by Janice Daniel On Thursday, September 30, 2021, the Carroll County Board of Commissioners met at 4 p.m. for a work session. All Commissioners were present, and the meeting was called to order by Chairman Michelle Morgan.

Finance Director Alecia Searcy presented the August, 2021 financial recap.

Revenue was $6,663,191, up $1,182,000 over last year. Sales tax and all other economic taxes are doing well, State Court fines are already at 23% of budget. Property taxes are up, primarily due to collection of taxes due from prior years. Expenses for August were at $9,151,540, up from last year by $707,000. The Fund Balance is

47 years on the job, Doyal Warren at the Gateway Printing Company in Bremen

by Wayne Reynolds “High Pockets and Shorty are just like my own boys,” Gateway Printing Company employee Doyal Warren began. “I’d do anything for them and I am sure they would do anything for me. I have known those boys their whole life. I even drove them to kindergarten.”

High Pockets and Shorty are Gateway Printing owners Tim Pointer and Nolan Pointer. They bought Gateway in 2000 from their father Byrl Pointer, who had purchased it in 1974. Byrl hired 33 year old Doyal Warren that same year, making this year of 2021 Doyal Warren’s 47th year of employment with the Gateway Printing Company, 925 Pacific Avenue, Bremen.

Nolan said, “Doyal came to work for Gateway in 1974 and still works here part time or anytime we need him. He tried to retire once, but we wouldn’t let him. When I was a kid, my dad once told me, ‘If Doyal Warren told me that Jesus was coming back tomorrow, I would be outside waiting on him’. That is how much trust my dad had in him.”

Doyal, age 80, explained that he was actually an employee of Bryl’s before coming to Gateway, “I worked for Byrl Pointer at his print shop in Carrollton (Byrl’s Litho) for a couple of

years prior to coming to Gateway in 1974 when Charlie Williams owned Gateway.”

When asked why he has stayed so long, he replied, “They just treat me right and I still go in when they need me. The changes in printing are unreal with all the modernization and computers. It is amazing!

But, I can still run the letter press like I always have.”

Early in his career in the printing industry, Doyal worked for D&L Plating Corporation for 10 years.

“They used a lot of acid and chemicals and it was getting into my lungs and Doyal Warren on the job this past week operating the nose, so I went to work with my brother-in-law Heidelberg letterpress printing at Gateway Printing. building houses. C.C. FARM BUREAU from front page Farm Bureau District 3 Director Nora Goodman who is also a USAF veteran, Carroll County Chairman Michelle Morgan, Carroll County Commissioners Ernie Reynolds (District 1) and George Chambers (District 6), and 96 year old WW II veteran Robert Redding.

The mission of Carroll County Farm Bureau (CCFB) is to provide leadership and assistance in the agricultural sector, to promote farm products, to aid in ag-related procurement, and to be a spokesman for the farmer in the legislative arena, among its many goals. CCFB office manager Jennifer Dixon explained that they were able to provide agricultural education and experiences to over 400 students and 14 classrooms this year. Dixon stated, “We get students excited about agriculture - the Carroll County office is passionate about our community!”

Agency insurance manager Beau Luckie reported the insurance company was profitable and increasing its surplus.

Due to CoVID, the 2020 meeting was not held. At this 2021 meeting, officers and board members were recognized. Officers are: Lawrence Shadix, president; Doug Smith, vice president; and Jim Blevins, treasurer. Board members: Eric McGrew, Ralph Parrish, Danny Pate, Robert Redding, and Richard Whitten.

David Huddleston introduced guest speaker Georgia Agriculture Commissioner Gary Black describing Black as one who exemplified faith, family, and farm. He said that Black has put Georgia agriculture on the world map.

Currently in his third term, Black become Georgia’s 16th Commissioner of Agriculture having been elected in 2010. This past summer, Black announced his candidacy as the Republican candidate for U.S Senate.

Huddleston exclaimed, “We need people who are good people to also be politicians.

Gary is that type of person. He genuinely cares.”

Black said, “Thank you for the privilege of serving and doing this job for the past 11 years.

I have hired smart people and I let them do their job, equipping them with responsibility. I also encourage Farm Bureau members to advance their agenda and be the voice of agriculture.”

Sharing a bit about his Senate platform, Black said that current leaders “lack the spine to fix things, like immigration”. He stated, “We are being invaded. Our time to sacrifice is now.

I will work to do something about it. We must stand now.”

Black said he enjoyed his time at the University of Georgia, “I was the classic underachiever. School never got in the way of my education!”

At home, where members of the family all have masters degrees, he added, “I don’t sit at the academic table, I sit at the card table. But I do have a ‘PhD in life’ in Georgia agriculture.”

He went on to explain his principles of life in Georgia agriculture. “For many of you, your name is on the deed of your farm. But, in reality it is for the next generation who you are passing it on to, so remember with your family or friends to pay it forward.

“Principle two is to respect boundaries.

Whether it is between neighbors or each other or families set limits. We need boundaries.

Maintain your equipment. Keep your mind sharp and stay involved.

“Does it not seem like whenever you leave the farm, it is when the cows get out? Just last week, we left and one of my bulls got out. It seems like they know when you leave. So remember to repair fences quickly whether at home, relationships, or in the community.

Fences need to be repaired,” Black said.

Black continued, “Recently, I visited two battered women’s shelters. Domestic violence

is so bad now that the police officer with me had the name of a shelter to take women to on the back of business card. This violence has to stop. Do Right, stand right. These predators must be stopped.”

