not exercise outside in extremely humid, hot or cold temperatures. Extreme temperatures can make breathing difficult and cause chest pain. Try mall-walking instead.

• In cold weather, cover your nose and mouth when exercising outside.

• Stay hydrated by drinking water, even when you’re not feeling thirsty and especially on hot days.

• Avoid overly cold/hot showers or sauna baths after exercise.

• Avoid exercising in hilly areas because that could make your heart work too hard. Monitor your heart rate closely with your target rate in mind.

• Stop exercising if you experience pain, dizziness, shortness of breath or excessive fatigue. Consult your physician.

• In the event of a rapid or irregular heartbeat, stop your activity.

Check your pulse after 15 minutes of rest and consult your physician if the rate is still higher than 100120 beats per minute.

A regular exercise routine, with adherence to a medication regimen, can put you on the path towards better health.

STAY HYDRATED: Drink water even when you’re not feeling thirsty and especially on hot days.

captain honoured

FROM REDCLIFFS School, to winning a gold medal at the Olympics, to being honoured in the Sport Canterbury Hall of Fame.

That was the path of former New Zealand hockey captain Tony Ineson, who was inducted at the Marriotts-Hadlee Sports Awards on Friday night.

Ineson said it was at school where he first learned to play the game.

“That was my playground.

Redcliffs was where I learned my hockey. The boys played hockey and the girls played netball there,” he said.

He was also the captain and coach of the Redcliffs club’s senior side in the 1970s and later a member of its committee.

He was the captain of the New Zealand side at the 1976 Olympics which won our first and, to this day, only gold medal in the sport.

Ineson was humble in his accepting of the accolade on

Tony Ineson Friday, and said there were three or four other guys in that side who were just as deserving of the honour.

“I was very surprised to be named. I felt that the other guys at the awards dinner have put more back into the sport than I have, If I’m there, they deserve to be”.

He was not expecting the honour and his 1976 teammate Selwyn Maister had to coax him into attending the awards night, so he could be there to see his name put up alongside the

likes of Sir Richard Hadlee and Fergie McCormick as one of Canterbury’s sporting legends.

Ineson said being the captain and scoring the goal in the final against Australia in Montreal in 1976 must have played a part.

He said it was nice, his own achievements, along with his gold-medal winning side’s, were still being recognised almost 40 years on from the famous win.

The team was inducted into the New Zealand Sports Hall of Fame in 1990 and Ineson said there was always the chance more of his team could join him in its Canterbury counterpart in the future.

The 1976 side was full of Canterbury players including Paul Ackerley, Thur Borren, John Christensen and brothers Selwyn and Barry Maister, while coach John Gillespie was also from the region.

Archer Neroli Fairhall was also inducted on Friday.

C TWENTY 11 Football Development manager Mario Hofmann is looking forward to his first winter season with the club.

Mario was formerly the grassroots manager at WYNRS, Wynton Rufer’s very successful football and academy programme in Auckland.

Mario has a wealth of experience in coaching and working with kids and junior coaches, working and coaching in schools, delivering programmes for grassroots and elite junior players.

As a player Mario, represented NZ at U17 level and played in Oceania (Tahiti) and Confederation Cup (Korea) tournaments while also serving secondary school football scholarships in Rostock, Germany and Ritsumeikan Uji, Kyoto, Japan.

He also had stints in Germany with clubs FSV Bentwisch and Mecklenburg-

Vorpommern EV and in Japan with J-League club Kyoto Sanga FC. He has played for several Northern Premier League Clubs in Auckland, including Central United, Auckland City National Youth League team and East Coast Bays before joining Canterbury United at the start of the 2014 ASB Premiership.

Teen basketballer follows Christchurch teenager Tessa Boagni is coming towards the end of her first season of college basketball at California State University, Northridge. Reporter Andrew Voerman caught up with her and her coach to find out how it’s been going so far.

THIS ISN’T what Tessa Boagni was expecting.

