Homes affected by code of compliance issues BY TOM DOUDNEY
As many as 5000 Selwyn buildings may not have been issued code of compliance certificates – potentially creating issues for some owners trying to sell or insure their homes. District council building manager Ian Butler said it was estimated that between 2000 and 5000 Selwyn buildings had not had their certificates issued. Mr Butler said the issue was an all too common story, not just within the district but nationally, and one that had been around for a long time. A Selwyn real estate agent, who declined to be named, said it was something he encountered perhaps twice a year. He said not having the certificate could cause delays for homeowners trying to sell up or apply
for insurance cover. Depending on the circumstances, it was also possible they could be liable for costs associated with getting the certificate completed. Mr Butler said that while banks and insurers would generally want to see a certificate for a new build, they didn’t appear too concerned for older houses. “They have [done] and continue to insure and finance hundreds of thousands of properties that don’t have and will never have a code of compliance,” he said. Whoever owned the house and land when it was built, was responsible for notifying the authority that issued the building consent, when work has been completed. The authority must then issue a code of compliance certificate when two years had elapsed since the consent was granted. •Turn to page 2
