Thai-Sweden Review Message by Jan Eriksson President Thai-Swedish Chamber of Commerce
Dear Members, The Thai-Swedish Chamber of Commerce celebrated its 25th Anniversary with an exhibition on October 24-26 2014 for the Thai public at Central World, focusing on Swedish Innovation. We also held our 25th Anniversary Gala Dinner at Landmark Hotel on October 25 – a spectacular event! The inauguration of the Chamber in 1989 took place in the presence of Their Majesties the King and Queen of Sweden. His Majesty also sent a congratulatory telegram to the Chamber for its 25th Anniversary which was highlighted at the Gala Dinner and now framed and hanging proudly in the TSCC office. The Anniversary exhibition was gracefully officiated by the Swedish Ambassador Klas Molin and attended by a number of TSCC members and official guests. The Ambassador reflected on the long outstanding relationship between Thailand and Sweden and concluded “It is also our joint ambition to increase and deepen an already existing dialogue on innovation between Thailand and Sweden.” I also stated “Sweden is recognized as one of the most innovative countries in the world. There are lots of companies in Sweden that would like to transfer technology to Thailand and the liberalization of the Service Industry in Thailand would facilitate an expansion in foreign investment into Thailand. TSCC is a great believer in free trade and transfer of technology as an instrument for economic growth and prosperity in Thailand for the benefit of all Thais as well as foreign investors.” The setting of the Gala Dinner was superb with excellent food, drinks and entertainment, as shown in this Anniversary magazine. The spotlight was on the awards for the members who were around when the Chamber was started and are still members today. Khun Worachai being No.1 as a founding member, a former President and a Governor for the entire 25 year period, as well as Anders Lundqvist the doyen in the Swedish business community in Thailand! Many thanks to all staff and volunteers who made these three days October 24-26 so memorable for the TSCC. Also, TSCC participated in the Thailand Property Award (TPA) 2014 where our member Sansiri PCL was awarded the prize for the Best Condo Developer. The partnership with TPA and TSCC fits well with the Chamber’s long term involvement in presenting the issues for foreign investors through the Thai Property Guide. In this magazine you will also find an important article about Swedish International Development Cooperation Agency (SIDA). Sweden has always been at the forefront of international aid. SIDA, with its headquarters for Asia in Bangkok, is supporting Asia to an amount equal to more than 1 billion Baht per year. Their regional long term approach is to give sustainable support to the people that most need it. “In terms of development aid policies, we are representing Sweden here. This is an opportunity to be able to put forward the Swedish agenda regarding gender equality, human rights, environment and climate change.” Last but not least, Elephant Polo! xecutive Director of TSCC Mr. Peter Bjork presented Mr. Stuart Ward as the MC of the evening, mentioning that since he was British by birth, but Swedish by choice, Stuart Ward was in a way more Swedish than anyone else at the Dinner. The MC then gave the word to President of the TSCC, Mr. Jan Eriksson who held the main speech of the evening. Outlining what was still ahead of them, Mr. Eriksson encouraged the guests to relax, the men to feel free to take off their jackets and for all to have a good time. Many guests followed his suggestion, although the speakers all remained in full attire. The inauguration of the Chamber in 1989 had taken place in the presence

of Their Majesties The King and Queen of Sweden. In February this year, His Majesty had wished to congratulate the Chamber and sent a Congratulation Telegram to the Chamber via the Embassy of Sweden in Bangkok. The Chamber had obtained a copy of this from the Royal Court in Stockholm which Mr. Peter Bjork read to the guests followed by a long applause. Mr. Eriksson went on to warmly thank all the sponsors of the Gala Dinner, whose logos were all prominently displayed on the backdrop. Going beyond this, he also thanked all the companies who had taken part in the three Swedish Days called “Beyond Innovation� which was held in CentralWorld coinciding with the Anniversary.

