Premier Ewing added that they are about to amend the national health program so that those persons who may have difficulty getting access to healthcare will find that there are less barriers to accessing quality healthcare in this country.

He continued: “We continue to work to reduce the cost associated with delivering healthcare at our secondary healthcare level at our hospitals and through the establishment of the health regulatory authority to better or regulate the quality of services that are delivered at our hospitals and all of our private sectors and public sector clinics across these islands.”

He added that Government has already identified over $100 million worth of road works to be done to roads all across the Turks and Caicos Islands.

Police issue prevention tips for businesses due to recent hike in arm robberies

In light of the recent hike in robberies, the Royal Turks and Caicos Islands Police (RTCIP) are making no hesitation to urge the general public to be aware of their surroundings and remain alert to avoid being a victim of crime.

Since the Friday 1st July to Tuesday 5th July 2016 there have been (5) five reports of Robberies reported to the police and since weapons are being used in these incidents, the RTCIP are concerned that someone can be seriously injured, hence the public are encouraged to report suspicious persons, activities and vehicles.

If you observe an individual, or occupied vehicle, lingering around your business for a period of time, or in a manner that makes you suspicious or uncomfortable, write down the

license number, color of the car and description of the individual(s) and call the police non-emergency number (338-5901). Be sure to inform other employees of your suspicion.

FOR BUSINESSES

Good visibility allows employees to be aware of suspicions activities outside the building. It also increases the chance passerbys will observe robberies taking place inside the business. The cash register should be in a central place, clear view of the door with the customer’s back to the entrance. Make sure interior lighting provide good visibility in the store at all times and outdoor lighting should be even and directed toward the sides of the building, not outward where glare can create hiding places for

robbers. Clear access bushes around the building that can also create hiding spots.

SECURITY DEVICES • Silent “hold-up” alarms should be considered. Alarm signaling devices can be installed on the floor and tripped by foot, wired to a money clip in the till, hidden under the counter or inside an office or freezer, among other possibilities Property Camera system- Proper surveillance cameras should be focus inside of the building near the cash register and the entrance area so that full and clear view of customers can be seen. Don’t use fake cameras.

Robbers know the difference. Have several cameras connected to the system, some visible, some not. Only

the managers should have access to the tape.

IDENTIFICATION Greet each customer.

Establish eye contact and remember their general appearance. Good customer service discourages hesitant robbers as well as other thieves.

Encourage staff to make notes of how frequent a customer come to the establishment and make notes of questions they asked. This attention to detail conveys control and puts people on notice that they have been observed and can be identified later.

This allows employees the ability to tell how tall the robber is at a glance so employees can tell at a chance how tall the robber is.

Occupancy certificates on hold for Priton Development

The Department of Planning has informed Priton Development that no more occupancy certificates will be issued until outstanding matters in the housing development in Wheeland have been addressed and resolved.

This was stated in a press statement from the Turks and Caicos Islands Government which stated that Priton has an obligation to pave all roads, develop a park, install drainage system and install street lights.

The press release said that approximately 65% of roads have been completed, some street lights have been installed, however the park is not yet developed and the drainage system is not yet completed.

It for those reasons that no more occupancy certificates will be issued.

Priton Development is a company which constructed affordable housing project in Blue Hills and off Millennium Highway Phase 1 and phase 2 respectively. Phase 1 consists of 130 homes and phase 2 consists of 297 homes from which approximately 250 homes were completed and received occupancy certificate. These homes are a prefabricated building system that was approved by the Physical Planning Board.

The Department of Planning instructed Priton to upgrade the system that was used for phase 1 in

phase 2 by adding the following: Build cistern in each house; Install hurricane shutters on each building; Change the way of connecting the wall panels; to have three (3) supporting connections instead of two (2) connections; use holding down hurricane straps on the roof rafters instead of hurricane clips; use pressure treated timber or spray anti – termite substances on the timber used in structures.

It was noted that all houses were inspected during construction and upon completion of construction (For Occupancy Certificate).

The Government said it was found that one of the parcels had a natural hole and the Department of Planning investigated the problem and the initial investigation revealed that the building itself is not affected.

Priton was instructed to conduct further structural assessment.

Priton hired Civil and Structural Engineering Limited (CSE) and a foreign engineering firm to investigate the problem.

Both company reported that the natural hole has no impact on the building and recommended to fill back the hole with stones and quarry.

12-storey decision not for judge to decide, says AG's Chambers

Lawyers for the Attorney General's Chambers have called for the dismissal of the application for judicial review of Government's decision to raise the building height and density in the Turks and Caicos Islands.