“In my second year as commissioner, we had to make budget cuts, which unfortunately had to include staff. When the recommendations came across my desk, I signed it too quickly. Unfortunately, I was letting go two employees, one just three months from retirement, the other six months. I felt awful, and I was wrong. I quickly called both of them and asked them to come to a meeting with me. And I said to both of them, ;I was wrong. Please forgive me and come back to work. They cried, and I cried, but I made sure that I repaired that fence quickly,” said Black.

by Wayne Reynolds At a recent Toastmasters of West Georgia meeting, special guest speaker was Jim Hoberg, a retired Federal Bureau of Investigation (FBI) agent and Vietnam War veteran. Introducing Hoberg was Toastmasters President Jim Fernander who stated, “I personally know Jim to be an honorable, humble, and Godly man, as well as a genuine Vietnam War hero.”

Jim Hoberg was born during the closing days of WWII to a mother living in the United States and a father off in the Philippines serving as an United States Army advisor to a Filipino battalion. Jim began his life as an “Army brat” growing up on or near various Army posts both at home and abroad.

Following high school, Jim attended New York University (NYU) where he became cadet Wing Commander. Next, came 53 weeks of pilot training in Arizona, followed by several more months of flight training in Florida in order to qualify as a Forward Air Controller (FAC).

After some additional weeks of survival and POW training in both the U.S. and Philippines, Hoberg arrived in Vietnam in 1968 - the year historians consider to be the height of the war - to begin a one-year tour of duty.

It was in 1968 that the Tet Offensive occured, the military action that began in January and continued through three phases, ending in September.

After Vietnam, Hoberg served as an instructor pilot, was a graduate student, and an intelligence officer for the four-star commander of the Tactical Air Command.

In 1978, after 11+ years of service and earning the rank of Major, Hoberg left the United States Air Force due to an impending deployment to Korea in the F-4: this tour would not have allowed his family to Hoberg continued, “ A accompany him and he found this to be unacceptable. “9 to 5: The Musical” promises to be THE community production of the decade

Director Patrick Yuran needs 60 of YOU - the singer, the dancer, or actor - to come out to auditions on Dec. 6th and 7th!

by Sue Horn “My goal is that, together, we can create an experience that is not only enjoyable for those performing in what promises to be a truly fabulous and fun production, but also an evening to remember for all who come out to see it!” exclaimed Patrick Yuran, director of the upcoming Carroll County Community Threatre production of “9 to 5: The Musical”. “I have been a professional director and professional actor. I’ve been through auditions, so I am very aware of the negativity and stress that can be a part of that process. As director of this production, I am dedicated to creating an environment that will be fun, light, and safe!”

And, in what promises to be “the” production of the decade due to its content, scope, and combined talents and experiences of the director, choreographer, and music director, “9 to 5: The Musical” will be ready to rehearse when 60 area dancers, actors, and singers show up and show

off at auditions on December 6th and 7th at the cultural arts center, downtown Carrollton.

Yuran said, “I got a phone call this summer that, if I would be interested, the Carroll County Community Theatre would love for me to direct the production of ‘9 to5: The Musical’, and that the board had already approved the vote. And, so, it was an exciting opportunity to get back to my roots with community theatre, which is where I started.”

“9 to 5: The Musical” And Yuran means exactly that - the Carroll County AUDITIONS DAYS / TIMES Community Theatre was where he performed as a teenager (must be 18 years old or older and while a student at Central High School before his career must attend both days for most parts) took him around the country. Yuran earned an Day One undergraduate degree in theatre performance; his first Monday, December 6th Masters Degree was in Drama Education; his second 5:45 p.m.: auditionees Masters was in directing for stage and film. Carrollton approves creation of a greenway park: Hobbs Farm to Little Tallapoosa River Park

by Janice Daniel On October 4, 2021, Carrollton City Mayor and Council met for their regular monthly meeting at the Public Safety Complex, Court/Council Chambers, 115 West Center Street, Carrollton. The meeting was called to order by Mayor Betty Cason, who also led the Pledge of Allegiance. Councilmember Jacqueline Bridges offered the Invocation.

Under Mayor and Council comments, Councilmember Jim Watters stated his pride of the Carrollton High School Trojans football team, a commendation echoed by all councilmembers. Councilmember Bob Uglum stated that he watched the Trojan victory on PBC. Councilmember Brett Ledbetter thanked the city staff for being so prompt to take care of matters in the city when he requested them, and also complimented the Taste of Carrollton event organized by April Saunders, Marketing Director. All Councilmembers and City Manager Tim Grizzard, joined in commending Saunders for the work she does, as well as all departments and staff. The City Manager also commended Faith Pullen who led the push for COVID vaccinations in the city where now more than 50% are fully vaccinated.

David Brooks, assistant city manager, presented a Resolution in which he requested the city to approve the submission of Georgia Outdoor Stewardship Program grant to the Georgia Department of Natural Resources in order to create a greenway park from Hobbs Farm Park to Little Tallapoosa River Park along the river corridor, in partnership with Carroll County (see story PAGE XX on Carroll County Board of Commissioners Work Session from 9/30/21 for full details). The resolution was approved unanimously by the City Council of Carrollton.

Brooks also presented a Resolution for the submission of a Recreation Trails Program grant application to the Georgia Department of Natural Resources in order to construct multiuse trails designed for mountain biking on

recently acquired green space near Hobbs Farm Park. The city is to finance 100% of the total project and be reimbursed 80% of eligible costs by the Department of Natural Resources.

This resolution was approved by council unanimously.

A Resolution was approved unanimously to recognize Georgia Cities Week from October 3rd through 9th of 2021, which “offers an important opportunity to convey to all the citizens of Georgia that they can shape and influence government through their civic involvement.”

Resolution 13-2021 was presented by April Saunders, to amend Chapter 78 (Solid Waste) in the Code of Ordinances of the City of Carrollton, by creating Article IV (Recycle Grease Bins) for the purpose of establishing regulations for activities relating to the proper disposal of restaurant grease within the city.

The city has received complaints of improper disposal of used oil and grease in containers, causing leakage and odor near the location of the existing disposal bins, and improper disposal of used oil may cause illicit discharge into the city’s storm or sanitary sewer systems.