In the very best of Swedish party traditions, Mr. Bjork then led the guests in a “Helan gaar”-song before the aquavit that had been waiting in iced glasses went down. The dinner started with marinated herring and salmon on dark bread, continued with snow fish and culminated in an amazingly tender, slow cooked meat dish, accompanied by an excellent mix of nostalgic music by Swedish DJ Joakim Persson. During the dinner, Minister Counsellor and Deputy Head of the Embassy of Sweden in Bangkok, Mr Christoffer Berg, greeted the members on behalf of his Ambassador Klas Molin, who could not be present. Mr. Berg pondered over whether the Chamber was old or young. For some of the founding members, the Chamber was

likely not that old, while for him when he arrived here he thought of it as, well, rather “established”. Before leaving the stage, he called up Mr Jan Eriksson and presented him with a hammer and a portrait of Mr. Eriksson himself and encouraged him to start a gallery of Presidents of the TSCC. The dinner was accompanied by excellent white and red wines and mixing with the aquavit, more of the male guests had by the time the desert buffet was served indeed removed their jackets and were chatting loudly around the tables. This was also the case when Mr. Eriksson again took to the stage and called up many of the founding members who were present in the audience. One by one they were presented with a commemorative gift, handed to them by Mr. Jan Eriksson

assisted by the long-serving Assistant to the Executive Director, Mrs. Vipaluck Chomchuenjit or Khun Mam as most members know her. Khun Worachai Bhicharnchitr and Anders Lundquist both said a few words and thanked for the commemorative gifts. At this point the famous Swedish magician Mr. Seth Engstrom was given the seemingly impossible mission to re-focus the party at what was going on at the stage. Mr. Engstrom, however, quickly accomplished that with a remarkable display of energy and a set of stunning tricks. When the audience was recaptured and fully in his hand, he then threw in a series of card tricks with close up video. In the silence during his performance you could hear the audience gasping in awe when he twice said he would “reveal� how the

trick was done – only to pull yet another stunt. Mr. Engstrom’s performance was followed up by three songs performed on stage by the lead singer of Sweet Inspirations, the fabulous resident Filipino band that plays at The Huntsman Pub in the basement of The Landmark Hotel. The songs revealed the remarkable voice of the lead singer and served as strong encouragement for all the remaining guests to continue the party downstairs once they were done with the well assorted desert buffet.

he Thai-Swedish Chamber of Commerce (TSCC) celebrated its 25 Years Anniversary with an ambitions exhibition for the Thai public at CentralWorld, in the heart of Bangkok, focusing on Swedish Innovation. This 25 Years Anniversary jubilee exhibition was held on24-26 October 2014, highlighting Swedish trade and investment in Thailand as well as other aspects of Thai-Swedish relations. Many global Swedish brands once started based on innovations are today among the members of TSCC. Giving the exhibition the title ‘Beyond Innovation’ the TSCC wanted to show that these same brands - and new Swedish brands - continue to innovate far beyond the initial innovation that made them world famous. It was also a time to highlight the many companies originating from Sweden being established in Thailand since long - and not least a great opportunity for some
promotion of Sweden in general in collaboration with the country’s mission here. Speaking at the opening ceremony on Friday 24 October, the Chamber’s President Mr. Jan Eriksson, highlighted that as TSCC had grown into an important organisation representing Swedish business interests in Thailand, the exhibition reflected on the past 25 years during which many Swedish brands and companies have built and established a strong presence on the Thai market. The President also pointed to the Nordic country’s top position in terms of innovation. “Sweden is recognised as one of the most innovative countries in the world. We work hard to keep that position. In two different global rankings for 2014 Sweden is placed second and third respectively.” “There are lots of companies in Sweden that would like to transfer
technology to Thailand and the liberalisation of the service industry would be a great facilitator for an expansion in foreign investment into Thailand,” he continued. “TSCC is a great believer in a free trade and transfer or technology as an instrument for growing trade and prosperity. Every day society faces new challenges. And these are driving forces behind Swedish innovation. Among what we show are examples how we in Sweden bring out the best from existing products and knowhow and create new amazing things.” Ambassador’s opening speech Sweden’s Ambassador to Thailand, His Excellency Mr Klas Molin honoured the occasion with the opening speech, welcoming attending VIP guests from several ministries in Thailand, as well as international business and trade organisations, the exhibitors, and representatives from the European

