PRESIDENT’S REPORT

For many HVIA members it has been another challenging year. It feels like a lifetime ago now, but this time last year the COVID-19 Delta subvariant was in full swing with lockdowns in multiple jurisdictions, and the only way we could hold our AGM was as a virtual meeting.

Shortly thereafter, we were hit with Omicron, which threatened viability over the Christmas and New Year break. At that point, even the most optimistic of business leaders were looking at contingency plans, as absenteeism hit unprecedented levels and threatened operations.

The skills deficit and the difficulty HVIA members are having in sourcing skilled labour is an ongoing area impacting the profitability of all HVIA members.

HVIA has presented a series of practical common-sense reforms to make accessing skilled migration quicker, cheaper and less bureaucratic and has increased its engagement with schools and training stakeholders to ensure that we develop a pipeline of future workers.

HVIA has swung into this issue at the industry-wide level, seeking to promote the industry as the amazing, rewarding career it is.

This work started with a national advertising and editorial campaign titled “It’s not just a job” that went to 480,000 school leavers with deliberate messaging around the technology, innovation and long-term career prospects that an apprenticeship ensures.

The team has also assembled a team of experts to work through the training requirements to prepare the industry for the EV revolution.

HVIA has deliberately sought to capitalise on its high level of political engagement in recent years by publishing an election manifesto during the 2022 Federal Election.

Whilst the document is the outcome, the key to this work was the level of engagement with HVIA members on what is important to them.

The HVIA team ran a series of meetings and surveys to enable the industry to identify its priorities in four key policy areas: Safety, Manufacturing & Productivity, Sustainability, and Skills & Jobs.

HVIA believes it is so important to be a thought leader and to present solutions rather than problems to government.

This manifesto has given HVIA a list of issues to champion with the new Government. As I write this, our CEO is off to champion the industry’s needs in terms of jobs and skills with the new Minister, Hon Catherine King MP.

At a board level, 2021/22 has been a year of change. The year started with the need to say goodbye to long term Directors, Mario Colosimo (SAF Holland) and Nick Stavrakis (DANA Australia). The 2021 AGM saw the HVIA members elect Tony Clark (NTI) to the board.

Further board changes were necessary when John Thompson advised he was selling his shares in Borcat Trailers, and Ken Cowell (KD Cowell & Assoc) provided notice of his decision to call time at the forthcoming 2022 AGM. I would like to again acknowledge and thank John and Ken for their tireless service and contributions to the HVIA board over many years.

The Board’s succession plan was enacted as we appointed Robert Smedley (Smedleys Engineers) and Craig Lee (Penske Australia).

One of the key areas for the Board is to ensure that HVIA operations are financially sustainable and to this end, HVIA will this year achieve its target. This is important focus for the Board and all HVIA members.

Importantly, now that we are achieving the financial objectives, it opens up opportunities for growth and reinvestment back into the membership by increased services and support across the areas of advocacy, technical support, information, training, awards, events and workforce development.

These strategic decisions are currently being discussed and will be implemented following the Brisbane Truck Show in 2023.

Whilst I am on the subject, the show exhibition appears set to sell out, with the team busy putting all the pieces in place for a bumper show.

Whilst, it is too early for me to make any grand announcements, the Board has been briefed on some of the more exciting aspects of the show, as the team looks to expand the footprint again.

Through its expansion beyond the walls of the Brisbane Convention Exhibition Centre, our industry’s biggest asset is now effectively promoting the industry in the best possible light to government, industry, stakeholders and the community.

The Brisbane Truck Show is really a fabulous opportunity for the whole industry to come together. It connects OEMs to customers, it provides a network of support and mateship among the owner drivers, but it is also an opportunity to showcase the efforts we all go to, to produce quality, safe, innovative and sustainable products for the heavy vehicle industry.

I would like to thank my fellow Directors for the time and energy they dedicate to giving back to the industry – an industry we all love – and to extend this thanks to the wonderful, hardworking and dedicated staff of HVIA, who do a great job in representing our industry day in and day out.

Throughout these challenging times, HVIA has been at the forefront, providing key advice to government on our behalf.

It is clear to me as a business owner and a HVIA member, that our industry is stronger when we speak with one united voice.

CHIEF EXECUTIVE OFFICER’S REPORT

As is implied by our Vision statement, HVIA’s role, as an industry peak body, is to clear the way - enabling members to prosper through their innovation, and ongoing quest to provide their customers with the safest and most productive heavy vehicles, equipment, and technology.

To achieve those goals, we advocate reform ideas to government, provide technical assistance, thought leadership on issues, information, education and training to our members and create awareness and support for the industry by highlighting the achievements and successes to the community writ large.

Providing these valuable services is now ingrained into our culture and is an ethos that we live by. It is a great honour and privilege to work with a team that has pursued this goal with dedication and vigour.

However, we must not rest on our laurels as the industry is on the edge of an exciting transition.

