Proposed Plastic Laws Preliminary Bill on Waste: the beginning of the end for plastic in the Balearics Bold new measures could see a massive shift in the use of plastic in the islands as early as 2020. In 2016, more than 605,000 tons of rubbish were generated in Mallorca, the figure continues to grow and has kept the Son Reus incinerator at its limit. The figures show that of these 605,000 tons, only 17% was recycled. Reducing this trend, as well as guaranteeing a prudent and rational use of natural resources, are two of the basic pillars of the Preliminary Bill on Waste and Pollution in the Balearic Islands. The bill began its public exhibition period on 18th January.

If the bill is passed, the new regulations will ensure the disappearance of plastic and aluminium coffee capsules.

From 2020 they must be compostable or the marketing companies will be obliged to offer a collection and recycling service.

Throwaway lighters and razors, single-use cartridges and toners for printers will no longer be sold in the Balearics. All these products must be reusable and/or rechargeable according to the new regulations that follow European guidelines.

Further, as of January 1, 2020, the distribution and sale of disposable plates, cutlery, cups and plastic trays, as well as products containing microplastics or nano-plastics (mainly toothpaste and cosmetics) will be prohibited.

Plastic straws, cotton buds and lollipop sticks will have to be replaced with compostable alternatives.

Manufacturers or distributors of wet wipes will be obliged to give information on the damage they cause to the environment.

The Balearic waste law also closes the door to the import of waste to be treated in the public waste plants, as happened last year.

The Ministry of Environment and Agriculture of the Balearic Government hopes the new law, reportedly the most far-reaching legislation in Europe against disposable products, will be approved after the summer. The proposal includes a regime of penalties ranging from €300 to €9,000 in case of minor infractions, up to €300,000 for serious and €1.75m for those considered very serious.

The public exhibition phase is open until March 2nd.

Local News Albufera Celebrates Anniversary The environmental group, GOB, joined the celebrations for the Albufera’s 30th anniversary of its natural park status, but it took the opportunity to denounce its deficiencies and insisted that the Government work urgently on improvements.

In the first report on the monitoring of the park prepared in this legislature (2015), both the serious water quality problems and the lack of capacity to monitor biodiversity and the protected area were highlighted by the organization. “Unfortunately we have to say that a little more than a year after the end of the term, the necessary advances do not exist or are not significant, the expected increases in personnel have been broken both in 2016 and 2017.”

Posidonia Monitoring Ibanat has been contracted to monitor the posidonia meadows for the next two summers. They will use 15 boats, five more than last year, to survey the meadows and staff will issue information on the prohibition of anchoring in what are called Areas of Community Interest (LIC) and Areas of Special Conservation (ZEC).

The bays of Pollensa and Alcudia will be monitored along with others including Cala Figuera, the archipelago of Cabrera, the coast of Llevant and more. Advice will be offered to boats of large lengths (between 15 and 110 meters), in order to avoid any impact of their manoeuvre and anchoring. The service will be between June 1 and

September 30 for Mallorca and Menorca, and between May 15 and September 30 for Eivissa and Formentera.

Last summer assistance was given to 6,678 boats across the Balearics. Information was provided to a total of 5,000 vessels and 45,000 leaflets were distributed.

More New Bus Stations in the North Government Ministers met with Mayors from Alcúdia and Muro, last week to finalise the agreement on the improvement of bus stops in the area. The Town Halls have committed to the cleaning and maintenance as well as the cost of electricity supply.

Alcúdia Bay experiences a high demand for bus transport with about two million passengers per year.

The entire project aims to improve travel time and offer better service, with work in twelve locations.

Five future locations are Hotel Viva; Hotel Delfin Azul; Hotel Boccaccio; Lago Grande and Hotel Condesa Bahía in Alcudia and Las Gaviotas; Hotel Iberostar Playa de Muro; Hotel Playa Esperanza; Hotel Parc Natural; Hotel Alcúdia Pins and Camping de Muro in Muro. Improvements and installations will include new shelters, lighting and pedestrian access.

The project is financed by the Mallorca Transport Consortium and the budget for the work is €348,124 in Alcudia and €423,148 in Muro.

A bus route of a different kind has been established by the council of Alcudia with a School Paths Project, which aims to establish a series of safe routes for schoolchildren at certain times of the day.

While encouraging social interaction for children, it is also an urban sustainability project and eases the reliance on the car. The Pedibus is a group of children accompanied by one or more adults on their way to school on foot but along a safe route.

The two policemen who were injured when the cart overturned were at home the same night recovering from bruises. Two men suffered facial injuries when the pine snapped and were discharged from hospital the next day.

