Rotary’s scholarship programs and senior residents' initiatives, educational projects and the donation of an industrial stove for a local youth organization, as well as the sponsorship of a community garden are proof that Rotary’s collaborative effort is magic!

Dear Rotarians and Rotarians,
Your District Governor for the term 2024/2025, I am honored to share my remarks with you as we embrace the pivotal themes of peace and unity under our proud banner, “District 7020: Ten Countries Together in Solidarity.” This theme not only highlights our collective strength but also our shared commitment to fostering an environment of cooperation across our diverse communities.
I warmly congratulate the new President and their Committee on their election by the members of your club for the term 2024-2025, and I thank you for accepting this leadership role.
As the Governor of District 7020, I am enthusiastic about collaborating with all Presidents to strengthen our clubs to better serve our communities and make a significant impact. I hope you will encourage your members to engage in large-scale projects that benefit a greater number of people.
The District 7020 has consistently demonstrated a profound commitment to these ideals, embodying the spirit of Rotary through your dedicated service and impactful initiatives. Your club’s efforts to build bridges and foster understanding are commendable, and they resonate deeply with this year’s focus.
As we gather to celebrate the installation of your new board, we also celebrate our commitment to peace and unity. This ceremony is not merely a formality but a reaffirmation of our collective mission to create a more harmonious world. It is an opportunity to reflect on our achievements and to renew our dedication to the principles that unite us as Rotarians and as global citizens.

This year, our theme at Rotary International is “Extraordinary! The magic of Rotary!”. RI President Stéphanie Urchick celebrates this magic, stating that each action of our members creates this magic and calls on us to recognize and amplify our ability to save lives. She reminds us that ending polio or achieving world peace will not happen by magic, but through our concrete actions, donations, and welcoming of new members.
Fortunately, the Rotary Action Plan is here to facilitate our work and make the club experience irresistible. This is where the magic of Rotary comes to life, and we will need it to bring healing to a divided world where armed conflicts and population displacement are increasing. We must be at our best to make a positive impact.
Thank you for the opportunity to contribute to this momentous occasion. I am inspired by your zeal and motivated by our shared vision. Dear Fellow Rotarians, Family, Friends, and Community Members,
Welcome to the 2024-2025 Rotary Year! It is with great honor and enthusiasm that I step into the role of president of the Rotary Club of St. Croix West, following in the footsteps of our dedicated and inspiring leader, Ophelia “Nemmy” Jackson. Last year, under Nemmy’s visionary guidance, we Created Hope and made significant strides in our mission to serve our community, District 7020, and beyond. Building on this momentum, our theme for this year is “The Magic of Rotary,” a fitting tribute to the incredible potential we have when we work together.
The magic of Rotary lies in its unique ability to unite individuals from diverse backgrounds, transforming our shared passion for service into positive change. This year, we will harness this magic to elevate The Rotary club of St. Croix West to even greater heights. Our commitment to service, fellowship, and innovation will be the driving force behind our efforts.
Strengthening our membership will be a cornerstone of our journey this year. Our club thrives because of the dedication and enthusiasm of each member. By fostering an inclusive and welcoming environment, we aim to attract new members and ensure that every Rotarian feels valued aind engaged. Together, we can build a stronger, more diverse club that truly reflects the spirit of Rotary.
Service above self remains our guiding principle. We will continue to enhance our service projects, focusing on initiatives that address the critical needs of our community and beyond. Through strategic partnerships and innovative approaches, we will amplify our impact, building on the foundation of the Rotary Club of St. Croix West and creating lasting change.
Promoting the image of Rotary is essential to sharing the magic with the broader community. We will enhance our public image through compelling storytelling, active social media engagement, and community events. By showcasing our successes and the values we stand for, we can inspire others to join us in our mission of service and fellowship.
Fostering leadership and development within our club is crucial. We will provide opportunities for personal and professional growth, ensuring that each member can reach their full potential. Through training, mentorship, and leadership opportunities, we will empower our members to contribute effectively to our club’s success and continue the legacy of hope.
Embracing innovation will be a key driver of our progress. We will adopt new technologies, explore creative fundraising initiatives, and find novel ways to engage with our community. Rotary West has been a pillar of support and generosity in the community, and I commend part and present members of the club for all that you do to have a significant and positive effect on the residents of Frederiksted and all of St. Croix.
It is my distinct pleasure to congratulate incoming President Cheru A. Rotary is a global network of 1.4 million neighbors, friends, leaders, and problem-solvers who see a world where people unite and take action to create lasting change – across the globe, in our communities, and in ourselves. Here on St. Croix, you are charged with continuing the legacy of the Rotary Club of St. Croix West in its 56th year of serving our community.
Rotary International President Stephanie Urchick encourages clubs to celebrate “The Magic of Rotary”. She calls on calls on you as leaders of your club to recognize and amplify the organization’s power to save lives by promoting peace. She also asks that you find a balance between continuity and change. We should maintain our principles of Rotary while finding ways to innovate and adapt to remain relevant and irresistible to both current and prospective members.
Rotary District 7020 Governor Dominique Bazin also encourages clubs to promote peace and support each other under the theme “District 7020: Ten Countries Together in Solidarity.” Tap into the power of our Rotary District by embracing our diversity, togetherness and our core value of Service Above Self.

