‘Kidnapper’ nabbed after victim films him

A QUICK-THINKING victim of an attempted kidnapping used her cellphone to help police catch the alleged attacker yesterday.

The 37-year-old, was walking along Marine Parade by Thomson Park in North New Brighton, when a navy blue 1994 Nissan Avenir station wagon pulled up

next to her.

A man started talking to her and beckoned her to get into the vehicle with him.

He then allegedly tried to grab her after she refused to get into the vehicle.

Sergeant Dave Robertson said the woman believed the man was attempting to pull her into the vehicle

but she managed to break free.

She was then able to begin filming the vehicle with her mobile phone including the licence plate.

When the alleged attacker realised this he drove from the scene at speed. The woman then went to the New Brighton police station immediately.

Police patrols were given the

licence plate number and the vehicle was located within an hour.

The alleged attempted kidnapping happened about 8.45am.

Said Sergeant Robertson: “She was distressed and shaken. She had family and close support with her almost immediately.”

He said the woman did not know him.

Police have concerns the man may have been in the Marine Parade area leading up to this alleged incident.

A 38-year-old man will appear in the district court on Tuesday charged with attempted kidnapping.

Christmas is the busiest time of the year for supergran Mary Scholey, who has 80 grandchildren.

The 82-year-old sends them all cards and even goes shopping to buy them presents.

She is a mother-of-10, with 33 grandchildren, 44 great grandchildren and three great great grandchildren – with another four additions due next year.

Her memory is still sharp and she writes all her own Christmas cards.

Stephen Gregory, one of her sons, said: “Family certainly comes first for her. With her having 10 children we didn’t need to produce many children ourselves for the family to grown rapidly.

“She gets through packs of Christmas cards. She writes the majority of the cards herself and she goes to local markets to find presents. It’s a massive task for her.

Mrs Scholey had 10 children with her first husband Jim, who died 20 years ago, and they include two sets of twins.

IT WAS one of Christchurch’s more violent bank robberies: An aggressive lone gunman burst into the bank, fired a shot, held the gun to the head of a security guard, and was clearly in no mood to be messed around.

For the 20 staff and customers trapped in the suburban bank robbery, it was horrifying.

Twenty-five years on, the then bank manager has spoken to The Star to give the public an insight to the trauma the hostages in Sydney’s Lindt cafe would have endured.

As a hostage “you are absolutely and totally helpless”, the woman, who declined to be identified, said.

“People can say all the things you should do in that situation,

but nothing can ever prepare anybody.

“You do exactly what you are told, and the whole time you don’t know if you’re going to live or die.”

She

just dropped off a load of cash for the day – an extra large one, because the bank opened late on a Thursday.

One of the security guards was waiting in the van, and one was still in the building when the gunman burst inside.

It was about 9.30am on a Thursday, and she was in her office “getting the place running”.

“At that stage there was a real spate of hold-ups, and some of

our friends said the people who came in were almost polite, and apologised to them. But this bloke came in screaming and yelling and foul-mouthed, he was really hyped up.”

The robber put his gun to the security guard’s head, and told everyone to lie face down on the ground.

“We had a small amount of training [about what to do in a hold up], but nothing like they have these days. We were just told to do exactly as you’re told, follow instructions and don’t argue.”

But she said the teller the gunman was dealing with tried to argue.

“She emptied the drawers and said this is all the money we have, but of course all the money had just been delivered and he knew it was there. But she still tried to argue.

“We were all flat on the floor, but I screamed out her name and said give him everything.”

She said that the gunman was in the building for about five to 10 minutes talking to the teller and collecting the money from the back.

But she said it seemed “like a lifetime”.

“When you’re lying on the floor you have no concept about what’s going on and you don’t know where he might be.

Driver escapes from truck flip

A TRUCK carrying 10-tonne of stones flipped onto the garden of a brand new house yesterday.

The driver was not seriously injured and walked from the vehicle with the assistance of another truck driver who was nearby.

Witness of the aftermath of the crash Martin Maguire said the driver walked out with what looked like oil all over him and was in shock.

“I heard it all, there was a big bang, I came running out and I think he was extremely lucky. He would be incredibly shell-shocked,” Mr Maguire said.

He was taken to hospital by ambulance soon after the crash.

