The UK CCS: ambition, strategy and current development
As nations race to meet their climate commitments and net zero emissions, carbon capture and storage (CCS) has emerged as a critical tool in the global decarbonisation scene. CCS captures CO₂ from sources like power plants and industrial facilities, then stores it safely underground. The UK stands out among global leaders with an ambitious national strategy, substantial funding and a growing pipeline of projects aimed at transforming its carbonintensive industries and leading the European CCS market.
The UK government has set a target to capture and store 20 to 30 mtpa of CO₂ by 2030 under its CCUS roadmap. Despite these ambitions, the UK has yet to operate a commercial-scale CCS facility. According to EICDataStream, the UK has six operating CCS facilities which are all of pilot or demonstration scale. Additionally, 81 CCS projects have been announced and are underway in the UK. Of these, 74 projects remain in the early stages, while only eight projects had progressed to construction stage. Given the slow pace of progress in the sector, the Department for Energy Security and Net Zero (DESNZ) has now acknowledged that the 2030 target is now unlikely.
However, commercial growth is starting to emerge in the sector, with a number of financial milestones seen since 2024. In October 2024, a £21.7bn funding package was allocated to support the sector over the next 25 years. This is an increase from the previously allotted £20bn announced during the Spring Budget in March 2023. Following this, the country saw commercial projects reach financial close for the first time – with three projects to date securing FID. This is through the UK's Cluster Sequencing Programme, which phases the deployment of CCS infrastructure in industrial hubs grouped into regional clusters. Track 1 includes the East Coast Cluster (covering Teesside and the Humber region) and HyNet (north west England). In Track 2 are the Acorn CCS (Scotland) and Viking CCS (Humber region) clusters.
DESNZ first signed FIDs with two projects in the East Coast Cluster in December 2024, despite its two-year delay to do so. The projects are Net Zero Teesside (NZT) CCS and Northern Endurance Partnership (NEP), both led by BP. NZT, developed alongside Equinor, TotalEnergies, Eni and Shell, will capture CO₂ from a gas-fired power plant and nearby industrial emitters. Currently, the project is in EPC stage with operations expected in 2029/2030. A consortium of Technip Energies, GE Vernova, Shell and Balfour Beatty was selected in 2024 to provide onshore power, CO₂ capture and compression infrastructure. The NEP project, developed alongside Equinor and TotalEnergies, will serve as the CO₂ transportation and storage provider for the cluster.

Saipem and TechnipFMC will deliver the offshore pipeline and subsea injection system. The project is slated to come online in 2028. In April 2025, HyNet secured an FID for its Liverpool Bay project, (transportation and storage) led by Eni. With the majority of its contracts awarded to local players, construction is expected to commence later this year. The project looks to repurpose part of the offshore platforms as well as 149km of onshore and offshore pipelines and the construction of 35km of new pipelines to connect industrial emitters to the Liverpool Bay CCS network.

In upcoming years, the CCS scene is expecting more progress with Track 2 to follow. The government is to move forward with final selections, contract awards and funding decisions for Acorn and Viking between 2025 and 2026. FIDs were initially anticipated sooner in 2024 but have since been delayed multiple times. The Acorn CCS Transportation and Storage project in Aberdeenshire, is led by Storegga, in partnership with Shell, Harbour Energy and North Sea Midstream Partners (NSMP). The project has been approved by the authorities and is currently in the FEED stage. The CCS Transportation and Storage project in the Viking Cluster has secured DCO approval for a 55km pipeline connecting Immingham to Theddlethorpe and is also currently in the FEED stage. Start-up for both projects are expected in 2029, however they are likely to face delays.
Despite the UK's ambitious targets and strong policy backing, progress in the sector has been notably slow due to persistent challenges. One major hurdle is the delay in reaching FID, which has stalled key projects and hindered the momentum needed to scale up deployment. This uncertainty created a bottleneck in the pipeline of CCS developments, reflecting wider concerns about project timelines and deliverability. Additionally, the UK faces significant infrastructure gaps, particularly in establishing a comprehensive CO₂ transport and storage network essential for nationwide CCS deployment. Financial uncertainty and long return on investment (ROI) also deter private sector participation.
In conclusion, the UK is making important progress in advancing CCS through major projects and increased funding, yet challenges such as project delays, infrastructure gaps and financial uncertainties remain. These issues could slow the achievement of ambitious carbon capture targets. While CCS is vital to the UK's net zero strategy, continued investment and stronger policy support are essential to accelerate its deployment and impact.