When she swapped Christchurch for California last August to take up a four-year basketball scholarship at California State University, Northridge, she thought she would spend her first season just getting a taste of what college basketball is like.

Instead, she has become a key cog in the CSUN Matadors’ rotation, averaging 5.7 points and 4.3 rebounds in 17 minutes per game, numbers that improve to 7.1 and 7.4 in 22 minutes in her seven games as a starter, good enough to earn her selection in the Big West All-Freshman team.

Her best performances came in two of those starts, against UC Santa Barbara on January 15 and UC Irvine a week later.

Against UC Santa Barbara, she led her team with a 17-point, eight-rebound performance, while against UC Irvine she notched a double-double, 10 points and 14 rebounds.

She says she was pleased to have delivered on the court, especially after her coach, Jason Flowers, had given her the opportunity to step up and show what she could do.

“I’d come off a couple of games and I was feeling quite confident and I wanted to go out and play well. Coach had talked to me and given me the thumbs up and the green light to kind of just do my thing.”

Tessa, a 19-year-old, 1.88m forward, first came to Flowers’ attention by way of email, as she sent her resume and clips of herself in action to several schools, seeking to follow several of her family and play college ball in the US. Flowers says it was a combination of factors that led to CSUN offering Tessa a scholarship.

“Her size, her athletic ability, and then her skill-set; all of those were the first things that I see in watching her. The fact that she had played at international level was definitely a bonus, and I think what was even more reassuring

“Her having siblings who had already done what she was trying to do, as far as come to the States, and understanding all the challenges that come along with that, with all that being said, I thought she would be a good fit for us.”

The Matadors are one of 343 teams that play in the National

Collegiate Athletic Association’s first division, spread among more than 30 conferences, including the Big West, which the Matadors call home.

There, they compete against seven other Californian schools, as well as the University of Hawaii, in a home-and-away round robin, followed by a single-elimination knockout tournament.

Last year, the Matadors won the tournament for the first time since they joined the conference in

2001, the culmination of a meteoric rise since Flowers joined the programme as coach in 2010.

This year, they finished second after the round robin with an 11-5 record, behind Hawaii and will enter the tournament at the semifinal stage on Saturday morning (NZT), two wins away from booking a spot in the national championships for the second year in a row.

in family’s footsteps she doesn’t mind playing a smaller part for the team going forward.

“It’s crunch time now and the seniors are a lot more experienced and know how to handle this a lot better than a freshman would.

“Whoever has to play and whatever minutes I get to play, it doesn’t matter to me as long as the team does well.”

The Matadors’ success under Flowers has been built on a core group of players now in their senior, or final year: Guards Randi Friess, Ashlee Guay, Cinnamon Lister and Janae Sharpe, and centre Camille Mahlknecht.

Tessa says she has learnt a lot from the group, and fellow post player Mahlknecht in particular.

“She’s definitely helped my game a lot – going up against her every day (in practice).

She was the Big West defensive player of the year last year, so having to play against her every day is definitely amazing.”

Northridge is one of 23 campuses that make up the California State University system, nestled in the San Fernando valley, 40km northwest of Los Angeles, with the fancy seaside suburb of Malibu over one hill and Hollywood over another.

It is home to more than 40,000 students, nearly three times the size of Canterbury University.

Tessa lives in a three-person dorm, alongside fellow teammates Serafina Maulupe and Caroline Gilling, who hails from Denmark, and is the team’s only other foreigner – the rest are all natives of California.

When she arrived in the sunshine state in August, the American summer was reaching its peak – with temperatures soaring above 40 deg C. She says she was turning up to classes in the early days covered in sweat – an affliction she passed off as the product of basketball practice.

The Matadors play their home games in a gym christened the Matadome.

“We have this video that plays right before we run out and we have cheerleaders and our dance team . . . and the band plays the school song when we run out and everyone’s on their feet, cheering for CSUN.” While her sights are set firmly on this weekend’s games, she has another set of finals to contend with in May – exams that mark the end of the first year of her journalism degree.

