T

he Electoral District Boundary Commission (EDBC) has recommended changes to the boundaries in a few electoral districts that could have game-changing implications for the next general elections in the Turks and Caicos Islands. In its recently-released report, the EDBC recommended changes to the boundary between the two districts on Grand Turk (Grand Turk North and Grand Turk South). It also recommended changes to the boundaries between Cheshire Hall and Blue Hills, Cheshire Hall and Five Cays, and Blue Hills and Wheeland. The Commission determined that the boundaries between the Leeward District and The Bight District, and that between The Bight District, ought not to be troubled at this time. However, the commission recommends changes in the other district boundaries on Providenciales. The rationale is that Cheshire Hall was already the largest district, and the principle of equality required a reduction to match as closely as possible, the other districts on Providenciales. The Five Cays district was also rather large, but the Commission found it difficult to adjust the boundaries of that district, more than ensuring that the district did not include persons residents north of the airport. Therefore, the Five Cays district would be reduced by a very small number, while it is hoped that Wheeland would benefit significantly from the recommended changes, the report stated. The Commission stated that apart from removing “the few voters” in the Kew Town area previously included in the Five Cays district, the commission found it “quite difficult” to adjust the northern boundary of the Five Cays District, which will continue to include all that area south of the airport. In the 2016 general elections, there were 7,732 registered voters. The People’s Democratic Movement (PDM) won with 51.2 percent of the votes, the Progressive National Party

appointed by Governor John Freeman in July 2019, started work on Monday, 19th August 2019 and held public meetings in the islands of North Caicos, South Caicos, Providenciales, and Grand Turk between August 22, 2019 and September 2, 2019. It recently submitted its report to new Governor Nigel Dakin. According to the report, in Grand Turk, the issue of the changing the existing boundaries in the Grand Turk and Salt Cay constituencies was discussed. The prevailing view from the public was that the two existing constituencies were adequate. At the meeting in North Caicos, persons present appeared to the satisfied with the constituency of North and Middle Caicos as far as the existing boundaries were concerned. This was because the population count within each of the two constituencies was below 800. In South Caicos, the consensus from the gathering was that the South Caicos

constituency should remain as is. This was accepted by the Chairman who stressed that because of its geographical location, South Caicos could not easily be merged with another constituency. There was very little discussion regarding boundary issues. The discussion then dealt with general electoral issues. Some members of the public, the report noted, were particularly concerned by the fact that under existing election rules, students who went to tertiary institutions in islands other than South Caicos had to vote in those islands. They were concerned that these students could not return to South Caicos, their home island, to vote. They considered this unfair. The Supervisor Mr. Dudley Lewis explained that the Adjudicators had ruled that this should be the procedure: that if a person spent more than six months on any island, he or she became resident there, and was required to vote on that island.

ELECTORAL BOUNDARY CHANGES RECOMMENDED continued from page 1 In Providenciales, the report said, the Chairman explained the scope of the commission’s work which was to equalise as far as feasible the number of registered voters in each constituency. He stressed that he had come to no conclusion about the changing of boundaries in Providenciales although it was apparent some boundaries would need to be changed. “There was little talk regarding boundaries because as the public pointed out, as the commission had not yet made decisions regarding which boundaries should be adjusted, there was very little room for discussion. Most of the discussion dealt with general electoral issues: One member of the public wanted to know if any thought had been given to increasing the number of constituencies in Providenciales. The Chairman replied that the constitution would need to be amended for that to happen because presently the constitution provided for a total of ten (10) constituencies in the islands,” the document stated. Most questions were concerned with when the new boundaries, if enacted, would take effect. Both the Chairman and the Supervisor explained that this could only occur after the House of Assembly had been prorogued for new elections for new elections to be held. The Chairman stressed that there would be a period of public consultation where the draft report would be circulated. This undertaking seemed to ease the concerns of the public. BELONGERS NOT REGISTERING TO VOTE The report also stated that there was a general concern that many native Turks and Caicos Islanders “were not registering to vote as they could not see the need to register in order to vote”. The Supervisor of Elections, Mr. Dudley Lewis, stated that this was preventing many Turks and Caicos Islands from being registered to vote. He stressed that eligible nationals who acquired Turks Islander status were much more willing to register to vote. This gave rise to a question of automatic registration. The supervisor stated that the laws made no such provision. The Commission has been informed that a number of persons with the right to register as a voter simply refuse to be registered. On the other hand, those persons recently acquiring Islander Status are generally eager to register to vote. While some might say this is a matter for the politicians, the Commission flags it as a matter of concern for the country, when we allow our youth to become apathetic toward the right to vote, a right secured for them by the struggle, and even the death of their ancestors. There is no way for the Commission to judge how many such persons there are, but the Commission must anticipate that some of them might be persuaded to register during the current registration period. The starting point for the Commission’s work however, is the number of voters already on the roll. And we hope that, when the reticent ones do come to register during the ‘Claims and Objections’ procedure early next year, our judgments are not too far off the mark. REGISTERED VOTERS NOW MORE THAN 8,000 The Commission observed that 6,189 persons voted in the elections of 2016, which was 80% of the persons eligible to vote at the time.

Since 2016, the number of registered voters has increased to 8088. This figure, broken down across the various electoral districts, is the starting point for the deliberations as to whether the Commission should recommend changes in the electoral district boundaries The commission was informed that the Elections Office will receive applications for registration and inclusion in the ‘Voters List’ until 30th November 2019. Because no one can accurately predict how many persons might register from now to November, and the final number of registered voters will not be determined until March 2020, the Commission has had to anticipate the increase/decrease in voter population in the various districts. To do this, the Commission reviewed the available statistics on the population migration across the districts year by year from 2012-2019, together with any other information made available to it, to inform its decision-making. The Commission observes that growth of the voter population comes in three ways; (1) natural growth, by persons with Islander Status reaching the voting age, (2) acquisition of Islander status through marriage to Islanders, and (3) migrants acquiring Islander Status by grant. The report also stated that the voter population is also affected by the net inflow of persons potentially with the right to vote in the Turks and Caicos Islands, who were formerly resident abroad, particularly in The Bahamas. “The number of such persons on the voter register has been steadily increasing, since the economic decline of Grand Bahama, and especially since the hurricanes of 2008. With the steady growth in the economy of the Turks and Caicos Islands, this trend is expected to continue for at least the next several years, past the opening of the Ritz Carlton Resort on Providenciales, and other touristic developments in the planning or construction phase. When these factors are taken into account, it is expected that the voter population for the 2020 elections will likely be approximately 9,000, which then amounts to the idea electoral district size of 900 voters,” the report continued. The Commission said it was urged, in a written submission, to recommend that there be more than ten electoral districts, but stressed that it has no way of measuring the strength of feeling on this point, as the submission came in after the public meetings, and thus the commission had no opportunity to canvass the idea with others. “The impetus for this suggestion might be the desire to see more persons participating in the political process at the level of elected representatives. The consideration of the need to create new electoral districts, however, is not within the remit of the Commission, which is only asked to review the boundaries of the ten current districts, and recommend changes to those boundaries as may advance the principle of equality,” according to the document. HURRICANE DORIAN MAY AFFECT TCI POPULATION GROWTH The Commission observed that the devastation of the Northern Bahamas by Hurricane Dorian will quite likely affect the population of the Turks and Caicos Islands, in the not very distant future. It recognises that the impact of that inflow of persons, depending on

