I.

Call to Order – J. Kropf Mr. Kropf called the meeting to order at 1:02 p.m. when all participants were present and able to hear each other. The meeting was open to the public and held via video conference due to state precautions regarding public health and safety during the COVID-10 pandemic.

IV.

Routine Business A. Approval of Agenda Mr. Kropf asked if Board members would like to request any changes be made to the Agenda​.

When no changes were forthcoming, a motion was made and seconded as follows.

RESOLVED, that the Agenda for the October 14, 2020 special meeting of the Board of Directors of Oregon Charter Academy, as written, is hereby approved.

The motion passed unanimously.

Oregon Charter Academy staff partners with families in a transparent, collaborative school environment to support all students in their academic journey.

Action Items A. Lobbyist representation contract Mr. Kropf updated board members on progress towards retaining a lobbyist for the upcoming year. After reviewing the four applications received, the subcommittee, (Mr. Kropf, Ms. Galvin and Mr. Brown), moved forward with interviews of all four applicants. Two separated themselves during those interviews and were subsequently invited back for a follow up conversation. Following these conversations and consultation with colleagues in the school legislature space, Mr. Kropf invited Summit Strategies/Kristine Evertz to enter into contract negotiations with the school for the lobbyist role.

Ms. Evertz has since submitted a draft 12 month contract, proposing a monthly fee of $3,500.

Mr. Kropf added an incentive clause to the contract that would award a $10,000 bonus should the primary goal of lifting the 3% enrollment cap be achieved. The proposed final contract that is included in today’s board packet has been reviewed and approved by the school’s legal counsel. After brief discussion, a motion was made and seconded as follows: RESOLVED, the contract with Summit Strategies is hereby APPROVED as proposed.

The motion passed unanimously.

B. ORCA local district clean-up: Service Master quote Ms. Galvin and Mr. Kropf have been working with the ORCA legal team to determine appropriate ways the school might support the Santiam Canyon S.D. after the devastation of recent wildfires. Concurrently, she has worked with Santiam Canyon leadership to learn their most pressing needs. Superintendent Miller’s chief concern was getting buildings appropriately cleaned so that school could resume. As such, Ms. Galvin worked with Service Master to develop a comprehensive plan to mitigate the effect of the smoke, clean floors and walls and get the school back up and running safely. Ms. Galvin is proposing that ORCA pay the $9,918 Service Master invoice for the District, whose insurance claim is currently denied. A number of board members voiced their support and a motion was made and seconded as follows: RESOLVED, the School’s payment of the cleaning invoice for Santiam Canyon School District is hereby APPROVED. The motion passed unanimously.

Oregon Charter Academy staff partners with families in a transparent, collaborative school environment to support all students in their academic journey.

Additionally, a handful of ORCA teachers are serving as substitutes at other Santiam Canyon schools to lend expertise in on-line teaching.

Finally, Mr. Schweitzer solicited a $10,000 donation from SYS Education that went into a Santiam Canyon fund for school staff and families who have lost homes.

Adjournment and Confirmation of Next Regular Meeting Date The next meeting is scheduled for October 28, 2020 at 12:30 p.m. PT in Zoom.

There being no further business, the meeting was adjourned at 1:19 p.m..
