Quake death toll climbs to 186, says NDRRMC THE National Disaster Risk Reduction and Management Council (NDRRMC), on its 6 a.m. Monday update, announced that the death toll for the October 15 7.2-magnitude earthquake that rocked the Central Visayas has now climbed to 186.

Of the 186 fatalities, the NDRRMC identified the latest as Felipe Vigonte, a resident of Antequera town, Bohol.

The NDRRMC revealed that 173 of the fatalities were from Bohol with 12 from Cebu and one was from Siquijor.

At least 583 were injured, including 489 in Bohol, 89 in Cebu, three in Siquijor, and one each in Iloilo and Negros Oriental.

Eleven persons, all from Bohol, remain missing.

The NDRRMC said the quake had affected 605,350 families or 3,003,001 people in 1,339 villages in 52 towns and six cities in six provinces.

Of these, 22,113 families or 109,712 people are staying in 96 evacuation centers.

DAVAO City––This year’s barangay election in Davao del Sur will include the vote for or against the creation of a new province: Davao Occidental.

Atty. Febes Barlaan, provincial election supervisor of Davao del Sur, said that “there will be a plebiscite voting in the province, either yes or no for the creation of Davao Occidental”.

Journalists here got an early glimpse of the ballots in Davao del Sur when samples were shown during the Hermes Club press forum at the Waterfront Insular Hotel Davao. In them were a question on whether voters will favor

or not the creation of the new province.

Republic Act 10360, which enacted the creation of the province of Davao Occidental, was passed by on November 28, 2012 and December 5, 2012 in the Senate.

The newly-created province will be composed of five municipalities from the second district of Davao del Sur: Malita, Sta. Maria, Don Marcelino, Jose Abad Santos, and Sarangani.

Minalwang: 4th killed among six PHL Eagles released into the wild

DAVAO City––Minalwang, a male juvenile Philippine Eagle rescued from its captor in Gingoog City in October 2011, rehabilitated at the Philippine Eagle Center here for nearly two years and released into Mt. Balatukan Range Natural Park in Gingoog City on August 15 this year, is dead, the fourth eagle killed among six released into the wild since 1999.

dead on October 11 not from gunshot wounds as announced in Manila, but from infection “associated with trauma due to capture.”

Dennis Salvador, executive director of the Philippine Eagle Foundation (PEF) told MindaNews on Sunday morning that Minalwang’s death is “attributed to infection as a result of stress from recent capture by locals who wanted money for the bird.”

Salvador said Minalwang, which had a twostage (radio and satellite) transmitter attached to it to enable biologists to monitor and track its whereabouts, was captured by locals in Mt. Lumot also in Gingoog after it allegedly attacked their dog on October 7.

Financial incentives to 78 more PNP personnel up for discussion

CAGAYAN de Oro City--Misamis Oriental is not ready to handle emergencies in case of major earthquakes, Provincial Administrator Edmundo Pacamalan, Jr. said on Thursday.

Pacamalan made the statement after Gov. Yevgeny Vincente Emano ordered a review of the province’s capability to respond to a major earthquake especially of the same

magnitude that struck the Visayas region last Tuesday.

A magnitude of 7.2 earthquake struck the Visayas region on Tuesday morning leaving a trail of destruction on the properties and lives in the provinces of Bohol and Cebu.

“On a scale of 10, in terms of the province’s preparedness in responding to major earthquakes, Gov. Emano rated the province at 5,” Pacamalan said.

Pacamalan said that the low rating was based on the lack of equipment

for rescue especially communication facilities.

He said that the province has a network of radio operators with the radio units that no longer functions.

Pacamalan lamented the non-existence of a trust fund where calamity funds should have been deposited.

He said the province would gradually fill the much needed equipment and training of the disaster response team out of the expected 5 percent Internal Revenue Allotment for disaster management.

Hungarian found dead in restroom A 57-year-old Hungarian national was found dead inside the comfort room in the Port Area of Macabalan in Cagayan de Oro City Wednesday last week.

Police Inspector Hermes Parnes said that the Hungarian national was identified in his passport as Bartos Istvan.

The police, however, were puzzled since Bartos used an assumed name in the

passenger ticket in the name of Bertos Mehale.

