Defence and Security TECNALIA is a multi-sector industrial innovation centre with over 1,500 researchers and 50 years' experience. TECNALIA accesses Defence & Security sectors with the dual aim of: introducing technological innovation from other sectors to defence and exploiting defence assets in multi-sector applications. This approach to the sector as a transfer agent aims to help suppliers as well as defence institutions and centres to generate business and diversify products and markets. At the same time our skills as technology suppliers will enable them to innovate products and processes.

AREAS OF EXPERTISE Platforms

Simulation & Training

This area focuses its activity on technology development for air, land and sea platforms and related information and communication systems. The team has developed tactical airborne platforms for sea and coastal surveillance UAV (FULMAR), automatic adaptation and guidance for land vehicles UGV (LIRON PLATINO) and offshore platforms UUV (RAMSES). Augmented vision and image processing systems have also been developed as well as components for satellite communications in vehicles such as antennas or inertial platforms. Novel light armour materials based on composite-ceramic multi-layers have been specifically developed for defence and security platforms. In on-board avionics the team has a critical SW development methodology enabling certification and reuse.

This activity is focused on developing simulations for training and decision-making support in operational actions. We develop low-cost simulators for air and sea scenarios as well as ground deployments based on operation planning with intelligent agents and exploratory techniques. We have 3D planners for troop deployment as well as simulation tools which can be used in emergency scenario management. We analyse future scenario foresight for the Strategic Research Institute of the Ministry of Defence.

Personal Equipment This area focuses its activity on offering technological solutions for fighters and first responders in crisis-emergency situations. In particular, our product lines are as follows: • Portable chemical and biological sensors and filters. • New materials for personal protection such as CB4-CERPRO ceramics validated at STANAG level IV. • Radio terminals and mobile inhibitors. • Assistive robotics. Exoskeleton. 4

Infrastructure The area includes TECNALIA skills and products to protect critical infrastructures as well as industrial security driven technologies. We develop fire risk infrastructure simulators, fire propagation models, airborne and water-borne chemical propagation models, research on building resilience to earthquakes and/or explosions. These models are supplemented by monitoring devices and evacuation simulators. We also develop technologies for Access Control: biometrics, fingerprint and iris identification and digital identity assurance systems. Moreover, counter-measure systems such as explosionproof plates and robust systems against cyber-attacks which are applicable to industrial security at Scada level are addressed. This area also includes the development of innovation models for public and private security operators.

Protection system against biological threats or gas chemical substances. This device can be manufactured in three formats:

• Functionalised polymer nanofibres based on electrostatic materials in the case of the dosimeter for biological hazard collection. • Carbon nanofibres for filter manufacturing in breathing protection systems. • Luminescent nanofibres for biological hazard or gas chemical substance identification when the device must comply with sensor functions as well as the Dosimeter functions. • Dosimeter to capture biological threats to which the fighter is exposed. • Mask cartridge filter for breathing protection equipment. WBNG is a portable high-power wideband noise generator for mobile GSM DCS and UMTS bands from 900 MHz to 2.12 GHz. With capacity to work simultaneously in the three bands. The signal is concentrated in a 75º angle cone with an output power of 25 w to 35 w depending on work frequency.

Ceramic boron carbide materials for personal-armour protections. Development and manufacture of light ceramic components of extreme hardness in different B4C materials for application to ballistic protection systems using an economic, versatile, high productivity process based on (1) specific formulations and (2) adapted pressure-free sintering process.

The WBNG can be mounted on a portable container of about 25 kg including the battery and all components required for operation. The standard battery provides 3 hours of continuous work at full 85w power. It can be connected to the mains with a special adapter supplied. The WBNG presents good linearity and no interference outside mobile bands.

This simulator can emulate countless exercises by changing the most common parameters of any target practice exercise: target distance, number of shots, time limits, lighting conditions, etc. In the same way, different types of targets and silhouettes can be selected as well as time visibility.

WEB SNOOPING is a social network analyser based on Twitter, enabling comprehensive analysis of information related to a specific tweet or user. This analysis facilitates analysis of factors such as user location as well as network of followers and subscribers associated to it based on a tweet.

