Chief Seattle Days 2017

The Suquamish Tribe hosted another successful Chief Seattle Days this August, with record attendance at many of the weekend’s events. An estimated 2,500 visitors and hundreds of community members turned out for the Salmon Bake, Canoe Races and more.

As part of the weekend’s highlights, Suquamish also crowned a full court of Chief Seattle Days Royalty. Program coordinators Kate Ahvakana and Joey Holmes facilitated the pageant that included a new performance requirement for the Miss and Warrior categories (see page 9 for a full list of pageant winners). The graveside honoring, parade and market were well attended as well, with many community members remarking on how busy the weekend was, compared to recent years.

Fish Cooks Wayne George, Randy George and Jay Mills, along with family members and volunteers, served 1,531 salmon dinners to festival goers. More than 60 competitors signed up for the Powwow dances, coordinated by Gloria Santos and Veroni- “It was definitely busier. There were many ca Rhodes. Suquamish Enters Historic Police Services Agreement

New partnership with Kitsap recognizes Suquamish officer arrests and tickets for non-Indians Kitsap County Sheriff Gary Simpson and Suquamish Police Chief Mike Lasnier announce that Kitsap County and the Suquamish Tribe have entered into an agreement to provide better and more efficient police services on the Port Madison Reservation.

Effective July 1, 2017, Suquamish Police Officers have state authority to: issue state citations to non-Indians for state traffic violations on the reservation, pursue non-tribal traffic law violators and fleeing suspects past reservation boundaries and, under certain circumstances, arrest non-Indians for state crimes committed on the reservation.

The agreement is part of a new Memorandum of Understanding (MOU) between the Suquamish Tribe and Kitsap County, and fulfills the conditions of a Washington State statute that, upon request, requires county governments to enter into agreements with tribes when they share juris-

diction on an Indian reservation (RCW 10.92). The KCSO and SPD have worked together to provide law enforcement services on the Port Madison reservation for many years. However, depending on the type of land ownership and the Indian status of individuals, the rules for jurisdiction changed for each agency.

KCSO Lt. Jeffrey Menge pointed out that prior to the MOU a tribal officer had (and still has) the right to detain any person suspected of a crime and could investigate any crime on the reservation but they could not make any formal arrests or transports under state law. An example of this new collaboration can be illustrated with a common DUI Investigation. In the past, a tribal officer had the ability to stop and detain a person suspected of DUI on the reservation but once they determined the suspect was “non-Indian”, the officer was required to stop and wait for a KCSO Dep-

uty or State Trooper to respond and finish the investigation. Under the MOU, the Suquamish officer can now complete the entire investigation under state authority, including arrest and transport to the jail, thus eliminating the need to tie up other officers and duplicate efforts.

“It doesn’t take two cops to do the work of one cop. Tribal officers and citizens have been stuck on the side of the road awaiting the arrival of a Deputy, who in many cases was pulled away from a more serious investigation to come handle a minor offense. It gets worse; two officers now have to write reports, receive subpoenas and will have to go to court at substantial cost to two different governments. These are low level cases; traffic violations and misdemeanor property crimes. We want our deputies out there catching burglars and heroin dealers, not driving 20 minutes to write a suspended driver a citation we could have issued in

90 seconds,” said Suquamish Police Chief Mike Lasnier.

Sheriff Gary Simpson credits a good working relationship between Kitsap County and the Suquamish Tribe for making the MOU a reality. “Our already collaborative and cooperative working relationship made this process as easy as it could have been, given its complexity.” Simpson said, “In many ways, this agreement memorializes an already fantastic working relationship.”

Sheriff Simpson added that the end result of the complex process is “a more effective and efficient public safety response for all citizens on the Port Madison Reservation and surrounding communities.”

New Staff and New Goals: The School Year Begins at Chief Kitsap Academy

Chief Kitsap Academy welcomes back all new and returning students to its hallways. The staff have all had a good and restful summer and are ready to start what looks to be an exciting school year. This year new initiatives include a school-wide emphasis on improving attendance, expanding the athletic department, upgrading equipment within the school, and increasing parent involvement.

