Brent Locke & Wayne Owen Honored with Fuller Award

B

rent Locke and Wayne Owen were both recognized as recipients of the prestigious George Warren Fuller Award at Texas WaterTM 2020 – Virtual.

Because of the Texas Section’s membership growth, we now have two Directors on the AWWA Board. With that achievement, we also can award two Fuller Awards each year if we have qualified candidates.

Locke is a past chair of the Section and serves as cochair of Texas Section's Water Utility Council, helping shape policy at the state and national level for utilities of all sizes.

Owen, the Director of Planning of the Tarrant Regional Water District, is the Chair of the Texas Section Water Resources Division.

Locke and Owen will be honored at AWWA’s ACE 2021 in San Diego.

The Fuller Award is given each year to recognize distinguished service to the water supply field and in commemoration of the sound engineering skill, the diplomatic talent and the constructive leadership, which characterized the life of George Fuller.

Celebrating a Successful Texas WaterTM 2020 – Virtual Conference

H

ello everyone, it’s hard to believe we are going into six months of social distancing and not being able to network and meet with one another in person. I hope everyone is healthy, safe and was able to enjoy the first ever Texas WaterTM 2020 – Virtual Conference.

I’d like to thank GCP Association Services and Mike Howe, our Executive Director, for making sure the conference ran smoothly in the virtual MELISSA BRYANT format. Our opening session is one I will never 210-302-3611 forget—don’t even ask how many times we had mbryant@sara-tx.org to re-record our lines. In the end, we had a great editor that made everything seamless. I appreciate everyone that was able to participate in the planning of the conference and the special speakers that were able to join us. The Zoom celebrations were also a blast; I’d like to congratulate all the award winners this year.

I was highly impressed with the final numbers of the conference. This year we had 1,924 attendees, 132 presentations, 258 exhibitors and 37 sponsors.

We were also able to receive 37.5 TCEQ approved hours for water operators and 29 TCEQ approved hours for wastewater operators. I appreciate the TCEQ working with us to make sure our operators were still able to get all their required continuing education needed for the year during this pandemic.

Now, on to planning Texas WaterTM 2021 in Austin! While we’re not sure if the 2021 conference will be live or a combination of virtual and live, we will continue to plan as we have in the past to ensure the conference is as successful as we have always been. I’m looking forward to working with all the Austin volunteers as we plan the conference. Solicitations for abstracts will be going out soon, so please keep an eye out for that. I’m sure we will be having a COVID-19 Session, so we can share all the lessons learned and all the great initiatives that help guarantee we maintain safe, clean and reliable water and wastewater services. Dog Days of Summer

I

t’s August. How do I know? It’s hot, humid, and we are pushing into drought. According to the Farmer’s Almanac, the Dog Days of Summer are over. But we all know the Earth’s tilt is still off kilter. It seems like these "Dog Days" have a life of their own, in any number of ways.

Plus we are constantly watching the tropics to see if any storms are brewing. But, frankly, other than the "known knowns," the days are running together. I’m sure it the same for many of you.

I was going to write something reflecting on the pandemic, but the more I thought about it, I realized we are all suffering news overload. So, I’ll spare you— and me.

But, in all of the last few months of semi-organized chaos, there is some good news.

As you know, after some sharp twists and turns, we were able to successfully launch Texas Water™ 2020 – Virtual in mid-July. In the last issue of TEXASh2o, I walked you through our decision process, the plans we had for presenting the virtual conference and the direction where we thought we were headed. At that time, it was still a work in progress.

On schedule, on July 15, we launched Texas Water™ 2020 – Virtual, with 132 pre-recorded training sessions, the Opening Session, the Women In Water Event, awards events, the YP Reception, the Dodson Drive Virtual Fun Run, and of course, access to exhibitors and their product listings. Yes! It did happen! And it goes on until early November with TCEQ hours available for viewing the presentations until then.

But we know it wasn’t what any of us are used to for the conference. And this was our 25th year.

As successful as it was, I know it was completely a different experience for everyone, particularly for exhibitors.

Before I go further, again, I want to give a huge shout out to the planning team in Fort Worth for all of the work they did to create the original on-site conference that was ready to go when we had to slam on the brakes. Their names are listed at the end of this column. If you get a chance, please find a way to thank them for their amazing work!

