PREAMBLE

We, the Teacher Education students of Carlos Hilado Memorial State University- 3 Binalbagan Campus under the Teacher Education Student Organization, aiming to build 4 camaraderie and uphold harmony among the Education students and fellow 5 CHMSUans; maintain good rapport between students and faculty; to foster better 6 relationship with each other; uphold the rights of every individual with equality,

respect, love, freedom, and inclusivity; to embody the ideals and aspirations of the

College and the institution as a whole; and promote meaningful programs that will

showcase each other’s inner prowess, do ordain and promulgate this constitution.

ARTICLE I:

Name, Domicile and Nature 13 14

Section 1. This Constitution and By-Laws shall be known as the TESO Constitution 15 and By-Laws. 16 17

1.1 “TESO” shall be known as the Teacher Education Student 18 Organization

1.2 “CHMSU” shall be known as Carlos Hilado Memorial State

University

Section 2. The Teacher Education Student body of Carlos Hilado Memorial State

University-Binalbagan Campus, Binalbagan, Negros Occidental, shall be

known as the Teacher Education Student Organization.

Section 3. The office of TESO shall be within the premises of CHMSU-Binalbagan

Campus.

Section 4. The official taglines of TESO shall be known as the following:

4.1 Teach, Touch, Transform which promotes the three pillars of

TESO namely; “TESORocks, TEDRULES, and TESOCares”

4.1.1 TESORocks promotes the Teach aspect of TESO.

4.1.2 TESOCares promotes the Touch aspect of TESO.

4.1.3 TEDRULES also known as Teacher Education Department,

Ready to Unleash Leadership and Excellence in the

Society in its full definition promotes the Transform

aspect of TESO

Section 1. The TESO shall have the power that emanates from the Teacher

Education Students. It shall be the democratic, autonomous, and

highest representative of the education student body

Section 2. The TESO shall promote the general welfare of the students by:

2.1. Ensuring to gear Education students toward a well-rounded

physical, mental, social, psychological, spiritual, and moral

development.

Section 3. The objectives of TESO:

3.1 To enhance the talents and skills of the students in other areas

through participating in school’s cultural and sports activities.

3.2 To equip them with effective communication skills in teaching-

learning process.

3.3 To enhance their social skills through participating in various

activities.

3.4 To help prepare themselves for the future through trainings and

seminars.

3.5 To represent the Education students in policy-making body of the

College concerning their rights and welfare.

3.6 To empower Education students to strive for excellence in

academics, social responsibility, and leadership.

3.7 To encourage Education students to become proactive in the

community engagement and societal change.

3.8 To help Education students develop the love of God, country, and

fellowmen by upholding inclusivity, love, equality, and respect.

3.9 To equip them with necessary principles and philosophies that

they can use in their teaching field in the future.

Section 4. The TESO shall undertake projects inside and outside of the campus

with the permission from the College Head and coordinate with other

state organizations and agencies in promoting the general welfare of

the studentry

ARTICLE III:

Membership and Dues

Section 1. All bona fide teacher education students of Carlos Hilado Memorial

State University-Binalbagan Campus are automatically members of the

Teacher Education Student Organization.

Section 2. All education students shall pay the TESO Membership fee. All elected

officers however, will be free from all of the payments of the

organization including but not limited to activity fees and membership

fees.

Section 3. Each student must pay a membership fee of one hundred pesos (Php

100.00) per semester.

Section 4. Each student must pay an Intramural fee of one hundred and fifty pesos

(150.00)

4.1 Intramural fee will be utilized to defray the expenses of the

Teacher Education student-athletes as well as the foods and

other expenditures for the duration of the events.

Section 5. The membership fee for the first semester and second semester shall be

paid during the enrollment period of every semester.

Section 6. Whenever the member of the organization decides to shift to another

course, the membership fee is not refundable.