HVIA has this year been working with stakeholders to create awareness and an understanding of the future challenges. We know that EV is coming but to what extent and how fast is up for debate and discussion.

Currently, our focus is working with the training organisations and OEMs to ensure we have the right combination of recognised, available, and hopefully subsidised training qualifications. Those new skillsets must be in place to upskill our current workforce, and ready for new entrants to the industry.

The same can be said for the two courses that will be established as the result of being successful in the NHVR’s Heavy Vehicle Safety Initiative (HVSI). This grant will see HVIA publish two online training modules, aimed at improving safety outcomes for load restraint and best practice tyre management.

Through our members, the team are busy gathering information, collateral, and intelligence, which we hope will be a new, online central repository of information and learning for the broader industry in the hope of improving safety outcomes across the heavy vehicle industry.

HVIA has also been busy advocating to government, not only around COVID-19, but other important industry issues. Some of the highlights of this work include advocacy to establish a high-level working group as the AdBlue shortage was impacting the industry; we have supported members during the RVSA transition and ROVER implementation, which has been troublesome.

We are also pleased to report that the NHVR will finally implement change in the PBS assessment simulations, using a generic tyre dataset, which will increase efficacy of assessments, remove the annoyance of anomaly fees for manufacturers and provide greater flexibility for transport operators once the vehicle is in use. This was a project that stemmed from HVIAs engineering conference in 2018.

HVIA is also currently in discussions with the Department and the Minister around truck and trailer width, which continues to dominate our advocacy efforts. It is still too early to understand the eventual outcome, but HVIA’s position is to move forward with wider trucks without delay and to spend some more time understanding the impacts for the trailer fleet. This is a complex issue with multiple views and layers of complexity, but HVIA is busy representing our members to the best of our ability.

The response from members and other exhibitors to next May’s 2023 Brisbane Truck Show has been inspiring. We are especially impressed by so many exhibitors’ forward planning, as we know that means you are just as excited as we are.

Whilst our day-to-day work doesn’t stop, as we get closer to the Brisbane Truck Show, our bandwidth is certainly stretched. Planning has been especially complicated, with so many exhibitors wanting larger sites and so much change necessary within the footprint of the show.

The team has worked hard to accommodate as many requests as possible and we have extended into every inch of the venue to maximise the opportunities. I acknowledge not everyone is happy, but in making the decisions we have, we believe we have been consistent in putting the best interests of the industry first.

Given the lack of international visitors in 2021, HVIA has taken the strategic decision to have a presence in Hanover where we will be inviting attendees to join a tour of Australia with our “All roads lead to Brisbane” campaign. We hope the combination of the truck show, our climate and a unique Australian heavy vehicle experience will lure many international guests back to Australia.

The South Bank Truck Festival will again be bigger than 2021, with some exciting activations allowing the industry to showcase itself to the broader community.

In other exciting news, due to the success of the inaugural Heavy Equipment and Machinery Show (HEMs), it will be back bigger and better, and has relocated to the Brisbane RNA Showgrounds.

There is so much value to be had, all on one ticket and with free transport between the venues.

Once a successful truck show is behind us, you can expect to see some changes at HVIA. Given the success of the last few years, HVIA’s next evolution will shortly be able to be implemented as we strive to provide even greater return on investment for our members. I look forward to providing greater information in due course.

HVIA’s success is by and large thanks to our loyal and expanding membership; whether you have been a member since day one or just joined, we strive to make your life easier every day. I encourage you to make use of our wealth of experience, tools, resources and connections.

In closing, I would like to thank our members for their ongoing support and also pay tribute to the HVIA staff and board for their ongoing leadership and contribution. Staying united and on message paid dividends during COVID and I hope that this can continue as we look towards a bright future together.

ADVOCACY

OBJECTIVE - positively influence the development and maintenance of policy, legislation, regulation and technical standards, creating an environment that fosters innovation and contributes to the future viability of the heavy vehicle industry, and the safety and productivity of the heavy vehicle fleet.

Supply Chain Issues related to COVID

Leveraged participation on the Government’s National COVID Taskforce to influence policy and provide advice to members on supply chain issues and bureaucratic blockages including AdBlue supply, container quarantine issues, compulsory vaccination and border restrictions.

Federal Election Campaign

• Developed a policy roadmap covering the industry’s priorities in sustainability, productivity, safety, jobs and skills.

Major parties considered and responded to those policy priorities.

• Their responses meant members were well-informed as they considered their voting intentions.

Road Vehicle Standards Act (RVSA)

• Solved RVSA implementation issues including improvements to guidance materials, prioritisation of changes to the ROVER computer system, changes to administrative rules, and expediting urgent or overdue applications.

Vehicle Standards

• Partnering on a collaborative industry research project evaluating the appropriateness of current coupling calculation methods for use in large combinations.

