Matlow, Porter, O'Keefe Oppose Proposed Solutions

Recent votes and statements by Tallahassee elected officials indicate there is a growing split between progressive politicians and traditional Democrats on how to handle the issues related to homelessness.

Leon County Commissioner David O’Keefe, Tallahassee City Commissioner Jack Porter and Tallahassee City Commissioner Jeremy Matlow have teamed up to provide a united front against policies that have attempted to address camping in public, trespassing and other issues related to homelessness.

During the last Leon County Commission, the Board voted 6-1 to schedule a public hearing to consider adopting a proposed ordinance prohibiting unauthorized solicitation on private property.

The proposed ordinance would allow law enforcement to enforce the prohibition of unauthorized solicitation on private property.

Jeremy Matlow O’Keefe voted against the issue citing is concern over how law enforcement would implement the ordinance.

O’Keefe then reposted a social media a post by City Commissioner Jeremy Matlow’s aide – Ryan Ray – that stated the ordinance was championed by the Greater Tallahassee Chamber of Commerce.

In fact, the ordinance was supported by six Democrats which included Bill Proctor,

Jack Porter Rick Minor, Carolyn Cummings, Nick Maddox, Christian Caban, and Brian Welch.

In addition, O’Keefe was the lone vote against Leon County’s efforts to minimize panhandling by installing signs discouraging motorist from giving money to people standing in intersections.

City Commissioner Matlow was also critical of the move.

Matlow posted on social media, “I don’t think we need the government telling us what

TALLAHASSEE — Gov. Ron DeSantis on Monday supported legislation that seeks to prevent homeless people from sleeping in public places such as streets, sidewalks and parks, as a Senate committee moved forward with the proposal.

“I think what we’re envisioning is providing some support for counties for additional sheltering, providing some financial support for both substance abuse (programs) and mental health,” DeSantis said during a news conference in Miami Beach, as he stood behind a podium that said:

“What we don’t want to see in the legislation is any incentive to create homeless camps, particularly in areas that would interfere with the public conducting normal business,” DeSantis added.

DeSantis’ comments came hours before the Senate Judiciary Committee backed a revised bill (SB 1530), proposed by Sen. Jonathan Martin, R-Fort Myers, that would give local governments the option to designate certain property for sleeping or camping if they meet standards set by the Florida Department of Children

On February 1st, the Tallahassee Charter Review Committee held their third meeting to review the size of the City Commission and compensation for City Commissioners.

During discussion on changing the size of the City Commission, Committee Member Ernie Paine expressed his concern for expanding the City Commission stating, “Any addition to the City Commission would also add to the Blueprint Intergovernmental Agency by the same amount, and from what I’ve seen it’s almost dysfunctional because of its size.”

Additionally, Chairman Mark Mustian commented, “I think it works fairly well the way it is. I don’t know that seven is better than five necessarily.”

Community News TMH Announces Monica Ross As Vice President & Chief Human Resource Officer Following a successful time in the interim role, Monica Ross has officially been named Vice President & Chief Human Resources Officer of Tallahassee Memorial HealthCare (TMH).

Since she assumed the interim role in July, the TMH Executive Leadership team and Board of Directors have been impressed with Ross’s leadership and ability to build relationships and work with all levels of colleagues, ranging from frontline workers to executive leaders.

TMH is the region’s largest private employer with nearly 6,000 colleagues working in a variety of clinical and nonclinical roles. As Vice President & Chief Human Resources Officer, Ross is responsible for developing and executing human resource strategy to support TMH’s organizational goals and strategic vision.

Ross joined TMH last year as the Executive Director of Colleague Relations and Human Resource Administration. She is an adept human resources strategist and experienced attorney with over 13 years of legal experience, most recently as the Chief Legal Counsel at the Florida Office of Insurance

Regulation.

Ross was born and raised in Tallahassee. Prime Meridian Bank Announces Financial Results Prime Meridian Holding Company (OTCQX: PMHG), the parent bank holding company for Prime Meridian Bank, recently announced unaudited financial results for the quarter and year ended December 31, 2023.

The Company reported net earnings of $1,830,000, or $0.56 per basic and $0.55 per diluted share, for the quarter ended December 31, 2023, compared to $2,642,000, or $0.83 per basic and diluted share, for the quarter ended December 31, 2022.

The Company reported net earnings of $8,708,000 or $2.71 per basic and $2.68 per diluted share, for the year ended December 31, 2023 compared to net earnings of $9,681,000 or $3.07 per basic and $3.03 per diluted share, for the year ended December 31, 2022.

Community News Eddie Agramonte Discusses Business, Life in Tallahassee Eddie Agramonte, local restaurant owner of Gordos and Bumpa’s, recently appeared on The Steve Stewart Show to discuss his restaurant business and life in Tallahassee.

Eddie first came to Tallahassee in 1991, and opened his first restaurant, Gordos, on Pensacola Street in 1996.

When asked when he realized his restaurant was going to do well in business, Eddie remarked that it was helpful that there wasn’t a Cuban restaurant in Tallahassee at the time. However, he further explained that he always knew he would make it and was prepared to do whatever it took, stating, “I guess I knew

from the beginning, I’m not somebody who is going to fail … I’ll sleep there if I have to.

