Rainer W. Kaese Senior Manager, HDD Business Development, Toshiba Electronics Europe GmbH
Hard disk drives, or HDDs, are a well-established technology for storing data that have been around for a long time. They are known for being able to hold a lot of data and for being relatively inexpensive when you look at how much they can store. This makes them a good choice for securing data in many areas such as data centers, for video surveillance footage, in gaming, and for cloud computing.
After reviewing my prediction from last year, I see that the balance between storage capacity and manufacturing costs continues to unfold. The industry has recognized the necessity for HDDs that offer substantial storage without incurring high manufacturing costs. With this driving factor, Toshiba has redefined its mid to long-term development roadmap. It is clear that HDD storage capacity has to be ‘cheap’. Look at it this way: if you only add 4 terabytes (TB) of storage and the manufacturing costs double, it would be unrealistic. On the other hand, if you stay at 20TB and manufacture it for less, it may help the business somewhat, but it would not meet the industry demand for additional capacity.
Despite a temporary reprieve due to increased SSD prices in 2024 due to the soaring demand for AI-capable infrastructure, the long-term competitiveness of HDDs hinges on their ability to provide ever-increasing capacity while keeping costs down. The target, therefore, is to increase the capacity at a constant cost.
Awareness around recycling old HDDs continues to grow, particularly as large-scale decommissioning of the first roll-out of cloud infrastructure begins. Looking at what was installed in the second half of the last decade, a big wave of HDD material will come back for recycling, and the industry needs to decide what to do about it.
Previously, many types of HDDs were installed, and the industry was very fragmented regarding timings for when they were to be decommissioned. They were in many small batches and even single units. Currently, the industry has not experienced consequences in the value chain of the large-scale recycling setup. It comes as no big surprise because, over the last five to seven years, when they installed several thousands of the same types of HDDs, what is happening today is that data centers are decommissioning batches of several thousands of HDDs of the same type.
The physical weight of the cloud is tonnes of electronics with more than half of this from HDDs. However, HDDs are notably easier to recycle than other electronics because they only contain two or
three different metals. If you compare how batteries are recycled, for example, there is toxic waste and complex compounds of materials to deal with.
With the increased importance of working with proper recycling organizations or value chains, cloud service providers are preparing for a significant influx of HDD materials needing recycling. In the coming years, it is anticipated that the HDD vendors will become an integral part of the process.
Shingled magnetic recording (SMR) is a technique for writing data to an HDD whereby the data tracks partially overlap to increase the density and overall storage capacity per disk. This technology is poised for wider acceptance, allowing more data to be stored in the same physical space.
Up until recently, SMR has been a very niche technology that is only suitable for a few large data centers. CMR is like a 4.0-liter V8 engine with 300 horsepower and able to drive everywhere, whereas SMR technology is more like a 2.5-liter, 4-cylinder turbo engine. It is more compact and economical, but you may have some limitations in certain driving scenarios.
The cost of incorporating SMR technology and the inflexibility in terms of fast random writing workloads, did not justify the effort of attaining a small per cent increase in storage capacity. However, in the next generation of SMR-based HDDs, the storage capacity will go up by 25 per cent or more for ‘free’ and be more power efficient.
Toshiba’s announcement of the MG 11 series, featuring a 24TB CMR HDD and a 28TB SMR HDD, showcases the potential for increased capacity without additional power consumption. The industry is expected to pivot towards SMR technology for most homogenous workloads that write in large chunks, with optimized cache buffering absorbing short bursts of random writing, and CMR becoming a specialized option for Enterprise servers where you have different types of workloads.
AI’s requirement for extensive datasets for analysis, from automotive for autonomous driving, smart manufacturing, smart cities and other IoT-enabled industries, has led to a surge in storage demand at the Enterprise level.
In the 60’s and early 70’s, researchers had the algorithms but not enough compute power nor storage to do much with them. By the beginning of the 90’s, there was enough compute power, but not enough data and
storage was very expensive.
Today, with large-scale connected Enterprise storage and the cloud, the industry has access to enough data for the algorithms and GPU compute power. As AI relies on large-scale data analysis, the storage industry, including HDDs, is essential to support AI’s growth trajectory.
In the recent past, people had the perception that HDD storage is slow and can only be used for back-up. However, in the last two years, we have demonstrated in our European HDD laboratory how to combine multiple HDDs to test function and performance. If you have hundreds of HDDs in your large-scale storage system, you also have around a billion different configuration possibilities.
Remember the HDD is just one component, to make a storage system product you need several other components – the servers, software, cables, cards and more. In 2025, I foresee that close collaboration with our customers and these other components manufacturers will become an imperative.