• Facilitated member engagement, as subject matter experts, on standing committees chaired by the Department of Infrastructure to review and comment on new and revised ADRs.

State Committees

• Providing a forum for members to engage on current technical and regulatory issues, policy reviews and workforce priorities, HVIA’s State Committees met both in-person and virtually, with regular participation from over 120 members.

HVIA-LITE

The HVIA-LITE project takes a coordinated and collaborative industry approach to ensure the groundwork is laid for a heavy vehicle fleet progressively dominated by battery electric (BEV) and fuel cell electric (FCEV) zero emission trucks.

TechAssist

HVIA utilised its contacts with regulators to assist over fifty members requiring technical and regulatory information saving those members unnecessary hours of research and delays.

EmployerAssist

• Forty members used HVIA’s complimentary EmployerAssist member service to gain professional advice on industrial relations and human resource issues including Award interpretation, pay rates, employee management guidance and workplace health & safety information.

Member Communication

Almost 4,000 industry and stakeholder recipients now receive HVIA’s weekly “Talk the Torque” e-newsletter for current news, issues and events updates.

• Engagement on HVIA’s website is up 25% to 30,000 users who have viewed over 66,000 pages during 2021/22.

• The continued growth of HVIA’s LinkedIn community is set to pass 5,000 followers this year, now complemented by Brisbane Truck Show and HVIA-LITE project pages.

JOBS AND SKILLS

HV101

Heavy Vehicles 101 online induction training course is available to HVIA members, providing staff with a broad understanding of heavy vehicle industry vocabulary and terminology.

Safety through Education Project

HVIA has received funding to develop two interactive on-line training tools covering best practice procedures for Load Restraint and Tyre Management to improve workplace safety.

HVIA-LITE Skills and Training Working Group

HVIA established a working group of members and RTOs to scope and develop a training course for vehicle body builders working on electric heavy vehicles.

Australian Industry Trade College (AITC)

Addressing the heavy vehicle industry skills shortage through a partnership with the AITC as they roll out colleges nationwide.

Much more than a job campaign

HVIA’s “Much more than a job” careers campaign is featured in Step in the Right Direction, a specialised magazine, being distributed to over 480,000 job seekers, career changers and school leavers in NSW, Qld & Vic.

Group Training Organisation (GTO) Pre-Apprenticeship training

Assisting Queensland based members with the skills shortage, HVIA partnered with several GTOs to offer trailer manufacturers and vehicle body builders an opportunity to host individuals, undertaking Certificate 1 in engineering pre-apprenticeship training, work experience with the potential for full time employment.

HVIA 2021 National Awards

The winners of HVIA’s suite of awards for leadership and innovation in the heavy vehicle sector were presented at a gala event in Brisbane in November 2021.

• Community Leadership Award sponsored by Moreton Hire. Winner: Scania Australia, Sustainable products and operations.

• Product Innovation Award sponsored by NTI. Winner: SEA Electric, The first Australian produced all-electric truck. Highly Commended: Parish Engineering, When in doubt, lock it out.

• Safety Innovation Award sponsored by SafeTstop Winner: Driverisk Australia, Drivecam SF300 – MV + AI risk detection. Highly Commended: Mass Products, Road Pod.

• National Apprentice of the Year Award sponsored by Warby Tools. Winner: Daniel Steuten, Royans Melbourne. High Achievement Award: Jayden Breuker, Daimler Trucks Mt Gambier. Certificate of Merit: Wayne Taradel, Apprenticeships Qld (Drake Trailers)

• The presentation, sponsored by National Transport Insurance and Truck Assist, was also streamed around the country where eager nominees and their supporters watched on.

Masterclass at TA22

• HVIA supported the return of the ATA’s national conference Trucking Australia ’22 as Industry Partner. The collaboration avoided a potential clash with ComVec.

• HVIA facilitated a Load Restraint Masterclass to inform the development of an online training course that we are developing, funded by the NHVR’s Heavy Vehicle Safety Initiative.

RACV Royal Pines golf event

The HVIA Royal Pines 9-hole Teams Shootout, an official curtain-raiser event to the ATA conference, facilitated valuable networking amongst participants in a scenic, semi-competitive environment.

• A huge thanks to the event’s sponsors, led by the inimitable NTI and Truck Assist, and to all the players.

Brisbane Truck Show

• Overwhelming exhibitor support for the 2023 Brisbane Truck Show has confirmed HVIA members’ eagerness for opportunities to reconnect with their customers.

A new BTS23 Special Preview Edition magazine will be published this year, in addition to the usual at-show official program.

• The week’s events will again include;

• South Bank Truck Festival National Apprentice Challenge

• CCFQ’s Heavy Equipment and Machinery Show

• Heritage Truck Show. These activations and events are made possible due to our strong relationship with: Tourism & Events Queensland, the Qld Government, Brisbane Economic Development Agency, and South Bank Parklands.
