The last payable week for Pandemic Unemployment Assistance, Pandemic Emergency Unemployment Compensation, Federal Pandemic Unemployment Compensation, and Mixed Earner Unemployment Compensation was week ending June 26, 2021.

Claimants who reside in the state of Georgia must register with EmployGeorgia, the state’s reemployment website, and include his/her social security number during registration.

Individuals will be asked to create a resume or upload a searchable resume to the site.

Per Georgia law, claimants can only be paid for weeks during which he or she actively seek work, including a minimum of three new reportable job contacts each week. These contacts must be with employers not previously contacted. Employer contacts can include those made in person, by telephone, online, or by resumes faxed, mailed, or emailed.

Failure to submit records of at least three work search contacts weekly may result in a denial of benefits, delayed payment, or possible overpayment and penalties.

Claimants are required to keep a detailed record of work search activities and submit evidence on the GDOL website as a part of weekly certification. The GDOL encourages claimants to develop a realistic work search plan to find reemployment and verifies work search contacts.

Claimants can be selected at any time for an audit or eligibility review. Individuals must perform work search activities at least three days per week to include, but is not limited to, developing a work search plan, applying for jobs, interviewing, attending job fairs, and developing resumes. The record of employer contacts should include the following: - date of contact - name of the company or other identifying information, such as a job reference number - person contacted - company address, phone number, email, or web address - position title - method of contact - results of contact More information on work search can be found on the GDOL website and work search can be submitted at Weekly Work Search. Also speaking on behalf of the project was Mt. Zion City Mayor Randy Sims who stressed the need for good water service - in both quality and pressure - for homes on Bremen-Mt. Zion Road. Since then, progress has been made towards achieving this goal.

In a recent early morning interview with StarNews, Mayor Sims, he stated, “Unprecedented cooperation between the governments of Carroll County, City of Bremen, and those of us in Mt. Zion led to this water sharing agreement that benefits all of the residents of the region.”

Mayor Sims explained that residents in the northern part of Mt. Zion and also into Carroll County could not access city water and had to rely on water pumped from their own wells, which did not always meet residents’ needs.

“It is a problem we have attempted to work on for years,” he added. “This area of the city runs toward Bremen which is at a much higher elevation and the water could not run in that direction. We considered a booster system, but it was not practical and meetings with the Carroll County Water Authority did not find any other practical solutions either.”

The mayor explained that historically Mt. Zion did not get much cooperation from the government of Carroll County. “It changed a little when Bill Chappell became county commission chairman, working with us to annex some land so our recreation department would be in city limits and getting us the money we were entitled to.”

But, when Michelle Morgan became the Carroll County commission chair, cooperation took a tremendous leap forward and was a driving force in getting this water agreement done.”

Mayor Sims, along with Mt. Zion city council, had been working on improving the water pipe infrastructure for years in the city, which has its own water department. They buy water from Carroll County Water Authority and then distribute it through their pipelines to residents.

Four years ago, the city received a GIFI $2 million dollar federally subsidized loan to get tapins and pipelines up to standard. Two years ago they received a $750,000 Georgia Community Block Grant to continue the improvements including upgrading fire hydrants.

“But we still had not solved how to get city water to our residents in the northern side of the city,” the mayor said.

Last August, Sims held a meeting with Perry Hicks, the city manager of Bremen, Chairman Morgan, and various Carroll County department heads to find a solution to the water problem. “The cooperation and commitment was fantastic and we came to a resolution, but, please let me emphasize that without the cooperation of Ms. Morgan and the other government officials involved, this landmark agreement would not have been possible. We are pleased we played a small part in it as well.”

The agreement is to work together to run a pipeline from Mt. Zion to I-20 to tap into the Bremen City water line with a 12 inch feed that will tie into the Mt. Zion stopping point in the vicinity of Meadowbrook Road. Smaller supply lines will tap off that feed.

