BA adopts resolution against Altaf’s speech QUETTA: The Balochistan Assembly on Saturday adopted a unanimous resolution condemning a recent speech by Muttahida Qaumi Movement (MQM) Quaid Altaf Hussain, who has already apologised for his remarks. The resolution was tabled by Balochistan Home Minister Mir Sarfaraz Bugti during the session that resumed today with Deputy Speaker Abdul Qudoos Bizenjo in the chair. All political parties on the treasury and opposition benches signed the resolution demanding action against the MQM and Altaf Hussain in relation to his speech. Members of the National Party, PakhtunKhwa Milli Awami Party, Jamiat Ulema Islam-Fazl, Awami National Party and others signed the resolution that said objectionable language against the army could not be tolerated. Balochistan Chief Minister Dr Abdul Malik Baloch, who was present during the session, endorsed the resolution that was unanimously adopted after it

Inter-Services Public Relations (ISPR) Director-General Major-General Asim Bajwa had on Friday condemned the statements made by MQM Quaid Altaf Hussain in relation to the army, saying the matter would be legally pursued. Hours after a strong reaction from the army, the MQM Quaid apologised to “national security institutions” and “all patriots” for his remarks about the 1971 war and the call to India’s intelligence agency for help. Altaf said he wanted to clarify that remarks seeking assistance from India’s Research and Analysis Wing (RAW) had been made “satirically”. Altaf also praised the armed forces and said he had always respected the Pakistan Army. Afghanistan marks victory day

on Saturday marked the 23rd anniversary of Mujahidin victory against the Soviet Union which falls on April 28. Afghan President Mohammad Ashraf Ghani said the country remembers the courage and sacrifice of its Mujahidin or holy warriors during the fight against the Soviet Union invasion. “In that same spirit and tradition, we must also remember the current generation of brave Afghan men and women, our national security forces, who continue to defend the values,” Ghani told audience during a ceremony held at Presidential Palace, adding that “Afghan forces are defending their country, and are also sacrificing their lives.” Afghans after over one decade of re-

sistance evicted the occupation forces of the Soviet Union from their country and ousted the last Moscow-backed regime from power on April 28, 1992 and the day has been celebrated as victory day since then in the central Asian country. The Afghan leader also vowed to continue to push for peace in the country. “We will remain engaged and involved in bringing peace. The stability will find its way only in the shadow of the peace. League-Nawaz (PML-N) government on Saturday reached an agreement with the traders of Islamabad that the new timings for the closure of shops in the federal capital would be 9:00 pm. The government’s earlier order to close all shops in the federal capital by 8:00 pm backfired, resulting in a call for protest by the local traders, who threatened to observe a wheel-jam strike if the government did not review its decision. Talking to ‘The Frontier Post’ here on Saturday, Anjuman-e-Tajiraan Islamabad representatives confirmed that the dialogue between the government and traders bore results since both parties agreed on closing the shops in the federal capital by 9:00 pm. “The agreement came after the traders

warned the government that they would seal Islamabad if their demands were not met,” claimed a trader who owns a shop in Sector G-8 Market. It is worthwhile to mention here that the PML-N government had ordered the traders to close their shops by 8:00 pm in order to save electricity and to use the day light for more duration of time. In this context, the traders of Islamabad observed the strike and protested against the decision on April 28. “Most of the people visit our shops at night, mostly after 8:00 pm. If this order was implemented, our business would be badly affected,” claimed Syed Talha Ahmed, a local shopkeeper near Zia Masjid. “We respect the government’s decisions and would endorse them if they are fair. The government should have considered our livelihood before passing such orders,” Ahmed added.

