FOR-FREIGHT PROJECT

The international transport and logistics (T&L) sector is vital to the EU’s economy, as highlighted during the COVID-19 pandemic when its resilience and importance were tested due to disrupted supply chains and increased demand. As the world recovers, multimodal freight transport is expected to grow significantly. However, the sector faces major challenges, particularly in multimodal transport, due to fragmented operations among stakeholders, lack of unified management systems, poor interoperability, and limited real-time visibility of cargo. These issues lead to inefficiencies, higher costs, delivery delays, and increased environmental impact. Additionally, low digitalization and minimal use of advanced technologies hinder automation and productivity, further straining operational capacity.

The inefficiencies in multimodal and transshipment transport processes have not only economic consequences but also significant social and environmental impacts. As part of its sustainable development strategy, the EU is prioritizing a clean, safe, and efficient transport and logistics (T&L) sector to address future challenges such as oil scarcity, urban congestion, and climate change. By 2050, the EU aims to reduce transport-related greenhouse gas emissions by 90% compared to 1990 levels and decrease reliance on imported oil. To meet these goals, T&L stakeholders are increasingly adopting advanced technologies— including Artificial Intelligence AI/ Machine Learning ML, Big Data

analytics, robotics, Augmented and Virtual reality AR/VR, Internet of Things IoT, and 5G technologies—to enhance efficiency, reliability, capacity, and sustainability.

The EC funded project FOR-FREIGHT (Flexible, multi-mOdal and Robust FREIGHt Transport) lasts for 40 months and aims to enhance the efficiency, sustainability, and cost-effectiveness of multimodal freight transport by developing and integrating innovative solutions with existing logistics systems. Key objectives include real-time tracking, AI-driven decision support, increased resilience to disruptions, improved data security using blockchain, and reduced environmental impact. The overall concept is shown in Figure 1 below:

The project will focus on five main areas:

• Creation of trial sites with interoperable, multimodal logistics systems.

• Integration via a cloud-based platform for access, monitoring, and evaluation.

• Development of sustainable business models for multimodal collaboration.

• Formation of a sector-wide logistics ecosystem involving stakeholders from transport and logistics (T&L).

• Study, implementation and testing of innovative concepts like the Decision Support System (DSS) and the subway-based network as a sustainable alternative for last mile distribution and to tackle intermodal interface transport challenges.

The Unique Value Propositions of the project are:

Structured mapping of the T&L problems to generalized intermodal problems solving processes. The rationale behind designing these generalized solving processes is to promote modularity and scalability, enabling the participation of additional stakeholders and the flexible modelling of new problem instances. This abstraction facilitates reusability across different logistics scenarios and supports seamless integration of diverse data sources and actors within the multimodal transport ecosystem.

Easy integration of industrial legacy systems with the FOR-FREIGHT platform and access to its digital marketplace of solvers and services. This dual capability ensures that existing infrastructures can seamlessly adopt advanced functionalities without major overhauls, while also enabling stakeholders to browse, deploy, and compose tailored digital solutions that drive operational efficiency and foster innovation in multimodal logistics.

Continuous monitoring and fact-driven impact assessment of the new processes and digital solutions. This enables data-driven evaluation of performance, efficiency, and environmental gains, ensuring informed decisions for further optimisation and wider adoption.

Participation to a digital ecosystem of intermodal actors supporting the implementation of ecosystem-driven processes, data and solutions standardisation. This collaborative framework fosters interoperability and trust across stakeholders, laying the foundation for harmonised multimodal logistics operations at scale.

Mutual learning and continuous knowledge increase on effective and sustainable management of freight flows across various transportation hubs, such as airports, ports, inland terminals, and different logistics nodes. By integrating real-world insights and best practices, the initiative builds collective intelligence and improves coordination across the logistics chain.

The project aligns with industry standards and leverages outcomes from previous EU-funded initiatives to ensure technological maturity and seamless integration with existing systems. Ultimately, FOR-FREIGHT seeks to simplify multimodal freight transport into a seamless, visible, and efficient end-to-end experience.

The target remains to revolutionize multimodal freight logistics by creating and testing advanced solutions across three real-world logistics sites (port, airport, rail). Its core objectives are to maximize transport capacity utilization, increase efficiency and sustainability, and reduce transport costs by integrating novel technologies with existing logistics systems. The Use Cases are:

• Spanish Use Case: Uses AI, Digital Twins, and real-time tracking to address inefficiencies in last-mile logistics by integrating data sources for better decision-making. Key tools include Estimated Time of Arrival (ETA) prediction, CO2 tracking, and demand forecasting.