For the Virtual Conference, I want to thank all the presenters, participants, advertisers, sponsors and exhibitors who stuck with us to make the conference work. We hope we delivered and can still deliver for the next few months. And, once again, a huge thanks to our registration team from GCP—Cliff, Clay, Lisa, Liz and Tracy—all the faces you have seen for years behind the registration counter at previous conferences were the wizards "behind the curtain" to get us to our launch date.

Here is what we know. We had 1,924 registered attendees, 258 exhibitors and 37 sponsors who were all part of the success of the conference. Many of our exhibitors logically reduced their participation this year but agreed to shift their financial commitment to next year. Plus, many of the attendees worked with us to avoid refunds as we incentivized their registration value this year or next. It worked, and not only did it work, it exceeded expectations.

Glenda Dunn Receives Doc Ballard Award

G

lenda Dunn was recognized with the William T. "Doc" Ballard Award at Texas WaterTM 2020 – Virtual.

An AWWA member since 1994, Dunn has been an active member of the water community for many years. She started her water career with the City of Robinson, leaving there as the Director of Public Works.

She then joined the City of Waco and served the citizens of Waco until her retirement in 2015. Dunn was a leader in the Customer Service area, recognizing early on that the voice on the phone WAS the water utility to most customers. She led the way for training about proper and caring customer service at her utility, in Texas and in AWWA.

During her career with AWWA, she served in many capacities in the Texas Section, including as Chair.

She contributed to the success of the Texas Section of AWWA by helping form the first TAWWA Chapter.

At the Association level, she served as a Director of AWWA representing the Texas Section from 2005 thru 2008. During that term, she served as an AWWA Vice-President from 2006-2008. She received the Fuller Award in 2006 and became an Honorary Member in 2013.

After Dunn retired from Waco, she designed, developed and delivered “Leadership Training Curricula” for Waco Water Utility employees. It was structured like a leadership academy where those attending had to learn how to work together in teams as they explored every area of utility operations and administration.

Created in 1999, the W.T. "Doc" Ballard Award recognizes Texas Section members who have distinguished themselves by using their personal influence to shape the course of change in our profession by helping utilities and individuals serve the profession better. This award is not presented every year and only goes to those whose selfless contributions to the industry deserve recognition.

Katie Stowers Receives Maverick Award

K

atie Stowers was honored with the Young Professionals Maverick Award at Texas WaterTM 2020 – Virtual.

The Maverick Award recognizes a young professional in the Texas Section who exemplifies qualities in volunteerism, community involvement, leadership and outstanding service in the science of water supply, treatment, operations and water quality.

Stowers is awarded with the Maverick Award because of her contributions to TAWWA as the YP chair and communications committee member at the North Central Texas Chapter of TAWWA, representing the Dallas/Fort Worth area.

She is a water/wastewater engineer-in-training at CP&Y in Dallas and is involved with the North Central Texas Chapter in various roles. She has served as the communication committee social media chair and editor-in-chief since 2017, and as the chapter young professionals chair since 2019.

She also served on the AWWA/WEF 2019 YP Summit programing committee, contributed as a reviewer for the Texas WaterTM 2020 YP session, and volunteered during the Water Quality Technology Conference 2019 YP networking event while serving as part of the young professionals committee.

Lissa Gregg Receives Water For People Award

issa Gregg received the Water For People Kenneth J. Miller Founder's Award at Texas WaterTM 2020 – Virtual.

L’Oreal Stepney Receives AWWA Diversity Award

L

’Oreal Stepney received the AWWA Diversity Award at Texas WaterTM 2020 – Virtual.

The Diversity Award recognizes an individual, group, or organization that has created, promoted, and maintained diversity by establishing an environment that recognizes, encourages, and effectively utilizes each individual’s talents.

Stepney is the deputy director for the Office of Water in the Texas Commission on Environmental Quality. She has been impactful in supporting diversity and inclusion in the water industry for many years including serving on the Governor’s Commission for Women.

She has served as the agency representative for the Mickey Leland Environmental Internship Program since

2001. For more than 25 years this program, named after the late U.S. Congressman George Thomas "Mickey" Leland, exposes college students to environmental jobs, including water-related positions.