Claas advised the European Commission on clean energy innovation through its Horizon programmes. His focus areas include energy systems, climate finance and policy design, having earned the Global Solar Leaders Award for his role in shaping the solar industry.

ADNOC Drilling Company has been awarded a contract to supply three additional island rigs. The rigs will operate on ADNOC's existing and newly constructed artificial islands for drilling and completion of wells. The rigs are expected to be delivered by 2028.

Bio-D is currently starting the feasibility stage, evaluating the technical, economic and operational aspects of the project. Start-up is stated to be expected in 2029. The project will utilise LanzaJet's ATJ technology to produce SAF.
JAPAN Northeast Asia LNG Hub Terminal
Operator: Hanyang Value: US$850m
The project has secured a project financing (PF) loan agreement worth US$776m. The loan involves 10 institutions including Shinhan Bank as the financial intermediary, the Regional Revitalisation Fund and Korea Small Business Bank as the main lenders.

Humber H2ub Green Hydrogen Project
Operator: Uniper Value: US$200m
Uniper has selected ITM Power to supply the 120MW of electrolysers for the project. They are intending to use six of ITM's 20MW Poseidon modules. In the future, the capacity could be extended to over 200MW but the project is still subject to FID, which is expected in 2026.
US Marquez CCS Project

BKV Corporation and Comstock Resources have announced plans to develop a carbon capture, utilisation and sequestration (CCUS) project at Comstock's Marquez natural gas processing facility in Western Haynesville, Texas, US.

AIS continues success in Norwegian North Sea with insulation covers award
Following on from earlier success in the Norwegian North Sea over the past two years, AIS is pleased to announce another substantial project award for insulation covers. Previously, AIS secured a subsea production system (SPS) contract for the same project in 2023/2024 and delivered insulation for christmas trees, flow control modules and manifolds.
Requiring multiple highly engineered cover designs, AIS will supply over 50 removable covers to provide insulation to bulkheads and flanges. In alignment with the project’s requirements, these will be delivered in 2025 through to 2026.
These will be manufactured at AIS’ headquarters in Gloucester, UK, utilising the high performance ContraTherm® C55-750-30. With a 25-year track record with major global operators, this material is proven to deliver excellent thermal properties while affording robust mechanical properties.
ContraTherm® C55 is a reputable solution based on a phenolic resin system, providing advanced temperature resistance of up to 150°C and resistance to depths of up to 3000msw.

Amarinth replaces obsolete cryogenic pump at Air Products’ Didcot facility, UK
Amarinth, a world-leading, net zero designer and manufacturer of low lifecycle cost centrifugal pumps and associated equipment, primarily for the offshore and onshore oil and gas industries; nuclear and renewable energy generation; defence; desalination; process and industrial markets, has successfully delivered a state-of-theart cryogenic pump replacement to Air Products at its Didcot facility in the UK.
Air Products, a global leader in industrial gases, sought a UK-based pump manufacturer capable of seamlessly replacing an obsolete Girdlestone single stage cryogenic pump used for transporting liquid argon at temperatures below -186°C. The application demanded a pump that was both dimensionally and hydraulically interchangeable with the legacy design, without compromising on performance or safety in extreme cryogenic conditions.
Amarinth has engineered a range of pumps that not only match the physical dimensions and hydraulic performance of the original Girdlestone models but also integrate modern design improvements. For this project, the pump was manufactured from carbon steel, a deliberate choice to preserve ductility in extreme cold conditions, as opposed to stainless steel, which becomes brittle at cryogenic temperatures. This careful material selection ensures structural integrity and enhances the durability of the unit.
The pump is powered by a highperformance WEG motor, ensuring efficient operation under heavyduty conditions. Integrated PT100 pressure transmitters deliver precise pressure monitoring, while auxiliary heaters maintain optimal operating conditions for flawless performance in cryogenic environments. Additionally, a specially formulated paint system has been applied to the pump’s exterior to provide superior adhesion and resistance to the severe thermal stresses encountered in such applications.
Before delivery, the new cryogenic pump underwent comprehensive cold function testing using liquid nitrogen in a controlled environment at Amarinth’s dedicated test facility. These rigorous tests confirmed that the pump meets all performance parameters and is capable of reliably handling the severe operational demands of transporting liquid argon.
To ensure the solution was tailored exactly to the unique requirements of Air Products, Amarinth’s head of technical engineering conducted an onsite visit to the Didcot facility. This collaborative approach enabled an in-depth evaluation of design parameters, allowing for finetuning of the pump to meet both safety and performance standards essential for cryogenic applications.
By designing pumps that are both dimensionally and hydraulically interchangeable with obsolete Girdlestone models, Amarinth offers a cost-effective and minimally disruptive solution for companies updating their legacy systems. Air Products’ decision to engage Amarinth was driven not only by the technical superiority of the replacement pump but also by the manufacturer’s expertise in developing cryogenic solutions for demanding industrial processes.