I’m not going to give up.”

He opened another Gordos on the northeast side of town in Market Square with the goal of feeding the “adults” who frequented the Pensacola street location while attending FSU. When asked about opening his second restaurant Bumpa’s, Eddie explained he saw an opportunity to open when the old CJ’s building on Northeast Capital Circle became available. He decided to open a sports bar because he said there had not been one on that side of town for

many years.

While discussing hardship through the 2008 recession, Eddie explained that during the financial crisis he began to a wait-tables at Gordos and used his tip money to pay bills. “But what this really did was put me back in the store to see what needed to be tightened up, what needed to be finetuned, what needed to be fixed and how we could grow from this situation.” Eddie stated.

He also noted that he began catering through the recession after realizing he could make money before the restaurant was open. “By 11 o’clock I had already fed 35 people, then I

fed 50 people, then 100 people, then 200 people before I opened the store,” he said.

Eddie noted that his restaurants were not equipped for solely doing pick-ups and to-go during the Covid pandemic. He said during this time, he went to Best Buy and bought three burner phones (one for each restaurant) and “I had three people working phones getting food ready to go, running it out to the cars, and it just kept us going.”

Additionally, Eddie noted one thing that was helpful to sustain his business though Covid was Governor Ron DeSantis allowing restaurants to sell liquor to-go. Eddie stated,

“We have something people are fond of called the Gordos Smash. And we’d put them in a gallon jug and people would come pick them up and go.”

When discussing his views on Tallahassee after being a resident for 30 plus years, Eddie noted that people’s kindness in Tallahassee stood out to him stating, “You walk by somebody and they say hello and you say hello back.”

He continued, “Everybody smiles, everybody’s kind, not everyone is trying to reach into your pocket … that’s how this town is, what it is, it’s a kind place.”

The Tallahassee Police Department Hires 15 New Officers

The challenges related to the violent crime rate was discussed at length during the recent City of Tallahassee annual retreat.

The Tallahassee Police Department is one of the oldest and most accredited police departments in the nation, serving the citizens of Tallahassee since 1826. TPD is comprised of nearly 500 members.

On Monday, Jan. 22, Chief Lawrence E. Revell and the Tallahassee Police Department (TPD) celebrated its inaugural class of 2024, welcoming 15 new officers.

However, encampments on public property remain and businesses continue to feel the impact of indecision by local government leaders who seem reluctant to act due to positions of their progressive colleagues.

Leon County Commissioner Bill Proctor recently stated, “We want to be compassionate, but we’ve erred on the side of being soft.” He continued, “You don’t play hard ball using a plastic bat, and this is a hard ball issue.”

Proctor also noted that, “We should probably look for best practices and some models from across the country.”

Ironically, some of the proposals criticized in Tallahassee by progressive officials have already been implemented in California where homeless encampments have had a significant impact on the quality of life.

Tallahassee City Commission Meeting Briefs: February 7, 2024

Superintendent Candidate Joe Burgess Supports Teacher Pay Raise On February 6th, Joe Burgess, principal of Chiles High School and candidate for Leon County School Superintendent released a statement in support of teacher pay raises, stating, “It’s time to pay teachers a livable wage.”

This announcement was released as negotiations between the Leon Classroom Teacher Association (LCTA) and the Leon County School District remain ongoing. The bargaining began in April of 2023, with the LCTA Association proposing $6.7 million for salary raises and the District offering them $4 million.

Burgess’ announcement stated, “Our educators are the backbone of the Leon County School District, and they give back each and every day they are in the classroom shaping the minds of tomorrow. It is time we make teachers a priority.”

On January 23rd, several teachers gathered at a Leon County School Board meeting to express their frustration over the current pay structure, demanding fair compensation. Many veteran teachers claimed they were not being valued by the School

Captain Allen Willis Jr. was recognized as the Career Firefighter of the Year. He oversees special operations for TFD, has worked with the urban search and rescue team since its inception, and has been with TFD for 21 years.

The Commission authorized the Mayor to execute agreements for the 2023 State Homeland Security Grant Program (SHSGP), thereby accepting Federal Grant No. EMW-2023-SS-00058-S01.

These two agreements will provide $211,858 of continued funding for the Mutual Aid Radio Communications (MARC2) equipment and Urban Search and Rescue (USAR) special operations teams.

The Commission considered a contract extension for pipeline capacity with Florida Gas Transmission Company and to authorize the City Manager, or Designee, to execute the contract. City Commissioner Matlow asked about the plan to offset the use of natural gas to renewable energy due to climate change considerations and was concerned about the time frame to consider the contract extension.

Commissioner Porter asked about the plan to phase out the use of natural gas. The Commission voted 3-2 to extend the contract.

Porter & Matlow voted against the motion, preferring to delay action.

The Commission voted 5-0 to approve a request from the Office of the President, Florida A&M University, that the City waive all facility rental fees associated with the use of Cascades Park and the Parkview for the Harambee Festival, which will be held on February 24, 2024. These fees are estimated to total $2,165 for the event.

As this request falls outside of the policies and procedures for the provision of in-kind services for public events as outlined in the City’s Special Events Policy 610, Commission approval is requested.

