Fears single benefit payment will increase financial abuse FEARS have been raised about the effect of a new benefits system on people in abusive relationships.

Universal Credit will combine housing benefit and job seekers allowance into one monthly payment and is expected to affect thousands of people across Basingstoke and Deane.

But domestic abuse charity Women’s Aid has criticised the means-tested benefit saying it risks further fi nancial abuse for its clients by paying money for couples into a single household account.

Chief executive Katie Ghose said: “Universal Credit was not designed with survivors’ safety in mind.

“We know from our research into the impact of Universal Credit that it risks exacerbating fi nancial abuse for survivors and poses an additional barrier to survivors’ ability to escape the abuse.”

Katie added that although victims of domestic abuse can apply for ‘alternative payment arrangements’, survivors “may be at risk of further abuse” and urged the government to “invest in domestic abuse training”.

A Department for Work and Pensions spokesperson said: “Abuse in any form is completely unacceptable, and Jobcentre Plus staff do everything they can to make sure people fleeing domestic abuse get the help they need as quickly as possible.”

Building ideas to resolve the housing crisis BASINGSTOKE played house for a debate last week as experts tried to solve the town’s housing crisis.

Archaeology experts from MOLA hosted a panel discussion with influential developers, consultants and house builders at its Basingstoke base on Thursday last week.

Specialists debated the pressures on smaller towns like Basingstoke that sit within easy reach of big cities such as London to develop housing quickly and affordably.

The panel addressed the question: How can the development sector and those regulating it tackle these issues?

The debate took place at the MOLA offices in Basingstoke and was chaired by the organisation’s CEO Janet Miller.

Working to fight fraud

By Owen Hughes FAKE online auctions, bogus tech support requests and social media hackers have made Hampshire the sixth most targeted county in the UK for online scams.

Hampshire County Council’s Trading Standards received numerous reports about people in Basingstoke who had been scammed by fraudsters.

A report by internet service provider TalkTalk revealed Hampshire is the sixth most targeted county for online cons with 4,105 cases during the same period.

Online shopping and auctions (2,023 cases), computer software service fraud (1,505), email/social media hacks (280), personal computer hacks (236) and extortion (61) were the most popular forms of fraud.

nomic crime unit, said: “There has been a fall in reporting for Hampshire in contrast to the national trend for the past year’s figures, with a three per cent decrease.

“The Economic Crime Unit actively supports vulnerable victims of this type of offending, and the impact of the force’s Prevent and Protect campaigns to tackle these offences has been recognised.”

Hampshire Constabulary launched Operation Signature in January 2016 as a dedicated response to dealing with vulnerable victims of fraud and scams, making more than 2,000 visits.

According to crime prevention advisor Sarah Cohen, some Basingstoke residents might not even realise they are victims of a fraud.

Quick hits such as cold calls from bogus tech support teams remotely accessing computers, or sustained

frauds such as romance or investment scams, can often go unnoticed.

She said: “Fraud is a highly sophisticated crime, and the fraudsters are very good at what they do, which is why people don’t always realise what is happening.

“We do fi nd that people ‘don’t want to waste police time’ or ‘make a fuss’, and it is this hesitant approach that allows the fraudsters to continue.”

In the past 18 months, Hampshire Constabulary has invested in a new Cyber Protect role and Digital Investigation team working in partnership with local authorities and agencies to prevent cyber-enabled scams and hacks.

Cyber protect officer Lucy Dibdin said: “We are at the start of the journey and making lots of positive progress.”

GERMAN supermarket giants ALDI could bring a disused Basingstoke brownfield site back into use creating up to 40 jobs.

The former Budgens site on Winklebury Way has been identified as the ideal location for the new ALDI store and the organisation is now seeking feedback from residents before fi nalising plans.

Subject to planning permission, the ALDI store would bring the vacant council-owned land back into use for the community.

Basingstoke and Deane Borough Council agreed a deal with the major supermarket chain to set up shop in Winklebury earlier this year with councillor John Izett, cabinet member for property and development saying bringing new investment to the area is a high priority for the council.