It appeared the truck was travelling too fast for the corner of Cave Tce and Moncks Spur Rd, in Mt Pleasant.

A fire communications spokesman said the Fire Service had to return to the site later in the morning to assist in the clean-up of diesel.

She said that some of the customers trapped in the bank had children waiting in their cars outside.

“I let them go and get their children, but no one could leave, so they got their children and then they came back. We locked the door straight away and we dialled 111, and then we called head office.”

After the gunman left, she said the police told her to separate all the victims and keep them from talking to one another so they “kept their heads clear”.

“It’s really hard, because you just want to comfort each other.

But I had to send them all into separate corners, so they didn’t talk and mix up their stories, and they could tell the police what happened.”

She said that the reactions of the hostages were very different.

“Some were hysterical afterward. Some were crying, some were totally blank and their faces were just white. A lot of them had to run straight to the toilet, and some were just

By Emma-Jane McLennan A CHRISTCHURCH man is lucky to be alive after a 10-tonne piece of machinery dropped on his head on Tuesday.

Almost 40 staples were used to stick a chunk of skin back onto Matt Walcott’s head after it was ripped half-off by an arm on a concrete pump.

He took to Facebook the day after the ordeal, posting photos of the injury.

“Feeling pretty lucky to be alive to-

day,” he wrote.

He said the accident happened when he was working on a floor slab and the concrete pump he was using sunk into the ground.

“At the same time the arm was fully stretched out and dropped from about five metres in the air. I had just moved under the arm at the time and when it dropped it landed on my head.”

He said the arm would’ve weighed “a bit over 10-tonne” and he was fortunate his neck wasn’t broken.

Gift of life the ultimate Christmas present

THIS CHRISTMAS, Narelle Uri could not afford a tree or gifts for her own seven children.

But she hopes to give a young couple she barely knows the best Christmas gift they have ever received.

Ms Uri and her partner have made the decision to donate her eggs to a couple who are not able to have children of their own.

She went into surgery last week to have the eggs removed, and they will find out on Christmas Eve if the surgery has worked.

She said she couldn’t imagine life without her own children, and wanted to give someone else the chance to have a family.

“My kids drive me up the wall at times, but I don’t know where I would be without them.”

Egg donors are not paid, although she will have all the expenses of the surgery and medical treatment paid for.

She was able to choose the couple she donated the eggs to, and met them for the first time in October.

She said they would make “absolutely fine parents”.

“They were just so loving. They are well educated, and they have everything you would ever want to give your child.”

Ms Uri said she did not know anyone with fertility problems,

and only realised how many families struggled with fertility when she read about it in a magazine.

But she said that the story she read touched her.

“Over the years I have had so many people help me out, and I just felt that this was something I had to do.”

She called the number for the clinic the day after reading the article, and after several months of testing was approved as a doner.

She said the process of donating eggs was a lot more difficult than she expected and she didn’t plan to do it again, unless the couple’s surgery is unsuccessful.

“If it doesn’t come back positive I would probably go through it again, for them. But I know it will work.”

The couple’s seven children range in age from 15 to nine months, and she said it was a struggle to support the family on one income.

But the Christmas giving has gone both ways, as the family have been helped through the Barnardos Christmas Appeal to provide a Christmas tree and gifts for the children.

The 3.5km loop track, which is wheelchair and pushchair accessible, takes just over an hour. This includes a visit to the bird-hide which as well as being a prime viewing spot, has information about some of the birds you can spot.

My kind of kayaking I’VE PLAYED a lot of sport over the years, and recently I’ve taken to kayaking.

The serious stuff is not for the faint-hearted.

“One’s out already,” Keiran said, pointing to an empty yellow kayak bobbing down the churning Hurunui River, its owner nowhere to be seen.

The water was crystal blue and foamy white in turns, winding below the dusty dirt road I stood on with my boyfriend Stephen’s parents and his mate from CPIT. I squinted in the sunshine, trying to keep track of the eight or so brightly-coloured boats on the water. My boyfriend was in one of them.

Another kayak flipped, its occupant struggling to right it before ripping the spray skirt tag and tumbling out into the cold water.

“Look,” Kieran said, pointing in awe to a particularly nasty-looking rocky section, “He just swam Cheese Grater!”