The Commission voted 5-0 to schedule a public hearing for an application requests to change the zoning classification from the Critical Planning Area (CPA) zoning district to the Open Space (OS) zoning district on a 50-acre parcel (proposed Northeast Park) located on the southeastern side of the Centerville Road and Killimore Lane intersection. The applicant is the Leon County Real Estate Division.

The Commission voted 5-0 to terminate the Inclusionary Housing Agreement for the Canopy Planned Unit Development due to an amended state law in 2019. The amended law provides that if a city requires that a developer provide affordable housing at below market rates, the city “must provide incentives to fully offset all costs to the developer of its affordable housing contribution.” The staff noted the City cannot identify incentives which have been realized to fully offset the costs of the inclusionary housing.

The Commission heard an update on the 2024 Florida Legislative session, which convened on Monday, January 9, 2024, and runs through Friday, March 8, 2024. Dr. Thomas Whitley, Strategic Innovation, stated that the main concern for the City was legislation that threatened municipal revenue sources. Immediate concerns are required referendums for property tax increases and increases in the homestead exemption.

The Commission heard an update on the charter review process which is ongoing. A report is anticipated to be delivered to the city commission sometime in March.

Burgess continued, “For many teachers, they simply cannot afford to remain in the profession. I have heard from those who are working multiple jobs and those struggling to make ends meet with their current salaries. If our administration leadership is accepting a nearly 7% pay raise, it is only right that we deliver the same to our teachers. Also, we are not rewarding our veteran teachers, and by consequence we are quickly losing their talent, wealth of knowledge, and invaluable experience in the classroom.”

Lastly, he said, “To Leon County educators– I am standing in your corner. When we invest in keeping talented teachers in the classroom, we are investing in our students and families.”

The revised resolution requests that the Board appoint the Director of the Leon County Parks & Recreation Department Director, or designee, as chair of the Committee. Several concerned citizens spoke against the change and the Board voted 7-0 to keep the chairperson a member of the committee.

The Board unanimously ratified actions taken at the Board Retreat including the approval to commence a grant application cycle to distribute $69,100 in Tourist Development Tax funds for Bicentennial-themed community events.

The Board unanimously approved the Tallahassee Historical Society’s request to reauthorize $10,000 previously awarded by the Board to support the production of a digital children’s activity book titled, “Tallahassee 200: From Territory to Statehood”, in celebration

of the 2024 Tallahassee/Leon County Bicentennial. The original $10,000 allocation was provided as a grant match for the distribution of a printed version of the book, however, the Tallahassee Historical Society revised its funding request upon the State’s rescinding of matching funds.

The Board directed staff to work with the City of Tallahassee, the Community Human Services Partnership CHSP & the Children’s Services Council of Leon County (CSC) to create a process that replicates the current CHSP funding categories.

The Board voted 6-1 (O’Keefe against) to schedule the first and only public hearing to consider adopting the proposed Ordinance prohibiting unauthorized solicitation on private property for February 20, 2024 at 6:00 p.m. The proposed Ordinance would allow law enforcement to enforce the prohibition of unauthorized solicitation on private property.

At the request of the Governor DeSantis, the Board voted 4-3 (Proctor, Minor, O’Keefe against) to send 21 people to be considered for appointment to the Children’s Services Council of Leon County. The vote included 10 names that had previously been approved by the Board.

The Board voted to appoint Sean Morgan to the Affordable Housing Advisory Committee for the remainder of the unexpired term ending January 31, 2026, and to appoint Byron Greene to the Advisory Committee for Quality Growth for the remainder of the unexpired term ending May 31, 2026.

Raises On February 6th, Joe Burgess, principal of Chiles High School and candidate for Leon County School Superintendent released a statement in support of teacher pay raises, stating, “It’s time to pay teachers a livable wage.”

This announcement was released as negotiations between the Leon Classroom Teacher Association (LCTA) and the Leon County School District remain ongoing. The bargaining began in April of 2023, with the LCTA Association proposing $6.7 million for salary raises and the District offering them $4 million.

Burgess’ announcement stated, “Our educators are the backbone of the Leon County School District, and they give back each and every day they are in the classroom shaping the minds of tomorrow.

During discussion on the City Commission’s compensation, several Committee members noted they’d like for staff to bring back information of the local median family income and potentially have the Commissioners salary reflect that.

Currently, under the City Charter, City Commissioners are paid $39,588. However, Mayor John Daily is paid the same amount as County Commissioners who make $80,289.

The Committee went back and forth on whether or not the Mayor

and Commissioners should be paid equally, and if City Commission seats should be regarded as a full or parttime job.

A handful of Committee Members argued that the City Commission should be tagged as a full-time position. Committee Member Elaine Bryant claimed the position is a “24-7” job and that the responsibilities for a City Commissioner are “extremely broad”.

Board member Howard Kessler said he agreed with Ms. Bryant and noted that he personally knows Commissioners who put in a “minimum

of 60 hours a week”. However, others disagreed. Mr. Mustian stated, “I never saw it is as a job. You’re a Commissioner. This is service. I had a full-time job the whole time I did it.”

The Committee is scheduled to take more citizen input in the coming weeks before submitting a report to the city commission. The city commission should have the report sometime in March.

The City Commission will have the final say on which items, if any, are included on the 2024 ballot for consideration by the city electorate.