SSP Rao escapes murder attempt KARAHCI: KARACHI: Former SSP Malir Anwar’s convoy came under attack in

the Malir area of Karachi where assailants hurled hand grenades and opened fire on the police vehicles. The policemen escaped unhurt, however, five attackers were killed in retaliatory fire, said Anwar. The SSP said he was returning from slain DSP Fateh Muhammad Sangi’s residence, who was martyred earlier on Friday, when unidentified assailants, in one car and three motorcycles, hurled hands grenades and opened fire at his convoy. Anwar stated that he was heading to inspect the incident site where DSP Sangi was killed when his convoy came under attack. “Police retaliated promptly to the attack, killing five attackers, who appear to be from Taliban,” he said. He further said that weapons and hand grenades were recovered from the killed attackers; however, their identities were still unknown. —FP Monitoring

WOMEN PROTECTION BILL PROPOSES TAGGING HARASSERS

LAHORE: The Punjab government has decided to bring a women protection bill in the provincial assembly as per which women protection officers will be appointed in each district. These women officers will immediately take action upon calls from affected women. Rescuing and providing shelter to affected women will also be responsibility of the government. The bill also recommends attaching tracking devices with harassment offenders. Financial exploitation of women by lying about salary and income will also be made a crime. A GPS location tracking device will be attached to those harassing women and will be restrained from going near places where women they harassed work and hangout. –FP Monitoring

LHC FORMS 84 BENCHES LAHORE: The Lahore High Court (LHC) Chief Justice Manzoor Ahmed Malik on Saturday formed at least 48 single, 20 division and as many as 16 special benches to wind-up different cases in the next week. The LHC registrar issued judicial roster on the directives of the court CJ. According to the roster, at least 29 single and 12 division benches have been formed. While as many as 16 special benches have been formed to hold hearings of key cases. For the Rawalpindi bench at least two division while four single benches have been formed. Shahbaz Sharif inspects development projects

LAHORE: Punjab Chief Minister Shahbaz Sharif paid eight hours long visit to Faisalabad and inspected various development projects. Members of national and provincial assemblies belonging to Faisalabad also met the chief minister in which law and order situation and progress on development projects were reviewed. LAHORE: The Punjab Education Foundation (PEF) has launched the expansion phase six of its New School Programme (NSP) in the province. This expansion phase is launched in two categories; under the individual entrepreneur category, 43 partner schools will be opened by the individual entrepreneurs in 13 selected districts. In another category, NSP has involved six non-governmental organizations (NGOs) to open 182 partner schools in 16 selected districts in order to ensure equal access to quality education. Addressing a meeting of chairmen of District Zakat Committees of the province, he said all district chairmen zakat committees are authorised to inspect vocational training institutes in their respective areas and should immediately report if any irregularity is detected so that action be taken against the persons involved. ISLAMABAD: The Hurriyat leader, Syed Ali Gilani, demanding demilitarization of Jammu and Kashmir has said that granting of right to self-determination to the Kashmiris according to the UN resolutions is the only way to resolve the Kashmir dispute. Syed Ali Gilani addressing a big gathering in Tral said that Pakistan was ready to pull out its troops from Azad Jammu and Kashmir if India implemented the UN resolutions on Kashmir, KMS reported. "Pakistan has been saying that it will remove forces from Azad Kashmir and give people a choice to vote. Demilitarization should take place from Jammu and Kashmir, especially from residential areas. People have been killed, women raped and property damaged by the Indian armed forces in Kashmir," he said. The leader maintained that India was suffering from arrogance of power and was terrorizing people in Indian Occupied Kashmir by the military might. They have killed more than 1 lac people in the past 25 years. Our forests and water resources are being looted from us. India's armed forces are occupying high altitude and beautiful places besides plains of Jammu and Kashmir," he added. He said that long duration of yatra and huge number of pilgrims were causing damage to the ecology of the territory. He said that India had started a new tactic to introduce non-state subjects as state subjects by allotting Permanent Residence Certificates to nonKashmiri school children. About a dozen Nepalese post-graduate medical students in Pakistan were also airlifted to serve their countrymen during the testing times of Nepalese nation. The Prime Minister has approved provision of 20000 tents, 20 tons of rice and medicines, as requested by the Nepalese authorities, a Foreign Ministry statement said. big noise but construction is silent as witnessed after the 2013 general elections in the Khyber Pakhtunkhwa (KP) province, Deputy Commissioner (DC) Pekhawar Riaz Masud told The Frontier Post on Saturday. The DC said that the government aimed at rectifying past mistakes and go ahead with an eye on improvement for the betterment of the KP people. In order to bring justice to people’s doorstep in Peshawar district, there is a dire need to streamline the system, for which the government has started an SMS complaint system for the general public. “The general public can SMS about any kind of problem or lodge a complaint by sending an SMS to the Deputy Commissioner Peshawar,” the DC said. The method of sending an SMS is to write “DCP (space) your complaint”. The complaint then reaches through an online system of DC Peshawar, under the administration forward the massage

