Alex City man killed when truck rolls over him in pasture By CLIFF WILLIAMS Staff Writer

An Alexander City man is dead after his truck rolled over him while working out in a pasture. Delbert Ray Carter, 81, passed away after an accident on his Knight Road property. “It looks like an accident,�

Tallapoosa County Deputy Coroner Ken Cowart said. “It looks as if his truck rolled over him leaving him trapped underneath.� The Alexander City Police and Fire Departments responded to the incident at 11:43 a.m. Thursday morning. Police officials speculate as Carter was getting out of the vehicle, it rolled back on him.

It was not known if the truck was accidently left in reverse or neutral, allowing the truck to roll backwards down a slight hill. Cowart said family members explained Carter liked to get outside. With the 2018 session of the Alabama State Legislature reaching the finish line, the House and Senate found themselves working to secure an effective budget for the next year before returning home and hitting the campaign trail running. As the final touches were being put on the newest education budget, the legislature approved an $18.5 million increase in funding for the First Class Pre-K program. With this increase, it has been estimated schools across Alabama will be able to add at least 100 new classrooms, servicing an additional 1,800 fouryear-olds preparing for kindergarten with this funding increase. “Research released last month reaffirms that students who participate in Alabama’s high-quality, voluntary First Class Pre-K program outperform their peers in reading and math; however, too See PRE-K • Page A3