He added: “It is important councilowned land is used in a way that benefits the area and these proposals would mean a much improved building and bring in rents to contribute towards council services.”

In January, an ALDI spokesperson said the company was “delighted to be progressing plans” and the new store “will give local people more shopping choice”.

Leader re-elected CABINET members re-elected councillor Clive Sanders as the Leader of Basingstoke and Deane Borough Council for a four-year term.

Cllr Sanders, who has been Leader since 2012, said: “I am very proud to be re-elected, especially at such an exciting time when we are taking great strides forward.”

The rest of the cabinet, chosen at a meeting on May 10, remains the same, with Cllr Terri Reid continuing as Deputy Leader.

Family’s support for a haven to help young cancer patients

A BASINGSTOKE family is backing a charity’s appeal to transform a former bed and breakfast into a haven for young people with cancer.

The Foster family stayed in CLIC Sargent’s ‘home from home’ for free while their daughter, Rae, underwent gruelling cancer treatment in 2016.

The charity has now launched a fundraising appeal to transform a former Hampshire bed and breakfast into a new space for young cancer patients and their families to stay during treatment.

Jean’s House in Southampton will open in autumn and provide free accommodation for young cancer patients and their families at nearby specialist Southampton Hospital.

It will replace the existing home from home at CLIC Haven in the grounds of the hospital, where the Foster family stayed during Rae’s treatment.

Rae, who is almost two, was diagnosed with an infant form of leukaemia when she was only five months old and has undergone chemotherapy and lumbar punctures.

Dad David said: “The fi rst three months were a blur, it was such a massive shock.

“Cancer was not something we expected it to be. We thought initially she had an enlarged spleen that

would need removing.

“CLIC Haven made a huge difference to our family and helped us with a sense of normality there.

“With my sons, Riley, Aidan and Noah, it was so important to spend time as a family with my wife Aimee and Rae. “Without the house, I can’t imagine how difficult it would have been, I really don’t know what we would

have done without it.

“I really hope that everyone in Basingstoke backs this appeal because it is a lifeline to families like ours who have their world turned upside down.”

SWAG meeting to air views on service stations and homes plan CAMPAIGNERS battling proposed developments in southwest Basingstoke are inviting the community to a public meeting later this month.

The South West Action Group (SWAG) is opposed to two potential applications for motorway service areas on the M3 and plans for 6,700 new homes in Basingstoke over the next decade.

Geoff Burnes from Basingstoke SWAG said: “We are concerned that, despite massive government funding, inadequate planning for things like roads, public transport, doctors’ surgeries and schools is being carried out.

“As a result, the impact of these and the projected 4,000 to 5,000 more that will be built in the area after 2030 will be severe.”

At the meeting, a panel of experts will discuss housing issues in the area in addition to proposals for two new motorway service areas between Junction 6 and Junction 7 of the M3 near Basingstoke.

The panel will include representatives of Basingstoke and Deane Borough Council and Hampshire County Council, Linden Homes and the local Care Commissioning Group.

Mr Burnes added: “A capacity audience is expected, and it promises to be a lively session.”

The public meeting will take place on May 31 at 7pm in the Hatch Warren Community Centre.

By Owen Hughes BASINGSTOKE fashionistas flocked to Festival Place for a catwalk extravaganza during the Love Fashion Weekend last month.

Models strutted down the catwalk to showcase fashion trends for spring and summer as hundreds of shoppers gathered to watch the hour-long show.

Choreographed catwalk shows took place throughout the day, featuring models wearing designs from brands in Festival Place.

Among the catwalk models were youngsters Kian and Alarah K.A.

Kian said: “I had an absolutely amazing time and loved it.

“I would like to do it again one day. I loved all the clothes and now want to go and buy everything that I wore.”

New mayor can’t wait to meet people BASINGSTOKE and Deane’s new mayor councillor Sean Keating is keen to meet as many people in the borough as possible in his year in office.

