Injuries sustained in Monday accident claim Cotney’s life By MITCH SNEED Editor
Injuries sustained in a Monday morning car crash have claimed the life a beloved member of the Alexander City Police Department family. Kelly Cotney, 35, who served as an animal control officer with ACPD since 2008, died late Monday night at the University of Alabama-Birmingham
Hospital. Alexander City Police Chief Willie G. Robinson said that the entire department has been hit hard by Cotney’s passing. “It has really been a tough, tough thing,” Robinson said. “She was wellliked and always had a smile on her face. She was so dedicated to her job and really cared about those animals. “More than that, she really loved
her kids and her family. It’s just hard to believe that someone so young, with such a lively spirit has been taken like this. Board adopts data policy, approves voiceover IP purchase
Board also gets full text of state audit of system’s finances

The Alexander City Board of Education adopted a revised policy on data governance and use at its December meeting on Monday night. The board also approved some personnel-related items, approved a bid on the purchase of a new voiceover IP phone system and approved with no changes certain policies related to career technical programs, which are required to be revisited every five years. The policy revision the board adopted on data governance and use is far more extensive than the existing policy. The existing policy is sweeping and brief and the new policy is detailed and thorough. The new policy outlines the purpose for the policy, its scope, federal regulations with which it must comply, the requirement for an annual risk analysis, data See BOARD Page A5
The Tallapoosa County Board of Education heard a report Monday night at its December meeting from a representative of the Alabama Examiners of Public Accounts on an audit of the school system and the results of an evaluation of Superintendent Joe Windle. Nikki Morrison, an examiner for the Alabama Department of Examiners of Public Accounts, reported on the audit the Department performed in June of 2015. Her report cited several deficiencies brought to light in previous reporting about the audit, but which have been or Windle are being corrected, according to Phil Blasingame, chief school financial officer for the Tallapoosa County Schools. “She was required to give us that report before the audit went public on their website,” Blasingame said. “There was really nothing new in addition to what has already been reported. It was pretty much a formality.” Blasingame said although all the deficiencies regarding the system’s deficit cash balance are being addressed, the system will likely be cited for that negative balance again in the its next audit. Students at Stephens Elementary School in Alexander City did a lot of traveling on Tuesday. For most of the day, the students took turns visiting various classrooms throughout the school that had been decorated for Christmas in each of nine different countries around the globe to learn about the Christmas customs of
each of the countries and how they differ from ours. It was Stephens’ first-ever “Christmas Around the World” and it featured such stars as Gip the Goat, Santa in a boat and hostesses from the Netherlands in wooden shoes. “Each of our teams has a country and they are teaching about the holiday traditions of that culture,” said Alicia Peters, an instructional coach at Stephens who See CHRISTMAS Page A7
