The Texas Police Chiefs Association was founded in 1958 to promote, encourage and advance the professional development of Chiefs of Police and senior police management personnel throughout the State of Texas

TPCA is a statewide law enforcement administrator's organization for Texas and, as such, it is concerned on a statewide basis with all issues involving the criminal justice system We believe that local chiefs of police possess a thorough knowledge of the law enforcement needs within the state

Through an organization such as TPCA, issues affecting the criminal justice system can be addressed both with local elected officials and the state legislature Over five decades after its founding, TPCA actively seeks to promote the professional practice of law enforcement administration, to represent the membership and the profession on issues of concern, and to encourage high ethical standards of conduct among law enforcement administrators through its code of ethics

Closer than the conference is this Legislative cycle. I’ve learned a lot in the last few years about TPCA’s role in Legislation. TPCA has a Legislative Committee led by Chief Gary Tittle and many other Chiefs or their appointees. Their knowledge of the process and their feeling for when to “push v. hold” is invaluable. TPCA does a lot for its members, this is ranked in the top 3 for sure. Thank you to Chief Tittle and his committee. Are you a rural Chief in a city that struggles with providing competitive pay for your staff? I look forward to sharing with you in the near future what TPCA is fighting for to get your staff the pay they deserve AND help you cover shifts The Legislative Committee, the Recruitment and Retention Committee, Assistant Director Scott Rubin and many others are teaming up to work with legislative partners to help secure funding for you

We have some newly formed committees and a brand new appointment for TPCA. I hope that you all get to meet and get to know our new Chaplain for TPCA, Dr. Alton McCallum. He has a vast amount of experience and cares deeply for the profession and is at the ready to help you or help you find resources in your area. Also we have added two new committees to TPCA. First we have the Recruitment and Retention Committee led by Chief Steve Dye, through surveys we know this is the biggest challenge law enforcement faces nationwide with Texas being no exception. There is a new tab on the TPCA website to give you more information about that. Finally, we have established a new committee that I am excited about: the New Chief Mentorship Committee, which is led by Chief Allen Banks. I anticipate great progress and positive outcomes from their efforts.

It’sthattimeagain,theTexasLegislatureisback in session The 89th Session promises to be an interesting one and as unique as each one is. TPCAisfortunatetohaveagreatteamofchiefs leading our legislative efforts through the Legislative Committee chaired by Chief Gary Tittle of Richardson PD. Assistant Director Scott RubinwillbeassistingtheLegislativeCommittee asTPCAstaffliaisonandhewillbemaintaininga regular presence at the Capitol For those who don’tknowScott,herecentlyretiredafterover25 years as a police chief He served the communities of Fair Oaks Ranch and Blanco. Additionally, Chief Rubin is a retired US Navy MasterChiefandformerTPCAPresident.Hehas beenhardatworkthisFallmeetingwithlegislative staffandmembersoftheLegislature.Hehasalso developed great relationships in the Governor’s andLt.Governor’soffices.

Chief’s Day at the Capitol will take place on January 29, 2025. I encourage every TPCA member to attend so we have a strong and united front. TPCA members will be recognized from the floor of both the Texas House and the Texas Senate that morning. This is also a great opportunity for you to meet with your local representative and senator in their Capitol office. It provides time for you to discuss things that are important in providing great police services for your community. It is also a great opportunity to build support for TPCA Legislative Interests built on a foundation of keeping Texans safe.

It has been a busy first year as your new Executive Director. I have had the opportunity to travel across Texas to meet so many members at regional affiliate meetings, conferences, new chiefs training, TPCLS, and so many individual meetings. It is my goal in 2025, to attend some of the regional affiliate meetings I have not made it to and continue our efforts of outreach during police chief training series sponsored by LEMIT. TPCA recently started hosting a social event during the New Chief Development Program (NCDP) in Huntsville. I want to express our appreciation to Dr. John Ray and the LEMIT staff for their assistance in making it possible for us to meet approximately 130 new chiefs during our first two events this fall. If you are a new Texas police chief who has not attended NCDP yet, please look for us at sessions in 2025.