to its concerned office/head of department with direction to resolve the issue/complain with a target time and the administration of the system time and again acknowledge himself about the issue till its resolution. The DC said the system has already been installed and the phone/cell number of all officers with the focal persons and heads of departments so the complaint could be furnished to them. The complaint is then received on the mobile number of the government concerned officer before it is acted upon. Once the received complaint is forwarded to an officer, it is marked on his part and a countdown starts thereafter. The officer/department tries to redress the complaint within two days if it is in the nominal process, or it may extend to a week’s time if it is a complex process i.e. involving more than two or three officers/departments. In case any officer/department fails to resolve the complaint, the matter is then brought to the notice of the KP chief secretary.

Report of Commission for Reforms in Fata

I

n their recent report on reforms in FATA, the bureaucrats of whom the commission for the stated reforms was constituted did what bureaucrats do best wherever they get the chance: to further strengthen the stranglehold of bureaucracy. In the recent report which has been submitted to Khyber Pakhunkhwa Governor Sardar Mahtab Khan who is also the Federation’s representative in Fata, the commission has suggested oversight bodies on the performance of the government offices in the tribal areas. These oversight committees will be head by the dreaded political agents who are being finger pointed to be solely responsible for the dire straights in which the tribesmen find themselves. What is worse, the political agents and assistant agents and the staff of their offices have a say in everything that officially happens or does not happen in the tribal areas. To make such individuals heads of supervisory bodies for keeping in check or carrying out audit of the wrongdoings of their or their own staff is a very cruel joke. In such a scenario the political agents will declare their own or their lower staff’s wrong decisions or wrongful acts as legitimate and appropriate. Their will be no further recourse for the victims of the political agents or their as much infamous staff. It seems the commission comprising of bureaucrats wished to make the tribesmen feel helpless against the government officials and they were successful, for now the tribesmen will know that if they have to complain against the political agent, it will be a futile attempt to correct the wrong as the oversight body hearing the complaint will be headed by the same political agent. The commission in its bounty has also recommended extending the authority of the Supreme Court to the tribal areas. Of course, the members could not have been ignorant that the overwhelming majority of tribesmen are so poor that they will not be able to pay the enormous fees of Supreme Court lawyers. The Frontier Post strongly suggests to Governor Mahtab Khan to trash the report of the commission. We request him to form a fresh commission comprising of respectable and well-known members of civil society. Such individuals as constitutional lawyers, honorably retired judges of high judiciary, civil rights advocates, individuals who have championed the cause of democracy, famous administrators who have a record of including people at the grass level in decisions and implementation of these decisions. We also request the Governor to give such a commission the vision of making the tribesmen as much empowered as possible; to find ways and means to introduce modern governmental institutions in the tribal society in keeping with the local customs and traditions. Of course, the best course would be to create a provincial setup in Fata and the chance to the tribesmen to elect their own representatives to the assembly of their own province. However, if that is not immediately possible; at least, a system which is very near to provincial autonomy and which is run by individuals elected by the voters in the tribal areas. Such a report should also recommend provisions for reaching the ultimate goal of making the tribal area into a full fledged provincial unit of the federation of Pakistan. Anything less will be considered as playing mind games with the tribesmen who have now, after many experiences, become wise to the trickery of bureaucracy in cohorts with dishonest politicians.

