CEMA’s mission is to support and elevate Canada’s small and medium-sized energy marketers, who are responsible for nearly 100,000 direct and indirect jobs across the country and are deeply committed to ensuring that innovative energy products, including low-carbon transportation solutions, are readily available to Canadian consumers.

CEMA ensures the voices of its membership are heard at all three levels of government in a fair, consistent and advocacy-first manner – members who include progressive leaders responsible for the distribution of diverse products like gasoline, diesel, heating oil, propane and aviation fuel, as well as low-carbon transportation energy solutions including renewable fuels and electric vehicle charging stations across a vast geography, to diverse industries, and to millions of Canadian consumers.

Dear Members,

We are getting very close to selling out our CEMA Energy Marketing Conference this year in April. We have an excellent lineup of speakers to dive into the state of the fuel market, what’s on the horizon, and what has impacted the sector during the last year.

We are pleased to announce that the Honourable Bill Morneau, Canada’s former Minister of Finance, will be joining us as our keynote speaker. Mr. Morneau helped Canada weather the pandemic and was instrumental in many of our fiscal policies over the last decade.

NATIONAL POLICY & RESEARCH UPDATES

Canada is racing to net zero. But do we have the data to get us there?

Experts say there’s an information hole that needs to be plugged so we can better anticipate what

kinds of policies we need to attain Canada’s ambitious goal of reaching net-zero carbon emissions by 2050. “Information, solid information, is a prerequisite to a good strategy, a good plan. So that’s the situation we’re in right now, where people need the best information they possibly can get, the best data analysis and modelling,” said Dan Wicklum, co-chair of the Net-Zero Advisory Body. The organization’s annual report, released in January, called for better information and data on Canada’s emissions and climate policies.

Report says CCUS is not a solution for Canada’s oil and gas emissions

Providing billions more in additional government support to capture emissions from Canada’s oil and gas production is not aligned with credible net-zero pathways and Canada’s near-term emissions-reduction targets, according to new International Institute for Sustainable Development (IISD) research. The IISD analysis finds that the five carbon capture, utilization, and storage (CCUS) projects currently operating in Canada’s oil and gas sector capture about 2.7 million tonnes of CO2 equivalent per year — only 1.3 per cent of the sector’s pre-pandemic emissions. WESTERN REGION

B.C. modernizes oil, gas, energy regulator board

British Columbia is improving transparency in oversight and governance of the energy resource sector through a more modern, inclusive, and larger board for its energy regulator. “Emerging energy sectors, such as hydrogen, geothermal and carbon capture, will generate economic opportunities and help B.C. reduce emissions and transition to clean energy,” says Josie Osborne, Minister of Energy, Mines and Low Carbon Innovation. “Increasing the size and diversity of the board of directors improves inclusion and better reflects the expanded energy resource mandate.”

Alberta premier willing to collaborate on climate issues if Ottawa meets ‘nonnegotiable’ conditions

Alberta’s premier has penned a letter saying she will collaborate with Prime Minister Justin Trudeau on certain climate and energy-related initiatives — if Ottawa agrees to certain terms. In the letter released Feb. 16, Premier Danielle Smith said the province is prepared to work with the federal government on a coordinated approach for a carbon capture, utilization, and storage incentive program for the purpose of net emissions reductions, with one condition. The premier wants Ottawa to refrain from introducing new federal legislation or policies that would impact Alberta’s oil and gas resource development, management, or workforce participation without the “full involvement, consultation and consent of Alberta.”

Alberta government establishes new panel to develop vision for province’s energy sector

The Alberta government has struck a new panel that aims to develop a long-term vision for the future of the province’s energy sector. The five-member panel of oilpatch veterans will be chaired by David Yager, an energy policy analyst and long-time writer who’s

been in the oil and gas industry for more than 30 years. Yager was also a former political candidate for the Wildrose Party, one of the groups that came together to form the United Conservative Party that Smith now leads. The panel is to meet with government ministries and industry stakeholders, although Smith makes no mention of public consultation or outside experts.

