Grapevine Hello everyone, Seasons Greetings to you all, ‘It's Beginning to Look a Lot Like Christmas’ - you can tell that because every second song on the radio is a Christmas tune, 50% of aisle space in the supermarket contains Christmas decorations and gift sets (and you can’t find any normal stuff), and - on a more positive note - we have the Festive Edition of Target to enjoy, packed with the incredible things that you and your colleagues do. Thank you so much to the authors of all the articles, for taking the time to let us know about all your fantastic work. I know it’s becoming a cliché since the pandemic, but it's been yet another incredible, extraordinary, and demanding year. Like most organisations across the UK, we’ve had to face record levels of sickness absence, job vacancies and hyper- inflation, which have combined to make your already difficult jobs even more challenging. On top of that our people responded magnificently to the recent storms and flooding which battered Tayside in recent weeks. The fact that you have been able to deliver our services to the communities that need them so much, without failing to meet the demands, is an incredible achievement, and I wholeheartedly thank you all for responding to these difficulties so wonderfully. Despite these challenges, we have had some major accomplishments, and these are detailed in our Annual Performance Report - so if you need cheering up and want to celebrate the brilliant work that you, and your colleagues from all parts of Tayside Contracts, have been part of, please have a delve into this record of our achievements the glossy version can be found on the website by clicking here. You never know, you might even see your picture or an article about your team in the report. I know I say this every year, but once again I am immensely grateful to our people in Tayside Contracts who will be working over the festive period to provide essential public services - including keeping our roads and footways clear, and providing meals for vulnerable people - whilst the rest of us are putting our feet up,eating leftover turkey and watching Love Actually for the 20th time. Thank you so much for everything you do for the communities of Tayside. I hope you have great Christmas, and I wish you all the best for 2023.

On the 7th December is was Christmas Jumper day, and as you can see below, some of our colleagues donned their festive jumpers for charity. This was in aid of Cash for Kids Mission Christmas to provide presents this Christmas for children living in poverty in Tayside and Fife. Not only did they dig out their Christmas jumpers, but they also very kindly donated Christmas presents and made online donations to our fundraising page. We are delighted to have raised an amazing £275.

After 48 years with Tayside Regional Council, Angus Council and most recently, since 2015, with Tayside Contracts Peter has opted for phased retiral. Starting as an apprentice mechanic with Tayside Regional Council in 1975 he is now working a three day week as he winds down to his full retiral. Peter is a valued and experienced member of the Peasiehill team and we’re glad he has chosen this route at a time when recruitment of mechanics is a real challenge.


Transport Apprentices Transport Commitment to Growing Our Own Early September saw three of our existing apprentices completing the 4 year apprenticeship fixed term contracts. Darren Greig (Perth), Jack Mackey (Dundee) and Rhys Longmuir (Peasiehill, Arbroath) were all offered full time contracts which they accepted. This is a great achievement for the three individual however, this doesn’t happen by chance, it requires the commitment and dedication of the individuals themselves but also requires the support of many within Tayside Contracts (too many to mention), those I would like to mention are the various mentors (journeyman for the old school) in the workshops who help ensure the theory taught at college is put into practice through practical application in the workplace – well done to these often unseen individuals as without them we wouldn’t be able to support such a positive programme. During September four new apprentices started with two at Peasiehill and two in Perth. Jaiden Price and Ryan Buick have gone into Peasiehill with Ayden Ness and Sean McIntosh starting in Perth. This brings our total number of apprentice mechanics to eight and demonstrates our commitment to ‘growing our own’. We wish them all the best going forward. by Bob Ritchie, Transport Manager

Sign Shop Apprentice Ailsa Bruce joined the Sign Shop team in August 2023 as an apprentice sign manufacturer. She will achieve her SVQ 3 whilst working here, to produce legal road signs confidently. Ailsa previously worked in the private sector at a sign shop for a year after graduating with a Bachelor of Design in Graphic Design in the summer of 2022 from Duncan Of Jordanstone.

At Ailsa’s previous work she did vehicle graphics and on site vinyl

installation, bringing vinyl application and design skills with her to the Sign Shop which will help spread the workload, whilst developing her knowledge in safety and road signs.