Union and the business chamber community. The Ambassador started by pointing out that TSCC constitutes a hallmark and good symbol of the Thai-Swedish cooperation. “It’s a great, personal pleasure, an honour, to be here to witness also the exhibition which signifies – it’s only a sample but I think signifies – very much what Thai-Swedish trade and investment is all about,” he continued and went on to look back, much further back than just the 25 years’ existence of TSCC, by emphasizing the long-lasting bounds and trade relations between the two countries. “The visit by his Majesty the King Chulalongkorn Rama V to in Sweden in 1897 was an important generator, an incubator, if you will, of our relations in general but of trade in particular.” And he continued, making an impact on the VIP audience: “Relations between our countries begin and end with our people-to-people contacts, but trade is very much at the core of these relations. All other contacts as well as trade and investment contacts are continuing to prosper and as Ambassador of Sweden I’m very happy to make this point and note that very fact.” The relations between the two countries have increasingly prospered and deepened since the chamber’s founding, he pointed out and forecasted that Thailand and the region is at the heart of what will be the centre for economic growth in the century to come.

“With this development, and responsibility even, comes growing demand for technologically advanced and environmentally friendly and sustainable solutions – for innovation. It means growing demand for business, for the increasingly educated public and for the growing numbers of demanding and selective customers. We, Swedes, naturally welcomes this for what it means for Thailand but also for the demand for Swedish products, Swedish solutions.” As a result of this the Ambassador also predicted that Swedish investments in Thailand would continue increasing. “Reflecting on the companies in the exhibition he concluded: “Many are world leaders in their fields and many invest in assembly and production here in Thailand. Innovation is at the core of this joint success and it’s the ambition of the Chamber and of the participating companies to give you a taste of what Swedish innovation in Thailand is all about.” “It’s also our joint ambition to increase and deepen an already existing dialogue on innovation between Thailand and Sweden. I want to thank the Chamber, its partners, but also all the Thai counterparts for showcasing this ambition here today.” Royal telegrams Their Majesties HM King Carl XVI Gustaf and HM Queen Silvia of Sweden also sent their congratulations to TSCC, though they were not able to attend the 25th anniversary celebrations. However, a congratulatory telegram
from HM King Carl XVI Gustaf was sent to TSCC directly from the Royal Palace in Sweden and read out to the guests at the Gala Dinner, held on 25 October at Landmark Hotel. This is in fact the second royal congratulatory telegram to the Chamber. The first was sent in 1999 when TSCC turned ten years. Both telegrams have been framed and hung on a wall in the TSCC office for all visitors to see.

When it comes to the theme, this designer and developer of digital marketing solutions for the real estate industry is simply spot on. DIAKRIT was a perfect example of what TSCC wanted to showcase at CentralWorld; companies that utilize knowhow and innovation in order to improve a market with the solutions for the future. Of the state-of-the-art systems and innovative products created by companies who are members of TSCC, DIAKRIT truly represents the inventive spirit that many Swedish companies stand for, thus contributing to the country’s high-ranking position as one of the most innovative countries in the world. Saab – beyond innovation in air traffic management The Asia-Pacific region has over a number of years experienced an over 10 per cent strong annual air traffic growth. In fact, Asia Pacific is already the world’s largest aviation market. Saab offers a wide range of solutions designed to support air transportation players in optimizing and securing the different sectors of air transportation covering traffic management, airport support, security and solutions providing net centric capabilities. The International Civil Aviation Organization (ICAO) estimates that air traffic in the Asia Pacific region will triple by 2030. With this anticipated growth in air traffic, the aviation industry faces many challenges. The International Air Transport Association (IATA) published its first 20-year passenger growth forecast in October 2014, projecting that passenger numbers are expected to reach 7.3 billion by 2034. For the full year 2012 IATA reported 2.98 billion passengers. Many key airports in the Asia Pacific region are already operating at near full capacity with airlines having to manage a lack of timely information for long-haul flights and interacting with an air traffic control community where capabilities vary widely. In the complex and demanding environment of an airport a number of players cooperate to make the flow of aircraft, people and goods run securely and efficiently. Even small disturbances or disruptions can cause severe damage in terms of delays and costs. You must have heard of unmanned vehicles and unmanned planes. Now it is time for unmanned air traffic control systems. With the advent of the new technology developed by Saab, known as Remote Tower, traditional air traffic management could go through a sea of changes in future.