A janitor at the port area told the police that he saw Istvan went in the restroom past 10 p.m. Tuesday.

“I did not suspect anything unusual when he went inside the comfort room Tuesday night. I was shocked when I found him lifeless on Wednesday while still sitting on the bowl,” said Giovanni Angan, a janitor.

Inspect Parnes said that they found out some suspicious bruises on the back of Istvan and investigators were now looking at the possibility of a foul play.

“The police are also making an assessment of the varied medicines found in Istvan’s baggage. It seems, Istvan has some kind of diseases which the police were tr ying to connect as the possible cause of his death,” Parnes said.

He said the police were still digging into Istavan’s presence in the Philippines. “Istvan stayed in one of the inns here and still owed about P 30,000,” Parnes said.

At the moment, Istvan’s body lies in one of the funeral homes in the Philippines while police continue to seek possible relative in Hungar y who could claim his body.

Manobos face charges if they hold another barricade, officials say SURIGAO City––Manobo tribesmen who barricaded a mine site in Claver town, Surigao del Norte weeks ago may face charges should they return to stage another blockade, local officials warned.

Claver Mayor Eddie P. Gokiangkee said local authorities will not anymore allow “illegal barricades” in his town, claiming that the action almost turned violent.

Some 700 members of the Kahugpungan sa Nagkahiusang Tribu nga Manunubod sa Yutang Kabilin (Kantrimayuka) abandoned the causeway of a nickel mining firm in Claver town on October 4 after over a month of barricade.

In a move that baffled local officials and the Mamanwa tribe that holds an ancestral domain title over the area, the Surigao del Sur-based Kantrimayuka had demanded royalty share from the mining revenues of Adnama Mining Resources Inc. (AMRI).

The demand drew strong reactions from Mamanwa tribal leaders Datu Reynante Buklas and Datu Alicio Patac, who accused Kantrimyuka leaders of “pangajao,” a term that loosely means a raid by one tribal group against another village or settlement.

Kantrimayuka’s members are already beneficiaries of Certificate of Ancestral Domain Title 002 in Barangay Pakwan, Lanuza town, Surigao del Sur where they reside, records from the National Commission on Indigenous Peoples (NCIP) show.

Claver town officials also found it hard to believe that a group of Manobos residing outside the province in a place 77 kilometers away would claim the area as their ancestral domain, noting that the town has not historically hosted tribes other than the Mamanwa — owner of the CADT-048 that includes the mine site of AMRI. Gokiangkee was concerned over reports that the Manobos were armed during the barricade, and stressed that local authorities have the right to maintain peace and arrest “troublemakers.”

He said he was worried that Mamamanwas would also be forced to use arms to defend their territory.

“We have a duty to preserve peace and order in our town. We have been lenient the first time, but things like this cannot go on as they please,” the mayor said.

Over the weekend, Kantrimayuka tribal chieftain Samuel Dawog Sumanda said they will not hesitate to return to the AMRI mine site should the company renege on its purported pledge to pay them an unspecified amount of royalty.

Dawog said they ended the barricade because of this promise.

CAMP ALAGAR, Cagayan de Oro -- The police has confiscated nine revolvers, two rifles, and 30 bladed weapons for alleged violation of the Commissions on Elections (Comelec) gun ban campaign in the region.

The lifeline of the government I thought of resigning my pen.

However, my readers have been egging me to write again. They missed this column much as I missed it myself.

There was so much to write. It was the time that denied me the chance to push the pen back to its track. My apology to my readers who have been with this column for years. Now, I am back.

So, what’s the order of the day? Cris Diaz Nothing but the usual humdrum of the shackles that tied us in the quagmire of poverty, denial, injustice, and a bleak future. What is there to expect in a country whose leaders have mastered nothing but stealing the money of the taxpayers? While the popular demand was to abolish the controversial “pork,” no less than President Aquino was clinging to it. Yes, Aquino thinks the lifeline of his administration hangs in the “pork barrel.”

Aquino thinks that without the “pork” he could no longer feed the voraciously “corrupt” (of course, with the exclusion of the few good men) Congress – both in the Upper and Lower House – to pursue the President’s self-styled justice system. Remember the Corona case?