Yvonne Forrest Receives Dr. John L. Leal Award

Y

vonne Forrest received the AWWA Dr. John L. Leal Award at Texas WaterTM 2020 – Virtual.

The Dr. John L. Leal Award recognizes distinguished service to the water profession in commemoration of the sound medical/public health expertise and the courageous leadership advancing public health that characterized the life of Dr. John L. Leal.

Forrest is being recognized for her commendable leadership efforts during Hurricane Harvey, her vision towards the future by leading the nation’s first technology hub for municipal water innovation and emergency response and for managing one of the world’s largest water projects – the Northeast Water Plant.

She rose to the challenge through her leadership during Hurricane Harvey, which tested every official at every level of government. Harvey caused one of the worst floods in U.S. history, leaving behind trillions of gallons of water and billions of dollars in damages. Sadly, Harvey also took the lives of more than 30 people.

Kathleen Jackson Receives Distinguished Public Service Award

athleen Jackson, a member of the Texas Water Development Board, received the AWWA Distinguished Public Service Award at Texas TM Water 2020 – Virtual.

The Distinguished Public Service Award recognizes distinguished public service outside the line of duty by an AWWA member.

Jackson has been described as having a passion for water during her 37-year background in engineering and communications. She has been a devoted community leader for her entire professional career and a champion for agriculture, rural and small communities.

She has done extensive statewide outreach targeting

community leadership to proactively address water infrastructure challenges. Also, Jackson is leading the Texas Water Development Board’s initiative to establish an inaugural Asset Management Program for Small Systems.

Water Conservation and Reuse Awards Recognize Conservation, Reuse Efforts

E

ach year, the Texas Section AWWA Conservation and Reuse Division recognizes those who have demonstrated excellence in Water Conservation and Reuse Practices.

Large Utility Direct: City of Corpus Christi, Dead-End Main Yard Watering Program The City of Corpus Christi strives to balance water conservation and superior drinking water quality by reducing the volume of water wasted during monthly Texas Commission on Environmental Quality required dead-end main flushing.

The Dead-End Main Yard Watering Program allows residents to take advantage of dead-end main flushing by using this water to maintain lawns and greenery.

Water quality field technicians use hoses and diffusers to direct flushed water onto nearby yards rather than allowing flushed water to run directly into curbs and gutters.

The 354 residents who currently take advantage of the yard watering program reduce the volume of additional water needed to maintain a healthy lawn.

The Dead-End Main Yard Watering program now uses an average of 301,660 gallons of water per month that would have previously been flushed into the stormwater system.

The City of Corpus Christi also developed a DeadEnd Main Mitigation Program to reduce the number of dead-end mains that are required to be flushed with a goal of eliminating 30-dead end mains each year.

Since 2017, 157 dead-end mains have been eliminated ultimately conserving more water each year.

Small Utility Direct & Bob Derrington Reuse Award: City of Round Rock, If You Fail to Plan, Then Plan to Fail Round Rock is a growing central Texas city north of Austin with a current population of 115,000. By 2050, population is expected to grow to over 250,000. Their 1997 Water Master Plan included a reuse program to meet the needs of the growing community and projected daily water demand.

With assistance of partial federal funding, the 3-million gallons-per-day reuse facility located near the Dell Diamond baseball park was opened in December 2012. Through a series of phased projects, the system has grown to include expansion of the reuse distribution system to over 13 miles of pipelines, ranging from 8-inch to 24-inch lines, to distribute the reuse water. A new 1.25 MGD elevated tank marked the completion of phase 4 of the project. Plus, free to the public reuse refill stations were added to encourage use and spread the awareness of reuse water.

The treatment facility will expand to 12 MGD with a coming project starting in 2020 and the new 970 Kalihari Resorts hotel and convention center with an indoor/outdoor water park opening scheduled to open this year will be added as a new customer.

In addition to being awarded the Small Utility Direct reuse award, Round Rock is awarded the Bob Derrington Reuse Award, named in honor Bob Derrington, who as the City of Odessa’s director of utilities initiated the oldest and continuously operating reuse program in 1949.