Belzona’s advanced SF6 leak mitigation system supports National Grid’s net zero goals
National Grid is using a new solution from Belzona, to rapidly and effectively seal SF6 leaks, reducing emissions while keeping key grid infrastructure in service.
Belzona, a leading repair composites and coatings manufacturer, has developed a new solution now utilised by National Grid to seal leaks of sulphur hexafluoride (SF6). SF6 is an insulating gas commonly used in high voltage electricity equipment to prevent short circuits and ensure network reliability. While designed to be sealed, aging equipment can develop leaks, often requiring an outage for repairs.
Belzona SF6-FIX is a durable system of expertly applied specialist materials, that seals equipment leaks by encapsulating the affected area.
In late 2021, Belzona was invited to discuss its SF6 leak mitigation solution with National Grid, leading to a trial application in 2022, followed by further testing and development in collaboration with the company.
Building on the success of these early repairs, Belzona has since completed multiple SF6 leak-sealing projects at substations across the UK, including Seabank, Stocksbridge and Tilbury. With all repairs reported as performing well, Belzona SF6-FIX is now set to be deployed at additional locations, with 16 sites surveyed in 2024 and further applications planned in 2025.
As National Grid continues its efforts to reduce emissions and enhance network reliability, Belzona SF6-FIX is proving to be an effective solution for mitigating SF6 leaks across critical infrastructure.
As National Grid continues its drive towards reducing greenhouse gas emissions, solutions like Belzona SF6-FIX will remain crucial in tackling SF6 leaks and supporting the reliable operation of critical energy infrastructure.

The solution will play a key role supporting National Grid’s ambition to reduce emissions of SF6 from its transmission network by 50% by 2030 (based on 2018/19 emissions). i

Bilfinger UK secures contract to maintain gas flow along National Transmission System pipelines
Bilfinger UK has secured a contract with National Gas which will play a vital role in maintaining gas flow along the National Transmission System (NTS). This contract will create up to 100 jobs, with Bilfinger UK undertaking the role of principal designer and principal contractor at key locations.
Compressor stations are strategically located at intervals along the NTS to maintain the flow of gas. Each station comprises two or more compressor units that pressurise and direct gas through the NTS, ensuring it moves at speeds of up to 25mph (40km/h).
As part of the control system refurbishment project, funded by Ofgem, Bilfinger will undertake a multi-disciplinary design and construction programme including the design and manufacture of panels, while also operating as principal contractor ensuring the highest standards of safety and performance.
Bilfinger UK has been engaged in a further three-year programme of works, having already been involved in front end engineering design (FEED) works for two years. This contract follows a two-stage approach, leveraging early contractor involvement (ECI).
Delivering comprehensive solutions and utilising expertise from Bilfinger’s Engineering, Automation and Production divisions; the core design team, based at Bilfinger UK’s headquarters in Warrington, will be supported by colleagues in Chesterfield, St Helens and onsite.