Helen Mountfield, QC, a UK lawyer hired by the AG's Chambers to argue teh case before Chief Justice Margaret Ramsay-Hale, said the 12-storey challenge "purportedly on the basis of ‘the rule of law’ is in reality an impermissible attempt to invite a judge to determine matters of public policy which are properly a matter for the elected branch of government".

She said there is something "profoundly undemocratic" about this attempt.

The Applicants for judicial review are the registered strata corporations of the two tallest strata developments at Grace Beach, known as ‘the Venetian’ and ‘the Tuscany’ respectively.

Permission for the developments was granted in 2007 and 2006 respectively. Each permission was granted under a 2004 amendment to the Development Manual, made by the Governor pursuant to section 67 (now section 79) of the Physical Planning Ordinance 1989 (“the PPO”), which increased the permitted height for construction from five storeys to seven storeys.

The Respondents, collectively, are parts of or responsible to the elected Government of the Turks & Caicos Islands (“TCIG” or “the Government”) with

responsibility for planning and development matters. The Interested Party is a development company which has an interest in developing site at Grace Bay to build a Ritz Carlton hotel. The intention is that the hotel buildings would, if permitted, be up to twelve storeys tall. No planning permission has been granted to date for this development by the Planning Board whose responsibility it is to grant or refuse applications for planning permission.

A Cabinet decision of 2nd February 2015 to amend the Development Manual and the Governor’s decision to do so were challenged by way of judicial review in 2015. The grounds were that the regulations to amend the Development Manual to alter permitted building heights were ultra vires section 79 of the PPO as it then stood, and that the decision was vitiated by absence of consultation. The court did not admit evidence of a subsequent consultation and reconsideration, which in any event it considered to be too late to affect the validity of the decision.

In a judgment of 12th November 2015 (“the 2015 ruling”) the Court held that under the PPO as it then stood, the Respondents had no power to amend the Development Manual so as to change building heights without first producing a development plan.

The Government accepted the Court’s ruling on failure to consult.

However, there was a wider concern at its ruling that no changes were permitted to the

Development Manual without a development plan having first been produced.

Mountfield said that was not the understanding of the PPO which had been proceeded upon for changes to the Development Manual over many years, and – given the finding that the challenged amendment was ‘void and of no effect’ - placed doubt on the legality of previous developments.

She noted that in the light of that ruling, TCIG took thre steps: a.

First, the Respondents appealed the aspect of the ruling which concerned the interpretation of the PPO as it then stood; b. Second, it put in place funds to create a development plan for TCIG in the medium term (to do so properly is both costly and timeconsuming); c.

Third, it invited the legislature to pass short-term legislation (subject to a twoyear sunset clause) to amend the PPO so that, in the interim, changes to the Development Manual to amend building heights could be made in the absence of such a comprehensive development plan, subject to consultation on those proposed changes.

She noted that the legislature did amend the PPO, and on 17th December 2015, the House of Assembly passed the Physical Planning (Amendment) Ordinance 2015 (“the PPOA”) which inserted section 39A into the PPO. 10. The PPOA came into force on 22nd December 2015.

"It is common ground that subject to this challenge, the effect of section 39A is to permit the First

Following: a. the change in the law on 17th December 2015 which permits the First Respondents to make regulations relating to building height and density, and b. in the light of the January 2016 consultation Cabinet took a fresh decision to amend the Development Manual so as to permit an increase in building height, on the basis of which the Governor passed regulations to that effect.

Shot female police officer released from hospital

Police Constable Kedkrizia Missick who was shot while arriving on the scene of a robbery on Monday 4th July 2016 has been released from the hospital.

Missick, a female officer, is attached to the Tactical Unit of the Royal Turks and Caicos Islands Police Force for the past 10 months with 9 years of service was shot just above the knee by an unknown person who had just finished committing a robbery at the Petro Plus Gas Station on Millennium Highway, Providenciales.

She was transported to the Cheshire Hall Medical Centre where she was seen and treated for her injury which did not require any surgery. She was released from the hospital the same day.

Superintendant in charge of Tactical Unit, Darron Williams, said the shooting shows the dangerous nature of the job. “This goes to show the dangers police officers face each day, I am happy that her injuries were not serious or life-threatening and I

am hopeful for her speedy recovery and is grateful for the many expressions of concern and support on her behalf.”

The SUN understands that Shortly after 1:00 p.m., Tactical Unit Officers were heading east up the Millennium Highway when upon reaching the Petro Plus Gas Station they saw two men running across the streets. Officers turn in their direction and upon doing so the culprits began shooting at the police vehicle from the bushes.