Cllr Keating was passed the chain of office from Cllr Paul Frankum at a council meeting on Thursday last week with the official mayor-making ceremony taking place today.

Cllr Diane Taylor will be Basingstoke and Deane’s deputy mayor for 2018/9.

The new mayor has been a councillor in South Ham since 2000 and will be joined by his wife Gwen as mayoress.

Born in Blarney, Co Cork, Ireland, Cllr Keating jokes that he

kissed the legendary Blarney Stone before coming to England at the age of 17 in search of work.

Cllr Keating said: “I’m going to enjoy being the borough’s mayor.

“I love talking to people, and that’s why I’ve chosen to support three ‘people’ charities this year – Mencap, Basingstoke NeighbourCare and Naomi House & Jacksplace.

“They cover a whole spectrum of people – from children to the elderly, and those with physical and mental difficulties – and meet the needs of many.”

Basingstoke MP Maria Miller joined former mayor and mayoress of Basingstoke and Deane, Cllr Paul Frankum and Cllr Jane Frankum, at the event on May 8 in the mayor’s parlour at the Civic Offices.

Certificates were presented to all the local health and care workers Mrs Miller has nominated for national awards to mark the 70th anniversary of the NHS. The NHS 70 Parliamentary Awards recognise the contributions made by individuals and teams who work in and alongside the NHS. £1,700 fine for dumping waste A Basingstoke fly-tipper who illegally dumped waste in Popley last year has been served with a fine and legal costs totalling more than £1,700.

Stevie Luckens from Dr yden Close, Basingstoke, pleaded guilty to depositing a number of household waste items in Dryden Close, Popley, on or before September 5.

Items that the 23-year-old illegally fly-tipped include a bike, a doll’s house and chairs.

Luckens appeared at Basingstoke Magistrates’ Court on May 3 where she was ordered to pay a £690 fine, £1024.34 in legal costs and a £69 victim surcharge.

Basingstoke and Deane Borough Council’s interim head of environmental services Tom Payne said: “We take fly-tipping in our borough very seriously and this demonstrates the courts do too.

“Environmental crime, such as the illegal dumping of waste, costs this council thousands of pounds of taxpayers’ money each year.

“It is not acceptable to dump waste and we will continue our enforcement work and, where appropriate, prosecute offenders and stamp out this inconsiderate act.”

It is a criminal offence if a resident’s rubbish ends up being flytipped, even if they don’t know it will be.

Hospital’s new unit to boost patient care

BASINGSTOKE Hospital celebrated the opening a new unit last week with the aid of a special guest.

HM Lord-Lieutenant of Hampshire, Nigel Atkinson Esq, cut the ribbon to unveil the new extended Ambulatory Care Unit at Basingstoke and North Hampshire Hospital.

Mr Atkinson was welcomed to the hospital by outgoing mayor and mayoress of Basingstoke and Deane, councillors Paul and Jane Frankum, chief executive of Hampshire Hospitals NHS Foundation Trust Alex Whitfield, and Felicity Greene, chief executive of North Hampshire Urgent Care based at Basingstoke Hospital.

The unit was fi rst conceived more than three years ago by consultant Dr Tanuj Lad and his team.

The concept provides same day medical assessment and discharge for patients who may otherwise have been admitted through the Emergency Department or Acute Assessment Unit.

Patient flow throughout the hospital is improved as a result of the additional unit, as well as improving patients’ experience and the outcome of their care.

Speaking at the event, Dr Lad said: “The unit has trebled in size since it was fi rst opened, allowing us to provide outstanding care and create capacity around the hospital. “I’d like to thank our patients for the excellent feedback they provided for the unit, it allowed us to keep them at the centre of the unit’s development.�

Basingstoke Hospital fi rst provided ambulatory care in December 2015.

The service would typically see an average of 40 patients a month.

Jessops Basingstoke reopened on May 4 revealing a colourful new environment for experienced and beginner photographers as camera displays made way for ‘creativity corners’.