Blaze secures fire safety contracts for Baltyk 2 and 3 offshore wind farms
Blaze Manufacturing Solutions, a leading provider of fire safety solutions, has been awarded significant contracts by IEMANTS NV to design, supply and commission the fire alarm and extinguishing systems for the Baltyk 2 and 3 offshore substations. This will create more activity for Blaze from design and engineering into the construction, installation and maintenance in the years ahead.
The Baltyk 2 and 3 offshore wind farms are being developed by a JV of Equinor and Polenergia in the Baltic Sea and will require robust and reliable fire safety systems to protect personnel and equipment. Blaze Manufacturing Solutions was selected for its proven track record in delivering high-quality, customised solutions for challenging environments, including offshore installations.
The contract encompasses the design, engineering, procurement, installation and commissioning of state-ofthe-art fire alarm and extinguishing systems. Blaze will utilise advanced technologies and best practices to provide comprehensive fire detection, suppression and control. The systems will be designed to withstand the harsh offshore environment and ensure rapid response in the event of a fire.
Baltyk 2 and 3 will be among the first offshore wind farms in Poland and are planned to deliver first power in 2027.

Cladtek successfully completes final shipment for Ndungu Field Development
Cladtek has successfully completed the final shipment for the Ndungu Field Development project, contracted by Azule Energy Angola SpA, delivering over 41km of corrosion resistant alloy (CRA) mechanically lined pipes (MLP), in addition to weld overlay pipes, hot induction bends and pup pieces. The total of 41km of pipes has been shipped to Brazil, with the last batch departing Batam at the end of last year, following two successful deliveries in August. All products were manufactured at Cladtek's facility in Batam, Indonesia.
The Ndungu Field, located in the West Hub Block of Angola, is a key offshore oil development project situated approximately 10km from the N'Goma floating production, storage, and offloading (FPSO) unit, at a water depth of around 1,100 metres. This area presents challenging subsea and resource conditions, where Cladtek's advanced CRA products provide critical corrosion protection and longevity.

ECITB funding to help deliver first Energy Transition Skills Hub in North East Scotland
The Engineering Construction Industry Training Board (ECITB) has awarded £400,000 to help deliver a dedicated Energy Transition Skills Hub (ETSH) in Aberdeen.
Plans for the new Hub were unveiled in September 2023 with the collaborative venture involving the Energy Transition Zone (ETZ Ltd), Scottish Government, Shell UK and North East Scotland College (NESCol) as part of a consortium of private and public investment.
This extra funding, which comes from the ECITB's investment in regional skills hubs, will further support the establishment and operation of the training facility, which is designed to help meet the current and future training needs of the energy transition.
The ECITB investment will fund the equipping and fitting of a modern welding academy within the facility, including 32 welding bays, to help meet the growing demand for welders in the region.
The project has already received £4.5m from the Scottish Government's Just Transition Fund, £2.3m from ETZ Ltd and £500,000 from NESCol to transform a disused dairy adjacent to the college's Aberdeen Altens campus into a stateof-the-art skills facility.
Shell has also committed £1.8m towards the running costs of the hub for the first five years with a view to supporting 1,000 jobs in the region, which sits in the 40-hectare Energy Transition Zone.
The hub will include a community space for local groups and a new, flexible curriculum, including weekend and evening courses, to increase availability of training for individuals who experience barriers in accessing traditional modes of attendance, such as adult returners.
The project will also see the deployment of an outreach mobile vehicle to promote careers in the energy sector. The vehicle will be available to visit all 27 secondary schools in North East Scotland, reaching potentially 15,000 pupils a year.
The ECITB, alongside the founding partners and other industry representatives, will be part of an industry liaison group to help shape the curriculum.
Subject areas covered by NESCol in the hub will include welding, wind, general engineering and fabrication skills, carbon capture, usage and storage, renewables, hydrogen and electrical.
ECITB Regional Skills Hubs funding is designed to boost training provider capacity and grow new entrant numbers in industrial cluster hot spots and other major engineering construction centres of activity to help address skills shortages in the industry.

Fire & Gas Detection Technologies Inc is the first company since 2012 to have flame detectors technically accepted by Shell.
Shell's commitment to safety across its global operations calls for rigorous scrutiny of essential equipment such as flame detectors. As part of its refreshed approvals process, manufacturers were invited to take part in comprehensive third-party testing, closely overseen by Shell Global Solutions. FGD was proud to be the first to submit its detectors for evaluation.
While this process doesn't establish fixed performance benchmarks, it does confirm whether devices perform in line with their stated specifications – offering valuable insight into how they may behave in real-world conditions. These findings play a key role in shaping site-specific safety guidance.
The testing approach combines structure with adaptability, enabling further investigation where needed and allowing the scope to be refined in response to significant results. Shell encourages manufacturers to engage early with Shell Global Solutions, fostering a collaborative effort to enhance safety standards across the board. i

Forship signs new contract with Petrobras until 2030
For over four years, Forship Group has been responsible for the operation and maintenance of the utilities of the GasLub Hub, which is now part of Petrobras's Boa Ventura Energy Complex in Itaboraí, Rio de Janeiro and was inaugurated on 13 September 2024 by President Luiz Inácio Lula da Silva.

