Expanding the Next Generation of Performing Arts in Milpitas

Swinerton’s Bay Area Building and Self-Perform groups will provide contracting services for the Milpitas High School Performing Arts Center project. This vital project addresses the pressing needs of the current student body by replacing the existing 350-seat auditorium with a state-of-the-art, 40,000-squarefoot performing arts center. The center will serve the district-wide community with seating for 550, and will feature a fully recessed orchestra pit as well as a counterweight and motorized rigging system.

In addition to its main features, the center will house smaller spaces dedicated to practice and skills development, including a black box performance space for drama, teaching spaces, classrooms for choral, band, orchestra, and design technology, and an art gallery. Swinerton is excited to partner with LPA Design Studios to expand the number of educational facilities available in Northern California.

T

he past two years have seen construction demand soar. To keep up, contractors find themselves in need of more skilled and qualified workers, all while facing a significant worker shortage, according to a report released earlier this year by Associated Builders and Contractors (ABC).1 ABC’s data shows that construction firms will need to attract over five hundred thousand workers on top of the normal pace of hiring to meet the demand for labor. This worker shortage is occurring at both ends of the worker pipeline: greater numbers of experienced workers are reaching retirement age, while fewer younger workers are entering the industry.

But numbers do not reflect the whole picture.

Across the country, workers crave opportunities to learn, be challenged, and make an impact through their work.2 They want to feel that they and the work they do matters.

THE NEXT GENERATION OF FOREMEN AND SUPERINTENDENTS

A highly skilled workforce requires highly skilled support. Swinerton’s craftspeople, foremen, and superintendents are developed and guided by some of the most knowledgeable support professionals in the industry—our Field Talent Partners.

W

e recognize the challenges posed by workforce development and the scarcity of skilled builders in the construction industry. When it comes to addressing the industry-wide question, How do we create the builders we need to achieve our operational goals and the goals of our clients? Swinerton does not merely search for new talent. We proactively nurture and grow our field talent.

Training and development have been traditionally lacking in the construction industry, especially in open-shop markets. In 2018, Swinerton introduced the Field Talent Partner (FTP) role to address the issue of training head-on. The primary focus of this dedicated team is to provide comprehensive training programs and development support for our builders in the field.

Foreman Builder Program Foremen and general foremen are the heartbeat of every project. They carry the responsibility of overseeing and ensuring the quality of work performed on their shoulders.

Unfortunately, most foremen receive little to no training for this critical role. To bridge this gap, the FTPs designed the comprehensive Foreman Builder Program, consisting of 21 modules that cover the essential leadership, communication, and management skills to successfully lead their crew and teams.

Swinerton’s Foreman Builder Program equips participants with project skills, focusing on productivity, quantity take-off, contracts, and Critical Path Method (CPM) scheduling, among others. Lasting approximately 14 Apprenticeship Training Program months, the program currently has 172 Swinerton initiated its very own apprenticeship participants from every region. To date, 70 training program to deepen our commitment foremen have completed the program— to empowering our craft workforce. Using the something we are incredibly proud of.

Spearheaded by a task force of experienced superintendents, field operations managers, and our very own Dr. David Gunderson—a well-known professor, author, and construction management expert in the industry—the program focuses on a wide range of essential skills. Superintendents and trainees attend four two- and half-day sessions over 18 months and dive into learning leadership skills, project schedule competencies, contracts, financial management, risk management, business acumen, and technical proficiency.

We firmly believe that a well-trained craft workforce with a strong commitment to safety produces superior quality and efficiency, reducing the need for costly rework and minimizing warranty issues.

All of us at Swinerton understand the importance of nurturing and developing the next generation of field talent. While we continue growing as a national self-perform general contractor, our strategic plan invests in developing our craftspeople and fostering a culture of excellence.

In doing so, we ensure that we have the industry’s finest builders to serve our clients, along with a strong talent pipeline of superintendents, foremen, and skilled craft professionals.

What does a Field Talent Partner do?

FTPs play a crucial role in nurturing and expanding our field talent. From apprentices to superintendents, they foster growth and development. But it doesn’t stop there.

The FTP goes beyond training; they actively engage with and get to know our skilled professionals, supporting and advocating for them. Their mission is to recruit, train, and retain the industry’s best field talent. They ensure our workforce understands Swinerton’s core competencies, how we complete our work, and how we embody our culture.

This approach empowers Swinerton to cultivate the next generation of superintendents, delivering seamless project execution and unmatched expertise to our clients.

Kerry Swain has over 44 years of extensive experience in the construction industry, starting in the carpentry trade. In his 30 years at Swinerton, he has worked from Assistant to General Superintendent to his current position as Director of Field Talent Partners. As a Master Trainer with NCCER, Kerry represents Swinerton in all of its field talent training programs.