ARTICLE IV

Bill of Rights

Section 1. All Education students shall be entitled to have the following rights:

1.1 Rights to Academic, and Co-Curricular Freedom

1.1.1 To conduct inquiry on their academic status and 113 privileges;

1.1.2 To be academically evaluated based on equal and

objective criteria;

1.1.3 To have competent instruction and relevant quality

education to hone his/her cultural and personal

development;

To express freely and responsibly their academic

concerns, views and contrary interpretations or

dissenting opinions inside and outside the classroom;

1.1.5 To avail all services offered by the TESO which includes

but not limited to participating in every academic and

cultural activities set by the TESO.

1.1.6 To be consulted regarding the matters that will affect

their academic and non-academic life;

1.1.7 To endeavor to achieve academic excellence and shall

abide by the rules and regulations governing their

academic responsibilities; and

1.1.8 To conduct inquiry within the campus for curricular and

extracurricular activities and requirements

1.2 Rights to Proper Amenities or Services

1.2.1 To avail equal, legitimate, and responsible use of

adequate, safe, clean, and efficient school facilities; and

1.2.2 To avail all services offered by the institution such as

Guidance and Counselling, Medical and Dental Services,

and Library.

1.3 Rights to Freedom of Expression, and Just Treatment

1.3.1 To enjoy responsible freedom of speech and expression

not contrary to the existing policies of the CHMSU

Student Handbook.

1.3.2 To express opinion and suggestion and avail effective

channels of communication with the appropriate

academic and administrative bodies of the school;

1.3.3 To enjoy their individual rights by upholding respect and

understanding to each other regardless of physical

handicap/features, socio-economic status, gender

orientation and identity, political affiliations and

inclination, and religious beliefs;

1.3.4 To receive a kind, fair and equal treatment from the

University, its officials, faculty, staff and students

regardless of race, gender orientation and identity, age,

political belief, socio-economic status, and physical

handicap;

1.3.5 To strive for becoming proactive member of the society

and to contribute for the development of their community

and shall uphold the sense of social responsibility; and

1.3.6 To be sanctioned with constructive intent rather than

punitive, if found guilty.

1.4 Right to Information

1.4.1 To be informed on matters affecting his/her rights and

welfare; and

1.4.2 To access official records and other pertinent documents

relating to official acts, transactions, or decisions of the

organizations, resolutions, announcements, and

pronouncements, and Constitution and By-Laws.

1.5 Right to Suffrage

1.5.1 To have the full right to suffrage, to apply for a position,

nominate, and be elected into office, and to exercise

other electoral practices.

1.5.2 Shall not be coerced to vote for a particular person

contrary to his personal volition;

1.5.3 To abide with the TESO Constitution and By-Laws.

ARTICLE V

Duties and Obligations of the Students

Section 1. All bona fide students of the college shall automatically become

members of the Teacher Education Student Organization.

Section 2. Every education student shall exercise their rights responsibly and in

good faith.

Section 3. Every education student shall strive for academic excellence.

Section 4. Every education student shall observe at all times the Constitution and

By-Laws of the organization

Section 5. Every education student must act with respect and good conduct to

their fellow educators.

Section 6. Every education student shall exercise their freedom of speech

responsibly.

Section 7. Every education student shall promote just, and equal treatment.

Section 8. Every education student shall use the school facilities and amenities

with care and responsible.

Section 9. Every education student shall vote for the righteous and deserving

nominee for every election.

Section 10. All students shall exercise their rights properly, observe their duties and

responsibilities and respect the rights of others at all times.

Section 11. It is the duty of every education student to uphold and protect the TESO

Constitution and By-Laws.

ARTICLE VI

Powers and Duties of the TESO

Section 1. The TESO shall be the one who will govern the activities in the college

of education;

Section 2. The TESO shall employ its own governing laws with the consent of the

academic community;

Section 3. The TESO shall promote the democratic rights, ideals, and welfare of

the education students;

Section 4. The TESO shall serve as the representative in the meeting of all

organizations;

Section 5. The TESO shall create committees as may be necessary to address the

needs of the students; and

Section 6. The TESO shall serve as a representative of the students in voicing their

opinions, suggestions, and grievances.

ARTICLE VII

Section 1. The Teacher Education Student Organization shall be the governing body

of the Education students and the Teacher Education Department.