Eventually four swam – the first time any of them had done so on Sunday. It was also the first time Stephen’s parents and I had come to watch.

“We are seriously bad luck,” I said, and we all laughed.

A rescue mission involving a throw bag and a length of rope saw all the swimmers back on shore.

“That does not normally happen, by the way,” Stephen told me, “But hey, you should come kayaking sometime.”

“It looks like fun, but I don’t know what I’m doing . . . ” I said, thinking about the last time I went kayaking, or more accurately, swimming.

I was on a frozen stretch of a smelly river outside Timaru when I tried a sharp 90-deg turn. My boat tipped upside-down, sending me tumbling into the frigid water.

Flashback over, I turned to Steve.

“We can teach you,” he said.

Oh help.

So we decided on a compromise: A relaxing sea kayak trip starting at Cass Bay on Tuesday night.

It took a while to organise logistics on the day (“do you want the orange kayak or the yellow

one?”) but finally we slipped down the boat ramp, paddles in hand, plunging our boats into the water.

I followed Stephen’s lead, enjoying the mountainous views around the harbour and the relaxing ‘splash-pull’ of the paddle.

We paddled around the coast to Rapaki, pulling up on the shore for a bite to eat. We’d packed a good old Famous Five-style picnic in the hold of the boat (although I don’t think they had Chilly Philly in those days) which was polished off pretty efficiently.

“Hey, we should go for a swim,” he said.

“Noo,” I whined, “It’s too cold.”

“You only live once,” he said, running down the beach.

“Wait, watch this!” I said, running and diving in.

The water was cool and refreshing, and I surfaced with a feeling of elation.

“Well. That was unexpected,” he said, laughing.

Afterwards we paddled towards Lyttelton, checking out the glassy waters at Corsair Bay and the boat docks beyond.

A rusty old blue boat was tied to a mooring, its mast creaking in the wind. A seagull kept its beady eyes on us from its post on the wharf, and a single fisherman cast a line from a nearby jetty.

This was my kind of kayaking.

A single ContacNT capsule costs around $3, and $45 worth of the tablets will produce a gram of methamphetamine, which will fetch around $1000.

Other ingredients in meth can include battery acid, drain cleaner, lantern fuel and antifreeze.

These ingredients are cooked into the drug in covert, illegal laboratories called clandestine (clan) labs.

Processing includes mixing, separating and cooling a toxic cocktail of chemicals over two days until the cook is left with a mix of crystal, liquid or powder meth.

The chemicals used in production are potentially explosive, and a single kg of meth produces five kg of toxic waste that will poison people if they are exposed to it.

The finished product is both powerful and highly addictive.

It acts as a central nervous system stimulant, speeding up messages to and from the brain, which earned it the nickname ‘speed.’ It is also called ‘P’, short for ‘pure’.

The first “family recipe” for the drug could have been brought to New Zealand by the Hells Angels, according to a New Zealand Police Association article published in May. “Some believe that Auckland’s Hells Angels, the first chapter of the notorious United States gang, were the first to bring the old Hells Angels P2P “family recipe” for speed (amphetamine) to New Zealand as early as the 1970s, although the first clan lab wasn’t discovered until the 80s. Others say the gangs favoured importation until being upskilled by visiting US cooks as late as the mid-90s. Either way, by the early 90s, speed had become part of New Zealand’s outlaw bikie lifestyle,” it was written.

Some of the first solid evidence of outlaw motor-cycle gang involvement came from police surveillance of the Hells Angels in Auckland during Operation Shovel in 1997.

Then in 1998, a large lab linked to the Highway 61 gang was uncovered by Operation Asphalt. By that year, the drug was widely available and the epidemic had begun.

The Police Association began to brief MPs and senior police about the emerging threat, but the warnings were largely unheeded, with the focus at the time being on volume crime.

It was not until 2003 that the then Labour-led Government established its “Methamphetamine Action Plan”, which reclassified meth from a Class B2 to Class A drug, making those dealing with it liable in terms of up to life imprisonment.

But according to the Police Association report although welcome, the action was too little, too late.

The problem had not diminished by 2009, and the new National-led Government established a tougher action plan to root out meth suppliers.

A drug bust on Tuesday in Northland is a good example of this.

Thirty-eight Head Hunters gang members were arrested on methamphetamine charges after a major raid that stretched across the upper North Island.