Small Utility Indirect: City of Allen, Water Conservation Block Leader Program The City of Allen Water Conservation Block Leader is a volunteer program for residents to educate their neighborhood street, community, or entire HOA development with a focus on indoor and outdoor conservation. The program started in 2011, and the success of this program helped lure the cities of Frisco and Plano to create similar programs.

Residents who volunteer with Allen’s program must pass a criminal background check, attend training from conservation staff and record and submit volunteer hours annually. Water conservation staff provides education, leader supplies, giveaways, and promotional items for the leaders to give to neighborhoods.

The block leaders serve as a first contact in their neighborhood for information on water supply, water restrictions, conservation measures, and a source to

connect with the city when necessary.

During the height of the drought in the years 201214, these volunteers were instrumental in delivering information to their neighborhood on the everchanging water restrictions. They also helped to dispel myths and rumors of the water shortages.

Water conservation block leaders are an extension education specialist in water conservation, much like master gardeners are to Texas A&M AgriLife. With the block leaders help during the drought, the city water conservation staff had extra hands, which lead to being able to meet the reduction demands set forth by North Texas Municipal Water District. The program is still active with continuous annual training of these leaders.

PFAS: The Forever Chemicals

ackground: Per- and polyfluoroalkyl substances (PFAS) are a group of synthetic man-made chemicals that have been in use since their inception in the 1940s. The USEPA estimates there are nearly 5,000 of these compounds1. Perfluorinated compounds have all their carbons completely fluorinated, whereas for Polyfluorinated compounds, the carbons are incompletely fluorinated. These chemicals have been used widely in industrial and consumer products due to their attractive chemical properties as electrical insulators and for their resistance to oils, stains, and temperature. These chemicals are extremely persistent

in the environment. They bio-accumulate over time and this is the key reason they are repeatedly present in the air, soil, and water1.

There is scientific evidence that indicates exposure to PFAS can lead to adverse health effects in humans.

Most available toxicity data are based on limited number of epidemiological studies on PFOA and PFOS performed on animals.1 High levels of exposure can lead to an increase in the risk of adverse health effects, which appear to be distinct for different PFAS. CONTINUED PAGE 32 | pfas

CONTINUED FROM PAGE 31 | pfas Depending on the particular PFAS compound, increased risks observed in the animal models include liver damage, kidney damage, certain types of cancer, developmental effects to fetuses during pregnancy, reproductive issues, increased risk of decreased fertility, immune effects, increased risk of asthma diagnosis, and other effects.

Perfluorooctanoic acid (PFOA) and Perfluorooctane sulfonic acid (PFOS) are two of the most widely studied PFAS compounds in the world. PFOA has been used in the production of the chemical polytetrafluoroethylene (PTFE); otherwise known as TeflonTM. Its widespread use was adopted in the 1960’s. PFOA is also used in a myriad of other industries as well. Similar to PFOA, PFOS has been utilized in the production of everyday consumer products. The best known PFOS product was 3M’s line of ScotchgardTM stain repellants. By 2002, the primary U.S. manufacturer of PFOS (3M) voluntarily began phasing out production of PFOA and PFOS due to the mounting toxicological evidence of their effects on living organisms2. By 2006, eight major companies in the PFASs industry voluntarily agreed to phase out production of PFOA and PFOA related chemicals by 2016.2 Sources and Routes of Exposure: Figure 1 illustrates some common materials that may contain these compounds. These include, but are not limited to, cosmetics, inks, oils, firefighting foams, wiring insulations, medical equipment, insulators and semiconductors, aerospace equipment. Since these chemicals have been used in an array of everyday consumer products, the vast majority of people have been exposed to them. The typical environmental routes for human exposure include diet, drinking water, food contact materials, indoor and outdoor air, and non-food personal care items2. The quantified contribution of these individual pathways to total human contamination has not been adequately determined. Nonetheless, a general consensus exists that the substantial contribution originates from dietary uptake (food and water).

