MESSAGE FROM THE TOWN MANAGER

I write you this month as your newly installed Town Manager, which became effective on February 24, 2025, following a vote of the Town Commission. I look forward to continuing serving you, my fellow residents, friends, and neighbors. There’s a lot happening in Surfside.

Let’s begin with the long-awaited Abbott Avenue stormwater drainage project. It is ongoing and the wells are under construction along Abbott Avenue, between 91 and 92 Streets, and along 92 Street to the bay. Five wells are being dug as I write this article, which will go deep into the earth to be able to capture water and remove that water in record speed from our roadways. Construction will be ongoing along Abbott Avenue and then onto 92 Street, from Abbott Avenue west to the bay, until completed and hopefully by later this year. In Surfside, we know what it means to “Drill baby Drill!”

Administration has been working with FDOT and Miami-Dade County to improve conditions. We saw some improvement by removing the “No Turn on Red sign.” The next fix is the timing and sequencing of traffic lights along 96 Street, which Miami-Dade County is correcting soon.

My administration is also at work to improve parking conditions in Town for the residents to ensure curbside parking adjacent to your home. Together with Surfside PD, my administration will soon present a plan for consideration by the Town Commission that aims to rid our residential streets of construction vehicles once and for all, while preventing visitors to our Town from parking without charge within our single-family residential district while they shop, dine or head to the beach. This will ensure parking for Town residents and their guests.

In addition to that project, the Town’s effort at converting a recently purchased single family home at 9333 Harding Avenue to a Town Fitness Center is well underway. Stay tuned for a design drawing to be presented this month to the Town Commission featuring an aerobics/yoga space, treadmills, stairmasters, a weight training area, sauna, steam room, showers and an outdoor, meditation space. It will truly amaze you to see what can be designed onto a standard size, interior lot in Town. I want to thank our fellow resident and Planning & Zoning Board Member James MacKenzie for his vision for this newly acquired Town property.

Further, the Surfside Memorial is a step closer to reality following the Town Commission’s approval of the design. A special thank you to the Surfside Memorial Committee for its work with the Town’s design team, and for its vision and stewardship of this project to forever memorialize those lives lost following the Champlain Towers South building collapse. The next step is to prepare construction documents and hire a contractor to build this Memorial, which we intend to start building at 88 Street east of Collins Avenue by the end of this year or early 2026.

As we work towards completion of these projects, I recognize that the Town has been through a lot of construction activity. We continue to try to minimize the impact of that construction activity on our quality of life. To compound the problem, we are still working through the traffic woes on 96 Street and Harding Avenue. Please know that my Town

We are also at work trying to curb the proliferation of electric and motorized scooters throughout the Town, which poses a safety concern to our residents. Stay tuned for a new Ordinance aimed at tackling this issue. We have already experienced two close calls with minor injuries. We need to avert a potential tragedy from these silent yet speedy modes of transportation.

We want you! The Town continues to hire new personnel, including within our Parks & Recreation Department, Public Works Department and Building Department. Residents are encouraged to apply. Check out our Town website for details and opportunities.

Finally, remember to vote on April 1, 2025, as we consider whether to maximize the floor area ratio at 0.50 for new, detached single-family homes west of Harding Avenue. Check out the Town’s website for details and the ballot question. Whatever you decide, I ask that you vote so the will of the people is heard.

FEBRUARY COMMISSION MEETING ACCOMPLISHMENTS

• Recognized Public Works Personnel and highlighted outgoing Director Randy Stokes for his outstanding contributions and years of service to the Town of Surfside.

• Approved the conceptual design for the Champlain Towers South Memorial on 88th Street.

• Adopted Resolution to consolidate the Body Worn Camera and taser agreements for the Surfside Police Department.

• Amended “Rules of Procedure for Town Meetings” in the Town Code to allow remote participation by Elected Officials only at a Special Meeting.

• Approved Surfside Police Department consulting services agreement for Charles R. Press, former Chief of Police, Village of Key Biscayne.

There is good news regarding our Police Department. At our last meeting we sealed the deal to bring on the prior police chief of Key Biscayne, Chuck Press, to assist our own Chief Doce. Chief Press has a tremendous amount of experience including years with the command staff of Miami Beach before transitioning to Key Biscayne. Henry and Chuck know and respect each other and are going to make a great ‘temporary’ team designed to super-charge our department and solve the problems our Commission had identified when elected.

Chief Press’s only task as our special consultant, is to use his experience to transform our Police Department into one that is second to none.

Watch for more patrol visibility, less petty crime, more radar speed control, faster response times, better traffic control (to the extent little Surfside can cope with the crazy amount of cars politicians are dumping into our communities by allowing over-development), the crushing of the double-parkers in downtown, and a new and helpful customer service attitude.

