Izbit Khayrallah area - located over a rocky plateau - is severed into two parts by the Ring Road

1.1. Background on Izbit Khayrallah and its Context Izbit Khayrallah is considered one of Cairo’s largest unplanned areas. It is divided unequally between four districts: Misr Al-Qadima, Dar El-Salam, Al-Basatin, and Al-Khalifa. Khayrallah’s typology consists of different characteristics as it is built on a rocky plateau that acts as a barrier to the surrounding areas. Khayrallah suffers from lack of public services, deteriorated public open spaces and environmental conditions, low connectivity to the remaining parts of the city, and precarious housing conditions.

The construction of Cairo’s Ring Road in the 1990’s affected Izbit Khayrallah resulting into the demolitions of hundreds of its houses. The outcome was a troubled physical interface between the road and the neighborhood in the form of concrete walls, sporadic unused spaces, tunnels to cross the Ring Road and unsafe areas.

1.2. Izbit Khayrallah connectivity and accessibility issue Given Khayrallah’s topographic nature as an elevated plateau, it is not well connected with its surrounding context nor with the other parts of Cairo. The area is connected to its surroundings by an informal transportation network.

Moreover, the construction of the Ring Road has introduced some negative implications to Izbit Khayrallah. The road’s path severed the neighborhood into two parts. The majority of the area’s services, including the only neighborhood school, are all located in the northern part of the area.

As a result residents of the southern portion, especially women and children, who wish to benefit from these public services are able to cross under the Ring Road through five available tunnels distributed along the Ring Road.

These tunnels, as well as the open public spaces surrounding them, suffer from deteriorated physical conditions, lack of public lighting, an accumulation of garbage, and high levels of pollution resulting from the Ring Road traffic.

Interface between the Ring Road and Izbit Khayrallah

2.1. Documentation and Needs Assessment Phase This phase included the documentation of the existing conditions and Participatory Needs Assessment (PNA) with the local stakeholders. It was completed with the assistance of a group of interns who covered the following aspects: documentation of public open space, traffic and mobility, environmental issues, existing activities, safety issues, etc. The interns carried out this activity in the area overlooking and underneath the Ring Road “Haram El-Da’rey Street”, including the five tunnels.

This phase identified the problems facing each tunnel, as well as the means of circulation existent within Izbit Khayrallah. This helped in indicating the types of interventions that might be implemented in each tunnel.

2.2. Development of Selection Criteria and Evaluation of Options in Partnership with the Project Stakeholders The team implemented the tunnel selection criteria by conducting a workshop and presenting the outcomes of the studies to representatives of the project stakeholders (local NGOs, local residents and representatives of Cairo Governorate). The selection criteria covered the following: ------

Physical condition: to identify the physical condition of the tunnel.

Uses and activities: to classify the different uses and activities.

Safety: to provide a safer user interaction with the tunnel.

Connectivity: to assess how integral the tunnel is connected to urban circulation routes.

Environmental condition: to identify whether the space witnesses an accumulation of solid waste and/or a presence of environmentally harmful activities.

-- Sustainability and management of the public space: to identify possible scenarios for tunnel sustainability after intervention -- Budget: to calculate cost of intervention that matches the project’s allocated budget

‫تضمنت هذه املرحلة توثيق الوضع القائم يف املنطقة وتقدير اإلحتياجات مع رشكاء املرشوع املحليني‪ .‬متت هذه املرحلة‬ ‫مبساعدة من متدربني وقد شملت جوانب عديدة منها توثيق الفراغات العامة املفتوحة‪ ،‬واملرور والحركة داخل املنطقة‪،‬‬ ‫واملشكالت البيئية‪ ،‬واألنشطة القامئة‪ ،‬ومشكالت األمان‪ ،‬وما إىل ذلك‪ .‬تم ذلك بالرتكيز عىل املنطقة املطلة عىل الطريق الدائري‬ ‫واملنطقة أسفله واملتضمنة األنفاق الخمسة‪.‬ء‬ ‫أوضحت هذه املرحلة أهمية كل نفق واملشكالت الخاصة به‪ ،‬كام أظهرت وسائل ومسارات الحركة املوجودة داخل عزبة خري‬ ‫الله‪ .‬وقد ساعد ذلك يف تحديد أشكال التدخالت التي ميكن تنفيذها يف كل نفق منهم‪.‬ء‬

