City of Taft Taft Is Energized for the Future

I

ncorporated in 1910, and named for President William H. Taft, the City of Taft is located on the western side of Kern County, California, in the Buena Vista Hills, 999 feet above sea level, at the southernmost end of the San Joaquin Valley. It is home to one of the world’s largest oil fields, thus providing many jobs and economic opportunities related to the oil industry. Companies include the Chevron Texaco, Aera Energy, Atlantic, Bellaire, Occidental, Berry Petroleum, Key, California Crude, Crimson, Exxon, Holmes, and Mobil, plus numerous local service companies.

Historical Ro0ts The earliest records of history in the Taft area began with the Tulamniu Indians, who made their home on the western shore of Buena Vista Lake approximately seven miles from Taft. Discovery of artifacts from the Tulamniu village by the Smithsonian Institution in 1934 indicated the importance of petroleum and its uses by the Indians. In 1901, the first rig struck oil at 1400 feet, and the history of oil drilling and production in the Taft area begun.

Taft Community Garden

The Taft Community Gardens is a non-profit community garden where citizens can rent a garden bed for $40 for six months and grow their own fruits and veggies. The Community Garden was started in 2009 and is located on 9th Street, across from True Value.

Recreational Opportunities

D

espite Taft’s size, there is plenty to do in this little city thanks to the West Side Recreation and Park District. The WSRPD offers many activities for everyone from toddlers to senior citizens including the Walter Glen Natatorium community swimming pool, West Side Little League, Franklin Field Park and baseball fields, and many more.

The WSRPD is opening a new facility that is expected to open in late August or early September of 2011. The new recreation

center was built with approximately $3 million from the insurance of the old facility that burned down a few years ago.

“The old facility that we had was great and provided a great service to the community of Taft for decades,” said Recreation Supervisor Les Clark. “Even though the burning down of the facility was and is tragic we are excited about the program capabilities of the new recreation center.

Approximately $3 million dollars came from insurance and an approximately $1 million came from reserves.”

The new building will be 20,802 square feet, including a full-size gymnasium, weight room, 4-lane bowling alley, conference room, staff offices, restroom and locker room facilities, an activity room and a preschool room.

Not only is the WSRPD building a new facility, they are adding some more activities for the Taft community. People will be able to rent the bowling lanes, obtain a weight room membership and there will also be an indoor walking track inside the gymnasium. Also, the old preschool is being moved into the new facility, allowing the old building to be used for a senior activity center.

“We anticipate some new program offerings with the new Center,” said Stephanie House.

“But this is really just giving us a place of our own to hold many of our existing programs so that we aren’t as dependent on using other facilities.”

Taftians have expressed much interest in the new bowling alley that will be offered.

“We are looking forward to being able to provide bowling again in Taft,” said House. “We are just thrilled to have gymnasium space that we can program in a variety of ways.”

Board member Bill McPherson has high expectations for the new facility.

“To say it’s inspiring is an understatement,” said McPherson. “It so compliments the community by having this center. It starts right when you walk in the door. The Rec has done well. Having this new building that will last 60 years and what it will mean to future

generations like the old Rec center did for past generations is great.

I think it will really please the community.�

W

e are the city west of the I-5, the city before the coastal cities. We are the city. The place,” Paul Gorte, Redevelopment Manager for the City of Taft expressed with excitement.

And it’s with that determination and enthusiasm that the City has implemented a General Plan that will change and advance business and industry in Taft for the next ten years and beyond.

“We want to carry out the vision of the Council,” City Manager, Bob Gorson, explained. “Not everyone will agree, but we’ll be making Taft a destination city.”

Having already made headway with their General Plan by creating the beginnings of a 40 unit housing development on the Rails to Trails property, and bringing in new business to the industrial park which will eventually bring 6,000 more jobs to the Westside in a variety of areas including alternative energy, renewable fuels, and aquaculture, the City is well on the way to

achieving the destination city dream.

Not only are they executing the plans to bring in new jobs and homes, they are also taking into consideration what new homes and jobs will do for the community. Especially with the Sunset Rail Project. “Retail follows new roofs,” Gorte said.

“We want to create a place for vibrant living,” Gorson said. “The Sunset Rail Project will make that happen.”

“It will open the door for the downtown area, too,” Gorte continued. “People have to work, eat and bank and those are the

things that are related to industrial park areas. Workers will have these facilities close to them.”

And if retail follows rooftops, recreation isn’t far behind. Within the next five years, the city will see an extension of the pedestrian bike trail that will be a five mile loop connecting Taft Union High School, Taft College, A Street Park and even South Taft. The Westside will also see the inception of a Regional Park that will encompass and preserve the natural habitat that surrounds us as well as including a camping facilities, hiking opportunities and the like not more than seven minutes from town.

