It includes editorial from both MediWales and the Welsh Government, with a directory of all companies on the Welsh Government mission 2011. Medica is the world’s largest and leading global exhibition for the medical sector, and has been established for over 40 years. It runs alongside the leading international fair for medical manufacturing supplies, Compamed. Together, Medica and Compamed occupy all 19 halls of the Düsseldorf Exhibition Centre and organisers expect more than 600 exhibitors from over 60 countries. Medica covers the entire range of out-patient and in-patient healthcare, including: electrical medicine, medical devices, laboratory technology, diagnostics, physiotherapy, orthopaedic technology, medical supplies, (essential supplies and consumables)information and communication technology, textiles, medical furniture, furnishings, facility management, and building services. At the same time, Compamed addresses all aspects of supplies to the medical manufacturing sector: raw materials, components, parts, packaging, and services for use in medical device production.
The Welsh Government is a democratically elected body, which was established in May 1999. It has devolved powers and is responsible for developing and implementing policies in Wales on a broad range of economic issues, including economic development, education, the environment, agriculture, housing, roads and transport. This year’s Welsh delegates are supported by the Welsh Government to attend Medica. In spite of the economic situation, both MediWales and Welsh Government are confident this mission will benefit the delegates, ensuring networking opportunities to place Welsh life science companies firmly in the global spotlight once again. MediWales has been active for over 19 years and is the representative body for the life science sector in Wales. Supported by the Welsh Government, MediWales is owned by its members and led by directors drawn from senior industrialists and academics in Wales. MediWales generates a unique environment for networking, collaboration and communications between industry, academia and health service members. This is delivered through an active schedule of events and publications supported by the MediWales website and maintained via constant communication with stakeholders. Wales: open for business MediWales – the Welsh life science forum - works closely with Welsh Government departments for business and health, the NHS, academics and industry to ensure operations and policy in the Welsh life science sector reflect joined up, multidisciplinary thinking. By Jess Fisher, MediWales A devolved nation of approximately three million people, with an independent NHS and a thriving life science industry, Wales is aware of the opportunities being small offers. Frequently facilitated by MediWales, senior decision makers in academia, business and the NHS regularly meet to discuss how to better Welsh healthcare and the economy. The focus of discussions this year has progressed from realising better communications to realising tangible outputs. The resounding message is that Wales is open for business: with sub sector strengths in wound healing, diagnostics, assistive technology and clinical trials, this is the place to carry out your research and development (R&D). Since the Welsh Government restructured in summer 2010, 70% of all grants awarded have been to life science companies: companies understand that Wales not only offers a cost effective manufacturing base but houses the necessary skills, expertise and infrastructure to provide an excellent environment for research. Feedback from Advamed – the largest American health technology trade association – on the perception of Europe as a destination for R&D holds potential consequences for Wales. American companies’ experience infers that health technology trials and evaluations in Europe can be done
at half the time and cost, compared to in America. The design and patient recruitment for studies is viewed as simpler, with a free healthcare system naturally encouraging greater patient engagement. This knowledge provides Wales with an opportunity to attract clinical trials/ evaluations and commercialisation of medical technologies from outside Europe due to its unique size, networks and its devolved NHS.
Penn Pharma Penn is a leading provider of integrated pharmaceutical development, clinical trial supply and custom manufacturing services to the international healthcare industry. Offering specialised contract manufacture and Qualified Person release services, Penn are an excellent contract research organisation supplier. Penn manufactures to GMP (Good Manufacturing Practice) and is licensed by the UK’s MHRA (Medicines and Healthcare products Regulatory Agency) and is FDA (US Food and Drug Administration) inspected. The following section takes a brief look at just a few of the organisations that make Wales such an attractive location to carry out R&D: Cardiff University: Welsh Anaesthetic Institute (WAI) Working closely with medical devices manufacturers, the team of senior academics and consultant anaesthetists have an extensive portfolio including: developing patents; evaluating medical equipment using laboratory-based tests; user assessments and clinical trials; and expert consultancy. The international reputation and expertise of Dr Antony Wilkes, Research Director and CEN Consultant, cannot be underestimated. They boast a state of the art Clinical Research Facility with excellent collaborative support from NHS Research and Development. Open for business, the institute welcomes contact from those wishing to initiate studies.
Cedar is an NHS evaluation centre, providing information and recommendations on emerging health technologies, medical devices, diagnostic testing, healthcare interventions and NHS service configuration. Cedar has a successful history of evaluation for a succession of UK government funded NHS organisations. Cedar is part of the Cardiff and Vale University Health Board (UHB) and has recently won a major 3-year contract with the National Institute for Health and Clinical Excellence (NICE) working on their Evaluation Pathway for Medical Technologies. In addition to their work for NICE, Cedar is able to undertake bespoke work for organisations. Recent examples include work for the Medicines and Healthcare Products Regulatory Agency (MHRA), Department of Obstetrics and Gynaecology at Cardiff and Vale UHB and the medical device industry.