The main aim of the Target Practice Simulator for Individual Weapons (SIPAI) is to train personnel in the basic shooting instruction, enabling weapon training.

This is a search tool applicable for security purposes. Implementation Requirements / Software requirements.

Due to its design, this sensor system can be mounted on a wide range of models, from rifles to pistols. HADA is an Anti-aircraft Deployment Analysis Tool. Its graphic interface enables configuration of simulation scenarios including the necessary components to analyse a deployment (vital point, shooting units, enemy incursions, etc.).

Software requirements.

Its aim is to develop a field artillery firing planner to be integrated in a military operation command and control system. Based on agent-oriented modular architecture.

In addition, obstacles to reduce visibility of shooting units can be added. Configuration capacity is very high and the characteristics of any component can be modified. Once the scenario is set up, HADA enables aircraft combat simulation achieving as a result the number of aircraft to reach the vital point. Also, the sequence of actions carried out by each individual element involved can be analysed.

ANCONTRA is a system aimed at assessing the efficiency of vehicle evacuation from different crossroads or roundabouts in a given area.

The purpose of ENAMIA is to provide a technological platform which can be used by instructors as a standard teaching guide and also by students to consolidate their knowledge.

Facilitates graphic emulation of each situation configured before previous works are carried out on the road or changes are made to traffic light behaviour patterns. REVIDES: VIRTUAL DEPLOYMENT RECOGNITION

Description / Most simulation systems require prior preparation of the 3D land models introduced. This particularity makes sharing them with other simulations systems more costly or almost non-viable. With REVIDES, an "on Flight" terrain model is generated, built and represented in real time from standard altimetry and texture data. This new focus facilitates reuse of the virtual environment in any simulation system.

The Emergency Simulator is a tool which helps strategy planning for medical care unit deployment in the event of a crisis. INNOSEC

Description / INNOSEC is a modular model for innovation management adaptable to the features of Security organizations provided with tools for evaluation and instructions for decision-making in order to implement it according to their capacities and needs. Technical Characteristics / INNOSEC is Security specific; simple and efficient to use; composed by easily understandable modules which can be ranked in preference by the organization; considering the current situation (as-is) and the desired (to-be) maturity level of innovativeness; technology independent and flexible regardless organization type, size and culture; and ready to be implemented with or without external support. INNOSEC is provided as a model handbook including questionnaires, suggested tools and recommendations for organizational preparedness, and a web-tool for the purpose of maturity assessment and module identification test.

INNOSEC is the result of a two-year European co-operation project coordinated by TECNALIA for the Security Programme in FP7. The project was performed by a selected team of research and technology centers leaders in technology innovation and technology transfer plus three Security organizations that tested the model and several associated Security organizations that contributed with experiences and insight.

INNOSEC is aimed at solving the structuring of the innovation process in Security organizations, be them public or private, national, regional or local, irrespective of the subsector or mission. Owing to its modularity, INNOSEC can be implemented on a department basis or in the whole organization.

INNOSEC enables Security organization to go beyond the simple procurement process, enhancing the ability to identify, assess, and text innovation, streamlining the process for ideation and implementation, and reinforcing cooperation with peer organizations and technology and service providers. All in all INNOSEC strengthen public-private dialogue for innovation access and absorption.

Among the organizations that have participated in refining the model are national and pan-European law enforcement agencies, civil protection bodies, medical emergency services, firefighters, critical infrastructures operators, local police, security consultancy firms, security directors, and training centers.

Description / TECNALIA offers an expert consultancy scheme for developing resilient and robust architectures in Medium and Low Voltage domains in terms of SECURITY. We have several success cases with important utilities defining secure and resilient architectures in the boundaries of MV and LV. As security experts in Smartgrids, TECNALIA aims to improve not only security conformance in Low domain level but also to pull for including security aspects beyond the last mile of the Smartgrids. This requires expertise in the connectivity areas within Medium Voltage/Low Voltage Transformer ranges and knowledge of different components and devices included within this zone, such as concentrator, analyzers, rooters, network protocols, RTU...