Ensuring the continuous operation of Brazil's largest natural gas processing unit, which has a processing capacity of 21,000 m³/day, is crucial. A shutdown of the unit would disrupt the operations of several pre-salt platforms, managed by both national and foreign oil companies in consortium with Petrobras.
Now, Petrobras has signed a new contract for the operation, maintenance and engineering services for the Boa Ventura Energy Complex with Forship until mid-2030. The previous contract lasted until June 2025, when the latest one began.

North Shields business Elfab Ltd (trading as OsecoElfab) has been honoured with a King's Award for Enterprise for International Trade 2025.
OsecoElfab is one of 197 organisations nationally to be recognised with a prestigious King's Award for Enterprise. Announced in May, OsecoElfab has been recognised for its excellence in international trade. A total of 199 awards were made, with two companies being recognised with two awards.
Employing 77 people, Elfab Ltd was founded in 1965, rebranding in 2021 as OsecoElfab. Part of the FTSE 100 listed Halma Group, OsecoElfab designs and manufactures essential safety devices for industrial pressure management. These include bursting discs, explosion vents and burst detection systems. PBS secures contract extension with TotalEnergies
PBS has announced the extension of its general maintenance and operations contract (GMOC) with TotalEnergies after the operator exercised an option to secure PBS's services through to the end of April 2027.

Sonardyne awarded contract for seabed monitoring landers
Sonardyne has been selected through a competitive bidding process to deliver baseline environmental monitoring services for the UK's first offshore carbon capture and storage (CCS) site.
Sonardyne has been contracted by the Northern Endurance Partnership (NEP), the developer of the onshore and offshore infrastructure needed to transport carbon dioxide (CO2) from carbon capture projects across Teesside and the Humber, to secure storage under the North Sea. The infrastructure is crucial to achieving net zero in the UK's most carbon intensive industrial regions.
Sonardyne will provide environmental monitoring, in the form of seabed landers, pictured below, at key locations above and around the subsurface Endurance site – the saline aquifer located 145km off the coast of Teesside where captured CO2 will be stored.

THE TIME FOR HYDROGEN IS NOW
The hydrogen sector is gaining increasing global momentum driven by decarbonisation goals, technological advancements and ambitious government targets.
Advances in hydrogen production, storage and fuel cell technologies are making hydrogen more cost effective, with the cost of producing green hydrogen expected to fall significantly in the coming years.
Over 1,368 hydrogen projects have been announced globally since 2020 with an estimated US$670bn in CAPEX on blue and green hydrogen production up to 2030.
North America, Europe and the Middle East are leading the way with more projects than ever reaching FID.
Increasing government support has seen 50 projects reach FID across Europe alone since 2020.

As we move into the second half of the year, many of you have shared encouraging updates on contract wins and increased activity. However, while sentiment remains strong, it's clear that challenges persist, from supply chain pressures to a fluctuating oil price.


We are pleased to announce that our latest Survive & Thrive report will be published this month featuring a record number of participating companies. This year's edition highlights not only the resilience and innovation driving the sector forward but also sheds light on the persistent challenges facing the energy supply chain. We look forward to recognising these exceptional achievements at our regional World Energy Supply Chain Awards (WESCAs), with winners to be announced in Dubai this October. UAE expands US energy ties with US$440bn investment
The UAE has announced plans to grow its investments in the US energy sector from US$70bn to US$440bn by 2035, as part of a wider US$1.4tn national investment strategy. Unveiled by Dr Sultan Al Jaber during President Trump's recent Gulf visit, the plan is expected to contribute US$29bn annually to US GDP and create 470,000 jobs. ADNOC also confirmed US$60bn in new US partnerships, including developments with ExxonMobil, Occidental and others and expanding its global investment arm XRG's footprint across gas, LNG and carbon capture projects.
Aramco secures US$90bn in US deals amid strengthening ties
Saudi Aramco recently announced 34 preliminary agreements with major US companies, potentially worth up to US$90bn. These deals encompass sectors such as energy, technology and finance, aligning with Saudi Arabia's Vision 2030 initiative to diversify its economy beyond oil. Key agreements include partnerships with NextDecade and Sempra for LNG supply, collaborations with Nvidia for AI infrastructure and MoUs with Amazon and Qualcomm for digital transformation.

