THE STANDING START SHIPPING INCENTIVE TO HELP ENVIRONMENT OFF CALIFORNIA COAST y curiosity was aroused this month by a story appearing in California.

M

Every day massive container ships pass through the Santa Barbara Channel off the state’s southern coast into Los Angeles and Long Beach ports providing a vital import and export route between the USA and East Asia. This amounts to around 5,000 ships per year travelling

through the 130-mile stretch of ocean. Although crucial to America’s economy the route does have negative consequences on the environment. SINGLE CARRIAGEWAY SPEED LIMITS FOR LORRIES TO RISE THE SPEED limit for lorries on single carriageway main roads in England and Wales will rise from 40mph to 50mph, the government has announced. The move, affecting heavy goods vehicles weighing more than 7.5 tonnes, will come into force in early 2015. Motorist groups welcomed the change, but the Green Party said it would involve “greatly increasing the risk and severity of crashes”. Transport minister Claire Perry claimed the higher speed limit would cut congestion, reduce dangerous overtaking, and save road haulage firms £11m a year. "This change will remove a 20mph difference between lorry and car speed limits, cutting dangerous overtaking and bringing permitted lorry speeds into line with other large vehicles like coaches and caravans,” Ms Perry said. “Current speed limits for HGVs were introduced around 50 years ago and need to be updated given improved vehicle technology.” Geoff Dunning, from the Road Haulage Association, welcomed the change. “The current limit is long out-of-date and the frustration it generates causes unnecessary road safety risks,” he said. The government is also proposing to increase the speed limit for lorries on dual carriageways from 50mph to 60mph. Depending on the outcome of a consultation on the subject, this could also come into effect in early

2015. The existing speed limits continue to apply until then. AA president Edmund King said: “This seems like a common sense move. “This 20mph speed differential can lead to bunching and dangerous overtaking manoeuvres. So we welcome the plans to allow trucks to legally travel at 50mph on these roads to end this frustrating, dangerous, historic anomaly.” Mr King said the AA would study the dual carriageway lorry proposal. He added: “Lorries today are much safer than they were many decades ago and so it should be feasible for them to travel faster to help the economy and smooth traffic flow as well as reducing tailgating and crashes.” But Green Party transport spokeswoman Caroline Russell said: "The government say they want to reduce the speed differential between lorries and cars to improve safety, but their move to raise the speed limit for lorries ignores basic physics. "Lorries are heavy and by increasing the speed at which they travel, the government is greatly increasing the risk and severity of crashes. "By raising the limit for lorries they are also increasing the speed differential between lorries and vulnerable road users: people walking and riding on bikes or on horses. "This is thoughtless and downright lethal for anyone getting about on rural roads under their own steam. "

FTA WELCOMES GO-AHEAD FOR ROADWAYS LAUNCH PIONEERING ‘RORY’ ROAD SAFETY CAMPAIGN UK RAIL FREIGHT TERMINAL THE UK’S Freight Transport Association (FTA) said the go-ahead for a rail freight terminal north of London at Radlett was a welcome boost for rail freight that would help industry meet challenging rail freight growth targets. The long-awaited decision by Secretary of State for Communities and Local Government, Eric Pickles, to allow a Strategic Rail Freight Interchange (SRFI) at Radlett, near St Albans, was announced in July.

4

Chris Welsh, FTA’s director for global and European policy, commented: “FTA has long campaigned for increased rail freight development, and investment in rail-connected intermodal terminals is crucial for future growth in domestic rail intermodal traffic. Schemes such as this are vital in order to meet challenging rail freight growth targets, and any development that will improve and expand rail freight capacity is good news.”

WITH an average of ten children or young people being seriously injured or killed every day in the UK through road accidents, Roadways Container Logistics has launched its pioneering ‘Rory’ Road Safety campaign, to help raise awareness of road safety around large goods vehicles. ‘Rory’, Roadways’ bespoke 44 tonne container vehicle visits schools with his road safety pro-

gramme, developed specifically to teach primary school children about the potential hazards of being in close proximity to a large goods vehicle. During ‘Rory’s’ visit to a school, pupils learn all about braking distances, drivers’ mirror blind spots and danger zones for both pedestrians and cyclists; as well as being involved in a range of interactive safety-based activities.

AIRPORT PASSENGER NUMBERS HIT RECORD

THE DEBATE over expanding the UK's air capacity has heated up after passenger numbers at both Heathrow and Gatwick airports hit a record high in July Heathrow said passenger numbers totalled 6.97 million passengers last month, up 0.5% on July 2013. Meanwhile, Gatwick said 4.1 million passengers used Gatwick in July – up by 6% year-on-year Both airports claimed the record numbers meant they, rather than their rival, should be expanded. “Only Heathrow can deliver daily. Gatwick can't, Heathrow can,” said Heathrow boss John Holland-Kaye.

However, Nick Dunn, Gatwick’s chief financial officer, said a third runway at Heathrow would “diminish the choice available to British passengers”. “We support competition, reduced fares and two world-class London airports serving the UK as a whole,” he added. A third runway at Heathrow, the lengthening of an existing runway at Heathrow or a new runway at Gatwick are all being considered as ways of expanding the UK’s air capacity. The Airports Commission, charged with deciding which option is best, is due to report after 2015.