ATTRACTING AND RETAINING

THE BEST TALENT Amid labor shortages and soaring demand, the construction industry is still contending with an ‘old’ problem: retaining top talent.

S

ince the COVID-19 pandemic, there has been a significant increase in people leaving their jobs for other professions. This phenomenon, known as the “Great Resignation,” saw nearly eight hundred thousand people in the construction industry alone quit their jobs in the last four months of 2021, according to the U.S. Bureau of Labor.1 Shifting generational values that tend to promote other occupations over construction, as well as an increasing emphasis on more work-life balance, has made attracting and

retaining a productive workforce increasingly difficult for construction firms nationwide.

However, the demand for commercial construction is only going up. For many construction firms, the Great Resignation has served as the catalyst for evaluating how they can evolve to meet the needs of today’s workforce.

For an industry that is timeand labor-intensive by nature, firms must grapple with how they can support and respect employee’s need for work-life balance while still maintaining ever-increasing labor productivity standards.2

Career Advancement By shifting Swinerton’s mindset towards hiring an employee for a career, rather than for a single position, we attract ambitious and motivated talent looking for long-term employment and career growth. With a team of over 80 professionals focused solely on recruiting and developing craft and administrative employees, we have deployed numerous workforce development initiatives that ensure a robust flow of talent.

A Valued Workforce As a labor-intensive industry, construction is often subject to mental health challenges and burnout. Common obstacles such as material delays, weather disruptions, and other setbacks often result in working long hours to meet deadlines and tight schedules. The added stress and increased pace can create a tense environment for exhausted employees, whose fatigue puts them at risk for job-related injuries.

At Swinerton, a positive jobsite experience is of utmost importance. Each of our employees is empowered with “Stop Work Authority,” allowing them to halt jobsite operations at any time if unsafe conditions arise.

Jared's attention has been focused on recruiting key talent and creating new opportunities for economic growth in the region. In collaboration with ABC Carolinas, he established a carpentry training program that provides tuitionfree schooling for construction workers.

The program has graduated more than 15 skilled professionals in its first year.

Denver’s Premier Office Building in the Heart of RiNo

L

ocated in the vibrant River North Arts District (RiNo), The Current is the area’s first mid-rise, Class A speculative office building. Developed by Schnitzer West/Newmark and designed

by Davis Partnership, this project embodies aesthetic elegance, integrated collaboration, and a determination to thrive despite uncertainty.

Breaking ground in April 2021 amidst the challenges posed by the COVID-19 pandemic, Swinerton spearheaded construction on the 12-story, castin-place, post-tensioned structure.

Overcoming obstacles along the way, The Current topped out in July 2022 and officially opened its doors in August 2023.

While The Current is the first midrise office building to market, it is just one part of the bustling construction scene in the RiNo neighborhood. With simultaneous construction efforts on all four corners of the property, transparent

and seamless coordination became essential. Contractors managed concrete deliveries, equipment movement, and other potential congestion to mitigate disruption. Through the establishment of the Partners of Chestnut, an alliance formed among developers in the area, the projects’ contractors created effective communication channels to keep the neighborhood informed and engaged.

Swinerton actively participated in monthly meetings, sharing construction schedules and logistics with the Partners and local businesses. To further foster goodwill, the project team personally reached out to neighboring businesses and homeowners, ensuring minimal disruption during construction.

The Collaborative Efforts Behind Radian Swinerton’s commitment to preserving San Diego history shines through Radian, a dynamic mixed-use building that seamlessly incorporates the historic façade of the Pacific Telephone and Telegraph Company Garage.

ituated at the heart of Downtown San Diego, CA, Radian offers an exceptional live, work, and play experience with stunning views of Petco Park, San Diego Bay, and the iconic Coronado Bay Bridge. But what sets Radian apart is its commitment to preserving the city’s history.

The building integrates the historic façade of the Pacific Telephone and Telegraph Company Garage into the structure, originally constructed in 1932, creating a cohesive and inspiring space in the East Village. Swinerton collaborated closely with local organizations to ensure the cultural significance of Radian was maintained.

Designing and Building for the Community:

The Multnomah County Holgate Library

A collaboration between Swinerton and Timberlab, the Multnomah County Holgate Library in Portland, OR, celebrates community spirit through innovation and sustainable design.

T

his impressive two-story mass timber structure will triple the size of the original 6,400-square-foot library built in 1971, accommodating the growing population of Portland’s vibrant and diverse community. The project is part of the 2020 Multnomah County Library Bond and is one of eight transformative initiatives undertaken by Swinerton.

Designed with the community in mind, the library will feature a spacious play and learning area for children and families, a dedicated teen room, versatile programming rooms, meeting spaces, and an inviting outdoor plaza.