Warning over dogs in hot cars MAN’S best friend is unlikely to reciprocate the friendship in Hampshire after 17 dogs locked in hot cars were reported in just three days.

Animal welfare charity the RSPCA received more calls about dogs “in hot environments” during the hottest early May Bank Holiday weekend on record than in any other county in England.

The mercury rose to above 28ºC in parts of the UK, enough to cause serious distress or even kill a dog trapped in a hot place, such as a car, conservatory or caravan.

Barber said: “Many people think it will be fi ne just to leave their pets for a minute or two but we know that this is all it takes for temperatures inside a car to soar to dangerous levels.

“Our main advice to owners is not to leave dogs in cars and our main advice to passers-by is to call 999 if they’re concerned about an animal in a hot environment.”

In 2017, only Greater London reported more cases to the RSPCA (626) than Hampshire (387).

No other county in England reported more than 270 instances to the RSCPA throughout the whole of last year.

Having designs on mental health

By Owen Hughes YOUNG people in Basingstoke are drawing a line through the stigma of mental health after launching an art competition.

To mark Mental Health Awareness Week this week (May 14 to 20), the Hampshire and Isle of Wight Youth Commission is launching an art campaign for anyone under 25.

The ‘draw a line through stigma’ competition invites young people to create a postcard size image that represents mental health to them.

The artwork can be a drawing, painting, computer drawn image, words, photo, created in textiles or whatever form allows entrants to express what mental health means to them.

Each year, the Youth Commission consults with thousands of young people to fi nd out about their concerns and come up with ideas to help address them.

Almost half of those consulted chose mental health as the issue young people consider most important above other issues such as cyber safety.

Michael Asante from the Youth Commission said: “Our consultation fi ndings have highlighted the urgent need to educate young people on mental health and illnesses from an early age.

“This postcard campaign will take a big step in fi nding out how much young people know about mental health, as well as reducing the stigma behind the topic.”

Comments received through the consultation show that there remains a stigma around mental health and young people feel mental health conditions can be difficult to recognise.

Young people also said they need

to be taken seriously and not feel judged for seeking help, according to the fi ndings.

Other comments suggest that an increased promotion of available help and how to access it is required.

Police and Crime Commissioner for Hampshire, Michael Lane, said: “This competition will help to raise awareness and I hope attract a wide range of entries that will give additional insight and help lead to better understanding as well as contribute to reducing the stigma associated with mental health.”

The competition is open until September 30 with the winning postcard sized image made into a poster to reduce the stigma of mental health. The artist will win a voucher.

SMALL businesses in Basingstoke are warned not to get caught out by new data regulations that come into effect next week.

Basingstoke-based company The Data Support Agency claims many businesses don’t know how to tackle looming pressure to be GDPR compliant by May 25.

The General Data Protection Regulation (GDPR) is a new EU regulation to better protect people’s personal data held by businesses and public sector organisations.

Nicola Hartland, chief executive of The Data Support Agency, said: “We’ve spoken to hundreds of owners and managers of small businesses over the past few months.

“Everyone knows that they have to do something, but it’s a huge concern that many people still don’t even know how to get started.”

Nicola set up Chineham Park based The Data Support Agency in 2017 to help provide GDPR support specifically for small businesses.

The managed service includes access to an online portal that provides guidance through all the stages required to achieve and maintain compliance.

Exploring political and personal views

By Josh Cox ONE of the most controversial topics over recent years comes, in the form of theatre, to The Phoenix in Bordon next month.

Her Majesty’s Naval Base Clyde, or Faslane, situated 40 miles outside Glasgow, is home to the UK’s nuclear missile programme, Trident.

With her family having worked in Faslane all her life, and with friends protesting at the gates, director, writer and actor Jenna Watt explores what happens when the personal and political collide.

Drawing upon interviews with individuals at the front line of the nuclear debate, Jenna navigates her own journey through the politics, protests and peace camps in this multi-award-winning show.