Ophelia “Nemmy” Jackson, Past President of the Rotary Club of St. Croix West
It has been an honor and privilege to serve as President of the Rotary Club of St. Croix West for the 2023-2024 Rotary year. To all of you—Rotarians, Interactors, family, friends, and guests—you have my undying gratitude for your role in the success of this Rotary year. Whether you gave a donation, partnered with us for a service project, purchased a ticket for a fundraiser, volunteered for an event, became a member of this organization, or took on a leadership role, your contribution made a difference.
When we embarked on this Rotary year, we looked ahead to new opportunities that would impact not only our community but communities around the world. With your support through our fundraising efforts, we made significant strides.
We increased our membership, donated $5,000 to assist with the construction of a well in Haiti to increase access to clean water, and read to students attending the Claude O. Markoe School. We also hosted sixth, seventh, and eighth graders for a mental health session over two days, sponsored a farm-to-table program at the Ay Ay Academy Home School, partnered with My Brother’s Table to serve community members a hot meal, hosted a Bingo Day for our “Older Americans,” and recognized members of our community who have demonstrated “Service Above Self through the Creation of Hope” in the lives of those around us.
Furthermore, through our “Bottle It Up” initiative, we shared information on why and how addressing mental challenges can positively impact health. We promoted and encouraged environmental health through the 3Rs—Reuse, Reduce, and Recycle. This was executed, in part, by the distribution of hot/cold reusable cups to discourage the usage of disposable cups. Our contributions to Polio Plus and the Rotary Foundation also reflected our commitment to global health and well-being.
As the theme for the 2023-2024 Rotary year, “Create Hope in The World,” these initiatives embody our belief in the power of service to create hope. HOPE is the force that drives us forward to create and provide the needed service in our community, in the world.
Through these accomplishments, our club received significant accolades. We were honored with the highest award, the Diamond, from District 7020, and achieved a Platinum Public Image Citation from Zone 33-34. We are expected to also be recognized by Rotary International. Thank you for being a part of this journey and making these achievements possible.
It has been a phenomenal experience serving as President of this distinguished, community service-oriented organization. I am grateful to you and to God for affording me this opportunity. As I transition to Past President, I will remain active in the shift to “ The Magic of Rotary.” Congratulations to Cheru Ross, our incoming president and the entire 2024-2025 board of directors.