UK CONTAINER HAULIER MARITIME BUYS ROADWAYS THE UK’S largest privately owned container haulage firm, Maritime Group, has acquired Aegeus Transport, the holding company for Roadways Container Logistics (Roadways), for an undisclosed fee. The acquistion includes the entire company, employees and assets of Roadways. The combined business will operate a fleet of over 1,300 vehi-

cles and what the company claimed would be an “unrivalled” UK transport and storage network, with rail ports at Tamworth and Tilbury and depots at every major gateway and consumer conurbation, “creating a resource base, capability and scale economies which will enable Maritime to continue to deliver first class services for its customers”

PAN-EUROPEAN ROAD HAULAGE SERVICE LAUNCHED FOR SEAFOOD EUROPE’S leading refrigerated road transport group, STEF and two French counterparts have teamed up to create ‘Seafoodways’ – a pan-European, road haulage service for fresh seafood. The three partners, STEF and Express Marée and Olano, both based in southern France, unveiled the service at the European Seafood Exposition in Brussels, claiming it will serve all major European production areas and consumer markets. “The seafood industry has been confronting market changes for several years. To adapt to these

www.tandlonline.com

changes, clients have been increasingly calling for continuous improvements in transport and logistics services,” STEF said. These focus on high-frequency deliveries and ever-shorter deadlines in order to guarantee the freshness and organoleptic quality of products. “In this context, Seafoodways offers a comprehensive solution with a European collection and distribution network managed by professionals in seafood logistics, meeting high standards in terms of quality, professionalism and performance.”

TIME TO TACKLE THE DRIVER SHORTAGE THE GOVERNMENT must act now to combat the impending HGV driver shortage, or see the UK face significant economic consequences, according to delegates at a recent Road Haulage Association (RHA) roundtable. RHA director of policy Jack Semple said it was imperative the government realised that UK growth could be significantly affected by a lack of new HGV drivers entering the sector “if it does not urgently move to provide targeted funding of HGV licence acquisition”. With the Driver CPC deadline (10 September) looming, RHA members spoke of agencies already unable to provide drivers for shifts, and smaller subcontractors having to park trucks during the summer holidays due to a lack of drivers, all of which could lead to pressure on wages. The timing of the Driver CPC deadline would also exacerbate the issue, said Robin Tate, fleet and facilities manager at Yusen Logistics UK, as it comes into force as firms approach the Christmas peak. The latest DVSA figures show that 44,937 category C+E and category C tests (combined) were taken in

the year to March 2014. Of these, 23,905 were passed, however, as recently as 2008/09, 86,826 tests were being taken (C+E and category C), with a combined pass rate of 39,220. Insufficient funding, poor industry image, a failure to interest young people in the industry, the length of training, and the cost of licence acquisition were highlighted as the main barriers to attracting drivers into the sector. “How do we make the freight sector more attractive to young people?” asked Labour MP Rob Flello, chairman of the All-Parliamentary Group on fFreight Transport, who was taking part in the event. As funding is already available for A-level students attending college, he suggested he would call on the government to invest the same amount on students wanting to take vocational logistics training. However, Tony Mohan, tactical sales manager at Bibby Distribution, said: “This suggestion is right, but it is a long-term solution. We need a two-pronged approach. How are we going to get over the issue of what happens in September? We need a solution for now.”

CITY WEST COMMERCIALS OPEN 24HR SERVICE FAST-PACED businesses which depend on their vehicles, have received a boost after City West Commercials, Mercedes-Benz’s commercial vehicle partner in the South West, announced it has launched 24-hour servicing at Avonmouth. With the increasingly hurried nature of the modern working world, more companies are opening later than ever and with that is a growing need for business vehicles to be on the road at all hours of the

6

day. The new out-of-hours servicing at Avonmouth, the company’s headquarter site, will enable customers to drop off their pre-booked vehicles for inspection and routine service work at the close of business, with the ability to pick up their vehicles the very next day. The scheme, along with 7am to 11.30pm opening hours will help to ensure that customers are able to receive a quick, efficient service whilst all of their requirements are met in a timely manner.

TRANSPORT & LOGISTICS MAGAZINE

Speaking about the new initiative, Graeson Clarke, Dealer Principal of City West Commercials said: “At City West Commercials we pride ourselves on the quality of our service and support. The out-of-hours service we offer is as important for the small and medium-sized businesses as it is for the big fleet, all of whom can lose custom and suffer financially from having vehicles off the road during the working day. We feel that everyone should benefit from these customer centric service offerings.”

THE COMPANY IS PASSIONATE ABOUT MEETING CUSTOMER REQUIREMENTS, NOW AND IN THE FUTURE AND IT IS CONTINUALLY THINKING AHEAD RATHER THAN MERELY REACTING TO CHANGE.

The Operation of the Lantern Recovery Specialists plc business depends on a given combination of People, Processes & Technology, in connection with a given set of current Business Assets. Lantern operates a web-based tracking facility which also enables control room staff to pinpoint locations. The breakdown recovery management system is capable of updating customers via e-mail directly from the system and KPIs can be produced daily, weekly, or monthly. The company is unable to produce a sample of a typical management report at present as they are all specifically branded and developed for individual client requirements and the information contained therein is

client sensitive. Lantern can however tailor any type of report to customer requirements. Lantern control centre is equipped with the latest technology and all calls are timed, dated and logged into the system as well as being voice recorded and jobs are allocated to the nearest depot, depending on pre-arranged instructions with regard to preferred partners. The job allocation system operates using pre-determined time parameters and when these are exceeded or are approaching the allocated ETA, the operator is alerted. Customers are always updated with a personal phone call. All telephone conversations are recorded and archived throughout the year. This is used to

enable the management to listen to any telephone calls in or outbound. Using filters on the data voice system it is possible to drill down to the exact time and date when the conversations took place. This is particularly useful to identify the nature of the call when a complaint has been raised regarding a recovery location, cost implications and any issues of telephone technique. Examples of implementation of similar contracts Lantern operates includes Isuzu Assistance and RHA Rescue. Lantern Recovery manages the total rescue and recovery process on behalf of both of these customers throughout UK and Europe. These successes have