The demand for HDDs in surveillance applications continues to surge, with an increasing number of digital video recorder manufacturers entering the market. From relatively cheap surveillance systems for private homes, to medium priced surveillance systems to expensive surveillance systems for large-scale infrastructures like smart cities.
The sequential nature of video surveillance data and the fact that it is over-written at some point in time, makes HDDs the uncontested choice at all levels for surveillance storage. All of these systems use some form of AI-enabled analytics, which means you need more data on hand, so people are storing more data for longer periods of time.
Depending on the scale of the surveillance system, the locally connected digital video recorder could require from 2TB of storage up to 10TB. Large-scale central video surveillance systems, which store data in server rooms or even data centers, are using more and more generic storage based on Enterprise-level HDDs.
In general, I am seeing increased storage capacity needs at all levels, and this trend will continue. And again, a part of the Toshiba HDD lab is dedicated to video surveillance applications to support this rapidly expanding ecosystem. Toshiba has already established an extensive partner network of software vendors, and digital video recorder and IP camera manufacturers.
Ongoing initiatives have been established to enhance
consumer understanding of data backup, yet awareness levels remain relatively low. Relying on cloud storage as a sole backup solution for your smartphone is inadvisable. It is prudent practice to perform regular backups using different methods.
At the very least, preserving a duplicate of one's data using an alternative technology is a sensible measure. This could be a combination of cloud services or a mix of cloud and external storage, such as a USB-connected portable hard drive like a Toshiba Canvio. It’s a small price to pay for peace of mind that your data is safe.
While wireless connectivity to an external hard drive has attracted some attention, it will not be a trend for 2025, primarily due to cost factors. Nevertheless, portable hard drives with a USB Type C connector will become more of an expected standard.
High-capacity Enterprise HDDs are becoming popular among gamers who need substantial local storage. These are not desktop or workstation HDDs, the growing trend of enthusiastic gamers incorporating enterprise-grade 16TB, 18TB or 20TB HDDs into their personal gaming PCs is noteworthy. This trend is also echoed by media professionals who are also putting in Enterprise-level HDDs in their post-production workstations.
The huge amount of data, whether it be for video games or 4K or 8K raw video, can be dozens of terabytes. They prefer to store it locally as it would take too long to transfer the data to and from the cloud.
Although these two diverse segments are fragmented, the storage requirements are the same. And if you read any of the online reviews on HDDs, where the articles cover all the specifications and details, there is always a huge ongoing discussion in the comments section – all the gamers and media professionals know all about Enterprise-level HDDs. The HDD industry did not expect this trend to happen, but it is.

Head of Cybersecurity, UAE Government
No single individual, organization, or country can tackle cybersecurity alone. It requires collective effort, as its impact touches everyone. Cybersecurity is a team sport, demanding collaboration from all stakeholders to address the pressing challenges.
Jim Rohn once famously said, “Without a sense of urgency, desire loses its value.” Resilience is key to surviving in today’s world full of emerging technologies and hot-button buzzwords. It is a race towards all that is good, towards cyber survivability, a race of the utmost urgency and importance. As such, cybersecurity and, in particular, cyber resiliency is more than just having an incident response plan or a computer security policy. It is about ensuring that your entire security posture can withstand a wide range of threats, which includes hybrid, blended attack vectors that can transcend time and space through the interplay of physical, cyber, and virtual planes that take apart traditional brick-and-mortar aspects of any organizations and cross-borders jurisdiction.
Hence, we need to design a more holistic security framework by integrating cyber and physical security measures, hardening critical systems, and creating cross-functional teams and multi-disciplinary teams that will involve team members not only from our own organization but also from other stakeholders in our ecosystem that can address risks from multiple angles. Indeed, designing an auto-adaptable, self-evolving security framework that will evolve alongside the volatile and rapidly evolving threat landscape will be crucial to maintaining cyber resiliency and, therefore, safeguarding the business in the new intelligent era. But, without a doubt, there’s an urgent need to prioritize building cyber resiliency above all other matters.
Leonardo Da Vinci said, “I have been impressed with the urgency of doing. Knowing is not enough. We must apply. Being willing is not enough. We must do.” To build resilience, having a lofty mission statement with an ambitious plan is definitely not enough; the efforts must be grounded in the practicality of getting our hands dirty and being able to paddle in and out of the mudflats regardless of how much the mud will engulf you.