On an island pervaded by history, a son of the Crucian soil has been quietly at its helm creating influences for decades. Of those, like me, who had the privilege of associating with him, many will find here details of his life with which they were acquainted… or may be unacquainted. His name signifies a Crucian icon as a resonated imprint in the psyche of some of today’s greatest talents on the island as well as in the Diaspora. He is Rupert W, Ross, Jr of the beautiful Frederiksted, St. Croix.
Fortunate in life, I want to fortify Mr. Ross by his wealth of service to the people of St. Croix and the Virgin Islands. He portrays a period of over thirty-two years in the progressive development of the institution of education.
In 1963, Mr. Ross began a journey as an educator at the Claude O. Markoe School teaching Mathematics and Spanish to daytime students and adult learners. Later, he served as a high school assistant principal and principal, a district director of labor relations and contract management, a superintendent of schools for St. Croix, and the Virgin Islands of the United States assistant commissioner of education.
Yes, Mr. Ross was my high school principal (1977-1981). I remembered his great personality at great length as the principal at the St. Croix Central High School. He managed at the time of a rapidly demanding environment: managing double sessions, increasing classroom population, and handling teachers’ shortage. Each one of his students came with unique challenges and demands. Most importantly, however, Mr. Ross created an environment which helped us, his students, to realize our full potential. I am a testament to his efforts, hard work, and creativity. Thanks Mr. Ross.
But truly! Who can forget the voice, heard but not seen, walking through the corridors of Central High School echoing, “…go to class!” Over forty years, I still remember the principal’s walk and our immediate rushing to class with a background reverberation from students, “Mr. Ross! Mr. Ross!” Yes, his students’ education made the top of his priority list. Bravo.
In the architecture of Mr. Ross’ lifetime of services, education is a partial fraction. He served a two-years tenure as St. Croix Administrator, the representative for former Governor Charles W. Turnbull. Later, he served in elected capacities in two Constitutional Conventions, one as a member and the other as its president, as a member of two Virgin Islands Status Commissions, and as an elected member and chair of the Virgin Islands Board of Elections.
But that’s not all. His community involvement spans over six decades: most notably as a member and president of the Frederiksted Jaycees, charter member and vice president of the St. Croix Federation of Teachers, AFT 1826, member of the Virgin Islands Urban Renewal Board, charter board member of the Virgin Islands Opportunity Industrialization Center, a member of the State Job Training Coordinating Council, charter member of the Board of Director Boys and Girls Club of the Virgin Islands, and currently as a member of the Caribbean Center for the Boys and Girls Club. He was also the program coordinator for the St. Croix Sports Foundation, vice-president of the Virgin Islands Basketball and Baseball Federations, chair of the St. Croix Horseracing Commission, and chair of the Board of Directors of the Frederiksted Economic Development Association, Inc.
Now, let’s circle back to our essence of tonight: his service as a Rotarian. As of July 1, 2024, his daughter, Cheru Ann, takes the helm at Rotary Club of St. Croix West as the President. This leadership handover marks a significant moment in the Club’s history as it prepares for the next generation of leadership.
Speaking about Mr. Ross as a Rotarian, we shall now address him as PDG Ross. I’ll tell you why, later.
PDG Ross joined the Rotary Club of St. Croix West in 1982. And since then, he served the Club as director, treasurer, secretary, committee chair, and twice as president. Most importantly, his service included serving as District Governor (2008 – 2009) of the Rotary District 7020. The district consisted of rotary clubs in Anguilla, Bahamas, British Virgin Islands, Cayman Islands, Haiti, Jamaica, St. Maarten, St. Martin and the US Virgin Islands. Simply put, PDG means Past District Governor.
His extensive background and deep connection to the organization uniquely position him as a formidable leader in District 7020 serving in many roles to include:
• District Governor Group Representative (1993–1996)
• District Conference Chair (1994–1995)
• District Secretary (2001–2002)
• Assistant Governor (2003–2006)
• Delegate -- Rotary International Council on Legislation in 2013 and 2016
• District Trainer (2014–2016) and (2018–2019)
In addition, he also served as a District Rotary Friendship Exchange Chair, District New Club Development Chair, District Rotaract Chair, and District Membership Attraction and Engagement Chair. He is a Sunshine Division Discussion Leader. He also served as Senior Advisor to Immediate Past District Governor Deborah Howell and is currently the District Rotary Foundation Committee Chair.
He is a Major Donor, a Sustaining Member, and a member of District 7020 PolioPlus Society. He has attended thirty- six district conferences, five zone institutes, and nine international conventions. He was one of ten district governors out of 534 recognized for exemplary leadership in growing their district membership at the Rotary International convention in Birmingham, England, in 2009. He is also a recipient of The Rotary Foundation Citation for Meritorious Service and its Avenue of Service Award.
PDG Rupert lives in St. Croix, United States Virgin Islands with his wife of fifty-four years, Cheryl Seales Ross. They have three adult children, Cheru Ann, Rupert Oliver Webster, and Edgar Tyrone Alexander, seven grandsons, one granddaughter, and four great-grandchildren.