Living in Surfside, and having our own private-like protection service is an amazing part of what makes our quality of life so incredible. I now consider our police issues as “being resolved” and one that will now simply just continue to improve.

The crosswalk at 96th and Harding has been an apparent failure, seemingly contributing to our already immense traffic woes. Our Commission has put the crosswalk on ice for four months to make a final determination regarding its potential elimination.

Our April 1st Special Election to put the final nail in the coffin of the Monster Houses in Surfside is almost here. How great will it be to be done with this long-running nightmare! Your YES vote will make the wish a reality. Watch out; the Monter House cheerleaders, the Jeff Rose, Eric Stupel and their fellow-travelers are now out in force as their gravy train is about to come to an end. I don’t think anyone really believes them, but I write today just to be sure.

The Commission continues to work extremely well together, with respect and a warmness amongst everyone that makes progress inevitable. I’m proud to be a part of such a caring team.

I want to thank everyone who reached out during this interesting time in our Town, especially with the rumors that circulated over the past month. While I won’t go into specific details again, it’s clear that much of what was being shared—some under fake names on social media and some through anonymous posts and emails—turned out to be just that: rumors and misleading information. I encourage you to ask yourselves, “Why?”

Now, onto some positive news! We have had some fantastic events in Town, including an amazing family fun day. I want to extend my gratitude to our staff, Tim Milian, Frank Trigueros, our SPD, and Public Works for making these events a great success!

I am also pleased to announce that our Town is now the proud new owner of a charming little home on Harding Avenue, which will serve as an

March is a significant month as I celebrate my birthday with reflection. I am deeply honored to be your Vice Mayor in my fourth term on the Commission in the Town where my life began. This month our Commission receives recognition for completion of the first year of our two-year term in service. I am grateful to work with my colleagues and all of our excellent Town staff who provide exemplary service and support to all of Surfside in keeping our community whole.

We started our term with relief to Condo owners by waiving permit fees 100% for recertification and life-safety mandated repairs. We reestablished the Sustainability and Resiliency committee, and added the Youth Council and Community Relations board to engage residents. We reevaluated the zoning code with the purpose of improving compatibility between new construction and existing homes.

There is an important referendum for you to vote on to add this protection in the Town Charter at a special election April 1, 2025 in person at Town Hall, or by mail-in ballot. We truly live in an exceptional, beautiful place and want to protect what we love about our small town character.

The design for the Surfside Memorial was recently approved and will commemorate the tragedy that took 98 lives in our Town in a tribute that beautifully captures the many emotions of that day. There’s excitement regarding the Town’s recent purchase of the O’Hagan home on Harding Avenue for a community facility. We would love to hear your ideas for repurposing this space although many people have expressed interest in having a gym for residents. Spring is blooming with possibilities for Surfside!

SAVE SURFSIDE: Vote YES on April 1

Surfside is at a crossroads, and the future of our Town is in your hands.

On April 1, residents will have the chance to protect our community from oversized houses that threaten our small-town charm. The ballot question concerns the size of homes in the H30A and H30B districts, and we need your vote to stop these monstrosities from taking over.

Our commission has been working tirelessly to uphold the character of Surfside, but we cannot do it alone. Without your support, our quiet streets and beautiful neighborhoods are being overwhelmed by oversized developments that do not reflect the town we love.

We must act now to preserve what makes Surfside special. This is about more than just zoning it’s about protecting our quality of life, our sense of community, and the integrity of our Town.

Those of us who’ve lived in colder climates than Florida’s will know the old saying about the month of March, that March comes “in like a lion, out like a lamb.” It’s a way of describing the very changeable weather in a month that can deliver a fierce snowstorm on one day and then delicate flower buds on the next.

As far as weather goes, we Floridians are lucky to be shielded from March’s wild variability. For us, this warm, sunny, and dry month is a time to enjoy the outdoors before summer’s rains and humidity enter the stage. It’s a time when Miami’s calendar fills up with big events like the Ultra Music Festival and the Miami Open tennis tournament, and when our city fills up with northerners seeking to escape March’s “lion” side.

Furthermore, the ongoing traffic issues at 96th and Harding are being addressed by our Town manager and the Florida Department of Transportation (FDOT). While we don’t have an immediate solution, rest assured that we are working to resolve the problem. Overcrowding has become the norm in South Florida, and as our mayor says, “It’s like jamming 10 pounds of potatoes into a 5-pound bag.” Let’s be patient and see if the changes being implemented will improve the situation.

I am happy to report that we have turned a new page with our outstanding police department, We truly have an amazing group of dedicated officers and we look forward to continuing our collaboration with the SPD to bring our community closer together.