PRAIRIE REGION

Crop-based biofuel ban talk unsettles canola industry

Germany may ban crop-based biofuels by 2030, which would be a blow to the Canadian canola sector, says an analyst. The European Union is a top customer for Canadian canola. It crushes the crop and uses the oil to make biodiesel. The EU imported 2.52 million tonnes of Canadian canola in 2020, ranking as Canada’s second-biggest market that year, only slightly behind China’s 2.58 million tonnes. Reuters reports that German environment minister Steffi Lemke will soon send proposals to the cabinet to ban crop-based biofuels by 2030 to reduce greenhouse gas emissions.

Feeding the petroleum industry with plantbased fuel additives: USask research

While people around the world slowly increase their awareness of using renewable plant-based materials for energy, University of Saskatchewan (USask) graduate student Priyanka Tirumareddy is tackling the fight head-on with a bio-based fuel additive that she hopes will help power automobiles in the future. Tirumareddy is working to identify sustainable options for plant-based materials to create renewable fuels for the transportation sector that can be used within the prevailing fossil-fuel infrastructure.

ONTARIO/QUEBEC REGION

John Ivison: Quebec’s ban on fossil fuels could be fracturing

François Legault is steadfast, in public at least: Quebec will not export natural gas to Europe, despite the shifting geopolitical landscape that means Germany, in particular, is looking to replace energy that Russia used to supply. But industry sources say that privately the Quebec premier may be rethinking opposition that was formalized in his government’s ban on oil and gas development in the province.

Ontario launches Hydrogen Innovation Fund

The Ontario government is establishing a Hydrogen Innovation Fund that will invest $15 million over the next three years to kickstart and develop opportunities for hydrogen to be integrated into Ontario’s clean electricity system, including hydrogen electricity storage. This launch marks another milestone in the implementation of the province’s Low-Carbon Hydrogen Strategy, positioning Ontario as a clean manufacturing hub. Hydrogen Innovation Fund projects will support electricity supply, capacity, storage, and demand management, and support growth in Ontario’s hydrogen economy.

ATLANTIC CANADA

Nova Scotia approves green hydrogen project for Point Tupper

Nova Scotia’s Minister of Environment and Climate Change Tim Halman approved a proposed green hydrogen project in Point Tupper, N.S., on Feb. 7. EverWind Fuels plans to use fresh water from a nearby lake to produce hydrogen in a process that’s powered by renewable electricity from local windenergy suppliers. EverWind has said its hydrogenmaking processes will create a much smaller carbon footprint than methods that use natural gas. The company is hoping to begin operations by 2025.

Wildly swinging oil prices will continue, and provinces like N.L. can gain

As energy demand changes and countries move away from oil and gas, there is more volatility ahead for fossil fuel prices, says Warren Mabee, director of the Institute for Energy and Environmental Policy at Queen’s University. One way governments can better insulate themselves is to build in mechanisms to recoup their subsidies or incentives when markets rebound, he says. Sara Hastings-Simon, an assistant professor at the University of Calgary studying energy transitions, agrees. “Simply giving subsidies and not structuring them in a way that’s tied to the price of oil leaves the public very exposed,” she says.

N.B. now in line for federal carbon tax rebates as Higgs scraps provincial price

New Brunswickers are joining Canada's carbontax rebate club. Residents of the province will begin receiving federal rebate cheques later this year after the federal government’s carbon pricing system kicks in on

July 1. Premier Blaine Higgs announced Feb. 16 he will scrap his own provincially designed price on carbon effective on Canada Day, triggering the implementation of Ottawa’s so-called backstop plan. That means quarterly federal rebate cheques adding up to more than $900 per year for a family of four, Higgs said.

NORTHERN CANADA

GNWT considering a zone-based approach to fuel rebates

The Government of the Northwest Territories is considering a zone-based approach to fuel price rebates, where communities with higher fuel use, particularly those in the high arctic, would get a larger rebate than those that use less fuel. Minister of Finance Caroline Wawzonek confirmed such a system was in the works during a sitting of the Legislative Assembly on Feb. 8. The assembly is debating what to do about coming increases to the federal carbon tax, with a bill to increase fuel prices in the territory to be voted on during this assembly.

