Keokuk is a forested peat wetland complex of more than a hundred acres that forms the headwaters of Sam Snyder Creek. It is just west of Widme Road near the 90-degree turn. It appears to have been ditched and drained sometime before 1950 and was an open pit peat mine for a while.

The Suquamish Department of Natural Resources Water Resources Program has been monitoring water levels in the wetland and water quality within the creek watershed on and off for more than 20 years.

In 2012 we noticed that water levels were a couple of feet higher than usual and that beavers built dams in the southern end of the wetland. Each winter since then, water levels have risen even more. The levels are more than 3 feet above their pre-dam average. Now, just one extra inch of water is enough to supply six households for a year.

From a Water Resources perspective, all this extra water is wonderful! The wetland is currently storing enough surface water to supply 150 households year round. The upper part of Snyder Creek flowed all last summer, so we can estimate that over one hundred households worth of water was recharging via groundwater, even during summer.

As part of the event, Governor Jay Inslee, State Senator Christine Rolfes and Suquamish Tribal Chairman Leonard Forsman all struck the first welds on the keel of the vessel. Inslee chose to weld a design of his grandaughter’s initials and Rolfes struck a weld in the shape of an orca. Chairman Forsman chose the traditional shape of a circle with a dot in the middle- a design found on several artifacts from the Old Man House site in Suquamish.

“We are humbled by the actions of the Washington State Transportation Commission in choosing our name and feel it is an important recognition of our ancient life ways here on Puget Sound,” said Forsman during the ceremony.

The MV Suquamish is the last of four Olympic Class ferries to be commissioned

by Washington State Transportation in recent years to replace some of the fleet’s oldest vessels. Construction is being undertaken by Vigor, a large and mid-size ship builder with a 27-acre site on Harbor Island. Like its three sister ferries, the MV Suquamish will carry up to 144 cars when it is completed in 2018. However, the 122-million dollar vessel has one significant difference. The engines on the MV Suquamish are more energy efficient than

the other three- a change brought about by recent regulatory changes in ship building.

Washington State Ferries has not announced a specific ferry run for the MV Suquamish or the MV Chimacum.

Burke Museum Groundbreaking

There are other changes in the creek watershed. Many trees have drowned and some of the trails are flooded. Access to regular marsh tea gathering sites may be more difficult. We want to know if you have had trouble getting to marsh tea or other important plant gathering spots and want to make sure Tribal Member needs are being considered adequately so we don’t mistakenly assume that more and more water is better.

Representatives from the Suquamish Tribe traveled to the Burke Museum at the University of Washington in Seattle for a Groundbreaking Ceremony on May 18, 2016. The Burke, one of the oldest museum programs in the state, will be moving into a new facility when construction is complete. The old building is scheduled for demolition afterwards.

Chief Kitsap Academy Students Learn Traditional Ways Suquamish cultural teachings part of spring classes at the tribal school

On May 12, the Chief Kitsap Academy (CKA) High School Language Classes went cedar gathering. Kippie Joe, Dee, Randi Purser, Serene Williams and I took the students to Quilcine to learn the process. The entire group had a great day sharing cultural practices, and will use the cedar gathered for projects in CKA classes next school year.

On May 13, the Healing of the Canoe (HOC) and Carving Classes at CKA learned how to cook clams over the fire and then invited the whole school to a clam bake.

Thanks to the urging of Dennis Sutter, the HOC and Carving classes – with the help and teaching of Trentin Moss, created a clam pit and learned how to cook clams.

It was so well received that we’ve decided to make the clam bake a weekly feature at CKA now until the end of the year. We also plan to host the clam bakes at least once a month in the next school year. It was fun to see some of our younger students learn the process, knowing that they will become the teachers of new students in a few years.

It is heartwarming to witness our students learn and practice our culture while they are at school. Practicing our culture also helps the students practice some of the core academics, it brings science and math to life.