In her spare time Ailsa enjoys cooking, crocheting and curling in the winter months at Forfar ice rink. She keeps herself busy within the Alyth community by volunteering at the Alyth Rainbows and with the Alyth Voice, her local magazine.


Construction Apprentices Within Construction we have an ongoing commitment to the recruitment of apprentice roadworkers as a means of offering opportunities to young people and at the same time addressing some of the staff shortages in the industry. The apprenticeship is a two-year programme which involves attending college in Edinburgh for 14 weeks throughout the first year to obtain an SVQ in Road Building and Maintenance. Out with college the apprentices work with various squads to further their skills they learned at college and learn new skill from the operatives on site. The greater variety we can offer them in the two years the more they learn to ultimately achieve a permanent grade 4 post. The apprentices are encouraged to ask questions of the chargehand and operatives in the squad as this gives them a greater understanding of the tasks they are carrying out.

During the two-year apprenticeship we are looking for the apprentice to be keen, listen, eager to learn, understand Health & Safety, work well with others, show initiative, good timekeeper, good attendance, grow from knowing little to an accomplished roadworker and obtain a driving licence. If all the above are met, then they will have successfully completed their apprenticeship and be if there is a post available, offered a permanent grade 4 roadworker post where the training and learning continue to allow them to progress in the organisation.

The New Intake of Apprentices June 2023 In June 2023 all three operational areas of the Construction Division (Dundee, Perth and Kinross and Angus) started their latest group of apprentice roadworkers on a twoyear programme. Over one hundred budding apprentices applied for the seven posts available, and the successful candidates were:

In October, Tayside Contracts attended the Blairgowrie High Induction Evening. For August 2023/24, the expected intake is 174 pupils increasing to 210 pupils. Kim Ewan, Catering Supervisor, pictured below, and the Assistant Cook were in attendance to promote the catering service. The evening was very busy and well attended with 17 group sessions for parents and pupils. We put out a menu display, plated food samples and some small tasters!

We wanted to say a big to everyone who took the time to complete and return our employee survey which closed on Friday 24 November. I’m pleased to report that 843 employees engaged with the completion of the survey which was a return rate of 28%.

The employee survey continues to be one of the biggest conversations that we can have with employees and is an important opportunity to give feedback on all areas that are critical to the business. We are currently processing this data which as you can imagine this will take time to produce all the organisational and unit/division reports. Look out for future communications when we will publish and communicate these results to all employees.

Collace Quarry Fixed Crushing Plant Demolition

As part of the ongoing longer term strategy for the operation at Collace Quarry, switching from a fixed crushing operation to a fully mobile operation left a large area of ground redundant, but with the 30-year-old plant still intact fully erected. In July 2022 Dundee City Council were approached with a view of demolishing the old plant, to allow the site to be cleared for future development. Dundee City Council City Engineers have a team of experts dedicated to the field of demolition, therefore in the spirit of collaboration, it was the best approach to move things forward.

In May 2023, after a lengthy tendering process, the contract to demolish the plant was awarded to Caskie Demolition. The machines arrived not long after and the plant was systematically demolished.

Work was completed on 7th September.

In line with the longer term strategy, we now have a large area of free ground for future development opportunities such as the siting of a new coating plant, to see Collace working well into the future.

On Friday 3 November we held our Long Service Recognition Awards for those employees who had reached 25 and 40 years service. This was held in the Malmaison Hotel, Dundee. We were delighted to be joined by Councillor Brenda Durno who welcomed and thanked everyone for their long service. We were also delighted to be joined by Provost Bill Campbell who presented each employee with their certificate and well-deserved vouchers. I'm sure there was some Christmas shopping straight after the ceremony. Well done and thank you to each of you for your hard work and loyal service.

Job Academy Partnership with Discover Work Adult Employability Service Tayside Contracts were delighted to once again partner with Discover Work Adult Employability Service to run a Job Academy for the third time. The Academy focussed on recruiting for our Catering, Cleaning and School Crossing Patroller roles in Dundee, however instead of running for one week as in previous years, this year it ran for two weeks which commenced on Monday 23 October 2023. An information session was held on 4 October 2023 and Suzanne Keay, Senior HR Business Partner gave a presentation explaining who Tayside Contracts are, the type of roles we have to offer and why we are an employer of choice. The session was well attended and resulted in 17 participants signing up for the two-week Academy.

