Honoring the New Ferry Suquamish

Representatives travel to participate in christening, sea trials scheduled to begin mid-2018

A contingent of elders, youth, government and cultural representatives from the Suquamish Tribe traveled to Vigor Shipyards in Seattle, WA on January 4, 2018 to participate in the christening of the newest Washington State Ferry Suquamish.

Suquamish Tribal Chairman Leonard Forsman spoke at the event, providing a brief history of the tribe for attendees including, Sen. Sharon Nelson, Transportation Secretary Roger Millar, and Vigor CEO Frank Foti. Forsman said that the new ferry maintains the values and visions of the Suquamish, plying the same waters as his ancestors.

Suquamish Tribal Elder Ed Midkiff provided the blessing for the event, followed by a cultural sharing of songs by members of the Suquamish and Chief Kitsap Academy Song and Dance groups.

"Our marine highways are an irreplaceable part of our state's transportation system, with ferries carrying over 24 million people each year across our state's waters," Gov. Jay Inslee said. "It is critical for us to continue replacing our oldest ferries and I am proud to celebrate the Suquamish and the Washingtonians who built it."

The new ferry will operate on the Mukilteo/Clinton route in the summer and serve as a maintenance relief vessel in the winter, filling in when other vessels are out of service.

The Washington State Transportation Commission selected the vessel name in 2016 to honor the Suquamish people, a tribe that has inhabited the central Puget Sound since time immemorial. Suquamish is the fourth funded Olympic Class ferries to replace the aging, midcentury-era Evergreen State Class vessels. The first Olympic Class vessel, Tokitae, joined the Mukilteo/Clinton route in June 2014. The second, Samish, began service on the Anacortes/San Juan Islands route in June 2015. Chimacum, the third vessel in the class, entered service on the Seattle/Bremerton route in June 2017.

Reviving an Ancient Art

Suquamish elder co-authors new book on Salish basketry

Suquamish Elder Ed Carriere is well known throughout the Northwest for his expert basket making skills. With knowledge passed down to him by his great-grandmother Julia Jacob, Carriere has been weaving baskets for over fifty-five years. He has learned to make a wide variety including the open weave burden basket, straight and crossed warp clam gathering baskets, clothing, and hats. His materials are the bark, limbs, and roots of the western red cedar, beargrass, sweetgrass, wild cherry bark, cattail and horse tail root.

Many people have learned about Ed's basket weaving through classes, demonstrations, and school presentations. To him, weaving baskets and carving canoes and paddles is relaxing and challenging. In recent years, Carriere has partnered with anthropologist Dale Croes to bring the art of Salish basketry to people and cultures around the world. In addition to classes and exhibits in the United State, the two have made presentations on Salish basketry in Japan and Europe.

This winter, the two partnered to create a new book titled Re-Awakening Ancient Salish Sea Basketry. The book, now available on Amazon.com, will soon be sold in the Suquamish Museum and nearby bookstores. Carriere and Croes will also plan to host a book signing in March at the Clearwater Casino Resort in Suquamish, WA

Catching Up With the Suquamish Tribe Education Department

Dear parents, guardians and tribal community, we are at the mid-point of yet another year. Our students are doing very well this year and progress is being made at all levels. CKA is in its fourth year and we look forward to another 100-percent graduate rate. Our tribal staff stationed at our school provide much support and are always looking for ways to help. We have posted a position for our middle level students to give them the support they need. Our high school students at KHS are also doing quite well and at this point we expect 100-percent graduation rate there as well!

Brenda Guerrero as the Higher Education Program Manager administers the process for the application for scholarship for Suquamish Tribal Members. Funding for scholarships is made with tribal hard dollars, not federal funding. As such the Suquamish Tribe has created our own policies and procedures regarding higher education and vocational funding.

There is a Higher Education Board that meets quarterly to make decisions on the applications and scholarships. The Board is made up of volunteers appointed by the Suquamish Tribal Council. New Program at Wellness Builds on Healthy & Whole Successes

Journey to Wellness incorporates traditional knowledge with contemporary mental health practices

Journey to Wellness is a new group offering that begins at the Wellness Center next month. We hope to cover the “essentials” of Dialectical Behavioral Therapy – mindfulness, development, trauma, and recovery – in a format that should be familiar to many in the community. It is the next evolution of our Healthy and Whole program.