The latest announcement was the second phase of the project and new sections have been introduced to reach a wider radius of 2.5 km; surrounding the four public primary schools in Alcudia.

Pollensa’s Problematic Pine 2018’s Sant Antoni party with the Pine last month will go down in history for its catalogue of disasters, from the upturned cart to the snapping of the pine as it arrived at Plaza Vella. A few were injured and the events have led to the council making some changes to reinforce the security of the fiesta from next year. The changes include a maximum height, thickness and weight of the tree.

The security commission will also explore changes in the pine transport cart; the route into town; the crowd capacity in Plaza Vella; alcohol consumption; and the soap with which the trunk is smeared. Ternelles Access The Ternelles estate has closed its gates and is only giving access to those entering with their official guide between Wednesdays and Sundays, the farm administrator, Toni Coll, announced at the end of last month.

Pollensa Town Hall refuses to accept the new limits and is still issuing passes through the municipal website. The estate bases its decision on a technical study on the accessibility to the sea from the Ariant and Ternelles farms, carried out by the UIB in 2002 on behalf of the Consell de Mallorca and the Town Hall itself. This study proposed a “set of corrective measures to mitigate the negative environmental impact of public use of roads”, including the need to control the number of visitors and that hikers go with guides.

The NOMADS Return with 2018 Panto It is that time of year again when members of North of Mallorca Amateur Dramatic Society give up their time to rehearse, dress up, forget their words and generally tread the boards more times than Laurence Olivier to ‘get it right’.

Casa de Cultura, Alcudia The renovation at the Casa de Cultura in Alcudia has finished with an investment of €18,000. Repainting, new facilities, new furniture form the makeover of the building and it is now in operation for associations, groups and citizens. Among its facilities are 4 classrooms and a meeting room.

When the so-called exclusion zones were set up, the TSJB concluded that the public servitude ceased to have meaning given that, in fact, the exclusion zone of Cala Castell prevents reaching the sea.

The case again reached the Supreme Court, which annulled the decision of the TSJB, but forced the council to adapt the PORN de la Serra rules that recognized these exclusion zones. Six months later, Pollensa Town Hall has not complied with the sentence and the Estate has now found a legal loophole to take over the management without giving up public access.

Alcudia: Theatre, Beauty and the Best, Children’s theatre.

The musical by Rafel Brunet is a family show for both kids and adults. The story, based loosely on the original version

by Leprince, tells the journey of a ruined merchant who undertakes a long journey to recover his lost fortune. Before leaving his two daughters he asks what they would like, Bella asks for a white rose, here sister asks for gold. During his trip the merchant is taken out and spends the night in a castle.

When he leaves the castle he takes a white rose. The lord of the castle, a Beast, half human half animal is infuriated at being robbed of the only beautiful thing that he had left in his life. The merchant, to be saved, promises the Beast that his daughter Bella will come to the castle…

Alcudia: Música Universalis, a concert with two distinctive intruments, the Viola de Gamba (a cousin of the cello) and the Theorbo (a plucked string instrument of the lute family). The two instruments were popular in 17th-century Europe and this concert shows how baroque aesthetics were adopted and used in different ways according to each region. Performed by Marc de la Linde and Ferran Pisà at the Museum Sa Bassa Blanca, 12pm. Entry is free but there is only 50 places.

The Future of Fashion in Mallorca This week, the Consell de Mallorca held a meeting with the Fashion Designers Association of Mallorca to discuss the new initiative and collaboration between the two organizations. It was acknowledged that local fashion design was becoming increasingly important in the island’s economy and the Consell and the organization plan to work together to “promote the entire fashion industry that unites art, culture, commerce and tradition” said Vice President Joana Borràs.

During the meeting the formal presentation of

the group included the workshops, a new guide to the designers and their workshops, and the creation of a new annual event. The Fashion Designers and Producers Group of Mallorca brings together more than thirty creative people and include manufacturers, accessories designers as well as clothes designers like Veronica Bilicki from the Whitebox in Pollensa.

In the future we can look forward to a new brand that will represent the whole sector and could be used in fairs and events on the island and beyond.

What does it mean?

Protected Rustic o The Land and the Exclusion Zones can have no holiday rentals of any kind.

Common Rustic o The Land can have single-

family homes available as tourist rentals 365 days, and 60 days per year.

areas (inland o Saturated and coastal) can have

single- and multi-family homes available for 60 days per year.

In the unsaturated areas, the three types of tourist rentals will be allowed.

Single-family homes can be rented throughout the year and there is no expiry date.

Multi-family homes can be rented all year round but the registration expires in 5 years. For both single- and multi-family homes, there is another category where properties can only be rented for 60 days per annum, when this is the owner’s primary residence. This license also expires in 5 years.