Over the summer, the building received an upgrade regarding emergency preparation. An intercom has been placed in the building that includes a bell system. Also purchased were handheld radios which will aid in communication.

Emergency preparation drills have been planned for the building to ensure a safe environment at CKA. We will be starting a parent involvement group. It is important to have communication between the family, community and school. Please join us at monthly meetings so that we can share ideas, concerns, and support each other as we educate children. Other opportunities will also be planned throughout the school year. We are looking forward to working with you. Please feel free to stop by the school, we all have an open door policy and look forward to a great school year!

2017 Tribal Canoe Journey We hosted a small group of canoes at Suquamish at the House of Awakened Culture the day before our departure.

Thanks to everyone who worked on the welcoming (Youth Services and Royalty), meal (cooks and servers), camping (Jim-Bob and crew) and protocol. Thanks to the maintenance department for the set up.

Suquamish, Tulalip, Swinomish, Samish, Lopez Island and San Juan Island - The Suquamish Tribal Canoe family left Suquamish on July 21st on the Tribal Canoe Journey to Campbell River, B.C., Canada. The two tribal canoes, the Se-ah-ma-oaks (Skippered by Rob Purser) and the KalKal-La-Hache (Skippered by Nigel Lawrence), traveled together along with the Suquamish Family Canoe “Spirit of Raven.” Sacred Water traveled the first legs of the journey between Nisqually and Suquamish. We left Suquamish escorted by a large pod of porpoises in Port Madison. Our landing at Tulalip included a short stop on Hat Island where the Tulalip Tribes provided lunch and then escorted us to a landing led by their Chairwoman Marie Zackuse. We left the next morning for the long pull to Swinomish past Cama Beach and around Camano Island. We spent the next two nights at the Swinomish campground. The first night we were entertained by a fireworks show, dinner and spent some time in their winter house. The next day we pulled to Samish through the Swinomish Channel and Fidalgo Bay. Samish had a salmon dinner at their RV Park for us and held a skippers meeting to discuss the next day’s pull to Lopez Island. We left for Lopez Island on a beautiful sunny day crossing by Guemes Island on to Decatur Island to ride the tide to Odlin County Park for our landing. Two San Juan County Commissioners, joined by representatives of the Swinomish Tribe, welcomed us to the shore. The community of Lopez Island provided us with a fine dinner and a hearty breakfast. We shared some songs with them after dinner. We left for San Juan Island the next morning and, after pulling through some challenging tide rips between Shaw and Orcas Islands and in the Speiden Channnel, landed at English Camp within the National Park Service’s San Juan Historical Park. This is the site of the former military encampment that was occupied by British Troops from 1860 to 1872 while a German mediator settled the boundary dispute between the U.S. and Canada. Many of the old buildings from the British occupation are preserved and provided a unique setting for the canoe journey hosting. The Friends of San Juan Island provided meals for us and guidance on ferry reservations for our ground crew and local tides and currents. We took some of the youth on hike up to the British Military cemetery where six soldiers from the time of the occupation are buried, providing an insight into the local history of the area. One of the First Nations on Vancouver Island were unable to host the canoes at their village due to an illness and this allowed us to stay an ex-

Rebecca Jones is our new Health Benefits Supervisor. She has 13 years experience in healthcare practice management, including more than 8 years working for the Cowlitz Tribe Health Service Program. For the last 4 years, she was their Medical Billing Supervisor as well as being very involved in several committees relating to healthcare changes and compliance. Rebecca is also a Suquamish Tribal Member spouse. She is married to Tribal Elder Larry Jones who is related to the Adams and Pratt families. They look forward to spending more time with family once their move to Suquamish is completed. They are also avid fisherman and enjoy spending time on their boat whenever they can. Welcome Rebecca!