Figure 2 illustrates ways in which PFAS cycles through the environment. Sources include unregulated industrial discharges into air, surface water, and groundwater from the facilities where they are made or used. Land application of biosolids that remain after wastewater treatment can lead to significant contributions. These materials can eventually infiltrate into groundwater. Firefighting foams used in military bases, airports, and fire-fighting training sites can lead to soil runoff migration into surface water and eventually groundwater. Landfill disposal sites containing dissolved and suspended materials from contaminated waste can leach into surface or groundwater. PFAS present in everyday household products can eventually accumulate in the human body and potentially end up in source water and drinking water.4 Finally, discharge from wastewater treatment plants that are not equipped to treat these chemicals can also lead to surface and groundwater contamination.

Why should we care about them: As previously mentioned, PFAS tend to bioaccumulate and persist in the environment. This is due to the extreme thermal and chemical stability granted by their carbon fluorine bonds. The carbon-fluorine bond

is labeled as the strongest bond in organic chemistry.

This remarkable stability leads to their lengthy halflives in humans (5-8 years for long chain PFAS(> 6 carbons))1. Ninety five to ninety nine percent of the U.S. population have measurable concentrations in their blood.2 They exist predominantly as an anion under environmental conditions. Additionally, they do not bind well to soil, migrate readily from soil to groundwater, and are highly water soluble.2 These characteristics clearly convey their importance as drinking water contaminants for surface water and groundwater sources.

Their potential adverse health effects in humans and other living organisms are a major source of concern.

Therefore, replacements for PFOS and PFOA were initiated by chemical companies switching to "short chain" PFASs (e.g. PFBS) and newer generation replacement chemicals (e.g. Gen X) about a decade ago.4 Nonetheless, studies conducted by the EPA have shown that significantly smaller doses of chemicals

such as GenX and PFBS are nearly as hazardous to human health as the longer chain PFASs they were intended to replace. Additional updated toxicity assessments for chemicals such as Gen X and short chain PFASs are still required for a more robust understanding of their health effects.

PFAS Occurrence and Regulatory Status: Under the Third Unregulated Contaminant Monitoring rule (UCMR 3), the USEPA collected data for chemicals that were suspected contaminants in drinking water, but are not currently regulated. 6 PFAS were included for monitoring between 2013-2015. UCMR 5 is currently being developed. As of now, 29 PFAS are in the contaminant candidate list. Data compiled by the Environmental Working Group and Northeastern University show PFAS contamination at 712 locations distributed across 49 states. Regulation of this CONTINUED PAGE 34 | pfas

CONTINUED FROM PAGE 33 | pfas chemicals has been vigorously pursued at the federal and state level in recent years. In 2016, the USEPA issued a lifetime health advisory (non-enforceable) of 70 parts per trillion (ng/L) for PFOA and PFOS in drinking water.4 Since then the EPA held a PFAS summit in the early part of 2018 and their PFAS action plan in February 2019. Simultaneously, several states have already implemented or are in the process of implementing regulatory levels for PFAS in drinking water, and limiting/ prohibiting PFAS use in consumer products. Alaska, California, Connecticut, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, and Vermont have regulations or are in the process of developing regulations that are stricter than USEPA’s 70 ppt health advisory.5 Finally, on February 20, 2020, the USEPA took an important step in the regulation of this chemicals by issuing a pre-publication notice of a proposed regulatory determination to develop drinking water standards for PFOA and PFOS. It will take several years

to finalize the regulatory levels for these two chemicals, but the proposed determination represents the beginning of the regulatory development process for PFASs. Future articles will discuss the analytical methods available to detect these compounds, treatment technologies available to remove them, occurrence trends in the nation, and an update on PFAS regulatory developments throughout the country.

Proposed Lead and Copper Rule Revisions CURTIS FERONTI, P.E., & CAROLINE RUSSELL, PH.D., P.E., CAROLLO ENGINEERS, INC texas section awwa's water science & research division

he U.S. Environmental Protection Agency published proposed Lead and Copper Rule revisions (LCRR) in the Federal Register in November 2019 and accepted comments through February 2020. The draft regulations as proposed would be the first major overhaul of the Lead and Copper Rule since it was initially rolled out in 1991.

The new and more stringent obligations aim to protect public health by reducing lead exposure in drinking water, with a focus on a find and fix approach to identifying and removing sources of lead.