Lantern operates similar contracts on behalf of many blue chip companies including, Hertfordshire Constabulary, Prohire Plc, Fraikin Truck Hire, Allianz Assistance, LV Britannia Rescue, Avis, SHB Hire each with contract values varying between £1-£4m. 26 customers make up 80% of its turnover. LRS have recently taken over the running of the transport for DWS Bodyworks. Providing a solution for the nine vehicle depots in and around London and the Home Counties, it has proved to be a massive success. This is paving the way for other bodyshops to follow suit and LRS aim to have more on board before the end of the year. Lantern also operates multi-car and commercial transportation specialising in the collection and delivery of cars and commercial trucks throughout the UK using dedicated vehicles specifically designed to meet the customers’ requirements. The specially designed multi-truck carriers enable Lantern to transport all the Isuzu Chassis’ entering the UK to their body-builder or Isuzu dealership. Lantern Recovery operates on a resource based view and in simple terms this means that it provides the best level of service, using the best vehicles, equipment and staff trained to the highest standards at the best possible cost. It is continually looking to reduce its costs and some examples include employing a dedicated in-house trainer, manufacturing its own fleet, purchasing its fuel in bulk. We not only recover and repair your car, we provide you with a courtesy car too. Sounds good to us.” As credit to the companies, many testimonials have been received for their exceptional service, such as

RECOVERY: WESTON RECOVERY SERVICES any slogans are simply marketing ploys but Weston Recovery Services’ claim to handle anything ‘from a Mini to the Maximum’ is no empty boast. “We take on jobs others won’t do,” states General Manager Tom Cooper. “We will deal with anything from a Mini to the largest road vehicle.” That determination stems from the company’s origins as a beach rescue and recovery specialist with equipment capable of pulling vehicles out of mud. It’s a capability that led to the company recovering a canal boat that had become stranded on a weir, a job most recovery companies wouldn’t contemplate.

Although not a typical job,Weston has a fleet to handle most eventualities, over fifty vehicles including heavy and light recovery trucks, tilt and slides, spec lifts and service vans. It also has a multi-skilled, IVR trained workforce that includes mechanics, recovery drivers and heavy recovery specialists. Tom says: “Two members of staff have been with us over 25 years and are the go to men for big incidents because they’ve been there and done it. They will assess what they’re going to need and call for it. For the bigger jobs, we use the more senior members of staff and we’re very hands-on management.” The range of capabilities is essential because, besides being contracted to the AA and RAC, Weston

works for the Police and Highways Agency, covering the M5 corridor from junction 15 down to Exeter, and must be able to move anything. Those capabilities were put to the test on 5th November 2011 when seven people sadly died and 51 were injured in an M5 pile-up caused by events following a fireworks display. “It was possibly the biggest recovery operation in the UK,” recalls Tom. “We were the sole recovery agent and recovered six artics and 29 cars. That was a 48-hour operation to work with all the emergency services and help them clear the motorway while also dealing with our normal day-to-day work.” All operations require careful planning, with risk assessments produced and close working with the authorities, especially when roads have to be closed. But it’s something the company is used to dealing with in a business that’s busier during the holiday season and bad winter weather. Vehicle recovery accounts for about 60% of the business with servicing and repairs making up most of the rest. That, as Tom points out, helps generate additional work: “When a customer has a fault, instead of them sitting on our truck, we can fix it in our workshop so they continue their journey, with help from our motor factors, WRS Motaquip, and our workshops.” Like all companies in the transport business,Weston Recovery has faced the challenge of rising fuel costs, a particular problem when some recovery trucks only achieve five miles per gallon. It’s compounded by having to balance fluctuating costs against fixed motoring club prices. Nevertheless, the aim is to replace some older vehicles with bigger and better equipment to continue the company’s ability to deal with any eventuality.

ynn Star has been providing flexible, quality logistics solutions for over 25 years and continually strives to enhance, improve and develop the range of services it offers to its valued customers. The company’s current managing director took over the business more than 20 years ago when Lynn Star had only five standard wheelbase vans operating out of a small base in the centre of King’s Lynn. From humble beginnings the company has grown and Lynn Star now offers 75,000 square feet of warehousing spread between two locations – a 44,000 square feet DFT approved site, and a further 30,000 square foot facility with racked warehousing. Being Department For Transport (DFT) approved enables the company to handle goods that require air transport and ship “Known Cargo” directly onto aircraft without delays and

additional cost’s caused by x-raying, RASCO, manual search or other security measures. Lynn Star’s DFT approved site has 24 hour surveillance thanks to 16 cameras surveying the entire area inside and out. There is also security fencing around the entire area, keypad entry and exit, and a Redcare grade 3 alarm system that has an independent phone line to dial out in the event of breach. The site also benefits from 24 hour monitoring via an offsite station. The warehouse is further complemented by a frost protection system and plumbed in sprinkler system. Individual services include short-term and long-term storage, stock control, unloading and loading vehicles or containers, fork-lift services, palletise and shrink wrap boxes, picking and packing of goods, and of course, nationwide parcel and pallet distribution via Lynn Star’s or Pallet-Track’s next day and economy services. In addition, time sensitive, fragile or valuable consignments are transported to a customer’s destination by vehi-