These principles have been developed over the years to provide Rotarians with a strong, common purpose and direction. They serve as a foundation for our relationships with each other and the action we take in the world.
The Object of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to encourage and foster:
• FIRST: The development of acquaintance as an opportunity for service;

The Four-Way Test is a nonpartisan and nonsectarian ethical guide for Rotarians to use for their personal and professional relationships. The test has been translated into more than 100 languages, and Rotarians recite it at club meetings: Of the things we think, say or do

Rotarians pride themselves on providing service to others, promoting integrity, and advancing world understanding, goodwill, and peace through our fellowship of business, professional, and community leaders. And on St. Croix, their legacy shows, especially in the Rotary Club of St. Croix West. So what ignited this club?
Prior to 1968, St. Croix had only one rotary club: The Rotary Club of St. Croix, and members from the town of Frederiksted journeyed to Christiansted on Thursdays to attend its weekly luncheon meeting. But it was the brainchild of the late Peter A. Christian to establish a rotary club in Frederiksted. Despite, his difficulties in finding twenty dedicated persons to commence a new club, he succeeded and birthed the Rotary Club of St. Croix West.
On November 2, 1968, Dr. Mario F. Ramirez Acosta, the Governor of Rotary International District 403, presented the Charter of the Rotary Club of St. Croix West to President Peter A. Christian, which provided some roots in Frederiksted. Today the Club is under Rotary International District 7020.
Since then, the Club has spread its wings to what sums up to the winning culture at the club best. Noteworthy to say, as part of District 7020, the club closely collaborates with Caribbean clubs to include USVI, BVI, Jamaica, Haiti, Cayman Islands, St. Martin, St Maarten, Bahamas, the Turks and Caicos Islands, Anguilla, and St Barths.
The Rotary Club of St. Croix West has distinguished itself as one of the outstanding service organizations not only on St. Croix but also in the Rotary District. Our club has taken lead in establishing and maintaining such projects as
• Sponsoring the attendance of two high school students each year at a World Affair Youth Seminar on the US. Mainland.
• Rising to the occasion several times yearly as emergency needs (medical, fire, etc.) Are brought to the club’s attention.
The Rotary Club of St. Croix West during the last twenty years, through the Rotary Foundation of Rotary International, contributes funds towards the annihilate of polio worldwide. The club also contributes towards a feeding program in Haiti, improves drinking water, and provides sanitation infrastructure. Our support helps to eradicate diseases which cause misery, pain, and poverty for millions of people worldwide.
• Funding and serving at the annual Christmas party for the residents at Whim Gardens for senior citizens.
• Funding various children’s Christmas parties.
• Assisting the Boys and Girls Club of St. Croix.
• Sponsoring and serving at Interact Clubs for young people at St. Croix Central High School, St. Croix Educational Complex, and the Arthur A. Richards School
• Awarding a one to four-year academic scholarship to a high school graduate each year;
Women are active participants in Rotary, serving their communities in increasing numbers and serving in leadership positions in Rotary. The 1989 Council on Legislation vote to admit women into Rotary clubs worldwide remains a watershed moment in the history of Rotary. Since then, many women have served or are serving in leadership roles to include our current president, Ophelia “Nemmy” Jackson, current Assistant Governor Jenell Bryan, and Past District Governor Deborah Y. Howell.
The Rotary Club of St. Croix West has provided Rotary International District 7020 with four District Governors: Sanseric Powell (1990-1991), Edgar Iles (1995-1995), Rupert W. Ross, Jr., (2008-2009), and Deborah Y. Howell (20222023). The current Assistant Governor for the island of St. Croix is Jenell Bryan.
The love of Rotary and challenge of “Service Above Self” along with talents remains in abundance in our club and in the heart of Rotarians. The Rotary Club of St. Croix West looks forward to continued service with distinction to local and international communities.
Rotary clubs bring together people across generations who wish to create lasting change in the world, in their communities, and in themselves. Rotary and Rotaract members around the world strengthen their connections to friends and neighbors taking action through service. From big cities to rural villages, Rotary is changing communities like yours.