Going Forward At this stage this is a preliminary paper. There is now a 30-day public exposure period when everyone has the option to present proposals and opinions. As we go to print, there is a meeting with mallorca_restaurants_banner.qxp_Layout 1 all the mayors of Mallorca

where the zoning will be discussed. Everyone will be heard and the Consell want to work directly with the town councils. From the initial approval, the municipalities must send a report to the Council of Mallorca. With this document, all municipal initiatives that are more restrictive than those proposed by the Council will be directly binding.

Furthermore, councils can also send proposals to modify the zoning. Those municipalities that are considered saturated, may provide the most up-to-date data so that the zoning can be modified.

Clarification Of the 31 saturated areas, eight are on the threshold with 23 points. The Dept of Territory and Infrastructure stated that they will work with these councils so they can update the information and move the areas out of the saturated list.

If your house is in a saturated area but is actually on Common Rustic Land, then you are not affected by the restrictions. You can rent your single-family house all year.

For the 40,073 licenses already granted, they can still be rented. Likewise, the 45,149 applications in process are not affected by the 24/07/2017 16:44 Page 1 zoning.

Cat Protection Pollensa Event

The newly formed Cat Protection Pollensa held their inaugural event during the San Antoni bonfire night to raise awareness of the work they are doing. To prepare for it, a poster competition supported by the local council was held with the children from local schools to deliver the message that the community must take care of its street cats. Some entries were on display outside the Marina Cafe and El Casinet, who kindly supported the association on the evening.

Many of the children who entered the competition brought their families to see their work on display but the prize giving took place in each of the schools the following week. There were prizes for best fancy dress costume and an impromptu display of dancing by some very talented girls gave rise to great excitement as the crowds gathered around to watch. Some special prizes were awarded for their amazing talent!

Coloma Jaume one of the founders of the association presented the prizes. Coloma has worked tirelessly with other volunteers over the past few years to try to reduce the population of cats by a trap and neuter programme with support from the local council. However, the situation is now out of control and needs further help from the local community so the association has been set up with the support of some people from the UK to try to raise awareness of the problem and recruit further support and funds.

The Mallorquinista Derby Day Delight

After five consecutive draws and a first league defeat of the season at Penya Deportivo, Real Mallorca delighted their fans with a victory at the Son Moix Stadium against arch enemies and local rivals Atletico Balears. The game was far from easy but Mallorca ran out the winners by a 3–2 scoreline in a pulsating end to end match. There were nearly a thousand visiting fans and the crowd of 11,350 spectators witnessed and enjoyed a dramatic encounter. The visitors started well but Mallorca soon took control. With 5 minutes to go to the half-time whistle, Atletico took a shock lead following a defensive calamity. Three minutes after the break new signing Aridai equalized and only ten minutes later veteran midfielder Salva Sevilla rifled home a long range shot to give Vicente Morenos charges a lead they deserved. Atletcio were not finished though and rallied to equalize but Alex Lopez headed a spectacular winner from a cross by Aridai. This was a great end to a pulsating old fashioned derby and home fans are now convinced the club is back on track.

In transfer news, the islanders added left back Salva Ruiz from Valencia Mestalla as cover for Bonilla. Aridai was also added from Cultural Leones and the player who can play as a winger or central striker looks a very impressive replacement for long term injury victim Lago Junior.

At the end of last season Mallorca allowed central defender Kasim Adams to join a Swiss club for a nominal fee and is now the subject of an eight million euros bid from Sporting Braga in Portugal. That money would have been a great boost to the islanders if they had persevered with the Ghanaian but it wasn’t to be.

Mallorca’s next game is at home to Ontinyent this Sunday 4th February with a 12-noon kick off followed by a trip to Llagostera the week after.

Penya Deportiva 2-1 Real Mallorca Mallorca’s dream of going through the season undefeated came crashing to earth. The opening exchanges were promising and new signing Alvaro Bustos scored with a long distance effort.

Mallorca seemed content to sit back and defend after that and on a windswept Ibiza pitch the home side struck twice in the 71st and 78th minutes. This was a sad end to an unbeaten run which had begun on 9th April 2017.

Atletico Saguntino 1-2 Real Mallorca Mallorca confirmed their resurgence the week after defeating Atletico Balears in a hard fought away game in torrential rain on an artificial surface. Abdon Prats returned to form to give the islanders a lead immediately after the half time break. This didn’t last long, Quesada equalized after yet another worrying defensive blunder. On 53 minutes Bonilla scored the winner when he curled a corner kick directly into the net. Marco Pedraza was sent off for two yellow cards which made for a nervy finish but the islanders held on for three more points.