Alfa Laval’s innovative technologies for sustainable solutions Alfa Laval – a world leader in heat transfer, centrifugal separation and fluid handling – is one of the official partners of the Thai-Swedish Chamber of Commerce when it celebrated its 25th Anniversary. The company showcased innovative technologies that help people around the world, and specifically Thailand, by creating better everyday conditions within the area of energy, environment and food. “Alfa Laval was established in Thailand in 1983, a century after its foundation in Sweden in 1883 with the invention of the world’s first milk and cream separator. We help our customers optimize their processes to reduce energy use, protect the environment, and make food and pharmaceutical production safer,” says Koray Chong, Managing Director of Alfa Laval Thailand. Swedish Innovation expo puts spotlight on Electrolux Electrolux, the Swedish company that has grown into a global leader in home appliances, will display its latest models of washing machines with the unique ‘Time Manager’ function at the Thai-Swedish Chamber of Commerce “Beyond Innovation” exhibition. Tetra Pak showcases innovative packaging solutions Tetra Pak, the multinational company with Swedish origin exhibited its latest innovations within food processing and packaging solutions, when the Thai-Swedish Chamber of Commerce (TSCC) highlighted its 25th Anniversary with the ‘Beyond Innovation’ expo at CentralWorld on 24-26 October 2014. Tetra Pak began its business over 60 years ago in the early 1950s as one of the first packaging companies for liquid milk. Today, Tetra Pak is the only international company in the world able to provide integrated processing packaging and distribution line and plant solutions for food manufacturing. The company operates in more than 170 markets around the world. Husqvarna showcases robotic mower at “Beyond Innovation” expo Husqvarna’s signature product, the Automower® robotic lawnmower, will be on display at the Swedish Chamber of Commerce 25 years anniversary ”Beyond innovation” in Thailand . Sansiri recently announced great success in attracting foreign buyers, with total sales of over 8,500 million baht (US$266 million) having been generated to date from this segment alone. 1,500 condominium units were sold to customers from 55 different countries. To date, the top foreign buyers of Sansiri condominiums are from Hong Kong, Singapore and Russia. The company further unfolded that a total sales of 585 million baht (US$18 million) had been achieved during the first eight months of 2014, a surge of no less than 460% from last year. “Although Thailand has experienced economic uncertainty as a result of political unrest starting from the end of last year to the middle of this year, foreign investors still show strong confidence in property investment in Thailand. These investors are accustomed to our political situations and are well aware that such negative economic factors were only temporary. Overseas buyers have selected Thailand as
their property investment destination because of the high rates of Return on Investment and the highly competitive prices of properties in comparison to Singapore and Hong Kong, among other places. Other factors are attractive characteristics known to

Polo The Thai Elephants’ Devoted, Swedish Friends By Joakim Persson
T
wo long-term Swedish members of the ThaiSwedish Chamber as well as residents of Thailand are enjoying a pastime that is as admirable as it is unique: elephant polo! And these aficionados, Björn Richardsson and Christopher Stafford, have also played an instrumental role in bringing this sport to Thailand. Fourteen years after the start of the “adventure” the elephant population can reap the rewards of their efforts: much fewer having to work on the streets of Bangkok.

“There are much less elephants in Bangkok nowadays, which is really good and the whole idea behind doing this,” says founder Christopher Stafford. The annual event allows 50 young elephants to be taken off the streets for a two-week period during the tournament, providing them with the best food possible, as well as in many cases the only proper veterinary check and vitamins they receive all year. And only street elephants, or other domesticated elephants are used for the tournament, the majority of them
brought in from Surin (known for its large elephant population.) So, then we know the background; that the event has a noble cause. But how could one come up with the idea? This is a story of how a fun and out-of-the-ordinary hobby, warm bonds between people, and also how a loving relationship between human beings and elephants, can make a big change for the better. Polo in Thailand? Christopher Stafford introduced the sport and tournament to Thailand in 2001 through Anantara Hotels, Resorts & Spas; the brand for which he and Björn was then working in Hua Hin. At the beginning the owner had his doubts but today it has grown into one of Thailand’s most prominent events for tourism promotion and a very essential, core project for Anantara’s CSR efforts on the annual calendar. Also, with the elephant being something of a national icon the event fits the purpose for tourism promotion like a hand in a glove. The idea came up from a friend, David Jacobsen (former owner of Qbar in Bangkok), whom Christopher had asked whether it was possible to play polo in Thailand. Then David had come up with the suggestion for elephant polo instead, which the Swede found it hard to believe. But his friend provided evidence from Nepal (where the game was invented nearly 40 years ago) in the form of pictures, upon which Christopher set out to realise it in Thailand, feeling it just had to be done. Thus, Kings Cup Elephant Polo was born and it has been quite a journey since then. “In the first year, we had six teams and were not sure what we were doing, but tried and it worked. It was