“It is a large multi-million dollar regional undertaking,” Sims continues. “It will supply residents in not only Mt. Zion, but Carroll County residents as well and will benefit the City of Bremen. We submitted the applications for grant funding this spring and should have it finalized this fall. Then, the engineers can go to work. I hope we begin work in 2022. We are all proud of how the multi jurisdictions worked

Sims views part of his job as an advocate for Mt. Zion with Carroll County government, and believes the county must advocate with the state to get their fair piece of the pie. Mt. Zion, unlike larger cities, does not have a city manager. Sims said, “I am kind of a part-time mayor. I am here when they need me. We have a great staff who handles much of the day-today duties. I try to give them guidelines and then let them take care of business.”

Sims has been mayor of for ten years. He was previously a Carroll County deputy sheriff, and then retired in 2016 from the Carroll County Parks and Recreation Department.

“I ran for mayor on a promise of not installing a red light,” Sims reminisced with a laugh. “Our residents, I believe, want to keep

the town the way it is now. We have only one commercial property within the city limits (Dollar General).”

But this city of just over 2,000 residents, still offers the necessary amenities their residents want, including their own 24/7 police department.

“In our city park for example, we host activities such as a Christmas celebration as well as 4th of July fireworks display. We have a full time library which is affiliated with the West Georgia library system as well as operating a senior center three days a week which includes a full meal on Wednesdays,” boasted the proud mayor. “We have a full time recreation department with a full array of activities of sports and cheerleading. This fall we will offer soccer for the first time. We just finished remodeling our city court building just across the street from city hall where we hold council meetings and will be a voting precinct. And we will use it for other activities as needs arise.”

Sims was born and raised in Mt. Zion. He and his wife, Debra, have been married for 52 years and have two sons. One son lives in Mt. Zion and the other son Brian, is the City of Mt, Zion Police Chief.

Randy Sims lives in the family home where his parents and grandparents lived. And when he says he is around when the staff needs him, he really means it: his home is located about 300 yards from city hall!

Jack Barsky: German-born Soviet spy and atheist to born-again Christian and American citizen story by Wayne Reynolds photos by Sue Horn On Saturday morning, June 26th, StarNews was invited by the Toastmasters of West Georgia to a special presentation by Jack Barsky, former KGB (Soviet intelligence) spy.

This was a unique opportunity to hear first hand how an East German-born atheist

turned Russian spy became a born again Christian and American citizen.

Barsky was born Albrecht Dittrich in 1949, in the post-WWII Soviet-controlled GDR (German Democratic Republic). Barsky spent a good part of his presentation on Russian history and the violence of the KGB, setting up the listeners for the reality of his stark child-

Mayor McDougal called the meeting to order, and the invocation was offered by Villa Rica Police Detective Blake Terry. Police Officer Chase Gordy led the Pledge of Allegiance. Mayor McDougal expressed great admiration for these two, and all the Villa Rica Police Department, for their everyday bravery and courage to do their jobs, and the Mayor also proclaimed May 9th - May 16th to be National Police Week, and May 15th as National Peace Officers Memorial Day. Mayor McDougal also recognized Dorothy Sue Wortham for her 15 years of service in the kitchen of the Senior Center.

Black has coordinators in each of Georgia’s 159 counties. With many counties adding multiple coordinators, the total is currently at 220 organizers, with 56 counties having 22-member teams.

Several notable West Georgians are among those coordinators: for Carroll County, David Huddleston; for Heard County, Franklin Mayor Denney Rogers; for Haralson County, Blake Poole; for Douglas County, Travis Henry and Sheriff Tommy Waldrop.

The City Council had a busy work session at 3:00 p.m. prior to the regular meeting, where several concerns were addressed, some of which were tabled until a later date, and several of which were put on a consent agenda for the meeting, all to be approved in one vote, and listed at the end of this article.