Success Story; Changing My Life The 75-Percent Way

When the Suquamish Fitness Center opened up in October of 2015 I knew “IT” was going to change my life. I knew I was going to go every morning at least 5 days a week. I knew I was going to commit to fitness. I knew I was going to get a work-out buddy and we were going to help each other stay motivated. I knew I was going to be a different person all because of the Fitness Center! I WAS WRONG! I wasn’t wrong about frequenting the Fitness Center, nor about getting a work out buddy, nor about commitment to fitness. I was wrong about the “Fitness Center” changing my life. After quite some time of faithfully showing up early in the morning to work out and working out for an hour each time, and working out on the row machine, I checked in with Stephanie Kunold the director of the Fitness Center, and asked “Why is it that with all this work I am only dropping 1 or 2 lbs. per month? Stephanie walked through my (self -created) work-out program and suggested other machines and physical activities strategies.

However, Stephanie was not done with me. She sat down with me and talked about diet. She explained that weight loss is 25-percent exercise and 75-percent diet.

She asked me to think about what I am eating, watch what I am eating and more importantly, write down what I am eating. She suggested I cut out sugars, reduce fats, you know, the usual.“But Stephanie, sometimes the only good thing that happens to me in my day is dessert,” I said. Stephanie looked at me, hesitated and with compassion and understanding said, “Well I think if you pay attention to your whole day, keep a journal about your whole day, I think you will find there are many other good things in your day besides dessert.”

While sodas were not part of my life for many years, and I had for some time been enjoying fruit infused water, I didn’t internalize nor actualize any of the rest of Stephanie’s suggestions immediately. It was only when a family member was confronted with results of a medical physical at the doctor’s office that focused on issues that could be controlled by diet or medication. That wake-up call inspired many changes in our family. There was a day when we cleared the house of all sodas, candy, desserts, eggs, milk, rice, white bread, and so on. The house became full of fresh fruit, and fresh vegetables.

I have a close family friend who is a fitness instructor in another state. When she came to visit, I had her be my guest at the Suquamish Fitness Center. I shared the 25 versus 75 theory with her. With a few percentage points thrown in for genetics, she agreed. “No fitness program can overcome a bad diet!” she said. Then, she created a work-out for me that was seriously more intense than the one I had created for myself. My husband and I have an-

other close friend who is a retired registered nurse and a vegan. She is a serious “Food Activist” of sorts. She generously shared with us written, documented, cited case studies, diet programs, books, links to YouTube clips of the meat and dairy industries practices, medical realities of poor diet choices and the diseases that will happen if not remedied.

Meals in our house are now usually lightly steamed, baked or roasted veggies with gentle amounts of spices and herbs, fresh salads of all sorts, fruit salad and veggie salads. We have found selections of burgers and hot dogs that are vegetable based that actually taste good.

We have found we really don’t miss meat very much.

The fruit infused water has become more important, as has the variety of fresh fruit, cut up and mixed to make several different and interesting salads. We have smaller portions and we eat more intentionally. We shop and stock our house with many verities of quality fruits and veggies. The difference in what is in our house and what is not in our house is stunning!

All this may seems so common sense, but unless and until this was put into action in my life, in my house, daily, my weight loss stayed at an ever so slow pace of 1 or 2 lbs. per month. Once this healthy lifestyle change of a diet was instituted in our house, my weight loss has become steady 1 to 2 lbs. a week. I recently checked in with my doctor. I specifically asked my doctor the date I was last in and how much I weighed. I had the doctor confirm on his scale my loss in those 6 weeks and he confirmed I lost 12 lbs. in 6 weeks!

The Fitness Center didn’t change my life, I changed my life with significant help from the following people: fitness center staff especially Stephanie Kunold and Melita Zaiss; my friend Susan Pavel who is a professional certified fitness instructor; my husband’s friend (and now my dear friend) Kaia Schroeder “the food activist”; my husband Tim Piecuch for inspiring change in our food buying and meal preparing habits, my weight loss buddy; Char Ives, for always being there at 5:30 am; the nurses at the Suquamish Tribal Government, Kathy Kinsey, Fran Miller and Barb Hoffman, who brought the concept of fruit infused water to us; Lori Glover for the Healthy and Whole program that gives us life skills; and finally, I have to thank my daughter Kah-Ty-Ah Lawrence for the many years of bringing me recipes, actual food, traditional native foods, teas, herbs, suggestions and book titles, and never giving up on me in my continued desire to improve my health. I intend to continue to become a vegan, (I am not completely there yet) and continue to create a life worth living, with intentional decisions and meaningful changes, including weight, health, happiness and thoughtful choices.