‫وضع معايير االختيار وتقييم البدائل مع شركاء المشروع‬ ‫وضع فريق املرشوع معايري االختيار للنفق الذي سيتم تطويره من خالل ورشة عمل تم خاللها عرض مخرجات دراسات‬ ‫املرحلة األوىل من املرشوع عىل ممثيل أغلب الجمعيات األهلية الفاعلة يف عزبة خري الله‪.‬ء‬ ‫وقد غطت معايري االختيار النقاط التالية‪:‬ء‬ ‫ الحاجة للتدخل اإلنشايئ‪ :‬تحديد حالة النفق العمرانية (من حيث مدى تدهور الفراغ العام)ء‬‫ االستخدامات واألنشطة‪ :‬تصنيف األنشطة واالستخدامات املختلفة لكل نفق‬‫ األمان‪ :‬توفري درجة أعىل من األمان عند تفاعل السكان مع النفق‬‫ االتصال‪ :‬تقييم مدى التكامل يف عالقة النفق مبسارات الحركة العمرانية اليومية يف عزبة خري الله‬‫ العوامل البيئية‪ :‬تحديد ما إذا كان الفراغ العمراين يشهد تجمعات للقاممة (املخلفات الصلبة) أو تواجد ألنشطة‬‫ ‬ ‫ضارة بالبيئة‬ ‫ ‬ ‫ االستدامة وإدارة املكان‪ :‬تحديد السيناريوهات املمكنة الستدامة النفق بعد تنفيذ املرشوع‬‫‪ -‬امليزانية‪ :‬حساب تكلفة التدخالت املطلوبة ومدى مطابقتها للميزانية املخصصة للمرشوع‬

All the tunnels within Izbit Khayrallah are located in the Dar Al-Salam District, except for the Omar Ibn El-Khattab Tunnel located in the Misr Al-Qadima District. Each tunnel has its own characteristics, uses and a descriptive name that signifies either its location, a relevant prominent activity, or a community leader. The description of the Dar Al-Salam District tunnels is as follows:

1. Al-Imamein “Omm Nadia” Tunnel The Al-Imamein “Omm Nadia” Tunnel is located in an active street near to Al-Khayyallah entrance and is the area’s widest tunnel. Its physical condition is fair as it is paved, but does suffer from a sewage flooding problem. Users of this tunnel vary widely and change throughout the day. It is one of the residents’ preferred tunnels due to its prime location along a market street, its increased safety provided by resident-installed lighting units, and its limited amount of accumulated solid waste.

2. Abdel-Hareth “Yasser El-Gamal” Tunnel The Abdel-Hareth “Yasser El-Gamal” Tunnel is strategically located - connecting the southern part of Izbit Khayrallah with the only school inside the area. Thus, a lot of children use the tunnel to access the school. Apart from that, the tunnel serves as a parking space for gas bottles delivery cars, giving it the name “Al-Anabib (gas bottles) Tunnel”. The physical condition of the tunnel is fair with no sewage issues, but it suffers from poor lighting conditions and unfinished flooring.

3. Abul-Qassem Tunnel The Abul-Qassem Tunnel has less traffic than the first two tunnels. It also features poor lighting conditions and a great accumulation of solid waste along one side, while the other side is used as a tricycle parking lot. The height of the tunnel is quite good as it enables larger trucks to pass easily.

4. Khedr “Al-Rokham” Tunnel The Khedr “Al-Rokham” Tunnel’s location is not connected to a main street. The tunnel suffers from reduced levels of safety due to its poor lighting conditions. It has been predominantly claimed by an adjacent marble workshop that uses it as a storage space. There is an added accumulation of solid waste that blocks the tunnel leaving only a narrow pathway available for pedestrian access.

‫ الحالة العمرانية للنفق جيدة من حيث أنه‬.‫يقع نفق اإلمامني “أم نادية” بشارع حيوي بالقرب من مدخل عزبة خري الله‬ ‫ يتنوع مستخدمو النفق ويختلفون‬.‫ ولكنه يعاين من مشكلة طفح الرصف الصحي والتي تؤثر عىل حركة املرور بالنفق‬،‫ممهد‬ ‫ ويعترب من أفضل األنفاق بالعزبة نظرا ً ملوقعه املتميز عىل امتداد شارع السوق ومستوى األمان الذي تضمنه‬.‫عىل مدار اليوم‬ ‫ء‬.)‫ وأيضاً نظرا ً لنظافته وقلة القاممة امللقاة به (مقارنة باألنفاق األخرى‬،‫وحدات اإلنارة التي قام السكان برتكيبها وصيانتها‬ ‫نفق عبد الحارث “ياسر الجمل“ء‬

‫ لذا‬.‫يقع نفق عبد الحارث “يارس الجمل” يف موقع حيوي يربط الجزء الجنويب من عزبة خريالله باملدرسة الوحيدة باملنطقة‬ ‫ عالوة عىل‬.‫يستخدمه العديد من األطفال وباألخص يف أوقات الصباح وبعد الظهرية للذهاب للمدرسة خالل أيام األسبوع‬ ‫ تعد حالة النفق‬.”‫ مام دعا البعض لتسميته “نفق األنابيب‬،‫ يستخدم النفق كموقف لسيارات نقل اسطوانات البوتاجاز‬،‫ذلك‬ ‫ء‬.‫ ولكنه يعاين من مشكلة ضعف اإلنارة وسوء حالة أرضيته الرتابية غري املمهدة‬،‫ وال يوجد به مشكلة رصف صحي‬،‫جيدة‬ ‫نفق أبو القاسم‬

2.3. Omar Ibn El-Khattab Tunnel Selection “Omar Ibn El-Khattab” Tunnel was selected by the project stakeholders due to its poor physical conditions, its repeated sewage overflow problems, its frequent use by local residents to reach the nearby Al-Zahraa Metro Station, and its extensive use by the children enrolled in the nearby schools. More importantly, this tunnel was also selected due to a number of fatal accidents occurring due to its deteriorated condition whenever the tunnel is flooded with sewage water.