where they settle, could be sufficient to suggest another electoral district, by the time of the appointment of the next Electoral District Boundary Commission. Nevertheless, the creation of a new electoral district is a matter for the Constitutional Commission, as opposed to the Electoral District Boundary Commission. The report also stated that in the Turks and Caicos Islands, people generally have a strong identification with their particular island of origin. “So, there are yet calls for each island to be a separate district for the purpose of returning representatives to the House of Assembly,” it was stated. “Thus, there are still few voices, though a dwindling number, calling for electoral districts bounded by the islands’ natural limitations. We heard this in the public meeting in North/ Middle Caicos. Yet, it would appear that everybody appreciated that Middle Caicos had far too few voters to return to being a district on its own, in the circumstances where the total number of voters could be near 9,000, and the mandate of the Commission was to recommend boundaries such that the electoral districts are, so far as can be achieved, equal in number of voters. Even as things currently stand, where Middle Caicos comes together with North Caicos to form one electoral district, that district yet lacks the number of voters to be equal with others in Providenciales.” The report continued: “In considering the peculiarity of South Caicos, a suggestion was advanced that Middle Caicos could be amalgamated with South Caicos to form one electoral district. But that district would be even worse in terms of the number of voters compared with the larger districts on Providenciales. The Commission undertook to give the idea some consideration, though we all recognised at the time, that the suggestion might not go very far. When mentioned in South Caicos, that idea was immediately rejected. Nevertheless, those of us with sufficient knowledge of the administration of the Turks and Caicos Islands would recall the days when the Caicos District included all the islands from South Caicos to West Caicos, at a time when everything moved by boat, and the Government did not have its own radio station. In the 21st century, therefore, it ought to be much easier to administer the few communities from South Caicos to Pine Cay as one electoral district. Such an arrangement would come much closer to achieving equality in that district. That notwithstanding, the Commission is not advancing this recommendation at this time. Perhaps, the next Commission, four years from now, might be in a much better position to decide this.” ADJUSTING PROVO DISTRICTS In Providenciales, having reviewed the statistical data provided, and taking account of the growth trends, and bearing in mind the equality principle, the Commission sought to adjust the district boundaries based on the presence of 900 voters in each district. The overall growth rate in registered voters across the country between 2012 and 2019, is 17%. On Providenciales, the figures in the electoral districts are as follows: Blue Hills 33.84%, Five Cays 31%, Leeward 28.29%, Cheshire Hall 26%, Wheeland 24.9% The Bight 12.8% The Commission found that persons are registered with addresses

such as “Blue Hills”. The Commission therefore recommends that the registration forms should require proper numbered street addresses, and that the application for registration is not processed without it. This way, the next Electoral District Boundaries Commission will have far more accurate information on which to make their recommendations. The Commission also supports the idea of having a form upon which the interested elector may signify a change of address which requires a change from one electoral district to another. Perhaps the House of Assembly could take up these matters when it is enacting, if it sees fit to do so, the amendments to the Elections Ordinance to provide for changes to the electoral district boundaries. Notwithstanding the uncertainties, the commission recommends that the boundaries between Cheshire Hall and Blue Hills, and Cheshire Hall and Five Cays be adjusted as indicated on the map exhibited on page ?? Apart from removing the few voters in the Kew Town area previously included in the Five Cays district, the commission found it quite difficult to adjust the northern boundary of the Five Cays District, which will Continue to include all that area south of the airport. In recommending these changes, the Commission takes on board the suggestion, from one of the elected representatives, that the names of the traditional settlements be observed as far as possible, in the names of the electoral districts. For example, Wheeland is actually part of Blue Hills. So, to have one district as Blue Hills and another as Wheeland, alters the geographical history of that area of Providenciales, being known as Blue Hills. North west point is part of Blue Hills, but not part of Wheeland. Following this idea, perhaps the amended district formerly known as Blue Hills may now be called High Rock and the Cove, keeping two traditional divisions. Then, similarly, Wheeland could become Wheeland and North West Point, or Wheeland and Malcolm Road. This way, all six districts on Providenciales, would then reflect the traditional names of the areas. The Commission leaves this idea for consideration by the House of Assembly. The commission, determined that the boundaries between the Leeward District and The Bight District, and that between The Bight District and the Cheshire Hall District, ought not to be troubled at this time. However, the commission recommends changes in the other district boundaries on Providenciales. The rationale is that Cheshire Hall was already the largest district, and the principle of equality required a reduction to match as closely as possible, the other districts on Providenciales. The Five Cays district was also rather large, but the Commission found it difficult to adjust the boundaries of that district, more than ensuring that the district did not include persons residents north of the airport. Therefore, the Five Cays district would be reduced by a very small number, while it is hoped that Wheeland would benefit significantly from the recommended changes. As was said at the beginning, because of the imprecision of the numbers we start with, the accuracy of our work can only be measured upon the completion of the registration process at the end of March next year. Recognising of course, the right of the House of Assembly to reject our recommendations, and make determinations of its own.

n Friday October 4th, luxury resort, Amanyara hosted their very first annual day of sustainability talks. Guest speakers Steven Overman, bestselling author of ‘The Conscience’ and Juliet Kinsman,

luxury travel expert shared their ideas on sustainability, helping to stimulate best practices for the Turks and Caicos Islands. Three sessions took place that day with students of Clement Howell High School, Edward Garland Youth

Center then business partners of Turks and Caicos Islands and the evening ended with the Turks & Caicos Hotel Tourism Association. The event was hosted by Ian White, general manager, and Garrett W. Donovan resort manager of Amanyara.

The special guests were treated to breakfast, lunch and participated in games and competitions. Guest speakers Steven Overman and travel writer Juliet Kinsman shared their knowledge while also hearing from the young people.

PNP objects to granting of TCI Status After passing the legislation while it was in government in 2015 and recently appointing two members to the Commission, the Progressive National Party (PNP) has taken issue with the Turks and Caicos Islander Status Ordinance. Below is the full text of Opposition Leader Hon. Washington Misick’s statement on the matter. The PNP takes the position that the Turks and Caicos Islander Status Ordinance in its current form should not be implemented. This is a position that we have not come to lightly given that the Ordinance was passed while we were in Government. Five years however is a long time, and during those five years, despite economic growth and development, indigenous Turks and Caicos Islanders have become more marginalized than ever before. The grant of Turks and Caicos Islanders Status must be reconsidered, bearing in mind the prevailing anxiety and confusion surrounding the matter. Under the circumstances there must be a wide-ranging public consultation as to who should enjoy the cherished status of being a Turks and Caicos Islander. As our Deputy Leader, E. Jay Saunders said during our last Press Conference, the Turks and Caicos Islands should be a place where the Turks and Caicos

Islander, and by that we mean the indigenous Turks and Caicos Islander is able to live his/her best life. That is not currently obtainable. The public is therefore justifiably dismayed by the recent publication of the list of nearly 200 persons to potentially be granted Islander Status in a single swift act. While as Leader of the Opposition, I have, as the Ordinance required me to do, recommended to the Governor the names of two persons to be appointed to the TCI Islander Status Commission. On reflection, the Commission is not presently equipped to carry out a comprehensive examination of the applications for the grant of TCI Islander Status in order to make recommendations to the Governor. By way of example: 1.The survey questionnaire issued in November 2018 to obtain feedback from the public as input for the design of a points-based system as part of the framework for the evaluation of the grant of TCI Islander Status has either not been completed, or if completed, the findings have not been published. The PNP believes that the public has a right to know the complete basis upon which any application for TCI Islander Status should be considered.