The Swedes think it’s an unprecedented experience to go to Nepal and play, with elephants that have lived in the jungle all their lives, out in remote nature. Every year they go there to play and to attend an annual meeting.
a bit ad hoc but it was great fun, we realized. Then in the second year we increased to ten teams, and in 2005 we peaked and had sixteen teams. And we’ve maintained that maximum ever since,” says Christopher. The purpose of the event has not changed much for the Swedes, which was always to help the elephants. “When Björn opened the Anantara resort in the Golden Triangle we built in an elephant programme. And I managed to entice John Roberts over here to establish the Golden Triangle Asian Elephant Foundation (GTAEF) which has been there for almost ten years and has grown immensely. So John, who was part of elephant polo also before and worked in Nepal with conservation, is a central figure in this.” Set up to improve the plight of Thailand’s elephants GTAEF has been diversified to include welfare projects that incorporate broader philanthropic and cultural objectives. Overseeing GTAEF, John is also Anantara’s Director of Elephants and Conservation Efforts at Anantara Golden Triangle’s on-site Elephant Camp. Up to now, over 40 elephants have been rescued from Thailand’s city streets, accompanied by their entire mahout family. “Those were previously street elephants and now live the good life and their families are compensated for the income they would otherwise have gained from having the elephants working on the streets, begging for food. Now the elephants don’t have to suffer, and can stay healthy and enjoy support from a veterinarian.” GTAEF is very much helped by the annual elephant polo tournament with its charity gala dinner.
And as the 2014 edition of the King’s Cup Elephant Polo Tournament was held in Bangkok, at VR Sports Club, for the first time (after previous stints in Chiang Rai and most recently held in Hua Hin) the charity auction raised a generous sum of THB4.5 million for various elephant charity projects bringing the total sum raised to US$900,000 (BHT 28.7 million.) The event is thus of big importance. “It’s among the foremost ways for the elephants to get money. You have this problem that there are 2600 jobless elephants. And they live on tourism; hiking etc., but they do not have that every day, sometimes they have no income for 3 - 4 months. And for their care elephant polo is probably one of the most positive supports ever for them. The mahouts fight hard to get to join each year.” Nepal the real deal As for participants, they come from all over the world, and every year includes the core of players from the birthplace of the sport – Nepal. “In my view those men that have been doing this for 30 years are the real deal.” “Without them elephant polo would not be what it has become today, because they have given it certain character. That’s quite important, there’s a very nice social life between all of us who have been part of this from the beginning; it has grown into a society. I think we would not have managed to keep this going without that. And it’s not anything snobbish. It has grown into a very strong friendship between the players. So it’s been a joy.” Björn can only agree: “It’s the people; it’s an incredible mix of great persons!”
Teams and mahout interaction Christopher, in consultation with Björn and two others in the Thailand committee, composes the teams before the tournament in Thailand each year, based on each player’s previous experience in order for them to be even. And any uneven team is given a handicap. “Part of what is fun with the game is that the teams are not very different, no team is stronger than the others.” In the case of a self-appointed team that is too good it would be given a lot of goals to achieve. How players communicate with the elephants and their mahouts can be tricky, while it’s of course crucial. “It’s not easy language-wise. The mahouts don’t speak English.” If you don’t befriend the mahout you may as well step off. He’s the guy directing the elephant completely. So you must encourage them all the time,” says Björn. “The more I play, and give them recognition, when stepping on the elephant and talking to them - with the little Thai I know - I can see that the better the mahout plays. It takes time,” thinks Christopher. Newcomers, who often arrive to Thailand for the very first time, get a cheat sheet, in order to be able to give directions to the mahout. Usually, individuals joining this “society” are sons and daughters, or friends from within networks of the various players. But anyone interested in joining the game can come forward. “Contact us; we take in new players. Some then stay for a number of years while others who don’t like it that much opt out.” It seems to be all about the friendship between people and the love of elephants, which appears to be a winning formula.