• Greek Use Case: Aims to optimize logistics between the Piraeus seaport and Athen’s airport with predictive analytics, route optimization, and improved stakeholder communication.

• Romanian Use Case: Focuses on integrating river ports with rail networks through real-time tracking, IoT, and AI analytics to improve communication, route efficiency, and maintenance.

The innovation of the project features a platform with a user-friendly interface for managing logistics and monitoring operations efficiently. It is supported by external components like a CI/CD system for automated development, a code repository for collaborative coding, and a workflow engine for managing complex business processes. The architecture of the platform is shown in Figure 2 below:

Through its components and innovative concepts, the platform offers increased efficiency and reinforces decision making of T&L actors.

The Solver Marketplace is a feature offering the notion of Solvers, various optimisation algorithms for logistical challenges, allowing users to choose the solvers based on detailed performance data. It supports multimodal transportation services—such as Sea to Road, Road to Rail, and Road to Air—that coordinate freight transfers, optimize routing and scheduling, and improve efficiency while reducing costs.

The FOR-FREIGHT Workflow Engine is a flexible and scalable system designed to automate and orchestrate complex logistics processes, by enabling an intuitive workflow creation through a drag-and-drop interface. The engine integrates seamlessly with various data sources— such as legacy systems, IoT sensors, and APIs—allowing real-time data processing for decision-making, task automation, and error handling. Its modular design supports scalability, security, and customization for diverse logistics needs. In practice, it adapts to specific use cases in Spain, Greece, and Romania to optimize transport, monitor cargo, and manage traffic using technologies like IoT and 5G. Overall, it enhances the agility, efficiency, and responsiveness of logistics operations. The module empowers users to combine individual or multiple solvers into creating their own solving processes, supporting flexible, multi-layered, tailor-made solutions for advanced solver process orchestration. It also enables the view consolidated data from multiple solver and solving process invocations through interactive dashboards and graphs, enabling users to identify trends, monitor performance, and make informed, datadriven prompt decisions.

The FOR-FREIGHT platform’s User Interface (UI) finally serves as the main access point for users to interact with the platform’s tools and capabilities. It provides a user-friendly, Wizard-driven experience that guides users through selecting transport modes and solving specific logistics problems. While the UI itself does not perform processing, it connects users with the platform’s backend systems, particularly the Workflow Engine, enabling them to launch and manage solvers and solving processes. It also aggregates and displays real-time data from various sources through dashboards and interactive tools, helping users make informed decisions. With secure user authentication, the UI ensures data protection and role-based access, making it a central, intuitive hub for efficient and effective logistics management.

The European Union, through a series of actions and policies, has for a long time set as a priority the increase in productivity, the reduction of costs and the reduction of the environmental footprint of the transport sector. There is a growing demand for integrated, cost-effective, and adaptable technological solutions that can support a diverse network of stakeholders, including manufacturers, logistics providers, last-mile operators, and public authorities.

THE HEAVY LIFT GROUP: A NETWORK WITH A VISION EXECUTIVE COMMITTEE, THE HEAVY LIFT GROUP

As an international group of specialised heavy transport companies, the range of project cargoes handled by members of The Heavy Lift Group (THLG) is broad, but identifiable trends are driving particular areas for growth.

Logistics services capable of handling heavy lift, project cargo, and oversized transport assignments start-to-finish are being sought by the renewables sector, for example, as demand to transport and deliver wind farm components and solar power plant surge.

THLG members also report strong opportunities in coordinating the intricate logistics behind establishing the synchronised condenser stations used to stabilise the electrical grid as more renewable energy sources are introduced.

These are the type of high value, out of gauge and often fragile loads on which THLG’s logistics expert members build their businesses. They will provide or manage all trucking, rail and ship transportation, but also the surveying, inspection and documentation, loading and terminal handling processes, and the relationships with importers, exporters, brokers and specialised freight services in between.

Decarbonisation imperatives are not only influencing the kind of cargoes we are assigned to handle; they are driving change in the methods we use to transport these cargoes, too.

Changing business climate

Increasingly, customers demand the use of solutions and processes that minimise carbon dioxide emissions, such as biofuels, electric vehicles, and optimised routing for fuel efficiency. They also expect sustainable packaging and handling methods for reduced waste, as well as the ability to track their carbon footprint as part of a fully transparent supply chain.

Striving to meet these expectations, THLG is actively monitoring, through in-house surveys, the status of its members’ sustainability programmes. In addition, future group conferences will place greater emphasis on decarbonisation to help members keep abreast of their sustainability commitments.

Environmental regulations pertinent to our members include the International Maritime Organization’s Carbon Intensity Indicator and the European Union’s Fit for 55 package, which target reduced CO2 emissions from the maritime industry and the wider transport sector, respectively.