Children privacy rights

akistan is a signatory to nearly all international treaties that consider privacy as a fundamental human right, including the UN Declaration of Human Rights and The International Covenant on Civil and Political Right, but excluding the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families (ICRMW). Furthermore, the 1973 Constitution of Pakistan recognizes the individual’s privacy as an inviolable right by specially guaranteeing the dignity of citizens, privacy of home, the protection of life, liberty and body as fundamental rights. Provisions for privacy are further enunciated in the various laws of the country, subdivided into individual, informational and spiritual domains. These laws, meanwhile, have both positive and negative implications on privacy rights in Pakistan and are, as such, considered the main instrument in this study for understanding the dynamics of privacy in the country. A scrutiny of these laws is essential for devising a set of pragmatic guidelines for stakeholders concerned; to serve as a policy framework on which laws can be evaluated and corrective action taken. Although the notion of privacy varies when we take into account racial, ethnic, societal or temporal changes,the fundamental elements demarcated by Gavison set a baseline for understanding the acts of these variables on privacy requirements. A common principle for guiding nation states in the formulation of country special claws is therefore critical for uplifting the standards of living around the world. Recognizing the importance of privacy has, as such, resulted in various global accords that identify privacy as a fundamental human right Pakistan ratified the Convention on the Rights of Child (CRC) on December 12, 1990. Article 16 of this convention deals exclusively with the privacy rights of children. The important point to note here is that this convention recognizes children’s right to privacy as equal to that of an adult. It therefore demarcates the privacy boundaries of the child as similar to that of an adult by including his or her privacy, family and correspondents within the personal privacy domains. This article also takes into account a child’s honor and reputation under privacy rights by prohibiting any unlawful attacks thereon. It further establishes right to protection of law for the child with regard to his or her privacy rights.

As Yemen unravels, a threat rises

here are two main schools of thought about the sudden resignation on Thursday of President Abdu Rabbu Mansour Hadi of Yemen and his cabinet. Mr. Hadi, a weak statesman who has been a staunch ally in Washington’s battle against Al Qaeda and other Sunni extremists, may have decided to cede control, feeling he was outgunned by the Houthis, the Shiite rebels who took up arms against the government after years of political grievances. Or he might have announced he was stepping down, expecting that the Houthis would be willing to strike a deal because they may not be interested in governing one of the world’s most impoverished and combustible nations. On Wednesday, Mr. Hadi’s government was reported to have struck a power-sharing agreement with the Houthis, who are currently in control of the capital. It is not clear why it unraveled. The United States and Yemen’s neighboring countries must nudge the antagonists in this crisis toward a com-

promise that avoids the wholesale collapse of the state. The implications of a complete unraveling of government institutions would be catastrophic. Mr. Hadi’s resignation followed weeks of tense negotiations with the Houthis, who have their strongholds in northern Yemen and receive significant support from Iran. Mr. Hadi, a major general in the Yemeni Army, came to power in 2012 as the sole candidate on the ballot, backed by the dominant party and the opposition. If the civilian government he led has in fact folded, the power void could lead to a deeper fragmentation of the country and a dramatic increase in violence. Under this scenario, it would become increasingly hard for the United States to continue battling the Yemeni affiliate of Al Qaeda, known as Al Qaeda in the Arabian Peninsula, or AQAP, and one of the most active and lethal wings of the terrorist network. The group, which is Sunni, took credit for the recent massacre at the office of a satirical magazine in Paris. It also has plotted several attacks on American targets. A widening sectarian conflict in

Yemen could more forcefully draw Saudi Arabia, the neighboring Sunni kingdom, and Shiite Iran into an unpredictable power struggle in which neither side would hold the upper hand. If the Houthis attempt to govern the majority-Sunni nation, the Qaeda affiliate would almost certainly gain more support. The extent to which the United States, or "Western Powers" in general, should be involved in any conflict such as Yemen is to support the... Two schools of thought? It's both: he is outgunned AND hopes for a better deal. The Houthis know they cannot rule.The hard thing for the US... The deepest war wound may be the anguish of moral injury

BY NANCY SHERMAN oral injury’ in war may be the deepest wound. When the Greek playwright Sophocles came home from war, in the 5th century BC, trust and betrayal must have been on his mind. He wrote “Philoctetes,” about a wounded Greek warrior abandoned by Odysseus on the way to Troy. The stench of Philoctetes' wound and his wails of distress made him a liability. That is, until Philoctetes' sacred bow, a gift from the god Heracles, turned out to be the Greeks' last hope for defeating the Trojans. Odysseus returned to rescue Philoctetes (or at least his bow), but he dared not show his face to the man he had left behind. Hidden, he coached a young soldier, Neoptolemus, on how to build rapport with Philoctetes in order to exploit it to get the bow. The twist in the play is that real trust is cultivated instead; and with it, hopes that heals. The ancient Greeks understood Philoctetes' agony and salvation in the context of the Peloponnesian War. Modern Americans can apply it to the longest conflicts in American history: the wars in Afghanistan and Iraq, in which 2.7 million troops have served. Many are bringing home the weight of resentment and betrayal, and often guilt and shame, even if it's masked by a stoic military demeanor. Like Philoctetes, some feel betrayed by commanders or unit members; some by civilians who've been “at the mall while we've been at war”; and some by politicians they think have failed to take full responsibili-

