EXECUTIVE SUMMARY

The Turks and Caicos Islands Sports Commission values success, and believes that the investment in talent acquisition and retention creates a road map for sustainability, long-term business success, impeccable customer services and revenue growth The goal at the Commission is to recruit high quality individuals with the competencies, knowledge, technical skills and experience to deliver tangible outcomes with the potential to exceed expectations This report captures the diligent work done by the employees of the Commission towards achieving the Government’s mandate for sport development and active living. In the 2023-24 financial year, the Commission was able to promote sport at a high level, deliver on robust mass participation programmes, strengthen competitive sport offerings, progress new capital developments, maintain and enhance facilities, advance its sport performance programme, and implemented the proper regulatory and compliance framework for sports in the TCI.

Brief Overview

The TCI Sports Commission is the management entity for major sports facilities and community parks across the Turks and Caicos Islands, who is also responsible for promoting and coordinating sporting activities throughout the Turks and Caicos Islands as well as regulating sport through various nationalsportsgoverningbodies.

Our Mission is to provide the highest standard for the promotion of sports in the Islands by working with key stakeholders to lead, develop, promote, and organize sports & active living in the Turks and Caicos Islands

Our Vision: is for TCI athletes to achieve sustainable international performance and for all Islanders to practice sports and adopt an active living and healthy lifestyle

Executive Management

Overview

In this annual report, we provide an overview of the Executive Management within the Sports Commission, highlighting their roles, responsibilities, and contributions. The report focuses on the positions of the Chief Executive Officer (CEO), the Chief Operating Officer (COO), and the Chief Financial Officer (CFO), shedding light on their respective scopes, workings, and functions.

Scope of the Executive Management and their functions in their respective roles:

The Executive Management of the Sports Commission comprises seasoned professionals dedicated to driving the organization's mission forward while ensuring operational excellence and financial sustainability. Each member brings years of experience and a unique set of skills and expertise to their role, contributing to the overall success of the Commission.

The Executive is focused on achieving the organization’s key programme strategies as set out in the budget for the financial year 2023/2024, as well as ensuring the smooth operational and organizational growth of the Sports Commission.

Output Data for FY 2023-2024:

Increase participation in recreational and competitive sport: 1.

The Sports Commission successfully hosted its robust summer camps; Police Action League (PAL) programme; re-opened the Felix Morley Community Center; and the Turks and Caicos Islands Inter School Sports season.

The Commission has built capacity in sports personnel by hosting the following training: CPR and First Aid; sport media; Long-Term Athlete Development (LTAD); Sports Performance; Track and Field Coaching; Basketball Officiating; and Child Safeguarding.

Executive Management

Team TCI was well represented at both the CARIFTA Track and Field Games in the Bahamas and the CARIFTA Swimming in Curacao in April 2023 where three medals were won in Track and Field. The TCI Golf senior team competed in the Caribbean Golf Classic where for the first time, TCI won both the male and female championship and the overall all championship. Team TCI also competed in the Central American and Caribbean Games in El Salvador in the sports of swimming, track & field, and beach volleyball and our National males' Football team competed in the CONCACAF Beach Soccer Championships. Our 15U football team won the country's first international medal in the competitions hosted in the Dominican Republic.

2. Ensure that as many people as possible can engage in physical activity:

Sports performance training was provided to PE Teachers which will allow them to incorporate the concepts in their classroom delivery. Let's Move TCI 2024 programme ran through the fourth quarter of the 2023-24 financial year and attracted hundreds of ‘in person’ participants and over a thousand participating virtually. The Sports Commission has begun collaborating with the Education Curriculum Unit to draft the PE grades 3 – 6 curriculum.

3. Leverage our natural environment and proximity to our source tourism market:

The Sports Commission has collaborated with local federations and clubs to host the Caribbean of Champions Basketball Tournament in the first quarter, having three international teams participate in the tournament. The ‘Race for the Conch’ Eco-Sea Swim meet was hosted attracting nearly one hundred international swimmers. Our National Football Association has hosted several CONCACAF home matches in both women's and men's football.

The Commission also hosted many professional athletes, who trained at our facilities during their visit to the Turks and Caicos Islands.