Make your voice heard. If you cherish Surfside’s charm and believe in responsible development, come out and vote YES on April 1. Together, we can ensure a future that respects our past and keeps Surfside the place we all call home.

In Surfside, though, March is variable in a different way, which has nothing to do with the weather. In even-numbered years, March brings the frenetic activity of the Town’s election season. On the other hand, odd-numbered years, like 2025, bring a calmer version of March, and an opportunity for reflection. As our Commission reaches the midpoint of its two-year term, March is a good time to think about our goals and priorities for the year ahead.

I’m especially excited to move forward on the transformation of the newly acquired property at 9333 Harding Avenue into a new recreational facility in the Town. And I am determined to see a groundbreaking at the planned (and long overdue) Surfside Memorial on 88th Street, a project that is vital to the spirit of our community. Those are just two of the many projects I’m looking forward to advancing in the year ahead. But I’d also like to hear from you, the residents, at the midpoint of our term—What would you like the Commission’s priorities to be in the next year?

SURFSIDE SPECIAL ELECTION SCHEDULED FOR TUESDAY, APRIL 1

The Town of Surfside will be holding a Special Election on Tuesday, April 1, 2025.

Now is the time to ensure your voter information is up to date! If you are voting for the first time, you must register by March 3, 2025, with the Supervisor of Elections.

Please note all vote-by-mail ballot requests expired after the 2024 General Election cycle. To receive a vote-by-mail ballot, you must complete a new request by 5 p.m. on March 20, 2025.

FAMILY FUN DAY SHINES BRIGHTER THAN EVER AT NEW 96 STREET PARK

The Town of Surfside’s Family Fun Day, held on Sunday, Jan. 26 at 96th Street Park, was a resounding success, bringing residents together for an afternoon filled with laughter, entertainment, and community spirit. From 1 to 4 p.m., the park buzzed with excitement as families enjoyed delicious food, thrilling rides, live music, and engaging activities for all ages.

The Parks and Recreation Department organized the annual event to foster community connection and celebrate the spirit of Surfside. Attendees took full advantage of the sunny weather, exploring everything the event had to offer, including interactive games and festive treats. Children gleefully hopped from one attraction to the next, while adults mingled and enjoyed the lively atmosphere.

The event also saw participation from Town leaders, with members of the Town Commission and committees present to connect with residents in. Their presence further highlighted the sense of unity and pride that makes Surfside such a special place to live and visit.

The Town of Surfside thanks everyone who participated in making Family Fun Day an unforgettable experience. Events like these are a reminder of the vibrant community spirit that defines Surfside.

Women’s History Month had its origins as a national celebration in 1981 when Congress passed Pub. L. 9728 which authorized and requested the President to proclaim the week beginning March 7, 1982 as “Women’s History Week.” In 1987 after being petitioned by the National Women’s History Project, Congress passed Pub. L. 100-9 which designated the month of March 1987 as “Women’s History Month.” Between 1988 and 1994, Congress passed additional resolutions requesting and authorizing the President to proclaim March of each year as Women’s History Month.

RESIDENTS ALLOWED ACCESS TO NORMANDY ISLE PARK POOLS & MIAMI SHORES AQUATIC CENTER DURING MAINTENANCE REPAIRS, FEB. 24 - MARCH 14 SURFSIDE

The Town Commission and staff members paid tribute to former Public Works Director Randy Stokes at the February Commission Meeting, who retired from the Town last month following more than 13 years of experience in Surfside. Popular with residents, Stokes’ cool and friendly demeanor, coupled with his extensive industry knowledge, were marquee factors during his successful tenure in Surfside. The Town wishes Randy nothing but the very best in all his future endeavors. In the meantine, Capital Improvement Projects Director Andre Eugent has assumed the role of Acting Public Works director.

COMMUNITY RELATIONS BOARD HOSTS ‘WISH UPON A SURFSIDE TREE’

Dozens of residents came out to plant seeds for positivity at the Community Relation Board’s ‘Wish Upon a Surfside Tree’ activity held on Sunday, Feb.9. Wishing trees are celebrated in several countries around the world and can help lift spirits through intentional personal messages. Thank you to all the residents who joined us!

Surfside’s Community Center pools will be closed for maintenance from Monday, Feb. 24, through Friday, March 14.

During this time, residents may utilize the pools at Normandy Isle Park, located at 7030 Trouville Esplanade in Miami Beach, FREE of charge. Residents must provide a Surfside ID or a utility bill with a matching Surfside name and address to gain access.

Main Pool hours of operation, Monday - Sunday. First come, first served. Two swimmers are allowed to share lanes.