ty for the wars they started. The term “moral injury” resonates with these troops. It's an old concept. The notion of a wound that is moral, or occasioned by “contempt” and “injustice,” is the centerpiece of sermons by Bishop Joseph Butler in early 18th century England. From the philosopher's perspective, the concept is a way of talking about anguish caused by wrongdoing (real and perceived ) — others toward you, you toward others, others toward others, you toward yourself. Agent, victim and witness are all players in the moral conscience. And transgression isn't the only issue at the heart of moral injury. So is falling short of the lofty ideals of military honor. That the military code — never abandon a buddy, bring all your troops home, don't put innocents at risk — is impossible to meet doesn't always register deep down. The result may be shame, and all too often suicidal shame. Transgressions aren't the only issues at the heart of moral injury. So is falling short of the lofty ideals of military honour. Moral injury is distinct from post-traumatic stress disorder, which is generally thought of narrowly as a fear-conditioned syndrome marked by hyper-vigilance and flashbacks. The prevailing treatment for PTSD is therapy to “recondition” the fear response. But guilt, shame, raging resentment and betrayal are different from fear. To overcome them requires relationships that rebuild a soldier's sense of trust in himself and others, no small order given the effects of war. —Courtesy Los Angeles Times

Middle East scholar at the United States Army War College who has studied Yemen’s recent power struggles. “We are all probably more concerned about AQAP than Yemen’s other problems.” The United States is not known to have a direct, open line of dialogue with the Houthis, but it would be in Washington’s interest to start building a relationship, even through back channels. The tactics the Houthis have used to pressure Mr. Hadi, including surrounding his home and holding his chief of staff hostage, are deplorable. But some of their grievances about widespread corruption and poor governance are legitimate. And despite the group’s stated hostility toward the United States and Israel, it does not appear intent on attacking Western targets. Given some constructive international mediation, there’s a chance Mr. Hadi and the Houthis could manage to steer the country away from a dangerous collapse. Facilitating that would probably require deft deal-making backed by Saudi Arabia, Iran and the United States. —Courtesy New York Times

After a set of thrilling music performances and emotional montages came the moment of truth. Over a million Pakistani’s had cast their votes and Zamad Baig emerged as the winner. As part of his winnings he received a brand new Honda Aspire, Rs. 2.5 million and as a steppingstone into his career he also received a music contract worth millions from Pepsi. Pepsi was also first on the scene to congratulate Zamad Baig as the first Pakistan Idol, airing their new TVC starring the young musician and revealing him to the world right after the Grand Finale ended. KIEV: Ukraine is seeking more than

$16 billion from Russia's Gazprom in its appeal to an arbitration court in Stockholm over a long-running gas pricing dispute between Kiev and Moscow, Prime Minister Arseny Yatseniuk said on Friday. Ukraine's state gas business Naftogaz and Russia's Gazprom are bound by a 10-year gas agreement signed in 2009. Kiev is challenging the price of Russian gas, and billions of dollars in debts which Russia says have accrued, and appealing to international arbitrators for a definitive ruling. "The transit contract is not fair for Ukraine and more than $10 billion should be paid to Naftogaz from Gazprom to compensate for losses. In this way, the overall sum we are seeking from Gazprom in terms of the gas supply contract and the transit contract is already over $16 million," Yatseniuk

said in a post on Facebook. Previous gas disputes between Ukraine and Russia have affected the European Union, where Gazprom meets a third of gas demand. Around 40 percent of that gas travels via Ukraine, which until recently bought most of its own gas from Russia. In April, Ukraine signed an interim deal for cheaper supplies of gas from Russia for the next three months, providing a breathing space for both sides in the protracted wrangle over pricing. The dispute has been soured politically by Russian support for separatists in Ukraine's east. Gazprom has said Kiev owes it over $170 million for gas supplied to eastern Ukraine since the beginning of the year. Kiev has refused to pay for Russian gas supplied directly to the regions as it is powerless to control the flows. –FP Monitoring