San Juan Island, Tsayout, Cowichan, Shell Beach, Nanaimo and Nanoose Bay - We left English Camp at 6 a.m. in order to have the best weather and tides to cross Haro Strait into Canada. We landed early at Tsayout (E. Saanich) to a friendly welcome and ride to their community center for lunch. We had to spend most of the day at Tsayout as we waited for our ground crew to get from San Juan Island to Sidney B.C. We traveled ahead to Cowichan to camp, since the smaller village of Tsayout was already full. Our pull from Tsayout to Cowichan was long but very scenic as we “dodged” the BC Ferries that travel in around this part of Vancouver Island. We were able to resupply at Cowichan, as their reserve is within the City of Duncan, B.C. We then left Cowichan for Shell Beach. We were asked by the people on the reserve on Penelakut Island to pull over to their homeland for lunch. The community hosted a great meal for us at their health clinic, before we traveled to Shell Beach for our welcome. The Stz’uminus First Nation hosted us on their lands. The high heat and smoke from the mainland wildfires started to become noticeable at this time of the journey and remained throughout the end. We left Shell Beach for Nanaimo the next day. The Kal-Kal-La-Hache, which was put on the barge at English Camp, rejoined the journey at this time after Skipper Nigel Lawrence returned from going home for business meetings and events. We had to plan for pulling through Dodd Narrows, a narrow pass that can be treacherous on tide changes, which we navigated successfully. Suquamish Police; Month in Review

Ability to enforce Washington State Law for non-tribal people proves successful

As part of a new Interlocal Agreement with the Kitsap County Sheriff ’s Office, the Suquamish Police began enforcing Washington State Law on Tribal Lands within the Port Madison Reservation on July 1, 2017.

Here are the type of events addressed using State Law during the first five days of implementation; • We arrested a theft suspect at the Clearwater Casino, who had stolen a cell phone from another patron. We recovered the stolen property for the victim, and held the thief accountable.

• We did a civil stand-by in Indianola involving non-natives.

• We responded to the Poulsbo Walmart when a Kitsap County Deputy requested a priority back-up.

• We arrested a driver who was suspended, and was driving a car without an interlock device.

• We took 6 different cases for minors attempting to enter Agate Dreams to purchase marijuana. The outstanding staff at Agate Dreams caught them all at the door, and we have identified them all, and are forwarding criminal cases to the Kitsap County prosecutor.

• We arrested a felon who had a Department of Corrections Warrant at a residence on NE Columbia Street.

During the month of June, we made arrests or conducted investigations for the following crimes on the Reservation while enforcing Tribal Law:

• 1 Obstructing Justice Arrest • We investigate 3 additional criminal traffic cases, 5 collision investigations, including 1 “hit and run”.

• We conducted 1 new sexual assault investigation • We served 17 court documents • We dealt with one person suffering from a mental health issue • We investigated 2 burglaries • We investigated 3 assault reports • We investigated 1 animal attack

welcomed us ashore and invited us to their big house for dinner and protocol. A small group of us sang in their big house on behalf of the Suquamish canoe family. We left the next day for Nanoose Bay to the Nanoose First Nation lands. Our travel through Departure Bay through the Duke Point to Tswwassen Ferry lane was without incident, however the winds started to pick up and we had to pull hard to get to Neck Point to get out the rough water. We chose to put our canoes on the Suquamish barge and offered to tow the Chehalis canoe accompanying us as well. After all three canoes were on board or under tow we traveled to Nanoose Bay. We later had to assist the Muckleshoot canoe that capsized in the rough waters off Lantzville. Great work by Rob Purser and Barge Skipper Chuck Wagner in assisting the swamped canoe and its crew. The people of Nanoose provided a nice meal at their campground for the canoe families.

Qualicum, Comox, Cape Mudge and Campbell River - We left Nanoose Bay for Qualicum the next day. The smoky haze from the wildfires and high temperatures started to take a toll on our pullers as we continued on our long journey. We were welcomed to the lands by the Chief of the Qualicum First Nation and then traveled ahead by van to Comox to settle in for a two day encampment. Jay Mills and Alex Warner arrived in Comox to help prepare dinner for the canoe families during our stay in Comox. The Suquamish and Nisqually Tribes cosponsored this dinner as a gift to the Comox Hosts. Thanks to Kiana Lodge and all the Suquamish canoe family youth, adults and elders for helping prepare the meal. We returned to Qualicum for the pull to Comox the next morning. Another long day, as we got closer to our final destination. We left Comox for Cape Mudge the next day where we saw several humpback whales. Our barge assisted the Nisqually Canoe, which had taken on water while it was they towed it through rough waters. We had a traditional welcome at Cape Mudge and then returned to Campbell River to camp and prepare for the last pull of the journey across Discovery Passage. The next morning we pulled across the passage, a short journey from Cape Mudge, to be welcomed by the host First Nations of Campbell River Wei Wai Kum and We Wai Kai during an onshore ceremo-