A proposed ordinance to designate 33 properties as a local historic district, known as the “Downtown Villa Rica Historic District”, for preservation purposes was presented by Ronald Johnson, Planning and Zoning Specialist. As Johnson explained, this ordinance has only to do with the outside façade and materials of these buildings, and nothing to do with the inside and how the owners wish to use the buildings. He also explained that color of paint is not covered under this ordinance because choice of paint colors is protected under the 1st Amendment to the U.S. Constitution as freedom of expression. However, there were several property owners who expressed opposition to this proposed ordinance, both at the Public Hearing portion of the Council Meeting, as well as by petitions.

The point of most contention, other than those who simply believe they should be able to do whatever they want to with their property, was the COA, or Certificate of Approval that would have to be obtained from the Historic Preservation Commission, which is made up of appointed individuals, not elected officials.

Property owners expressed concerns that these COAs might be burdensome to them, and since the HPC only meets once a month, their decisions might not be given in a timely manner to those seeking them.

City Attorney David Mecklin also expressed concern that the standard of review, or appeal process, is not included in the ordinance, therefore business owners wouldn’t have guidance on what to do if they disagreed with any deciSee VILLA RICA CITY COUNCIL page 12

Area high school students participate in the 2021 Georgia Boys State course in state and local governemnt Georgia Boys State is a comprehensive one week course in state and local government and is a program of the American Legion Department of Georgia. The date for this year’s program was June 13-19, 2021 and was held at Gordon State College in Barnesville. Several local students participated with Boys State senior staff member Steve Fuller, who is also Carroll County’s Commissioner for District 4, participating.

It is a “leadership action program” where qualified male high school rising seniors take part in a practical government course.

It is designed to develop a working knowledge of the structure of government and to impress upon the citizen the fact that our

government is just what we make it. Along the way delegates have the opportunity to learn the political process by organizing a mythical “51st state”. Each level of government is run by those delegates who are elected to serve. Instruction is presented on the law and court system, parliamentary procedure and Georgia political history.

Boys State is a highly respected and selective educational program of government instruction for rising seniors. It is a participatory program in which students become part of the operation of local, county, and state government. Boys State was founded in 1935 to counter the socialism-inspired Young

Pioneer Camps. American Legion Post 143 in Carrollton has sponsored students to Boys State since the 1950’s and has averaged sending six per year since 2012.

Fuller said, “This year’s Georgia Boys State was a down year because of the pandemic, and last year it was cancelled.

Mecklin advised that the standard for appeals can be set by the city council, and he recommended that they table the proposed ordinance until an acceptable appeals process is made part of the ordinance.

Mayor McDougal also stated that more information about what might be required under this ordinance be made clear to the affected property owners.

Although this ordinance was recommended for approval by staff, and unanimously approved by the Historic Preservation Commission, Villa Rica City Council tabled the issue until the July meeting, to give everyone involved time to work out the concerns expressed at the meeting as well as the Public Hearing.

Councilmember McPherson brought up a problem with the cover sheets used for all board member appointments, stating this practice did not give council enough control over the applications for each appointment, and questions the council may want to bring up about each appointment. McPherson also wanted to make sure the name of the person being replaced is included on the cover sheet as well.

Since this subject was discussed at length in the work session, Mayor McDougal proposed that the appointee name should be removed from the motion, but have the recommended person’s name remain on the cover sheet, so that when the motion is actually made, there could be a move made to approve the appointment of the person named on the cover sheet, and therefore at the same time make it a motion that could be included in consent agendas.

There was a general consensus that this was a good solution.

In the area of Community Development (Bobby Elliott, Director) there were several applications for rezoning, and one request for an amendments to Villa Rica’s Zoning Ordinance.

The amendment to Article 3: Villa Rica Zoning Ordinance would amend the lot dimensional requirements for the SFA (Single Family Attached) zoning district to correct inaccurate information originating from the creation of the district in August of 2020. This amendment seeks to increase the minimum lot area from 10,000 square feet to one acre; increase the side and rear yard set-backs from 0/15 feet to 40 feet; and increase the distance between structures on the same lot from 5 feet to 20 feet.

Staff encouraged the adoption of this amendment, the Planning Commission approved it 40 on 4/6/21. Council approved it unanimously.