4. Strengthen measurement and evaluation of the contribution of our new sports policy and related investments:

A comprehensive review of the outputs and outcome of the previous Sport 5-Year Strategic Plan has been completed in the third quarter. Consultation with National Sport Governing Bodies commenced in the fourth quarter to the drafting of a new five-year strategic plan. Registration of National Sport Governing Bodies began in the first quarter as well as the hosting of the Sports Grant Funding and Accountability framework meeting. National Sport Governing Bodies were assessed and grant allocations for the 2023-24 financial year have been decided. Due to completion of audit delays, there was a delay in some grant awards being issued until the end of the fourth quarter.

5. Continue the planning and operation of sport facilities, events and businesses to reflect principles of sustainable development and environmental management

Lighting systems at the Felix Morley Community Centre has been upgraded to LED and we started to change out the lights at the South Caicos facilities to LED lights standing at 65% completion. All replacement light fixtures at the Gustarvus Lightbourne Sport Complex have been change to LED. Utility management has improved via repairs to water leaks and better management of electricity usage and wastage.

7. Financial Stability

Maintained a balanced budget with no overspending done on any budget lines and demonstrated the financial sustainability of the Sports Commission with a small surplus at the end of the financial year.

The Executive team successfully managed an approved budget of $4.4M, ensuring that resources were allocated efficiently and cashflow was available given constraints from the TCIG on releasing fixed funds monthly to the Sports Commission rather than based on the operational needs of the Sports Commission or every quarter.

7. Financial Stability (cont’d)

The Sports Commission had more than twenty-five (25) different projects/programmes executed in the last financial year and committed to the proper management and upkeep of all facilities and parks under its remit across the Turks and Caicos Islands.

The Sports Commission also underwent its audit for the financial year 2021-2022 in the previous financial year which was its first year being audited by the National Audit Office and this audit went smoothly.

The Sports Commission operates under International Financial Reporting Standards (IFRSs) and has a fully qualified Chief Financial Officer (CFO) who must act with integrity and is held accountable by the global body for the Association of Chartered Certified Accountants (ACCA) and can lose his qualifications.

8. Community Engagement

Engaged with most public and private schools with our Let’s Move TCI school tours, reaching hundreds of students and having a significant impact on the youths of the Turks and Caicos Islands. Engaged over one hundred youth daily at the Felix Morley Community Centre in various programme offerings, and provided access to enhanced, maintained, and lighted community parks for stakeholder enjoyability. Sponsored several community initiatives such as the Delano William’s Foundation 5k/10k run/walk, Women in Sports Gala, and Women in Sports Week.

9. Capital Projects and Infrastructure

The Sports Commission was able to secure projects to be funded such as a vehicle for the sports commission, the repair of the roof to the Gustarvus Sports Complex and Shelter, the Aquatic Centre Consultancy Framework Agreement, the Grand Turk Sports Complex and Shelter, the Refurbishment Works Sports Field – XSC and Community Parks/Recreation Facilities Development and Refurbishments. Total estimate value at 5.6 million dollars.

10. Risk Management

Developed and implemented a comprehensive risk register identifying numerous relevant potential risks posed to the Sports Commission and developed mitigation strategies for each risk identified which is reviewed at intervals based on how fluid the risks are.

There were no non-compliance issues reported.

12. Training and Development

1.A training budget was provided to the human resources department to allocate funding to each department based on the needs of the department after feedback has been received from heads of department (HODs). Positive feedback was obtained from all staff members who partake in training exercises and also from their supervisors on improvements to performance.

13. Business Continuity

Developed a business continuity plan outlining procedures for ensuring the continuity of essential operations in the event of a natural disaster or other emergency situation.

14. Automate Processes

Processes were last automated in the financial year 2022-2023 which saw the Implementation of an automated payroll system to streamline payroll processing, reduce manual errors, and improve efficiency in managing staff compensation and seeing a 95% employee satisfaction in on-time payroll processing as well as the implementation of the Human Resource Software data which allows hourly staff to clock in and reduce manual time sheets and manual leave application forms. This cut down inefficiencies with staff leave processing by 50%.