ESSENTIAL DUTIES • Manage Board of Tourism Cruise Center booth and greet visitors arriving by cruise ship • Provide accurate tourism information on accommodations, tourist sites, culture, activities, dining, transportation, and any other relevant information • Distribute TCI tourism information including brochures, magazines, CD’s, etc. • Stay alert to guest concerns and complaints related to arrival; keep supervisor promptly and fully informed of all problems and unusual matters of significance, and make recommendations for how common complaints can be addressed • Maintain favorable working relationships with tourism partners, including cruise ship personnel, immigration and customs officers, taxi drivers, and car rental agents • Assist as needed in completing all functions necessary to ensure positive guest reception at the Cruise Center • Regularly research tourism information to ensure information provided is accurate, timely and up to date • Maintain high level of awareness of TCI tourism products, programs, activities and events • Monitor information queries and complaints about the TCI tourism product and/or services and respond promptly; report such complaints to supervisor or relevant authorities as appropriate • Assist in resolving poor customer service situations and report

2. Any grant of Islander status should be informed by a Population Policy. Currently, there is no Population Policy. There is however a consultation in progress to establish such a policy. Applications for the grant of Islander status should not be considered until such a policy is fully debated in the House of Assembly and adopted. That the prevailing economic and social policies in the TCI has resulted in dominance by nonindigenous residents is self-evident. Indigenous islanders are demoralised, disgusted and distrustful of political leaders; you are frustrated and fearful for the future and your place and that of your children within the TCI society. You are demanding representation that will improve your quality of life. You are justifiably insisting that politicians ensure that the only real leverage you have is maintained by refusing to dilute your voting power. You don’t want to lose the little economic empowerment that was stripped away during the Interim Administration and never restored. You want to be a participant in economic growth and not a spectator. We hear you! and believe that the Ordinance should be repealed and a comprehensive legal and social framework regarding the

Hon. C. Washington Misick- Leader of the Progressive National Party issue ought to be developed to reflect the findings of the anticipated Population Policy. In the meantime, there should be no meeting of the Commission, and we encourage all members of the Commission to resign. We believe the PNP and the PDM should stand together on this matter and invite the Premier and the PDM to join us in this endeavour. For those persons who have applied for Islander status, you have nothing to fear. We are sure you are aware that your status secures your future in these islands. Thank You.

Pastor shot, wife robbed

Pastor Andrew Stone was shot and his wife were robbed and attacked at their home on Wednesday night as the spate of robberies and home invasions continue. Police public relations officer Takara Bain said officers of the Criminal Investigation Department of the Royal Turks and Caicos Islands Police Force are investigating the robbery at the Stone’s home on Millennium Highway, Blue Hills on Wednesday, October 9th, 2019. The incident reported to 911 was that around 9:55 p.m., two masked gunmen approached the couple as they arrived home and demanded money. Pastor Stone, 56, received a single gunshot wound while his wife received minor injuries. Both were carried to the

hospital via EMTs. An undisclosed amount of cash and other personal items were taken from the couple, Bain said. In a second incident, at 8:30 p.m. on the same night, it was reported to Central that an armed man approached a female staff at a business establishment at Butterfield Square, Providenciales and demanded money. A second man, who was on the outside of the establishment was also robbed of his cellphone. An undisclosed amount of cash was taken from the cash register. The masked men made good of their escape in a silver Nissan Car. There were no injuries reported. In a third incident, at 10:22 p.m., police responded to a robbery at the parking lot of a Millennium Highway

Apartment Complex. According to the 44-year-old female complainant, a masked gunman approached her parked vehicle that she occupied and demanded money. An undisclosed amount of cash was taken. No injuries were reported in this incident. Meantime, police on Providenciales responded to a Robbery early Friday, October 4th 2019, at the Pork Shack Restaurant on Sand Castle Road. According to 911 Central, at 12:31 a.m. they received a report that two armed men wearing masks and dressed in all black robbed the establishment of an undisclosed sum of cash. A restaurant patron was also robbed of a cellular phone. There were no shots fired or injuries reported in this incident

On Tuesday, October 8th, 2019, around 3:00 p.m., Officers of the Criminal Investigation Unit executed a search warrant at a home in Kew Town, Providenciales and recovered an Illegal Firearm. A 24-year-old man was arrested on Suspicion of Keeping an Unlicensed Firearm and is still in Police Custody. Investigations are ongoing. Around 9:30 a.m., Friday October 4th, 2019, Officers of the Criminal Investigation Department executed a search warrant at a Bay Road, Blue Hills Home and recovered one round of Ammunition. A 26-year-old man was later arrested on Suspicion of Keeping Ammunition and is currently in Police Custody.

On 9th October, 23 members of WOW TCI will travel to Napa Valley, California (aka Wine Country). Napa Valley is considered by many to be the home of the crème de la crème of winemakers of the Western World. Hon. George Lightbourne files court case against PNP On Tuesday 8 October 2019, Hon. George Lightbourne an MP for the Progressive National Party (PNP) filed legal documents in the Turks and Caicos Islands Supreme Court, Grand Turk against the Progressive National Party (PNP) and it’s leader Charles Washington Misick in his personal capacity. In a statement, he said: “As the incumbent candidate for ED 1 and as a proven stalwart and fighter for the constituents and PNP party supporters in the area; as a former senior Cabinet Minister and officer in government in the PNP administration, I was forced to take this action after all previous attempts to gain fruitful audience with the PNP party were rejected and my demands for a fair process was in some cases completely ignored.” He added: “The Progessive

US Coast Guard assists in apprehension of Illegal Vessel A joint effort between the United States Coast Guard and the Marine Branch of the Royal Turks and Caicos Islands Police Force resulted in the successful apprehension of 86 illegal immigrants on a vessel in Turks and Caicos Islands waters on October 6th, 2019. The vessel was first spotted by the US Coast Guard and monitored until it was intercepted by the Police Marine branch. Immigration Enforcement Officers met the illegal vessel at the South Dock Port, where the eighty-six (86) immigrants (seventy-seven (77)

males; six (6) females and three (3) male minors) were searched, escorted to the detention centre, processed, detained and later repatriated. The Turks and Caicos Islands Government would like to express its gratitude and appreciation to the US Coast Guard for its assistance in intercepting this illegal vessel and also to thank the hardworking officers of the Marine Branch and the Immigration Department for going above and beyond the call of duty during this operation. Reggae band ‘Morgan Heritage’ to headline Sand Jam 2019 By Todeline Defralien Grammy Award winning Reggae band, Morgan Heritage will be headlining this year’s fifth annual Sand Jam Beach Party. Turks & Caicos Islands’ ‘Junior Tourism Minister’ wins CTO Tourism Youth Congress The representative of the Turks & Caicos Islands emerged the winner of the Caribbean Tourism Organization (CTO) Tourism Youth Congress held in the Antigua and Barbuda parliament building on Friday 4 October. Fifteen-year-old Helena Jones Robinson High student Danae Dennie was among 14 ‘junior ministers of tourism’ from CTO member countries who exchanged thought-provoking and spirited presentations on topics related to the Dennie presented a compelling presentation and offered suggestions to enhance the national tourism product of the Turks & Caicos Islands through a national tourism service programme, a visitor satisfaction review app dubbed “My Absolute Truth”, and a STAR awards programme.

The junior ministers each spoke on one of the topics of: ‘Towards Smart Travel Experiences Within The Caribbean Region”, “Equipping Our Youth To Thrive In A Changing Tourism Environment”, and “Making Excellence A Habit In Caribbean Tourism”. The youth delegates were also each given a ‘mystery’ topic on which to speak. In second place was Hailey Mahy, 15, of the Ursuline Convent School in Barbados, while Tobago’s Kayleigh Lewis, 16, of Scarborough Secondary placed third. Isabelle Adams recognized for distinguished service to TCIG As a part of the Turks and Caicos Islands Civil Service Week of activities, special recognition was paid to former heads of public service who were selected as the special honorees for this year’s Awards and Gala Banquet. One of the special honorees was Mrs. Isabelle Adams, who was unable to attend the Awards Gala, but was honored at her home in a short ceremony attended by His Excellency the Governor Nigel Daikin, the Honourable Premier Sharlene Cartwright-Robinson, Her Excellency the Deputy Governor and members of her family including her step-daughter the Honourable Karen Malcolm and former Commissioner of Police Stanley Williams. Mrs. Adams was born on the island of Grand Turk where she attended primary and secondary school and subsequently traveled to Jamaica where she attended College. Whilst in Jamaica

she lived at the famous Methodist Deaconess House where was under the care of the Methodist Deaconess. In July 1957, she enrolled in Durham’s Commercial College in Kingston Jamaica where she pursued

a course in Secretarial Studies. Upon completion she worked at the Gleaner Company Ltd in Jamaica before returning home to the TCI in 1965. Mrs. Adams joined the Turks and Caicos Islands Public Service on