One of the bullets entered through the rear left side door hitting the officer in her right leg just above the knee.

The victim of the robbery stated while entering her vehicle that was parked in front of the Gas Station she was approached by two men with black cloth over their faces, they pointed guns at her and demanded her to hand over a bag that she was carrying. She handed them the bag which contained an undisclosed amount of cash as they made their escape towards the Millennium Highway road when they ran into the Police.

The culprits were able to escape further in the bushes. Heavily armed police blocked off the area and were seen searching the bushes.

Up to the time of this report, no one was arrested in connection with the incident, investigations are ongoing.

TCI demonstrates economic stability

Global ratings agency Standard & Poor’s (S&P) has maintained its BBB+ rating with a stable outlook for the Turks and Caicos Islands (TCI) it was announced Wednesday, 29th June 2016.

This is TCI’s third consecutive year with such a strong grading. A team from S&P made the annual visit to the islands in May and met with a range of officials as part of the review process.

The S&P report reiterated that TCI’s relationship with the U.K. provides a benefit to local economic policies and judicial and institutional stability, all of which further support the ratings.

economic growth in its tourist-based economy, largely due to the ongoing economic recovery in its largest visitor market, the U.S. However, we expect that with existing hotels at capacity, tourist activity is likely to moderate in 2016, with real GDP growing about 3% in 2016, down from nearly 6% in 2015.

PNP chairman accuses Mike Misick of destroying party

During a recent Progressive National Party (PNP) press conference, chairman Royal Robison accused former Premier Michael Misick of destroying the party, but the current premier Dr. Rufus Ewing quickly shut down the discussion and refused to let the chairman elaborate on his accusations.

One of the most controversial aspects of the July 4th press conference at Opus Restaurant conference room in Grace Bay, centered around former Premier Michael Misick, who is now running as an independent candidate instead of At-Large for the PNP.

In his opening remarks, Robinson listed Misick as one of the Nine PNP candidates who are vying to fill three At-Large spots. However, when he was questioned further about Misick’s candidacy, Robinson started reading from a prepared script in which, among other things, he accused Misick of destroying the PNP party and said that some people were following him blindly.

Robinson said, “Mr. Misick’s application is still with the Progressive National Party, that is a fact but I can say this that as Chairman of this great party I will not sit and be mum to see someone hell-bent on destroying the very fabric of this party for his/her personnel gain. He decided to withdraw his application and to run as an independent. Everyone has a democratic right in this country to put forward their name to run on any ticket PNP, PDM or otherwise and that is what he did, exercises his right.

If he said that he’s a PNP, then so be it.

He’s still a PNP but what I don’t want persons to get confused about is that he is not running on the PNP ticket.

New Assistant Superintendant of Police for Criminal Investigations

Stephen Snow joined the ranks of the Royal Turks and Caicos Islands Police Force on June 14th 2016 as Assistant Superintendant.

His responsibilities include Advising and mentoring Senior Investigators in regards to Homicides and other Serious Crimes investigations.

He has over 30 years of policing experience in the United Kingdom most of which spent as a detective within the West Yorkshire Police Department. He has significant experience in the investigation of serious and organized crime which includes major drugs importations,

kidnapping, Rape and armed robbery.

As a detective for 25 years, he was Senior Investigating Officer (SIO) and Deputy SIO for in excess of 70 homicides and suspicious death investigations.

During his time as Senior Investigating Officer, he was responsible for all decision making in regards to the policy, direction and ownership of the investigations and provided Senior Investigating Officer support to the department, managing risk and reputation for internal and external partners.

Snow, who was commanded on 16 occasions for his outstanding

detective work from senior Judges and Chief Constables spent the last 5 years of service at the Forces Homicide and Major Enquiry Team and prior to retirement, he was the recipient of a Prestigious Policing Award for outstanding contribution to Criminal Investigations spanning over 30 years.

Commenting on his new post he said, “In regards to my current post, I am extremely excited to be given the opportunity to work on the Island with some really hardworking and good people and to share some of my knowledge and experience I collected from over 30yrs of policing in the UK Stephen Snow and around the world.”

Police investigating robberies

Investigators of the Royal Turks and Caicos Islands Police Force are investigating two reports of robbery that occurred on Wednesday 6th July 2016, on Providenciales.

The first incident was reported at 4:04 p.m. when a complainant reported on behalf of two persons who told him that while on North West Point Beach, they were robbed by two masked men who pointed a gun at them and demanded money.