cles of the highest specification with fully trained and experienced staff who understand the purpose of special freight movements. The fleet now hosts more than 20 vehicles ranging from 44 tonne articulated lorries, and rigid trucks ranging from 7.5 tonne up to 26 tonne. These vehicles serve the needs of customers requiring a range of needs including general haulage with groupage, next-day, timed and economy services available. Drivers are trained to Aviation level A+B for the transportation of “Known Cargo”. Also, with ADR trained drivers, Lynn Star can also ship hazardous goods. It operates its road service within England, Scotland and Wales with freight forwarders enabling it to move cargo onto the continent. The company believes it stands out over competitors because it provides a top quality service tailored to the customer’s specific requirements, backed by reliability. Lynn Star

offers the complete package as it can store items securely, take care of packing operations as required, manage container consignments, and of course provide a comprehensive delivery service. Essentially though, the main component of its success is its reputation for reliability and the fact it refuses to be complacent. The company’s aim is to continue ensuring the success of the business by maintaining a high standard of care whilst striving for the continued satisfaction and growth of its customers. The business operates a modern well maintained fleet of vehicles from its two depots. The fleet is quite

young ensuring that the vehicles always have modern engine technology. It also has a number of doubledecker trailers which reduces the number of vehicles on the road whilst delivering the same amount of freight – making Lynn Star more fuel efficient and kinder to the environment. Digital tracking is incorporated into all of Lynn Star’s vehicles, enabling its base to know where drivers are at any given time to track fuel performance and ensure the most economical and environmentally efficient delivery route. Lynn Star is also a shareholder member of PalletTrack, the UK’s fastest growing overnight palletised distribution network. This enables it to offer a complete package to any client from a single pallet to the full load. As members of the Pallet-Track network Lynn Star can provide a cost effective collection and delivery service for single or multiple pallet consignments to all locations nationwide and into Europe if required. Proudly, the company has won Pallet-Track’s Depot of the Year multiple times. This award recognises total service excellence from delivery to collections, finance and administration and all round good practice.

About 10% of turnover comes through Palletways membership and that, according to General Manager Nick Marshall, gives flexibility: “We run general haulage and groupage, managing consignments so vehicles don’t run empty. We have six vehicles dedicated to Palletways and use other vehicles to help when they are busy. We have more vehicles doing general haulage and they all work in conjunction.” The business has been running over thirty years and has large contracts for regular customers such as Uponor, Triton Showers and Nippon Express. Coverage extends to the whole of the UK and into Europe, enabled by various partnerships. “We have partners around the country so, if we have a load out of the North of England to Sweden, we have it put on a boat up there,” explains Nick. “We have people in most areas who we speak to constantly and we all work together. Our biggest partner is Drummonds in Scotland and we have six trunks every night going up the M6 while they come down. We meet half way, swap trailers and haul their freight back.”

INCREASED EFFICIENCY Those arrangements ensure efficiency and that’s increased through technology, all vehicles being fitted with tracking and telematics that have saved almost £100,000 in fuel and maintenance costs. Nick says: “We’ve reduced our accident rates and increased our MPG, insurance claims have reduced by 33% and we’ve saved on insurance premiums.” There’s significant investment in transport software that includes online booking, track and trace plus electronic invoicing. It allows integration with other hauliers and, as Nick outlines, the same software is used by major partner Drummonds: “We have a POD exchange system so, when they put something on the system in Scotland, we can see it here. When we have deliveries going to Glasgow, customers can access PODs on our system.”Having closed its Berkshire

DRIVING... On the highway to success, T A Reader’s slick operations promote growth, consolidation & a ferry good service.

A Reader Transport was started in 1972 by Mr. Terry Reader with a couple of vans to service his relative’s lampshade and Fancicraft factories on the Isle of Wight, taking some goods away and doing return loads of some of the raw materials used for the manufacturing. Over a period of time as things progressed they moved up to a removal lorry which then enabled a lot more choice of work, either factory goods away and a house removal back to the IOW or the other way round reloading with both furniture and raw materials. As a sideline the company also did some van hire with Luton transits, but that only lasted a few years mainly due to the high maintenance costs of the old V4 engine. This then grew in the late 70’s to three then four lorries to cope with the increase in goods coming out of the factories who supplied the likes of Green Shield, Timothy Whites, Boots, and Woolworth’s, plus an increasing round of deliveries to other stores around the country. Quite often going away with up to 15 drops on a van starting in Bristol, continuing on to the Midlands, Lancashire, Yorkshire etc. By then they were reloading with more general goods rather than removals although these could still be catered for. The firm continued in this form for some years to come until the factory output grew to the extent that articulated lorries were required to take the goods away, with them then delivering mainly to B & Q, Woolworth’s and Argos RDC’S. The first lorry they purchased was one Artic, closely followed by a second running alongside two of the original box vans. Most of the RDC deliveries were timed including the B&Q

HAULAGE: T A READER RDC at Hillington, Glasgow, for which they used the very reliable Joda Freight from Keighley who used to run up overnight after transshipping the loads at their depot. All these timed deliveries have to be coordinated with the fact that every journey involves a ferry crossing from the Isle of Wight to either Portsmouth or Lymington, resulting in a very slick operation, with quite often very tight turn around times. In time this work continued to increase and more vehicles were put on the road that in turn provided the platform to take on different types of work to include Containers, Building Materials and all other types of General Haulage. In 1994 they moved to their present site complete with their own workshop which carries out most of the general servicing on all the vehicles with only a few major jobs going to the local dealers. The fleet has increased to its present size which is currently running at eight tractor units,