Police seized more than $4 million in cash, methamphetamine and precursors with an estimated street value of $4 million, and assets worth $9.1 million during the operation.

It also uncovered two clan labs and 22 firearms.

The Head Hunters also has a chapter in Christchurch. International bike gangs Bandidos and Rebels also have a presence in the city, and the Hells Angels have also recently set up.

But an increase in recent drug busts doesn’t necessarily correlate with an increase in drugs, Ross Bell says.

“It could be that the cops are getting a bit better at tracking, or the people who are selling it are getting a bit more dumb. We simply don’t collect enough data to know what’s happening out there, and I’d like to

But an Illicit Drug Monitoring Report released by Massey University’s SHORE Research Team in April shows that drug users are describing a steady or increasing number of users, in spite of P’s bad press and increasingly frightening reputation.

When so much meth money is at stake, gangs will resort to violence if they need to protect their territory, Mr Bell said.

“Police raids recently finding

guns and the like in clan labs show how intense it can get in that market. You always have gangs trying to protect their turf, and we see it with cannabis as well.”

Gang wars are likely to erupt with the arrival of big overseas motorcycle gangs, which are shaking up the supply side of things.

There are known connections between gangs and Asian organised crime rings.

the country, as well as keeping an eye on the steady stream of meth being supplied from the North Island.

Gangs in the north are targeting South Island users because of higher meth prices, and have established reliable distribution threads.

Acting DSS Cottam said the problem is fed by young people who are sucked in by the drug and later recruited into gangs.

“We are doing a lot of prevention work as well [as the raids], working with young people coming out of prison and trying to break those cycles.”

He also said that the drug is one of those “doesn’t care” ones that has spread across different demographics within the community.

Mr Bell agrees.

“It is now used across a wide cross-section of society. It is also a very expensive drug. Somehow people were surprised when people like Millie Holmes were using itbut they were always the ones who were using it because they could afford it.”

Contrary to popular opinion, methamphetamine is not psychically addictive. It’s all in your head, Mr Bell said.

“You can just stop cold-turkey with meth – with alcohol or heroin you can’t do that. Physically it’s not addictive but if you get a deep love for that bulletproof feeling it’s very hard to get out of.”

A 27-year-old female passenger in the car was charged four days later with possession of methamphetamine for supply following a detention under the Misuse of Drugs Amendment Act 1978 until the drugs were “passed.”

• December 9: Police search three Christchurch addresses and charge a 31-year-old man with possession of methamphetamine for supply. Police recovered methamphetamine, ingredients for it’s manufacturing, ammunition, a pistol and two stolen vehicles from the three properties.

• December 12: A 26-year-old man was arrested after police set up an armed road block to stop his ute, believed to be carrying drugs, on SH1 Main North Rd Waimakariri. He was charged with drug-related charges including possession of methamphetamine for supply.

Gardening Guide Thrips In autumn do you have plants with leaves that look silver? If the leaf surface is silver, and underneath looks like a dusting of fine brown dots, then I would say you (or really I should say your plant) likely has thrips.

Signs of thrips show in autumn, generally on Rhodos, Camellias, Azaleas, Viburnum etc. what you may not realise is the bugs are out now, and the damage you see can be avoided by spraying now. Thrips are tiny insects that are only just visible to the naked eye, they disfigure plants, foliage and flowers, and transmit viruses.

By early summer, the mulch under this mandarin will need topping up.

EARLY SUMMER is a blissful times in the orchard.

The summer heat has arrived, but without the intensity that comes later in the season; the soil is still nice and moist from winter rains and the fruit-laden trees are sending out lush new growth.

This is the ideal time to establish mulch and herbal leys (temporary, contrasting ground covers) under the trees. I use a combination of techniques that help my trees fight off pests and diseases, retain soil moisture, harvest and retain nutrients, and make the garden just look pretty!

Under the citrus, crisscrossed palm fronds, canna stalks and thin branches from the deciduous trees all help to keep the grass clippings aerated and frustrate the efforts of blackbirds trying to spread the mulch over the lawn.

Edged just outside the drip-zone with self-sown forget-me-knot and borage to attract pollinators and pest parasites, this combination keeps weeds down and provides a fertile haven for the roots.