Friday’s rally limited the losses, with the Dow Jones Industrial Average finally dipping 56.08 points(0.31 percent for the week to 18,024.06 and the broadbased S&P 500 shedding 9.40 (0.44 percent) to 2,108.29. The decline in the Nasdaq was deeper, with the tech-rich index dropping 86.69 (1.70 percent) to 5,005.39 In a week packed with major earnings, economic reports and a Federal Reserve meeting, the most impactful news was Wednesday s stunner that the US economy grew just 0.2 percent in the first quarter. The dismal gross domestic product figure, reflecting in part the drag from exceptionally cold winter weather and the West Coast port strike, prompted soul-searching on Wall Street. "What a disappointment to think the US economy barely grew at all in the first quarter with the fed funds rate at the zero bound for more than six years now," said Briefing.com analyst

into the country increased by 13.06 percent to US $539.583 million during first nine months of the year 2014-15 over the same period of last year's imports of $477.255 million. On month on month and year on year basis, the cell phone import in March also increased by 1.05 percent and 64.94 percent when compared to the import in February 2015 and March 2014 respectively, according to the data of Pakistan Bureau of Statistics (PBS). The mobile phone import during March 2015 stood at $73.929 million against the import of $73.161 million in February 2015 and $44.822 million in March 2014. Similarly, the overall telecom imports also increased by 14.70 percent during July-March (2014-15) over the same period of last year. India brushes off concerns over gold import spike MUMBAI: Weak oil and commodity prices are offsetting concerns at India’s central bank over the impact of a spike in gold imports on the broader economy, officials say, even as the industry forecasts another three months of strong buying. A more sustained increase in bullion imports after June, however, could cause concern, a policymaker said. “(While) we have the comfort from low oil prices, there is a large cushion and we don’t need to be very concerned about the gold imports numbers,” said one senior official involved in policy decisions, who declined to be named. Concern would kick in if imports stay at or over 100 tonnes a month after June, he said. Gold imports more than doubled in March to 125 tonnes from a year ago around the festival of Akshaya Tritiya — considered by many in India to be an auspicious time to invest. Industry players expect imports to av-

ISLAMABAD: Federal Minister for Planning and Development Ahsan Iqbal on Saturday challenged the politicians who have accused the government of altering the route of the China-Pakistan Economic Corridor (CPEC) to substantiate their allegations with evidence. Addressing the convocation of the Rawalpindi Medical College in the garrison city, the minister assured that "not a single inch of the originally proposed route has been changed" and that "such baseless allegations" were not in the nation's interest. Iqbal said China's investment of $46 billion would prove a milestone for Pakistan's economic development and would change the outlook of the country's economy. He said Prime Minister Nawaz Sharif would brief parliamentary leaders on matters relating to CPEC on May 13. The minister said that youth is the future of Pakistan and they have a major role to play in the development of the country. During Chinese President Xi Jinping's recent visit to Pakistan, Pakistani and Chinese officials signed a series of over 50 accords to inaugurate the CPEC, which will create a network of roads, railways and pipelines linking China's restive west to the Arabian Sea through Pakistan.

The project is part of Beijing's “Belt and Road” plan to expand its trade and transport footprint across Central and South Asia. It will give China easier access to Middle Eastern oil via the deepwater port of Gwadar. The project generated controversy with political leaders particularly of smaller provinces alleging that the project had been altered to benefit Punjab. Taking a closer look: Chinese solar investments

LAHORE: Quaid-i-Azam Solar Park, built by the government of Punjab for private solar power generation companies, is located in Bahawalpur and has more than 6,500 acres of land with full infrastructure for utility-scale solar power projects. Two companies have come together to be the first investors in this facility, and, according to their own reports, are already energised and feeding the grid. One is QAS, the local partner and sponsor of the project, wholly owned by the government of Punjab. The other is TBEA Xinjiang Sunoasis Ltd, the Chinese Engineering, Procurement and Construction (EPC) contrac-