In June 2025, representatives from EIC APAC, including head of Asia Pacific Azman Nasir, senior events manager Faazila Sadik and senior membership manager Awang Mu'awaludin, attended the Energy Export Conference in Aberdeen.


The event saw strong participation from the Sarawak delegation, who were present to explore opportunities for collaboration, technology transfer and innovation in support of Sarawak's energy transition agenda. A key highlight was a hands-on visit by Datuk Dr Hazland Abg Hipni and the Sarawak delegation to the Aberdeen hydrogen facility, providing insight into how the UK and Scotland are contributing to global efforts in sustainable transportation and environmental impact mitigation through hydrogen technology.
In the coming month, EIC APAC will host a series of events, starting with the EIC APAC Business Lounge at two prominent exhibitions: the Sabah Oil, Gas & Energy Conference & Exhibition (SOGCE) and International Energy Week (IEW). Taking place from 3-4 July 2025, SOGCE is a key industry event serving the state of Sabah, bringing together suppliers, buyers and stakeholders in a dynamic setting that promotes cutting-edge technology and unparalleled B2B networking. This platform offers an excellent opportunity to forge new business connections grounded in mutual goals and shared industry interests. Confirmed exhibitors include ABL Group, Hextar Kimia, Crescent Engineering and Exact Analytical. EIC APAC will host a panel session on the topic Decarbonising Offshore: Navigating the Transition to Net Zero in Marine and Energy.
Following that, from 15-17 July 2025, the EIC APAC Business Lounge will be at International Energy Week (IEW), East Malaysia's largest international energy event. IEW is a vital gathering point for policymakers, innovators and business leaders focused on sustainable energy solutions, as the region continues to lead environmental stewardship and energy transition efforts across Borneo and beyond. Confirmed exhibitors at IEW include Blue Water Shipping, Crescent Engineering and ABL Group. A panel session titled Public-Private Partnerships for Clean Energy Transition: How Government and Businesses can Collaborate for a Sustainable Energy Future will be held.
On 23 July 2025, energy analyst, Zulhakim Zulkifli, will present a webinar titled LNG in APAC, exploring the evolving liquefied natural gas (LNG) sector across the AsiaPacific region. Participants will gain insights into current market trends, upcoming LNG projects and the critical role LNG plays in driving energy security and supporting transition strategies in APAC.

ABL to provide marine
warranty survey (MWS) for Tangguh UCC project

JGC as onshore EPC contractor has appointed ABL to deliver marine warranty survey (MWS) in support of its project. ABL secured the contract and will oversee the technical review of project documents, drawings and calculations related to cargo transport. It will also conduct suitability surveys of the proposed transportation fleet. Onsite attendance will be provided to witness and approve loadout and discharge activities including RoRo (roll-on, roll-off) and LoLo (lift on, lift off) operations.
Discussions ongoing with Timor-Leste and Australia
The FEED works for the Bayu-Undan CCS project has been completed. Santos is currently having negotiations with the Timor Leste and Australian government for regulatory approvals, commercial agreements and financial frameworks to proceed to the next stages. Santos visited the president of Timor Leste for discussions on the Bayu-Undan CCS project plans. They focused on the economic importance of the project to the Timor-Leste government and how the collaboration is intended to support the ministry in exploring the conditions necessary to facilitate progress. The project is expected to cost US$1.6bn with the potential of generating US$7bn in revenue.