“It’s definitely hard to manage

your sport and your education,” she says.

“But you’re a student athlete and they put student first for a reason – because we’re here for that and we’re also lucky enough to play basketball.”

It is a game that runs thick through Tessa’s blood.

Her dad, Kerry Boagni, played college basketball as well, and was drafted by the NBA’s Utah Jazz, later playing in New Zealand; her mum, Jane McMeeken and her sister Kate McMeeken-Ruscoe are both former Tall Ferns captains; her bother Luke Ruscoe a New Zealand age-group representative.

For her part, she led Christchurch Girls’ High School to a national title aged 17, and has also played for her country at age-group level.

It seems apt, then, that she is now living a life she describes like this: “I literally do nothing but eat, sleep, play basketball and go to school.”

It’s been that way since the middle of November, when the Matadors’ season began.

Their last regular season game was last Friday (NZT), a 77-61 win over Long Beach State that doubled as the school’s senior

night, where the team’s departing players – Friess, Guay, Lister, Mahlknecht, and Sharpe – were celebrated by their friends, fans, family and teammates.

Tessa says seeing her teammates being honoured reminded her of how quickly her first season has come and gone.

“It will be me walking out there for senior night in three years, and it makes me put it in perspective – you’ve only got a short amount of left and you’ve got to give it your all.

“They were the ones, who along with Coach, shaped this programme into what it is now – they’re amazing girls.

“I’m really sad to see them go, but I’m excited to see what they all do in the future.”

And also, one suspects, excited to step up and try fill their shoes.

Long league career to close

A BIG send-off for Canterbury rugby league stalwart Corey Lawrie is planned for Queen’s Birthday, with two Canterbury teams set to take on sides from Auckland and Wellington in a double-header.

Lawrie, who first played for the Canterbury Bulls in the early 2000s, and was part of their titlewinning sides in 2009 and 2014, has decided the day will mark the end of his representative career.

The 35-year-old has shoulder surgery planned for the end of the year, which he says he has been putting off for a while, most recently to play for his club, the Hornby Panthers, in their centenary season, and says it is the right time to bring an end to his time as a Bull.

The Panthers have celebrations planned for Easter Weekend, including a Massetti Cup game against the Halswell Hornets on Good Friday and Lawrie said he is looking forward to helping the club he joined as a five-year-old celebrate their milestone in style.

“We’ll have to dispose of Halswell and then get to the celebrations, I guess.”

He said he would probably play for the Panthers for another couple of seasons, though joked that “they might try to push (him) out soon.”

Bulls coach Darrell Coad said Lawrie, who also played four games for the Warriors in 2007, would be missed.

“Over the years that Corey has been involved with the Bulls, he’s brought a different level of professionalism and passion to the jersey. He’s a real leader and when he speaks, people listen – he’s just one of those sorts of people. When he leaves, they’ll be the sorts of things

that we’re going to find hard to replace.”

Coad will pick two teams for the games, against the Auckland Vulcans development side, and the Wellington Orcas, where the Centenary Shield will be up for grabs, giving himself the chance to cast his eye over a range of local talent.

He said he will name an extended squad of about 40-45 players to train in preparation for the games,

with decisions on the exact makeup of the two teams to be made closer to the time.

“It’s a good opportunity for everybody to have a look and see who is running around. It’s great for rugby league as well - to have two sides from Auckland and Wellington play on one day against Canterbury - that is probably something that’s never happened before, so it should be a really good day.”

THE CRUSADERS’ stand-in captain Matt Todd is likely to be rewarded for his efforts with a bit of a rest, and find himself on the bench for their game against the Lions on Saturday.

Coach Todd Blackadder said he would look at the mix of the loose forwards and probably go with returning captain Kieran Read at the back of the scrum and Richie McCaw and Jordan Taufua on the flanks.

“What we do with Matt Todd will be really important. He has played about eight games in a row and he’s weathered the storm. It is never easy when your leading and I’ll probably look to freshen him up this week and get him ready for the following week.”
