This briefing for iwi provides an overview of Te Wai Māori’s work against the 2021/22 Annual Plan and covers the period 1/4/22 - 30/6/2022.

EXECUTIVE SUMMARY

This is Te Wai Māori’s quarter three (Q3) report to iwi against the 2021/22 Annual Plan and covers the period 1 April to 30 June 2022. As with our previous quarterly reports, this report has been developed to give regular insight into the work the Trust undertakes on behalf of Mandated Iwi Organisations.

Tēnā koutou katoa, We are pleased to present to you our quarter report for the third quarter of the 2021/22 financial year.

This year’s work programme supports the strategic priorities and long-term outcomes detailed in the Trust’s annual plan.These include: •

Enhancing the health and wellbeing of indigenous fisheries and their habitat.

Enhancing the recognition and status of indigenous species.

•

Providing better opportunities for the participation of iwi and hapū in resource management decision making processes as they relate to freshwater fisheries and habitat.

•

Promoting and sharing indigenous fisheries expertise, knowledge and understanding.

•

Increasing the quality and range of information to iwi and hapū on freshwater fisheries and habitat.

•

Supporting iwi and hapū capacity and capability in freshwater fisheries.

The annual plan will see the Trust continue to support the Freshwater Iwi Leaders Group in responding to Government’s ongoing resource management reform and freshwater review processes, support freshwater species work programmes and initiatives, targeted freshwater fisheries research, and continue to support iwi and hapū through the Wai Ora and Tiaki Wai funds.

Te Mana o Te WaI Whakapapa Kaitiakitanga

Wai Māori around th Taonga Wai Māori Mapping Project Environs Te Uri o Hau About the project Environs Holdings Ltd the environmental subsidiary of the Te Uri o Hau Settlement Trust were awarded funding through the Trust’s Tiaki Wai fund. The project will draw on mātauranga and see the distribution of taonga freshwater species within the Te Uri o Hau rohe collated and mapped. A gap analysis was undertaken highlighting areas (awa and tributaries) within the rohe where more inquiry is required through species distribution surveys. The project will also help to inform how Te Mana o te Wai will be implemented within the rohe.

Progress to date • Data from various sources relating to past and current taonga freshwater species distributions within the Te Uri o Hau rohe have been mapped on GIS. This has included data from the New Zealand Freshwater Fish Database, īnanga spawning data and data from previous taonga species surveys.

Mātauranga from kaitiaki of past taonga freshwater species distributions within the rohe have been mapped on GIS.

A hui was hosted at the end of the project with Te Uri o Hau kaitiaki to discuss findings and future mahi that can be informed from the project.

Mapped data is being utilised in other projects led by Environs Holdings Ltd including the Jobs for Nature funded Ngā Māunga Tapu project.

•Data from this project is informing the selection of sites for water quality and taonga species monitoring in the Te Uri o Hau rohe led by kaitiaki. Kaitiaki from Te Uri o Hau will begin training for monitoring using the SHMAK kit at the end of August 2022.

The Mangeroa Gully Restoration Te Ani Waata Whānau Trust About the project The Mangeroa Gully Restoration is a bold 30-year plan to create the first green corridor from Maungatautari Sanctuary Mountain to the Waikato River. The strategy gives Ngāti Koroki Kahukura whānau and the local community opportunities to restore the Mangeroa Gully and participate in activities to create a thriving ecosystem for our wildlife, hapū, iwi, and local communities.

The project team is made up of three boisterous gals forever changing the landscape of home, one plant at a time! This transformation has our people at the centre and a key outcome within the project is reconnecting whānau to the whenua.

The project has a strong research component that involves collating kōrero and historical texts on the significance of the gully including historical and tikanga based practices within the gully area. The research will create opportunities to build a Mātauranga Māori approach to the management of the stream and other whānau based projects.

Kaumātua and tohunga will be at the forefront in providing knowledge.

The project will ultimately see 8.4 ha of land retired and replanted, protecting and enhancing 1.1 km of stream/riparian environment surrounding Maungatautari Maunga.

Progress to date •

80,075 native rākau funded by multiple funders across the country

12,475 native rākau planted along the first of six blocks

Cultural Heritage and Archaeological assessment of the various blocks involved in this stage of the Mangeroa Gully completed

•

First completed video interviews of Kaumātua highlighting historical traditions of the gully and surrounding area

•

Translation of historical texts and cultural research underway

•

Two wānanga held to reconnect whānau to the whenua, with a third set to take place to connect whanau and the local community in a community planting day held 10th July 2022

Support provided to the marae to help restore their area of the gully

•

New connections made with local schools and communities to undertake planting days involving tamariki and whānau

Enhance the health and wellbeing of indigenous fisheries and their habitat

Freshwater species specific research The Trust continues to engage with Cawthron Institute on a multi-year research programme looking at understanding how freshwater fish (including introduced/pest species) are valued across Aotearoa and how fish, their ecosystems, and our relationships with them might change into the future. This quarter hui were held with Fish and Game and the Department of Conservation to begin establishing the foundation of a working relationship to progress the policy components of the research.

Planning is underway for a wānanga with the research team at the Cawthron headquarters in Nelson in July.

