He said once the LPA enters the Philippine Area of Responsibility, it will bring light to moderate rains over Eastern Visayas and Northern Mindanao particularly Caraga region. He added that it is too early to tell if the LPA will become a tropical depression because it is too far from the country. In case the LPA intensifies into a tropical depression, it will be named “Caloy,” the third cyclone to affect the country this year. In its advisory, Pagasa said that moderate to strong winds from the east to northeast will prevail over Luzon and coming from the northeast over the rest of the country. City government, church leaders welcome new Zambo archbishop ZAMBOANGA City––Local officials and church leaders have welcomed the appointment of Kidapawan Bishop Romulo dela Cruz as the new archbishop of this city. Mayor Ma. Isabelle Climaco-Salazar said Dela Cruz is familiar with the situation in this city having served as the bishop of the nearby Prelature of Basilan several years ago. She said that hopefully the assignment of Dela Cruz will bring renewed hope to this city, which is still in the recovery stage from the damages brought about by the September 2013 siege. “We look upon him as a shepherd of the people in crisis and in mourning and in pain. MIGRANTS group Migrante International and United Filipinos in Hongkong filed a petition before the Supreme Court asking for a temporary restraining order on the 160 percent Philhealth rate hike being imposed on overseas Filipino workers. “We are angered by this most recent imposition especially in the light of the continuous spate of price hikes and state exactions on OFWs and on the Filipino people. This is another form of ‘kotong’(extortion) being imposed on OFWs without proper consultation with the sector and other stakeholders,” Connie BragasRegalado, chairperson of Migrante Sectoral Party, said. Last March 14, 2014, a picket was held simultaneously with the filing of the petition. Former overseas Filipino workers and their families who joined the protest called the Philhealth rate hike as “Phildeath: Your partner in death,” mocking its original tagline “your partner in health.” Philhealth originally intended to hike its premium rates to P2,400 back in 2012 through Circular No. 007 series of 2012.