Judge Dismisses Disney Lawsuit

By Jim Saunders The News Service of Florida TALLAHASSEE — In a win for Gov. Ron DeSantis, a federal judge Wednesday dismissed a lawsuit alleging that the state unconstitutionally retaliated against Walt Disney Parks and Resorts because of the company’s opposition to a controversial education law.

U.S. District Judge Allen Winsor issued a 17-page ruling that said Disney did not have legal standing to pursue the lawsuit against DeSantis and state Commerce Secretary J. Alex Kelly. He also rejected claims against the Central Florida Tourism Oversight District, which the Legislature and DeSantis created last year to largely govern an area that includes Disney’s Central Florida properties.

In dismissing the claims against the district, Winsor cited legal precedents preventing First Amendment retaliation claims against “facially constitutional” laws.

He said the disputed laws do not mention Disney and that their effects would go beyond Disney.

“The laws are directed at a special development district in which Disney operates,”

Winsor wrote. “But as Disney acknowledges, it is not the district’s only landowner, and other landowners within the district are affected by the same laws.”

Also, Winsor rejected the idea that he should look at the motivations of lawmakers in passing the changes.

He pointed to two precedents from the 11th U.S. Circuit Court of Appeals, which hears cases from Florida.

“At the end of the day, under the law of this circuit, ‘courts shouldn’t look to a law’s legislative history to find an illegitimate motivation for an otherwise constitutional statute.’ Because that is what Disney seeks here, its claim fails as a matter of law,” Winsor wrote.

The lawsuit stemmed primarily from a decision last year by DeSantis and the Republican-controlled Legislature to replace the former Reedy Creek Improvement District with the Central Florida Tourism Oversight District. The decades-old Reedy Creek district was closely aligned with Disney, while DeSantis appoints the new district’s board.

Also, under the bill, the sites could not adversely affect values of nearby properties or safety.

Martin said the aim is to help homeless people get needed treatment, not to “step on the toes” of local not-for-profits. Also, he pointed to wanting to make sure public spaces can be enjoyed by taxpayers.

“The goal is to take people who have mentalhealth issues, who have substance-abuse issues, who are sleeping in public parks, public parks that we fund with a lot of money every single year here in Tallahassee, making sure those public parks and those public space are used for what they are intended,” Martin said.

The bill, which needs to pass the Rules Committee before it could go to the full Senate, also would encourage people and businesses to file lawsuits if local governments don’t follow the proposed rules.

Democrats questioned putting people into “encampments” rather than working to get them needed assistance.

Senate Minority Leader Lauren Book, D-Davie, called the proposal “a

start” and suggested Martin discuss an approach to homelessness taken by the Miami-Dade Homeless Trust, which is chaired by lobbyist Ron Book, her father.

The trust works daily to build rapport with homeless people to determine assistance, Sen. Book said.

“I would suggest that some of the rhetoric out there that came out this morning, not turning Florida to San Francisco, that’s not where your true heart is with this.”

Book told Martin. “This is really about making a difference for people experiencing homelessness.”

Sen. Gayle Harrell, R-Stuart, said she was stressed to hear opponents call the proposal a “roundup” and a “punishment,” as the locally designated locations would be “a safe place” where people “living in the woods” can get services.

The House version of the bill (HB 1365) has cleared one panel and awaits an appearance before the House Judiciary Committee.

Meanwhile, DeSantis used the news conference to also say the state remains on “stand-by” for calls for assistance from local law enforcement about spring break.

“You can come, but you’re not going to be able to do some of the things that have been happening,” DeSantis said. “And if that’s made very clear at the front end, I think it’s going to be much smoother for everybody.”

Disney officials in 2022 opposed a new state law that restricted instruction about sexual orientation and gender identity in schools. The lawsuit, filed last year, alleged that the state retaliated against Disney in violation of speech rights.

Disney attorneys argued in the lawsuit that it “is a clear violation of Disney’s federal First Amendment rights for the state to inflict a concerted campaign of retaliation because the company expressed an opinion with which the government disagreed” on the education issue.

“Disney regrets that it has come to this,” the lawsuit said.

“But having exhausted efforts to seek a resolution, the company is left with no choice but to file this lawsuit to protect its cast members, guests and local development partners from a relentless campaign to weaponize government power against Disney in retaliation for expressing a political viewpoint unpopular with certain state officials.”

DeSantis’ office celebrated Wednesday’s ruling, with spokesman Jeremy Redfern saying in a statement that the “days of Disney controlling its

own government (district) and being placed above the law are long gone.”

“The federal court’s decision made it clear that Gov. DeSantis was correct: Disney is still just one of many corporations in the state, and they do not have a right to their own special government,” Redfern said. “In short — as long predicted, case dismissed.”

Similarly, Charles Cooper, an attorney for the Central Florida Tourism Oversight District, issued a statement that said Winsor “applied clear precedent to reject Disney’s claim that it, rather Florida’s Legislature and her governor, gets to choose the officials who will serve on its local government body. Disney may own the land in the district, but it does not own the government.”

In finding that Disney did not have standing to sue DeSantis, Winsor wrote that allegations that the Central Florida Tourism Oversight District board operates “un-

der the ‘governor’s thumb,’ are conclusory.”