HERE IN TEXAS OUR WHY,

It was a normal Thursday morning. Upon arriving at the office, I found a gift with a card on my desk. The gift was a prayer book authored by O. Hallesby. The card was written by one of my midnight officers. He wrote, in part:

“Thank you for your daily burdens I am grateful for your determination and successes in pushing for the continued growth in both resources and staffing you and your work are greatly appreciated ”

My daily burdens This really hit home with me, because within minutes I would open an email and read a critique of an outreach effort by my department The outreach was rooted in service, but the author of the email found offense and explained why My emotions went from gratitude to frustration, and the day was only 10 minutes old.

I am thankful for Simon Sinek’s recent work with police chiefs in the US, and I am appreciative of one of his categorical imperatives: know your why I was curious to know some of my peers’ why, and whether they consider themselves resilient in today’s difficult policing environments In only 10 minutes, the bow of my boat was blown in two different directions How were they fairing, and could their narrative be part of a needed conversation across our profession? We are all seeking strategies to hire and retain officers, but what are we doing to retain police chiefs and ensure they are resilient? I have always heard that it is lonely at the top, but that has not been my experience. I have found the top is cluttered with many voices, all insisting they are right, and all competing for the same resources. The chatter is loud! I was determined to know more about chiefs’ resiliency and their why, and I hope you too are slightly curious.

The question that I posed to 16 of my peers was: Why do you continue serving your departments and communities in light of the incredible opposition? All of my peers could retire today, yet they still choose to remain in difficult leadership positions I was curious why, and selfishly I was hoping to garner more steadfastness in my own situation

It did not take long for the answers to roll in One wrote, “If not me, then who? This is my calling, and I feel I still have a lot of knowledge, experience, passion, and love to give to my department and community The profession is still honorable, and I refuse to give in to the naysayers Short answer, but it’s my heart!” Another chief offered a longer explanation of his why:

“Our profession is in crisis and is being scrutinized, criticized, blamed, and attacked like never before. The irony is that in the history of American Policing we’ve never been better as a profession, but never been less respected at the same time I returned to my beloved profession as we need strong police leaders, more than ever, to help ensure we work hard to return policing to its rightfully perceived place of honor and nobility, to help protect and insulate our outstanding police officers from unhealthy political banner and unwarranted public scrutiny, to help change the narrative on policing as a career to attract more of the best and brightest young people, and to ensure our police departments continue to defend the constitution for all our respective constituents across this country As municipal policing goes so goes our county – if not us, then who?”

A third chief offered, “I've always had a passion for policing and that has never wavered even in the toughest off times I know we've all been faced with those moments you found yourself in this morning, but I've found a way to push through them for the greater good Just as in our personal life, we will have trials and tribulations, we will have them within our professional life too. I lean heavily on my faith and take it day by day. I see myself serving something bigger than myself or my position. Just when I'm feeling deflated, I get to experience something within our department/community that lifts me up. Seeing the fruits of our labor reminds me why I've been placed in this position. Those fruits feed me and give me the energy to continue forward. I believe we all joined this noble profession to make a difference and as long as I see positive change occurring, I'll continue to wear the badge.”

Another chief commented, “In the face of opposition, I am anchored by the belief that my role is to care for and empower my people. That purpose renews my resolve daily, no matter the challenges ” Another wrote, “I continue to serve in this noble profession because it is my purpose and passion to continue advancing our profession and the level of professionalism, training, technology, and policy in my hometown My reason is the satisfaction in seeing young officers embrace new ideas in understanding the impact they can have on our youth by engaging them in schools and in neighborhoods and mentoring them in positive ways I do not allow the negativity of uninformed citizens or burnt-out officers inhibit my passion for moving forward ”

I was hoping for more responses from chiefs, but the top is cluttered and noisy, so I took solace in some of my peers answering in spite of the chaos I now conclude by offering my why, which was strongly challenged in 2024 In May 2024, I sent an email to two spiritual champions, and I asked them how they knew when it was time to leave the mission field After all, if you examine the evidence, it seems the vocal minority carries the day and divisiveness is the pervasive culture Their response was not sent by reply all, yet both said the exact same thing, which was miraculous One said, “If I focused on the perceived impact on the city, I would have gotten discouraged and quit long ago. I must focus on individual lives transformed. My motto is “transforming a city, one life at a time.” To the ones we are helping, it is making a huge difference. If I can then activate them with their purpose and call, I am able to double my impact through them. If you do that enough times, it becomes exponential. Truthfully, the results are not in our hands or even the measure of our success. Jeremiah prophesied his whole life and never saw a convert that scripture records, yet he was successful because he obeyed God. Obedience to the Lord is the measure by which we must judge ourselves.” The second pastor wrote, “You are absolutely correct in saying that external circumstances shouldn’t be the ultimate decision maker - whether those externals are positive or negative When Jesus was at the Pools of Bethesda (John 5), he went to a place where dozens if not hundreds needed healing Yet in this case He healed only one And when asked about this, "Jesus gave them this answer: “I tell you the truth, the Son can do nothing by himself; he can do only what he sees his Father doing, because whatever the Father does the Son also does ”Jesus was not directed by the external situations no matter how great the need He was directed by the voice of the Father I believe we must all seek to do the same ”