We also want to procure facilities management software to streamline the facilities management process and maintenance requisition. This is scheduled for the financial year 2024/2025.

Department Overview

The Compliance and Support Department of the TCI Sports Commission plays a crucial role in ensuring compliance of sport organizations and the regulation of sporting activities within the Turks and Caicos Islands; ensuring transparency, accountability, and safeguarding. This annual report aims to provide insights into the scope, workings, and functions within the Compliance Department, highlighting the roles of key personnel including the Compliance and Support Manager, and the Compliance and Support Officer, followed by the department’s performance over the previous financial year 2023-24 including, goals, strategies, procedures and outputs.

Scope of the Department

The Compliance and Support Department provides oversight to the sporting sector which includes National Sports Governing Bodies and sports clubs, sport tourism initiatives, businesses in the sport and fitness categories, professional sports, and duty concessions requests for non-profit sports organizations

1. National Sport Governing Bodies Compliance

The department was able to successfully establish a relationship and consistent communication with the Financial Services Commission Quarterly compliance updates are now submitted to the TCI Sports Commission on each organization’s compliance status In the absence of annual FSC certificates, this allows the Sports Commission to accurately track Sports NPO status

The department was able to successfully process the registration of 10 of the 15 recognized National Sport Governing Bodies while flagging 3 for urgent improvements, and serving deregistration notices to 2

Training on populating and updating the documents and data needed to meet registration requirements was also provided to the National Sport Governing Bodies

2. Support to Sport Organization and Athletes

Managed the assisted audits program through which the Compliance department was able to identify the National Sport Governing Bodies that needed funding to conduct the mandatory audits to be able to receive grants for development programs. The Compliance department procured an audit company to conduct audits, and liaised with the auditor and Sports Commission executives on updates This allowed those organizations to access funding to facilitate development programs and meet international obligations

This consultancy will allow the Compliance and Support department to provide critical resources to the National Sport Governing Bodies to bring them up to international standards for administrative structure, strategic planning, and national development for their sport. All research and logistics for virtual and inperson sessions, including travel, for the consultancy was handled by the Compliance and Support manager

3. Sport Grievance System

Request that each National Sport Governing Body has a detailed grievance process in their constitution or bi-laws.

4. National Athletes Database and Athlete Support Services

The Department was able to onboard a temporary staff through the National Intern and Apprentice Programme to Liaise with National Sports Governing Bodies to begin developing a national athlete database

The Department hosted a series of meetings and circulated communication surrounding the need for each national Sports Governing Body to appoint/elect an Athlete Representative

A database of all athlete representatives from the various national sports governing bodies has been generated and communication has commenced as to their purpose, function, and interfacing with the Sports Commission

The Compliance and Support Officer posts within the Compliance and Support Department have been approved by the cabinet and budgeted for in the 2024-25 budget.

File management system has been reviewed and changes have been implemented

6. Implementation of sport development programmes and national health initiatives

Project Lead for the Let’s Move TCI program, a 12-week national health initiative that saw over 1900 participants across its live workout sessions, island races, and school tours. Let’s Move TCI 2023 saw high engagement numbers across the TCI and internationally through social media platforms. Program planning and production of the content used began 3months before the January launch Oversight of this program included management of several phases of the program including:

Planning of School Tours sessions in all islands

Coordination of Island Races in all Islands

Management of overall program budget and stipends

The Athlete Development Fund (ADF) managed by the Sports Commission forms a part of its support funding. The Compliance and Support manager chairs the ADF committee and manages the ADF grant application and processing of funds.

7. Manage TCI Anti-Doping programme

A National Anti – Doping Representative has been appointed

A series of meetings has been hosted between the TCI Sports Commission and the TCI Commonwealth Games Association on the role and function of the national anti-doping representative Meetings have been held with both World Anti-Doping Agency (WADA) and The Regional Anti -Doping Organization (RADO) on developing a National Anti – Doping Committee

A Sports Performance LTAD consultancy was also sourced by the Compliance manager for the Sports Performance Department for which the Compliance and Support Manager has oversight

The consultancy saw a 2-prong approach to training which engaged the 3-member Sports Performance team on a 3-month course that covered fundamental movement for efficient sports performance and recovery, corrective exercise movement, and whole-body rhythmic interconnection