“Disney has not alleged any specific actions the new board took (or will take) because of the governor’s alleged control,” the ruling said. “In fact, Disney has not alleged any specific injury from any board action. Its alleged injury … is its operating under a board it cannot control. That injury would exist whether or not the governor controlled the board, meaning an injunction precluding the governor from influencing the board would not redress Disney’s asserted injury.”

While the federal lawsuit was tossed out, Disney and the Central Florida Tourism Oversight District continue to battle in a separate case in Orange County circuit court.

Consumer sentiment in Florida reaches two-year high

By Caden DeLisa The Capitolist Consumer sentiment in Florida reached a twoyear high at the outset of 2024, reflecting growing optimism about the state’s economic prospects and potentially signaling increased spending patterns in the months ahead.

According to the latest survey from the University of Florida’s Bureau of Economic and Business Research, the Consumer Sentiment Index climbed to 72.8 in January, up from a revised December figure of 69.5. The growth is primarily attributed to positive expectations regarding the national economy and the absence of an anticipated recession last year. A labor market with low unemployment rates and decreasing inflation, alongside the potential for interest rate cuts by the Federal Reserve, supplements positive economic forecasts.

“Contrary to expectations, the anticipated recession failed to materialize in 2023,” said Hector Sandoval, director of the Economic Analysis Program at UF’s Bureau of Economic and Business Research. “Instead, a remarkably robust labor market, with unemployment at its lowest, boosted consumer spending, contributing significantly to the growth of the economy. Moreover, inflation has continued to ease in recent months. As a result, the Federal Reserve is poised to consider interest-rate cuts in the year ahead, providing further support to the economy and maintaining the economic

expansion through 2024.”

Within the report, men reported a higher sentiment index at 77.2, reflecting a more optimistic view of the economy and their financial situations than women, who recorded a lower index at 68.8.

Age-related disparities were also noted, with individuals under the age of 60 showing a sentiment index of 75.1, while those aged 60 and over had a sentiment index of 69.6. Income levels further delineate consumer sentiment, with those earning over $50,000 annually displaying a higher index of 75.1, with those earning incomes under $50,000 showing a sentiment index of 68.8.

Anticipations for personal financial conditions next year improved by 3.9 points, from 81.6 to 85.5. Views on the U.S. economy for the upcoming year also increased significantly, by 5.1 points from 71.6 to 76.7, marking the month’s largest gain. This metric has grown by over 10 points in the last two months. Expectations for the U.S. economy over the next five years similarly rose by five points, from 76.5 to 81.5.

“Overall, Floridians start the year with optimism.

The increase in consumer confidence, particularly regarding future economic outlooks, indicates robust consumer spending, which will keep the favorable economic outlook in the upcoming months,” said Sandoval. “Looking ahead, we expect further positive shifts in consumer confidence in the months ahead, particularly if the Fed interestrates cuts materialize sooner rather than later.”

Sheriffs, Chiefs Could Choose Review Boards

By The News Service of Florida Staff Local law-enforcement review boards could be filled with appointees of sheriffs or police chiefs under a bill that was revised Tuesday by the Senate Community Affairs Committee.

The bill (SB 576), sponsored by Sen. Blaise Ingoglia, R-Spring Hill, initially sought to do away with existing civilian police-review boards and bar counties and cities from creating panels to delve into complaints of wrongdoing. But under the revised version, approved in a 5-2 vote by the Republican-controlled committee, civilian oversight boards could be set up by county sheriffs or municipal police chiefs. The new boards could include three to seven members who would be appointed by sheriffs or police chiefs.

Ingoglia said the change would keep “community involvement” about policies and procedures that agencies must follow, “not necessarily any particular investigation.” Sen. Jason Pizzo, a Sunny Isles Beach Democrat who voted for the bill, said panels were created by local officials to “placate” the public, “not advance anything constructive.”

But Jackson Oberlink, a lobbyist for the group Florida Rising, said the proposal “corrodes” the trust that review boards created between communities and police forces by further alienating the public from departments.

According to a legislative staff analysis, 21 Florida cities have citizen review boards that would be affected by the bill. The cities are Bradenton, Daytona Beach, Delray Beach, Fort Lauderdale, Fort Myers, Fort Pierce, Gainesville, Key West, Kissimmee, Lakeland, Miami, North Miami, North Miami Beach, Ocoee, Orlando, Pensacola, St. Petersburg, Tallahassee, Tampa, West Palm Beach and Winter Haven.

Ingoglia argued local panels are made up of “political appointees” without law-enforcement backgrounds who “second guess” police procedures.

The House version of the bill (HB 601), which calls for the elimination of citizen review boards, is scheduled to go before the House Judiciary Committee on Wednesday. The bill has already gotten through two committees.

Jack Porter Signs Israel-Palestine Cease-Fire Resolution Sponsored by Progressive Group

By Steve Stewart Tallahassee Reports has learned that Tallahassee City Commissioner Jack Porter is one of over 300 members of the progressive group, Local Progress, that recently signed a resolution related to the Israel-Palestine conflict.

Local Progress describes their organization as “a community of powerful progressive leaders.” A number of media outlets have reported that progressive politicians have generally been more sympathetic to Palestinians than their Democratic colleagues.