One man was described as 6’2” dark complexion and athletic built, and the other was about 6’0 light skin and slim built. Their faces were covered and one was wearing a Rasta colored bandana.

The culprits got away with a white scooter and a straw bag contained clothing, cellular phone, a GoPro camera and a small amount of cash. Police were dispatched to the area where an extensive search was conducted for the two suspects. The scooter was later recovered and a 46-year-old male suspect was arrested.

The other man is still on the run.

The second incident was reported at 9:39 p.m. The complainant contacted 911 Central and reported that some guests were robbed by an unknown male with a knife.

The victims told officers that they were walking along the beach heading towards to the Alexandria

Resort when they were approached by a 5’7” black man with a broken accent wearing a black hoodie and a Short Dickie Pants.

The man held on to one of the victim’s neck and demanded money.

He was able to get away with a small amount of cash and a wallet containing documents.

Officers made checks around the area but no one fitting the description was seen.

No one was injured in both incidents.Investigators are ongoing for both incidents.

Police are also investigating a Robbery report that was made on Monday 4th July 2016 in Five Cays

area and multiple shots fired.

Around 12:00 a.m., a complainant contacted Central and reported that two masked men described to be 5’6” entered the Bugaloo’s Conch Crawl restaurant with guns in their possession demanding money. A bag containing an undisclosed amount of cash was handed over to the men.

Prior to fleeing the scene a struggle ensued between a customer and one of the gunmen causing the shots to go off.

Police arrived on scene and made checks in the area, no one was found matching the description given.

Royal Navy ship to visit TCI

The Royal Navy’s Royal Fleet Auxiliary support ship, RFA Wave Knight, will visit Grand Turk from 8-10 July as part of its deployment to the region to provide support and assistance to the UK’s Caribbean Overseas Territories and Bermuda during this year’s hurricane season.

RFA Wave Knight will arrive in TCI on Friday from the Dominican Republic which was the first port of call on its deployment to the Caribbean (and Bermuda) region during this year’s hurricane season.

Four naval officers from the Dominican Republic will sail with the ship from Santo Domingo to Grand Turk to observe possible illegal fishing activity by DR fishermen in TCI waters.

While in Grand Turk, the ship’s crew and accompanying Humanitarian Assistance and Disaster Relief (HADR) team of Royal Commando Engineers, who specialise in hurricane preparedness and disaster relief, will liaise with TCI’s Department for Disaster Management and Emergencies (DDME), emergency and medical services, Public Works Department and power and water utility companies to assess TCI’s state of readiness for this hurricane season and to see what assistance might be required, and where, in the event of a

hurricane striking TCI.

The ship’s Lynx helicopter will carry out aerial mapping survey flights with DDME staff and coastal surveillance with and on behalf of the Department for Environment and Coastal Resources (DECR) to check for illegal fishing.

In addition to working with those organisations, RFA Wave Knight will host tours of the ship for TCI’s boy scouts and girl guides as well as a delegation of church representatives.

The Commanding Officer, Captain Peter Selby, will host a reception on board RFA Wave Knight for a cross section of guests from TCI. During the ship’s visit, members of the HADR team and crew of RFA Wave Knight will be involved local community projects in Grand Turk.

Hon. Sean Astwood complains about terrible state of roads in Five Cays

Five Cays MP Hon. Sean Astwood continues to bring the state of the terrible roads in the community of Five Cays to the attention of the Government and he continues to get shut down.

Astwood took The SUN, on a road tour to the community on Thursday July 7th, to show the terrible state of the roads and to highlight the issues facing Five Cays with infrastructure, roads and street lighting.

He said: “The situation that most of our subdivision roads have is that they are not being paved, they are not graded, they’ve been deteriorating pretty terribly over the last number of years. I’ve continuously called on the present Government to deal with the situation and they’ve chosen to ignore it.”

Astwood added: “The means that I have at my disposal is to continue to highlight to the public what we are facing in Five Cays, but also to let the residents of Five Cays know that I’m representing on the issues that they care about most. Once they call me and talk to me, it’s my job to bring that to the attention of the powers that be. We

Astwood said he recently visited a lady in Five Cays who told him that the jitney services are dropping people out at the main road in the middle of the night because of the poor state of the subdivision roads.

He added: “So we have a situation where the roads are bad so

the public transportation that we have, the jitney services are not carrying people directly to their homes. They are dropping them at the main road and there’s no street lighting so single females have to walk from the main road late at night in the dark to get home. It’s a risky situation and I do know of persons that have been robbed in different areas because of this situation.”