The purpose of Article IV is to regulate the placement of recycle grease bins within the city in order to promote public health, safety, and welfare.

Under the new amendment, all currently operational food service establishments owning and/or using recycle grease bins shall be required to register their recycle grease bin with the City of Carrollton within ninety (90) days of the effective date of the ordinance. Any food service establishment coming into existence after such effective date, or obtaining a recycle grease bin after such effective date, shall be required to register their bin with thirty (30) days of the delivery of the bin or application for certificate of occupancy, whichever is sooner. Existing bins shall be limited to one user per bin, whose establishment name shall be on the bin, and bins shall be locked at all

times except when the user is actively dumping grease into bin.

Any recycle grease bin first used by a food service establishment after the effective date of this ordinance shall be located within the structure of the food service establishment, shall be

limited to one user, and must be registered with 30 days. Abandoned grease bins will be subject to the provisions located in Chapter 50 of the City of Carrollton Code of Ordinances.

District 2 Commissioner Clint Chance commented that sales tax in Villa Rica, Douglasville, and other places in and around Carroll County are holding steady at between 16% and 18%.

Morgan presented a request for transfer of funds in the amount of $12,612 for Publishing and Advertising, for the Carroll County Annual Report to be published by the West Georgia Woman Magazine, money to come from the contingency line item. Commissioners agreed to put this on the Consent Agenda for the October 5th meeting.

Other items put on the Consent Agenda are as follows: - Councilman Brett Ledbetter of the City of Carrollton asked the Carroll County Board of Commissioners to partner with the City of Carrollton in applying for the Georgia Outdoors Stewardship Program grant, including an equal split of a local match of $366,125 to come out of the Parks SPLOST line, which money will only be spent after the grant is approved and construction has begun. Ledbetter stated that there is more recognition for regional projects as opposed to single city projects, and the partnership will be requesting a grant in the amount of $2,930,000, to be used to connect and construct a new trail in Carrollton and unincorporated Carroll County along the Tallapoosa River, connecting Hobbs Farm Park and Little Tallapoosa Park. The trail will be 3.5 miles long, and according to City of Carrollton Parks Director Kent Johnston, will be a gravel dust path, and a couple of bridges will have to be constructed, along with some property purchases.

Chance asked about the maintenance cost of the trail, and Johnston reported that the maintenance cost will be fairly low and the City of Carrollton would maintain the area inside the city and also work with the county to help maintain their area.

District 5 Commissioner Ernie Reynolds stated that he has been working on a similar project for the McIntosh Reserve in his District, and wanted to know what this expenditure would do to future chances to fund other projects like this in the county. Johnston stated that the grant becomes available every two years, and therefore the county can move forward on several different fronts.

- IT Manager Jacob Parson asked for consideration to purchase software for the Magistrate Court from i3Verticals, LLC, dba CJT Software in the amount of $80,000 and a $500 per month fee for maintenance/upgrades/employee training, etc. Parson explained that this is a 100% online platform, so there will be no purchase of a server or any other hardware to require upkeep at the county level. The benefits are an online warrant platform, video conferencing capability for judges and other participants for social distancing, etc. As long as the internet is up, the program will be available, and will be backed up daily by the provider as well as by the local IT Department, so information will be readily available at all times, and also immediate support will be available from the provider.

Chance commented that he likes the fact that the county will not have to purchase a server or any hardware, and in response to his question to Stacey Blackmon, county attorney, the contract could be terminated at any time with no major financial loss.

Reynolds asked if Judge Alton P. Johnson, who tends to be ‘anti-technology’, in on board with this program, and Parson stated that the Judge really liked it after he saw how it works.

- Reynolds and District 3 Commissioner Tommy Lee brought forward a request for reconsideration of Steve Stana’s application for the Federal Agricultural Conservation Easement Program, which had been denied at a prior Commissioners’ meeting. According to Commissioner Lee, the Board “didn’t give Mr. Stana a fair shake”, and Reynolds acknowledged that, after receiving additional information, he believes that MStana is sincere in his commitment to the preservation of Agricultural land, and that Stana’s land is contiguous with other properties already in the program.

Villa Rica City Council: developer promises 500 full time jobs; sewer capacity at West Plant now at 50%

by Janice Daniel The Mayor and City Council of Villa Rica met Tues., October 26, 2021, for a Special Called Meeting at the Holt-Bishop Justice Center, Municipal Courtroom, 101 Main Street.

All council members were in attendance.

Under Community Development, item 1, RA-08-21, a request was made by Fuqua Acquisitions II, LLC of Atlanta, GA to rezone two undeveloped properties totaling 55 acres from Industrial Medium-Density to SingleFamily attached, Commercial Medium-Density (C2) and Multifamily Medium-Density (MF2).

RA-09-21, 384 Mirror Lake Boulevard is also included in this request.

The applicant proposes a mixed-use development on parcels fronting Mirror Lake Boulevard at Shoreline Parkway, which consists of 18.9 acres to be dedicated to commercial space, 255 townhomes, and 208 multifamily units. The project will be adjacent to the Arbour Valley Development and will straddle the proposed Mirror Lake Connector road between Mirror Lake and Downtown Villa Rica. No variances have been applied for. The Staff recommends approval contingent upon the recording of the final survey identifying the proposed parcel boundaries. The Planning Commission approved the project 4-0.

According to Mr. Fuqua, this development will generate $1,500,000 in property taxes, as well as over 500 full-time jobs. He stated that the project will not be a long drawn-out thing, but will be open by the summer of 2023. The development will contain a grocery store, restaurants, a retail strip center, gathering areas, stream buffers, and other amenities.

There were several people who participated in the Public Hearing on this project, primarily with concerns about traffic on Punkintown Road and noise from the construction, but others spoke about water and sewage capacity and emergency vehicles navigating the traffic.