The resolution – dated January 9, 2024 – was addressed to President Biden and was posted on the Local Progress website on January 5 and subsequently posted on the group’s X account.

A review by TR found no reference to any resolution or statement by Local Progress condemning or expressing outrage over the October 7 attacks by Hamas on Israel citizens.

On January 5, Local Progress posted on their website that “At the urging of member leaders across the network, Local Progress released an open letter with local electeds calling on the White House and Congress to take immediate action for a durable ceasefire in Israel and Palestine.”

The resolution does not denote any distinction between the October 7 attacks by the terrorist group Hamas and the response by Israel.

The resolution notes, “we are heartbroken by the violence and bloodshed of the October 7 attacks by Hamas on Israel and by the Israel Defense Forces ensuing assault on Gaza.”

In addition, the resolution singles out the treatment of individuals in the U.S. that speak out on behalf of Palestinians while ignoring the treatment of those who speak out on behalf of Israel.

The resolution states, “As local leaders, we remain steadfast in our defense of the right to free speech and non-

violent protest, and we reject attempts to erode these rights.

That includes the doxxing and weaponized charges of antisemitism directed at local elected officials who speak out or take nonviolent action on behalf of Palestinians.

Local Progress states it is “a network of more than 1400 and growing across 673 localities and 48 states…”

Porter is listed as a member of the state organizing committee – “a group of LP (Local Progressive) Florida members that meet regularly to weigh in on policy priorities, propose statewide campaigns, and drive the strategic vision for our work.”

City Commissioner Porter Silent on Support for the Resolution Commissioner Porter, who is included on the signatory list of the resolution as “Jacqueline ‘Jack’ Porter, Commissioner, City of Tallahassee, FL” has been silent on her support for the resolution.

TR reviewed Porter’s social media accounts and her affiliated websites and could not

find any reference to the her support for the resolution.

Why the silence?

One reason may be related to the growing rift between young progressives and the Democratic party over the Israeli-Palestinian conflict.

Axios has recently reported that progressive politicians have generally been more sympathetic to the Palestinians than their more moderate Democrats. As an example, Axios cited the decision by Rep. Lois Frankel (D-Fla.) to leave the Congressional Progressive Caucus due

to stark disagreements with other members of the group on the Israel-Hamas war.

TR has submitted the following questions to Tallahassee City Commissioner Jack Porter: Why have you not informed your constituents about your support of the Local Progress resolution related to the Israel-Palestinian conflict?

Jon Ausman: Charter Review Committee Should Recommend City Districts

By Jon Ausman There are twenty-two municipalities in the United States that have populations within ten thousand (10,000) people of the population of the City of Tallahassee.

The average size of the city commissions of these municipalities, including Tallahassee, is 8.2 members. The largest commission is Overland Park (Kansas) which has thirteen commissioners. Four other cities, including two citycounty consolidated commissions, have ten or more commissioners: Worcester (Massachusetts), Little Rock (Arkansas), Columbus (Georgia), and Augustus (Georgia).

Only two of the twentythree cities have just five persons serving on the commission: Tallahassee (Florida) and Amarillo (Texas).

In 1980, shortly after I arrived moved to Leon County, the City’s population was 81,548. In 2022 the population was 201,731. That is a sizable jump in population.

The number of commission-

ers, five, has remained the same.

I had the pleasure of serving on the Leon County Charter Commission when the Leon County Commission moved from five at-large commissioners to seven commissioners (five from single member districts and two from at-large districts). I also served as an advisor to Dr. Douglas St. Angelo when the Leon County School Board moved from five at-large board members to five singlemember districts. Both the County Commission and School Board have served with distinction over the thirty plus years since these changes.

It is notable that most of the municipalities comparable in size to Tallahassee, nineteen out of twenty-two, have moved away from the pure at-large system used here in Tallahassee.

Over seventy percent (70%) of the 184 persons elected to serve among these comparable cities are selected from among three district systems.

The vast majority come from single member districts, two come from super single member districts (in Augusta, George, there are six wards that elect one commissioner each and then a commissioner is elected from two groups of three of the wards combined), and multi-members districts used in Overland Park (Kansas) and Grand Rapids (Michigan).

I do recall after the 1980 Census the Florida Legislature moved away from multi-member districts to single member districts.

Around thirty percent of the commissioners are elected atlarge though this number is inflated as it includes mayors elected citywide who serve on the commissions.

The Leon County DEC The current Leon County Democratic Executive Committee (LCDEC) has up to 110 members, almost all elected from single member districts with a few appointed at-large, according to the

LCDEC County Chair. On Monday, 22 January 2024, the members voted 36-6 to oppose expanding the size of the City Commission from five to any larger number and the LCDEC also opposes the use of any other system other than a pure at-large method of elections.

It should be apparent to all that less than one-third of the total membership voted for this motion as sixty-eight members were either absent or abstained.

As mentioned earlier, the vast majority of the twentytwo other municipalities in the United States within plus or minus five percent of Tallahassee’s population have move to methods of election other than a pure at-large system.

Only one other City, besides Tallahassee, out of this group of twenty-two other municipalities use a pure atlarge system.