Notably, the LCRR includes a new 10 microgram per liter (µg/L) trigger level. If water systems measure 90th percentile lead concentrations above the trigger level, they will be required to optimize their existing corrosion prevention strategy. If no corrosion treatment exists, systems will be required to conduct a corrosion control treatment (CCT) study.

The LCRR focuses on the following six key areas: Identifying the Most Impacted Area • Lead service line (LSL) inventories must be submitted within 3 years after rule promulgation.

Systems without LSLs must demonstrate their absence.

Strengthening Treatment Requirements • A 10 µg/L trigger level based on 90th percentile lead concentration has been established. The 15 µg/L action level (AL) remains unchanged.

• If the trigger level is exceeded, systems must optimize CCT or conduct a study if CCT is not currently in place.

• Calcium hardness adjustment is no longer a lead CCT option and phosphate inhibitors must be orthophosphate.

• Calcium, conductivity, and temperature analyses are no longer required as part of water quality

parameter (WQP) sampling.

• If a tap sample exceeds the AL, systems must collect a follow-up sample, conduct WQP monitoring at or near the site, and perform a corrective action.

Replacing Lead Service Lines • Systems with lead above the trigger level must develop a goal for LSL replacement; systems with lead above the AL must replace 3% of LSLs every year.

• No more partial LSL replacements will be allowed.

• Utilities must replace their portion of an LSL within 45 days if the customer replaces their portion.

Increasing Sample Reliability • Samples must now be collected in wide mouth bottles, and recommendations for aerator cleaning/removal and pre-stagnation flushing prior to sample collection are prohibited.

• Systems must collect all samples from sites served by LSLs, if available.

Improving Risk Communication • Utilities must inform customers served by an LSL or a service line of unknown material.

• Consumer Confidence Reports must provide updated health effects language and information regarding LSL replacement programs.

• Systems must notify customers of lead AL exceedance within 24 hours.

• Systems must improve public access to lead information, including LSL locations, and respond to requests for LSL information, deliver educational materials to customers during water-related work that could disturb LSLs, and provide increased information to health care providers.

• Sample results must be provided to each sampled site, Primary Agency, and local or state health department.

The EPA is in the process of reviewing and addressing the nearly 80,000 comments for its final rule revision.

The final rule is expected to be promulgated by the fourth quarter (Q4) of 2020; however, the extent to which the comments may change the content of the final rule compared to the proposed rule is unknown.

Although the final rule could differ from the proposed rule, utilities can start preparing for it in several ways. To develop a lead service line inventory within the required three years of the LCRR being put

in place, utilities can take steps now towards understanding the presence or demonstrating the absence of LSLs in their distribution systems. While Texas does not have as many LSLs as some other parts of the country, LSLs are still present in some parts of the state. Historically, water systems in Texas have not been responsible for knowing the pipe material past the water meter, but this information will impact utilities going forward. Utilities could start creating LSL inventories by drawing on the following sources: historic water utility records, tap records, plumbing permits, new line inventories, historic housing records, historic water utility records, county appraisal records, targeted sampling, and visual inspection during excavation. Water utilities can also review historical lead compliance data to discern whether a new 10 µg/L trigger level could require a new or revised corrosion control study and plan accordingly. Water systems that act now to understand their changing responsibilities will be best prepared to succeed under the revised rule.

Wen-Jo "Walter" Chiang: His Celebrated Legacy

W

alter Chiang, founder of CP&Y and nationally known leader in civil engineering, passed away on Friday, August 7 after a courageous battle with cancer. He was 76 years old.

Walter was an extraordinary man who lived a life devoted to the improvement of environmental services and the civil engineering discipline. He had a passion for teaching and mentoring others and helped to inspire countless individuals throughout his distinguished 50-plus year career. His area of expertise was in water and wastewater treatment plants, specializing in water quality assessments, process design, treatability studies, pilot plant studies, and alternative treatment technologies.

Walter received his Bachelor of Science in Civil Engineering in 1967 from Chung Yuan Christian University in Taiwan. He came to Texas in 1968 where he was an Engineering Research Assistant at the University of Texas at Austin and went on to receive his Master of Science degree in Environmental Engineering in 1970. He also served as a long-time adjunct professor at the University of Texas at Arlington and was a member of its Civil Engineering Advisory Board.