The Chief Justice of the Supreme Court who was unceremoniously “impeached” for the simple reason that Aquino did not like him? Did anybody know that Malacanang, through the President’s more than a Trillion-peso

“pork” described as “Disbursement Acceleration Program (DAP),” bribed the Senators and Congressmen to impeach and convict Corona? Corona got the ire of Aquino for penning a decision that leads to the distribution of the Aquino-Cojuangco owned Hacienda Luisita in Tarlac.

While more than 34 million people in a country of about 80 million people wallow in abject poverty, here is a government that spent billions of pesos in the pursuit of its whims and caprices. While hundreds and thousands of people are dying because of disasters and calamities, here is a government that would spend billions of pesos for fighter jets. At least, that was the observation of the earthquake victims in Cebu and Bohol where the government, they said, was simply playing tricks at the expense of the victims. Was it fair for Aquino’s spokesperson to say that the earthquake victims should not expect assistance from the President sans the DAP? Callous and shameful leadership are words that could, perhaps, relieve a despondent country in appreciating a rotten system of governance.

While the government workers, especially the contract workers, are measly underpaid, here is a system that has the gall of spending taxpayers money for their own comfort. Have this country institutionalized the art of corruption as the only way to become a successful political system? It seems that corruption has become the soul and the lifeline of this government that, without it, it would be next to impossible to survive as a country and as a people. DSWD, Army ink MOA to build bunkhouses for Zambo evacuees

AMBOANGA CITY – The Department of Social Welfare and Development (DSWD) and the Army’s 52nd Engineer Brigade forged a Memorandum of Agreement (MoA) Friday for the construction of bunkhouses for families displaced by last month’s standoff here.

DSWD regional director Zenaida Arevalo and Col. Reynaldo Mutiangpili, 52nd Engineer Brigade commander, signed the MoA that provides for the construction

of 21 bunkhouses inside the Mayor Joaquin Enriquez Memorial Sports Complex.

The sports complex houses most of the evacuees displaced by the 20-day standoff after Moro National Liberation Front members loyal to founding chair Nur Misuari laid siege on some coastal villages of the city on September 9.

Arevalo said the bunkhouses could house at least 400 families. Each room could accommodate 10 to 15 persons.

As of October 2, the National Disaster Risk Reduction and Management Council reported that 19,043

families or 101,225 individuals were still staying inside 37 evacuation centers.

Arevalo said the project would cost at least P10 million, at P516,000 for each bunkhouse.

The fund will come from the P3.89 billion calamity and contingency funds announced earlier by President Benigno Aquino III. Arevalo said they are already in the process of identifying the beneficiaries of the project.

Priority will be given to families whose houses were burned at the height of the standoff, she said.

Zamboanga City - A total of 149 hostages have been recovered from the hands of the breakaway MNLF group under Nur Misuari, following the concerted and calibrated efforts of the government forces to secure the safety of all captives.

Crisis Management Committee Chair Beng Climaco expressed her joy and relief at this development. The safety of all hostages has been Climaco’s paramount priority

ever since the eruption of the conflict last week.

“Early this morning, we heaved a sigh of relief in the light of the safe rescue of 79 hostages in addition to the 36 rescued/released last night and the 34 others liberated the previous days,” said Climaco during the press briefing marking the 9th day of the standoff Tuesday afternoon, September 17.

The AFP attributed the high recovery of hostages

to the increasing pressure exerted against the breakaway group by the constant and concentrated operations of all government troops.

Recounting the story of one of the hostages, she reiterated that the government never gave up on the hostages.

“Your government has exhausted all means. The objective to be able to bring to safety the hostages had been met and while there were cases of individuals

who died in the course of all these, we have made all possible ways to save the lives of our people,” said Climaco.

The Mayor noted that the crisis would not have reached this point if the government did not think about the welfare of the hostages.

“No hay kane con ustedes deha,” she added fervently.

2 years later, still no cases filed vs. Fr. Pops’ suspects

IDAPAWAN CITY – “Let us keep our hope for justice alive.”

This was the message of Kidapawan Bishop Romulo dela Cruz, DD, during the Eucharistic Celebration on the second death anniversary of Italian missionary Fausto “Pops” Tentorio, PIME, at the bishop’s residence compound here today.