Section 2. The Teacher Education Student Organization shall be composed of the

President, Vice-President, Secretary, Assistant Secretary, Treasurer,

Assistant Treasurer, Auditor, Public Information Officer, (2) Business

Managers, Peace Officer, 2 Representatives for each program and 2

Board of Directors (BODs) every section.

Section 3. The President and Vice President of each classroom are automatically

the Board of Directors of each respective classroom

Section 4. The following shall be the general criteria for the selection of candidates

for the TESO Election:

4.1 Must be a bona fide student of the college.

Must have a residence of at least one year at the college.

4.3 Must carry 15 units as prescribed by the TESO election.

4.4 Must have a general average of at least 85 and must not have

any grade classified for retention and/or failure as prescribed in

the CHMSU Student Handbook.

4.5 Must be physically and mentally fit.

4.6 Must resign from any elected position in any accredited club or

organization before filing his/her candidacy and must show proof

of resignation.

Section 5. An election will only be held before the school year of the two-year term

ends

Section 6. All officers of the TESO shall be elected by all education students of the

campus.

Section 7. The program representatives shall only be elected by the students of

their respective programs.

Section 8. The officers shall serve for two school years and shall continue to serve

until their successor shall been duly elected and inducted into office.

Section 9. In cases where the incumbent officers of the Executive Positions are

having their Internship, they shall appoint anyone within the

organization to become their Acting officers for their remaining term of

office.

Section 10. The Acting officers shall be composed of Acting President, Acting Vice-

President, Acting Secretary, Acting Assistant Secretary, Acting Treasurer,

Acting Assistant Treasurer, Acting Auditor, Acting Public Information

Officer, Acting Business Manager, Acting Peace Officer.

Section 11. In cases where the incumbent officers of the Executive Positions are

graduating, the appointees in Section 8 shall succeed their respective

positions, and shall exercise their functions and duties for the remaining

term of office of their predecessors.

ARTICLE VIII

of the Teacher Education

Student Organization Officers

Section 1. It shall be the main duty of the Teacher Education Student Organization

to plan, proposed and implement projects /activities that shall benefit

the entire Education student population.

1.1 Elected officers must have project before their term ends. If the

officers do not have a project after their term ends will be hold

in the registrar and cannot enrolled for the next year.

Section 2. The President shall be the chief executive officer of the TESO and 302 representative of education students. It shall be his/her duty to:

2.1 Head of the Teacher Education Student Organization;

2.2 Preside as the chairman of all bilateral meetings of the Teacher

Education Student Organization and/or may designate another

officer to preside for a specific meeting;

2.3 Enforce the Constitution and By-Laws, and other regulations that

may be promulgated;

2.4 Sign all resolutions, official minutes, project and program

proposals, communications, and pertinent papers of the Teacher

Education Student Organization;

2.5 Serve as ex-officio member of all executive committees;

2.6 Create ad hoc committees and appoint the chairman and

members thereof as the need arises; and

2.7 Perform other functions and duties inherent and incidental to

his/her office.

Section 3. The Vice-President shall have the following functions and duties: 319

3.1 Assist the President in all matters where his/her assistance is

required;

3.2 Assume the function of the President should the office became

vacant;

3.3 Head the Committees on Appointments;

Supervise members in planning and arranging meetings, or

programs of activities;

Conceptualize programs, projects and plan activities;

Be in charge of the external and internal affairs of the TESO; and

Perform other duties assigned by the TESO.

Section 4. The Secretary shall have the following functions and duties: 331

4.2 Keep a file of all pertinent papers and documents of the TESO 334 and make them accessible to the student body;

4.3 Provide immediate documentations and reports for every

implemented project;

4.4 Call and prepare all notices of the TESO; and

4.5 Perform other duties assigned by the TESO.

Section 5. The Assistant Secretary shall have the following functions and duties:

5.1 Keep the accurate records of all the minutes of the meetings and

document proceedings in every meeting;

5.2 Represent the Secretariat position should the Secretary is absent

in a meeting;

5.3 Assist the Secretary;

5.4 Perform other duties assigned by the TESO.

Section 6. The Treasurer shall have the following functions and duties:

6.1 Collect all the necessary fees and dues other than membership

and to issue receipt and to deposit all the collection to the

depository bank.