The rezoning requests presented by Ronald Johnson were as follows: 1. Highway 61 and Highway 101 (Industrial Boulevard) at Leggett Drive, a request from Rockhaven Homes, LLC of Brookhaven, Georgia, for rezoning of a 21.74-acre vacant parcel from Commerical Medium Density (C2) to Single Family Attached (SFA), with 4 variances. The applicant proposes to building 210 townhomes on the parcel. Staff recommended denial of the rezoning and the variances. A Public Hearing was held, with representatives of Rockhaven Homes there to explain their proposal. On the request for rezoning the City Council voted 3 in favor, 2 opposed. The applicant was requested to bring further information in writing to the Council about the requested variances, so that portion was tabled until July or such time as the information was presented.

2. 1030 Third Street, a request from Carros Metal Concepts of Villa Rica for the rezoning of a 10.8-acre vacant parcel from Single Family Urban (R2) to Industrial Medium Density (I2), with a proposal to construct a

19,125 square-foot warehouse, with 5,670 square feet of associated offices on the parcel.

Also proposed is a land-swap with 102 Saber Parkway to gain access to Saber Parkway and cut access to Third Street. Staff recommended approval with conditions. Council added a condition that the access via Saber Parkway be made prior to the beginning of construction, so no construction vehicles would be on Third Street. Approved by the Council unanimously.

3. Veterans Memorial Highway, Parcel #01470250019, ServPro/Ricky Wilson, requested a variance from providing sidewalks along approximately 1,065 linear feet of Veterans Memorial Highway. Applicant says adjacent parcels were developed without sidewalks, and believes the sidewalk is not necessary on his parcel. Staff recommended approval with (A) a condition that the applicant shall contribute to the city’s established “sidewalk bank” fund (see consent agenda), and (B) he provides a 10-foot permanent easement along that 1,065 linear feet of road frontage if the sidewalk should be needed at a later date.

City Council approved unanimously.

4. Proposal for a speed limit reduction on Punkintown Road from 45 to 35. Information was given from Councilmember Young, provided to him from GA DOT in August of 2020 that the crash rate on this road is 2.7 times higher than the state average. Police Chief, Michael Mansour, gave information on what the police department already does on that road, and that the stretch of road that is so problematic is curvy and difficult to run radar.

Councilmember McPherson stated that the concerned citizens need to know that the Council is trying to address their concerns, and the proposal to reduce the speed limit on Punkintown Road from 45 to 35was approved unanimously by the Council.

A motion was made to continue the license agreement with Olive Tree and the City of Villa Rica to provide the sale of beer and wine at the Villa Rica Main Street summer concert series at the MILL Amphitheater. Motion was carried unanimously.

The consent agenda items that were approved by the Council are as follows: 1. Ordinance revision to create a sidewalk bank to allow funds to be collected in lieu of construction of sidewalks in areas that would not benefit from sidewalk construction.

2. Purchase of two traffic calming radar signs for Punkintown Road at a cost of approximately $7,800, one to be placed in each direction. The signs will have a 15-inch display, solar powered.

3. Replacement of existing member of Convention and Visitors Bureau Board member, Debbie Hohenstein, with Candy Wilson of Synovus Bank of Villa Rica.

4. Replacement of existing member of 2021 Downtown Development Authority Board member, Kimberly Stovall, with Marisol (Mari) Melindez, local business owner.

5. Fill vacancy on the Library Board with Victoria Byrne.

6. 30% city employee discount for enrolled/registered children in city-run Parks, Recreation and Leisure Programs and events, with a multi-child discount of $5.00 per additional child.

7. Approval of FY2021 Budget Amendments #124 - #131.

8. Election of GMA’s District 4 Officers: President, J.D. Stalling, Mayor of Thomaston; 1st Vice President, Dr. Steve Ledbetter, Mayor of Woodbury; 2nd Vice President, Betty Cason, Mayor of Carrollton, and 3rd Vice President, William Pearman, Mayor of Senoia.