A combination of woody material and green material offers a good ratio of nitrogen, potassium and carbon for these trees.

Quite simply, healthy soil promotes healthy plants, and healthy plants are less susceptible to being targeted by insects; therefore watering, feeding and pruning are essential for the first step in insect control. Sometimes, however, these are just not enough.

There is one amazing and unknown product which I use and recommend often; this is a tree health band. You cut the band to size, soak in the correct chemical, and then pin it on the stem of the plant for 4-6 weeks. This tree health band can be used for all sorts of insects too, not just thrips, and is ideal on any non-edible plant, it’s also great if your plant is too big to spray, like a granddaddy Rhodo!

With the changes in legalisation, garden centres will no longer be selling the run of the mill sprays that us every day gardeners previously used. These include Target, Shield, Carbaryl, Maldison and Soil and

Leave out the grass clippings for feijoas. branches, woodchip and shredded prunings to form a doughnut of mulch up to 50cm thick in the middle of the ring. It’s important to keep the mulch away from the trunk – this applies to most trees – but avocados are particularly sensitive to this. I extend the mulch about 30cm past the dripline, which is where the leading edge of roots prefers to be. A mulch that is dominated by woody material helps suppress the dreaded phytophthora root disease on this crop.

Heavy feeders with fine root systems, such as guava, tamarillo, passionfruit and kiwifruit, have a combination of finer material applied; woodchip, grass clippings and leafy prunings can all go under these. Feijoas and figs can have the same, although they don’t need as much nitrogen, so I leave out the grass clippings for these crops.

In the berry house the blueberries get a thick layer of woodchips, at least 5cm deep. The grapes and brambles also get woodchips, but not as deep as they are not so prone to root disease as the blueberries. Once these are mulched, hardly any weeds will come through and the roots just love the moist, protected environment.

Herbal leys are the goto technique for all my deciduous crops. Essentially, any plant can be used for this, as long as there is a combination of deeprooted plants and flowering plants that are attractive to pollinators and pest parasites. A traditional ley is a lively blend of grasses, clover and herbs, such as dandelion, comfrey, borage, sorrel, alfalfa, yarrow, phacelia and plantain. I don’t have the personality type to allow such wild abandon in my garden, so I’ve gone for Japanese anemone, daffodils, freesias, alstroemeria and various other bulbs, to which I add various seed-grown annuals.

As each of these grows and dies down, they add to the organic matter in the topsoil and protect the soil from the sun. Over summer, a quick pull takes out any aggressive weeds, such as kikuyu; clovers and some other useful weeds, such as Queen Anne’s lace, can be left to grow, adding to the soil nutrient levels and helping the bees along the way. Once all the autumn flowers have died off, the whole area gets mown, keeping an eye out for the first daffodil shoots that herald the start of the new season of mulching and growth.

RELAXING: Outdoor cooking facilities can be quite elaborate.

STEP 1

Line the inside of the larger terracotta pot with tinfoil.

Mix some clean water with a little mortar mix, until you have a fairly moist consistency.

Make a drainage hole in the base, using a piece of bamboo or small stick.

Place the smaller pot inside the larger pot. Wearing rubber gloves, fill the gap between the pots with mortar mix, pressing down the sides with your fingers. Smooth the top edge and allow to firm up over several hours.

STEP 8

Place the small cardboard carton in the hollow, as shown, and fill the box with scrunched up newspaper to support its sides. Allow to firm up over several hours.

STEP 3

Place a little mortar mix into the base of the lined pot, as shown, and compact with a small piece of wood.

Turn the terracotta pot upside down and remove the larger pot. Remove the cardboard carton from the second pot and, while the mortar is still soft, make two drainage holes in the base with a piece of bamboo or small stick.

Place the remaining mortar mix in the ice-cream container, making a hollow in the centre with your fingers.

Arrange the twigs into a star shape.

Time to shine Diane Turner gets festive with twigs.

I thought these decorations, which use inexpensive materials, would be a fun activity for young and old alike. A wander in your garden or local park should turn up the twigs for these stars and then you just need to gather together some paint, twine, wool or raffia, secateurs and a glue gun.

STEP 1

Gather all your materials together and don’t forget to turn on the hot glue gun.