6.2 Pay all authorized expenses under the TESO;

6.3 Serve as the disbursing officer of the TESO;

6.4 Sign all financial statements and reports;

6.5 Withdraw funds to be utilized for every student activity provided

by the resolution to withdraw;

6.6 Keep all financial records of the TESO and be the one responsible

for any information related to the student activity fund;

6.7 Prepare accurate and transparent financial reports every month,

after every activity, and at the end of the term;

6.8 Serve as Committee Head on Finance for the purpose of

considering budgetary and financial matters of the TESO;

6.9 Conduct an inventory of all TESO property and submit a report,

in writing, of its condition and state; and

6.10 Assist the President in the preparation of the annual budget.

6.11 Perform other duties assigned by the TESO.

Section 7. The Assistant Treasurer shall have the following functions and duties:

7.1 Assist the Treasurer in the collection of fees and dues of the 371 students;

7.2 Assist the Treasurer in withdrawal of funds for the student

activity;

7.3 Sign all budgetary and financial reports along with the Auditor

and Treasurer;

7.4 Represent the Finance office should the Treasurer is absent in a

meeting; and

Perform other duties assigned by the TESO.

Section 8. The Auditor shall have the following functions and duties:

8.1 Examine and verify the Treasurer's financial report documents

with just and fair auditing to ensure effective management of

the organization's assets and resources;

Audit all expenditures of the TESO funds;

Keep and update the inventory of the TESO property;

Assist the Treasurer and Assistant Treasurer in withdrawing the

fund; and

Section 9. The Business Manager shall have the following functions and duties:

9.1 Manage the affairs of the organization within the scoop of the

power of the President.

9.2 Head the Marketing Committee for every TESO program, and

activity;

Purchase all necessary materials of every student activity

indicated in the budget outlay;

Supervise and Head every TESO business such as Income

Generating Projects; and

Perform other duties assigned by the TESO.

Section 10. The Public Information Officer shall have the following functions and

duties:

Act as a liaison officer of the organization,

Cause the publication of the organization and its activities in the

school paper, TESO Official Facebook Page, TESO Bulleting Board

or any other media approved by the President and Adviser;

Head the Publicity Committee of the organization for every

program or activity; and

Perform other duties assigned by the TESO.

Section 11. The Peace Officer shall have the following functions and duties: 412

Act as the law-making body and shall assist the President in

maintaining the peace and order in the organization; and

Perform other duties assigned by the TESO.

Section 12. The Representative shall have the following functions and duties: 417

Represent the program in every meeting;

Act as the Program Heads of their respective programs; and

Perform other duties assigned by the TESO.

Section 13 The Board of Directors (BODs) shall have the following functions and

duties:

13.1 Serve as the representatives of their class.

13.2 Disseminate the information to their respective class.

13.3 Serve as the committees of different areas of needs assigned by

the President; and

13.3 Perform other duties assigned by the TESO.

Section 14. The Acting Officers appointed by their respective Major Executive

Officers shall have the following duties:

14.1 Serve as the representatives of their respective Major Executive

officers in every meeting;

14.2 Function and exercise the same duties as their respective Major

Executive officers but major decisions shall be consulted first to

the Major Executive officers; and

14.3 Represent the Teacher Education Student Organization

accordingly.

14.4 Serve as the Executive officers they are acting upon after the

graduation of the previous Executive officers.

14.5 Observe and function wholly the duties and responsibilities of

their respective positions.

ARTICLE IX

The Organization Adviser

Section 1 The Adviser appointed by the Body, shall guide and advise the officers

in performing their duties and responsibilities;

Section 2. The TESO Adviser shall monitor all activities and meetings of the TESO

at all times; and

Section 3. The elected officers should have 1 (more than 1) projects before their

term ends.

3.1 Should the elected officers does not have a project before their

term ends, the adviser will not sign their clearance.