New Indigenous Council to play key role in advancing clean energy projects in Indigenous, rural, and remote communities

On Feb. 13 Minister of Natural Resources

Jonathan Wilkinson, Minister of Northern Affairs, PrairiesCan and CanNor Dan Vandal, and Minister of Indigenous Services Patty Hajdu announced the selection of seven Indigenous leaders who will make up the Indigenous Council that will help guide the transition to clean energy in Indigenous, rural, and remote communities. The Indigenous Council will provide guidance and advice to the Government of Canada on policy and program design, and direct engagement with Indigenous partners on accessing resources and funding that reduce diesel reliance.

BP predicts faster oil and gas decline as clean energy spending hits $1.1T in 2022

Oil and gas production will fall faster than previously expected, renewable energy will grow more rapidly, and global carbon dioxide emissions will drop as a result, according to a new analysis

released Jan. 30 by energy giant BP. BP’s Energy Outlook 2023 follows a flurry of reports and analyses that show global cleantech investment exceeding US$1 trillion per year for the first time, renewable electricity overtaking fossil energy, and a green jobs boom on the near horizon.

Report shows restricting American oil and natural gas production leads to negative environmental outcomes

The Institute for Energy Research has released a new report comparing the environmental quality of the major oil-producing countries. It shows that halting oil and gas production in places like North America and Europe results in oil and natural gas production moving from countries with the highest environmental standards to countries with lower, or even functionally zero, environmental standards. This paper seeks to quantify that environmental gap by creating an environmental quality score, weighted by production, for oil and gas production in countries around the world. Energy Intelligence’s Low-Carbon Investment Tracker shows nuanced course correction

The oil and gas industry’s spending on renewable power generation continues to leap higher despite rising investor questions around returns, according to Energy Intelligence’s Low-Carbon Investment Tracker. Wider energy transition spending is diversifying as more players join the fold and earlier-stage ventures such as hydrogen and carbon capture take off. But the analysts see European players broadly sticking with their renewable electricity ambitions, committing billions to future investments even as strategic approaches continue evolving.

Fuelmakers’ biofuels investments dwarf hydrogen, study finds

Efforts to reduce fossil fuel use in transport overly concentrate on ramping up second-generation biofuels, neglecting synthetic fuels made with green electricity, according to a new study commissioned by green group Transport & Environment (T&E). The study shows that three-quarters of green investments in refineries go towards biofuels, eight times what is spent on the production of hydrogen and e-fuels.

Cradle-to-grave lifecycle analysis: Batteries’ new foes are supposedly e-fuels

The Argonne National Laboratory last year updated a 2016 cradle-to-grave lifecycle analysis on the U.S. light-duty vehicle-fuel pathways. While batteries are clearly the best performers in slashing GHG emissions, e-fuels show interesting estimates and seem to give a big chance to internal combustion engine (ICE) cars in the future – bigger than hydrogen or renewable diesel. Alternative ICE fuels are crucial for the transition to zero-emissions transportation because the ICE cars will still account for a large part of the national vehicles fleet for close to half of this century.

‘Heating up’ the Debate on Carbon Taxes

With the House of Commons back and in full swing as the federal budget quickly approaches, affordability is a key issue of the day. For the Conservatives, that means promising to “keep the heat on” until the government “takes the [carbon] tax off.”

This has generally played itself out on the floor of the House of Commons, where the Conservatives see an opportunity in Atlantic Canada to steal seats from the Liberals. With the recent news that both New Brunswick and PEI are abandoning provincial carbon tax collection, resulting in the automatic application and collection of a federal carbon tax, the Conservatives are beginning to spend significant sums of money to run ads against the Liberals in Atlantic Canada.

Meanwhile, the Liberals are hanging their hat on a near-$200 billion increase in health transfers over the next 10 years to turn around their public opinion woes and get back in the driver’s seat of proactive messaging to bolster their re-election creds.

With the Canada Health Transfer behind them, all eyes in Ottawa will now turn to the federal budget, which Finance Minister and Deputy Prime Minister Chrystia Freeland has clearly noted will be focused on responsible investments in health care and the clean economy.