In the LCDEC press release a former county chair of the LCDEC said using either a district or mixed system would be “expensive, divi-

sive.” That is a false opinion not based on facts. The cost of running in single member Districts for the Leon County School Board or the Leon County Commission has not be “divisive”. The cost of running for a district seat in a smaller portion of the City rather than the entire City is usually cheaper.

Members of the Charter Review Committee should recommend both expanding the number of commissioners and revising the election structure from a pure at-large system to either single members districts or a combination of district elections with at-large seats. Members may also want to consider the timing of election dates.

The median existing-home price for all housing types in December was $382,600, an increase of 4.4% from December 2022 ($366,500). All four U.S. regions posted price increases.

"Despite sluggish home sales, 85 million homeowning households enjoyed further gains in housing wealth," Yun added. "Obviously, the recent, rapid three-year rise in home prices is unsustainable. If price increases continue at the current pace, the country could accelerate into haves and have-nots. Creating a path towards homeownership for today's renters is essential. It requires economic and income growth and, most importantly, a steady buildup of home construction."

Leon County December Unemployment at 3.0%, As Jobs, Workforce Decline

December Airport Traffic Up 14.1% The latest information from the Tallahassee International Airport shows that December 2023 passenger traffic increased 14.1% when compared to traffic one year ago.

The number of passengers was up 9,169 from the 64,864 reported during December 2023 to 74,033 in December 2023.

Relative to 2022, the Passenger Traffic Report shows passenger counts were up 22.6% for American Airlines, up 6.4% for the Delta Group and down 4.5% for Silver Airways.

The Leon County Jobs Report, provided below, shows the number of people working in December 2023 was 4,366 more than in December 2022. The December labor force – those looking for jobs – came in at 165,720, which was 5,676 more than the number reported in December 2022.

The chart to the right shows the monthly level of jobs in Leon County over the last 37 months with a 12-month average trend line. The highlighted numbers relate to employment levels for the month of December back to 2020.

High School Soccer Season Winds Down, Local Teams Make Playoffs

By Kate Stewart BOYS SOCCER In Class 6A, the Chiles Timberwolves (12-41) are on their way to the regional quarter finals.

They will face the Fleming Island Golden Eagles on Tuesday Feb. 13th. The Timberwolves lost in the 6A district tournament to the Niceville Eagles in a close match 1-0, but still qualified for the state tournament.

The Leon Lions (13-8-1) finished their season in District semifinals with a loss to the Chiles Timberwolves 3-1.

In Class 5A, the Lincoln Trojans (4-9-3) lost to the Rickards Raiders 1-0 in the 5A district semifinals. The Rickards Raiders (11-4) advanced to the district championship but were defeated by the Clay Blue Devils 2-0.

In Class 3A, the Maclay Marauders (17-1-2) had a very successful season. The Marauders won the 3A District Championship against the Florida High Seminoles 2-0. Their most recent victory was the regional semifinal match against the Providence School Stallions. Maclay won 4-0 advancing to the regional semifinals. They will play the P.K. Yonge Blue Wave on Friday, Feb. 9th.

The Florida High Seminoles (9-7-2) reached the district championship after a win against the Marianna Bulldogs, 3-2 and qualified for the state tournament defeating the Episcopal School of Jacksonville, 5-4. Florida High will

play Bolles in the Class 3A Region 1 semifinals on Friday night.

In Class 2A, Community Christian (8-5-1) beat Oak Hall 1-0 in regional play and will face Bell on Friday, February 9.

They advanced to the regional semifinals and will play the P.K. Yonge Blue Wave on Friday, Feb 9th.

In Class 2A, St. John Paul II (10-5) lost in the regional playoff to Mount Dora Christian, 4-2.

During a news conference at Bragg Memorial Stadium’s Ken Riley Field, President Larry Robinson, Ph.D., welcomed Colzie and thanked those who contributed to the selection, including the FAMU Board of Trustees, Chief Operating Officer Donald Palm, Ph.D., who worked with the search committee, FAMU National Alumni Association, the Rattler “F” Club, Rattler Boosters, 220 Quarterback Club, FAMU Foundation Board of Directors, faculty, students, and student athletes.

“Thank you for what has led to this day,” Robinson said to applause for an appreciative crowd seated in the eastside stands.

Colzie was appointed interim head coach following the departure of head football coach Willie Simmons to Duke University on January 1. His elevation comes following a national search that attracted dozens of applicants.

“Today begins a new era in FAMU football. Today, we will add a new

name to the legacy of FAMU football coaching greats. There was a large number of interested and experienced candidates who were considered. And at the end of this process, James Colzie, III, emerged as the right person at this time to lead FAMU football,” said Vice President/Athletic Director Tiffani-Dawn Sykes.

“Our priority was identifying a coach who, first and foremost, had a commitment to academic excellence and has a comprehensive understanding of APR (Academic Progress Rate),” Sykes continued. “Coach Colzie is currently a doctoral student at Capella University studying leadership and higher education. So it is clear that he understands and appreciates the importance of higher education.”

Colzie joined the FAMU coaching staff as corner backs coach in 2022. At the end of that campaign, Simmons promoted him to assistant head coach.

Before he came to FAMU, Colzie was head football coach at Saint Mary’s University in Canada where he had an overall record of 23-19.