City Manager, Tom Barber, addressed most

of the issues with information that the latest SPLOST had provided funding for water, and that the engineering phase has been in place for six months already. He said the water is served by two different lines, one on each side of Punkintown Road, and two new lines will be installed, one of each side of Cleghorn and Anderson Roads. Mr. Barber also stated the sewer capacity at the West Plant is now at 50% utilization, and the regional lift station is on the curb at Cleghorn and Anderson, so it will be one of the shortest sewer collection points the City has.

As for emergency vehicles, two projects upgrading Punkintown and North Avenue, and a road from Anderson to Old Stone that will come in just below the hospital will give alternate routes for emergency vehicles.

Councilmember Young stated that Mirror Lake is in his ward, and for over 15 years his constituents have been asking for this connection from Mirror Lake to the rest of downtown, and per Mr. Momtahan, this project does that, as well as fund money for the infrastructure improvements that are needed. Councilmember Carter attended the tour of Woodstock, which has a development like this, and he thinks it will be a “real plus” for Villa Rica.

Councilmember McPherson said that a safe way to get downtown is needed, and Shoreline is crucial. She agrees this sounds like a good quality project and that the needed traffic studies and solutions will be taken care of.

The motion for a rezoning from I2 to MF2, C2 and SFA, as outlined by the submitted Site Plan dated September 7, 2021 by Haines Gipson & Associates with conditions as outlined by Staff was made, seconded and approved unanimously by the City Council.

In response, Brian Kent, county engineer, said the appraisal on the land said the wetland was adequately appraised, and Kent also said that from a developmental standpoint, this is grazing land being preserved and not looking for a developmental investment.

Chance said it was a failure on the part of the county to allow Stana’s application to wait four years, then deny it, because the wetlands were there at the time of the application.

Chairperson Morgan stated the application was submitted to the prior board who never got to it, and this is the first time the present board has seen these types of applications.

Kent then further stated that, as a future planning tool, a flood plain is not a qualifier.

All commissioners agreed that Stana’s application should be placed on the consent agenda.

- Kent also presented a consideration to approve a Streetlight Special Tax District for Harlan Trace Phase IV. The tax is $40 per lot and is charged on the property tax bill. Chance asked if $40 is a good number to pay for the streetlights, and Kent replied that the account with the utility providers is still solvent.

If it had to be increased it would come before the board, but Kent also commented that Carroll EMC is to be commended for giving the county good rates.

- Hubert Sparks, chief assessor of the Carroll County Board of Assessors, asked for consideration to approve a Professional Services Agreement between the Carroll County Board of Assessors and Municipal Audit Professionals, LLC, for personal property auditing services at a cost of $40,000, which was budgeted for this purpose.

- Charles Pope, Public Works director, and Blackmon, county attorney, asked for consideration to approve an Intergovernmental Agreement between Carroll County and the City of Whitesburg, for the county to provide demolition and site work services for the new Whitesburg City Hall.

Pope explained that the county will clear the property, prepare the storm water network, demo a house on the property, and do whatever grading is necessary.

Blackmon reported that the hazardous material (asbestos) has been removed and the certificate of approval has been obtained. Per Pope, the City of Whitesburg will pay 100% of the material, fuel and labor required for this project.

Reynolds stated that he is very glad this is taking place because the City Hall has been in a trailer for years.

Pope expects to start the project in about six weeks and work on it throughout the winter months.

With these being all the items that could be put on the Consent Agenda, the meeting was adjourned.

JIM HOBERG from page 7 Hoberg continued, “I also found out the results of another incident eight years later. A good friend, Bill from the Air Force Academy, was shot down during my tour. We never heard anything else. Eight years later, I walked into a meeting at Langley Air Force Base (Hampton, Virginia) and there was Bill sitting at a table! I told him, ‘I thought you were dead!’ He explained he had been shot down and was reported missing, but was later rescued.”

“A third incident took me over 30 years to find an explanation. During my tour, an F-4 going overhead went up in an explosion and a ball of fire. No one knew what happened. Thirty years later, I’m now in the FBI at a luncheon telling this story. Another man at the luncheon exclaimed he knew of that incident and then told me what had happened. The F-4 had been hit with enemy fire and the pilot was killed. The navigator was badly injured and didn’t think he would survive ejecting, so he tried landing the plane but failed, dying himself.”

“As I mentioned, so much was happening we never knew if teams survived. The fourth incident took me 38 years to find out the outcome.”

Jim was flying night missions when he spotted a Special Forces team trapped on a mountain under heavy clouds, and was greatly outnumbered by the enemy. Jim said, “I ordered F-4s to help. Our protocols stated we couldn’t drop bombs within 100 yards of American troops, but the enemy was closer. Paul, the man in charge of the Special Forces unit radioed, ‘We are going to die if you don’t drop the bombs!’ I knew if I dropped those bombs and American troops were hit, my career was over, but I did drop the bombs.

“I went back the next few days, but never found out what happened to those guys. Thirty-eight years later, I received a call from a friend. They had tracked the mission back to me. He wanted to know if I would meet with Paul, which of course I did! He not only survived, but his team continued their mission that night. This incident is the only story my wife and children know of until today. My father never shared stories of his war experiences, nor did I.” Jim, a tall, erect grey haired man who looks every bit like one would imagine an FBI agent to look like, began, “Everyone always asks if I worked undercover. Look at me. Do you think I could pose as a drug dealer? But, I could pose as an undercover pilot which I did. The FBI had charter planes wired. We had surveillance on KGB, congressmen, and, of course, drug dealers. I also was wired as an attorney at times.”

Hoberg emphasized that he never paid informants for information. “I would pay for their expenses, like room and board. I had one informant, Art, who was bilking millions out of a certain gentleman. Art was brilliant and didn’t need to do crooked things, but that was his makeup. He provided us with a wealth of information. He never knew that the gentleman he was bilking was too old and would not be a reliable witness so we could not prosecute him. Art never asked and we never told him any different.”