1 shows our proposed RACE model as a simple four-part process to look at how organizations can build
1: The RACE model, a simple 4-part plan for building cyber resilience
cyber-resiliency with a feasible and actionable plan to achieve our objective of securing any organization by going back to basics. By going back to basics and doing them well, it will at least address 90% of the problems that most organizations are facing today. The solution needs not to be complex nor flamboyant; it just needs to be practical, and if one can cut through the levels of complexity and zero in on the crux of the problem and put in place basic security controls that are effective and efficient, it will lay the groundwork for success.
Borrowing the analogy of racing, would you be driving a race car that has a manual gearbox for full control and is tuned for the race track, or would you just take any car straight from the garage untuned for the conditions of the race track and relying on the car’s automatic gearbox to take care of the driving? Thus, it is clear that returning to basics and tuning your security measures for accuracy and precision is a much better bet than pouring huge investments into advanced systems and mechanics, building layers and layers of security
indiscriminately.
Being accurate and precise will enable us to build quantifiability into our cybersecurity program. Accuracy and precision are both ways to measure results. Accuracy measures how close results are to the true or known value, while precision, on the other hand, measures how close results are to one another or, in other words, how well our defenses are designed and executed. This is our motivation behind the development of the RACE model. The subsequent paragraph will describe each key component of the model in greater detail.
Firstly, resiliency in modern cybersecurity speaks to the capability to provide value for the customer. In simplistic terms, it is to provide robustness and survivability of the organization’s cyber footprint in the face of adversaries and threats, meet compliance needs for business
governance while excelling and providing a competitive advantage, using whatever security capabilities are based on established best practices, processes, and frameworks that achieve repeatable results. Figure 2 below summarizes what it takes to build cyber resilience and the value it brings to the table, taking into consideration the interplay between being compliance and building capabilities to support the resiliency of the entire information infrastructure that supports the business of an organization.
Next, awareness refers not only to imbuing a culture of cybersecurity among all the staff in an organization to the extent that basic cyber hygiene can be practiced but also to targeting the team focusing on delivery and maintaining ICT and security services within the organization so that they pay attention to cementing their core
competencies and fundamentals. Hereby, it is recommended that harnessing risks and hedging your bet against the barrage of threats based on a risk-based approach is the best way, given that resources on hand are always scarce, limited, and, to some extent, expensive. Given that is the case, we have identified five basic core fundamentals that every cybersecurity team in any organization needs to build up on their basics (and manage them well) based on common cybersecurity issues faced, as depicted in Figure 3. While it may seem simple, the devil is always in the details to ensure a job is done well.
One man, organization, or country cannot resolve cybersecurity issues alone. It takes an entire village to address cybersecurity issues as they affect everyone if anything goes awry. Cybersecurity is a team sport, and all the stakeholders within the ecosystem must contribute towards addressing the elephant in the room, as shown in Figure 4. We always find strength in numbers because “united we stand, divided we fall.” We see the Blackhat community is doing that exactly, and that is why they are always a step ahead of the good guys every time, thereby summarizing the urgency to Collaborate as a key differentiating measure.
Last but not least, we need to bring everything together to build or Engineer the process, putting the
cogwheels into their rightful places to drive the engine forward. We have identified five key fundamental security measures that, if done diligently, will be key to building an end-to-end resilient system and reducing network risks.
As shown in Figure 3, the five key fundamental security measures are 1) software integrity protection, 2) security configuration, 3) digital certification management, 4) vulnerability remediation, and 5) product lifecycle management. Take “Security configuration” as an example. To engineer and address the risk brought about by system misconfiguration, we need to break it down into its elements or identify its Work Breakdown Structure or WBS, which is a key step for
planning project tasks and allocating resources.
Figure 5 summarizes typical work done to break down “security configuration” into its WBS. While this figure does not depict the complete picture, it does show a deep dive into each piece of work. One should keep working on breaking it down until the project scope and all the tasks required to complete the project can be visualized in one snapshot.
In conclusion, we have distilled the entire RACE model in detail in this paper. Achieving RACE is key to building resiliency for any organization. The important thing to note is to keep it simple and go back to basics. Build an auto-evolving, adaptable security framework based

on the strategy that is designed to shape-shift alongside emerging blended, hybrid threats by leveraging on actionable intelligence, building resilience, and fostering collaboration so that individuals, organizations, and nations. Establishing public-private partnerships (PPP) with governmental entities and authorities enables public sector players, such as the UAE Cyber Security Council, to act as the fulcrum for coordinating and pooling resources and intelligence. This will enable our modern society to defend against today’s threat and safeguard one’s digital journey by addressing the challenges of tomorrow’s Age of Intelligence.