Volvo, Scania and Iveco with an assortment of flatbed and curtain sided trailers, plus one 18 tonne rigid with tail lift for local pallet deliveries and a couple of small courier vans. Most vehicles are purchased second hand at approximately two years old and repainted in the company’s livery. The same is carried out with the trailers. Around six or seven years ago the factories on the IOW were forced to close due to pressures within their own business, this in turn forced them to look elsewhere for what little work there was coming off the IOW. However, they survived that major hiccup and now do the distribution for a major cosmetics company supplying the likes of Boots, John Lewis and QVC shopping as well as back loading with some of their raw materials. Also, a lot of work is covered for the local Building Merchants and several Freight Forwarders for local companies involved with Oil Spill equipment and another who manufactures buoyancy lift bags for salvage operations.

Another contract which they do is the Palletline deliveries for the IOW on behalf of Lambert Bros. in Southampton, this in itself can be very trying and quite a juggling act as the quantities vary so much day to day, anything from two pallets up to on occasions 25 and more. These are collected each day for next delivery on the IOW. They also have a warehouse in Eastleigh, Southampton operated by SYK solutions which is used for a drop point for customers wishing to forward goods to the IOW. As for growth, it would be prudent to stay at the present size as any excess loads they can normally subcontract to either Lambert Bros or AFS Haulage in Southampton, both of which they work very closely with. The Way

Forward in Freight Logistics... Pallet-Track sets sites on Europe and Scotland in anniversary year 2014 has been a landmark year for Wolverhampton-based Pallet-Track. Not only is it the company’s 10th anniversary, but the year in which it has launched two new strategic business growth initiatives. Firstly, the successful UK Pallet-Track network is to expand into Europe in September after signing a partnership deal with international supply chain specialists Hellmann Worldwide Logistics UK. Secondly, Pallet-Track has opened a

Scottish hub as part of a strategic plan to cost-effectively trans-ship consignments destined for the Highlands and the north of England. In terms of Hellmann, the new alliance represents a significant step for both businesses — offering Pallet-Track access to a mature multi-modal European footprint across 56 countries and providing Hellmann with significant competitive in-roads into the UK pallet network market.

pallet track_Layout 1 15/08/2014 11:40 Page 2

This is a massive step for us and the timing is perfect we are already expanding rapidly in the UK

Pallet-Track, one of the leading pallet delivery networks in the UK, had always agreed to enter the European market, but only when the timing and the partnership were right, and that time is now, according to founder and managing director Nigel Parkes. “This is a massive step for us and the timing is perfect — we are already expanding rapidly in the UK,” said Mr Parkes. “Hellmann is a multi-billion Euro family - owned business that is in the top 30 largest freight companies in Europe. It works with some of the biggest international household brands in almost 60 countries and has the scope and the vision to work with us across those European markets that we want to reach. In return, we can offer Hellmann a strong network, the right technology and access to the key UK markets it wants to reach,” he said. The new partnership will enable Hellmann to service three additional London postcodes and will generate approximately 25,000 deliveries per annum within the Hellmann global network. Matthew Marriott, commercial director of Hellmann Worldwide Logistics UK, said: “The new partnership with Pallet-Track provides an exciting opportunity for Hellmann to really capitalise on its growing global network. After a positive start to the year, and the continued success of our Colnbrook distribution depot, we’re confident that the relationship with Pallet-Track will only enhance our service levels. A lot of research was carried out and we made the decision that the partnership was perfectly suited to Hellmann.” Mark Pulford, a Pallet-Track director, who was a key player in bringing the deal to the table, added: “It will

significantly increase our volumes from month one by 10 per cent overnight, give us multi-modal access to the key markets of Europe, and give Hellmann the UK reach it requires. We have been negotiating for a number of months but it was clear early on that there is a synergy between our two businesses in terms of technology, ethos and family atmosphere.” Scotland Scotland represents another bold move by PalletTrack through the partnership with shareholder member Courier Connections from its depot in Bellshill which will help speed up deliveries, cut costs and journey times, as well as being more environmentallyfriendly. The commercial move is also aimed at driving increased volumes from England into Scotland at a time when Pallet-Track, which defied the recession by continuing to grow during the downturn, continues to expand its offering. Martin McGeough, owner and managing director of Courier Connections, which also has depots in Edinburgh and Perth, said: “We have been part of the Pallet-Track network for seven years and it has meant enhanced IT capability and greater benefits for our customers in Scotland and the north of England through our network partners at Fresh Freight. “This move is a more formal, commercial extension to what has been operating as a network within a network and helps keep the freight within the region, rather than it travelling back to the Midlands to be re-shipped back to Scotland overnight. This is more cost-effective and, using our ‘Eco Star’ trailers, cuts our carbon footprint and gives complete visibility of the supply chain,” he added.

PUBLIC SECTOR: HIGHWAYS AGENCY

MAKING OUR ROADS SAFE

The Highways Agency is responsible for operating, maintaining and improving the strategic road network in England on behalf of the Secretary of State for Transport. he prime role of the Highways Agency is to keep England’s motorways and trunk roads moving by reducing traffic congestion, dealing with accidents and traffic management,” states Fleet Manager Alan Rowley. “If we have any incidents, we clear the blockages as soon as possible.” That responsibility covers the strategic road network, the motorways and main A-class roads, with local authorities looking after the rest. It’s mainly a management role for the operation, maintenance and improvement of the roads, with construction and repair work being undertaken by contractors.