Next, choose five twigs with similar thicknesses and use the secateurs to cut them all to the same length. My (white) star twigs are 20cm long.

This project will need the help of an adult for cutting the twigs and using the hot glue gun, but I can guarantee once they start helping they will not want to stop!

A big blob of glue works best.

Have fun with the paint.

The raffia will strengthen the star.

Add a hanging loop.

STEP 3

Not long until Christmas now!

Start with the top of your star.

Use a big blob of glue to fasten the twig ends together and hold in place until set. Once you have created your star, give it a coat of paint. You will need to be gentle at this stage, as the twigs can move slightly. If the glue comes undone, just add another blob of glue and wait for it to dry again.

STEP 4

Cut a length of your chosen raffia or wool and tie one end to a twig (I used red raffia).

Start wrapping it around the points of the star. Tie off the tail end of raffia when you have finished.

This will help to hold your star together. Use a length of twine to create a hanging loop for the top of your star.

Experiment with cotton fabric strips or wool, instead of twine.

You might like to leave the twigs unpainted, for a more natural look.

You are now ready to decorate your tree. The stars can also be used to make a table or door decoration.

I hope you have fun with this project and we look forward to seeing some of your stars when you have finished.

Adult help will be needed with the hot glue gun and secateurs.

You need five twigs for each star.

Under the bonnet sits a four-cylinder, twin-camshaft engine of 1498cc. It is rated at 80kW with 137Nm of torque. These are healthy figures for a 1.5-litre unit, and although the outputs are realised tall in the rev band at 6000rpm and 4750rpm respectively, the engine is willing and will work happily low down.

Like its stablemate, the MG3 is only available with manual transmission with drive sent to the front wheels. The five-speeder has ratios structured to enhance economy yet the long gaps between gears don’t load the engine unnecessarily.

The shift mechanism is light and works through the gate freely; the clutch, too, is light and has long progression. If you are in a bit of rush there is strong acceleration when requested with a possible standstill to 100km/h time of 11.5sec on offer. At city speeds the MG3 dawdles with the traffic without taxing the driver, it is light to operate.

On the highway it is quiet and predictable with good information through the steering as to how it is reacting to the road surface.

MG3 tempts with value THE marque MG, abbreviated from Morris Garages, is well established again in the New Zealand market.

After disappearing when the ZT and TF were discontinued in 2005, the brand was relaunched here two years ago with the introduction of the MG6.

That mid-size sedan and hatchback has been joined by a small hatchback - the MG3, and it lists in the marketplace in just one specification at a tempting $19,990.

Although MGs are designed and developed in an English technical centre, they are no longer manufactured in the UK, all MGs now are built by the owners, the Shanghai Automotive Industry Corporation in China.

SAIC is a well-established conglomerate with longterm involvement with Volkswagen, General Motors and a host of heavy vehicle manufacturers.

The MG3 is a new design both in the chassis and through its styling. It is short at just under 4m, but it has a cheeky look and its squat rear end promotes a sporty appearance. The evaluation car was painted a light blue and on more than one occasion it received favourable comment, it is one of 10 colour choices.

Inside, the MG3 buyer gets leather trim and plenty of other of specification.

Major items include digitally controlled air conditioning, cruise control, full electrics and trip computer.

For safety there’s a host of kit including stability control, corner brake control, tyre pressure monitoring, no fewer than six air bags and ISOFIX child seat mounts.

That’s not a bad package for a car under 20k and one which will win favour amongst those who want a small hatchback but have a limited budget.

Riding on 195/55 x 16in comfort specification tyres there is direct turn-in when the corners arrive and there is favourable response to steering input.

On my usual inland run through to Hororata the MG3 pleased with its eager nature and controlled feel. It also returned some interesting fuel usage figures such as a 7.8-litre per 100km (37mpg) combined cycle average along with a 5.8l/100km (49mpg) figure sitting at a 100km/h cruise.

Those figures sit well with SAIC’s combined cycle claim of 5.8l/100km.

Driving the wee MG3 is relaxing and somewhat rewarding. And if you take into account the original outlay you get good value motoring and transport which won’t tax the wallet at fill-up time.

Although I far prefer a manual gearbox I understand that the MG3 in manual form only may not appeal to all buyer types.