The Italian missionary was gunned down inside his parish compound in Arakan, North Cotabato.

Two years later, no cases against the suspects have been filed in court yet.

Dela Cruz urged the parishioners to continue praying and not to lose hope in pursuing justice for Tentorio.

“Hope springs eternal,” the bishop said.

Just like the killing of Fr. Tulio Favali in 1985, the parishioners remained hopeful that justice will be achieved.

“Unless a grain of wheat falls into the earth and dies, it remains alone; but if it dies, it bears much fruit,” Dela Cruz read the gospel.

Ten other priests joined the bishop in a mass held beside the cemetery, where slain missionary Tulio Favali was also buried in 1985.

Around 1,000 people coming from different parishes of the diocese gathered for the commemoration of Tentorio’s killing.

The parishioners, lumads, and members of militant groups marched around

the major thoroughfares of the city amid the heavy rain.

The bishop said the Church is grateful for the persistence of Fr. Peter Geremia, Tentorio’s colleague in the Pontifical Institute for Foreign Missions (PIME) and fellow Italian, despite his age.

Like a miracle Geremia said in an interview last week that it would be “like a miracle” if justice will be served (on Tentorio’s case) in his lifetime.

At 75, Geremia admitted that he had some frustrations while struggling to build up the case against the suspected paramilitary members who were reportedly behind the killing of the 59-year-old missionary.

“If that were to happen, that will be like a miracle. I would be grateful. But if it doesn’t come out completely in my time, maybe it will come out eventually,” he told MindaNews.

Tentorio’s parishioners have been accusing the military as behind the killing, which the military repeatedly denied.

Tentorio has been known for his advocacy work for the indigenous peoples, environment and human rights.

trying to accomplish in the present system is almost impossible.

Like the exposé on the anomalous transactions on the priority development assistance fund (PDAF), Geremia said he is also hoping that a whistleblower would come out and say something about the system of impunity in the government.

He added that it seems those who have been implicated, particularly the members of the paramilitary

group, are “untouchables.”

“We continue to challenge the system of impunity as we continue to challenge the system of corruption,” Geremia stressed.

Further investigation Gregorio Andolana, lawyer of the Diocese of Kidapawan, said they have requested for further investigation following the retraction of three witnesses.

Al Calica, chief regional prosecutor for Region 12, has ordered for further investigation following the

clarificatory hearings held in Arakan last July.

During the hearing, Geremia said witnesses presented by the National Bureau of Investigation (NBI) retracted their statements implicating brothers Jose and Dimas Sampulna, in effect clearing the Sampulna brothers.

“So now the accused are only the Ato brothers and the five Baganis headed by Jan Corbala, alias Kumander Iring,” the priest said.

Andolana, a former con-

gressman, said that even with the admission of former North Cotabato Governor Manny Piñol that the Baganis exist, no investigation has been made.

During the public inquiry conducted by the Commission on Human Rights last May, Piñol admitted that they organized and trained the Bagani paramilitary.

AVAO CITY -- A top military commander confirmed that the communist rebels are imposing permit-to-campaign (PTC) in some barangays in North Cotabato.

Speaking to reporters, Major General Ariel Bernardo, commander of the 10th Infantry Division said the rebels exact taxation on local candidates even for

Clinical labs urged to form reg’l network to improve services DAVAO CITY – Directors, pathologists and medical technologists from public and private clinical laboratories in the region were urged to form a network aiming to strengthen capabilities of laboratories in providing quality services.

In a bid to improve laboratory services, the Department of Health (DOH) has been pushing for the implementation of the Strategic Plan for the National Health Laboratory Network (NHLN) initiative at the regional level.

Pathologist Dr. Tomas P. Maramba, Jr., chair of the Technical Working Group on Strategic Plan for NHLN and Task Force Laboratory Network, recently introduced the national framework of NHLN to over 60 stakeholders in Davao Region, mostly medical directors, pathologists and medical technologists.

Maramba said the NHLN is a functional, sustainable, cost effective, harmonious network of health laboratories, both government and private which will support clinical and public health programs through the provision of quality, timely, reliable, affordable and accessible laboratory services.

The existence of a laboratory network would bring about the establishment of a formal system of referral of specimens and reporting of results in various health laboratories in the region, he stated.