During the Academy, Gary Chmiel, Facilities Officer, attended to provide information on our various facilities roles and Diane Wilson, Area Catering Supervisor provided information on our catering roles. The Academy included training on customer service, employability skills, food hygiene, COSHH, application support and interview skills. We are delighted that from the 17 participants who attended, 15 have gone onto apply for vacancies with Tayside Contracts.


Dundee Low Emission Zone

The Dundee Low Emission Zone comes into full effect on 30th May 2024. This is when charging also comes into effect. We are currently in a two year grace period. The Dundee scheme mirrors what is happening in Glasgow, who have already gone live, Edinburgh and Aberdeen charging charging starts in May similar to Dundee. The outer boundary of the Dundee zone is the A991 Inner Ring Road with the Bell St, Wellgate and West Marketgait car parks exempt. All non-compliant vehicles entering the zone will be fined after 30th May 2024. A list of all vehicles will be sent to each unit so they are aware of which comply and which do not. As a general rule, the vehicles list below will be compliant :Petrol cars and vans which meet Euro 4 emissions standards (typically registered from 2006). Diesel cars and vans which meet Euro 6 emissions standards (typically registered from September 2015). HGVs, buses and coaches must meet Euro VI emissions standards (typically registered from January 2013). Whether a vehicle is compliant can be checked on the Low Emissions Zone Scotland website by entering a registration number.

There is a list of exempted vehicles but none of these apply to Tayside Contracts vehicles. The scheme operates 24 hours a day, 7 days a week and is enforced through automatic number plate recognition (ANPR) cameras. Fines: there is a structure for fines which will be in place after 30th May 2024. The initial charge will be £60 but this can be reduced by 50% if paid within 14 days. Subsequent violations will lead to a doubling of the charge up to a limit of £480 for cars and light goods vehicles and £960 for HGVs, buses and coaches. The figure is then reset to £60 if there are no further breaches within a 90 day period. There are limited vehicles within Tayside Contracts that don’t currently meet the requirements, with approximately 90% of the current fleet compliant and through the annual fleet replacement process this will reduce further. If there are any queries, please liaise with your line manager in the first instance.

Collace Quarry Doing a little to save a lot

In January 2023, Collace was approached by the company ‘Un-Do’ asking if we could supply whin dust to be utilised in the process of Carbon Capture, remove carbon from the atmosphere. See page 19 for more information. So, what is carbon capture? In simple terms, falling rain captures CO2 and forms a diluted carbonic acid. This dilute acid is stored in the rock and soil on the ground in a carbonate form. This is natural carbon capture or rock weathering. Spreading whin dust on farmland accelerate this process. It increases the surface area of the rock, giving it immediate contact to the dilute acid. Millions of years process reduced to mere decades. The dust captures the carbon in the rain. The whin dust also enhances the soil. By spreading this mineral-rich whin dust on farmland, it also increases the nutrient availability of the soil for the land to yield a better crop. A double benefit of spreading the dust. Whin dust commenced on 9th May 2023 and to date 8,463 tonnes has been supplied and spread over farmland near you.

update on asphalt production process changes during 2019

The production of coated materials in an asphalt plant involves raw aggregates getting heated through a drying drum. Heated using a large flame similar to a jet engine. Collace Quarry burned diesel as the fuel for producing this heat for the asphalt plant. Diesel produces a lot of particulates, Nitrous Oxide, Methane and Sulphur emissions as well as harmful particulate matters. In May 2019 Collace switched the fuel for this heating process from the heavy polluting diesel to a cleaner burning liquid gas (LPG)

The switch to LPG has reduced the quarries emissions by over 1.7 million KG, since May 2019. This is how much higher the emissions would have been if the asphalt plant continued using diesel. The 1,733,661 KG reduction to CO2 emissions is equivalent to: 1,269 diesel cars Over 6.3m diesel road miles

This carbon reduction was a prime motivator for justifying the switch from diesel to LPG. The cost saving that accompany the LPG use is an added bonus. This carbon reduction will continue as the quarry continues to supply asphalt material to its customers and the use of the dust to capture carbon in the atmosphere will provide better future for the next generation. This demonstrates the pro-active approach Tayside Contracts has to the environment.