ARTICLE X

Composition of Homeroom Class Officers

Section 1. There shall be homeroom class officers in every section composed of

officers parallel to the organizational structure of the TESO;

Section 2. The Homeroom class officers shall be composed of the President, Vice-

President, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer,

Auditor, Public Information Officer, (2) Business Managers, and Peace

Officer;

Section 3. The Homeroom President and Vice-President shall be the Board of

Directors who shall exercise their functions mentioned in the Article VIII

Section 13.

Section 4. The homeroom class officers shall be responsible in implementing

programs and projects of each class; and

Section 5. The homeroom class officers shall assist the TESO in implementing

programs and projects of each class.

ARTICLE XI

Commission on Student Elections

Section 1. There shall be an independent commission on the Student Elections

which shall have the exclusive charge of the enforcement and

administration of all policies relative to the conduct of elections and

shall exercise all such related functions which may be conferred upon

by its own TESO Election Code.

Section 2. The election shall be under the supervision of the Elected Chairman of

the Commission on Election in coordination with the TESO Adviser.

Section 3. The COMSELEC shall be composed of a Chairman, Vice Chairman,

Secretary and Committee Chairpersons of Screening, Finance, Publicity

and Canvassing.

Section 4. Student volunteers who are willing to work for the COMSELEC and who

have successfully met the qualifications stated in the COMSELEC

Election Code shall comprise the core group of the COMSELEC provided

that there shall be a representative per course to the COMSELEC.

Section 5. The COMSELEC shall register and accredit student's non-

political/political parties' members who will run for election, prohibit all

forms of election frauds and malpractice and conduct the election of

officers of the TESO.

Section 6. The COMSELEC shall report to the office of Education Chairperson in any

election malpractice.

Section 7. The COMSELEC shall sit on hearings and preside on election cases. All

election cases shall be decided within 3 days from the date of their

submission for decision.

Section 8. Unless otherwise fixed by the Commission on the Special cases, the

election period shall commence 7 days before the day of the election

and shall end 7 days after.

Section 9. The COMSELEC shall solicit technical assistance from the advisers and

Program Chairpersons.

Section 10. The COMSELEC shall submit the election returns to the Adviser and

Program Chairpersons.

Section 11. The regular election of the officers of the TESO shall be held first week

of May and every two (2) years thereafter.

Section 12. The counting of ballots must be conducted by COMSELEC with the

presence of two (2) representatives from each party.

Section 13. The officers duly elected shall assume office after they have taken their

oath of office.

ARTICLE XII

Attendance in Meetings, Programs, and Activities

Section 1. Attendance in programs, activities, workshops, symposia, forums shall

be compulsory to all education students.

Section 2. Members of the organization will be issued a Teacher Education

Students Attendance (TESAAF) along with a control number.

2.1 The TESAAF will be signed only by the Attendance Committees;

2.2 TESAAF shall be kept properly;

2.3 Shall the student lose his/ her TESAAF, he/she must pay fifty (50)

pesos to the Treasurer for the renewal;

2.4 Students who have worn and torn TESAAF are encouraged to

return them to the TESO Office for free renewal; and

2.5 Officers shall have a different TESAAF and shall only be signed

by the President.

Section 3. The TESAAF will be checked during the signing of clearance, and during

enrollment period.

Section 4 Absentees shall pay 10 pesos for every absent and shall render two (2)

hours community service for every absence.

Section 5. Late comers shall pay 5 pesos for every tardiness and shall render two

(2) hours community service for every tardiness.

Section 6. Collected penalties will be contributed/used in tangible and concrete

projects.

Section 7. Students who have only valid reason will be excused provided that the

person has sent a medical certificate as proof.

7.1 Excused students must still pay the fees/payments for the

program/activity.

Section 8. Disciplinary Measures for the Officers

8.1. Unexcused late for 15 minutes (every meeting)

8.1.1 First Offense: Warning

8.1.2 Second Offense: Promissory Note (noted by President

and Adviser)

8.1.3 Third Offense: Equivalent to one absent

8.2. Unexcused Absences (meeting and TESO activities)

8.2.1 Absent officers shall pay twenty (20) pesos for every

absence and shall render four (4) hours community

service for every absence.