But I can report that the manual is a honey and as a car the MG3 is a worthy consideration, its command seating position and all round comfort will also win it friends.

Since the 20s MG has been associated with sporty cars and convertibles, today it is a company which markets to the masses and with the experience of its Chinese manufacturers it is a quality brand we will see a lot more of in the future.

NOTICE OF PROHIBITION OF FIRES IN THE OPEN AIR WITHIN THE CITY OF CHRISTCHURCH (IMPOSED PURSUANT TO SECTION 13 OF THE CHRISTCHURCH URBAN FIRE SAFETY BYLAW 2014) Notice is hereby given that the prohibition on fires in the open air over those parts of the district which are fire district declared or constituted under Section 26 of the Fire Service Act 1975 is imposed by Clause 13 of the Christchurch Urban Fire Safety Bylaw 2014 for the period from midnight Saturday, 20 December 2014 until further notice.

The prohibition applies to those parts of the district which are a Fire District declared as constituted under Section 26 of the Fire Service Act 1975 and these are Brooklands, New Brighton, Sumner, Lyttelton, Governors Bay, Diamond Harbour, Little River and Akaroa and Christchurch Urban Fire Districts (where District is defined as meaning “for which the Council is the territorial authority”). The Council may extend the prohibition.

During any such prohibition no person shall light any fire in the open air and no person being the occupier of any premises shall cause, permit, or suffer any such fire to be lit there or to continue to burn there. The penalty for such an offence is a fine of up to $20,000.

The purpose of the prohibition is to conserve public safety by preventing danger from fire.

Note: The Council may at any time, where in its opinion special reason exists or may exist to prevent the outbreak or spread of fire, prohibit the lighting of fires in the open air for any specified additional period of time within all or any districts of the city as listed above.

This prohibition does not apply to: 1. Any barbeque, pizza oven or hangi provided – (a) it is not likely to constitute a danger to any person or property by reason of its location, risk of spread, inadequate containment, prevailing wind or otherwise; and (b) there is immediately available a pressurised water supply connected to a hose; and (c) it is adequately supervised.

2. Any fire in the open air in respect of which the occupier of the land upon which the fire is situated has obtained from the Council an exemption from the prohibition.

Exemptions may, under Section 15 of the Bylaw, be granted in exceptional circumstances in that: (a) the fire is urgently required to prevent, reduce or overcome any hazard to life, health, property or the environment; and (b) the use of fire is the most efficient and effective means to reduce any risk of hazard to life, health, property or the environment.

Applications for exceptions may be made in writing to the Inspections and Enforcement Unit, Civic Offices, PO Box 73013, Christchurch 8154 or at any Council Service Centre.

The issue of an exemption is not a legal defence against claims for damage arising by reason of the fire. The responsibility for its control and liability for any damage which may arise lies with the person lighting the fire.

HISTORY MAKER: Brendon McCullum’s 302 against India in February, the highest test score by a New Zealander, was sports reporter Andrew Voerman’s highlight of the year.

Learning about the players, the teams, and the games; the milestones and the records; it’s a rite of passage for anyone who takes up an interest in a particular code.

Every America’s Cup is viewed through the lens of our success in the 90s, every Rugby World Cup is shaped by our failures in the past.

No sport embraces history more than cricket.

Anyone who has ever tuned in to a broadcast will have been greeted with talk of highest scores, record partnerships and best bowling figures, and how they’re being approached or eclipsed.

Growing up in New Zealand in the late 90s and early 2000s, there were two men whose historical achievements stood above all others.

Richard Hadlee, with his world record number of test wickets, and his nine for 52 against the Aussies was one.

Those are two marks it’s hard to picture any Kiwi ever surpassing.

Martin Crowe and his 299 against Sri Lanka was the other.

Passing his total – therefore posting a triple century – seemed a much more feasible task.

Every major cricketing nation except for us has had one, and it was only a matter of time before we joined them.

And so we did.

On the afternoon of Sunday February 16, as the Black Caps sat at 94 for 5 in their second innings, midway through the second test against India, I was angry and upset; furious that a glorious summer seemed to be

Only McCullum’s resistance, which had reached 114 by stumps that day, offered a glimmer of hope.

As dawn broke on Monday the 17th, I was tired.