Sewage overflow Even though the sewage system in the area is in good condition, the sewage overflow and blockage occurs frequently due to: -- The end of the sewer’s drainage line is located directly at the southern end of the tunnel; -- Rain water and sewage overflow accumulate deep inside the tunnel because of the topographic nature of the surrounding area and due to a deformation in the design of the street levels inside the tunnel itself. With the lack of any surface drainage, water accumulated inside the tunnel hardly dries out and residents have to drain it themselves; -- The misuse of the sewage network as surrounding residents throw food waste and garbage bags in the network leading to its repeated blockages; -- The lack of periodical maintenance.

Absence of right of way -- There is no separation between pedestrian and vehicular movement inside the tunnel since the existing sidewalks are too narrow, dysfunctional and are taken over by street vendors.

Reduced level of safety -- Lighting levels in the tunnel are inadequate due to lack of proper lighting and use of inappropriate types of paint and colors for the tunnel walls and ceiling.

‫تم اختيار نفق “عمر بن الخطاب” نظ ًرا لحالته العمرانية املتدهورة‪ ،‬ومشكلة تكرار طفح الرصف الصحي به‪ ،‬واستخدامه‬ ‫الدائم من قبل سكان املنطقة للوصول ملحطة مرتو الزهراء القريبة لهم‪ ،‬واستخدام األطفال له بشكل مكثف للوصول إىل‬ ‫املدارس القريبة يف املناطق املحيطة‪ .‬والنقطة األهم‪ ،‬أن هذا النفق تم اختياره بسبب الحوادث املتكررة بالقرب منه نتيجة‬ ‫الضطرار السكان لعبور الطريق الدائري عندما يكون النفق مغمورا ً مبياه الرصف الصحي أو مياه األمطار‪.‬ء‬ ‫مشكلة الصرف الصحي‬

3.1. Participatory Design Workshops The team conducted participatory design workshops with the local community members especially children and those living and working near the tunnel. The team also engaged other stakeholders such as local NGOs and Cairo Governorate representatives.

The purpose of these workshops was to address the main design content that suits the users of the space. The team carried out public presentations of the proposed solutions to residents of the area as well as other stakeholders to obtain their feedback.

3.2. Tunnel Proposed Design The team developed design solutions for the tunnel, addressing issues of safety, connectivity, environment, improved physical conditions, use of public space, potential for street art; etc.

The main goal of the design was to create a ‘safe passage’ for the area’s residents through:

Providing a solution for the sewage overflow and rain water problems -- Modify the deformed tunnel floor levels so overflow of water accumulates at the southern end of the tunnel, not inside of it; -- Provide an elevated sidewalk with adequate width so pedestrians can cross the tunnel safely even in cases of sewage overflow; -- Provide a rain drainage chamber at the southern entrance of the tunnel - the lowest point in the area in order to collect accumulated rain water; -- Excavate and modify the level of the covers of five manholes along the sewage line near the tunnel to facilitate periodic maintenance and cleaning activities by the authorities; -- Communicate with the active NGOs in the area to raise awareness among local residents on the reasons behind the repeated blockages of the sewage system.

5. Concluding Remarks

Takween Integrated Community Development has been able to achieve the main goal of this project: that is to engage with the local residents and implement a pilot intervention in the public open space aiming at increasing levels of accessibility, safety and security for women and children within a larger upgrading vision for the area. The implantation of the proposed interventions in Omar Ibn El-Khattab tunnel and its current use by different community groups is a positive indicator towards the achievement of this goal.

Given the nature of such projects, the team has faced several challenges and obstacles during the design and implementation of this project. These include:

In our view, the design and implementation of this project is not an end in itself. Finding an eventual solution for the sewage overflow problem, and engaging the local residents and the authorities to maintain the works achieved in the tunnel are still ongoing challenges. In addition, this intervention needs to be followed by a series of similar small-scale infrastructure and community upgrading activities within the larger development vision developed through this project to upgrade the physical and environmental conditions along the Ring Road in Izbit Khayrallah.

This document provides an overview of the activities of the project “Pilot Public Open Space and Environmental Upgrading in Izbit Khayrallah (Cairo)” supported by the Embassy of Switzerland in Egypt (Office for International Cooperation). The project was implanted by Takween Integrated Community Development between May 2015 and August 2016, with valuable logistical support from Cairo Governorate and a number of local NGOs in Izbit Khayrallah.

The project aims at developing a comprehensive and inclusive upgrading plan for the public open spaces located along and underneath the Ring Road in Izbit Khayrallah, in participation with the area’s stakeholders (especially women and children), and the implementation of a pilot upgrading intervention in this area to be replicated by the authorities and other local partners.