The Five Cays MP stressed that he has expressed this to the Government over a year ago and still

nothing has been done.

Astwood said, “Only because of the election cycle it would not surprise me if we began to see a little activity, but I can assure you that even in that, it would not be to the level that it should be. These roads should be properly leveled out to prevent the flooding issues that we experience, properly graded and also paved with sidewalks.

These are residential community areas and the people here are taxpayers like everyone else and I continue to say that about the community of Five Cays. We pay our taxes, we go to work and we work hard, we bust our butts like the rest of this country, so we deserve to be treated as everybody else is treated and we deserve attention from the Government that the people here are demanding. It is my job to continue to push for them, so if they decide to grab one of these roads as an example and do a quick grading to give the impression that they are really focusing on the community, it would be nothing more than bad politics. Once again, instead of the Government do their job they have chosen to let the people suffer and right before election they want to trick the people by just doing a little bit when a whole lot more should have been done a long time ago.”

TCI National Trust Honors Blue Cay Estate

PNP to pay $284,000 in back rent for headquarters

Renovations ongoing at the PNP headquarters

The Progressive National Party (PNP) has officially been granted re-possession of its headquarters on Airport Road, Providenciales, under a 99-year lease.

PNP chairman Gordon Burton said the party reached an agreement

with the Crown to pay $30,000 a year in annual rent for the land on which the headquarters is located. He said they also agreed to pay the $284,000 in back rent over a one-year period.

During a press conference held by the PNP on Monday at Opus Restaurant conference room in Grace Bay, it was stated that the PNP headquarters is under renovation in

time for the upcoming election season.

Premier Hon. Dr. Rufus Ewing said, “In this lease the agreement also makes provision for the party to have a freehold title to the land once the law has been changed to allow such freehold since this negotiation started even before the law was changed in 2012. This is one of the legacy issues that would be addressed.”

Ewing stated that the Progressive National Party feels delighted and they want to thank all of those individuals who were a part of the process of getting the headquarters back in the hands of the Progressive National Party.

He added: “For those persons who presented obstacles in the way, as a good Christian I’ll say thank you too, because sometimes those obstacles makes you stronger. You know your enemies and you know your friends and so I would like to say thank you to them and those persons who have made this a most rewarding exercise over the past several year.”

On July 12th, 2013, Chief Justice Margaret Ramsay-Hale ruled that the land on which the headquarters was built, has always been, and remains, Crown land. After

the court ruling, Attorney General Hon. Rhondalee Brathwaite-Knowles claimed victory.

The judgment had stated, among other things, that “The only possible conclusion is that the beneficial and legal interest in the Land was always and remains in the Crown”.

The Judge also ruled that the PNP, as an unincorporated association, has no legal personality and cannot sue or be sued. She therefore determined that the claims for damages could not be pursued against the PNP as a body, or Trevor Cooke, the Chairman of the PNP, since it had not been shown that he personally was a trespasser, nor was he deemed by the Court to be legally representative of all the PNP members.

According to the Attorney General’s interpretation, the outcome of the case is that the Crown is entitled to parcel 60602/79 including the PNP headquarters, but it is not entitled to pursue its claim for damages against the PNP (because it does not legally exist according to the Court) or against Mr Cooke (because he has not personally been shown to be a trespasser).

he Alexandra Resort & Spa hosted a reward party for staff members for a job well done. The event took place on Thursday evening July 7th at Asú on the Beach restaurant in Providenciales.

The night was filled with a lot of smiles and new memories were created as the staff members danced the night away while greatly appreciating the rewards that were given to them.

Among the prizes were a round trip ticket to the United States or anywhere in the Caribbean, and an iPhone.

Music was provided by Prime DJs. Gloria Thomas, General Manager at The

Alexandra Resort & Spa told The SUN, “We are appreciating our staff for their hard work and dedication. In this past year they’ve worked very hard to bring the resort from a number t28 on TripAdvisor to a number 17 and we did that in less than ten months. So the changes that occurred with them and the dedication they’ve shown with all the changes that we did last year has been amazing, so we wanted to appreciate them as our end of year bonus party.

Organizers of the event said they wanted the staff members to get together, relax, take the day off, dress up and have a lot of fun.

Stretching may ease women's depression and menopause symptoms

Stretching just 10 minutes a day might help ease menopause and depression symptoms in middle-aged women, a small study suggests.

“Light-intensity exercises such as stretching have not been previously evaluated for its impact on menopausal and depressive symptoms,” lead researcher Yuko Kai told Reuters Health by email.