Advocate for Domestic Violence Victims

Resources available for those seeking assistance in Suquamish

The Suquamish Tribe Victim Services Program is a part of the Wellness Center and serves community members who are past or present victims of domestic violence, sexual assault, dating violence, stalking, or trafficking. These types of violence can take many forms and survivors need resources and support to deal with the trauma.

According to federal government studies, American Native women residing on Indian reservations suffer domestic violence and physical assault at rates far exceeding women of other ethnicities. The U.S. Department of Justice indicates that Native American and Alaskan Native women are more than 2.5 times more likely to be raped or sexually assaulted than women in the USA in general. Among Native women victims of rape or sexual assault, an average of 67 percent describe the offender as non-Native. These statistics are not meant to scare, but to educate the community about the need to address the problems and find solutions, provide services and conduct ongoing prevention education.

Survivors of assault and abuse need first responders who believe them and treat them with dignity. If a victim is willing to come forward and report to friends, family or law enforcement, she / he is more likely to seek help if she is believed and supported. We need to learn not to blame a victim for the abuse or make excuses for the abusers.

The Suquamish Tribe Victim Services Program employs a victim advocate, Maureen Olson, who will meet with you to discuss resources, options, safety planning and emergency assistance. The advocate will support the victim throughout the legal process if the crime is prosecuted. Victim services are available at no cost and communications with advocates are kept confidential. My current schedule is Monday, Wednesday and Friday 8:00 – 4:30 here in the office, with the exception of a few meetings out of the office; Tuesday and Thursday – I am here until 2:15 when I leave for my classes which are from 2:45- 7:00PM. This is a slow healing process and my doctor and physical therapist tell me to be patient and it will all come together in its own time.

Chairman’s Report

The month of May was the time of giving, as many non-profits held their fundraising dinners around Kitsap. The Suquamish Tribe, one of the region’s top charitable contributors, was prominent in all the events attended. The Suquamish Tribe hosted the “Spirit of Giving” at Kiana Lodge for all of the organizations that have received contributions from the Suquamish Tribe Charitable Fund and Port Madison Enterprises. The Kim Family, owner/operators of JCs Grocery in Suquamish, were honored for their work in helping needy families in Suquamish. The Great Peninsula Conservancy held their annual fundraising dinner at Kiana Lodge once again, which is now becoming a tradition. GPC honored the Suquamish Tribe for its contribution last year to the buy land in the Grovers Creek watershed at this year’s dinner. The Suquamish Foundation also held their «A Time to Gather” fundraiser at Kiana Lodge, thanks to everyone who attended and/or donated artwork and services to support the Foundation. This year’s focus was on the artist in residence program at the Suquamish Museum, which will be kicked off this year with Suquamish weaver Virginia Adams. The spring fundraising season wrapped up with the Kitsap Community Foundation event held at the Bremerton Conference Center. The Suquamish Tribe and Port Madison Enterprises were two of the major sponsors of the dinner that featured a keynote address by Husky and NFL Hall of Fame quarterback Warren Moon.

The Poulsbo Rotary hosted the annual Rotary Fireside event at the Suquamish Clearwater Casino Resort Event Center. This event brings many of the Puget Sound Rotarian leaders to one evening dinner. This year the Fireside featured a presentation by Navy Admiral Ruth of Navy Region Northwest who talked about the status of the Pacific and the emerging military build up by China.

Natural Resources The National Oceanic and Atmospheric Administration (NOAA) and Chief Kitsap Academy hosted an event at the House of Awakened Culture that brought tribal students from around the region together to present their work on climate change. The event featured entertainment by a young native singer from British Columbia and a video chat with Phillippe Costeau, the grandson of Jacques Costeau.