ince August this year the person in charge of Sida’s expanded office in BAnmgkokis Counsellor Anne-Charlotte Malm, Head of Development Cooperation – Regional Asia and Myanmar, but she had already been in working in the embassy for a year when she was appointed. The counsellor can share insights on Sida’s development collaboration in the region, what is being supported, and why. Then, what could be a better basis for the focus of this story than the ‘Strategy for regional development cooperation with Asia focusing on Southeast Asia!’ This strategy has been in place since July 2010 and is expiring by the end of June 2015, but might be extended until Sweden’s new government comes up with a new. “They may come up with a policy, wanting to continue. Then they’ll ask us to prepare a proposal for a new strategy. But we haven’t received that request yet, so for the time being it is business as usual,” says AnneCharlotte. As for sending out more personnel from the head office to the regions the Councellor explains that there has been an interest to localize officers
to the fieldwork; to be closer to the operations. “We’re now 8 officers and one manager, overseeing Myanmar as well, where we have a bilateral collaboration with two officers. Then, we have support from Sida’s head quarters, with expertise within the different sector areas, supporting our officers.” Gleams of hope The development support amounts to approximately SEK 1 125 million (EUR120 million) during the strategy period (225 million SEK yearly.) There are vast challenges in the region that Sweden and Sida are well aware of and that are part of the strategy’s summary of the bigger picture. Many people are still living below the poverty line; development has contributed to rapid urbanisation and put considerable strain on natural resources and ecosystems; the serious impact of climate change on the region; insufficient protection of human rights and widespread corruption in most of the countries. The issues seem insurmountable at times. But then, as Anne-Charlotte likes to point out, comes gleams of hope and that there also are many good forces that Sweden supports.
Human Rights in Asia When we met with Ann-Charlotte Malm, Sweden’s Right Livelihood Awards has just been announced to, among others, Basil Fernando from Asia Human Rights Commission (AHRC) for his untiring and remarkable engagement in the struggle for human rights in Asia. The alternative Nobel Prize aims at honouring and supporting people who have contributed to practical solutions for the world’s pressing challenges. Basil Fernando has been a leading advocacy for human rights in Asia during three decades and Sweden has been supporting AHRC for many years. “There’s a reason why Sweden is working with development assistance. We want to drive certain key issues and share the know-how that we have in Sweden within these areas,” Mrs. Malm said. “This is why we try to support the good forces, the organisations and individuals that work with these key issues. For instance there are networks within human rights, gender equality, the right to land, etc. that are fighting a cause against their respective governments. It’s crucial for those networks to get support – both morally and politically – from a country

like Sweden, so they can pursue their issues. We have seen that we can add value there.” “We cannot run development on our own in Asia. But we can support those advocating a development for the better. Then how these forces succeed is, of course, difficult to say, because it has a lot to do with economic growth. This is a common political priority; but it shouldn´t be growth at the cost of the environment and human rights.” Strictly regional The overarching objectives of Sweden’s regional development cooperation with Asia focusing on Southeast Asia are greater respect for human rights, more sustainable use of natural resources and planning for communal services for people living in poverty, and increased regional integration. “Within these areas we support organisations that work on a regional basis, with problems that are regional that can be solved through collaboration between the countries.” Compared to donors generally Sweden is, noteworthy, quite unique with its regional focus. “We’re asking ourselves why this is the case. It’s interesting because we

have collaborated with other donors; here in Asia with Finland and Australia, and now both of them have withdrawn. US Aid is still here; we’re looking at collaborating with them. Finland has changed its approach here and is now focusing on Myanmar. I do not know if there is any analysis behind them not working regionally. But to be so clear in the definition, we are quite unique.” “We are working bilaterally in, Cambodia, Bangladesh and Myanmar [Burma]. Then it’s another approach: looking at it nationally and supporting national organisations and most often governments.” “And as for added value of regional cooperation, it’s interesting to look at human rights – persecution happens on national level, but if you have a regional network one can highlight sensitive questions easier and avoid being harassed on the national level.” “We focus on Southeast Asia and the poorer countries, but we also support networks that cover larger areas. For example we support APWLD (Asia Pacific Forum on Women Law and Development) – working on women’s rights. And they cover the whole of Asia.” “There are a number of such large