TBEA procured its photovoltaic (PV) panels from another Chinese supplier, JA Solar. Mounting systems, foundation and construction services for the PV panels have been procured from Powerway Renewable Energy and Clenergy, both also Chinese companies. The latter two are private concerns, but TBEA is a massive power equipment manufacturer with a huge

presence in transmission systems and transformers. It is not clear whether it’s a government or an entirely private company, but it is publically listed. It was selected, we are told, after an international competitive bidding process. TBEA originally bid $152 million for the EPC contract, plus $4.7m for onshore taxes, but after getting the bid, announced a discount of $18.7m “on account of perpetual friendship between Pakistan and China”. Nepra ignored the discount for purposes of tariff calculation, since it was unlikely that subsequent solar IPPs would be able

to get similar treatment. An upfront solar tariff was determined by Nepra in January 2015, relying almost entirely on project costs furnished by QAS. Commission has decided to establish a hotline, open four new trade points and increase security forces’ patrolling along the borders. Balochistan Chief Secretary Saifullah Chattah headed the Pakistani delegation at the three-day meeting held in the Iranian city of Zahidan. The governor of Sistan-Baluchestan led the Iranian team at the meeting. Sources said that matters pertaining to border security, trade and drug smuggling were discussed at the meeting. Both sides expressed their reservations on some issues and suggested measures to resolve them. Sindh government to establish labour courts KARACHI: The Sindh government will establish labour courts in each division of Sindh to hear the cases of workers and will convene a South Asian conference on labour issues this year. Chief Minister Qaim Ali Shah made this announcement CM house. A labour task force is also being formed in order to implement labour laws in the province and committees will be constituted to frame the labour policy, he said. “The Pakistan People’s Party (PPP) government, being labour-friendly, will build schools, technical institutes, hospitals and dispensaries in each labour colony in the province,” he said. “Workers, their children and families will be given free treatment and education,” he said, adding that five top students from schools in each labour colony will be awarded scholarships to complete their higher education abroad. Regarding labour inspections in factories, the chief minister referred to the Baldia factory incident where many workers perished, and said, “We cannot afford to repeat that incident, which is why the government is going to strengthen labour inspections in factories.”

Shah also promised to implement a minimum wage of Rs10,000 for the workers and said a task force, comprising both men and women, will be formed to enforce the government decision. Speaking about the Sindh government’s shares in the Workers Welfare Fund and the Employees Old Age Benefit Institution, Shah said that Sindh’s share is greater than any other province. “During each Council of Common Interest (CCI) meeting, I raise this point to get our due share, but the federal government is not willing to release the amount,” he said, adding that after the 18th Amendment, both of these institutions should be handed over to the provinces. Earlier, PPP vice-president Sherry Rehman and Chaudhry Manzoor Ali of the People’s Labour Bureau Pakistan also addressed the gathering that was attended by a large number of PPP labour unions. Ali said. “Those workers who were holding white flags in their hands were demanding that eight-hour duties be fixed in factories, but state machinery turned the white flags red with their blood,” he said, adding that PPP

Kerry said on Saturday the United States wanted to renew ties with Sri Lanka and announced the start of an annual bilateral dialogue after years of tensions with the island nation’s former government. Kerry arrived in the South Asian country earlier on Saturday, the first time in a decade that a US secretary of state has visited Sri Lanka. Washington had years of tensions over human rights with former President Mahinda Rajapaksa, who was unseated by Mathripala Sirisena in a surprise election win in January. Sri Lanka had also tilted heavily towards China as Rajapaksa fell out with the West over human rights and allegations of war crimes at the end of the government’s drawn-out conflict with Tamil separatists, which ended in 2009. Kerry said Washington wanted to work with Sirisena and lauded the new government’s efforts to tackle

corruption, build democratic institutions and address the wrongs of the past through a process of national reconciliation. “I am here today because I want to say to the people of Sri Lanka in this journey to restore democracy the American people will stand with you,” Kerry said after meeting Sri Lanka Foreign Minister Mangala Samaraweera. “We intend to broaden and to deepen our partnership with you,” he said while announcing the annual dialogue. Rebel shelling kills 12 in Aleppo DAMASCUS: At least 12 people were