Changes to driving law affects 17 year olds in Georgia effective July 1st

House Bill 466, which passed during the most recent legislative session of the Georgia General Assembly, makes several changes that will impact new drivers.

Joshua’s Law driver training is now added to the list of requirements for 17-year-olds to complete prior to being issued a Class D driver’s license.

In addition, any 17-year-old Georgian who elects to serve our Country by joining the U.S. military will be eligible for a Class C driver’s license without holding a Class D license for a year (currently required for all teens under 18); proof of military enlistment is required.

This law also provides customers with more options to take the on-the-road driving skills test to obtain a driver’s license. A DDS approved Third Party Tester (TPT) who has administered the on-the-road driving test for five years or more can now offer the road test to anyone, even if the customer did not take driver’s training classes with the TPT. Customers do not have to test with DDS if they use approved private testers.

Liberty Forum hosts Second Amendment advocate and GeorgiaCarry.org founder James Camp

The Liberty Forum held their Tuesday, June 29, 2021 meeting at Uncorked on Main, Villa Rica.

This open public meeting is hosted by Leslie McPherson and Clint Chance. Both are elected officials, but Liberty Forum has no specific political affiliation, instead strives to present programs and speakers who can offer information to help citizens become better educated on their government and how it works.

The current, struggling state of newspapers: read all about it

The struggling state of newpapers: For the almost three decades that StarNews (and formerly The Carroll Star News) has been publishing here in Carroll County, Georgia, I have had the policy of publishing commentary pieces by local writers only. But, exceptions have been made. Who could turn down EDITOR/ PUBLISHER an opinion piece by the governor(s) over the years? Or a strong and timely CoVID commentary by the Georgia district director for the U.S. Small Business Administration? I have also published opinion pieces by my Dad who I knew had great insight in national and international issues having retired from the U.S Government. There are many other worthy out-of-towners, too, who have found space on StarNews pages, but, for the most part, I have solicited local writers so that we could be privy to the thoughts of our political and business leaders, our neighbors, friends, and, for a balanced view, our adversaries.

Today, I devote the right hand side of this page to two exceptional commentary pieces, both by non-local writers, that concern the current state of the newspaper industry. These two newspaper professionals, like me, are part of a withering community suffering through sporatic droughts of revenue, but growing tougher and ever more sharply focused on the mission of doing our part to ensure the First Amendment / Freedom of the Press continues to be a living, active part of American lives.

An exceptional young woman: I also devote space today to an exceptional young woman who has been an inspiration and fine example to all around her. Katheryn Grace Reynolds graduated from Haralson County High this past May with honors and was awarded the JROTC Daedalians Medal. She plans to join the United States Army later this year.

The Chattahoochee River: She Who Passes By My Door

River Rambles syllabil@aol.com Every July, our young country’s collective mind turns to thoughts of freedom. Inspiring images abound: the starred and striped flag unfurled on untrammeled breezes; the fierce Bald Eagle, symbol of our liberty, soaring above the golden clouds; the tumbling foam of river rapids, emblem of our national treasures, untamed nature, free flowing. Though one never doubts the power of these sights, they can lack nuance. For the Chattahoochee, it does not flow freely and nor has it for centuries. For almost 200 years, she has been locked and bound by earth and stone.

If the Chattahoochee River is 180 million years old as geologists believe, then 200 years of constraint is surely less than an eye blink, geologically-speaking. Even 245 years, the present age of the United States, is short for a country’s existence, historically-speaking. And yet for all but 50 years of our nation’s unfolding, the river’s inexorable flow to the sea has been harnessed by evolving systems of dams and locks, put in place to create hydropower and electricity, to control flooding, to aid commercial boats and barges in navigating the

river’s treacherous waters.

I’m not casting aspersions on hydroelectric dams. How can I, when here I sit typing on my megawatt-fueled computer, illuminated by a lamp plugged into an electric wall socket, the ceiling fan twirling mercifully overhead? I am but one of millions of beneficiaries of the taming of this wild river, She Who Passes By My Door with so much seeming ease it’s easy to forget her freedom is an illusion.