networks and groups that we support in connection to equality, human rights etc.” “I should also point out that we support development of research capacity and here Sweden is quite alone.” South Asian Network for Development and Environmental Economics, and EEPSEA, The Economy and Environment Programme for Southeast Asia are among these. “The research networks we have supported so far have been focused on the environment. Now we’re preparing for supporting human rights research networks also.” The research networks that we have supported included scientists in universities; mostly for the long term and in-depth research. ADB and Mekong River Commission Two major development cooperation supported by Sweden should be highlighted. “One of our biggest supports is to the Mekong River Commission, related to collaborative use of water resources. The Mekong River is a common resource bordering many countries
that want to utilize the river. This is a big challenge and to meet it one must collaborate. The Mekong Commission supported by the donors, like Sweden, Denmark and the U.S has come up with a regional action plan for the use or the river as a resource, and also national action plans.” The other collaboration is with Asia Development Bank, ADB. “The Greater Mekong SubRegion cooperation is facilitated by ADB, where there are many plans for investments, in particular within transportation but also within energy and other areas. And the whole idea behind that is connectivity; that the countries should establish contact with each other. There we have positioned ourselves with a focus on the environment. We feel it’s very important that environmental concern is integrated within all activities.” Also regarding loans and guarantees Sida collaborates with ADB. “We can for example guarantee lending from ADB to share the risk and lower the cost for the borrower.” “A guarantee can be used both for loans to the private sector and governments. A poor country like Cambodia is not given the same
reasonable interest rates like other, high income, countries. Then we can be the guarantor; lowering the risks for the lender and reducing the interest rate for the borrower.” Sweden, via Sida, is one of the few donors offering guarantees. USAid is another donor that uses guarantees and we have initiated a collaboration with them which is very exciting.” An example of what has been done is guaranteeing a whole portfolio of projects for a bank, for instance for renewable energy projects that can also be difficult to get loans for. “This, innovative financing, is an area where we are active and try to develop and find new ways to operate.” CSR’s increasing importance The topic of corporate social responsibility (CSR) also deserves attention as programmes aimed at influencing businesses to enhance their CSR should be considered within the framework of each cooperation area respectively. It is very important, Anne-Charlotte confirms. “CSR is the responsibility of the companies, but different companies

interpret that differently. This can be viewed as a ladder, where corporations develop their CSR work, and has reached the highest step when the corporation that does well throughout its entire operation. There are those who have just started with CSR and might do some charity projects but continue producing something that might be destroying people’s lives.” “Therefore we now work with companies so that they can develop their positive impact on society. For instance, we collaborate with H&M where we support a project together, benefiting both of us and of course the country in question.” For H&M this concerns worker’s rights in Cambodia and Myanmar. “It’s a very interesting development when large corporations start speaking about human rights. H&M even has discussions with the government in Cambodia which is fantastic. Then the politicians begin to see that this is of high importance and that, if things are not done right, there might be less growth.” We end with Anne-Charlotte reflecting over her role, where the challenges could seem overwhelming at times, or?

I must say that it’s really stimulating and rewarding to work with these issues and see the results. The world is what it is, and that is very frustrating
“I must say that it is really stimulating and rewarding to work with these issues and see the results. The world is what it is, and that is very frustrating. And when you work with these things you are constantly reminded about for example the bad situation regarding gender equality and the environment. But on the other hand you get to contribute in improving things – and, as pointed out already, to support the good projects. And then you can see that there are many of those, so that there is hope.” “And in terms of development aid policies, we are representing Sweden here. This is an opportunity to be able to put forward the Swedish agenda regarding gender equality, human rights, environment and climate change. And Sweden has a good reputation in these areas.” Sweden as an actor enjoys a high level of trust and respect in the region as a result of its longstanding commitments and is seen as a neutral partner. “Within development cooperation we are very welcomed everywhere. And even if we are not the largest in terms of financing, people tend to listen to us.”

Your helping HAND for 25 years The Thai-Swedish Chamber of Commerce was founded in 1989 and inaugurated by the Swedish King Carl XVI Gustaf. We are celebrating our 25th birthday 2014. TSCC conducts an essential role in the Thai Swedish business environment. In addition, we are also a part of both the Joint Foreign Chambers of Commerce and the European ASEAN Business Centre in Thailand. Two times every year our magazine “ThaiSweden Review “is published.