Forty Japanese women, ages 40 to 61 years, participated in the study at the Physical Fitness Research Institute, Meiji Yasuda Life Foundation of Health and Welfare in Tokyo.

Twenty of the women were randomly assigned to stretch 10 minutes a day before bedtime for three weeks. The other 20 were instructed to remain sedentary before bed.

The research team evaluated the women’s menopausal symptoms using 10 questions about vasomotor symptoms (such as hot flashes and chills), psychological symptoms (including mood and sleep disturbances) and body aches.

They used a separate set of questions to evaluate symptoms of depression.

At the start, the groups were generally similar. More than half the participants were postmenopausal and nearly two-thirds had depression. Most of the women were not physically active.

On average, the stretching group stretched about five days per week.

Overall, the women in the stretching group had improved scores on both sets of questions after the three-week study period, compared to the group that didn’t stretch before bed. The frequency of hot flashes wasn’t different in the two groups, however.

While

stretching before bed isn’t a bad idea, Dr. JoAnn Pinkerton, executive director of The North American Menopause Society, told Reuters Health by email, “it is impossible to tell if the positive effect found from stretching on menopausal and depressive symptoms was due to the stretching, the increased movement, or not doing whatever they normally do during the 10 minutes before bed such as eat, smoke or drink, etc.”

Pinkerton said the results would have been more interesting if the comparison group had been assigned a task to do before bedtime, to see if it was the stretching itself that was helpful or just the fact of doing something before bed. In most studies of methods for reducing hot flashes, the placebo group sees some improvement, too, she pointed out. In this trial, the comparison group had no improvement at all, which means, she said, that it was not an adequate control group.

For more conclusive results, Pinkerton said, "this study needs to be replicated with larger, more diverse postmenopausal women with an active control group.” In the meantime, she added, women should remember that “being sedentary has been shown to be bad for (their) physical and mental health and to increase hot flashes. Being active every day has been shown to lessen severity of hot flashes, improve mood, coping ability and may decrease (their) risk of cognitive loss."

Additionally, Pinkerton said, "if women were to exercise with light walking 30 minutes daily and then stretch for 10 minutes, they might improve health, menopausal symptoms, mood and cognition and, if stretching helps sleep, improve their sleep quality.”

“Adam was a guest speaker at the manufacturing association. A gentleman came up to me and said when I become prime minister I am going to give you a call,” Stewart recalled, noting that man was Rowley.

After winning the 2015 general election, Stewart said he received a call from Rowley.

“He called and he said, ‘look, I would like to have talks with you.’ He (Rowley) told me that he would like to see Tobago take advantage of its natural resources.”

Since then, Stewart said he has had a couple of “good” meetings with the THA and Government ministers.

“Obviously, we discussed things like airlifts and so on. I know the first conversation I had, as short as it was, it was pleasant and serious.

We would have to digest stuff right around. What I can tell you, is that I sense a determination to make Tobago work a lot better for the country. I find they (Government) are serious people.”

He said, however, that before a hotel can be established there must be granting of approvals and environmental studies undertaken.

“The environmental science would be at the top of the pile. A lot of things too the Government would have to weigh very carefully.”

CARICOM report condemns member states for free movement breaches

GEORGETOWN, Guyana: A Caribbean Community (CARICOM) report has strongly condemned several member states it suggests are deliberately ignoring rules and court decisions to facilitate free movement, a guaranteed right under community laws.

The report, seen by The Gleaner, has also revealed that several CARICOM states which have denied nationals entry have failed to submit the information to the Joint Regional Communication Centre, even in cases where the denials were widely reported in the media.

“Member States are not submitting complete data to the Advanced Passenger Information System (APIS) as refusals that have been a matter of public record are not in the APIS,” read a section of the report distributed to CARICOM

Monday’s killing of Michael Romero Rivera is one of 333 slayings reported in Puerto Rico so far this year, an increase of 54 killings compared with the same period last year.

Prior to the boy’s death, police had already reported 11 killings and 12 shootingrelated injuries over the July 4th weekend, prompting Police Chief Jose Caldero to announce he was assigning more resources to cities including the capital, San Juan.

According to the statistics available up to June 16 this year, 24 sudden deaths were recorded as compared to 21 between January and June 16 last year. For the same period in 2015, 11 men and 10 women died suddenly, while this year, the figures stand at 12 men and 12 women.

But Dr. George gave the commitment that a more detailed evaluation of

historical data, with comparison of sudden deaths for the past five years, will be carried out and an update given to the public when it has been completed.