Jim also worked on several of the more horrific national crimes: the first World Trade Center bombing, February 26, 1993; the second World Trade Center bombing September 11, 2001; the bombing of the Alfred P. Murrah Federal Building, Oklahoma City, April 19, 1995; and the Waco Branch Davidian tragedy, 1993. His only comment on these events concerned Waco, “I thought we had a good plan using the tear gas. We didn’t think the Davidians would set the fire.”

The purpose of life is to give it away!”

And giving it all away is just what he will be doing with 100 specially designed clay mugs he crafted to go towards an upcoming auction to benefit the Mustard Seed Cafe at City Station, Carrollton.

After taking a pottery class at Blue Heron Studios in Carrollton, Patrick said he fell in love with pottery. “I decided I was going to practice by making 100 pieces to get better. I have spent the last year making these pieces in my home studio. I decided to donate these 100 pieces of pottery to charity that includes bottles, mugs, pitchers and jugs. Each piece is brought alive with a characteristic whimsical face.”

Hendrickson, Henrickson a self taught artist, began his career as a photographer in 1972 in Helen, Georgia, and co-published the first Helen, Ga newspaper “The Helen Mountain Eagle.”

Many readers may also remember Patrick as owner of the Tin Roof Cafe in downtown Villa Rica for nine years, and he also previously served as councilmember for Ward 4 for the City of Villa Rica.

But, most of his career has been in the creative arts. His photographs and articles have been published in many regional newspapers and magazines. Later, Patrick became the creative director for Original Appalachian Artworks Cleveland, Georgia, known for the

highly popular Cabbage Patch Kids dolls.

After moving to the Atlanta area in the late 1980s Patrick began a career as a freelance art director, graphic designer, and later an illustrator working with local and regional art reps and ad agencies.

He also taught graphic design part time at the Atlanta Art Institute.

He has published two children’s books and his artwork has been commissioned by hotels and restaurants around the United States.

Patrick and his wife Hallie have lived in the West Georgia area since 2001, and currently reside in Carrollton.

Each piece took about two weeks from start to finish. Each is signed and numbered. They will be on display for pre-auction viewing later this month at the Mustard Seed Cafe at City Station at 2115 Maple Street, Carrollton..

Auction date is also to be announced.

Patrick emphasized that “every penny from the mugs will go to charity!’

All proceeds will go to Mustard Seed Missions with Lisa and Michael Perkins in Nicaragua, and DriButts Mission with Starlia and Michael Wahl in Haiti, who make washable diapers.

Potential problem with current Planning and Zoning rule: skewed interests could result

First, I wish to offer my sincere appreciation to each citizen who serves on its boards and commissions, especially those that do not have pay. This would include the Carroll County Planning and Zoning Commission (P&Z). Citizens who agree to serve do so for four years and there is no pay.

EDITOR/ Here is an overview of the P&Z’s PUBLISHER heavy powers and duties: - monitor all existing and proposed ordinances, laws, rules, and regulations which affect the use of land in Carroll County - monitor the current and future needs of Carroll County with regard to the regulation of land use and development - propose amendments to the Carroll County Zoning Ordinance - maintain and update the Carroll County Future Land Use Plan so that it may provide a current database with decisions on proposing amendments and variances to this ordinance may be made - carry out an ongoing comprehensive land use-planning program - review all proposed amendments to this ordinance or the zoning maps, conduct public hearings concerning said amendments, make recommendations to the governing authority concerning said amendments This is quite the heavy-duty time-consuming no-pay volunteer part-time job! P&Z Commission does have assistance/guidance from county employees, including the Carroll County Planner and Community Development Department. Current members and commission districts they represent are listed below, and, again, I thank them for carrying out this tough job that requires them to make often unpopular decisions about a citizen’s land, home, and property: Jerry Doyal, Chairman - District 2; Deaidra Wilson, Commissioner - District 1; Kim Hagen, Commissioner - District 3; Cassie Marshall, Commissioner - District 4; Paul Dement, Commissioner - District 5; David Huddleston, Commissioner - District 6; E. Jane Simpson, Commissioner - At Large.

Here’s the potential problem: There is no requirement that a member of the planning commission live in the same district that they are sworn to represent, only that “The members appointed shall be residents and citizens of the county.” (See Paragraph 12.2 of Section 102-12 of the County’s Zoning Regulations.) One of the above listed members does not reside in the district this person represents and is not an At-Large member. What if this rule applied to all six of the specific district seats?

Since no one must live in the district they are to represent, it is then very possible to stack the commission to skew outcomes - real estate outcomes, agricultural outcomes, etc. In other words, if we had a commission made up of 7 members who all resided in the same commission district, including the At-Large member, decisions over time would be very non-representational of our citizenry, industry, and agriculture.

Let’s say for example, all 7 members resided in The City of Villa Rica?

Would Carroll County’s interests - as basically a half agricultural and half urban county - be represented accurately? What if all 7 members lived in the City of Carrollton and 4 members owned/inherited large parcels of farmland out in Farmer’s High or Clem communities that they had no interest in farming, but wanted to sell? These members could then push, through repeated recommendations to county commission, rezoning decisions to allow subdivision development out in the county (and result in a nice profit for themselves). This would change Carroll County’s makeup forever.

I strongly believe that an amendment needs to be made to Carroll County’s Zoning Regulations to require that P&Z commissioners must reside in the commission district they are sworn to represent (At-Large member rule remains the same) so that ALL of Carroll County’s citizens are represented.