“T

DEALING WITH INCIDENTS The public face of the Highways Agency is its traffic officers who deal with issues on the road network. Alan says: “Our role is to get traffic moving as fast as possible so we need to get blockages shifted quickly. We deal with each incident as it happens, provide a short-term solution and get contractors in to deal with the rest of the incident. We’ll get traffic safely through the incident, clean it up if we can but, if it involves road repairs, our agents will do that.” For the officers to do their job, there’s a fleet of 200 vehicles made up of 75% Mitsubishi Shoguns and the rest Land River Discoveries. “Because of our requirements, we have a one size fits all policy rather than a mixed fleet,” explains Alan. “The most efficient vehicle for our needs is the heavy duty 4 x 4 that enables us to do the whole gamut of activities from towing vehicles out of the way to carrying the basics such as a shovel, spade, brush and some cones. It’s the most efficient way for our operators to get to the scene of an accident and deal with it.” The fleet is leased on a thirty-month, 200,000 mile contract and most vehicles cover 75,000 miles annually due to the Agency operating a shift system with vehicles rarely off the road. They’re replaced at the termination of each lease with, as Alan recounts, tenders going out to suppliers of potentially suitable vehicles:“Our specification includes the ability to tow 3.5 tonnes and carry a particular volume for our cones and equipment. A specification is sent out to the manufacturer of a vehicle that meets those requirements. Once we have a short list of vehicles, we look at cost and select the most economic vehicle.”

PUBLIC SECTOR: HIGHWAYS AGENCY The Shogun was named as the preferred vehicle for the latest round of tendering, and an order placed. The contract includes the customisation of vehicles that includes Highways Agency livery, flashing lights, a bullhorn and alternating headlights, details that have evolved over the years to create the safest and most visible vehicle. An important requirement is they can be restored to their original state at the end of the lease to get the best return at auction, which is helped by only four holes being made in the shell despite the amount of equipment added. During the lease, the vehicles are serviced by a main agent to ensure the most economic repairs under the terms of the manufacturer’s warranty. A prime consideration throughout the lease is obtaining the best value for money and that’s ensured by keeping an eye on developments and monitoring each vehicle’s performance. “As part of our ongoing reduction in emissions and cost, we look at fuel usage and our patrol strategy,” remarks Alan. “We don’t just drive up and down the motorways hoping to find an accident; we tend to go where there’s a history of accidents. We make regional managers accountable for fuel so they don’t just go to the local garage, they go to the cheapest one. We’re trying to get a culture of cost saving within our staff.” Central to the patrol strategy is a network of 38 outstations around the country, all close to major roads, where the vehicles are based. And despite using heavy 4 x 4s where electric vehicles aren’t practical alternatives,

that’s helped achieve a 25% reduction in emissions across the Agency’s activities since 2010. It includes a 31% decrease for traffic officer vehicles, saving 2,000 tonnes of carbon and £1 million in fuel costs annually. “We’ve done this while maintaining the level of service,” recounts Alan. “By having this strategy of parking in the most strategic spot and where most accidents occur, we cut our customers’ waiting time by getting the traffic moving, but also saving fuel by not just driving about and waiting for something to happen.” One target is to improve air quality and that’s helped by the Agency’s main role of keeping traffic moving rather than being stuck in queues. To do that, there’s close working with suppliers and a number of innovations to improve the service and get traffic moving quicker. These include traffic officers being able to right overturned vehicles rather than waiting for a specialist service and the use of 75 metre

incident screens that prevent other drivers viewing accidents and running into vehicles while doing so. One of the latest is a load cell that measures the towing force needed to move a vehicle. Alan says: “We can hook it on to a vehicle and, if it doesn’t set off a warning alarm, we can tow that vehicle to the side of the road and then get a breakdown company to take it away. Due to UK Carline's extensive experience in the supply of an assortment of vehicles to the market and a strict, no-nonsense, jargon-free approach for clients, the company has enjoyed a strong working relationship with key client, the National Federation of Builders whom they have now been working with for approximately one year. ith the retail trend towards internet shopping, Pack-IT Group is perfectly placed to take advantage. Having started as a direct mail business 29 years ago, the third party logistics firm now specialises in providing e-commerce fulfilment. The aim, as Business Development Manager Joseph O’Sullivan emphasises, is to make the process simple for companies wanting to outsource large parts of their operation: “They order a container of products, it comes to our warehouse and we store it.We set up an account manager and pick and pack team to manage the stock and record it on our warehouse management system, which integrates with their ecommerce platform. “That gives a live feed of orders and we pick them, then pack their goods depending on how they want it done. It’s all bespoke and varies from just getting it out safe and secure to using fully branded tape, boxes and gift wrapped material. We distribute via various channels, such as courier, Royal Mail or DPD, internationally but mainly across the UK.” It’s a service provided for any business from a small start-up selling on eBay to an international company needing a UK distribution hub. It enables the customer to avoid acquiring warehousing and equipment, saves time and overheads in setting up processes and allows it to concentrate on its main business of obtaining products and increasing sales. The offering includes ancillary services such as mail forwarding, call handling and the design, printing and distribution of marketing brochures. “We provide anything needed to support warehousing and distribution,” states Joe. “It’s a complete solution and our partners help our clients gain access to markets. For example, if you want to trade in Germany, we have somebody that can help you trade and boost your orders there. If you want to set

THIRD PARTY LOGISTIC: PACK-IT GROUP up a bank account in Spain, we can do it within seven days and you save money on overheads. We have a wide range of partners including people who can boost your search engine optimisation or your presence on social media.” Those partners include Currencies Direct where its etailer service helps customers make and receive payments for a variety of countries. It simplifies foreign exchange from multiple payments with guaranteed exchange rates, thereby maximising profits.