In last September’s “River Rambles”, I traced the long linear meandering of the Chattahoochee from her trickled beginning in the North Georgia Mountains to her formidable finale in Florida as the Apalachicola River who day after day deposits billions of gallons of water into the Gulf of Mexico.

I did however fail to mention the 16 dams, three with lock systems, that have over time straightened, deepened, and controlled the river’s irrepressible force all along her 431mile journey in Georgia. A little denial goes a long way. I don’t like to be reminded of the cost of modern convenience on wilderness, on our fragile natural world. I prefer to look to the day when our comforts can be powered primarily by sun and wind - whose true natures are not diminished by human usage - so that the river may once again regain her wild unbridled glory.

Proceeding southward from a spring along Coon Den Ridge in Union County, the names of these Chattahoochee River dams (roughly one every 25 miles), read like an ode to industrialization: Nora Hill Dam (built in 1824 south

The late 19th and the early 20th Century saw the Northeast Asian countries pried open by the industrialized nations of the West. The people in China and Japan went through tremendous changes in all aspects of their lives. The commerce and industry, philosophy, and ideals of the Western nations swept across the land of both countries. The wave of modernization fundamentally altered the feudal society. Korea followed suit a few years later.

While these earthshaking events were taking place, the ancient wisdom tradition of the East that had been honored through generations in

these countries was laid aside. People were preoccupied with adopting a new way of life and adapting to the industrialized society.

According to Richard E. Nisbett, who studied the cultural difference between the East and the West and wrote a book, The Geography of Thought, the people in the East traditionally believed the passage of time moved in a circle.

In other words, something that happened in the past returns after some lapse of time. This is in contrast to the Westerners who see it as moving forward along the straight line in a linear fashion.

Now that roughly one hundred years has passed since the West opened up the East, it is time to re-visit the ancient wisdom of the East that was ignored and forgotten in the rush for modernization.

But there is also a distinctive difference.

While the Protestant work ethic focuses on individual achievement, the Confucians place a

weight and physical activity and all of these other things that can lead to long-term health problems, the more we sit, the more likely that bad things will happen in our bodies. It’s almost like sitting and waiting for illness to show up. When we move, we feel better!

If you have a desk job, get up and take a walk during lunch hour. If it is too hot outside, walk around inside the building, or go up and down the stairs. These days we are looking for active ideas that we can do in small groups or on our own. Get out on the Comet Trail and walk away the pounds.

In the end you will be safe and glad you did.

The healthful pleasure of “emeraldization”

BOURIS digi@mindspring.com We live just outside Whitesburg, off Highway 5. Our house is between two hills, that are more or less to our East and to our West. It’s a kind of valley. To the South, the land “steps” down until it gets to the Chattahoochee. To our North there is forest with an uneven floor. In that direction is Snake Creek. Snake Creek itself winds its way into the Chattahoochee. So, we live between two hills, on the north side of the Chattahoochee Valley.

In our neighborhood the river runs EastWest. We can’t see the river from where we are. And, since our house-clearing is surrounded by forest and undergrowth, we get the sense that we are living in a deep pocket of the forest, and not the actual “valley” that goes down to the river.

I’m sure that a hundred years ago you could have seen the river from our property. It all looked quite different. Since Carroll County had been a leader in cotton growing and processing for many years, the land-tract our property is on must have been in cotton. After all, in our forest, there are very few trees that are more than 100 years old.

I say this on what little local history I’ve received conversationally. My neighbors who told me what I know of these matters have almost all passed on, but the little reading of local history that I’ve done is in total agreement with them. The one exception to those fields of cotton, was the wood-lot, a necessity of rural life before modernization. (My thanks to our dear friend Angie Stober, who has just now reminded me of the wood-lot’s past importance.)

So, these days, as a result of Depression Era Soil Conservation in combination with other local decisions, like disuse, forests abound. At our place, instead of snowy cotton fields that flow down to the river, we can’t see the river

for the forest. As do most of our neighbors, we each live in a pocket of the forest. Each Spring, there is something that happens here that could not happen while cotton dominated.