Maramba also emphasized that the network shall serve to strengthen the capabilities of each laboratory within the network to implement the strategies of the NHLN Strategic Plan.

The networking shall cover national hospital laboratories, local government hospital and health labs and private hospital and non-hospital labs, he added.

Minda Quitoriano of DOH National Unit for Health Laboratories said the network would help laboratories be updated and upgraded of the facilities, equipment and skills

of workforce as part of the standardized performance and services.

“There are those laboratories with cross substandard services. They need to upgrade their equipment and the skills of their staff.

Wala silang mahingan ng technical assistance,” Quitoriano said.

Maramba also raised the importance for pathologists and medical technologists to be proactive in persuading their medical directors or chief of hospitals that investment in the laboratory makes good sense for quality services.

Expecting insufficient budget from DOH and local government units for public hospitals and health facilities, he suggested that the strategic plan for the regional network should include formulation of a project proposal for wouldbe donors.

Maramba further urged pathologists and medical technologists to ask medical directors, chief of hospitals or provincial governors “to make a “dream” budget that will take care of the resources to handle the workload you expect next year, plus the cost of implementing the action plan. This budget would be greater than the budget given.”

Meanwhile, Dr. Marissa Orillaza of DOH-Quality Management System Standards (DOH-QMS) in the Clinical Laboratory, bared that the National Capital Region has already formed its laboratory network which is being handled by the network’s Council.

“The network is commendable. Its strategic plan and project proposals are already for approval. The region’s Center for Health Development (CHD) is supportive of the network,” Orillaza said of the NCR laboratory network.

Damlayon claimed that a certain Loloy brought him to the NBI office in Cagayan de Oro City, and that he was forced to sign the prepared affidavit.

But the NBI denied Damlayon’s claim, adding they did not know any Loloy.

Keeping the memory alive Unlike the case of Favali, the progress of Tentorio’s case is very slow.

Geremia recounted that Favali’s killers were sentenced in a little more than two years after the April 11, 1985 killing in Tulunan, North Cotabato.

Both Andolana and Geremia believe that somebody is “blocking or manipulating” to mislead the investigation.

Andolana, who also served as the Church’s counsel during Favali’s case, admitted that they feel “like they are alone” in pursuing justice for Tentorio.

“During the Favali case, we can feel the eagerness of the people, they were cooperating. But now, it seems that Fr. Peter is the only one who is actively fighting for justice,” he said in an interview.

Amid the slow progress, Geremia is still hopeful that he and the people of Arakan will achieve justice for his slain colleague. He said that his quest for justice is not just for his fellow missionary but also for the other victims of extra-judicial killings.

“We keep on pursuing justice to keep the memory of the victims alive. And to keep their cause alive,” he said.

Before Minalwang was released in Gingoog, it was transferred to a temporary cage at the Philippine Eagle Center in Davao City three weeks earlier to acclimatize to a forest environment. “This method of release, known as hacking, was designed to slowly orient the eagle to its surroundings before it is set free into the wild,” a press statement from PEF on Minalwang’s release said.

Salvador said the eagle was returned back to the forest on October 9 and was found dead two days later.

When Minalwang arrived at the Eagle Center here on October 19, 2011, it was malnourished and bruised.

In his speech during Minalwang’s release in Gingoog City on August 15, Salvador said: “We have accomplished the easy part.

The difficult part is to keep the eagle alive in the wild… the biggest challenge is to obtain the protection of the local community. We need to understand that the Philippine Eagle symbolizes the health of the wildlife in the eco-system. Protection of these eagles secures the health of the communities downstream.”

Minalwang is the fourth killed among six eagles released into the wild and tracked down through radio telemetry since 1999.

Freed but back in captivity Sinaka, the first rescued and rehabilitated eagle released into the wild in Mt. Sinaka, Arakan, North Cotabato on July 1, 1999, is still alive.

But Sinaka is alive only because it was returned to the Eagle Center.

Salvador said Sinaka is “back at the Center as it kept on getting captured by locals.”

Sinaka was brought to the Eagle Center on June 15, 1999 for treatment of “traumatic head injuries.”