Transition Troubles

The Liberal government continues to experience headaches over its “just transition” legislation, which faces significant opposition from stakeholders, including the Alberta NDP and Alberta’s United Conservative Party. Federal Natural Resources Minister Jonathan Wilkinson has remained steadfast in his intent to table legislation during this session of the House so that it might pass by the June recess.

Stealing from the Prime Minister’s playbook in recent health care negotiations, Alberta Premier Danielle Smith has stated her willingness to collaborate with the federal government on certain climate and energy initiatives, but only if Ottawa agrees to certain conditions. Specifically, that would include Alberta having an effective veto on federal legislation or policies that would impact Alberta’s oil and gas resource development, management, or workforce participation.

With a provincial election looming, this approach is best understood as a simple political tactic, as such a condition is a non-starter for the federal government. After all, it’s more likely that Smith will get elected if the Alberta election is a referendum on Justin Trudeau and not the United Conservative Party of Alberta.

As it relates to jobs and skills development, the Liberals did make news this month with the launch of their interim Sustainable Jobs Plan. Its 10 key action areas include governance work to oversee the plan, funding for skills development, improvement of labour market data collection and analysis, and investor incentives.

What Lies Ahead

The federal budget is soon to be tabled (though perhaps as late as mid-April), so we would like to update you on what CEMA has been working toward during this budget cycle. Specifically, CEMA drafted a budget submission asking for the development of a funding vehicle to support renewable fuel infrastructure upgrades for Members. We are asking for $500 million in federal funding to increase access to biofuels at Canada’s nearly 12,000 retail sites.

CEMA has proposed two options for the funding ask:

1. Creating a specified Low Carbon Intensity Fuel Infrastructure fund to provide nonrepayable grants toward infrastructure upgrades; or

2. Expanding the Investment Tax Credit for Clean Technologies to cover renewable fuel infrastructure.

EU LAWMAKERS VOTE TO BAN SALE OF NEW GASOLINE-POWERED CARS FROM 2035

European Union lawmakers approved a law Feb. 14 that will effectively ban the sale of new gasoline- and diesel-powered cars in the bloc from 2035, one of the most aggressive moves yet by a major economy to accelerate the transition to electric vehicles.

RUSSIA ANNOUNCES OIL PRODUCTION CUT IN RESPONSE TO SANCTIONS

Oil prices rose on Feb. 10 after the Kremlin said it would cut oil production by around five per cent in March in response to Western sanctions and the G7 price caps on Russian oil. Deputy Prime Minister Alexander Novak said Russia would “voluntarily reduce production by 500,000 barrels per day.”

FINLAND WANTS GREEN HYDROGEN-BASED E-FUELS TO MAKE UP 3% OF ALL TRANSPORT FUELS BY 2030

Finland has set out plans to become “the European leader in the hydrogen economy [across] the entire value chain,” which include a target for e-fuels derived from green H2 to make up three per cent of the country’s transport fuel by 2030.

RELIANCE UNVEILS INDIA’S FIRST HYDROGEN INTERNAL COMBUSTION ENGINE TECH FOR HEAVY-DUTY TRUCKS

On Feb. 6, Reliance Industries (RIL) introduced India’s first-ever hydrogen-run truck at India Energy Week. If successful, RIL’s new offering could curb vehicular emissions significantly in India as heavyduty trucks, accounting for more than half the country’s road traffic, are major polluters.

HOW EUROPE DITCHED RUSSIAN FOSSIL FUELS WITH SPECTACULAR SPEED

Europe’s most remarkable response to Russia’s war on Ukraine hasn’t been marshaling military equipment and billions of euros in aid. It’s been the unprecedented speed of an energy transition that in one year has nearly eliminated its dependence on Russian fossil fuels.

LARGEST TRUCKING COMPANY IN MEXICO EXPANDS ITS NATURAL GAS TRUCK FLEET

Hexagon Agility, a world-leading provider of renewable and compressed natural gas (RNG/ CNG) transportation solutions, announced Feb. 15 that Trayecto, the largest cargo trucking company in Mexico, has ordered additional KenMex CNGpowered trucks with Hexagon Agility’s best-in-class fuel systems.