Social-emotional learning with cultural competence

There are many hot topics being discussed in independent education these days. Digital citizenship, instructional technology, professional development, and project-based learning are just a few of those topics. However, quickly rising to the top of the list is the concept of social-emotional learning with cultural competence. Although the concept of social-emotional learning and cultural competence have been part of the education discussion for years, the way we are now approaching the discus-

sion is new. Instead of discussing these as two separate topics, we are now combining them due to the trauma our students have experienced during this global pandemic.

Social-emotional learning involves skills that are required to manage one’s personal emotions, maintain positive peer-to-peer relationships, and set achievable goals. All of these skills are necessary for student success.

However, given the significant number of pandemic-related issues spanning three consecutive academic years, the expectation of this skillset may be challenging for some students.

With the increase of parent job loss, stress in the home, family illness and/or death, our students are experiencing enormous amounts of emotional stress and anxiety. However, it is important to note that the level of emotional effects our students have experienced is disproportionate.

groups have been impacted with a higher level case for students in a K-12 environment.

Apparently, certain mushrooms only appear at the edge of a swamp. Around here, we have to wait for the swamp to show up first after a storm, and then watch for the mushrooms to pop up in tree roots at the water’s edge, like feet dangling in a pond. One assortment defied identification.

Orange-yellow polypores, spongy and shaped like poisonous little tarts with puffy crusts, squatting alongside stands of tea-brown mushrooms rising from pine roots on long decurved stems, rubbery as aspic with turnedup edges turreted like the walls of a medieval castle. There was a creepiness about them that just said swamp. Paging through the guidebook, I couldn’t find images of these mushrooms anywhere. A day later the flood shrank back from the tree and the mushrooms collapsed into gooey blackened blobs. And the next morning they were gone, as if they, and the swamp, had never been.

The offender must not have any prior convictions for sex crimes or crimes against minors; 3. The offender did not use a deadly weapon likely to cause serious harm during their sex offense; 4. The offender did not transport the victim during the offense;

5. The offender did not physically restrain the victim during the offense; 6. The offender did not intentionally cause the victim physical harm; and 7. There is no evidence of similar transactions, such as uncharged sexual offenses.

If SORRB classifies the individual as a Level I, or if ten years have elapsed since the offender completed their sentence, the case will proceed to a removal hearing where the judge must determine if the individual should be removed from the Registry.

I am grateful that Governor Deal gave me the opportunity to serve on SORRB. During my term, we voted on hundreds of cases.

Some offenders needed to remain on the Registry. However, I was shocked at how many “Romeo and Juliet” situations there were. These offenders needed to be removed.

Of course, there are more serious consequences, like serving life without parole under certain circumstances, when a person is convicted of a sex crime. The above is just the “tip of the iceberg” when it comes to the consequences associated with being convicted of a sex crime in Georgia.

Variously described as the reproductive organs or fruiting bodies of underground fungi, the visible, vivid mushrooms carry the spores by which fungi propagate. I think of mushrooms as fungus flowers; the strange, squishy, color-splashed blossoms emerging from thick mats of subterranean fungal hyphae, a collection so microscopic and numerous that one teaspoon of topsoil contains miles of fungoid threads.

These fragile strands comprise a densely woven network that winds through a hidden oozy underworld beneath our feet.

Consequences of a sex crime conviction

The immediate aftermath of being charged

with a sexual offense can be a time of great uncertainty, panic, and hopelessness for the accused individual. It may feel as though there is no possible way to defend against such serious charges; particularly when the alleged victim is a minor.

Like all other states, the Georgia sex offender list is part of the National Sex Offender Registration and Community Notification Act. The Georgia Bureau of Investigation (GBI) maintains the Sex Offender Registry (SOR).

Any person can go to the Georgia sex offender registry list on the GBI website to search for a listed offender on the Georgia sex offender registry.

The national sex offender registry can be found at http://www.nsopw.gov/.

Because no other criminal offender is more repulsed than a sex offender, very few protections or limitations exist for publicizing this information. People oftentimes monitor offenders near them to see if they fail to register, or relocate to a new residence without prior approval.

Magazines, talk shows, even employment applications, are asking the question, “How do you self-identify?” One might argue that that’s been the question since the beginning of mankind.

In Genesis 3:1-7 NIV (emphasis added), we learn how Adam and Eve were tricked into believing that they could be “as gods.” They, through the serpent’s manipulation, attempted to identify themselves instead of trusting that

they had already been identified, made “after the likeness” of God. At creation, they had been given everything that pertained to life and godliness. Instead of resting in the assurance that they were created in the image of the Godhead, they tried to secure their own identity. They tried to be something (someone) other than what (who) God had told them that they were.

So, what about us? How do we self-identify?

This is not a question about race, ethnicity or sexual orientation. It is not even about who we are in Christ; it’s about who we see ourselves as in Him. To self-identify is to believe that you are a particular type of person. Today, are we calling ourselves something other than what God has called us? Are we believing something about ourselves that God didn’t say?

As we stroll through the garden of our lives, how is the serpent trying to beguile us? What sour nothings is he whispering in our ears?

Like Adam and Eve, are we listening to and

walking in agreement with the deception?

Failure. “You never do anything right.”

Unwanted. “No one loves you.” Sick. “You’re never going to get well.” Poor. “You’re never going to have enough.” Incapable. “You can’t.”

Or maybe we see ourselves as perfect, in need of nothing. Maybe we’re wise in our own eyes. Do we believe, sometimes, that God is keeping something from us? Does this make us want to take it upon ourselves to create our own identities, become our own gods?

The enemy’s first target was our sense of sight. The eyes - the place that perceives most of the information about the world around us.

The eyes - the place where light enters the body. The serpent used sight to compromise identity. God uses sight to confirm identity.

Once our eyes open to truth, once our perspective changes, we will see the authority that we have as believers. We will view the world, and ourselves in it, through scarlet-tinted lenses.

I am learning that any time I call myself

something other than what God has called me, I am self-identifying. And any time that I am self-identifying, I am lying.

