Population and water usage questions over reservoir size By George Welch THE long-running saga surrounding a ‘mega reservoir’ took another twist this week after questions were raised about its size. Thames Water wants to build a reservoir the size of Heathrow Airport, south of Abingdon, but council documents have questioned projections in population growth and water usage over coming decades. In the report, Susan Halliwell, Oxfordshire County Council’s director for planning and place, said she doubted the company’s forecast. She has asked to see Thames Water’s calculations, although the utility company stressed there are numerous factors to be considered in addition to population. OCC discussed the mammoth project at a meeting last week after the case for a reservoir between Marcham, Steventon and East Hanney was included in Thames Water’s draft Water Resources Management Plan 2019. Thames Water has been rebuilding since the plan was thrown out by the government in 2010 and is now planning to open the 150 million cubic metre artificial lake in 2043. Dissecting the latest plan, Ms Halliwell warned the reservoir “would have substantial environmental, transport and landscape impacts in southern Oxfordshire, both during

construction and when in operation”. After taking a closer look at Thames Water’s figures, she added there was ‘significant concern’, with ‘inaccurate’ emerging local plan figures and Oxford’s unmet housing omitted. “It is also unclear whether TW forecasting takes into account any growth in Oxford city at all, as the housing number contains a question mark…housing growth in Oxfordshire has been miscalculated,” she said. The Campaign to Protect Rural England (CPRE) Oxfordshire branch said population growth has already been revised after concerns were raised, but Thames Water insisted it is a living document. A spokesperson said: “When making our long-term plans we’ll always use the best data available to us at that time and then will, over the years, revise our plans as new data becomes available and this is exactly what we’ve done in the case of the proposed Abingdon reservoir.” The spokesperson added the longterm water resources plan is out for consultation and opinion is welcomed. The full version of the Water Resources Management Plan will be published in August before being sent to the government for approval. Smiling through showers at opening HEAVY rain failed to wash the smile from popular TV gardener David Domoney’s face as he officially opened a new garden room at a college. The Love Your Garden presenter cut the ribbon to the WI’s latest showpiece at Denman College in Marcham. The garden room will be used

by students and visitors all year round for work and socialisation and is available for public hire. Mr Domoney praised the ‘super’ location and said: “It will provide a great opportunity for so many visitors to enjoy a wide variety of activities, such as writing, drawing or just enjoying nature. “Being outside and in the

garden makes us feel better and happier, so having a garden room like this means visitors will be able to relax while benefiting from the surrounding views and nature.” The garden room was donated by home improvement company Everest to mark the college’s 70th anniversary celebrations this year.