The team commenced the week by hosting the event, Unlock the Future of US Offshore Oil & Gas: The EIC's OTC 2025 Breakfast at the Houston Marriott Medical Center with the support of exclusive sponsor Deep Manufacturing and event partner and EIC member, Fifth Ring. Procurement underway for Bermuda's first offshore wind project
Bermuda's Regulatory Authority (RA) has begun the procurement process for the island's first offshore wind farm, targeting up to 120MW of capacity. The project will start with 60MW and expand over time. Developers are invited to express interest, with the site identified around nine kilometres north of St George's Island, in an area known as the Lagoon. The process includes three stages: expression of interest, request for qualification and invitation to tender. Both wind resource and seabed assessments will be provided to support bidders. The winning and reserve bidders are expected to be announced in early 2028.
US set to expand offshore oil and gas leasing programme
The Bureau of Ocean Energy Management (BOEM) is conducting a robust and transparent public engagement process to develop the 11th National Outer Continental Shelf (OCS) Oil and Gas Leasing Programme. As the first step in this multi-year planning effort, BOEM published a request for information and comments (RFI) to gather input from interested and affected parties, which will ultimately replace the 10th National OCS Programme. As part of this process, a new planning area offshore Alaska, the High Arctic, is being established as the 27th OCS planning area. In addition, the boundaries of existing planning areas are being updated to reflect BOEM's revised jurisdiction. This effort aligns with current US policy to support energy exploration and production on federal lands and waters, with the aim of meeting national needs and reinforcing the country's role as a global energy leader.

Start July by Exploring the FPSO Landscape with Petrobras at our Breakfast in Rio. On 3 July we will receive two speakers from Petrobras: Lourenço Fróes, New FPSO Program Co-ordinator and Flavio Fernando Casa Nova, Executive Manager.


On 7 August in Rio de Janeiro, EIC Connect Energy Brazil 2025 will serve as a dynamic forum for both EIC members and non-members to engage with prospective clients and potential suppliers. Through a series of high-level panel discussions and personalised meet-the-buyer sessions, participants can explore collaborative opportunities and forge new business relationships, with speakers confirmed from SBM, MODEC, Petrobras, UISA, Subsea7, Noxis Energy and Ternium. The event encompasses a broad spectrum of the energy sector, including established markets like exploration and production (E&P), subsea, refineries and liquefied natural gas (LNG), as well as emerging sectors such as biofuels, hydrogen and carbon capture and storage (CCS).
On 4 September the EIC Breakfast in Rio welcomes Transpetro to explore midstream opportunities. As a fully owned subsidiary of Petrobras, the company has a strong presence in transport and storage of oil and other products.

Petrobras requests drilling licence in Pelotas Basin
After nearly 25 years without drilling activity in the Pelotas Basin, located on the southern margin of the Brazilian coast and covering offshore areas of the states of Rio Grande do Sul and Santa Catarina, Petrobras has initiated the licensing process to drill up to three wells in its southern portion. This represents a significant step in the basin's exploration and would be the first drilling activity since 2001. These will also be the first ultra deep-water wells in the region, located in blocks acquired during the 4th Cycle of the Open Acreage Concession. Operations will focus on blocks P-M-1676 and P-M-1840, in partnership with Shell and on block P-M-1737, where CNOOC International is also part of the consortium. The Pelotas Basin is attracting increasing interest as a new exploration frontier in Brazil, driven by its geological similarities to Namibia's Orange Basin, both of which may share a common origin linked to the breakup of the Gondwana supercontinent.

EIC’s Workshop on Offshore Wind, above, brought together Sergio Coelho, Deputy Undersecretary of Energy, of the Government of the State of Rio de Janeiro, Matheus Noronha, Offshore Wind Energy Leader of ABEEólica and Guilherme Grossi, Chief Business Development Engineer of Ocean Winds to share their knowledge. Among all the valuable information it’s worth highlighting that the world has already surpassed the 1 terawatt mark of installed wind power capacity (onshore and offshore). In onshore wind, Brazil stands out, with 35GW installed and a capacity factor of 50%, considerably above the world average of 36%.
More details were given on the first offshore wind pilot project taking place in Rio de Janeiro.

ProInversión to award US$4bn in investment for grid expansion
Peru's investment agency ProInversión has launched a pipeline of 20 public-private partnership (PPP) projects for 2025–26, totalling approximately US$4.1bn in investment. The portfolio targets infrastructure development across the Southern Macro region, including Arequipa, Apurímac, Cusco, Puno, Moquegua and Tacna. Key projects include road corridors and transmission lines, such as the 220kV Palca-La Pascana and 138kV Abancay Nueva-Andahuaylas lines. Planned investments include US$497m in Arequipa, US$1.9bn in Cusco, US$509m in Apurímac and US$747m in Puno. The agency has already awarded 27 PPP projects in the region, totalling US$3.4bn to date.