There you have it Texas Police Chiefs tow the line because of honor, duty, commitment to others, and a keen awareness of the one Chiefs are keenly aware of the opposition, from both within and outside the agency And most of them are eligible to retire today, but they do not. They remain steadfast because their tenure affords them strength; they know they can make the hard decision even if that means the end of their employment, and their purpose is known!

I leave you with the mantra that is hanging on my office wall: “The impediment to action advances action What stands in the way becomes the way.” (The Obstacle is the Way, R Holiday, 2014)

At the Amarillo PD’s real-time crime center (RTCC), personnel once had to monitor several data platforms to gain an operational picture Geospatial and video data, citations, warrants,RMSdata,CADdata,andevidence all lived in their own respective, siloed systems.

Tostreamlineoperations,respondingofficers, RTCC personnel, and law enforcement leadership needed a common operating picture.

“IneededPeregrinebecauseIwantedallmy data in one spot so my searches would be quicker,”CommanderChadwicksaid.

INSTANT ANALYSIS

PeregrineintegratesAmarilloPDdatafrommorethan10 sources,includingCADandRMS,evidenceandcitations, geospatialinformation,AVL,andcity-andstate-runcrash andutilitydata.

“Ouranalystsareawesomeatsolvingcrimes,”Chadwick said. “They build a lot of dashboards that include crime trends,responsetimes,geospatialanalysis,younameit. Tasks that used to take hours are now completed in a fractionofthetime."

To understand the cases, vehicles, incidents, and other data associated with a given person or location, RTCC personnel conduct full person and location workups. Haley Hernandez, a crime analyst supervisor at the AmarilloPD,saidthoseworkupsusedtotakehours.

“Thatinformationisspreadacrossdifferentsystems,”Hernandezsaid.“Ittakestimetofind,pull,andcorrelate disparatedata.”

ButPeregrinedoesallthatworkwithasinglesearch.

90-SECONDINCIDENTRESPONSE

TheAmarilloPD’sRTCCpersonneluse911callstodeterminedronelocations.Ifthere’sanemergentissuenear adrone,theaircraftcanprovideaquickinitialresponsebeforeofficersarriveonthescene.

Chadwicksaidthedepartment’sgoalforsuchemergenciesistohaveadroneonlocationwithin90seconds morethan90%ofthetime.WithPeregrine,thesuccessrateiscloserto98%.

“Peregrinehelpedusfigureoutwheretohaveourdronesitesbecausewewereabletofiltercallsforservice relativetothelocationsofourdrones,”Chadwickexplained.

Peregrinealsohelpspushcontextgatheredbyaerialvideofootagetoofficersinthefield,keepingthemsaferand improvingincidentresponse.

“Thatprocesswentfromaboutanhourtothreeminutes,”Hernandezsaid.

“Ifthere’saCADcallwithcertainkeywords,wefindoutinrealtime,”shesaid.“Thatmeansmyteamofanalysts canrespondtoincidentsandkickstarttheinvestigativeprocessmorequickly.”

Forexample,aPeregrinealertfortheword“robbery”assistedtheAmarilloPDinapprehendingthreeindividuals involvedinsevendifferentaggravatedrobberyincidents.

"Onenightaround10p.m.,Igetanotificationarobberyoccurred,"Hernandezexplained.“So,Idistributethe information,andourteamfoundvideowithasuspectvehicle,whichledtoaleadsuspect.”

Hernandez’steamwentontoarresttheprimarysuspectandtwoco-conspirators.

The TML Risk Pool celebrated its 50th anniversary in 2024. The focus now shifts to serving our Members for the next 50 years by “Building for the Future,” which includes strengthening our partnership with law enforcement through the Texas Police Chiefs Association. Where did it all start, and where are we going? Read on to find out.