UTAH SENATOR SEEKS ALLIES IN PUSH TO KEEP EVS OUT OF U.S. BIOFUEL PROGRAM

Republican U.S. Senator Mike Lee of Utah is trying to rally colleagues to sign a letter opposing the Biden administration’s plan to include electric vehicles in the nation’s renewable fuel program, arguing the proposal is an assault on the internal combustion engine, Reuters has learned.

U.S. CRUDE PRODUCTION TO RISE IN 2023, WHILE DEMAND FLATTENS: EIA

U.S. crude production will rise in 2023 even as demand flattens, the U.S. Energy Information Administration (EIA) said on Feb. 7 in its Short-Term Energy Outlook. EIA’s latest forecast calls for crude oil production to rise by 590,000 barrels per day (bpd), to 12.49 million bpd in 2023.

U.S. BIODIESEL EXPORTS UP IN 2022

Total U.S. biodiesel exports for 2022 reached 753,140.3 metric tons at a value of $1.48 billion, compared to 603,671.1 metric tons exported in 2021 at a value of $717.79 million. Canada was the top destination for U.S. biodiesel exports in 2022, at 636,127.7 metric tons.

DOE ANNOUNCES $25.5 MILLION TO IMPROVE BIOFUELS, BIOPRODUCTS

The U.S. Department of Energy announced $25.5 million in funding to enable the sustainable use of domestic biomass and waste resources, such as agricultural residues and algae, to produce lowcarbon biofuels and bioproducts.

TESLA TO OPEN U.S. CHARGING NETWORK TO RIVALS IN $7.5B FEDERAL PROGRAM

Tesla Inc. will open part of its U.S. charging network to electric vehicles (EVs) made by rivals as part of a $7.5 billion federal program to expand the use of EVs and cut carbon emissions. The move could help turn Tesla into the universal “filling station” of the EV era.

FUELS INSTITUTE CELEBRATES FIRST DECADE

The Fuels Institute is celebrating its 10th anniversary of bringing together diverse stakeholders in the American fuels industry. The organization, which shares information, influences policy, and conducts research on a range of topics related to the industry, aims to create about four reports per year.

CALIFORNIA CLEAN TRUCK MANDATE MAY KICK IN EARLY

California would require all new medium- and heavy-duty trucks to be zero emissions in 2036, four years earlier than the current mandate, under a new proposal put forward by staff at the California Air Resources Board.

THE IEA WARNS OF A POTENTIAL NATURAL GAS SHORTAGE NEXT WINTER

Tight production capacity for liquefied natural gas could lead to shortages next winter, the head of the International Energy Agency, Fatih Birol, has warned. As gas demand from China begins to recover, competition for LNG supply will increase, creating the risk of shortages.

CANADA JANUARY PRODUCER PRICES UP 0.4% ON PETROLEUM, PRIMARY METALS

Producer prices in Canada rose by 0.4 per cent in January from December on higher prices for refined petroleum energy products, as well as primary nonferrous metal products, Statistics Canada said on Feb. 17.

NEW ENBRIDGE CEO SAYS CANADA IS MISSING OPPORTUNITIES AS WORLD CRIES OUT FOR ENERGY

The new CEO of pipeline giant Enbridge Inc. says regulatory uncertainty in this country has resulted in a “lost decade” for Canadian liquefied natural gas production. Greg Ebel made the comments following the release of the company’s fourth-quarter financial results.

HISTORIC PROFITS IN OILPATCH ON TRACK TO CONTINUE AS GLOBAL OIL DEMAND SET TO JUMP YET AGAIN

One by one, oil companies in Canada are releasing their latest financial results, which show 2022 was the most profitable year in the history of the oilpatch. This year is already shaping up to be nearly as rosy as demand for gasoline, diesel, and other fuels remains robust and could soar even higher.

RECORD 3,000-MILE VOYAGE FOR CANADIAN GAS OFFERS RELIEF FOR ASIA

For the first time, a significant amount of Canadian natural gas has been contracted for markets beyond North America. European and Asian buyers searching for supplies are looking to Canada, and the result is the longest path from a natural gas well to a liquefaction facility in the world.