Prior to his tenure at Saint Mary’s University, Colzie spent two seasons at the University of British Columbia as their defensive coordinator and defensive back coordinator. In 2015, Colzie helped the Thunderbirds win their

first Vanier Cup Championship since 1997. A former Florida State University (FSU) football and baseball player, Colzie had coaching stints at Simon Fraser University, Southern Arkansas, West Georgia, Valdosta State University and elsewhere.

“It’s great to be the head football of Florida A&M,” said Colzie, who spoke of the upcoming schedule, including the April 13 Spring Game and the season opener in Atlanta, Georgia against Norfolk State. “When they introduce us they have no choice but to call us HBCU national champions.”

In his remarks, Colzie invoked the names of past Rattler coaching greats – Jake Gaither, Ken Riley, Rudy Hub-

bard, Billy Joe, and Willie Simmons.

“Thanks for setting the standard. I will do my very best to keep that standard,” said Colzie, who was a member of the FSU 1993 National Championship team.

Winning the Florida Classic, the Southwestern Athletic Conference Championship (SWAC) and the Celebration Bowl is a goal and an expectation, Colzie added.

“I want to make sure we do it with class. The FAMU standard is going to be about winning, but also about the right culture,” he said. “We already have a contagious culture. I can’t wait to add to that.”

Leon County School Board Meeting Briefs: January 23, 2024

By Tristyn Leigh Below are the news briefs from the Leon County School Board (LCSB) business meeting held on January 23, 2023.

The LCSB heard a presentation about the LCS truancy process which has resulted in approximately 50 truancy cases filed in court over the last three years.

Several LCSB members asked for a workshop on the issue.

At the beginning of the meeting over two dozen teachers pressed the School Board for higher wages.

Many teachers noted if they did not receive a raise they would be leaving their profession in order to provide for their family, and shared emotional stories regarding their day-to-day struggles

with their current salaries.

The Board unanimously approved revisions to the Student/Parent Rights policy to allow over-the-counter medication to relieve headaches. Revisions also include language regarding students with substantial math deficiencies, and the availability of New Wolds Scholarships for students with reading and math deficiencies.

The Board unanimously approved revisions to the Standards of Ethical Conduct policy. Revisions include defining administrators, outlining the ethical principles administrators shall adhere to, and the disciplinary principles administrators shall comply with. Revisions also address prohibiting administrators from activities that are in substantial conflict with the

proper discharge of their duties in the public interest and from accepting or soliciting anything of value that would influence their actions.

The Board unanimously approved revisions to the Use of Personal Communication Devices policy.

Revisions to the policy states, “Students may not use WCD’s (Wireless Communication Devices) during instructional time and are prohibited from accessing social media platforms through the use of Internet access provided by the District, except when expressly directed by a teacher solely for educational purposes.

Teachers shall designate an area for WCD’s to be stored during instructional time.”

The Board unanimously approved revisions to the Emergency Management,

skills, sexual abstinence, and the social, emotional, and physical effect of social media.

The Board unanimously approved the recommendation to award and subsequently issue a purchase order to Big Bend Restaurant Supply, the bidder who submitted the total bid price in the amount of $671,870.57 to provide and install restaurant equipment at Hartsfield Elementary.

The Board unanimously approved the first amendment to the Gaetz Aerospace Institute, Embry-Riddle Aeronautical University’s agreement with Leon County Schools Dual Enrollment and CTW course provided at Godby High School and Rickards High School.

LCS Teachers Express Frustration Over Salaries

By Tristyn Leigh On January 23, a number of teachers attended the Leon County School Board (LCSB) meeting demanding fair compensation. Teachers told stories on behalf of other teachers and themselves, sharing their day-to-day struggles with their current salaries. Many teachers claimed the Board did not value veteran teachers, noting their salaries were not keeping up with the cost of living, and they would be leaving their profession to seek higher paying careers.

In 2020, a state mandate set the beginning teacher salary at $47,500 in order to attract more teachers during the educational staff shortage.

Over the last 3 years, additional funds have been allocated towards teacher pay. However, school districts are only allowed to give 20% of the funding towards veteran teachers

and 80% to beginning teachers.

Marcy Grauer, a teacher who has worked at Leon County Public Schools for 19 years, said she was recently diagnosed with stage 4 cancer, and that her salary didn’t cover her cost of living. She stated, “I can’t afford to be out of work to take care of myself and to give myself the rest I need to fight this disease, so every day I show up.” She continued, “I continue to give 110% despite all that I’m going through personally.

I’m simply asking you to do the same. I’m asking you to show up for me, to show up for my fellow educators.”

Additionally, Grauer noted the hard work she did to grow professionally; however, she said there was only a $3,000 difference between her salary and a first-year teacher.

The same teacher in 2023 is being paid 53,788, a 3.8% increase over nine years. Christiano said that U.S government data indicates that the cost of living has increased approximately 22.5% over the last nine years.

Another veteran teacher noted she recently found out that a first-year teacher she was helping counsel was making nearly the same amount as her. She stated, “She brings her students to join my class of 23 so I can model lessons for her. I take her calls and emails in the evening and over the weekend, sacrificing my family time to help her.” She continued, “My whole team does these things with a smile on their faces, despite the