Enhance the recognition and status of indigenous species

Te Mana o Ngā Tuna Staff met with the Chair and Deputy-Chair of Te Mana o Ngā Tuna to determine the best way discuss potential projects the rōpū could seek to progress in order to enhance the status of tuna.

Staff also have met to tease out the Spinoff article opportunity.

Staff have approached Ben Potaka, Charlie Bluett and Erina Watene-Rawiri to be interviewed and lead the crafting of this story.

The article will provide an opportunity to highlight our taonga species and the anthropogenic pressures it faces which impacts on the resilience of the species to navigate the impacts of climate change.

National strategy for longfin tuna Feedback was provided by members on the draft National Strategy for longfin tuna which is to be presented to MPI’s Fisheries Management Forums in June.

Providing better opportunities for the participation of Iwi and hapū in resource management decision making processes as they relate to freshwater fisheries and habitat

Resource Management Reform Te Wai Māori continue to work with Freshwater Iwi Leaders Group and their technicians engaging with Crown officials on freshwater rights and interests, implementation, and resource management reform.

Promote and share indigenous fisheries expertise, knowledge and understanding

Māori Freshwater Fisheries Conference 2022 Preparations continue for the Māori Freshwater Fisheries conference. The Trust has engaged Manaaki Management to event manage the conference who are progressing arrangements supported by staff. Supporting Iwi and hapū capacity and capability in freshwater fisheries

Wai Ora Fund This quarter the Trust is working with five Wai Ora funding recipients to complete their project milestones for FY21/22.

Muriwhenua Kaitiaki, Te Rūnanga o Ngāti Kea Ngāti Tuara Trust, Te Ani Waata Whānau Trust, Te Maru o Kaituna River Authority and Te Rākatō Marae Trust have all successfully, through this past quarter, developed either monitoring or programme plans, held kānohi ki te kānohi hui, and held successful community planting days.

Due to delays caused by Covid-19 over the past two years four out the five recipients will continue with their projects throughout this year and next.

Tiaki Wai Fund The Trust has been working with five Tiaki Wai funding recipients to complete their project milestones for FY21/22.

Two projects have been completed, Environs Te Uri o Hau and Te Rūnanga o Ngā Wairiki Ngāti Apa, both projects were successful in working with whānau to develop monitoring plans and collate or map historical data.

Ngāti Apa ki te Rā Tō held a successful monitoring and harvest and are waiting on scientific data, while Te Rūnanga o Ngāti Mutunga and Te Aitanga o Ngā Uri o Wharekauri are working towards their end milestones.

Keep iwi informed on the work of the Trust and issues pertaining to freshwater and freshwater fisheries, deliver accountability from the Trust to iwi.

•

Key comms this period: This quarter, the content of our communication has focussed on promoting our Wai Ora funding round, Matariki, and our upcoming Māori Freshwater Fisheries Conference. These comms have included social media advertising, pānui, and website updates.

Promote the work of the Trust and our stakeholders and educate our audience freshwater fisheries and their habitat •

He Reo He Whakamana: During this quarter, the Trusts’ tuna resources page, ‘He Reo Whakamana’ received 98 unique visitors in the second quarter with 15 recorded downloads of resources. Further promotion of these resources is scheduled for this fiscal year.

•

Social media: Progress towards the second article with the Spinoff is now underway and will focus on the climate pressures impacting our tuna. The article will feature kōrero from members of Te Mana o Te Tuna, including Ben Pōtaka and Erina Wātene-Rawiri.

Grow brand awareness, increase engagement, and strengthen the relationship between the Trust, iwi, and freshwater fisheries •

Website: This quarter, the Trust’s website received 1,194 web sessions, of which 89.5% were new users.

During this period, we also saw a slight increase in its downloads of resources, reports and materials and video views with 207 downloads of documents (e.g., tuna resources) and a spiked increase on video views (tuna documentaries) at 407.

•

Social media: The Trust increased its following on social media with 200 new followers gained in the second quarter, bringing our total social media following to 3,029. During the period, the Trust received a jump in engagements totalling 735 (+500), which can be attributed to an increase in social media posting and paid advertising.

•

Pānui This quarter, the Trust has sent four pānui to iwi including updates on quarter reports and annual plans, promotion of the Wai Ora Fund, and registering interest for the Māori Freshwater Fisheries Conference. These pānui were sent to our iwi database of MIOs, RIOs, and other Te Wai Māori contacts. We are now growing our database further with hapū and marae contacts that have registered interest to apply for the Wai Ora fund and attend the conference.

The tables above compare actual costs against the original budget.

•

Delays on indigenous freshwater species and targeted research projects have caused underspend in these programs. Covid-19 effects early in the financial year are still being worked through, with some deliverables likely to extend into next year.

•

There was minimal spend on the Māori Freshwater Fisheries Conference in quarter three due to it being postponed until quarter four.

•

Varying timing in the completion of Wai Ora and Tiaki Wai project milestones have also caused permanent savings. Staff continue to keep in contact with applicants with a significant portion forecast to be permanently underspent at year end.

•

Governance cost are below budget due to director training and travel costs being budgeted but not yet utilised. Plans are in place to utilize more of these funds in quarter four.

•

Human Resources were favourable to budget in the quarter and year to date due to unspent consultancy budget.

•

Operations materially align with budget.