NEW MAJOR OIL SANDS PROJECT TO PROCEED AS PRODUCERS BUILD FOR THE FUTURE

For the first time in five years, a new major oil sands project has been given the green light to go ahead. Vancouver, B.C.-based International Petroleum Corporation is going ahead with the $1.1-billion development, called Blackrod, because of the vast resources and energy security it provides.

ALBERTA TRUCK DRIVERS TEST OUT HYDROGEN-POWERED COMMERCIAL VEHICLES

Alberta-based transport companies had the chance Feb. 10 to test out Class 8 commercial vehicles that use alternative, energy-efficient fuels. The Alberta Motor Transport Association hosted the Hydrogen Commercial Vehicle Demonstration program at Edmonton International Airport.

ALTIMA SECURES JOINT VENTURE FOR HYDROGEN TECHNOLOGY

Altima Resources Ltd. announced Feb. 14 it has reached an agreement with H2SX Corp. to form an exclusive partnership whereby Altima will use H2SX’s technology partner’s patented hydrogen production and nano-carbon technology for the conversion of natural gas originating from gas and condensate wells in Alberta and British Columbia into clean hydrogen.

SUNCOR WORKING ON OPTIONS TO REPLACE SUPPLY FROM KEY OIL SANDS MINE

Suncor Energy on Feb. 15 said it is weighing options for replacing around 200,000 barrels per day of raw supply from its oil sands Base Mine, which is set to run out in the mid-2030s. The mine in northern Alberta feeds two upgraders that produce roughly 350,000 barrels per day of high-value synthetic crude.

MANY FACTORS CAUSED KEYSTONE PIPELINE LEAK, SAYS TC ENERGY

On Feb. 9, TC Energy Corp. in Calgary released the results of its investigation into the causes of the December leak in its Keystone pipeline in Kansas, which included bending stress on the pipeline and a welding flaw. The cost of cleanup and remediation is estimated at US$480 million.

HYDROGEN RACE UNDERWAY IN MANITOBA

Manitoba might be close to the back of the pack but the hydrogen race is officially underway there. Two small green hydrogen production facilities are in the planning stages along with Winnipeg Transit, which will initially produce its own supply for the hydrogen fuel cell buses it has on delivery.

DURING TRADITIONAL PEAK OF THE DRILLING SEASON, 32 RIGS WERE MAKING HOLE IN SASKATCHEWAN

As of Feb. 14, there were 32 rigs making hole in Saskatchewan, according to RiggerTalk.com, which publishes data from the Canadian Association of Energy Contractors (CAOEC). Whitecap Resources Inc. had the most, with six rigs working.

WILL SOLUTIONS TAKES COMMUNITY-BASED CARBON CREDITS MODEL TO ONTARIO

Will Solutions, a Beloeil, Que.-based company, is expanding into Ontario to widen the scope of its community-based carbon credit program that incentivizes offsets for smaller firms and organizations using a methodology known as ‘Sustainable Communities.’

MAGNA INVESTING $470 MILLION TO BUILD NEW ONTARIO BATTERY ASSEMBLY PLANT, RETOOL FACTORIES

Canada’s biggest maker of automobile parts is set to assemble batteries for Ford Motor Co.’s F-150 Lightning pickup trucks — the electric version of the best-selling vehicle in North America and perhaps the most hotly anticipated EV since Teslas hit the market more than a decade ago.

BELGIUM LOOKS TO NOVA SCOTIA TO HELP DELIVER GREEN HYDROGEN TO EUROPE

Nova Scotia is being looked at as a major export partner of a green energy hub in Europe. A Belgian delegation led by the country’s ambassador to Canada was in Halifax Feb. 9, exploring opportunities to partner in Nova Scotia to import green hydrogen as an alternative energy source to fossil fuels.

LICENCE EXTENSION MAINTAINS HOPE FOR SAINT JOHN LNG EXPORT TERMINAL

Hopes to export liquified natural gas out of Saint John remain alive after the Canada Energy Regulator approved a six-year extension for the Saint John LNG licence. This means an expiration of 2032 instead of 2026.