Earlier this year, Collace quarry began collaborating with a company called UN-DO to utilise a by-product for carbon capture by enhanced rock weathering, previously referred to on page 17. Our basalt rock dust is spread onto farmlands, which then reacts with rainwater containing dissolved carbon dioxide, locking it away permanently within the groundwater, rivers, and sea. Rock weathering is entirely natural, but the large surface area of rock dust enhances (speeds up) the process. There are even benefits for soil health as rock dust contains vital minerals. It’s like a multivitamin for the earth! For more information, check out UN-DO’s website. Over the last year, we’ve been carrying out a review of our waste streams across the construction division and are currently taking action to improve our waste management. We have taken steps to improve the signage and accessibility of bins and skips to make the process of waste segregation as easy and efficient as possible. In addition to our waste review, we have been rolling out environmental awareness sessions to employees, with the aim of raising awareness of the waste hierarchy and our obligations well as providing an insight into Tayside Contracts’ environmental impacts, from our greenhouse gas emissions to our consumption of finite natural resources. The business improvement team are constantly reviewing our environmental performance and looking for opportunities to improve. If you have any suggestions, don’t hesitate to get in contact.

During November, 2023 our very own estimator Nikhil Mohan attended 3rd International Seminar by Construction History Group, Turin, Italy By Edvins Balodis, Estimating Services and Business Development Manager

The international three-day seminar focused on the construction management and contracts. The use of NEC contracts continues to grow worldwide. It is the default suite of contracts for public-sector works, services and supplies in the UK and Hong Kong, and there has been increase usage of the contracts in South Africa and New Zealand. NEC has also supported the growing use of the contracts in Australia and Ireland by publishing country-specific secondary Option Y clauses. They have also been successfully used in Australia, France, Germany, Ireland, the Netherlands, North Africa, Peru, the Philippines, UAE, USA and many more; and are also increasingly used in private sector procurement. Mr Nikhil Mohan of Tayside Contracts attended a 3-hour workshop session on “Transition from JCT to NEC” by NEC Consultant R. A. Gerrard, the key personnel who developed NEC.

On day 2 of the seminar, Mr Nikhil Mohan presented on the topic of 'Enhancing Sustainability in Construction Procurement: A Comparative Analysis of the UAE and UK.' During the presentation, he delved into the complexities of sustainable practices within construction procurement, drawing a comparative analysis between the United Arab Emirates and the United Kingdom. The session provided insights into the challenges and opportunities in each region, with a focus on fostering sustainable and environmentally conscious practices within the construction industry. He intimated that he was grateful for the opportunity to share his research and engage with the conference attendees on this important subject. ‘I’d like to congratulate Nikhil on gaining this prestigious opportunity. The fact that he did all this on his own time and at his own expense says so much about his dedication.’ Keith McNamara, Managing Director

It is with great pleasure that we welcome our new team member Chris Stirling to the Safety and Training team. We're excited to add Chris to our team. He brings us a wealth of civil engineering and, roadworker knowledge and practical experience much of which was gathered over the 15 years he has accumulated with Tayside Contracts, previously as a Chargehand in Forfar Depot.

Our Facilities colleagues in the Perth & Kinross Area were asked by Breadalbane Community Campus to advertise and display our opening times of our food outlet onsite which is called Food To Go. Breadalbane Community Campus is a thriving modern facility combining professional conference, meeting and event facilities with exceptional leisure, library and catering services (TC) working alongside and in partnership with local authority education facilities for 3 – 18 year olds. So, if you are in the campus and using any of the facilities, why not pop along to our Food To Go outlet and treat yourself to some tasty goodies.

Eastern Primary School Parent Council ‘Just a wee email to say a huge thank you for helping us obtain the Community Fund and for organising the soup and traybakes. The soup was delicious and frequently complimented and the traybakes were a great addition to our cake and candy stall. The snow fell just as we were setting up in the morning so it was extremely festive and perfectly timed.’