At the end of 2016 we celebrated nearly 20 years of Healthy and Whole at the Suquamish Wellness Center. Lori Glover began with a Dialectical Behavioral Therapy Skills group back in the 1990s’, and nurtured it to become something unique to the Suquamish Community. It became a gathered wisdom – something informed by cutting-edge psychological practice and the passed-down knowledge of the community alike. Many in the community found participating in the group to be healing and empowering. When Lori retired, we knew that the group would need a brief hiatus – both in recognition of its legacy and to allow us an opportunity to imagine what the group might look like going forward.

We’re starting with Journey to Wellness, which will be an eight week introductory group starting on February 20, 2018. Group topics will include mindfulness, individual development, family systems, understanding the scope and impact of trauma, resilience and reconciliation.

Journey to Wellness will be the first in a series of group offerings that will draw from our experience of Healthy and Whole as well as integrate new ideas and voices.

Individuals can sign up for one part of it, or continue for multiple modules. We hope that breaking it into smaller pieces will make it easier for some to participate. Some of our guiding principles for the group are accessibility, inclusion, and strengthening connection to the community.

As we try to return to the core ideas of DBT, it could be understood as a scaling back or returning to the roots of Healthy and Whole. We’re excited about that, because we know that in doing so, we’re creating space to allow the program to grow and flourish all over again.

Chairman’s Report

The monthly Washington Indian Gaming meeting was held at Nisqually’s Red Wind Casino. This was the first meeting with our new Executive Director Rebecca George Kaldor (Port Gamble S’Klallam) who grew up here in Suquamish. Congratulations to Rebecca.

The new Olympic Class Washington State Ferry MV Suquamish was christened at Vigor Shipyards by WSF Secretary Amy Scarton witnessed by Governor Jay Inslee and other state officials. We also had Tribal Council representatives Bardow Lewis and Robin Sigo in attendance. Chief Kitsap Academy sang an honor song and Elder Ed Midkiff did the opening prayer.

Thanks to County Commissioners Rob Gelder and Charlotte Garrido for attending as well as our tribal elders and Suquamish Warriors.

The Suquamish Youth Council held a panel to acknowledge the anniversary of the signing of the Point Elliott Treaty. Jay Mills, Lydia Sigo, Tina Jackson and I were on the panel where we discussed the importance of the treaty to the Tribe on our families.

The Suquamish Museum Board Met to go over the 2017 budget which was reflected a positive year. We also reviewed artwork submissions from tribal members for placement on the MV Suquamish Ferry.

The Association of State and Territorial Health Officials held a conference on Environmental Public Health in Chehalis. The conference focused on ways that Tribes and local government can work together to provide clean water, traditional foods and protection from contamination in their respective communities.

Tribal leaders came together to meet with state legislators and the Governor in Olympia to discuss issues expected during legislative session. Environmental protection, water rights and education were some of the major topics in our meetings.

Tribal Council members and staff met with North Kitsap School District Superintendent Laurynn Evans and School Board member Glen Robbins to exchange ideas about improving student success and gov-

ernment-to-government relations between the Suquamish Tribe and NKSD. We have plans to meet regularly and keep our lines of communication open.

The Affiliated Tribes of Northwest Indians Winter Conference was held in Portland, Oregon. This was my first conference as President. This was an exciting time for me and I am so grateful to the Suquamish Tribe for supporting me in this important role. Highlights of the conference included a hearing on Native Voting Rights, a campaign luncheon for Paulette Jordan’s (Coeur D’Alene) run for Governor of Idaho, a Suquamish Tribe hosted luncheon for the convention attendees, a fee-to-trust hearing by the Department of the Interior, and a press conference on the We are Still In climate pledge that the Suquamish Tribe just signed on to, joining 2,600 other governments and organizations honoring Forsman with Suquamish Royalty, honoring those who worked on the ferry Suquamish at Vigor Shipyards in Seattle, WA during the Christening Ceremony in January. the Paris Climate Accord.

Suquamish Culture Camp

Second year of traditional lifeways education program brings teachings to youth ages 5 and up

The Suquamish Sports & Recreation Department organized a two-part Culture Camp in 2017. The first session was a week-long day camp in the summer for older youth ages 10 and up. The second was a 4-day partnership with the Marion Forsman-Boushie Early Learning Center’s Hawk Room during winter break for younger youth ages 5 to 10.

Reaching over 80 youth, the Culture Camps focused on traditional teachings of the Suquamish people and traditional foods. Activities included gathering and harvesting practices, songs and dances, oral histories from our elders, language, indigenous plants and history. The multiple department and community driven camp was funded in part by a 2017 First Nations Development Institute grant. With planning and implementation help of cultural community leaders and department managers, this second year of the Suquamish Culture Camp was an enriching experience for our youth, supporting adult staff and presenters.