August 1st, 1965 where she served in various capacities as Clerical Officer and Secretary to a number of Government Boards and Committees, quickly advancing to the post of Acting Clerk of the House of Assembly which she handed over the longest serving Clerk the Honourable Ruth Blackman before rising to the highest rank in the public service as the first local Establishment Secretary of the Turks and Caicos Islands. She retired on March 31st, 1990 after giving 25 years of faithful and dedicated service to the Turks and Caicos Islands Government and was awarded the Queen’s Badge of Honour. Provo Premier League Returns – More Games, Entertainment and Excitement The 2019-2020 season of the Gilley’s Enterprise Provo Premier League (PPL) kicks off this Saturday, October 12 at 8:00 p.m. at the Turks and Caicos Islands Football Association’s (TCIFA) headquarters, with Blue Hills FC playing against Beaches FC. Seven teams will contest the league, which will be played over four rounds, in a season spanning October 2019 to July 2020. The first two rounds – the PPL Apertura – will run until March 2020, to be followed by the last two rounds, or the PPL Clausura. Matches will be played on Tuesdays, Thursdays and Saturdays, with kick-off at 7:00 p.m. during the week and 8:00 p.m. on the weekend. This season’s PPL teams are: Beaches (runners up of the 2019 PPL league); Blue Hills FC; Academy Eagles; Academy Falcons; Academy Jaguars

(winners of the 2019 PPL league; regular season, and Turks Head Cup); Flamingoes and Sharks FC.The team that accumulates the highest number of points at the end of the season will be league champion; however, a trophy will be awarded to the top team at the end of the first two rounds. Gilley’s Enterprises has signed on to support the league as title sponsor for another two years. TCIFA Technical Director Andrew Edwards is envisioning a stronger, more exciting PPL, with weekend games designed to attract, excite and entertain families, club supporters and football fans across the TCI. “The TCIFA and a committed group of volunteers, who are serving as our first-ever Competitions Committee, have been at work behind the scenes over the past few months to put structures

International Day of the Girl Child

The Turks and Caicos Islands Human Rights Commission will join nations around the world to commemorate International Day of the Girl Child on October 11th 2019, under the theme, GirlForce: Unscripted and Unstoppable. The Fourth World Conference on Women which was held in Beijing China almost 25 years ago, had representation from nearly 200 countries with an agenda to recognise the rights of women and girls as human rights and to encourage international development through the empowerment and development of young women (UNICEF, 2019). They highlighted, that in the years following, women pressed this agenda forward raising the banner for women’s rights, and leading global movements on issues ranging from sexual and reproductive health rights to equal pay. The growth in the movement has grown extensively, and today they are being organized by and for adolescent girls, tackling issues such as education inequality, gender-based violence, climate change and self-esteem. In 2011, as the result of youth advocacy around the world, the United Nations declared October 11th as the International Day of the Girl Child with this year’s theme being, “GirlForce: Unscripted and Unstoppable”. In the Turks and Caicos Islands, we are proud to be able to recognise the girl child, those who are breaking

December 2018 marked the first Humanitarian of the Year Awards whereby Miss Jessica Corvil emerged with this distinguished award of Junior Humanitarian of The Year. This young girl hailing from our sister island of North Caicos, independently formed a movement among her peers to encourage and facilitate girl empowerment. Through workshops and public speaking platforms, Miss Corvil empowered young girls and adults alike to recognise their full potential through building selfesteem generating a positive impact that could be seen not only in individuals but also the larger community.

Earlier this year, eighteenyear-old, Chelsea Stubbs obtained the accolade as the highest scoring student in the world for Advance Subsidiary Chemistry. She has since accepted a placement at Imperial College, London to study medicine and achieve her goals of becoming a doctor. This prestigious recognition further demonstrates the power of the girl child to cross barriers in relation to gender equality within a predominantly male dominated field. Of most recent note, Danae Dennie, a fifteen-year-old student of the H.J. Robinson High School in Grand Turk, who was appointed the Junior Minister of Tourism in 2018, followed this achievement on October 4, 2019

This is direct and tangible evidence of what young girls can achieve when they are motivated and empowered. The aforementioned successes can be seen as a victory for the country and a testament to what girls can achieve when they are afforded a platform and a safe space in which to excel. Although it is apparent that the plight for the empowerment and development of the girl child is front and centre stage in Turks and Caicos, it is clear that we still have a long way to go. In 2014 the Turks and Caicos Islands took part in the Beijing 20 review of gender inequality. This review demonstrated that the households with the highest poverty rates in the Turks and Caicos Islands were households headed by women who had not received a secondary education. Poverty rates for this group were over 30% higher than for those households where the head had not gained further education. The Turks and Caicos Islands Human Rights Commission will continue to stand up in the fight against the inequality that prevents the girl child from becoming successful adults by equipping them with the knowledge and power to propel their voices and to shatter the glass ceilings that constrains them.

Technological Justice By Devon Williams It’s sad to reach for the phone in the morning only to see a photo of a well known friend, associate, citizen, technician, a well-known pastor. It is sad when you read the accompanying request for prayer and realize that instead of the picture representing the many accomplishments of this man it represents something worse. How can we settle when firearm crimes continue to rattle and shatter our beloved nation? How can people feel safe when at any moment the spent shell falling to the ground may actually be the remnants of a projectile package ignited in your direction. Another evil illegal bullet from another illegal gun in the hands of a merciless violator of our

laws. Firearm crime in The Turks and Caicos Islands must be addressed and while the police is bolstering it’s traditional crime fighting tactics this may be the time to explore greater cyber and technological justice measures. As a nation we owe it to everyone that make the TCI home the sense of security, we owe it to law abiding citizens the basic right to feel safe and protected. Likewise we owe it to persons who violate our laws a swift and concentrated response. With today’s basic computers operating at well over 1000 decisions per second technological justice may be the swiftest response to firearm crime once a criminal decides to strike. The breathalyzer has convinced

many, including this writer, to consider carefully how many drinks to consume during an outing if you need to get behind a wheel. Light detection equipment has also resulted in many persons peeling off low transmission window covering from their vehicles. Speed guns, DNA, CCTV have all given police added edge in curbing violation trends and bring violators to justice. These are all technological advancements that help to keep the police force ahead of crime, can technologies be utilized to fight firearm crime too? While many a Politician have offered many a solution, I am of the firm view that technical decisions must be left up to the persons duly empowered to make and enact them. The tech in me however believes that a cyber approach

to gun crimes may be the answer. We may not hold all the answers as persons but I do believe that collectively we can curb firearm offenses and I believe that in technology we will find a solution.

Crime and illegal immigration still the # 1 issues in the Turks and Caicos

In other news, we are reminded that crime and illegal immigration are still the number one issues plaguing our Beautiful by Nature Turks and Caicos Islands. If there was any doubt due to the distraction of other concerns in recent weeks, the spotting and capturing of an illegal sloop within the last few days should bring those issues back into sharp focus. The details of the spotting and capturing of the illegal vessel reminds us that are strategy of catch and release is flawed and must be revisited as it’s too costly. The US Coast Guard spotted the sloop before it entered TCI waters, alert TCI marine authorities, and we

had to wait until it was close enough to tow because we do not have a vessel to accommodate the near 100 souls on board. Wouldn’t it have made sense to simply turn them back to Haiti before coming into our waters? Didn’t the US Coast Guard allegedly turn back 6 sloops that were on its way to the TCI in recent past? We must find cost effective ways to fight illegal sloop entry. I will continue to advocate for the deploying of a blockade with the assistance of our fishermen and with air support from the US Coast Guard until we get our Police Plane back. Additional, as mentioned on the Crosstalk on RTC, we need a multipurpose 110 feet patrol vessel with holding areas and right staff compliment to enhance what we already have.