SMTL The Surgical Materials Testing Laboratory, part of the Welsh NHS, provides a range of testing and technical services to the NHS and the medical device industry worldwide, including: • Physical and Biological testing of disposable medical devices to National and International standards • Dressings testing and bandage testing • Biological and microbiological testing • Hosiery and glove testing • Environmental monitoring of cleanrooms (to ISO 14644-1 and GMP) • Surgical instrument evaluations (single use and reusable) • Test method development, R&D and incident investigation Cardiff University – Wound Healing Research Unit (WHRU) WHRU has three core activities: specialist clinical services, research, and education and training. Research includes conducting clinical trials; biological research (with a particular emphasis on microbiology and material science); physical measurement (the interface of medicine and engineering/electronics); and health services research (including health economics). The target markets include health professionals working with non-healing acute or chronic wounds and health care companies involved in specialist wound care. HIRU The Health Information Research Unit (HIRU) based at Swansea University established the Secure Anonymised Information Linkage (SAIL) project to link together the widest possible range of anonymised person-based data using the School of Medicine’s IBM supercomputer (Blue C).
Having successfully accomplished this, HIRU is expanding the databank, both in types of dataset and in geographical coverage, providing a valuable resource for health-related research and service development, whilst complying with the requirements of data protection legislation and confidentiality guidelines. eHealth Industries Innovation (ehi2) Centre ehi² provides businesses with opportunities to test, adapt, improve and evaluate ehealth products and services in a safe and reliable environment. It advises and assists companies and can facilitate access to clinicians, academic experts, NHS organisations, and national NHS IT and ICT programmes. It works with the NHS and other health systems to identify needs for new products and services. Institute of Life Science Phase 2 of the Institute of Life Science at Swansea University is a £30 million facility providing state-of-the-art clinical research facilities, and an imaging suite. This institute provides an environment to undertake world-class and internationally recognised research, proving an excellent location for highgrowth companies in the sector. These organisations, and others, are supported and represented through several
working groups created to influence the Welsh Government’s policies and agendas for Welsh healthcare. MediWales’s contribution is through our clinical access group that has evolved into the more broad Life Science Expert Advisory Group, bringing key representatives from academia, business and clinical settings (ABC) together, with invited guests from Government, to suggest improvements to the healthcare system. The Welsh Government’s National Institute for Social Care and Health Research (NISCHR) Academic Health Science Collaboration (AHSC) Advisory Task and Finish Group is developing a framework proposal for interaction between the NISCHR AHSC and Industry. A key part of NISCHR’s strategic work programme is developing an R&D infrastructure to build capacity and support excellence across Wales. The group will develop recommendations for maximising the attractiveness of Wales for partnering opportunities with the private sector, including ways to increase access to clinical trials. Missions such as Medica are vital to this sector, providing a platform to build Wales’s reputation as a desirable place to do business, innovate and carry out specialist research.

Life Science – at the heart of Welsh Government A priority sector for Welsh Government, the life science industry is diverse, researchdriven and globally focussed, with new Welsh subsectors continuing to develop. Comprising pharmaceutical, biotechnology and medical technology businesses, Wales houses one of the largest medical device clusters in the UK, with a focus on diagnostics, wound care, e-health and contract research. This burgeoning Welsh sector has grown by over 19 per cent in the last three years, no doubt partly attributable to its highly skilled workforce. Many Welsh companies are leading players in their specialist areas, such as: medical technology (Biomet UK, Huntleigh and Gyrus ACMI - an Olympus company); diagnostics (Siemens Healthcare Diagnostics and Ortho Clinical Diagnostics); wound healing (ConvaTec, Biomonde and Frontier Medical Group); and contract research organisations and their supply chain (Aptuit, Biotec Services International and Penn Pharma). “What’s happening here in Wales is comparable to many biotech hubs around the world, with a concentration of expertise and R&D excellence”, said Dr Stephen Minger, Head of Research and Development for Cell Technologies at GE Healthcare, Cardiff, home to the company’s international centre for groundbreaking work in stem cell technologies. Complementary to GE’s stem cell centre, Wales is home to BTG - the UK’s biggest biotechnology group. Wales has a strong representation of in-vitro diagnostic companies, including Albany Molecular Research Inc. (AMRI), Quay Pharma and Quotient Bioresearch. Wales has historically provided an excellent location to do business, with
global companies such as Siemens Healthcare Diagnostics Products Ltd; Ortho Clinical Diagnostics, Biomet and Biomonde, choosing to locate parts of their business here.

Committing to developing the necessary infrastructure for Wales to do business in this sector, the Welsh Government has invested in projects such as Phase 2 of the Institute of Life Science at Swansea University. This development showcases the partnership between the School of Medicine and the NHS in Wales. This £30 million facility provides additional state-of-the-art clinical research facilities, an imaging suite, also housing the innovative Centre for NanoHealth and the forward-looking Centre for Health Informatics, Research and Evaluation (CHIRAL). This institute creates a fit-for-purpose working environment necessary to undertake world-class and internationally recognised research, proving an excellent location for high-growth companies in the sector. To help advise Welsh Government on the development and delivery of a live life science strategy for Wales, the Life Science Sector Panel was appointed earlier in 2011. Chaired by well-known biotech
entrepreneur Professor Sir Chris Evans, the team comprises industry experts. Medical technology is an important subsector and the Life Sciences Team and Panel are committed to support business growth in this area. This is clearly demonstrated in the support given to Welsh businesses to attend Medica this year, with 40 business exhibitors and delegates attending this medical technology trade fair, the largest in the world.
Supporting International Business Success The Welsh Government’s Life Science Team focus on identifying and assisting companies to locate and increase their business in Wales. The team is exploring the business methodologies and supply chains of existing life science companies in Wales in order to create a strategy that will enhance and develop the cluster. The team can offer advice and support for inward investment, accessing skills and employee development, access to NHS procurement advice, trade and export development, innovation, R&D, and commercialisation.