Her work uncovers the answers to the questions we should all be asking about our nuclear deterrent and invites audiences to contemplate the programme in detail.

By Tony Yates The VW UP! is a great little car for doing the school run and for all those times when you need to nip into town to do a little retail therapy. Or, if you’re like me, then you will be the local taxi into town because it’s the only family vehicle that’s really capable of fitting inside those tight city centre parking spaces.

Power & efficiency The version I had on test was a 5 door Take UP! which was fitted with a 3 cylinder 999cc 60PS petrol engine and is still one of the best units I have come across in my opinion. Yes, I know pretty much every manufacturer now has a 3 cylinder engine available in their range, but I still think the VW unit is the better one by a mile.

Out on the open road I managed to achieve 60mpg as long as I didn’t drive it like I stole it. Of course, I could tell you that the UP! will max out at 101mph, but to be honest, it wasn’t built

On the road The little UP! is a scream – it’s easy to drive and feels brilliant for such a small car. I own a Fiat 500 and I have to say that the little UP! Is as good as the little Fiat – if not that little bit better out on the road, because it’s less ‘bouncy’. Remember though, this is not a hot hatch; it’s an eco-warrior that was designed to save you money as well

as being stylish. As for the handling, I decided I would give it four out of five stars because it’s as good as the competition when the road gets nice and twisty.

Design & technology The interior is a little on the bland side – but it’s functional, and I like

the body coloured dash panel and the centre speedo which gives it a better feel on the inside. Although the seats do feel a little deckchair like, then again, they do hold you fi rm and that’s the main thing here.

Captain Connolly skates off

By Owen Hughes CAPTAIN ‘fantastic’ Aaron Connolly has followed head coach Doug Sheppard out of the Basingstoke Bison door after five years with the club.

A club statement announced the departure of the trophy treble-winning captain at the same time as revealing defenceman Dan Scott also departs the NIHL South 1 and play-off champions.

Both players were crucial to the Herd’s historic season on the ice as Bison charged to the title keeping six shutouts and racking up 26 wins.

Leading goalscorer Connolly and defenceman Scott were both presented with the Players’ Player award in April.

Departing captain Connolly said

it had been “an honour” to “pull the Bison colours on” over the last five years and leaves the club to move closer to his family.

He said: “I leave this wonderful club with the most amazing memories that will last a lifetime.

“I can’t begin to thank all the fans for everything they have done to support me and make my time in Basingstoke so enjoyable.

“Of course, my time with the Bison would not have been the same without the boys I had the pleasure to play alongside, Shep and the team staff.

“The friendships I have made along this journey I will always be grateful for.

“I am looking forward to the next chapter in my life and hockey career, I hope our paths all cross again soon.

“It’s been a hell of a ride.”

A spokesperson for the club said: “The Bison would like to thank both Aaron and Dan for their contribution to the club and we wish them well in their future endeavours.

“Clearly the past week has been eventful for the club with the unexpected departure of Doug Sheppard and discussions are ongoing with several potential replacements.

“As soon as we are able to provide an update we will.”

The club also moved to allay fans’ fears about the budget for the forthcoming NIHL season, confi rming the playing budget had not been slashed.

An annual league meeting will take place on Sunday at which point Bison will announce details on season tickets.

Sports Shorts Cup winners Wintney HARTLEY Wintney have been crowned Aldershot Senior Invitational Cup champions after easing past Eversley California 4-1 on Tuesday.

The Row fell behind early on at the Memorial Fields but Paul Hodges pulled the Hampshire side level.

A Dean Stow free kick made sure Hartley had a half-time lead before Nic Ciardini and a second Hodges goal secured the cup with the second half goals.

Hartley were promoted to the Southern Premier League after beating Cambridge City in the playoff fi nal.

Promotion hopes LEAGUE champions Basingstoke Bison Ladies took their foot off the pedal for the final game of the season against Cardiff Comets on Sunday as the visitors left Hampshire 4-2 winners.