Representatives from the Port of Seattle met with me and our legal and technical staff to

finalize an agreement regarding Port Operations and fishing activities in Elliott Bay and environs. This agreement will help in minimizing impacts to Suquamish fisheries in our traditional waters.

Cultural Resources Protection and preservation of Suquamish culture is a top priority. I continue to work with the City of Seattle on development planning on the Seattle Waterfront as a member of the steering committee. We are continuing to see progress in the completion of the seawall project and are planning more improvements in the future. A lot of energy is being placed on the designing the connection between Pike Place Market and the waterfront. This will require additional funding that will be sought through a LID citizen vote in the future.

The Suquamish Youth Services Department hosted another successful Renewal Powwow at the House of Awakened Culture. Host drum Southern Express led a large number of drums in supporting the powwow. The Coastal Jam on Friday night was well attended and we had a good number of vendors set up as well. Well done!

Tribal Council and key members of the team that helped name the next ferry after the Suquamish Tribe attended the keel laying ceremony for the M/V Suquamish at Vigor Shipyards on Harbor Island. I was privileged to join Governor Jay Inslee and Senator Christine Rolfes in placing a ceremonial weld on the keel of our new ferry. Our Suquamish Royalty helped bless the keel with a traditional song. Thank you to everyone who helped in getting the new ferry named Suquamish.

The Burke Museum held its groundbreaking ceremony at the site of their new building that will be completed in 2019. The new Burke will next to the existing building along 15th Avenue. A group of Suquamish Tribal Elders came along to witness the ceremony which included speeches by state legislators and tribal leaders from Tulalip, Muckleshoot and Suquamish.

The Suquamish Tribal Council held its Retreat in Bothell at the Anderson School. The major topics of discussion included the 2017 Tribal Budget process, Tribal Child Welfare policies, Tribal Police Department, Tribal Court, Human Services Benefit policies, Health Benefits, and Wellness. The Suquamish Tribe continues to work to provide a quality education for its people. We met with members of the North Kitsap School Board to review data on student performance.

The meeting was held prior to the regular school board meeting. We did express our

concerns with the relationship between the school administration and the teachers.

The University of Washington Tribal Leader Summit was held at the Intellectual House on campus and chaired by UW President Cauce. The meeting included discussions regarding water quality studies being conducted by a Navajo Doctoral student and a presentation by three tribal scholars on their course of study and research.

Tribal Government has also been active in promoting and supporting economic development on the reservation and beyond. he State of Washington is combining the medical and recreational cannabis industries. We are working towards accepting customers that use medical marijuana in our new Agate Dreams store. This will require some changes to our ordinance language. PME staff presented these changes for Council input. Tribal Council met with the Suquamish Seafood Board and staff to discuss their operations. We focused on a study regarding the development of retail sales of seafood products. Research suggests that there is a market for fresh retail seafood. Our oyster venture continues to show promise. Geoduck markets have been stable.

Tribal staff met with a expert on tribal clinic management to determine the feasibility of opening a tribal health clinic on the reservation. Health care is changing as the Affordable Care Act continues to be implemented. We will continue to research this initiative and seek opportunities that will benefit the Tribal members.

The Washington Indian Gaming Association held its monthly meeting at Suquamish at the Clearwater Casino Resort. Most of the meeting consisted of presentations made by representatives of the Washington State Gambling Commission and candidates for the vacant Lieutenant Governor seat. We also heard reports from staff on state issues, such as the Group 12 amusement games, and the upcoming legislative session.

Councilman Sammy Mabe and I traveled the Native American Finance Officers Association Meeting in Phoenix held at the Gila River Tribe’s Sheraton Wild Horse Pass. There were many relevant presentations for tribal leadership including presentations on tax collection on tribally leased lands, the establishment of sovereign wealth funds to provide for future needs of the Tribe, and updates on the Department of the Treasury consultation with Tribes regarding taxation of tribal members.