8.2.2 Three consecutive absences shall be ground for

impeachment.

Section 9. The Program Representatives of each year and the BODs of the

respective classrooms shall provide evaluation form after the

program/activities.

9.1 Each student will be given a form to be filled by their comments,

feedbacks and suggestions.

5.1.1 This will help in assessing the performance of the TESO.

improvement

9.2 The BOD’s will provide received forms to be signed by the

students for every information, letters and list of payments. This

will serve as a proof that they have received, informed and heard

the information correctly.

ARTICLE XIII

Section 1. The officers shall hold meeting every First Friday of the month.

Section 2. Special meeting may be called by the President with the approval of the

adviser.

Section 3. Attendance of all officers shall be compulsory.

Section 4. Officers who are absent without valid reason shall receive the penalties

stated in Article XII, Section 8.

Section 5. Majority of the TESO officers (50%+1) shall constitute a quorum.

Section 6. Each member of TESO is entitled to only one vote.

Section 7. If the votes end in a draw, the TESO President or Acting Chair of the

meeting shall cast the vote to break the tie.

Section 8. No proxy shall be allowed when voting.

Section 9. The Treasurer, Assistant Treasurer, Program Representatives and the

BODs of the respective classrooms shall meet the education students at

the end of the month regarding the Funds and Expenses of the TESO.

ARTICLE XIV

Dissemination of Information

Section 1. Programs and activities information

1.1. The BODs and Representative for each year shall be the one who

will disseminate the information.

1.2. The BODs and Representative for each year shall provide an

attendance sheet to ensure that every student have heard the

information.

1.3. Whenever there are students who are absent during the

announcement of information in their class, he/she must be

inform by the BODs of the class and he/she must sign the

attendance sheet. He/ she shall put the date beside his/her

signature he/she had informed.

Section 2. The information must be posted one week before the activity in the TESO

bulletin board.

Section 3. The information must be signed by the Dean, Program Chairpersons,

Adviser and TESO President

ARTICLE XV

Section 1. The funds of the Teacher Education Student Organization shall be

derived from the TESO Funds duty collected every semester from the

students and deposited in a bank as the Student Trust Fund.

Section 2. The Student Trust Fund shall have the name Teacher Education Student

Organization with the President, Treasurer, and the adviser of the TESO

as the bank depositors.

Section 3. The TESO shall conduct a budget hearing every year. No amount of

money will be spent or withdrawn from the Trust Fund if is not within

ten approved budgetary allocations oh the TESO.

Section 4. Semestral Finance Report shall be prepared by the Treasurer, Assistant

Treasurer and Auditor The same semestral report shall be posted at the

TESO bulletin board in the campus for the information of all education

students.

5.1.1

5.2.1 Serve as fund for the TESO Major and annual projects of

the organization; and

Serve as contingency fund of the organization.

5.3.1 Fees collected from the students every activity to defray

the expenses.

All collections must be deposited in the depository bank under

the name of the organization with the TESO President, the

Treasurer, the Auditor, and the adviser as joint signatories; and

6.2 Withdrawal must be made only upon the approval by two-thirds

(2/3) of the officers of the TESO supported by the resolution

attested by the President, Treasurer, Auditor and duly approved

by the adviser.

7.1 All payments for expenses made and stated in the financial

report has the approval of the two-thirds (2/3) of the TESO

officers.

Funds shall be disbursed by the Treasurer once the previous

financial report has been cleared.

8.1 The Treasurer, Assistant Treasurer, BODs and Representative of

each year shall be the one who will explain and disseminate the

information.

8.2. The officers mentioned above shall provide an attendance sheet

to ensure that every student heard the information.

8.3. Whenever there are students who are absent during the

The monthly expenses must be posted in the TESO bulletin board

ARTICLE XVI

Impeachment/Removal from the Office

1.1. In cases where a permanent vacancy in the office of the

President occurs by reason of resignation, removal or suspension,

the Vice-President shall automatically assume the office.