He is urging Barbadians to take care of their health by having regular medical check-ups and practising healthy lifestyle behaviours.

Earlier this week, the Barbados Water Authority (BWA) dismissed growing concerns that a high level of lead in the water had contributed to the recent sudden deaths of a number of Barbadians.

“The Barbados Water Authority is currently addressing a very malicious rumour that circulated on social media. I think Facebook from yesterday, and we, together

with the Environmental Protection Department, the Ministry of Health, the meter manufacturers, will be seeking to put this matter to bed,” said BWA Corporate Communications Specialist, Joy Ann Haigh.

“It is a vicious rumour, it is not true, and we will be coming to the public shortly and bringing our scientific proof so the public will know the water metres are safe and our water quality is extremely safe and that we meet and continue to meet the standard of the World Health Organization,” Haigh added.

The BWA has described the social media posts that there is lead in the water and this is partly responsible for the recent sudden deaths of a number of citizens, as a vicious rumour.

Radical changes coming to tackle murder wave, says Malahoo Forte

JAMAICA – Attorney General Marlene Malahoo Forte has sent a strong signal that the Andrew Holness administration is prepared to make radical changes to cramp the spiralling murder rate, declaring that some “fundamental rights and freedoms guaranteed to Jamaicans may have to be abrogated, abridged or infringed”.

In her contribution to the Sectoral Debate in Parliament yesterday, Malahoo Forte suggested that the evidence of the brazen killings and other criminal acts have convinced the administration that “such action may be demonstrably justified in this free and democratic society”.

However, experienced attorney-at-law K.D. Knight has issued a caution to the attorney general, noting that while he understood the grave concern about the state of crime in the country, “it is not necessarily the case that

“This attorney general is advising the Government very carefully. When we pass laws, they are presumed to be constitutional unless and until they are set aside by a court of competent jurisdiction, but we are prepared to pass the laws and have them tested in the courts because we must do something about the murder

The attorney general also made it clear that the Government would seek to amend the Bail Act again.

In 2011, the Supreme Court declared certain amendments to the Bail Act a breach of the Jamaican Constitution, based on a challenge brought by two murder suspects.

However, Malahoo Forte said the Government would seek to make amendments to other pieces of legislation such as the Criminal Justice (Administration) Act, the Jury Act, the Evidence Act, the Criminal Justice (Plea Negotiations and Agreement) Act, the Firearms Act and the Offences Against the Person Act.

Father of toddler killed at Disney resort says two alligators were involved

The distraught father of a 2-year-old boy dragged off and killed by an alligator at the Walt Disney World Resort in Florida last month has said he was attacked by a second alligator as he fought to save his son.

Matt Graves, whose son Lane was killed in the Seven Seas Lagoon at Walt Disney World’s Grand Floridian Resort & Spa after being dragged off in shallow waters, gave details about the attack to a fire captain, the Orlando Sentinel reported on Sunday.

Briton pleads not guilty to weapons charges over Trump rally incident

A British man pleaded not guilty on Wednesday to weapons charges stemming from an incident where he was accused of trying to steal a gun from a policeman during a Las Vegas rally for Donald Trump, the presumptive Republican presidential nominee.

Michael Steven Sandford, 20, of Britain, was charged with two felony counts of being an illegal alien in possession of a firearm and one felony count of impeding and disrupting the orderly conduct of government business, according to the U.S. Attorney’s Office in Las Vegas.

Brenda Weksler, one of Sandford’s federal public defenders, declined to comment when reached by email on Wednesday evening.

Sandford’s trial is set to begin on August 22, said U.S. Attorney’s Office spokeswoman Natalie Collins.

Sandford was initially charged in a complaint filed in federal court on June 20 with an act of violence on restricted grounds over the June 18 incident at the Treasure Island casino hotel. The complaint said Sandford told a U.S. Secret Service agent he had driven to Las Vegas from California with the goal of shooting Trump.

The indictment does not accuse Sandford of plotting to kill Trump.

According to the June 20 complaint, Sandford said he had been in the United States for a year and a half. Court records said he had lived in Hoboken, New Jersey.

Court records said Sandford went to the Battlefield Vegas gun range to practice shooting a day before the rally, and said he had never fired a gun before. While there, he fired 20 rounds from a Glock 9mm handgun, the complaint said.

Accused al Qaeda supporter in U.S. charged with seeking judge’s murder

A man already awaiting trial on charges of conspiring to aid the late U.S.-born al Qaeda preacher Anwar al Awlaki and an al Qaeda affiliate in Yemen was indicted on Wednesday over accusations he plotted to have the federal judge presiding over the case murdered.

