Welcome Message
The Hsinchu Science Park takes a great pleasure to host the 2009 ASPA-IASP Joint Conference, and to invite elite of Asian science parks to share valuable experiences in fostering a brighter future of science park development.
Global economy encountered to unprecedented financial tsunami over the past few months, rendering signicant impact on regional economy and high-tech industry development. Waves of protectionism caused by recession further block economic recovery in every way. We rmly believe that only constant innovation together with collaboration can reverse the downward economic outlook. As powerhouses of regional economy, science parks play a key role in countering against this wave of crisis and recession. “New Challenge, New World — How Science Parks Help in Times of Crisis” thus highlights the key issue of the 2009 ASPA-IASP Joint Conference. We eagerly expect elite from different science parks can raise solid opinions to turn ideas into action to ght against recession via discussion of a number of issues, e.g. ecology concerns, innovation, technology transfer, collaboration, etc.
We hope to make new friends while renewing old relationships in this meeting.

Organization Device Laboratory, and Instrument Technology Research Center are also located at the HSP. Moreover, the National Health Research Institutes and Animal Technology Institute of Taiwan are also established at the Jhunan Park.
Hsinchu Science Park Administration The Hsinchu Science Park (HSP) strives to establish a humane environment for quality R&D, production, work, life, and entertainment; additionally, the park aims to attract hightech talent, introduce high-tech technology, establish a base for knowledge-based industry development, and upgrade domestic industry since its established in 1980. The HSP governs five satellite parks at present, including Jhunan Park, Tonglou Park, Longtan Park, Hsinchu Biomedical Park, and Yilan Park, with a area of 1,373 hectares which accommodates 430 high-tech companies with more than 130, 000 employees at the end of 2008, and the annual sales revenue reached US$ 32 billion. The HSP is located in northwest Taiwan encompassing districts of Hsinchu City and County. Academic and research institutes such as Industrial Technology Research Institute (ITRI), National Tsing Hua University, and National Chaio Tung University are located nearby, providing the HSP with ample human resources, on-job training chances for employees, and collective research facilities. Besides the National Synchrotron Radiation Research Center, the National Applied Research Laboratories including the National Center for High-Performance Computing, the National Space Organization, National Chip Implementation Center, National Nano
The Science Park Administration is the administrative center of the park, which provides one-stop services for HSP enterprises, covering project manager training, R&D sponsorship, investment services, labor administration, healthcare, business management services, engineering construction, environmental protection, land administration and planning, landscape maintenance, information networks, fire ďƒžghting services and security enhancement. There are six industry categories at the HSP: integrated circuits (IC), computers and peripherals, telecommunications, optoelectronics, precision machinery, and biotechnology. In 2008, total sales amounted to US$ 32 billion, 70% of which were generated from the integrated circuit industry; the opeoelectronics industry was the second largest, accounted for 18% of the sales revenue. In terms of soliciting new enterprises, 50 companies were recruited to invest in the HSP. To ensure the continuous development and long-term competitive advantage of high-tech industries, the science park will enhance its articulation with educational and research institutions and innovation incubators in the future, thus helping develop the industrial research infrastructure. Additionally, it also integrates with other industrial districts and establishes an integral upstream and downstream industry supply chain, to improve the added value of various industrial districts.

One of Taiwan's greatest attractions is the National Palace Museum which is the world’s 5th largest museum. It houses more than 650,000 pieces of Chinese bronze, jade, calligraphy, painting and porcelain which started over 1,000 years ago from the early Sung dynasty. The collection, estimated to be one-tenth of China's cultural treasure, is so extensive that only one percent is on display at any time.

For those interested in modern Taiwan go to the top of Taipei 101, and see the spectacular scenic view of the city and surrounding mountain chain. The Taipei 101 area is also one of the finest shopping and entertainment districts on the whole island. There are dozens of fashionable malls, restaurants and hotels; it is deďƒžnitely the place where you can satisfy your consumer cravin.

Plenary Session - Speaker Mr. Luis Sanz Director General International Association of Science Parks Spain
Mr. Luis Sanz (Spain, 1952) is Director General of the International Association of Science Parks since 1996, and Chairman of its Advisory Council. A trained sociologist, he is an expert consultant and senior adviser to different Science Parks worldwide and chief co-ordinator of over 20 international conferences on Science and Technology Parks, regional development and innovation policies. He is author of numerous papers, books, articles and presentations on this topic and has participated as invited speaker in over 80 international conferences and seminars all over the world. Formerly he was the co-director of Valencia Technology Park (Spain) which he founded in 1987 and as positions of trust he has been Vice-President of the Spanish Association of Science Parks and President of the European Division of the IASP.

Plenary Session - Speaker Prof. Chachanat Thebtaranonth Vice-President

Thailand
Professor Thebtaranonth received her Ph.D. degree in Organic Chemistry from the University of Liverpool, England. She did post-doctoral training at Cornell University in the United States and returned to teach at Mahidol University, Bangkok, Thailand. During 1972-1993 she published over 40 research papers in international journals as well as authored and co-authored 4 books. Her research areas covered the chemistry of natural products and organic synthesis. She became full Professor in 1989. In 1993, Professor Thebtaranonth took up a new position as the Science Park Project Director at the National Science and Technology Development Agency, NSTDA. In 1995 she became the Vice-President of NSTDA, and in 2004 has added to her responsibility the Directorship of the new Technology Management Center (TMC) of NSTDA. The work of TMC focuses on developing industrial competitiveness through science and technology. TMC conducts programs in technology transfer and S&T infrastructure building. Professor Thebtaranonth played a key role in the development of Thailand Science Park and pioneered the development of SME support programs such as industrial consultancy (ITAP), intellectual property service, technology licensing and ďƒžnancial assistance schemes. Thailand Science Park and Software Park are both under the umbrella of TMC. Professor Thebtaranonth is the immediate Past President of the International Association of Science Parks (IASP) with over 350 members from 72 countries.