Where did it all start?

In1973,theTexasLegislaturemandatedthatTexascitiesprovideworkers’compensationcoveragetotheiremployeesAtthattime, mostinsurancecompaniesrefusedtowritethecoverageorquotedexorbitantratesForthosereasons,theTexasMunicipalLeague createdthefirstmunicipalriskpoolintheUnitedStates,whichwasthepredecessoroftheTMLRiskPoolasweknowittoday.

TMLbasicallyadministeredapartnershipof“pooled”cityfundsUsinginterlocalagreements,theycreatedthe“TexasMunicipal LeagueWorkers’CompensationJointInsuranceFund.”TheFundbeganoperatingin1974,withcloseto100Members.Today,the Poolprovidesworkers’compensationcoverageforalmost34,000firstresponders.

Encourage and financially support law enforcement department accreditation. As most of you also know, the TPCA Best Practices Program is an accreditation process whereby police departments in Texas prove their compliance with 173 Texas law enforcement best practices These best practices are developed by Texas law enforcement professionals and relate to delivery of service, reduction of risk, and protection of individuals’ rights Over 213 Texas law enforcement departments have been accredited through the program and over 50 are currently in the process Since 2010, the Risk Pool – through a partnership with TPCA – has made funds available to assist with the initial fees associated with the accreditation process Thus far, 107 Members have used about $103,000 of this funding

On May 5, 2013, the FBI introduced the NPPS as a component of the Next Generation Identification System The NPPS serves as a central repository containing known palm prints collected from criminal arrests, civil applications, and national security submissions from various sources nationwide. This database allows law enforcement agencies to search for potential matches with palm prints from unresolved latent cases on a national scale Agencies from 49 states, Washington, D C , and the territories of Guam and Puerto Rico contribute palm prints to the NPPS The identifications resulting from these submissions have led to numerous successes for our law enforcement partners.

Why Law Enforcement Agencies Should Capture Complete Palm Prints

TheNationalPalmPrintSystem(NPPS)facilitatesthestorageofknownpalmprints and the search of latent palm prints left at crime scenes Currently, the NPPS repository maintains tens of millions of unique palm print identities and individual palmprintstiedtothoseidentities,allofwhichareavailableforinvestigativeleads

Palm prints are a trusted, valuable tool that law enforcement can use to identify suspects NPPS estimates that 30 percent of latent prints found at crime scenes comefromthepalm Thepalm,whichisalargerhandareathanfingertips,hasmore characteristicsforLatentExaminerstocompareandmatchthanfingerprints While fingerprints usually have about 150 definable characteristics for identification, a palmprintcanhaveabout1,500.Nearlyallstates,someterritories,andtheDistrict ofColumbiasubmitpalmprintimagestoNPPS.Thevalueofpalmprintsisevident from the numerous success stories from using them that participating agencies report.

Since, sports legends including Pro Football Hall of Famers from all 32 NFL markets have helped the National Child ID Program and local, state, and federal law enforcement partners provide this gift of safety to families through prevention, education, and awareness efforts including these inkless Child ID Kits, which do not enter a database, and save law enforcement critical time in the search for a missing child For 25 years, Texas leaders have worked with the National Child ID Program.

In 1999, Governor George W Bush and the Texas legislature formally recognized the program followed by Governor Rick Perry increasing support in 2006 and 2010. Mental Health Crisis Response: A Growing Challenge for Law Enforcement

Mental health crises are increasingly common in law enforcement interactions Officers are often the first responders to these emergencies and must be able to de-escalate situations, assess risks, and provide appropriate interventions

Officer Ramirez and Officer Lee responded to a disturbance call and, as they approached the house, they could hear yelling and breaking glass.

A distressed woman opened the door, and a man was behind her, pacing and shouting Officer Ramirez calmly asked the woman to step outside As the man turned his attention to the officers, he yelled at them not to enter.

The officers knew they had to de-escalate the situation Officer Ramirez spoke calmly to the man, assuring him they were there to help. The man was initially resistant but eventually began to talk, expressing his confusion and fear.

We are also hosting the annual TPCAF Golf Tournament on Monday, April 14, 2025, with a 1 p.m. shotgun start. The annual Run 2 Remember event will take place on Wednesday, April 16, 2025, at 5 p.m. Both events support the TPCAF Fallen Officer Fund.