I’d been up all night watching football (Arsenal beat Liverpool 2-1 in the FA Cup), but instead of heading to bed, I chose to stay up and watch the test, to see McCullum bat.

I sat watching nervously as he crept closer and closer, the tension peaking when he nicked one behind that luckily didn’t carry.

As I devoured the history of New Zealand cricket as a kid, it was mostly through autobiographies of players from the 80s: John Wright’s Christmas in Rarotonga, Jeremy Coney’s The Praying Mantis, and most importantly, Hadlee’s Rhythm and Swing.

In one chapter, he recalled the moment he became the

world record holder, taking his 374th test wicket in India in the middle of the night, through the words of Brian Waddle, who was commentating for Radio New Zealand: “Out in the gully, he’s caught at third slip! And there’s the record breaker for Hadlee. An emotioncharged moment for Richard Hadlee … he’s finally achieved the record his efforts deserve. The team gathers around him and (the players) hug Richard Hadlee – and the Rolls-Royce of fast bowlers opens a new page in cricket history with Arun Lal caught at third slip (by Chris Kuggeleijn) for six.”

It was a passage that always stuck with me, because of the way it captured the moment, and as McCullum approached 300, I found myself anticipating how his milestone would be described.

As he played a cut through gully for four, taking his total from 298 to 302, it was Ian Smith who had the call: “He works it through the gap – got it! Magnificent!

New Zealand have a superstar, a little cricketing master, and he can now stand tall alongside the game’s greats.”

Twenty-eight words to capture one moment – my highlight from the year of sport.

Panthers game still possible

THE POSSIBILITY of the Penrith Panthers bringing one of their home games to Christchurch in 2015 is still alive.

A game at AMI Stadium may have been missing from the NRL draw when it was announced this week but Panthers chief executive Justin Pascoe said they were still in discussions with the city council and a draft contract had been drawn up.

“We’ve been in discussions with (them) now for a length of time.

We’re still reviewing the opportunity to play there, certainly if it’s not in 2015, we would be very excited to look at the opportunity for 2016 and beyond.”

Pascoe said they would have preferred to have a deal finalised before the draw announcement on Monday and any deal would now have to take that draw and the needs of the team into account.

A city council spokeswoman said it was too early to comment on any plans.

Pascoe said any deal would result in the Panthers becoming heavily involved in the community.

“We are very different than most other organisations.

“When we look at assessing the opportunity to take a game away, we look at a variety of reasons and opportunities around that and it’s not just about the football game itself.”

Some of those reasons include whether they can make an impact in the community, take the game to an emerging market, and whether commercial links can be forged.

Pascoe said they look to make a true connection when they take games away from home.

“We commit to a programme that is a 12-month programme. It’s not we fly in on Thursday, we play on Saturday, we fly out on Sunday.”

The Panthers have already agreed a five-year deal to take games to Bathurst in rural New South Wales, similar to the one being discussed for Christchurch.

Pascoe said they had just received a report on the economic impact of the first game of that venture, played earlier this year, which was “very positive.”

He said there was no deadline at present for a deal to be agreed.

“Certainly it’s in a both parties’ interest to come to an agreement whether it is possible or not sooner or later.”

“It’s going to be an awesome adventure for me and my family.

Having visited France many times, including my time with Perpignan, I know what the French culture and their rugby culture is like and it’s something I really love.

“Having said that, it’s the immediate future that is exciting me at the moment. 2015 is going to be a big year and I’m looking forward to getting into it, firstly with the

What’s on Canterbury United are looking to finish the year inside the top four of the ASB Premiership, and will do so if they can beat the Wellington Phoenix Reserves at ASB Football Park on Saturday.

United currently sit fifth, and the Phoenix third, but will pass them with a win. The game kicks off at 2pm.

The ASB Canterbury Junior Christmas Classic age-group tournaments are on at Wilding Park and Cashmere Tennis Club starting today (Saturday at Cashmere) and running until Tuesday. There are tournaments for players aged nine through to 18, with singles and doubles events.

Carter says au revoir to New Zealand DAN CARTER has announced he’ll be joining French Top 14 club Racing Metro after the Rugby World Cup next year.

He has signed a three-year deal with the club, for what will be his second stint in France, following the five games he played for Perpignan in the 2008/2009 season.

Carter said it was exciting to have locked down his plans for the future.