1.1.1 In cases where the President and Vice-President had

already appointed their Acting President and Acting Vice

President, Special election for the vacant position shall

be undertaken.

1.1.2 Should either of the two win the special election, the

other shall remain in his/her Acting position until the end

of his/her term.

1.2. In cases where a temporary vacancy in the office of the President

of the TESO occurs due to absence (sick or vacation), attendance

to seminars, conferences, symposia, internship, the Vice-

President shall automatically assume the office until such time

that the President has returned from his leave of absence.

1.2.1 The President shall only appoint Acting President when

he/she and the Vice President are both enrolling for

Internship.

1.3. In cases where a temporary vacancy in the office of the President

and Vice-President of the TESO occurs due to reasons stated in

the Section 1.2 of the same Article, then the President shall

before go on a leave of absence must appoint one of the officers

to be the Acting President. However, the Officer-in-charge shall

make no major decision without the general assembly.

Section 2. Resignation

2.1. Any officer may resign in writing at any time and such

resignation shall take effect upon the approval of two-thirds

(2/3) votes of the officers in favour thereof.

2.2. Officers are only allowed to resign if there is/are valid reason/s.

Section 3. Impeachment (applicable for President) or Removal from the Office

3.1 Any officer is subjected to impeachment/removal from office at

any time with two-thirds (2/3) votes of the officers in favour

thereof.

Article XVII

Section 1. This Constitution and By-Laws may be amended or modified in full or

in part once every 2 years

Section 2. The TESO constitution and By-Laws may be amended only by an

affirmative vote of 2/3 of all the members of the Teacher Education

Student Organization provided that the proposed amendments must

have been presented in writing during the previous meeting of the TESO

and copies thereof sent to all TESO members or posted at the bulletin

boards at least ten (10) days prior to its consideration.

Section 3. Any amendments(s) and revision(s) to this Constitution shall be valid

when approved by the Teacher Education Student Organization Officers

of CHMSU-Binalbagan.

ARTICLE XVIII

Section 1. The Constitution shall take effect immediately upon ratification by a

majority of the whole Teacher Education Students Organization of

CHMSU-Binalbagan.

A RESOLUTION RATIFYING THE TEACHER EDUCATION STUDENT ORGANIZATION CONSTITUTION AND BY-LAWS

WHEREAS, the Teacher Education Student Organization (TESO) was established to provide a platform for teacher education students to engage in activities that will enhance their personal and professional growth in academics, literature, and sports;

WHEREAS, the TESO Constitution and By-Laws were drafted to provide a legal framework for the organization’s operation and to ensure that the organization’s objectives are achieved;

WHEREAS, the TESO Constitution and By-Laws have been reviewed and approved by the organization officers and advisers, and necessary amendments have been made to ensure that they conform to the laws of the land and the university’s policies and regulations;

WHEREAS, the TESO Constitution and By-Laws have been made available to all teacher education students for review and feedback;

WHEREAS, the TESO Constitution and By-Laws have received overwhelming support from the teacher education students, and no objections or reservations were raised during the review and feedback process;

WHEREAS, the TESO Constitution and By-Laws will provide a clear framework for the organization’s operations and ensure that all members adhere to the set rules and regulations;

WHEREAS, the ratification of the TESO Constitution and By-Laws will give legal recognition to the organization and enhance its credibility, rights and welfare of students, and equality within the university and beyond;

THEREFORE, BE IT RESOLVED, that the TESO Constitution and By-Laws be ratified and adopted as the legal framework for the organization’s operations;

BE IT FURTHER RESOLVED, that all teacher education students be made aware of the TESO Constitution and By-Laws and that they abide by the set rules and regulations;

BE IT FURTHER RESOLVED, that any amendments or modifications to the TESO Constitution and By-Laws be made in accordance with the provisions outlined in the same Constitution;

BE IT FURTHER RESOLVED, that this resolution be communicated to all teacher education students and the university administration, and be notarized by legal attorney for legitimacy and legality.