‘TO THE NEXT LEVEL’ The process is largely automated, built on stock management and shop systems from e-commerce solutions provider Plenty Markets. This partner makes the whole process simple, offering innovative ideas and being particularly effective in EU markets where it’s increased online orders for several clients. The aim, as Joe outlines, is to meet each client’s needs exactly: “There’s no one size fits all so it’s completely bespoke every time. We are representing a company so we work how they want to work.We have extensive meetings with clients and regular reviews of services to make sure they’re getting everything they need and it’s working efficiently. Our systems interact with various platforms so our technology needs to be very flexible and accept different interfaces.” Many clients are sourced directly, Pack-IT building relationships with companies that specialise in creating ecommerce websites. One such company is Creo, which builds creative and technologically robust websites that are compliant with the Pack-IT brand, sufficiently flexible to meet most budgets and enable the two companies to deliver end-to-end solutions. The overall intention is to provide the best service in an effective and competitive way for often high-volume businesses. The continuation of that is assured through a process of constantly re-assessing relationships and the way the service is delivered. “If we can find a better way of getting their product out with less hassle and a better rate, we will do that and we’re constantly trying to provide the best value for money,” confirms Joe. “We promote best practice, find the most cost-effective way and deliver the best quality.” Pack-IT was set up as an independent and approachable family business with an emphasis on social enterprise and that’s the way it remains. Consequently, it only takes on partners with a green policy, recycles what it can and supports the community through local employment. As a result, there’s pride in the company’s achievement of winning awards for social enterprise. The recent recession has put pressure on margins but the company’s grown through it and the main focus is to continue to do that while constantly evolving but retaining a family feel. Joe says: “We’re concentrating on making e-fulfilment our speciality but doing things a little differently and standing out from the competition. Keeping that personal touch is very important. Companies come to us because we’re good at what we do, they feel comfortable and know their stock’s going to be looked after. We provide what they want and maintain the standards they set, whether a small business or a larger organisation.”

ur main challenge has been to overcome the general misconception that using wood has contributed to the deforestation of the tropics,” proclaims Timber Trade Federation (TTF) President Stephen King. “That has been a core aspect of the TTF’s work highlights creating sustainable wood supply chains supports the forests and the people living in them. Various independent schemes, our Responsible Purchasing Process and third party bodies create conditions whereby members can use evidence-based resource to prove they’re buying legal and sustainable timber.” Sustainability and the environmental benefits of using wood are the type of message the TTF has been putting out since its formation in 1892. Stephen says: “The goals are to promote and protect the interests of the timber trade, disseminate commercial information, support or oppose legislation and undertake activities to grow the use of wood. The TTF is the largest wood industry supply chain representative body so almost all wood products used in the UK pass through our members’ hands. Those members trade timber products or process them and pass them down the chain.” Services to members include providing market intelligence, environmental services and business support, helped by the Federation’s executive team having a wide variety of skill sets that enable them to cover aspects such as UK and EU legislation, technical, quality management and environmental issues. “The TTF is a robust, commercially astute trade association,” emphasises Stephen. “There are few things people ask that they won’t get an up-to-the-minute answer on.”

“O

EUTR COMPLIANCE The capability has encouraged the forging of strong links with the National Measurement Office, the UK regulatory body measuring the take-up of the EU Timber Regulation. As Stephen explains, that had the potential to cause problems for those dealing in timber: “It requires anyone who imports wood into the EU to undertake a level of due diligence. Most TTF members are likely to have gone through our Responsible Purchasing Process, with some others using processes that have been approved by the TTF, and be covered under FSC and PEFC schemes, which makes EUTR compliance significantly easier.”

CREATING RELATIONSHIPS Creating relationships and sharing information with other bodies, such as the Construction Products Association, the CBI, government agencies and the Road Haulage Association, are part of the strategy to increase TTF’s influence.

They also help the organisation’s aims of promoting the use of wood and influencing legislation to benefit members.

TOGETHER A concern being addressed currently is the fragmented nature of the timber industry where there are several niche organisations but only the TTF encompasses the complete supply chain for the wood products market. “There’s a broad ambition to bring the industry together,” states Stephen. “While we are the largest organisation, a confederation of timber associations can represent the entire wood industry. There are active steps to look to mergers but we need like minded and willing people to undertake such a process. That’s the broad ambition and my Presidency is a two year role so, when I finish in June 2015, I hope to leave a Federation that will have taken steps along that path.”