Fleet What’s New and What’s Coming The state of the vehicle manufacturing industry has not fully recovered since the COVID pandemic. Delivery problems are being compounded by the transition into alternative fuels. For light vehicles it seems fairly clear that for the foreseeable future these will be battery electric vehicles (BEVs) but for the heavies this is less clear with the current choice mainly being between BEVs and hydrogen power. To this end we are currently working with Angus Council, through our Partnership arrangement, to source up to five hydrogen powered refuse collection vehicles, with this at the procurement and assessment stage. As per our commitment to decarbonise our fleet, and meet our climate change objectives, Tayside Contracts are also focusing on this through different elements of the fleet.

In relation to our winter fleet, we are gradually changing our demount gritters to hydraulic drive via the lorry and away from diesel donkey engines. With regards our light to medium fleet, we are also currently introducing 21 battery electric (BEV) Toyota Proace small panel vans. These will be spread across the fleet where we have charging points available. These add to the 6 Renault Kangoo EV vans already on the fleet.

This winter will see the first Renault purpose built gritters on our fleet. These will have Cuthbertson gritter bodies and snowploughs. There will be a 6x6 based in Forfar and a 4x4 in Blairgowrie. For any of you that read Transport News the 4x4 was featured in the August edition whilst on display on the Renault stand at the APSE Show at Aviemore. A further two Renault 4x4s are now on order. In addition to the positive promotion of our fleet in the August Transport News, a further article in the September edition, featured our recent 18 tonne DAF tippers with their Cuthbertson bodies and Harsh tipping gear.

In addition to the above we have further items of fleet that are being procured to assist with the service delivery across the organisation, these range from further winter vehicles, operational lorries, pick ups and tower wagons for our Construction Division, along freezer vans to assist with the delivery of our school meals. If you would like any further information with regards fleet replacement in your area please liaise with your line manager in the first instance.


Broughty Ferry to Monifieth Active Travel-Further Success The Dundee Roads Maintenance Partnership (DRMP) has been successful in securing a further phase of the Broughty Ferry to Monifieth Active Travel (BFMAT) project in competitive tender. This success follows on from Area 2A (£1.7m) and Area 3 (£0.8m), both of which were won in competitive tender and were delivered in early 2023 (Area 2A) and Spring 2023 (Area 3) respectively. The overall BFMAT works, which have a total budget of £18million, aim to deliver transformational improvements for active travel in the area, creating a high quality and fully inclusive walking and cycling route, with associated public realm, biodiversity and landscape enhancements.

The project, all of which falls within the National Cycle Route 1, spans from Castle Approach, Broughty Ferry to Marine Drive, Monifieth. The section of route going westwards from Castle Approach to Douglas Terrace was also upgraded, as part of the Broughty Ferry Flood Protection Scheme. Area 1C will consist of a multitude of different work types however the main focus of this phase of works will be creating a shared cycle/pedestrian path through Castle Green, refurbishment of internal paths and accesses at Windmill Gardens and finally the construction of a new entrance to the Windmill Car Park including pedestrian crossing points. Area 1C is programmed to begin in November 2023 and is expected be completed by mid-March 2024. The works will be delivered in partnership with Kilmac Construction and are expected to cost in the region of £1.1m once completed.

Dusted Caramel and Chocolate Tart

On Friday 29th September, staff within Contracts House decided to take part in the Macmillan Coffee Morning, which was also being held all over the country to raise funds for Cancer support. As you can see we had lots of donated cakes to buy and there were plenty takers! As well as the cakes on sale, we also had an online option for people to donate to because we have so many people working from home now or hybrid working. We held the ‘count the Colin the Caterpillar faces competition’ and the winner of that was Arlene McBride who won one the ‘Mile High Chocolate Cake’.

Nicola Bartlett very kindly made some tray bakes to sell that went down a treat as well as making this amazing cake for the raffle which was won by Laura Hayes! So, between sales at Contracts House, Tay Cuisine and the online donations, we were delighted to raise a total of knowing that it will all go to a very good cause.