However, intensifying environmental requirements are just one part of a fast-evolving regulatory framework that is adding new

layers of complexity to an already-complex business. Our members also have to consider changes in European trade regulations and customs procedures, the EU’s proposed speed limiter mandate, challenges surrounding heavy transport permits in Germany, the United States’ planned introduction of port fees for Chinese-flagged vessels, and the growing international demand for supply chain transparency, among other factors.

Against this background, THLG members need to remain informed and agile, ready to adjust their operations as the rules dictate. Proactive measures include regularly updating compliance protocols, investing in staff training, and collaborating with industry partners to navigate the evolving regulatory landscape successfully.

Coordinated response

The THLG Executive Committee is refining governance structures to ensure continuous improvement and member engagement, involving new members in its meetings, and participating in masterclasses and panels to stay on top of industry requirements.

These steps aim to enhance the ExCom’s overall capabilities in selecting the best candidates from around the world to expand our international presence while contributing invaluable local expertise. This global–local approach has been effective in securing logistics projects covering delivery of large-scale mining equipment to remote locations and the safe delivery of massive components for the world’s largest telescope, for example.

Other developments which benefit from coordination and information exchange between TLHG members through its formal channels include our collective response to fast-paced changes in digitalisation.

In recent years, our members have leveraged new technologies to enable real-time cargo tracking and route planning, improve risk management, and streamline documentation. Looking ahead, artificial intelligence will further optimise efficiency and security in heavy lift logistics through smarter routing, predictive analytics, automated documentation, and even AI-driven risk assessment. For THLG customers, this will translate to better and faster feedback, quotations, and solutions.

Yet while emerging technologies – and in particular AI – promise to transform project cargo logistics for the better, they will never replace the human element: in our business, relationships, trust, and handson problem-solving will always be critical. This is, in part, why we remain confident in our ability to provide best-in-class support to an ever-evolving market.

A recent surge in joint ventures and expanded service portfolios among liner shipping companies indicate that this is also a market that others see as full of promise. However, THLG believes that - if utilised properly - these additional resources and tools present new opportunities to serve small-scale project logistics more effectively.

Global and local

Besides, project cargo logistics are inherently complex, frequently involving the transport of oversized, heavy, or high-value items and thus requiring flexible, customised solutions that are planned and executed with meticulous precision. In this specialised field, our members provide an invaluable personal touch, with local knowledge and technical expertise that surpass the standardised operational procedures typically employed by larger organisations.

Members often describe THLG as feeling less like a network and more like an exclusive club where professionalism meets genuine friendship. Here, expertise is not only expected but celebrated, and longterm partnerships are built on mutual respect and shared success. By joining the THLG family, companies gain instant access to a trusted international network, allowing them to offer world-class heavy lift solutions while maintaining their independence.

It is therefore no surprise that we continue to receive a steady stream of membership applications from around the world – particularly from emerging markets. Equally, we remain eager to welcome new members into our diverse network from various regions, regardless of existing representation, to further enhance our global reach and effectiveness.

Our current focus for strategic growth targets Africa and Southeast Asia, where demand is growing for energy and infrastructure projects and manufacturing and project cargo logistics, respectively. We are also seeking heavy transport engineering specialists and equipment owners to enhance our capabilities.

In an industry that never stands still, tactical expansion and continuous improvement are key to sustained success. We therefore encourage our members to maintain close personal connections within the group and to keep learning, sharing knowledge and experiences, spreading the word about THLG, and taking advantage of networking opportunities. In this way, we can continue to set the standard in an increasingly complex and competitive market.

ICAP-CRIF HIGHER COSTS FOR IMPLEMENTING ESG PRACTICES

More and more Greek companies are spending larger amounts to implement ESG practices, proving that their transformation based on sustainable development goals is a strategic choice in the current decade.

As shown by the results of a study conducted by ICAP CRIF SA on the 1,000 largest companies in the country based on employee numbers, in 2023 more than 7 out of 10 companies spent larger amounts on the implementation of ESG practices compared to 2022. Specifically, in 2023, 71% of companies increased their spending on ESG-related actions compared to 2022 (the corresponding percentage in 2022/21 was 66%), 23% maintained it at the same level, while the remaining 6% of participants said that they reduced it compared to the previous year.

Investigating the amount of funds companies spend on ESG-related actions shows that the largest percentage of companies (65%) spend up to 200,000 euros. 11% of companies spend between 200,000 and 500,000 euros and 10% between 500,000 and 1 million euros. 7% of the companies in the sample invested between 1 million and 5 million euros in ESGrelated actions, while 8% invested more than 5 million euros.