All of this, the jobs, the homes, and recreation are all backed up by the General Plan. “The General Plan is the vision for the future,” Gorte said.

“We truly believe that Taft is a charming, unique community and a wonderful place to work, worship, raise a family and/or retire,” Gorson wrote in an article for the CAL ED Bulletin.

“This is an investment that will return a thousand fold,” Gorte finished.

Tourism • The Best of Places

T

aft is situated in a major petroleum and natural gas production region in California and is one of the few remaining towns in the United States which exist exclusively because of nearby oil reserves. The discovery of oil in the region occurred in the late 19th century near Maricopa, seven miles (11 km) south of Taft. Many other oil and gas accumulations were discovered around Taft during the early-to-mid-20th century, notably the Midway field (near Fellows, California), Sunset field (later found to be part of the same trend, accounting for the modern combined name of Midway-Sunset), and the Buena Vista.

The town is built directly between these two huge fields. The operational activities within these fields, as well as Occidental Petroleum’s Elk Hills Oil Field north of Taft, have been the economic life blood of the town for over 100 years.

Standard Oil, later the Standard Oil Company of California (modern Chevron), made Taft its corporate operational headquarters.

At one time it is reported that as many as 6,000 inhabitants of Taft were employed by Standard Oil. The hub of this activity was “11-C Camp”, so named due to its township location in section 11 and designated “township C” by Standard’s mapping department. Within the camp was everything imaginable to run a large oil and gas company: a rail spur from the line running through Taft, steel and timber for derrick construction and maintenance, pipe, valves, numerous offices, an expansive and highly specialized machine shop, a plethora of supply shops, the car and truck fleet, bunkhouses for workers, and dozens of company homes for employees.

In its heyday, 11-C camp sported very nice facilities including a large playground, baseball field, tennis courts, a large swimming pool, a cook-house open to the public, beautifully landscaped grounds, a clubhouse with a television, pool and card tables, and an ice-cream stand. The huge complex gradually closed down over a period of many years. In 1968 Standard Oil of California moved its accounting and finance offices to Concord, California. In the late 1980s the machine shop was closed and auctioned, signaling the end of the 11-C Camp era.

Many other oil companies had operations in the area, including larger companies such as Shell, Texaco, Exxon, Mobil, Gulf, and Arco, as well as smaller operations (but with a large local presence) such as Santa Fe Energy, Berry Petroleum, Tannehill, M.H. Whittier, and lately Plains Exploration & Production. In the mid 1990s, according to California’s Department of Oil, Gas, and Geothermal Resources (DOGGR), there were 68 operating companies working the Midway-Sunset field alone. While the names of most of these companies have changed, due to mergers, acquisitions, and liquidations, the production activities have been continuous.

In celebration of its oil heritage, Taft holds its “Oildorado” festival every five years. Oildorado was first started in 1930 and was held intermittently before then.

In the early days of oil exploration and production, long before the advent of modern blowout preventions, gushers were the norm. Although there were many, the Lakeview Gusher was the grand-daddy of them all, producing 100,000 barrels of oil per day at its peak. In all, the Lakeview No.1 produced about nine million barrels of oil (a very respectable cumulative production for a single well in this area). The well and its State historical marker can be found along the Petroleum Club road, just off SR 33 south of town.

Taft was also the site of a military airfield named Gardner Field which was used to train pilots during World War II. After the base was closed its abandoned airstrip served as a clandestine dragstrip for many years.

aft may be small, but the small community has an A+ preschool-college education department that greatly exceeds expectations. There is one preschool, four elementary schools, one junior high school, one continuation high school, one high school and one college. Each school is primarily concerned with the students; with such a close teacher-student ratio, one-on-one assistance is never an issue. Taft Union High School will be celebrating its centennial anniversary in 2012 and there will be many festivities commemorating the event. The Taft City School District is the perfect place to ensure that your children are getting a quality education and meaningful learning experiences.

he Taft Healthcare District is nothing short of caring, cooperative and convenient. The West Side Urgent Care, Taft’s main healthcare unit, facilitates a large waiting room, clean and comfortable exam rooms, and even an Instymeds instant prescription-dispensing machine. This machine dispenses 75 different starting medications such as cough syrup and antibiotics. The West Side Urgent Care also provides X-Ray services through the Truxtun Radiology Group. This digital technology is offered in the Taft facility.

“This Urgent Care is a state-of-the-art facility,” said Administrator Donna Warnock. “We keep all-electronic records and offer digital radiology, EKG, pulmonary function tests and much, much more.”