Our natural identity is always in our DNA. Science calls it deoxyribonucleic acid, the genetic instructions that formulate our growth, development, functioning and reproduction.

Our DNA is our uniqueness in humanity.

Our spiritual identity is in our DNA as well.

I call it Divine Nature from Adonai. It is our bloodline. It is how we grow, develop, function and reproduce in the Kingdom. It is our uniqueness in Divinity. Our identity in Christ is fixed. It is the acknowledgement and acceptance of our identity that has the power to change our lives. As we see truth, we’ll speak truth. And as we speak truth, we’ll live truth.

Look into the mirror of God’s Word and see in yourself what He sees in you. We are chosen, healed, loved, favored, redeemed, accepted.

There is no confusion, crisis or mistake in Christian identity. Who Jesus says I am, I am.

The devil will whisper these words into our ears and bring great fear. The scripture says that the devil is the father of all lies-John 8:44. He uses fear as one of his tools to oppress, depress, and get people in a big mess. He is a liar and fear is a liar! Here are some Biblical responses to fear that we see in Philippians 4:4-7 that the Apostle Paul shared with the believers at Philippi.

First, he instructed the church to “Rejoice in the Lord always; and again I say, Rejoice”. To rejoice during hard times is easier said than

done. How do we rejoice when the fear of sickness, death, or loss hits our lives?

My wife, Missy and I went through a season of loss 18 years ago when our daughter, Journey Faith, passed away. There were dark days for our family. We have had to learn to rejoice even during that time. Rejoicing can happen only by knowing Jesus Christ as Savior and allowing the Holy Spirit to fill you with His joy. When fear tries to grip you, immediately begin to rejoice by singing praise to the Lord or by quoting scripture.

Second, when fear hits it can cause a person to react in different ways, such as, isolation or acting out of control. People will get stressed and do things they usually would not do. Verse

5 says, “Let your gentleness be known to all men. The Lord is at hand.” Paul is reminding the believers to react to fear with gentleness. A kind, under control attitude that is only produced by the Holy Spirits control of a person. Fear has gripped many people through the recent pandemic of Covid. People were scared and fearful, which is understandable.

However, God wants us to react in a way that is gentle and under control in every area of life.

The last part of that verse tells us that the Lord is at hand or near. I am so thankful that the Lord is always by my side and is a very present help in the day of trouble.

It is a letterpress printing press designed and built by the Heidelberger Druckmaschinen company in Germany. It was also called the “Super Heidelberg” or the “Super Speed”. And although it is no longer being manufactured, due to its quality and reliability, it is still in wide use for commercial and enthusiast letterpress printing.

The Pointer brothers reflected, with Tim stating emphatically, “I can’t even begin to tell you how much Doyal means to us and everyone here at Gateway. He is loved by everyone and we love him like our own dad. He has a saying for about every situation. One of our favorites is, ‘Daddy said there was gonna be days like this but he didn’t say it would be every day’.”

Nolan said, “Doyal has had several nicknames over the years as well. For years, everyone here called him Willy or Willy Jo. I don’t know where that nickname came from. For the last several years we have called each other ‘Dr. Fox’. In the ‘80s and ‘90s we had a man that picked up our cardboard for recycling and he couldn’t remember anyone’s name, so he just called everybody Dr. Fox. The request was for an appeal to a decision by the City of Villa Rica Planning Commission to deny a Preliminary Plat Application on October 5, 2021, to which the applicant has a right to appeal.

The property in question is in Land Lot 72, 2nd District, 5th Section, where LGI Homes owns the property and plans to build a residential community consisting of 196 single-family detached homes located in the Mirror Lake PUD (Connors Landing).

During the public hearing there were concerns about a traffic study done by the applicant that did not address the area where the project will be, and also the fact that an HOA will not be done before the buildings start going up, thus possibly allowing HUD homes that could be used for rentals. Others were of the opinion that 50-foot buffer zones should be added because of differing densities between Connors Landing and other surrounding subdivisions.

According to staff members Ron Johnson and Bobby Elliott, under the plat requirements, if one code is more restrictive than another, the more restrictive code must be applied.

Councilmember Leslie McPherson asked if the applicant’s preliminary plant requirements had been met, and Johnson said yes. She asked if the preliminary plat meets all of the city’s zoning ordinances and standards, and Johnson said yes. Bobby Elliott, Community Development Manager, assured mayor and council that he will guarantee a full-blown traffic study that covers the correct area will be done, but he also stated that the buffer zone is up to the developer, and the Mirror Lake zonings do not require 50-foot buffers.

Councilmember Matthew Momtahan flatly stated that he does not like LGI Homes, that he has had bad experiences with them in the past,

that they lied to an HOA, that they have no respect for neighbors regarding work times and noise, and that they leave debris in the road.

However, in the best interest of the city’s legal position, council approved the appeal unanimously.

Finance Director, Jennifer Hallman asked council to authorize an agreement between Villa Rica and the Georgia Department of Human Services, Division of Family and Children Services, for the low-income household water assistance program. Approved households will receive a rate reduction payment of $300 or $500, based on the household’s income. In Douglas County, this program will be handled by the Tallatoona Community Action, and in Carroll County by the Community Action for Improvement. The request was approved by council unanimously.

Hallman asked the council to approve terms and conditions of the Public Safety Officials and First Responders Supplement grant, using funding from the American Rescue Plan Act, established in recognition of the sacrifice and dedication they have shown during the COVID-19 pandemic. The grant will provide $1,000 pay supplement for all eligible sworn law enforcement officials and first responders serving during August of 2021. Council voted approval unanimously.