It was in a “very bad condition with its legs tied with a dog chain when found by the PEF field research team.” Further examination showed a ”more pervasive problem” as X-rays showed the bird’s body was ”peppered with lead shots.” Ten lead pellets were found in the bird’s body.

Sinaka’s release into the wild on July 1, 1999 was the first time PEF used radio telemetry. A tiny two-staged backpack transmitter was attached to Sinaka’s back to allow the monitoring

of its movements through a transceiver held by field researchers.

Salvador said the findings from the study of Sinaka’s movements would include how the eagles use their habitat, how wide it is, and to ”give us better understanding of whether the bird strays from the forest territory or remains within the forest.”

Freed, lived for 261 days Five years later, on Earth Day, April 22, 2004, Kabayan, an eagle conceived and hatched in captivity, was released into the forests of Mt. Apo, at the Philippine National Oil Company’s Geothermal Field in Barangay Ilomavis, Kidapawan City.

Dubbed as Asia’s first captive-bred bird released into the wild, Kabayan died from electrocution on January 8, 2005 when it perched on a high-voltage cable.

Named after the donor, then Vice President Noli “Kabayan” de Castro, Kabayan survived in the forest for 261 days, although ventured only near the release site. It was found dead about a kilometer from where it was freed.

On the day of Kabayan’s release on April 22, 2004, Salvador gave the eagle a “50-50 chance at survival in the wild.”

Freed, slaughtered Kagsabua, another eagle rehabilitated at the Eagle Center since 2006 and returned to the forests in March 2008 was killed by a local hunter near the village in Mt. Kitanglad Range Natural Park in Bukidnon four months later, in July 2008.

Kagsabua’s transmitter was found buried near a creek while bird’s feet believed to be Kagsabua’s were also recovered.

Bryan Balaon, a Higaonon from La Fortuna, Impasug-ong in Bukidnon, was later found guilty of killing Kasagbua and fined P100,000 by the court.

Balaon admitted to having shot Kagsabua with an air gun and brought the dead bird home where he cooked and ate it with friends. He also admitted burying the transmitter.

Under RA 9147, the Wildlife Resources Conservation and Protection Act, killing a critically endangered species such as Philippine Eagles is penalized by “imprisonment of a minimum of six years and one day to 12 years and/ or a fine of P100,000 to a million pesos, if inflicted or undertaken against species listed as critical.”

Freed simultaneously On October 29, 2009, the PEF released two eagles – the then three-year old captive-bred male eagle Hineleban and Kalabugao, a rescued and rehabilitated eagle, inside the protected Mt. Kitanglad Mountain Range.

Kalabugao was brought to the Eagle Center here in 2008 after it was rescued in Impasug-ong, Bukidnon,

its right leg injured by a 22.caliber pellet.

Hinelaban was reported missing a month after its release. Tatit Quiblat, then PEF Information officer said an intensive search led to the recovery of the carcass of a male Philippine Eagle in Barangay Lupiagan in Bukidnon on January 15, 2010. It was believed to be Hinelaban’s.

Lone survivor But it’s not all bad news for the freed eagles.

Kalabugao is the lone eagle that has survived the wild for almost four years now. By October 29, 2013, Kalabugao would have been in the forest for four years.

Salvador said Kalabugao has been tracked down somewhere in Misamis Oriental.

In a 2004 interview after Kabayan’s release, Salvador told MindaNews: “Eagles in the wild have to contend with a whole set of threats – both natural and humaninduced. They have to hunt for themselves, they have to fight with other eagles for territory, they cross open landscapes and in the process get shot at or captured, etc. Eagles in captivity get food daily and medical attention when necessary.

However, eagles belong to the forest and that is where they should be. Captive breeding was undertaken with the primary goal of restoring eagle populations in the wild. The birds at the Center serve to further conservation goals by educating our people. Representatives Emmi De Jesus and Luz Ilagan have flayed the Philippine Health Insurance Corporation (PhilHealth) for having defied the Commission on Audit’s admonition against the agency’s self-declared bonuses. The bonuses, said Gabriela representatives, were made even as Philhealth reported a P3.8-billion ($88.3 million) deficit in its reserve fund requirement last year.