The duties of the Chairman require representing the Suquamish Tribe at a variety of

government-to-government meetings and consultations. The Kitsap Regional Coordinating Council held their monthly meeting.

A major agenda item was review of the transportation funding requests that will be coming forward for KRCC endorsement next month.

One of the non-motorized projects includes installation of a bike/pedestrian lane on Totten Road from Suquamish Way to Ditto Lane.

The Olympic Community of Health is our region’s Accountable Community of Health (ACH). The OCH consists of leaders from Kitsap, Jefferson and Clallam Counties with a common interest in improving health care and health equity. Tribal leadership is key to making sure that the State of Washington›s implementation of the health care act is beneficial to our people and doesn›t dilute our treaty right to health care. Members of the Washington State Gambling Commission visited the Suquamish Tribe to meet with our gaming commission and tour our casino/resort property. Our TGC and Casino staff showed how we monitor our gaming operations to prevent theft and how we approach problem gambling.

The Washington Indian Transportation Policy Advisory Committee met in Olympia.

We are hosting the Washington State Tribal Transportation Meeting in Suquamish this September. The WITPAC meeting included a discussion with new Transportation Secretary Roger Millar who discussed his experience as a transportation and community planner. He is committed to protecting the environment as he works to make transportation safer and more efficient. The Washington Health Care Authority, which is the state agency that purchases health care for Washingtonians through Apple Health, held a tribal consultation meeting at the House of Awakened Culture. We testified before leadership expressing the need for tribal representation on the ACH boards and the importance of recognizing tribal sovereignty and treaty rights. Region 10 of the U.S. Department of Health and Human Services held their annual tribal consultation meeting at the Suquamish Clearwater Casino Resort. Region 10 oversees Alaska, Washington, Oregon and Idaho. Tribal leaders from these states came to express their issues regarding behavioral and physical health challenges in their respective tribal communities. The Washington State Department of Commerce held a meeting with tribal leaders to review their draft consultation policy. The Department of Commerce oversees many diverse programs that could benefit tribes, including housing, social business and trade initiatives.

Harlem Crowns Use Basketball and Humor to Deliver Positive Message of Sobriety Trick athletes and comedians visit Suquamish for what has become an annual event for Sports & Recreation

The Suquamish Tribe Sports and Rec recently hosted The Harlem Crowns for the third time in three years. The group is a traveling comedy basketball team, who not only put on a comedy show while playing, but also bring a message about clean and sober living and how basketball has given them an opportunity to do something positive.

The Sports and Rec Dept. made a team up of youth, staff and community members, to compete against the Harlem Crowns. The game was fun and entertaining to watch. Everyone who played and watched the game had a great time. We look forward to seeing The Harlem Crowns again next year. The Sports and Rec Dept. would like to thank everyone who came to watch and compete in this event. Special Thank You to Leonard Forsman, and Brittany Bakken for refereeing this event.

Youth Leadership Camp Focuses on Overcoming Adversity

The Sports and Rec. Dept. took a group of kids to Leadership Camp in Spokane at the Silverlake Camp for a weekend. Youth learned a lot, most important was not to rely on electronics. The kids participated in a basketball tournament and took first place out of nine teams. The kids were blessed to listen to some great leaders during the event. One such leader was a former NFL player Levi Horn of the Chicago Bears. Another other was J.R. Larose, who spoke about not giving up in life not matter how hard it may be, to be who you are and to try your best.

The Suquamish Sports and Rec Dept. finished up their adult basketball league in April. There were not very many women’s teams that participated this time around, but the number of men’s teams has grown. This league has gotten bigger with each season and staff are very pleased with the increasing number of teams participating.

For the women’s division, Suquamish Ladies played Total Package for the championship. Suquamish Ladies finished the season as Champions. The men’s division had seven teams competing in the league, most the games were very competitive and fun to watch. The end of season tournament was played mid-April with Bangor ending as champions, Bremerton in second and Suqua- From left; KT Deam, George Hill and Raymond mish Zombies finishing in third place.Our next Adult Basketball League will start back up in the fall. Ways to Stay Motivated to Exercise Submitted by Stephanie Kunold

Keeping motivated to stay committed to your goals is an ongoing challenge for everyone. Here are a few ways to spark some motivation!