I listened to House of Assembly debate on the Supplementary Appropriation Bill and felt that we have missed an opportunity to really put significant pressure on crime. While it’s commendable that we will get an additional 20 RTCIPF Officers, we actually need at least 50 officers and the time was now to make it happen. Just fewer than one million dollars was appropriated for the Police Force to account for the 20 new officers and expected overtime. The overtime accounts for a large portion of the allocated resources due to the previously budgeted amount being almost exhausted. Imagine if an additional million dollars was taking from the 4 million contingency funds; we could easily have our 50 officers

which will give the appropriate coverage throughout the TCI and not just Provo. Grand Turk and Salt Cay need officers too. Another missed opportunity was to allocate additional funding to the Youth, Sports, and Culture Departments. We are told by our Premier and Commissioner of Police that our Youth are at the center of crime in the TCI yet we have not put additional funding to support existing sports programs or to develop new youth programs. Our youth need opportunity to be engaged in constructive activities, for the devil finds work for idle hands. Stay Blessed TCI.

Managing breast cancer risk with lifestyle By Dr. Marsha Barnett It’s October and of course, it is breast cancer awareness month. The month is rife with reminders to do selfbreast exams every month and to get annual mammograms, and there are numerous messages reminding us of the signs of breast cancer and celebrating breast cancer survivors. But what if there were things we could do to lower our risk of developing breast cancer in the first place? Whilst there are many risk factors we have no control over such as our genetics, family history, the age at which we started menstruating or entered menopause, a few things have been linked to an increase in risk for breast cancer that are within our control. So, let’s use this month to do all I spoke of before but also to tweak our lifestyles where necessary. Limit alcohol intake Drinking alcohol is clearly linked to an increased risk of breast cancer and many other cancers as well. The risk isn’t seen in women who have an occasional drink or even those who have one drink per day. However, in women who drink 2 or more servings of alcohol on a daily basis, a 20% higher risk of developing breast cancer is noted when compared to women who do not drink alcohol. If you don’t drink, don’t start and if you currently drink more than one drink per day, reduce your intake.

Become physically active Evidence is growing that regular physical activity reduces breast cancer risk, especially in women past menopause. Exactly how physical activity might reduce breast cancer risk isn’t clear, but it may be due to its effects on body weight, inflammation and hormones. As little as half hour alternate days may be enough. But of course, if you can manage more than that right now, go for it, and do a mix of aerobic and resistance training exercises. If you’re not there yet, gradually increase your fitness levels until you can train for an hour at a time, but get moving. Control your weight Being overweight or obese, especially after menopause increases breast cancer risk. This is because fat cells don’t just sit on your things, abdomen or butt but are actually thought to be metabolically active tissue. Fat cells are able to make estrogen, and it is the increase in estrogen from excess fat especially on our tummy that is thought to increase the risk of developing breast cancer! Also, women who are overweight tend to have higher blood insulin levels. Higher insulin levels have been linked to some cancers, including breast. Aim to stay at a healthy weight throughout your life and avoid excess weight gain by balancing your food intake with physical

activity. Understand contraceptive risk Most studies have found that women using oral contraceptives have a slightly higher risk of breast cancer than women who have never used them. However, once off the pill, the risk goes down over time as women who stopped using oral contraceptives for over 10 years no longer have any increased breast cancer risk. Keep in mind that many intrauterine devices also use hormones, as do skin patches, implants, and vaginal rings. Therefore, it is expected that all of these modalities can increase one’s risk of developing breast cancer. Rethink therapy

Whilst having one or multiple risk factors does not mean you will develop breast cancer, knowing what these risk factors are can help you to adjust your lifestyle where possible. Hormonal therapy, at whatever stage of life, may be necessary for advisable for many. The importance of having a will. The dead cannot talk. By Drexwell Seymour One of the major issues we faced in families after someone dies without a will is the distribution of the assets. There is so much confusion and division in some families already and is further compounded when a family member dies without a will. Even if you are close knitted family, your relationship can be impacted negatively due to fighting on the distribution of the assets. However, if you have a will, it can alleviate some of these issues even though it is possible that a will can be contested. Let me take this opportunity to thank Hon. Akierra Missick for appearing on Financial Speaking talk show to discuss Estate Planning. Previously to her, Sean O’Neil appeared on the show a few years ago to discuss the same topic but I did not write an article on it. Witnessing the animosity and division among so many family members, I personally think it is important for each us to have a will.

The will should cover all the assets including any life insurance policies or benefits the person is entitled to at the time of their de. The will should also cover your liabilities especially if you have family members living in your house and mortgage has to be paid continually after the death of someone. Who can prepare a will? Most people may tend to use a lawyer to prepare a will, however, you can prepare the will yourself as long as you have two independent witnesses who are not the beneficiaries. If your will is not signed by two witnesses, your will is not valid. Where do I file the will?

Our identity and a sense of entitlement By Shaun Malcolm The majority of the people living in our Turks & Caicos Islands today, are not from our Turks and Caicos Islands. The totality of their origins are far too numerous to mention here, but suffice is to say, that we, as Turks and Caicos Islanders, are already a minority in our own country. If you are not from the TCI, think about how we must feel. The word “migrant” is a noun and describes any person who moves from one place to another, especially in order to find work or better living conditions. The influx of migrants to arrive and settle in the TCI over the past 40 years has swelled our population by almost 700%, from 7,200 people in 1979 to over to 53,700 in 2019. I am hard pressed to find another small country that has experienced and survived such a population increase in an equally compressed time period. One of the unavoidable consequences of that radical population increase has been a dilution in the practice of our customs and practice our culture that we did not ask for, did not choose, and a consequence that is unlikely to be reversed. That is a part of the priced our people have paid for the migrant influx. While it may be true that many migrants to the TCI brought capital or businesses here, or started businesses here, or created employment opportunities for locals that we all should be grateful for, let us be honest and admit that they did not do so because they were missionaries or philanthropists interested in improving the lives of Turks & Caicos Islanders, but mostly people interested in improving their own livelihoods and fortunes while living in a country, unlike their own, where there are no income taxes, no payroll taxes, no property taxes or taxes on capital gains. That’s why they are here, in addition to our Beautiful by Nature scenery and the most affable indigenous people anywhere in the universe. We have a very serious dilemma brewing.

Très Chic Fashion Show 2019 L

ocal fashion designers and artists, Livenie Ellis and Aysha Stephen collaborated and hosted their first fashion show. VDYSH Collection and W.H.O.’S Array presented ‘Très Chic Fashion Show’, on Saturday October 5th at the Gustavus Lightbourne Sport Center. Models strutted the catwalk dressed in the clothing created by the designers as the audience cheered on. The event was well attended by a wide cross-section of the community, including Governor Nigel Dakin and Hon. Josephine Connolly. The event was hosted by O’Brien Forbes and Florence the CEO. The evening was filled with lots of entertainment including dance,

music, rap and acrobat. Livenie Ellis was born in Haiti and raised in Turks and Caicos Island. She always had a feel for fashion far back as high school around 2001 to 2006 where she realised mixing up different pieces appealed to her. Seamstress and designer is her thing and she feels more confident when wearing her own creations. Meantime, Aysha Stephen was born in Guyana, and resides in Turks and Caicos Islands. She started having a feel for art in high school around 2013. Her naturally vibrant and eager passion led her to stroke colours for the world. Realising that colours and textures appealed to her, painting is life for her especially with acrylic.