The project team is also striving for LEED® Gold certification, with radiant flooring, a rooftop photovoltaic system, and a mass timber structural system crafted in collaboration with Swinerton’s subsidiary, Timberlab.

Community members have played a crucial role in shaping the eco-conscious library’s design, ensuring a space that

fosters civic pride. The project team formed partnerships with local people and organizations—including Community Design Advocates, the Regional Arts and Culture Council, and the “Your Street Your Voice” teen program—through focus groups, public meetings, surveys, and other community engagement initiatives. The input influenced decisions on the interior design and exterior color scheme, as well as artwork featured in the exterior plaza, elevator walls, and bike area. By providing healthy and inspiring spaces with a strong connection to nature, the library promises an uplifting and welcoming experience for patrons of all ages and backgrounds.

Swinerton, Bora Architecture & Interiors, Timberlab, and Multnomah County Libraries broke ground in January 2023 and celebrated a significant topping out milestone this summer. During the preconstruction phase, Swinerton led a thorough analysis comparing mass timber to traditional framing.

After careful evaluation and coordination during schematic design, mass timber emerged as the best choice to achieve the Library’s sustainability goals.

With this decision made, Swinerton and Timberlab collaborated on a BIM model to ensure the smooth installation of the timber and demonstrate all of the penetration points. Weekly reviews with all trade partners guaranteed seamless coordination, with special attention given to the steel subcontractor to ensure a flawless tie-in between the mass timber and steel components.

Thanks to the collaboration between Swinerton and Timberlab, the installation was completed in just 17 days, outpacing the targeted schedule.

As the project progresses, Swinerton and Timberlab are filled with anticipation and excitement for the project's potential. More than just a building, the Multnomah County Holgate Library is a sustainable and adaptable space that will inspire and bring the community together for years to come.

SkillsUSA

Swinerton’s Prep for Success program successfully prepares local and certified business enterprises to partner with Swinerton on projects by informing them of expectations and processes, and providing best practices for successfully bidding work.

Delivered by Swinerton’s own experts, the program is centered around relationship-building and can be tailored to the needs of each region we work in, covering topics such from prequalification, BIM/ VD&C, insurance, scheduling, workforce management, estimating, safety, accounting, and more.

According to a recent article from CNBC, the construction industry in America has over six hundred thousand open positions.1 The number of online applications for roles in the construction industry fell 40% at the beginning of the pandemic and has remained flat since. As older generations look to retire, many companies are desperately searching for the next generation to take their place.

The success of our trade partners directly contributes to the success of our projects, our communities, and our company. Across our divisions, Swinerton continues to regularly exceed its goal to award at least 20% of its subcontracting and supplier volume to small, local, and diverse businesses.

In 2022 alone, Swinerton awarded $549 million to diverse trade partners companywide, for a total spend of 22.2% of subcontracting and supplier volume across all our divisions. Over the past five years, we have awarded over $3 billion in subcontracting dollars to diverse businesses.

One way that Swinerton finds that next generation of talent is through The Swinerton Foundation’s Adopt-a-School program with SkillsUSA. SkillsUSA’s Architectural and Construction cluster is a creditearning high school elective course that adheres to the curricula of NCCER—the industry’s leading nonunion, open shop technical skills training program.

Over the last few years, The Swinerton Foundation’s robust and enthusiastic partnership with SkillsUSA and local Departments of Education has grown to encompass nine schools in eight states—all at which Swinerton volunteers are actively engaged as mentors. Swinerton’s goal is to uplift at least one school in each of its self-perform locations and provide apprenticeships to graduates of the program so that the workforce of tomorrow has the opportunity to become as skilled as the workforce of today.

Remembering Charles “Rick” Moore, 1952 – 2023 Vice President and Director of Community Relations Rick Moore will always be remembered for his contributions to Swinerton and the building industry. Rick joined Swinerton in November 1981, and from the beginning championed minority contractor empowerment and created opportunities for minorities in the commercial building sector.

With unwavering dedication, Rick became a catalyst for structured outreach efforts at Swinerton. He promoted the importance of diversity within the industry and fostered inclusivity, laying the foundation for Swinerton’s robust Community Relations initiatives today.

Rick built strong relationships with communities where Swinerton operates, forming ties with national minority contracting and advocacy groups. He worked towards leveling

the playing field for emerging trade partners, ensuring broader participation in the construction industry. In addition to his support of external partners, Rick championed diversity within Swinerton’s workforce, both in management positions and the field. His efforts enriched the company’s labor force and created a culture that values inclusive perspectives.

In 2019, Rick retired from his role as Director of Community Relations. In honor of his lasting impact, Swinerton has contributed to the National Association of Minority Contractors, which recognized Rick as a Hall of Fame member in 2013.

This donation supports the association’s ongoing outreach work within the industry and serves as a tribute to the memorable contributions made by Rick throughout his career.