By the time of this publication, Spring will be in the past. But, after years of wonder and ponder, I feel that this year I can put words to a perception. So, while the thought is still fresh, and Spring is faded but not dead, here’s something that I hope will be of interest.

We all know how each season is special, and that for most of us Spring is probably the most special. In Spring, it’s the vegetation...the greenery. What we have in our neighborhood is a thick abundance of vegetation, growing in great variety, from teeny shoots and stems whose tiny flowers are later dwarfed by the blades of grass, all the way up to the giants; the poplars, the tall pines and stout oak trees. A wonderful season of greening. We all know that.

When the growth is new and fresh, the green colors are intense and there is no end to the different kinds of green. Ordinarily, we say, “It’s green”, and Crayolas are adequate for coloring a drawing of them. To a logger, it’s just nasty brush and “Yeah, so it’s green, and what else is new?” But, when you look at the same scene each day, as Lady Spring is creating an immense rebirth and growth-spurt in every available space, you can be overwhelmed. Once you appreciate the immensity of the new growth and the intensity of it, you might find yourself in a state of wonder. I mean, this is going on in spaces that are barely visible, where a spore could hardly fit.

On the ground of each acre, and going up into the bushes and trees, there must be many billions of such spaces. The sunlight that enters your piece of forest is being absorbed just like water. All of that emerging vegetation is feasting and taking in the sun’s full spectrum of light, especially the color-section, what is usually called the visible spectrum.

According to my high school physics, the color of an object is determined by what part of the sunlight is absorbed and what is reflected.

For vegetation, everything is absorbed and the vegetation is spitting back green. That’s why we see green. Here’s my observation: The green of Springtime is different from

Must we really need to know everything?

tenced to death in Iran because she would not renounce her faith and is now a citizen of the USA. One of the most touching moments came when a women of indeterminate age spoke of her growing up under the Democrat Jim Crow Laws. She shown a light on the Democrat claim that ensuring honest elections was anything like the Jim Crow laws she experienced.

Her standing ovation was well deserved.

As a party, we heard from past standard bearers and met many new voices that we will hear from in the future. In talking to several

others as the convention came to an end the person most talked about was a woman that we had not heard about in Carroll County. That woman is Surrea Ivy of Gwinnett County. The passion knowledge and eloquence of her speech was a convention highlight. I hope that she will visit us in Carroll County in the future and bring her voice to those that need to hear what she has to say.

As the 2022 elections grow near, we have a terrific group of patriots to choose from in the primaries.

1. John Herbert Cranford Jr. - Coweta Circuit (Carroll Coweta Troup, Heard, and Meriwether Counties); 2. Elizabeth Dalia Racine: Douglas Circuit (Douglas County); and 3. Oliver Jack Browning: Tallapoosa Circuit (Haralson and Polk Counties).

But, what is the responsibility of the DA? How does the DA affect the community that he or she serves?

The DA is an elected official of the executive branch of government. He or she serves as a link between law enforcement officers and the trial of cases.

There are many misconceptions about the role of the DA in the criminal justice system.

The most common is that the DA’s job is to convict as many people as possible. While that may seem true on television and in reality, nothing could be further from the truth.

Generally, he or she has the duty to see that the law is enforced in order to keep our community safe. However, this duty extends to the mandated ethical requirement of seeking

justice and not merely convicting a person charged with a crime. This little known aspect of a prosecutor’s job is important because it allows the DA to negotiate criminal cases and help defendants avoid convictions or prosecutions under some circumstances.

Alleged victims of crimes are served by this negotiation process as well because they can receive closure without having to testify at a trial.

The DA also has discretion regarding which cases are to be prosecuted. For example, he or she can place a case on the dead-docket, which is a case placed on hold for prosecution; nolle prosequi a case, which is dismissal after indictment or dismiss a case prior to indictment.

The DA’s responsibility is echoed by Canon 5 of the American Bar Association Canons of Professional Ethics. It provides: “The primary duty of a lawyer engaged in public prosecution is not to convict, but to see that justice is done.