This deficit, in turn, was the justification cited by Philhealth CEO Alexander Padilla in doubling the mandatory fees being levied on overseas workers and the hike on voluntary contributions for local residents, Gabriela said.

De Jesus emphasized that the budgeted Philhealth subsidies for 2014 has spiked to P35.295 billion ($820.15 million), a 180 percent increase from the 2013 budget.

But despite that increase, she warned that patients will still continue to pay higher out-of-pocket costs because of the privatization of health services under Aquino.

The better thing to do, according to the Gabriela solons, is to pare down the budget for Philhealth and re-channel the funds instead to more medicines and vaccines, medical equipment for public service use, increased MOOE for public hospitals, increased salaries of health personnel and the hiring of more health personnel “in order to truly realize a genuine universal health care coverage for Filipinos.”

A similar solution has been suggested by KMU and B ayan Muna Rep. Colmenares: increasing the services and benefits for SSS members and pensions for retirees. Other progressive groups have also pressed the MWSS, and other government corporations, to treat it not as profit-oriented ventures

Russian boxer beats American for world championship title MOSCOW, Oct. 20 (PNA/RSport) -- Russian boxer Ruslan Provodnikov won the world championship title over American Mike Alvarado with a technical knockout after the tenth round of a fight for the World Boxing Organization (WBO).

During the fight on Saturday night in Denver, Colorado, Provodnikov – nicknamed the “Siberian Rocky” by media – started on the offensive, landing more punches than his opponent and countering Alvarado’s uppercuts with alternating hooks and jabs.

The contest seemed even until the eighth round, when the Russian boxer managed to knock down Alvarado twice, badly injuring him.

After dominating the next two rounds, Provodnikov scored the WBO junior welterweight championship when the referee called an end to the fight after the tenth round.

Sharapova says she'd be ready to play soon amid pregnancy rumors MOSCOW, Oct. 20 (PNA/RSport) -- World No. 3 Maria Sharapova on Saturday appeared to deny rumors she is pregnant by suggesting she would be ready to play in a tournament in three weeks' time, even though that would come after the end of the current season.

Earlier this month, the Russian star withdrew from next week's season-ending WTA Championships in Istanbul, citing a shoulder injury that has allowed her to play only one match in the last three months.

“I wish there (were) a tournament in 3 weeks!”

Sharapova wrote on her Twitter feed when asked when her next appearance would be.

Bulgarian media on Friday claimed that the real reason why the 26-year-old skipped the event was her pregnancy.

Sharapova is currently dating Bulgaria's world No. 28 Grigor

Dimitrov.

Last week, Sharapova announced she would appear in a series of exhibition matches in Bogota, Mexico City and Thailand in December to prepare for the new season.

156 join 2-day Pangasinan chess classic LINGAYEN, Pangasinan, Oct. 20 --At least 156 Luzon woodpushers have registered to compete in the two-day 3rd Pangasinan Age Group Chess Championships that kicked off October 19 till 20 at the Provincial Training and Development Center here.

The participants aged 20-yearold-and-below in the first of a series of competitions in connection with the province's chess festival graduated earlier from the 3rd Governor Amado T. Espino Jr. (GATE) Chess Clinic held last month.

There are seven age group divisions in the this two-day chess tilt, the 20 year old and under, 18 and under, 16 and under, 14 and under, 12 and under, 10 and under, and eight year old and under.

"We would like to find more potential players particularly from the province," said Provincial Sports Coordinator Modesto Operana, citing the newest Pangasinense pride in the field of chess as FIDE Master Haridas Pascua; 14-year-old Woman FIDE Master Samantha Glo Revita; and John Rhuiz Bravo, silver medalist in the 14th ASEAN Age Group Chess Championship in Thailand.

Other upcoming chess championships organized by the provincial government in partnership with the Pangasinan Chess League (PCL), are the Pangasinan Chess Championships on November 9-10; and 5th Governor Amado T. Espino Jr. Cup Open Chess Tournament on December 21-22.

"These events are the province's

programs for the grassroots to encourage more chess enthusiasts to go out and develop their skills," said Juan Vicente Sison, President of PCL. Operana said that most of the participants are Pangasinenses but there are also a few players from Baguio City, Nueva Vizcaya, and Cavite as the province is the only one in country that celebrates Chess Festival.