Regarding the allocation of companies’ total budget for ESG-related actions, the main pillars are: Environment, Society and Corporate Governance. As concern and public debate about climate change in Greece and globally continues to intensify, expenditures on environmental

actions have been steadily increasing in recent years. In particular, the largest amounts for 2023 were directed to environmental actions (41%). This is followed by actions related to society (35%) and actions related to corporate governance (24%).

But how important is sustainable development for companies?

The survey showed that 94% of the surveyed companies consider sustainable development to be “very or highly” important, a percentage that has been consistently above 90% in recent years. The behaviour of companies in all sectors of the economy is crucial for the successful transition of the European Union (Green Deal) to a climate-neutral and green economy, and for the achievement of the United Nations’ Sustainable Development Goals, including those on human rights and the environment. This requires the implementation of comprehensive processes in order to mitigate adverse impacts on human rights and the environment in their value chains, the integration of sustainability into corporate governance and management systems, as well as the formulation of business decisions with regard to human rights, climate and environmental impacts, and with regard to the company’s longterm resilience.

Regarding the extent to which some of the main practices are implemented by the surveyed companies by main area of action, companies largely adopt actions related to addressing the environmental impacts of their activities, recognising the impact of their operations on the natural environment. According to the results of the survey, 83% of the companies in the sample prioritise the efficient management of

paper and solid waste (separation by category of recyclable material, etc.) to a great extent (“very” or “highly”). This is followed very closely by the implementation of internal recycling programmes, at 81%, the adoption of environmental management systems in accordance with national/ international standards, at 79%, and the strengthening of environmental awareness among staff, also at 79%. Significant percentages relate to actions for increasing the energy efficiency of buildings (69%) and to the evaluation of energy performance in relation to specific mediumterm environmental goals that the company itself has set to reduce its energy footprint (62%). Finally, the use of energy from renewable sources (e.g. photovoltaic systems) and the corporate fleet of environmentally friendly vehicles (hybrid and/or electric vehicles) amounted to 53% and 44% respectively. It is worth noting that most of the environmental actions have improved their scores compared to those received in the previous survey, which demonstrates the companies’ efforts to limit their environmental footprint.

Recognising the social impacts of their operations, nine out of ten companies in the sample (91%) said that they provide equal opportunities to all employees to a “high” or “very high” degree. 83% of companies said that they provide training or upskilling opportunities for staff, 81% focus on additional medical coverage for staff and 80% on responding to emergencies such as disasters from fires, natural phenomena, etc. This is followed by bonuses or financial assistance (79%), donations or benefits in cash or goods (73%) and employee performance assessments (71%), each option earning a considerable percentage. Lower percentages were recorded in relation to supporting artistic, sports and cultural events (58%), employee volunteering and participation in sustainable development initiatives, e.g. blood donation, area cleanups, tree planting, etc. (53%) and actions/initiatives to support NGOs (43%).

The companies in the sample were asked about which Division/ Department makes decisions on and manages ESG actions. Four out of ten companies (40%) responded that they have a separate Division/ Department of the company responsible for sustainable development,

which demonstrates the increasing importance given by Greek companies to sustainable development. The company’s management is responsible for ESG-related actions in 31% of cases, confirming the close link between Sustainable Development and the vision, values and business strategy of these companies.

The Human Resources Department follows with a large margin (6%), and next is the Finance Department at 3%. A significant percentage of participation was also obtained by the Other option (20%), which mainly includes cross-departmental strategy, i.e. joint decision-making on relevant actions by all the company’s divisions, the marketing department and the business planning department.

As corporate governance refers to the set of principles that a company adopts in order to ensure its performance, the interests of its shareholders and the interests of all stakeholders, 89% of companies stated that they implement actions/initiatives aimed at protecting personal data (e.g. GDPR - General Data Protection Regulation). The same percentage of companies (89%) also chose compliance with applicable Business Ethics practices to a great extent (“high” and “very high”).

The integration of cloud technologies for data storage and use (e.g. replacing paper files with digital databases) is implemented to a “high” or “very high” degree by 81% of companies. This is followed by equal pay for men and women (77%), promoting innovation (76%) and continuous communication and dialogue with stakeholders, with the aim of improving the operation of the company, its products and services with a positive impact on society, the environment and the economy (71%). Compliance with the current Regulatory Framework, international best practices and standards for sustainable development (GRI Standards, etc.) is adopted by 64% of the companies in the sample.

The representation of women on the Board of Directors (63%) is also noteworthy and has increased compared to last year’s survey. Finally, almost one in two companies stated that they use social and environmental criteria in their selection processes for partners and suppliers (51%).