TRACK YOUR RESULTS You are more likely to stay committed to a plan if you see progress. By tracking your progress through documentation of activities; machines used, weight levels, reps, and cardio workouts. Remembering what you’ve done, it’s a useful guide to show your accomplishments and progress – which is a great motivator to keep going.

There are also many free fitness tracking apps, such as MyFitnessPal, if you wish to track your results electronically. In addition, the use of popular mobile tracking devices helps both functionally and motivationally. Baseline fitness testing is key for anyone beginning a new program to establish where they are and to track their progress over time. Re-testing is just as important, as changes to workouts can be made based on progress to date, keeping on track for success. Fitness assessment testing is available at the Suquamish Fitness Center!

TRAIN FOR AN EVENT Training for an event can create a positive challenge! Challenges are a creative and positive way to get motivated to join others in a collective commitment and be part of something bigger. It helps individuals stay on track with the support from others on the same path.

Right now if the perfect time to start training for the Chief Seattle Days 5K Run/ Walk! If you want more information on a training program visit the Suquamish Fitness Center for a plan! Even if you have never done a 5K it is a great way to work towards an end goal! If there is enough interest we can have a group training.

BUILD YOUR OWN SUPPORT TEAM & ALLIANCES Having a workout partner or buddy is great motivation! If you know someone else is relying on your to be there, odds are you won’t let them down! The accountability of having someone to workout/train with is always a bonus! If you have a dog don’t forget they also like to exercise. It is great to get the entire family involved as well as co-workers, creating a healthy atmosphere!

SET SMART GOALS Work on setting “SMART” goals; Specific, Measurable, Attainable, Relevant, & Time-based. Establishing clearly defined goals helps get the most out of your experience and keeps you focused on the things that will allow you to reach those goals.

Also by creating milestones that may lead the way to bigger goals is helpful. For example, losing 50 pounds is difficult to reach, but breaking it up into smaller milestones makes it less overwhelming and seemingly easier to achieve.

Obituaries

Luther Franklin Mills, 81, of Suquamish Washington passed away Wednesday April 20, 2016 in his home surrounded by his family.

His parents Susie Neal and Harrison Mills precede Luther in death. He leaves his beloved wife of 59 years, Dolores Mills. Grieving with their mother are his six children, Gloria Smith, Jackie Severson, David Mills, Tina Zaiss, Luther Mills Jr., and Lori Bakken. He also leaves behind his 18 grandchildren and nearly 50 great grandchildren, who love him dearly. Luther Mills proudly served in the United States Navy for four years followed by an additional four years with the Navy Reserves. After serving his country he went on to work for Boeing Aircraft Company for thirteen years. He then worked for Keyport Naval Submarine base where he eventually retired. Luther leaves behind a legacy of honor, diligence and adoring Luther Franklin Mills love. As an ordained minister, he served his April 22, 1934 - April 20, 2016 community working endless hours at the food bank and faithfully leading church services and children’s Sunday school. He worked hard to support his wife and six beautiful children whom he loved unconditionally. Luther was a hardworking man, even after his retirement. He was very generous and always made time for people. He was never afraid to speak his mind, especially when it came to the Mariners. He enjoyed spending time with his family and telling stories of his Southern roots in Tennessee. While most would have a hard time keeping their own children’s names straight, Luther not only remembered each and every grandchild or great grandchild’s name…he also gave them each their own unique nickname. Some of the fondest memories his family shares of him are remembering the funny little tunes he would make up while flirting with his wife as she cooked breakfast in the kitchen or lightly picked away at his guitar sitting in his well-worn armchair. On a warm summer day, you could often find Luther sitting on the porch watching and whistling to the birds flitting about the yard. Luther lived a strong life leading by example. He had an ability to subconsciously drive you to want to be a better person. His greatest gift to his friends and family was being an example of how to love proudly, the way he loved and adored his beautiful wife, Dolores.