ny. This was the end of our canoe journey on the water and we began preparations for our protocol presentation in the Kwanwatsi Big House. Our performance during the canoe journey protocol followed that of the Muckleshoot Tribe, who thanked us in a traditional way for helping them on the water as the Nisqually Tribe did earlier. Our youth and elders represented us well. Thanks to the Spirit of Raven Canoe family for their presentation. I would like to thank everyone for supporting our pullers and ground crew. After returning from Canoe Journey work continued on other tribal issues. Council members and Superintendent Joe Davalos met with new North Kitsap School Superintendent Laurynn Evans. Ms. Evans is an impressive administrator and promises to be transparent and proactive with the Suquamish Tribe as we work together to provide a good learning environment with our native students.

We are hosting the 2018 Senior LPGA golf tournament at Whitehorse Golf Club in June. Representatives from the host committee toured the facilities at the Suquamish Clearwater Casino Resort that will be used in conjunction with the tournament for offcourse events and lodging.

Suquamish in Tribal Journeys 2017

Paddle to the We Wai Kai and Wei Wai Kum Nations in Campbell River, British Columbia

Members of the Suquamish Tribe Canoe Family answered the call from the We Wai Kai and Wei Wai Kum Nations this summer, making the long journey to Campbell River, BC for ‘Standing Together’ Tribal Journeys 2017.

Two Suquamish canoes, along with pullers, ground crew support and the Suquamish Barge made the two week-long trip- taking the inside passage to Vancouver Island Nations with stops in Tulalip, Swinomish, Lopez and San Juan Islands.

The Raven Canoe Family, skippered by Marilyn Wandrey also made the trip from Suquamish.

The Suquamish canoes and support Barge fared well along the waterways, and were able to assist two other canoe families who ran into trouble on the water. Special thanks to Barge Captain Chuck Wagner, Barge First Mate Jerry Lawrence and Rob Purser for their hard work in ensuring everyone made it to shore safely.

Co-Ed Slow Pitch Tournament Returns to Chief Seattle Days

This years co-ed slow pitch tournament consisted of 8 teams and a double elimination with a winner take all championship. Teams came from Tulalip, Muckleshoot, Queets, Elwha and Port Gamble.

There were also three Suquamish teams in the tournament.

Fireball of Suquamish and Pt. Gamble finished the tournament undefeated winning the championship over New Era from Tulalip.

Finishing in third place was the Mob Squad of Suquamish coached

by Jimmy Boure’ followed by Cal Horz from Elwha taking the forth place prize.

The games were played both Saturday and Sunday at the Suquamish Tribal Ballfield on Totten Road. All teams showed great competiveness and sportsmanship throughout the tournament.

We would like to thank the Suquamish Tribe, our Sports and Recreation staff and the committee for all their support and effort in putting on this tournament. Thank you who all came out and showed these athletes support and to all the teams who came out and made this a very successful tournament.

We hope to see everyone next year!

Chief Seattle Days Canoe Races

Annual event grows with larger turnout, more races and visiting competitors

The canoe races at Chief Seattle Days this year brought out quite the crowd. We had 12 Canoe Clubs participate in a total of 46 races this in year. Due to the low tides, we had a late start and our last race went into dusk. However, we had an overall good race weekend. Our Spirit Hawk Canoe Club participated in the Buckskins Single, Doubles, Six Man and Eleven man races in the appropriate age categories. We had five Buckskins (age 14-16), one Jr. Buckskins (age 11-13) and nine Munchies (ages 5-10) race. Joseph Holmes, age 7, placed first in the Boys Buckskin Single (7 and under). Awasis Williams, age 13, and partner RayRay placed third in the Girls Buckskin Double (13 and under). And, Spirit Hawk Canoe Club placed third in Buckskin Eleven (10 and under).