Janekrishna Kanatharana received his Bachelor of Engineering in Civil Engineering from Chulalongkorn University, Thailand. He later earned his Master of Science and Doctor of Philosophy in Civil Engineering from Lehigh University, USA. His career began as a research assistant in a National Science Foundation sponsored research center in the U.S., and thereafter as an engineer designing buildings and other structures in Thailand. He was, afterward, recruited by an acquaintance to become the factory manager and, then, the operation director in a company practicing product design, manufacturing, exporting, and brand marketing activities. Many years later, after satisfying with what he had accomplished, he joined the National Science and Technol ogy Development Agency to serve as the Director of Thailand Science Park from 2004 to date.

Parallel Session III - Speaker Ms. Jane Davies Chief Executive Manchester Science Park UK
Jane Davies graduated with an MA in Chemistry from St Anne’s College, Oxford and joined BP Chemicals as a PVC plant chemist. She spent 18 years with British Petroleum (BP), holding a range of positions including international oil trader in New York and Regional Manager of BP’s international aviation business, Air BP. During her time with BP she also spent two years on secondment to the Foreign Ofce. She was appointed Chief Executive of Manchester Science Parks (msp) in 2000 and a director of the company in 2001. She has been a member of the Board of the UK Science Park Association since 2004 and Chairman from 2007 to 2009. She has also twice served on the international board of the International Association of Science Parks, most recently as President of the European Division from 2006 to 2008. Active in Manchester’s business and academic community, Jane is a member of the board of the Commission for the New Economy, Manchester’s economic development agency, and chairs its Innovation Sub-group. She is also on the board of The Corridor, Manchester, an investment partnership formed in 2007 to realize the full potential of the area of Manchester adjacent to the universities as a research intensive cluster of cultural and scientic activity.

Herbert Chen graduated from Tsinghua University with the Bachelor Degree of Engineering in 1984. Later he obtained Master’s Degree of Engineering at Department of Energy Planning of Asian Institute of Technology in 1992. As deputy director of Tsinghua Science Park Development Center and Senior Vice President of TusPark Corp., LTD., Mr. Chen was in charge of Innovation research, foreign affairs and brand promotion/building of the TusPark. In July 2006 – Sep. 2008, Mr. Chen was also selected as President of Asia Pacific Division of International Association of Science Parks as well as the international Board member of IASP. Mr. Mun Hou CHEW has more than 25 years of work experience ranging from strategic visioning, conceptualisation, strategic development, marketing strategies, operations and management of science parks and IT parks, development of R&D and innovation funding programs, business development, business incubation and venture acceleration, development of value-added programs, development of international business networks, deal structuring, investment advisory information technology, telecommunications and Internet development. Mr. Chew is currently the Chief Executive Ofcer of iAxil Pte Ltd, a fully-owned subsidiary of Ascendas Pte Ltd. As CEO of iAxil, Mr Chew is primarily responsible for the strategic visioning, conceptualisation, development and implementation of strategies, business and development modeling, management, marketing and operations of science parks and incubators. To date, he has developed and implemented key strategies for the prestigious Singapore Science Park, one of the few science parks in the world that is owned and run by a private corporation and that is highly successful and protable. Major corporate clients located in the Singapore Science Park include Seagate Technology International, Reuters Asia Pacic, Fujitsu Asia, Avaya and Sony. Mr. Chew has also undertaken a number of major overseas science park projects for clients in the continents of America and Asia. The projects involve strategic visioning, conceptualisation, strategic development, business modelling, marketing strategies, development of R&D funding programs, technology transfer programs, operations and management of the respective science parks. He is also responsible for the formulation of incubation strategies, incubator development and implementation of accelerator services for startup companies. He has also undertaken a digital media incubator project for the government of an Asian country.

It’s our duty to repair all oors in Japan that sank due to ground subsidence! UPCON Corporation created new market by new construction method that lifts the sunken portion of concrete floors of manufacturing plants, warehouses, stores and etc where facing ground subsidence problems. The new construction method has been adopted in 370 projects covering more than 100,000 m² total area and plans to expand the business outside Japan in the future.
We have new construction method that lifts the sunken portion of a concrete oor without replacing the concrete as in the conventional method. We developed a new method suitable to the narrow streets and environmental consideration of Japan.

Directly inject the special polyurethane resin through the hole into the soft ground under the concrete oor.

Polyurethane resin injected under the oor strengthens the ground by compaction from the expanding pressure of the foam resulting in an increase in the bearing capacity of the ground.

At the same time, the concrete floor is lifted and leveled from the expansion pressure of the polyurethane foam. Using several measuring instruments, the level of the oor is measured in millimeters until injection of polyurethane is complete. The nal strength is reached about 15 minutes after injection.