The condensed version was delivered via a 3-day workshop facilitated by Athletic Engineering Canada and assisted by the Sports Performance dept Physical Education teachers and national coaches from across the country

Professional Development was also sourced for the Sports Performance Department team at the world-renowned IMG academy allowing them to gain valuable experience at a high-level sports performance center for better insight into facility management, management of multiple training programs across a wide variety of sports, and a volume of athletes, and education on new recovery methods This development training directly impacted strategic and program planning for the department. The 3-day sessions included:

9. Business License letter of support processing

The department was able to establish an efficient system through which all sport-related businesses applying for a letter of support were able to:

Make a letter of support request via email with a less than 24-hour response rate

Have site inspection/certificate reviews conducted within 72 hours

If approved, a letter of support issued within 7 days

The Programmes and Events Department is responsible for the development and implementation of sporting events and activities throughout the Turks and Caicos Islands This annual report aims to provide insights into the scope, workings, and functions within the Programmes and Events Department, highlighting the roles of key personnel including the Sports Programme Manager, Sport Programmes Officer, Sport Development Officer and Sport Events Coordinator, followed by the Programmes and Events department’s performance over the previous financial year 2023-24 including, goals, strategies, procedures and outputs.

Scope of the Department

The Programmes and Events Department promotes mass participation, and competitive sports and encourages active living among residents There is a growing interest in sport participation and a growing need for sustainable youth engagement as a means of curbing youth crime and deviance as well as developing a base for talent identification and long-term athlete development This department is critical to the success of the Sports Commission, as the demand for more events and sporting activities is increasing at both the community and national levels

Key results:

The total number of schools participating in TCISS sports has increased by 30% with new 3 High Schools participating; including TCIPS International (Football and Basketball), Holy Family Academy (Football, Basketball, and Track & Field), and Precious Treasures International (Basketball) Maranatha Academy also participated in more school sports; and fielded teams for Softball and Track & Field 93% (15/16) of public and 73% (22/30) of private schools participating in Inter-school sports programme

Department Overview

The Sports Performance Department of the Sports Commission plays a crucial role in ensuring that our national athletes achieve sustainable international performance through strength and conditioning This annual report aims to provide insights into the scope, workings, and functions within the Sports Performance Department, highlighting the roles of the key personnel including the Head of Sports Performance, and the Sports Performance Coaches, followed by the department’s performance over the previous financial year 2023-24 including, goals, strategies, procedures, and outputs

Scope of the Department

The Sports Performance Department is responsible for ensuring that our national athletes achieve sustainable international performance through strength and conditioning, speed and agility, and recovery and rehabilitation programmes. Athletes’ development is key to achieving our goal of developing podium athletes who can perform at international standards and achieve success. This department works along with schools and NGBs to identify top talent in all sports disciplines and provide direct training in the area of sports performance The Sports Performance department also leads in the fitness component of Let’s Move TCI, providing exercise training for hundreds of residents

Summer Sport Performance Camps

In conjunction with the programs department, there was a nationwide Sports Performance Summer Camp

The goals of the camp were to:

Improve on basic fundamental movement skills

Correct exercise movement

Introduce a higher level of structured training

Promote Teamwork skills

Boost confidence levels

The total number of participants for the summer camp was 89. Each island contained the following: Grand Turk – 21

South Caicos – 17

Providenciales – 39

North Caicos – 12

Sports Performance Fundamental Workshop

The department hosted a three-day workshop with instructors from Athletic Canada. The purpose of this workshop was to educate coaches on Fundamental movement patterns and skills

Correct Exercise Movement

Close the gap in communication between coaches and athletes. The workshop was held in Providenciales with participants being coaches and P E teachers from around the islands, totaling 25 participants

International Training

The Sports Performance department participated in a coaches’ training at IMG Academy, in Tampa Florida

The skills, techniques, and ideologies learned here, were brought back to the Commission and implemented immediately to better assist with the goals of the department.