We appreciate all the visiting Canoe Clubs choosing to be here in Suquamish for Chief Seattle Days. They are to be commended for keeping this traditional sport going. It takes so much to travel with one or two 50’ canoes, paddlers, cooks and drivers. Spotlight on PME: Floor Supervisor/Shift Manager Ian Lawrence

Leading by example, family and staying grounded in culture top priorities for 18-year casino veteran

Early in life, Suquamish Tribal Member Ian Lawrence, experienced living on several different reservations. With the diverse areas, there was one outlet in all those places that Ian found comfort, the Native American culture. As an adult, Ian has found ways to practice the spirituality and culture that he experienced throughout his childhood.

When asked which accomplishment he is most proud of, Ian answered, “being a good father.” Having a difficult childhood with moving, getting beat up for being a light skinned Native, and not having a father around, Ian took every experience as a moment to learn and grow.

“My brother, Nigel Lawrence, was like a father to me when we were younger; he taught me how to believe in myself. One day I called out to him because I got myself stuck in a tree, I believed I could not climb down on my own. Instead of him helping me down, he told me to say to myself “I think I can, I think I can.” Then he watched as I found the courage to climb down on my own,” said Ian. Having Nigel as a role model has allowed Ian to lead by example with his children. He maintains a good career and always participates in Tribal Canoe Journeys to pass on those traditions and beliefs.

For the last 18 years, Ian has been a Floor Supervisor/Shift Manager at Clearwater Casino Resort. From his career, he has found leadership and listening to employees to be qualities he would like to instill in others.

“To me, leadership is recognizing an issue and assisting staff, instead of standing by and letting the employee struggle. Leaders also lead by example; I spend each day providing quality customer service, handling issues with kindness and make the staff feel like a team. By practicing these qualities, my hope is that it motivates others to do the same.”

As Ian spends each day leading by example, he also has goals for the future. “In the next five years, my goal is to purchase my family dream home; I’ve always wanted to do what is best for my family. Getting this home and having a job with normal hours, are goals that I feel will best support my family’s needs.”

Even though Ian spends a lot of time taking care of others, he finds joy in being a puller and skipper for the Suquamish Youth canoe, carving paddles and building items with his hands. With family, friends and the Native American culture, Ian has found what he enjoys most out of life and looks forward to the future.

Fall and winter bring special preparedness needs for most in our area because of the frequency of wind storms and possible snow or ice. Here are some reminders and tips: Out and About (vehicle preparedness) • Have your vehicle serviced for winter including checking your antifreeze • Check your battery (cold weather puts more strain on your battery) • Check your tires, proper tire pressure will help you navigate icy or snow-covered roadways

Make sure your vehicle contains the following emergency supplies to handle winter roadway and travel conditions.

• Bag of sand, road salt or non-clumping cat litter • Ice Scraper • Jumper Cables - cold can be hard on your battery • Small shovel - for digging snow away from your vehicle and to help place sand or salt under stuck tires • Tire Chains- practice putting them on • Flares or a reflective triangle, if you become stuck on ice or snow, or break down you need to be visible • Warm blanket for each passenger • Flashlight with spare batteries • 1 gallon of water and non-perishable food • First Aid Kit • Spare warm clothing for each passenger

In the upcoming fall and winter season, I will be working on getting my files up to date and learning how to transfer all my video recording to DVD. Sometimes I jokingly think computers and I are not supposed to work together.

Obituaries John James Armstrong, June 2, 1968 - August 4, 2017

John James Armstrong, also known as ‘Big John’, passed away from this earth on August 4, 2017 in Powderly, TX. He was 49 years old. Big John was born to John Edward and Cathey (Alvey) Armstrong in San Francisco, CA. He graduated from North Kitsap High School and, after moving to Oklahoma, spent most of his career as a contractor for nuclear power plants. John was a soft-hearted man. He loved people and his dogs. He also enjoyed being with friends and family, and was knows as a big ‘teddy bear’.