TRANSPORT, STORAGE AND DISTRIBUTION

W J Wooster & Sons Ltd is a professional, family-run road haulage and storage company with over 40 years of experience in the field he vastly experienced W. J. Wooster & Sons Ltd in Nazeing, Essex has operated a professional, family run distribution and storage business for customers in the UK and abroad for more than 40 years. Working with clients to develop solutions tailored to individual needs, the company has built strong, long-term relationships thanks to enduring high standards and attention to detail. Founded in the 1970s by William Wooster, the business was originally run as a single driver-owned vehicle operation in Waltham Abbey. William’s reputation for reliability and cost effective service led to an increasing workload necessitating the need to acquire more vehicles and drivers. This also saw the business move to larger sites, firstly to a new location in Waltham Abbey before relocating to its current home on Nazeing in 1980. Purpose-built warehouses were erected (with an onsite workshop for vehicle maintenance) while the fleet continued to expand accordingly. Dealing with both road haulage and storage, the company has access to its own diverse fleet of vehicles as well as extensive warehousing space. Within the fleet 7.5, 12 and 18 tonne lorries are complemented by 44 tonne artics and

The distribution service is supported by a diverse warehousing solution with comprehensive handling and storage facilities. FREIGHT AND CARGO: ALPI UK eing part of a large group generally provides several benefits. For Alpi UK, those include a network of global companies that are customers for its services and make available resources to deliver those services anywhere. Alpi UK is a subsidiary of Italian company Albini & Pitigliani, which started making local deliveries from textile suppliers to garment manufacturers and has since grown into an international operation with 160 offices worldwide. Having handled UK trade through agents until 1990, the parent company formed Alpi UK. “We started dealing in the Italian market,” recalls Managing Director Martin Reeves. “Then it was continual expansion into markets where our parent company had offices and we started cross-trading with other group members, now dealing with a big majority of them.” The company has additionally built its own customer base in the UK, often a joint effort of sharing customers and trade with other Albini businesses. Having been a freight forwarder predominantly concentrating on road freight, it’s now developed air and sea freight services and increasingly undertakes logistics work from its 120,000 square foot warehouse.

FREIGHT AND CARGO: ALPI UK

The origin of the business means Alpi specialises in the fashion market although it will handle most consignments. In fact, the aim is to provide as complete a service as possible, including customs brokerage. Martin says: “If we find niches, we exploit them by finding others that need them. We’re very flexible, give a personal service and customers talk to the same people consistently. We’re very lucky with our staff and find solutions for those with problems.” Alpi doesn’t have its own fleet but uses regular partners to handle consignments including Northdown Carriers Ltd and International Forwarding Ltd. That also applies to major customers where Alpi freight manages their business across the world, finding transport to meet demand that varies due to the seasonal nature of the fashion trade. The operation is helped by the company’s structure of locations in the UK and the availability of other group companies. “Our branches operate some services directly and we also do cross trade work such as from Italy into the Far East or Germany,” explains Martin. “We have support from overseas offices to make local arrangements and if we need warehousing overseas.” Those arrangements enable Alpi to provide a comprehensive service that’s monitored constantly, with larger customers receiving monthly reports, statistics and KPIs. It’s backed by technology and an emphasis on personal contact, ensuring the company rarely loses customers for avoidable reasons. That allowed Alpi to come through the recession, which affected the fashion trade in particular in all global markets. Alpi’s flexible nature, as Martin recounts, means it can react quickly to a rapidly changing market: “Customers that have been buying in the Far East are now buying in Europe while textile manufacturers are moving their fabric to Eastern Europe to manufacture the goods. With our cover through the parent company, we can react fairly quickly, have started to reemploy people and we’re concentrating more on sea and air freight areas to get a better balance.”

Looking back at...

SIR ROBERT ALEXANDER WATSON-WATT In our regular column we take a brief look at some of the great pioneers, innovators and technology that has helped shape the world’s transport system ir Robert Alexander Watson-Watt was one of the leading figures in Britain during the 1930s and 1940s in the pioneering use of radar to help the allies gain control of the skies. Following Watson-Watt’s promotion to superintendent of a new establishment under the British Air Ministry, Bawdsley Research Station, exploration into the use of radar and its implications in warfare was accelerated. This saw the design and installation of aircraft detection and tracking stations called Chain Home along strategic locations on the east and south coasts of England prior to the beginning of the Second World War in 1939. This innovative system saved thousands of military and civilian lives by providing a vital early warning system. Not only did it help the Royal Air Force win the Battle of Britain, it enhanced the allies’ ability to defend the country while improving air raid warning alerts. One of the great ideas Watson-Watt put forward was to have fighter planes carry their own radar. It was widely acknowledged that if German bomber campaigns failed during the day they would turn to night raids. At night, bombers could be detected at about 300m but the existing Chain Home systems didn’t have the accuracy needed to get fighters close enough to intercept.Watson-Watt with his colleague Edward Bowen devised a

S

EATING CARROTS MAKES YOU SEE IN THE DARK This idea was propagated during the Second World War to help the allies hide from the Germans the use of their new aircraft detection system. The German bombers struggled during night fighting, taking hundreds of casualties. They were unable to understand how the allies could pinpoint the direction of their attacks and shoot down many aircraft despite the cover of darkness. Ultimately, it was thanks to the new radar system employed across Great Britain. However, to keep this under wraps, propaganda spoke of the eyesight-improving benefits of carrots. While the vegetable’s high content of Vitamin A has been proven to help eye health, the myth that it vastly improves eyesight, particularly night vision, is nothing more than an old wives’ tale that originated during the war.

radar system that could be fitted to aircraft to help them pinpoint enemy planes and intercept them. The system was perfected by 1940 and was instrumental in eventually ending the Blitz in 1941.

TRANSPORT & LOGISTICS MAGAZINE

The name “radar” was coined in 1940 by the United States Navy as an acronym for Radio Detection and Ranging. The objectdetection system was secretly developed by several nations in the 1930s and 1940s. It uses radio waves which are sent out by a radar dish or antenna which then bounce off objects to determine range, altitude, direction or speed. In the Second World War it was used to detect planes and ships but has since been used to track spacecraft, guided missiles, weather formation and terrain.