Highlights from 5th annual TCI Poker Run

he TCI Boat Club hosted its 5th Annual charity Poker Run event over the weekend of Friday October 4th, 2019 to Sunday October 6th, 2019, in Providenciales. The event kicked off with a party at Mango Reef restaurant, followed by the poker run events and ended with a cool-off party on Little Water Cay. The most anticipated event attracted hundreds of locals and tourists. Proceeds from the event will be donated to the Kidney Foundation and TCI SNAP Centre. TCI Boat Club thanked everyone

for their continued support and hope that next year can be bigger and greater. The TCI Boat Club, which was founded in spring of 2015, consists of a group of boating enthusiasts, interested in promoting the sport and safety aspects of boating by expanding the comradery and fellowship amongst themselves and guests. LIFESTYLE Prescribed Zantac heartburn medicine recall in UK UK doctors are being told to stop prescribing four types of a heartburn medication called Zantac or ranitidine as a “precautionary measure”. It follows concern in several countries that products may contain an impurity that has been linked to cancer. The four being recalled are Zantac 150mg/10ml Syrup, Zantac 50mg/2ml Injection, Zantac 150mg Tablets and Zantac 300mg Tablets. But patients should keep taking their prescribed medicine, officials advise. The Medicines and Healthcare products Regulatory Agency (MHRA) says the health risk of discontinuing the medicine is higher than the potential risk presented by the contaminant N-nitrosodimethylamine (NDMA). Anyone who is concerned about taking their medication should speak to their doctor or pharmacist. NDMA is classified as a probable

human carcinogen (a substance that could cause cancer) on the basis of animal studies. It is present in some foods and in water supplies but is not expected to cause harm when ingested in very low levels. The MHRA has asked manufacturers to quarantine all products which may contain the active pharmaceutical ingredient (API) that is potentially affected by this issue. The four in the recall are made by GlaxoSmithKline (GSK). Over-the-counter products (Zantac 75 Relief (PL 02855/0081 [GSL]) and Zantac 75 Tablets (PL 02855/0082 [P]), which people can buy in pharmacies without a prescription, are produced by a different company and are not affected by the recall. The MHRA is investigating other ranitidine medicines which may also be affected and will provide updates soon.

Zantac Currently, there is no evidence that medicines containing this type of impurity have caused any harm to patients, say experts. Dr Andrew Gray, from the MHRA, said: “Whilst this action is precautionary, the MHRA takes patient

safety very seriously. “We have asked companies to quarantine batches of potentially affected medicines whilst we investigate and we will take action as necessary, including product recalls where appropriate. “We have also requested risk assessments from the relevant companies which will include the testing of potentially affected batches.” A spokesman for GSK said the company initiated a voluntary recall of all Zantac products “as a precautionary measure” and relayed its decision to the MHRA, which issued a UK-wide drug alert on Tuesday. He added: “GSK is continuing with investigations into the potential source of the NDMA... and have engaged with external laboratories to conduct tests on the API and finished product batches of Zantac.”

Healthy eating tied to lower risk of kidney disease People with diets rich in fruits, vegetables, whole grains and low-fat dairy may be less likely to develop chronic kidney disease than those who shun these foods in favor of sweets and meats, a research review suggests. Compared to people who tended to avoid fruits and veggies and pile their plates with sugar and red meat, those who had healthier diets with lots of foods recommended to reduce the risk of a variety of chronic illnesses were 30% less likely to develop chronic kidney disease and 32% less likely to have protein in their urine caused by kidney damage.

“There is no onesize fits all, ideal diet, and this study supports that the reduced risk of kidney damage may be achieved if people can find a healthy way of eating that is high in vegetables, fruits, legumes, nuts, low-fat dairy, whole grains and fish and low in red and processed meat, sugar, and salt,” said study co-author Jaimon Kelly, a lecturer in public health and nutrition at the University of Queensland in Brisbane, Australia. “We didn’t investigate whether calorie content of foods consumed overall influenced the results, as targeting calories forces us to

be too single-minded around a single nutrient,” Kelly said by email. “A healthy dietary pattern is naturally low in junk food and unhealthy fats, which are the biggest contributors to excessive calorie consumption in the Western diet.” Kelly and colleagues analyzed data from 18 previously published studies with a total of more than 630,000 adults without kidney disease. Participants were followed for a decade, on average. For diet evaluations, researchers scored participants’ eating habits based on how much they consumed of the main foods that make up

heart-healthy diets like the Mediterranean diet and the DASH diet recommended by the American Heart Association. They also examined how closely people followed vegetarian diets or other dietary guidelines for optimal health. One limitation of the analysis is that the smaller studies used different methods for assessing how closely people adhered to a variety of healthy eating patterns, researchers note in the Clinical Journal of the American Society of Nephrology. “There does not seem to be one single ideal diet for kidney health. Instead, there

are several options for healthy dietary patterns from which patients can choose, including the Mediterranean diet and diets reflective of the national dietary guidelines,” said Casey Rebholz, author of an editorial accompanying the study and a researcher at Johns Hopkins Bloomberg School of Public Health in Baltimore. “Common features of these healthy dietary patterns are a high intake of fruits, vegetables, whole grains, nuts, legumes, and fish, and limited intake of red and processed meat, sodium, and sugary beverages and foods,” Rebholz said by email.

Overall, 1,286 people, or about 43%, said they didn’t drink at all. Another 466 individuals, or 15%, said they had less than one drink a week; 689, or 23%, had one to seven drinks weekly. About 9% of the participants said they had between 7.1 and 14 drinks weekly and roughly 10% had more than 14 drinks a week. People with mild cognitive impairment at the start of the study did appear to have a lower risk of

dementia when they had 7.1 to 14 drinks a week than when they had up to seven weekly drinks. Daily drinking in smaller amounts was also associated in this group with lower risk compared to infrequent bouts of drinking larger amounts. The study was not designed to determine whether or how cognitive impairment might influence drinking choices or how drinking might directly affect cognitive impairment. One limitation of the study is that researchers relied on participants to truthfully report how much they drank. Another is that there were few heavy drinkers, making it hard to draw firm conclusions about the effects of excessive drinking on dementia risk, the study team notes.

In the Bahamas, you can smell more bodies than you can find

Among the relief workers who cycle in and out of the Bahamas in the aftermath of Hurricane Dorian, an unofficial refrain sums up the situation: You can smell more bodies than you can find. The government death toll remains, officially, at 58 , but nobody in Nassau believes it. The conventional wisdom among locals holds that hundreds of the 1,300 still reported missing were swept out to sea, but as the massive debris removal gets underway, the smell implies a different story. On the devastated islands of Abaco and Grand Bahama, souls are being found: There are still “quite a bit of bodies,” said Abaco’s Marsh Harbour coroner, Anon McIntosh. For nearly 24 hours, Dorian’s 200 mph winds sat on top of Abaco and its 17,000 residents, ripping everything apart and drowning whole areas before moving slowly on to Grand Bahama. More than 10,000 evacuees from Abaco alone are thought to be in Nassau. They talk of bodies they saw, families entirely lost. But it isn’t only the uncounted dead that the Bahamian government is worried about, as criticism of its slow response to the Sept. 1-2 disaster begins to pivot to frustration. For the richest country in the Caribbean to remain so, it must present a different vision of recovery, one that tells the outside world that it is open for business. “14 islands of the Bahamas are ready and waiting to receive you,” a tourist office

There is no shame in these opposing narratives; both are true. For any recovery to begin, the dead must be accounted for and treated with respect. But recovery for the Bahamas is dependent on a steady stream of visitors; after all, 60 percent of its economy is related to tourism. At the same time, Dorian has made this Caribbean nation the newest evidence of our changing climate and sea-level rise: Disasters are changing, and how we deal with them must change as well.

For much of the 20th century, emergency response was based on the notion that natural disasters were random and rare. Yes, bad things happened, but with a surge of resources and commitment, a damaged community could quickly get back to where it was. But storms like Dorian are no longer random and rare — and they are stronger and more violent. “It is a template hurricane,” Bahamian meteorologist Wayne Neely said. “It’s the new normal.” Which raises this question: Why invest in recovery that builds communities back when the next storm is always coming, maybe harsher than the last? The simple question in Abaco is whether to rebuild at all. The government here has not

U.S. Embassy breaks ground on new $318 million HQ The United States Embassy in Nassau broke ground to begin construction on its new $318 million building, which is expected to be completed in early 2023. The five-acre site for the new building is located at the junction of East Street and Shirley Street. Prime Minister Dr. Hubert Minnis said at peak construction, 160 Bahamians will be employed on the site. Minnis hailed the new embassy as part of the wider redevelopment of downtown Nassau. “The government of the United States could have chosen another location on New Providence to build this new embassy,” said Minnis. “That the city of Nassau was chosen demonstrates that the U.S. wants to be part of the renewal of this historic city.” U.S. Chargé d’Affaires Stephanie Bowers said the occasion represented an investment in the future of the relationship between the two countries. “This is more than a groundbreaking,” she said. “It’s an investment in the future of our bilateral partnership

At the Kendal Isaacs Gymnasium in Nassau, 700 of these evacuees are on a single floor, with crammed mattresses and babies crying, mothers trying to look respectable for Sunday services, men playing cards. The government does not allow cameras inside, saying that it is for the evacuees’ privacy. The evacuees, almost all of them of Haitian descent, whisper from their beds that it is because officials don’t want the images coming out. “Home is home,” said Shella Monestime, whose baby was born a day before Dorian hit and who expects to return to Abaco, although her physical home is gone. “This,” she noted, pointing to the shelter, “is no place for anyone.” Storms impact communities as they find them. Hurricane Katrina did not create corruption in New Orleans city management. Hurricane Maria did not create a crumbling infrastructure in Puerto Rico. And Hurricane Dorian did not create an ethnic divide between Bahamians and Haitians, who came to Abaco for jobs and remain stigmatized in a country that barely affords them citizenship, let alone political participation. They have no say in the future of their island.