SURFSIDE DESIGNATED A TREE CITY FOR THE 9TH STRAIGHT YEAR

From Public Works – The Town of Surfside, in collaboration with The Arbor Day Foundation, has been designated a Tree City for the 9th year in a row. This designation shows our commitment to increasing the number of trees in our town. We have a synergy with our trees, not only in the ever-important carbon dioxide/oxygen exchange, but also in bringing biodiversity, providing a habitat for a wide range of species. Trees also provide natural purification by filtering pollutants, while stabilizing soil and reducing erosion. The increasing tree canopy provides good shade as well as climate control to our community.

Thanks goes to our Public Works Department for its dedicated efforts to meet the standards of Tree City Recognition.

COMMERCIAL LANDSCAPERS ON WEEKENDS AND FEDERAL HOLIDAYS

From Code Compliance Corner – While it is important to maintain a healthy landscape and keep the grass from overgrowing, we want to remind you that commercial landscapers are not allowed to work on weekends or Federal Holidays.

The code allows commercial landscapers to perform work only Monday- Friday from 8:00 am to 6:00 pm. Please remind your landscapers of this restriction. Additionally, your landscaper must remove any cuttings.

If you are performing your own landscape maintenance, you might perform maintenance on weekends and Federal holidays from 10:00 am to 6:00 pm in addition to the hours mentioned above.

SUSTAINABILITY CORNER

As we continue to explore ways to reduce waste generation, increase resource stewardship, and live more sustainably, composting stands out as one of the simplest and most impactful practices. By transforming organic waste into a nutrient-rich soil amendment, composting reduces the amount of waste sent to landfills and helps combat climate change. Let’s take a closer look at composting, why it matters, and how Surfside residents can make a difference.

What Is Composting?

Composting is a natural process of recycling organic material, such as food scraps and yard waste, into a dark, rich substance called compost. This compost improves soil health, retains moisture, and reduces the need for chemical fertilizers. Composting mimics nature’s way of breaking down organic matter, turning what we might consider “trash” into a valuable resource.

However, not all materials marketed as “compostable” are created equal. Many compostable service items (e.g., plates, bowls, and utensils) require the high heat and controlled conditions of commercial composting facilities to break down, making them unsuitable for home composting. Meanwhile, items labeled “biodegradable” might take years to decompose and could release harmful substances into the environment. As consumers, we must read labels carefully and stay informed to avoid being misled by “greenwashing.”

COMMISSIONER VILDOSTEGUI PARTICIAPTES IN COUNTY BICYCLE SAFETY WORKSHOP

Surfside Commissioner Gerardo Vildostegui participated in the Miami-Dade Transportation Planning Organization’s (TPO) Bicycle Safety Workshop in Downtown Miami on Feb. 5. The event offered a hands-on opportunity to explore bicycle infrastructure in the area along with a technical session focused on bike safety. Commissioner Vildostegui, who advocated for the additional Citbike stations recently installed in Surfside, joined dozens of participants who took part in the Bike Ride followed by a networking lunch and the Technical Workshop on safety.

SURFSIDE POLICE DEPARTMENT ACHIEVES

EXCELSIOR STATUS FOR ACCREDITATION

The Surfside Police Department was recognized for achieving Excelsior Status on Feb. 20 by the Commission for Florida Law Enforcement Accreditation (CFA). This prestigious honor is for law enforcement agencies who have attained five (5) successful reaccreditation cycles, the equivalent of 15 years of accredited status.

The Surfside Police Department was initially accredited in 2009 and have continued to meet and exceed the standards set forth through the Commission. Chief of Police Enrique Doce, Accreditation Manager Jill Smith, and Sergeant Jay Matelis graciously attended the CFA Commission Meeting in St Augustine to accept this distinguished accolade on behalf of the Department.

CIRQUE UNDER THE STARS KICKS OFF THURSDAY BLOCK PARTY SERIES

Hundreds of residents and visitors turned out for the Resort Tax Board’s first block party of the season, Third Thursdays: Cirque Under the Stars. The playful ‘circus’ theme was animated via performances by acrobats, still walkers, a magician, contortionists and even fire performers. Members of the Town Commission were on hand for the occasion, including Vice Mayor Tina Paul and Commissioners Nelly Velasquez and Gerardo Vildostegui.

SWEETHEART DANCE BRINGS COMMUNITY TOGETHER FOR AN EVENING OF FUN

Surfside’s Sweetheart Dance drew around 50 attendees for a night of music, dancing, and community spirit. Held at 96th Street Park on Feb. 7, the event featured lively entertainment, refreshments, and a welcoming atmosphere for residents of all ages.