Christmas Sports Performance Camp

The department hosted a Christmas Sports Performance Camp The objective of this camp was to Solidify training regimes learned from the summer camp

Correct exercise Movement, Prepare athletes for the upcoming high school sports season

The camp was only held in Providenciales, having a total of 35 participants

For the fiscal year 23 – 24, the Sports Performance Department had: 161 athletes registered with the Sports Performance Centre. 1092 athletes attending daily training sessions with the department (calculated by daily rosters attending workout sessions)

Department Overview

The Media Department of the Sports Commission plays a crucial role in managing the media, marketing, and communication affairs of the organization, ensuring accuracy, clarity, accountability, and efficiency in media operations. This annual report aims to provide insights into the scope, workings, and functions within the Media Department, highlighting the roles of the key personnel including the media and Communications Specialist and the Multimedia Specialist followed by the media department’s performance over the previous financial year 2023-24 including, goals, strategies, procedures, and outputs

Scope of the Department

The Media and Communications department is responsible for corporate communications as well as media and marketing at an industry level. This includes content creation, such as graphics, videography, newsletters, and press releases; photography; social media management; sports journalism; and website management

The Media department provides coverage nationwide as well as internationally for activities and events hosted by the Sports Commission as well as activities and events hosted by fifteen national sport governing bodies

Output Data for FY 2023-2024:

The Media and Communications department oversaw numerous marketing campaigns (Inter School Sports, Police Action League, Summer Camps, Let’s Move TCI) in the 2023/24 financial year, and assisted with the marketing of various programmes in relationship to the newly reopened Felix Morley Community Center, and other events put on by National Sport Governing Bodies The department also launched the programme in Project I D E A offering sports media training to students 14-21 years old for free The department spearheaded the public misinformation campaign in How Sports Works while assisting in communication for the facilities department and NGBs

Sports Commission accounts achieved two milestones on social media The Facebook page hit 5000 and over 6000 followers in 2023/24 The Instagram hit 3000 followers and is now on the cusp of 4000 Overall we have over ten thousand followers including TikTok, Twitter, and Linkedin which is key in increasing our audiences.

Full-production video campaigns were launched inhouse for each Inter-School Sports programmes, with a full complement of a graphics deck per campaign Each campaign summed over 80,000 views total on Facebook alone

Public Communication

The How Sports Works Series served to begin our process informing the public of our functions and how the sports industry operates This content was shared with the press and broadcast media sector to assist in dispelling misinformation and increase awareness of resources It was a rousing success, amassing over 51,000 views across Facebook, Instagram and YouTube As this was simply the first step, further measures will be taken to educate the public on who we are, what we do, and how sports works Efforts were made to become more visible in the media by participating in talk shows As the options for these are few and knowledge is limited, we aim to make more frequent visits and guide our interviewers better on interview direction and talking points

To appeal to varying audiences, we worked with various pages like Turks Memes, WAVES Magazine TCI, and Turks and Caicos TV, to share our content, digital magazine, and travel social accounts, which include a vast international demographic and audience ages 13-35. In the upcoming year, we aim to take advantage of this on a higher scale, by increasing the number of posts shared to their account.

Project I.D.E.A. Media Club

Some routine preventative maintenance has been done in the areas of cleaning, groundskeeping, and AC services. More work can be done in routine servicing of equipment. Maintenance is still managed manually however research has commenced on identifying maintenance and work order systems.

Scoping of repair projects has improved and a standardized template has been decided on by management to capture the full essence of the project

The Team at the Sports Commission has demonstrated exemplary leadership and commitment in driving the Sports Commission towards its goals of promoting sports participation, fostering athlete development, strengthening communities, improving the health of residents and ensuring financial sustainability. Through strategic planning, effective execution, and stakeholder engagement, the team has achieved significant milestones and laid a strong foundation for future success. Moving forward, the staff at the Sports Commission remains dedicated to advancing the mission of the Sports Commission and making a positive impact on the community through sports

The successes of many organizations can be tied back to the funding support received and it can be seen that over five years, the Sports Commission has seen its budget increase from $980K in 2019/2020 to $4 5M in 2023/2024 which is an increase of $2.8M or 280% and a projected subvention of 5.2M in the 2024/25 financial year. This speaks volumes to the level of work being done at the Sports Commission and we are not yet done.