Antigua and Scotiabank blank news on negotiations The Antigua and Barbuda government and the Canadian-based Scotiabank have agreed to a news blackout regarding the discussions over the sale of the bank’s branch in the Caribbean island. Antigua and Barbuda has been seeking to acquire the operations of Scotiabank here after the Canadian financial outfit said it was disposing of some of its assets in several Caribbean islands. Last November, the Trinidad-based Republic Financial Holding Limited (RFHL) announced that it was seeking to acquire Scotiabank operations in Guyana, St Maarten, Anguilla, Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, and St Vincent and the Grenadines. The RFHL statement said that the purchase price is US$123 million, which represents US$25 million consideration for total shareholding of Scotiabank Anguilla Limited; and a premium of US$98 million over net asset value for operations in the remaining eight countries. Last month, the government said that given that RBFH has indicated “it no longer wishes to consummate that deal with Scotiabank” with regards to the branch here “puts the government in a bargaining position that brings it closer to realising its ambition for a consortium of local banks and the government to own those assets”. A government statement issued following the weekly Cabinet meeting here this week, noted however that while the matter had been discussed at Cabinet “it was agreed that both sides – Scotiabank and the Government of Antigua and Barbuda – would make no public pronouncements while the negotiations among the parties continue”. But the statement added that the Cabinet had taken note “of the refusal by the Central Bank of Guyana to allow the sale of the Scotiabank assets there to Republic Financial Holdings of Trinidad”.

Demonstrators continue to call for Moïse’s removal, urge UN intervention Thousands of opposition supporters took to the streets here on Friday demanding the resignation of President Jovenel Moïse and the lack of a response from the United Nations (UN) Secretary General, António Guterres, to their calls that the international community withdraw political support for the embattled head of state. Travis Davis, 25, of Labor Street A scuffle broke out at the entrance of the magistrate’s court yesterday as supporters of a man charged with murder and attempted murder fought with some of the victims’ family. Travis Davis, 25, of Labor Street, appeared before Chief Magistrate Joyann Ferguson-Pratt and was charged with four counts of murder and seven counts of attempted murder. While walking into court, supporters of the accused shouted, “Freedom,” while family members of the victims shouted obscenities at the suspect. Outside court, a fight broke out between Davis’ supporters and the victims’ family. The scuffle could be heard from inside the court. Davis was charged with the murder of Marcus Sweeting, Dwight Miller, Jimmy Augustine and Franklyn Rolle. According to police reports, Sweeting was shot to death in Pinewood Gardens; Rolle was shot to death in Fox Hill; and Miller and Augustine were both shot and killed on Key West Street. The murders all took place within hours of each other on September 6. Davis became emotional as the magistrate read the charges. He told her, “They lying on me.” She paused to give him a tissue, then proceeded to read the seven attempted murder charges. Davis was charged with attempting to cause the death of Portia Smith, Alvin Saunders, Nester Mackey, Jerrinique Roberts, Tavia Brown, Everette Richardson and Jarrette Smith on September 6. Davis was not required to enter a plea and Ferguson-Pratt placed him on remand. His attorney, Phillip Hilton, requested that the court place his client in protective care at the Bahamas Department of Correctional Services as he said the charges levied against his client may result in retaliation from various gangs. The magistrate said she had no authority to do so but would bring it to the attention of the commissioner of corrections. Davis will return to court for a voluntary bill of indictment on December 11

Democrats willing to risk 2020 chances to impeach Trump Most Democrats want to impeach U.S. President Donald Trump, even if that means weakening their party’s chances of winning back the White House in the 2020 election, according to a Reuters/Ipsos opinion poll. The poll, conducted on Monday and Tuesday, found that 55% of Democrats said that their party leaders should press ahead with impeachment even “if it means a lengthy and expensive process that could weaken their chances of winning the presidency in 2020.” And even a higher number - 66% of Democrats - agreed that Congress should pursue impeachment, “even if that means they will need to postpone efforts to pass laws that could benefit me.” Overall, the poll found that support for impeachment remains unchanged overall among all Americans - holding at 45% since last week. But opposition to impeachment dropped by 2 percentage points from last week to 39%. Among those who identify as Democrats, 79% said Trump should be impeached, up 5 percentage points from a similar poll that ran Sept. 26-30. Only 12% of Republicans and about 1 in 3 independents supported impeachment, which is mostly unchanged from last week. FBI: Inmate is the deadliest serial killer in US history The inmate who claims to have killed more than 90 women across the country is now considered to be the deadliest serial killer in U.S. history, the Federal Bureau of Investigation said. Samuel Little, who has been behind bars since 2012, told investigators last year that he was responsible for about 90 killings nationwide between 1970 and 2005. In a news release on Sunday, the FBI announced that federal crime analysts believe all of his confessions are credible, and officials have been able to verify 50 confessions so far. Hundreds of temperature records broken over summer Almost 400 all-time high temperatures were set in the northern hemisphere over the summer, according to an analysis of temperature records. The records were broken in 29 countries for the period from 1 May to 30 August this year. A third of the all-time high temperatures were in Germany, followed by France and the Netherlands. The analysis was carried out by the California-based climate institute Berkeley Earth. Over the summer, there were 1,200 instances of places in the northern hemisphere being the hottest they’d ever been in a given month. The data included measurements from weather stations in the northern hemisphere that had at least 40 years of observations. Some of this data has not yet been subjected to formal review by weather agencies. These reviews, to check for problems that might have produced false readings, sometimes cause a small fraction of the records to be discounted. European heatwaves

Heatwaves in Europe in June and July sent temperatures soaring, smashing a number of local and national records. France set an all-time high-temperature of 46C, while the UK, Belgium, Germany, Luxembourg and the Netherlands also reported new highs. This summer was notable for the very large number of all-time temperature records set in Europe, according to Dr Robert Rohde, Lead Scientist at Berkeley Earth. “Some places in Europe have histories of weather observations going back more than 150 years, and yet still saw new all-time record highs,” he told the BBC. The extent of the hot spells on the continent is clearly visible when looking at a breakdown of when the most temperature records were broken. In late July, all-time temperature records were set in a number of European countries including the UK. Elsewhere, more than 30 alltime records were broken in the US, according to the Berkeley Earth data. In Japan, where 11 people who died as a result of the summer heatwave, 10 alltime temperature record highs were set.

The summer saw 396 all-time high temperatures in total. Most all-time temperature records in measuring stations covered by the data were broken in 2010, followed by 2003. The increasing number of record high temperatures are a part of the long-term trend of global warming, said Dr Rohde. “As the Earth warms, it has become easier for weather stations to set new all-time records. In the past, we would usually only see about 2% of weather stations recording a new record high in any given year,” he explained. “But, recently, we sometimes see years, like 2019, with 5% or more of the weather stations recording a new all-time record high.” In part, the number of new records is affected by where heatwaves occur, as well as the temperatures recorded. There are more weather stations in the United States and Europe, meaning that a heatwave in those areas has the potential to break more records. But with climate change making hot spells like those in Europe this summer more intense, Dr Rohde says that while new records won’t be set every year at every location, they will be more likely.