killed on Saturday by a fresh rebel shelling on government-controlled areas in the country’s northern city of Aleppo, the media reported. The shelling by the Badr Martyrs Brigade comes a day after opposition activists said the Syrian army killed the militant groups’ leader. The Badr group is known of being responsible for the bulk of the shelling against the government-controlled areas in the western part of Aleppo city. The media said the “terrorists” who fired the rockets were entrenched in the Bani Zaid neighbourhood in eastern Aleppo. It added three children were among the killed civilians. The state news agency said Saturday the shelling came after seven people were killed by similar attack on Thursday. Separately, the media said the Syrian

Many militants were killed during the overnight raids. Meanwhile, jihadist websites posted an online video, purporting to show the jihadist militants staging a blast at the National Hospital of Jisr al-Shughour, the last remaining position for the government troops inside the city. The video showed a huge blast by a booby-trapped vehicle at the gates of the hospital, followed by the intrusion of a number of militants to the facility. Landlord sets child ablaze on suspicion of burning fields SHEIKHUPURA: An influential landlord

on Saturday torched a 10-year-old boy on suspicion of setting wheat fields on fire in Sheikhupura. At least two people were arrested after the news of the incident was aired on the media. Punjab Chief Minister Shehbaz Sharif has also taken notice of the incident. According to details, flames from fireworks launched by children in Sikhan Wali village fell into a nearby wheat farm causing damage to the crop. In the aftermath, a landlord identified as Quyyum threw a labourer’s son Farhad into fire. The boy kept pleading for mercy but it fell on deaf ears of the landlord. As a result, 40 per cent body of the boy was burnt and he was shifted to a local hospital. The boy is in critical situation at the trauma centre. The Manawala Police Station ignored the incident, but later registered a case and arrested the landlord and his accomplice Younas after it was reported on the media. Shehbaz Sharif has also taken notice of the incident and has ordered immediate inquiry. —FP Monitoring

Saulat Mirza to be hanged on 12th KARACHI: Former Muttahida Qaumi Movement (MQM) worker Saulat Mirza will be hanged on May 12 at Machh jail after an anti-terrorism court issued his fresh death warrants on Saturday. Mirza was sentenced to death for killing Karachi Electric Supply Corporation Managing Director Shahid Hamid, his driver Ashraf Brohi and security guard Khan Akbar in a July 1997 shooting. Afghan delegation to meet Taliban in Qatar

Saturday for Qatar, where it will hold two days of “open discussion” with Taliban representatives aimed at ending Afghanistan’s long war, according to an official. “A 20-member Afghan delegation, two from the High Peace Council, left to attend talks in Qatar on Sunday and Monday,” Abdul Hakim Mujahid, first deputy of the council, told the media. “It will be an open discussion based on peace talks in Afghanistan,” said Mujahid, adding that representatives from Afghanistan, Pakistan and the Taliban would be in attendance. The High Peace Council was established by former Afghan President Karzai in 2010 to negotiate peace with the Taliban and other insurgent groups, but so far there has been very little

progress. The Taliban’s official spokesman, Zabihullah Mujahid, confirmed that an eight-strong Taliban delegation would attend the event, which is being organised by the Pugwash Council, a global organisation that promotes dialogue to resolve conflicts. However, the Taliban s attendance “does not mean peace talks or negotiations at all,” the Taliban s spokesman cautioned. Previous efforts to open dialogue with the Taliban have collapsed. The group opened an office in Qatar in June 2013 as the first move towards a possible peace deal, but it shut a month later after enraging thenAfghan President Hamid Karzai by styling itself as the unofficial embassy of a government-in-exile.

The Taliban have denied rumours of having previously engaged in talks with the Afghan government and have always insisted that this would only happen if foreign forces withdraw unconditionally from Afghanistan. Last month the Taliban launched their spring offensive across Afghanistan, stepping up attacks on government and foreign targets and inflicting a heavy toll on civilians and Afghan security forces. This year’s Taliban offensive marks the first fighting season in which Afghan forces will battle the insurgents without the full support of US-led foreign combat troops.
