Title IX receives more assault reports than any other agency

exual assault is a worse problem at OU than what is reported in the Sooner Fire and Safety Report. OU’s Title IX Office has received 70 more sexual assault reports since 2012 than the safety report shows. There have been 122 sexual assaults reported to the Title IX
office between its establishment in 2012 and Sept. 2, 2015. Compared to 52 assaults cited in the safety report, including 20 assaults reported to OUPD, according to police reports obtained through the Open Records Office and the 2015 Sooner Fire and Safety Report.

Reporting to the Title IX office is anonymous and guarantees privacy unless the victim decides to press charges. But part of Title IX is also mandatory reporting. If someone or some department is a mandatory reporter, they are required to tell Title IX when they’re aware of a sexual assault. Anyone who works for the university in a position to know about possible resources is a mandatory reporter, said Kathleen Smith, assistant Title IX coordinator and sexual misconduct officer. “It could come from a professor who someone has reported to, and they are letting us know that someone has reported to them,” Smith said. Resident advisers are also considered mandatory reporters, which is important because the most assaults occur in the residence halls, according to OUPD reports. Between 2012 and Aug. 1, 2015, three people were reported to have been assaulted in Walker Tower, two

in Couch Tower and three in Adams Center. RAs are trained to handle when a survivor reports to them, Diane Brittingham, director of Residence Life, said. As part of their training, RAs are required to report to the Housing and Food office or to Title IX, but they are not allowed to tell fellow RAs or other students. “They (also) share with a (survivor) what their options are; they can call an advocate; they can call the police (or) they can choose not to share,” Brittingham said. “The important thing that we do… is that we give the power to the student.” The Sooner Fire and Safety Report is an annual report that contains information for students for their safety. This report includes crime statistics gathered by OUPD, the Norman Police Department, Student Affairs, OU Housing and Food and the OU Athletics

department. In 2012, 12 “forcible sex offenses” were reported, 22 were reported in 2013 and 18 were reported in 2014. The 2015 numbers have not been released yet. Survivors have to come to OUPD, and often they feel less comfortable doing so, Kathy Moxley, director of the Women’s Outreach Center, said. Moxley said someone who has been assaulted might not report it to the police for personal reasons. “They may want to move forward in their mind, and reporting it to the police is a decision that means telling their story over and over again and (they think) ‘I may or may not be believed’, ‘I may have to face my assaulter again’,” Moxley said. “And the reality is that cases in the court system take a long time to move through that system, even if the district attorney takes the case.” SEE ASSAULT PAGE 2
OU must award the Gaylord Family-Memorial Stadium construction contract to Haas Metal Engineering Inc. after a Cleveland County district judge upheld a temporary injunction to stop the renovations. In an order filed today at the Cleveland County district court, District Judge Thad Balkman said HME Inc. is required to post an injunction bond in the amount of $178,770. Of the total, $153,770 is for damages OU may sustain resulting from the halting of the construction, and $25,000 is for reasonable attorney fees, according to the order. Balkman determined that following an Oct. 23 hearing, HME Inc. was the lowest bidder numerically, and it was indeed a responsible bidder for the project. As a result, Balkman ordered a temporary injunction enjoining OU from continuing construction. OU will appeal the decision and said construction will continue despite the injunction. The OU Undergraduate Student Congress voted to request more research be instated to find fraudulent or stolen paintings from the Nazi era of 1932-1946. Monday, the congress met to consider multiple bills, one of which proposes further and more in-depth research be enacted by the Fred Jones Jr. Museum of Art. This research is called provenance research. “Provenance research, which is the history of an artwork’s ownership, is an important part of work completed by modern museums,” according to the piece of legislation presented by Ryan Echols, a Fine Arts District Committee representative. The purpose of this article would be to make sure the museum is conducting the necessary research they need to do, Echols said. SEE SGA PAGE 3