The Welsh side were 4-0 going into the fi nal period but two goals in just over two minutes salvaged a consolation.

Bison Ladies travel to Sheffield on May 19 and 20 hoping for promotion to the premier league through the play-offs.

Medal successes for athletics club in county champs BASINGSTOKE athletes found success on the track at the county championships last weekend earning a haul of 46 medals.

More than 80 athletes from Basingstoke and Mid Hants Athletics Club competed at the Hampshire County Championship with 12 members taking gold.

Ben Pattison was the standout performer on Saturday triumphing in the 200m with a time of 22.02, moving up to number two in the UK rankings.

There was a clean sweep for the club athletes in the Under 20 women’s 400m as Rebecca Bullock took gold with team mates Lydia Sommers and Amber Clare winning silver and bronze.

GB Juniors athlete Mair Edwards won gold in the 100m (U20) while Ayomide Cole won in the 100m race.

In the Sunday sunshine, Ayomide Cole moved up to number four in the UK after winning gold in the 200m in a time of 25.53 in her fi rst year as an

Collard comes home ROB Collard is gearing up for the return of the British Touring Car Championship to his home county of Hampshire this weekend as the racing series heads to Thruxton.

Strong start to season with good win for Bountymen BASINGSTOKE and North Hants Cricket Club’s season started with a 77-run win in the second round of the ECB National Club Championship on Sunday.

George Metzger (29) and Chris Froud (39) batted first, hitting four fours between them, as their partnership took 81 before both were out for lbw.

HAMPSHIRE batsman James Vince has missed out on England selection despite striking a sensational double-century as Hants salvaged a draw from the Specsavers County Championship match with Somerset at Taunton.

Vince went on to make 201 not out in a marathon vigil to lead his side to 432 for four.

By the time the players shook hands at 4.50pm, Vince had battled away for more than eight and a half hours, his longest ever Championship innings.

World number one spot goes begging at Players

By Owen Hughes NORTH Hampshire golfer Justin Rose missed out on the opportunity to be named England’s fourth World Number One on Sunday at the Players Championship.

The former Tylney Park and Hartley Wintney member had the first chance of his 20-year career to be named the World Number One if he had won the Players Championship and if other scorecards fell in his favour.

Rose’s slim hopes of taking top spot might not have come to fruition but the former Robert May’s pupil enjoyed a positive outing at Sawgrass.

Rose equalled a tournament record when he became the ninth player in tournament history to card six consecutive birdies.

The Englishman was 16 shots adrift of runaway leader Webb Simpson on the final day, who became the eighth player to achieve six consecutive birdies two days earlier.

Rose hit 13 of 14 fairways and 14 of 18 greens in regulation finishing nine under for the tournament.

On the 237-yard par-3 eighth, Rose managed a two-putt bogey after sending his tee shot 201 yards to the left greenside bunker and his sand shot 19 yards to the green.

The Olympic gold medallist hit a birdie on the 583-yard par 5 ninth and reached the green in two before sinking a sub one-foot putt for birdie on the 424-yard par-4 10th hole to move two under for the round.

His third under-par hole in a row on the 558-yard par-5 11th was swiftly followed by his fourth on the 302-yard par-4 12th and a fifth on the 181-yard par-3 13th.

Rose matched the tournament record for six consecutive birdies when after reaching the green in two on the 481-yard par-4 14th hole and sinking a 33-inc h putt for birdie on the 523-yard par-5 16th.

A bogey on the 462-yard par-4 18th with two putting after reaching the green in three moved the 2013 US Open Champion to six under for the round.

Despite fighting back Rose finished nine shots behind Simpson whose 18 under for the four days won him the title.

Roaring into third round Bountymen captain Mitch Stokes notched 44 runs to help his side to their first victory of the season.

Basingstoke and North Hants CC progressed to round three of the ECB National Club Championship at the

expense of Goatacre after winning by 77 runs on home soil on Sunday.

Stokes elected to bat first and helped his side to score 201 for 9 from 40 overs.