July 2019 was the warmest month ever recorded worldwide. Globally it was marginally warmer - by 0.04 degrees Celsius (0.072 Fahrenheit) - than the previous hottest month on record, July 2016. The new July record followed on from a global record for June, which was confirmed by data from several different agencies. Scientists say it’s the latest sign that Earth is experiencing unprecedented warming. The scorching July heatwave that hit Europe was made both more likely and more intense by humaninduced climate change, scientists reported. A study reported that warming increased the intensity of the event that impacted the UK, France and the Netherlands by between 1.5 and 3C. “This July 2019 heatwave was so extreme over continental Western Europe that the observed magnitudes would have been extremely unlikely without climate change,” said Dr Friederike Otto, acting director of the Environmental Change Institute at the University of Oxford, and one of the authors of that report.

A jury in 2015 awarded Murray $1.75 million after finding J&J was negligent in failing to warn of the risk of gynecomastia. A state appeals court upheld the verdict in February 2018 but reduced it to $680,000. Plaintiffs in the mass tort litigation had been barred from seeking punitive damages since 2014, when a state court judge ruled that the law of New Jersey, which prohibits punitive damages and is J&J’s home state, should be applied globally to the cases. But a Pennsylvania Superior Court ruling in 2018 cleared the way for punitive damages awards, holding that the law of each plaintiff’s state should instead apply.

PlayStation 5 to launch by Christmas 2020 Sony has announced that the PlayStation 5 is going to launch globally at the end of next year. The games console will come with a new controller that uses enhanced vibration technology. It will feature a solid-state drive that means games will boot up faster and cut loading times. The console’s graphics also get an upgrade with the addition of new technology to improve lighting effects. The update appears to offer similar upgrades to Microsoft’s rival Xbox console. The latest version of the Xbox, currently known as Project Scarlett, is also being released around Christmas 2020. Jim Ryan, president of Sony Interactive Entertainment, said in a blog post on the PlayStation website, that the firm wanted to “deepen the feeling of immersion when you play games” through the controller.

He said it’s all about gaming feeling more realistic, “so crashing into a wall in a race car feels much different than making a tackle on the football field. “You can even get a sense for a variety of textures when running through fields of grass or plodding through mud,” he added. There’s currently no pictures of the new console or any word on what games will launch alongside it, but Ryan says the company will be sharing more details on it in the coming months. It comes at a time when more people are moving away from traditional games consoles to stream games online through a variety of devices, with phones proving most popular. In recent years, Google and Apple have also launched game subscriptions to rival PlayStation’s Now online gaming service.

Social media companies, including Twitter and Facebook,

have faced heat from users and regulators globally on how their platforms handle user data. Twitter said when advertisers uploaded their marketing lists, it may have matched people on the platform to their list based on the email or phone number provided by account holders. The company said the information was not shared with third parties, but was made available internally to allow users to receive targeted advertising.

Raptors, Lowry agree on $31 million extension

Kyle Lowry and the Toronto Raptors have agreed on a $31 million, one-year extension that could keep him with the NBA champions through the 2020-21 season. Agent Mark Bartelstein on Monday confirmed the agreement, which was first reported by ESPN. Lowry and the Raptors had been talking for some time about this, so the extension was not unexpected. The star guard was entering the final year of a $100 million, three-year deal. But now he’ll bypass free agency next summer, and the short-term deal helps the Raptors keep the flexibility many teams will want going into what’s likely to be a massive free-agent summer of 2021. Lowry is entering his 14th NBA season and his eighth with the Raptors, making him the longesttenured player on the roster. He’s been an All-Star the last five seasons. He averaged 14.2 points and a career-best 8.7 assists last season

NBA Commissioner Adam Silver attends the pre-match news conference Chinese state television said on Tuesday it would not air NBA exhibition games played in the country this week, heaping pressure on the U.S. basketball league after a tweet by a Houston Rockets executive backing protests in Hong Kong. Rockets general manager Daryl Morey apologised on Monday for any hurt caused by the tweet, which he quickly deleted over the weekend. But China’s government, fans and the team’s partners were not mollified, resulting in loss of sponsors and broadcasts in the world’s second-largest economy and an important National Basketball Association (NBA) market. However, NBA Commissioner Adam Silver spoke up for freedom of speech saying it was not up to the NBA to regulate what players, employees and team owners said, nor to adjudicate differences between people around the world. CCTV state television said it strongly opposed Silver’s support of Morey. Any comments that challenged a country’s sovereignty and social stability were “not within the scope of freedom of speech”, CCTV said, adding it was reviewing its relationship with the NBA. Months of anti-government protests in Chinese-ruled Hong Kong have angered Beijing, which has accused Western governments of stirring up anti-China sentiment. China rejects outside intervention in Hong Kong as interference. Chinese smartphone maker Vivo, a key sponsor for the exhibition games in China, announced on Tuesday it was suspending all ties with the NBA, underscoring the strength of the backlash in the country. Chinese sportswear maker ANTA Sports Products Ltd, which has endorsement contracts with several NBA players including Golden State Warriors guard Klay Thompson and Boston Celtics forward Gordon Hayward, also said on Tuesday it was halting contract renewal negotiations with the league. The NBA had earlier issued a statement saying it regretted Morey’s remarks, drawing criticism from U.S. lawmakers. But Silver, in Japan for an exhibition game, defended Morey’s right to express his opinions. “It is inevitable that people around the world – including from America and China – will have different viewpoints over different issues,” Silver said in a statement. “It is not the role of the NBA to adjudicate those differences.” Silver later told a news conference in Japan, where he is attending an exhibition game, that the NBA was not apologising for Morey “expressing his freedom of expression”. “I regret, having communicated directly with many friends in China, that so many people are upset, including millions and millions of our fans,” Silver said. The league has worked for years to cultivate the Chinese market and regularly plays exhibition games there. Its top stars, including Rockets guard James Harden, frequently visit to meet fans and take part in promotions with sponsors. “As a league we are not willing to compromise those values,” Silver said, referring to freedom of expression. “I’m sympathetic to our interests here and to our partners who are upset. I don’t think it’s inconsistent on one hand to be sympathetic to them and at the same time stand by our principles.” Silver said the league also supported Brooklyn Nets owner and Alibaba Group cofounder Joseph Tsai, who issued a lengthy statement criticising Morey’s tweet.

WR Brown seeking more than $40 million from Raiders, Patriots The NFL Players Association has filed grievances against the Oakland Raiders and New England Patriots on behalf of unemployed wide receiver Antonio Brown, who is seeking millions from the teams, NFL Network’s Ian Rapoport reported on Sunday. In all, Brown is asking for more than $40 million in salary, fines and voided guarantees, Rapoport said. The Raiders released Brown before the season started upon his request. He signed immediately with the Patriots, who cut ties with him after allegations of sexual misconduct surfaced. From the Raiders, Brown wants a week’s salary of $860,294, about $215,000 in fines, contract guarantees of $29 million and a $1 million signing bonus, Rapoport outlined. The United States again topped the medals table, their 14 golds almost triple the next best of Kenya on five while Jamaica and China each had three. No other nation got more than two. “It is pretty clear to us that on athlete performance this is the best world championships we have had,” said International Association of Athletics Federations (IAAF) chief Sebastian Coe. Marathoners and race walkers were forced to run at midnight along a soulless, almost spectatorless route to avoid the worst of the extreme heat and humidity, with temperatures hovering around 30 Celsius when the marathons and walks started. Coe had little sympathy for those athletes who were complaining, saying at the midway mark of the meeting that they would be the ones leaving without winning titles. “The athletes talking about externalities are probably not the ones who are going to be walking home with medals from here,” he said. The rousing end to the championships provided an upbeat note for a sport that continues to wrestle with complex issues, including a Russian doping scandal that looks set to linger, with the country’s federation banned from the event.