As an officer of the court, the DA has an obligation to ensure that proceedings are

conducted in accordance with the rules of evidence and the laws of this State.”

The vast majority of the prosecutors working in the West Georgia area are reasonable, professional, and mostly willing to work on the legal and factual aspects of criminal cases. The negotiation process not only benefits the defendant and the alleged victim(s).

Reasonable negotiations benefit the county and the state by saving precious resources that would otherwise be used for costly trials and court appearances.

My duty is to protect my clients. The DA’s duty is to seek justice. “Seeking justice” is a very broad term. Oftentimes, I disagree with a prosecutor on what is just in a case. When there is a disagreement, I agree to disagree and put the case before a judge or a jury.

That is the nature of our adversarial system of justice.

However, my sons and I live in this community. As a citizen, I am grateful that we have prosecutors who are willing to pursue crimes committed in West Georgia.

I was recently asked to officiate a funeral of a man that I graduated high school with. I knew that it would be a difficult funeral with people there who needed to be saved, so I asked the Lord to help me share the gospel of Jesus with them clearly. Why? Because my friends matter to me.

You are just like me, your family and friends matter to you, too. You do not want anyone to not go to heaven when they die. The Bible is very clear about the eternal beauty and bliss of heaven and the eternal awfulness and darkness of hell. The Lord does not want anyone to die without having eternal life.

The truth of scripture teaches that if a person dies without their sins being forgiven, which

How does Social Security fit into retirement?

Here’s something to think about: You could spend two, or even three, decades in retirement.

To meet your income needs for all those years, you’ll generally need a sizable amount of retire-

ment assets. How will Social Security fit into the picture? For most people, Social Security won’t be enough to cover the cost of living in retirement. Nonetheless, Social Security benefits are still valuable, so you’ll want to do whatever you can to maximize them.

Your first move is to determine when you should start taking Social Security. You can begin collecting benefits when you reach 62 – but should you? If you were to turn 62 this year, your payments would only be about 71% of

what you’d get if you waited until your full retirement age, which is 66 years and 10 months. (“Full retirement age” varies, depending on when you were born, but for most people today, it will be between 66 and 67.) Every month you wait between now and your full retirement age, your benefits will increase. If you still want to delay taking benefits beyond your full retirement age, your payments will increase by 8% each year, until you’re 70, when they “max out.” Regardless of when you file,

you’ll also receive an annual cost-of-living adjustment.

So, when should you start claiming your benefits? There’s no one “right” answer for everyone.

If you turn 62 and you need the money, your choice might be made for you. But if you have sufficient income from other sources, you’re in good health and you have longevity in your family, or you’re still working, it might be worthwhile to wait until your full retirement age, or perhaps even longer, to start collecting.

Another key consideration is spousal benefits.

If your own full retirement benefit is less than 50% of your spouse’s full retirement benefit, you would generally be eligible to claim spousal benefits, provided you’re at least 62 and your spouse has filed for Social Security benefits.

Survivor benefits are another important consideration. When you pass away, your spouse would be able to receive up to 100% of your benefit or his/her own retirement benefit, whichever is higher. Thus, delaying Social Security could not only increase your own benefit, but also the benefit for your surviving spouse.

An additional issue to think about, when planning for how Social Security fits into your retirement, is your earned income. If you’re younger than full retirement age, your benefit will be reduced by $1 for each $2 you earn above a certain amount, which, in 2021, is $18,960. During the year you reach full retirement age, your benefit will be reduced by $1 for each $3 you earn above a set amount ($50,520 in 2021). But once you hit the month at which you attain full retirement age, and from that point on, you can keep all of your benefits, no matter how much you earn (although your benefits could still be taxed).

One final point to keep in mind: The more you accumulate in your other retirement accounts, such as your IRA and 401(k) or similar employer-sponsored plan, more flexibility you’ll have in managing your Social Security benefits.

So, throughout your working years, try to contribute as much as you can afford to these plans.