The Sports and Recreation Department would like to hold our hands up to all those involved and look forward to our next Culture Camp coming in July 2018. Many thanks are also extended to all the youth and families who participated, the ancestors and Elders for carrying that knowledge and passing it along, and the following departments and organizations who helped make

Talking Treaty with Youth & Community

Suquamish Youth Center hosts panel discussion and dinner to commemorate 164 years of the Treaty of Point Elliot

For many people in the Pacific Northwest, January 22, 2018 passed with little fanfare.

There were no parades, or speeches made by legislators. However, for the people of Suquamish and more than twenty other tribal groups, the day holds special significance. It was on the same day 164 years ago that Chief Seattle, representing both the Suquamish and Duwamish people, signed an important historical document.

“But how much, really, do most of us know about the Treaty of Point Elliot,” said Sports and Recreation Program Manager Kate Ahvakana.

To answer that question, and help educate youth on the subject, Ahvakana and her staff coordinated a Treaty Panel Discussion and Dinner in January with representatives from the Suquamish Tribal Council and long-time tribal government staff. More than forty people attended the event, which included a meal with traditional foods before the discussion began.

“During negotiations for the treaty, it was first read in English, then translated into Chinook Jargon, then into Lushootseed,” said Dennis Lewarch, panel discussion moderator and Suquamish Tribal Historic Preservation Officer.

Lewarch added that with such language barriers, miscommunication was bound to occur and noted that probable locations for the Suquamish reservation during treaty discussions included the area now known as Port Ludlow.

Suquamish Tribal Chairman Leonard Forsman, an archeologist by trade and the first panelist to speak, read a journal excerpt from a European eye-witness to the negations. The witness wrote in detail about the vast number of canoes and natives who gathered for the event- noting that the natives gathered several days in advance, collectively negotiating amongst themselves. Forsman also pointed out that the historical record for the time of the negotiations includes very few Indian voices and added that much of the native perspective on Point Elliot wasn’t written down until hearings on the treaty were held in 1927.

Suquamish Councilman Jay Mills spoke importance of the rights reserved for Suquamish People as part of the treaty negotiations, his experiences fighting for fishing rights. “It’s our job to do our best to educate people about what these treaties are, and what they mean to native people,” said Mills.

Cultural Coordinator Tina Jackson spoke about the lack of general public knowledge about treaty rights and the context of what it means for a Tribal Government.

“We operate on the same level as the state, it’s been hard to get people to understand that,” said Jackson adding that the only way a United States Treaty like the Treaty of Point Elliot can be changed is through an act of Congress.

The Treaty of Point Elliott was the second of five treaties which Territorial Governor Isaac Stevens negotiated with tribes in western Washington. Representing both the Suquamish and Duwamish tribes at the treaty signing was Chief Seattle, along with many subchiefs and leaders of other tribes. The Indians far outnumbered the Stevens entourage, just as the Indians outnumbered European settlers at the time.

The treaties were not ratified by Congress until four years following negotiations, during which time many of their provisions were being violated. Disputes over land ownership, reservation rights and boundaries, and fishing rights have arisen frequently since then.

Seven times the United States Supreme Court has addressed issues involving the reserved right to fish in off-reservation waters. Each time the Court has substantially affirmed the tribes’ treaty rights.

Fire Commissioner with Deep Suquamish Roots Retires

There was no 9-1-1 service in the beginning; it wasn’t established in Suquamish until 1977; before then, emergencies were reported to a seven-digit phone number and firefighters were summoned to the station by a siren. Today, Kitsap 9-1-1 receives emergency calls countywide and quickly dispatches the necessary resources via radio. During Espinosa’s time as a firefighter, major capital projects (such as the addition of apparatus bays to the Suquamish fire station and the purchase of a new ambulance) could be funded by rummage sales and pancake breakfasts. Today, such events can’t possibly raise enough to meet the $150,000 -200,000 price tag for just one new ambulance. For nearly 50 years, volunteers provided response to the citizens of KCFD #4. However, Espinosa and others saw that the area was expanding past the capabilities of the dedicated but dwindling volunteer corps. As part of the merger agreement, the Suquamish fire station was remodeled and, in 1996, full-time staffing began at the station. Emergency response times improved dramatically. Says Espinosa, “I

“The thing people don’t realize is, if you’re working out, if you think about it, you rub your eyes, you rub your nose, you scratch your mouth, that’s how the bacteria germs get into your body,” said NBC medical correspondent Dr. John Torres. “Once they get in to your body, you get the flu or whatever is there.”