Yahya Farooq Mohammad, 37, was accused in the three-count indictment handed down by a federal grand jury in Toledo, Ohio, with attempting to pay an undercover FBI agent $15,000 to have the judge killed.

“Conspiring to have a judge killed is not the way to avoid being prosecuted - now Mohammad will be held accountable for additional serious federal charges,” Stephen

Anthony, special agent in charge of the FBI’s office in Cleveland, said in a written statement released with the indictment.

Prosecutors say Mohammad was introduced to the undercover agent by another prisoner at the Lucas County Corrections Center in Toledo after telling that inmate that he was willing to hire someone to kill U.S. District Judge Jack Zouhary.

Mohammad told the undercover agent that he would pay him $15,000 for the job and arranged to have his wife, identified only by the initials “N.T.”, hand over a $1,000 cash down payment at a post office in Bolingbrook, Illinois, according to prosecutors.

Mohammad told the inmate that the rest of the money would be coming from Dubai and would be routed to his wife through Texas and Chicago, prosecutors said.

After the undercover agent showed N.T. a supposed photo of Zouhary’s dead body and asked for the rest of the money, she agreed to contact Mohammad, according to prosecutors.

Mohammad was charged in the indictment with attempted first degree murder of a federal officer, solicitation to commit a crime of violence and use of interstate commerce facilities in commission of murder for hire. He faces a maximum sentence of 30 years in federal prison

if convicted at trial.

Mohammad and three co-defendants were charged last November with conspiring to funnel money to Anwar al Awlaki and a Yemen-based affiliate of al Qaeda to which he belonged in support of attacks on U.S. forces.

Awlaki, a cleric, was killed by a U.S. drone strike in Yemen in 2011.

U.S. intelligence had identified him as the head of external operations for al Qaeda in the Arabian Peninsula, an offshoot of the militant group.

Thousands march through London to protest against Brexit vote

Thousands of demonstrators marched through central London on Saturday in a raucous and colorful protest against last week’s referendum vote to leave the European Union.

The marchers were nearly all young adults, and many were draped in EU flags while others waved banners bearing slogans such as “I’m with EU” or simply “Wrexit.”

Four U.S. airports to open automated security lanes this fall

Four major U.S. airports plan to speed up security checks by automating the distribution of bins for travelers’ carry-on bags, the U.S. Transportation Security Administration (TSA) and American Airlines Group Inc said on Tuesday.

Medical exemption saves Bolt

Global sprinting superstar Usain Bolt will be named to the Jamaican team to the Rio Olympics at this evening’s meeting of the Jamaica Athletics Administrative Association’s (JAAA) Selection Committee in both the 100m and 200m events.

Bolt’s and Jamaica’s business alone.

But I would still love to be a fly on the wall and hear the deliberations for several other athletes, and while I don’t think there will be any major omissions, there could be surprise inclusions.

It just would not be Jamaican track and field if there were no drama involved.

I expect two top hurdlers who got medical exemptions — Hansle Parchment in the men’s 110m and Janieve Russell in the women’s 400m hurdles — to be included, and I would not be surprised if World Champion Danielle Williams and multiple Diamond League champion Kaliese Spencer were also named.

Blake completes Jamaican sprint double in Bolt's absence

The rule allows for four athletes to be submitted for each event, but only three can enter. Providing that they meet the qualifying performance and prove their fitness, their names will be submitted at the technical meeting usually held a few days before the start of competition.

And with the natural talent they've got it won't take long. But you've got to face it. You've got to be exposed to it.

"There's so much natural talent. We've seen it in the net bowlers. I'm in awe of how many young fast bowlers you've got in the West Indies. We've seen it in Guyana, we've seen it in St Kitts, we've seen it in Barbados, and yet you play on wickets that bounce about this high.

These two teams played fierce and competitive matches throughout the season as were both hungry to capture top places in both the

Women's League and Women's Cup Games. The teams seemed evenly matched throughout the first half of the game as numerous attempts were made on goal and defensive lines held fast. However,

All three teams are to be commended for their efforts as each team had a diverse base of players with respect to age and playing

abilities. AFC Hurricanes has truly dominated the 2016 season as they hold first place in both the Women's League and Women's Cup Games.

Followed in second place by AFC Warriors and AFC Strikers in third place.

The TCIFA continues to encourage girls and women of all ages to participate in training sessions and games, as it continues its endeavours to increase the number of female participation in the great sport of football.