On October 1, 1980, Walter started his own firm, Chiang and Associates, Inc., later known as CP&Y, Inc., in Dallas. Under Walter’s leadership, CP&Y flourished and has grown to nearly 400 employees across 15 different locations. He also previously served as the former Chairman of the Board of CP&Y, Inc. He will best be remembered by his colleagues for his kindness, his warmth, his humility, his dedication, and his passion for teaching others. He had the ability to light up the room with his presence, put people at ease with his unique sense of humor, and he constantly showed a deep interest and enthusiasm for all employees.

The firm’s CEO and Walter’s founding partner, Pete Patel states that "the firm’s greatest testament to Walter’s legacy surely will be the dedication and commitment to continuing the meaningful work he

loved so much."

The impact he had on the engineering community was also immeasurable. For Walter, business was personal, and he had a unique ability to connect with people through his genuine compassion for others and profound commitment to the mission of helping communities. He was an active member of many professional associations and continued to play a significant role in client development. A well-known global leader and lecturer, he also published dozens of technical papers and co-authored several books.

He won numerous awards and accolades, including the Hall of Achievement Award from the College of Engineering at the University of Texas; a Lifetime Achievement award from the Water Environment Association of Texas; the Civil, Architectural and Environmental Engineering Distinguished Alumni award from the University of Texas; and the US Immigrant Entrepreneur Award from North Texas.

Walter is survived by his wife, Sylvia; his son Darrell and wife Trisha; and his grandson, Ethan. A Virtual Memorial Service is planned for Friday, September 4 at 2 pm. It will be broadcast from the Dallas Chinese Bible Church live streamed on YouTube.

conducting over 1,000 high-water rescues, transported sandbags, pumps and food to employees inside water treatment plants and prevented the Northeast Water Purification Plant from shutting down despite being submerged under water. Remarkably, the NEWPP, along with the City of Houston’s two other water purification plants remained operational during Harvey, which protected public health during the worst of circumstances.

Throughout the aftermath of Harvey, Forrest was determined to rebuild infrastructure damaged by the hurricane. Now, Houston Water is more resilient and more proactive.

In the aftermath of Harvey, Forrest believed the event opened opportunities to learn more about innovative ways to prepare for such natural disasters, but more importantly how to respond to these emergencies to ensure public health and safety is not compromised. To that end, she now leads and guides the Houston Water Technology Hub.

operation and farmed rice. She served as a past member of the Lower Neches Valley Authority Board of Directors, the Texas Water Conservation Association, and participated on the Sabine and Neches Rivers Bay and Estuary Environmental Flows Assessment Program Stakeholders Committee.

Jackson is also a board member and past president of the Lamar Institute of Technology Foundation, a sustaining member of the Junior League of Beaumont, a member of the Texas Farm Bureau, past president of the American Cancer Society of North Jefferson County, and a past board member of Junior Achievement of the Golden Triangle.

continued through the impacts of the pandemic and coordinating staggering crews, not to mention having an entire crew out due to COVID-19. We’ve learned the importance of cross-training and feel fortunate to be able to call on our sub-contractors when possible. It will be great to hear what some of the organizations have done to maintain operations.

As we start a new year of planning for Texas AWWA, I am looking forward to working with each of the divisions, committees and chapters on new goals and new initiatives. Please be sure to check the TAWWA website for ways to get involved. It’s also a great resource to find information on COVID-19 updates, trainings and safety supplies. Howe is serving in his 23rd year as the executive director of the 4,200 member Texas Section AWWA. He is completing seven years of service as co-chair of the AWWA2020: One AWWA Project.

In 2005, after Hurricanes Katrina and Rita, Howe developed the TXWARN utility-to-utility mutual aid program in conjunction with other water and wastewater associations in Texas and secured a funding contract with TCEQ. In 2015, he was appointed to the Governor’s Private Sector Advisory Council representing the water sector to advise the Governor on homeland security issues including utility resiliency and cyber security.

Prior to his work with Texas AWWA, his career highlights include 10 years with Austin Water and the Austin city manager’s office. He is also a nationally recognized expert and instructor in risk communication.