Under the Governing Body of the Agenda, Mayor Gil McDougal apologized that the “Get Paid to Vaccinate” flyer was not distributed to everyone as intended.. Guardians of Liberty Forums attract informative speakers

Brass and Dugan were guest speakers at the Oct. 26th Guardian of Liberty Forum, held at Uncorked on Main, Villa Rica. Hosts of the Liberty Forums’ are Chance and McPherson. Forum goal is to educate the public on local government. Brass and Dugan shared highlights of the upcoming 2022 Legislative Session, and offered opinions on past issues. Dugan shared that it is anticipated that the new districting maps that will come out of the figures from the 2020 Census will be available “sometime after Nov. 3rd and possibly before Thanksgiving”. The goal of Georgia’s Accountability Court Model Court Program is to recognize the great work of accountability courts across the state, as well as identify strong programs that may serve as mentors for other courts. Programs identified as Model Courts are those that have met and exceeded adherence to Georgia’s Standards as dictated by strong performance on certification and peer review processes.

Chief Superior Court Judge John Simpson is the judge and Jennifer Barnett is the Court Coordinator for Coweta Circuit Veterans Court. The court was congratulated for meeting the key components of Georgia’s Problem Solving Court Model.

The Veterans Treatment Court began operation in 2015 and accepts high and moderate risk participants. Post Traumatic Stress Disorder (PTSD) is the most common mental health diagnosis among participants.

On August 4 and 5, 2021, a team of investigators from Fulton County led by Superior Court Judge Henry Newkirk evaluated the Coweta Circuit Veterans Treatment Court. The results of that independent review showed the following.

On Veteran’s Day, we honor the men and women who have served in our armed forces.

If you’ve recently separated or retired from the military, or you will be leaving soon, you can be proud of the service you’ve provided to your country.

But once you’re a veteran, away from the structure and imperatives of the military, you may need to take greater control over managing your finances and protecting your

If you become self-employed or open your own business, you may be able to choose from several retirement plans, including a SEP-IRA, a SIMPLE IRA or an “owner-only” 401(k).

But no matter what plan you have, try to contribute enough to meet your income needs in retirement, which could last two or three decades.

you may need to consider two topics that have special importance to you and your family: health and life insurance. Regarding health insurance, you should be able to get coverage through TRICARE and/or the Veterans Administration, but you also may want to take advantage of employer-sponsored health coverage.

As for life insurance, you will lose the coverage offered by the military (Servicemembers’ Group Life Insurance, or SGLI) shortly after you separate from active duty, so you’ll want to consider your options for your SGLI, such as converting it to either Veterans’ Group Life Insurance or a civilian policy. Your new employer may provide some form of insurance as an employee benefit, but it might not be sufficient for your needs. In any case, if you have dependents, it’s essential you don’t lose life insurance coverage, even for a short time.

Finally, be prepared for one negative aspect of becoming a veteran: fraud attempts. It’s unfortunate, but scam artists frequently target veterans. Scammers may tell you that you qualify for “secret” government programs, but you must first pay a fee or provide personal information, which can then be used for identity theft. Or they might try to charge you for access to your service records, even though you can get them free from the Department of Veterans Affairs.

As a general rule, be suspicious of anyone you don’t know who seems overly eager to help veterans.

Entering a new phase in your life can be exciting and rewarding – and you’ll enjoy it even more when you get comfortable with your new financial arrangements.

The DOT plans are to make this round-about higher in the center as well as larger in diameter - to accomplish slowing down traffic.

I emphatically informed DOT that the current configuration of it is dangerous, as traffic can go straight through it without hardly slowing down and that I am very concerned about the elementary school traffic pulling out near such a dangerous intersection.

4. The Bethesda Church Road bridge will soon be undergoing a rebuild, funded primarily with state funds. This will make the 4th bridge in/near our district to have undergone such improvements, adding to the following bridges already recently rebuilt: 1) Thomas-Wilson Road bridge; 2) Tyus-Carrollton Road bridge; and 3) Tyus-Veal Road bridge.

5. Hilltop Road was recently repaved and restriped by our county Public Works Department and others are on the list to be done, via both county funds and funds that come through the state Department of Transportation via their Local Maintenance and Improvement Grants to local governments.

6. Some of you have indicated that Lowell Road needs to be restriped. I am glad to announce that this is already on the county Public Works Department’s list to be done!

7. Broadband expansion throughout our rural area continues to be a primary concern of mine. SyncGlobal is continuing to lay this cable in our district, as you may have noticed in your travels down our county roads. 3. Request for rezoning of one acre from Agricultural to Residential, located at 2836 E. Highway 166, Carrollton, owners Joy Jordan Hurst and Bryce L. Jordan, Jr., applicant Johnny Blankenship. Lot is in Commission District 5. Since several people were against the request, Commissioner Chance asked Blankenship and was assured by Blankenship, that he will not come back to the board in the future tp request rezoning of any of the remaining 24 acres of this parcel. There is a 1,300 sq. ft. ranch style house on the back southwest corner on this one acre which is bordered by houses in the Sugar Plum subdivision Blankenship stated that he wishes to sell that house and one acre to a single family. The request was approved by the commission 4-2, with Morgan and Fuller dissenting.

10. A process was recently implemented to make our bidding process for the county’s general liability insurance policy (amounting to about an $800,000 annual insurance contract) more competitive. As you may recall, until I voiced substantial concern that there was no periodic competitive bidding process for this significantly expensive contract, the same insurance company was just about assured of renewing its contract with the county every year!

A kind, under control attitude is only produced by the Holy Spirit’s control of a person. Fear has gripped many people through the recent pandemic of Covid. However, God wants us to react in a way that is gentle and under control in every area of life.

The last part of that verse tells us that the Lord is at hand or near. I am so thankful that the Lord is always by my side and is a very present help in the day of trouble. Paul informs the believers to pray during fearful times. In

Missy and I have been through seasons of fear but we are learning to rejoice in them, be gentle in them, and pray during them. God has been faithful to guard us from having emotional breakdowns through them. In fact, we have experienced the peace of God which always overrides fear. Do not let fear lie to you.
