Both of them took the board for elementary education. While another top board passer was also known as Nelkhin Vios Gongob from Molugan, El Salvador City, Top 10 for

secondary education board exam, with 91.00 percent.

Ms Lumajang graduated Summa Cum Laude at Liceo de Cagayan University in Cagayan de Oro, while Mr Gongob also graduated as Cum Laude at Cagayan de Oro College - Phinma Education network. The three topnotchers from Misamis Oriental were among the 72,824 board exam takers for both elementary and secondary levels it was learned.

Meanwhile, Misamis Oriental Governor Peter Unabia thanked the successful examinees from the province, and especially those who topped the board exams for teachers.

Betty affects nearly 15K individuals in 6 regions

MANILA – The National Disaster Risk Reduction and Management Council (NDRRMC) reported on Wednesday that about 3,821 families or 14,908 individuals have been affected by the onslaught of Typhoon Betty.

In its latest disaster bulletin, the agency said these families are residing in 94 barangays in the Ilocos, Cagayan Valley, Central Luzon, Mimaropa, Western Visayas, and the Cordillera regions.

BRP Andres Bonifacio departs Subic for naval drills in Indonesia

MANILA – The Philippine Navy (PN) has deployed an offshore patrol vessel BRP Andres Bonifacio (PS-17) to take part in the multilateral naval exercise “Komodo” which will take place in Indonesia.

In a statement Tuesday, the PN said “Komodo” will take place from June 4 to 8

at Makassar, Indonesia.

The ship departed Naval Operating Base Subic on Monday in send-off rites led by Fleet Marine Ready Force (FMRF) commander Brig. Gen. Edwin Amadar.

“The multilateral naval exercise ‘Komodo’ aims to enhance facilitating multilateral engagement with international partners as well as to bolster relationship and

cooperation among participating navies in building a common understanding about humanitarian assistance disaster response operations and will also focus on maritime interdiction operations,” FRMF public affairs office chief Lt. Jonathan V. Carretas said.

“Komodo” is a military exercise by the Indonesian Navy and annually held

between the Indian Ocean and the Pacific Ocean. The first iteration of the naval exercise took place in 2014 in Batam.

Also on Monday, the Philippine Army (PA) and the Indonesian Army (Tentara Nasional Indonesia Angkatan Darat) concluded Training Activity Dolphine XV-23 at First Scout Ranger Regiment (FSRR) in Camp Tecson, San Miguel, Bulacan.

Lawyer says de Lima acquittal final, prosecution appeal futile

MANILA – The camp of former senator Leila de Lima said Tuesday it will ask the Muntinlupa Regional Trial Court (RTC) to disregard the motion for reconsideration (MR) filed by prosecutors asking for a second look on her acquittal.

The MR is a “mere scrap of paper” because the proceedings in the criminal case have already been concluded with finality with the judgment of acquittal, de Lima lawyer Boni Tacardon told reporters through Viber.

“De Lima’s defense team will be filing a motion to expunge the MR,” Tacardon said.

“Nothing short of a Supreme Court decision reopening the case can vest

the judge with jurisdiction anew to alter a judgment of acquittal which is final and executory immediately, hence unappealable, whether by MR with the trial court or appeal to a higher court.”

The de Lima camp is awaiting a ruling on their request for bail in another Muntinlupa court trying the remaining charge -- tolerating the drug trade inside the New Bilibid Prison (NBP) in Muntinlupa City when she was still justice secretary.

On May 12, the Muntinlupa RTC dropped the case of conspiracy to commit illegal drug trading against de Lima, related to her alleged involvement in shady deals at the NBP.

DA links N. Ecija farmers to Kadiwa amid oversupply of squash

CITY OF SAN FERNANDO, Pampanga – The Department of Agriculture-Central Luzon (DA-3) is assisting vegetable farmers in Nueva Ecija in finding viable markets to sell their tons of harvested squash.

The DA-3, through its Agribusiness and Marketing Assistance Division (AMAD), initiated finding buyers for farmers in Barangay Batitang, Zaragoza town who have been struggling to sell their squash produce to consumers due to oversupply.

DA-AMAD Market Development Section chief Carmencita Nogoy said on Tuesday that they met with the local government officials

of Zaragoza and the farmer-members of the Batitang Agriculture Cooperative to discuss the market linkage.

Through Kadiwa markets, Nogoy said “we are not just helping farmers market their crops but also offering cheaper locally produced and manufactured products to the public.”

She added that some 18 metric tons of squash were sold to the Lupao Pag-ahon Cooperative, also in Nueva Ecija.

Aside from the market linkage, Nogoy said the DAAMAD and the Zaragoza local government unit took charge of the trucking of the harvested squash.

Due to oversupply, the price of squash has dropped to as low as PHP5 per kilo in Zaragoza. (PNA)

Mimaropa cops donate over P1-M to oil spill-hit Mindoro towns

CALAPAN CITY, Orien -

The donation released Monday comprised proceeds from the Color Fun Run, a region-wide simultaneous police-initiated activity in collaboration with the local government units, govern-

ment agencies and stakeholders held April 28.

“We remain committed to serving our communities and providing aid in times of need,” Brig. Gen. Joel Doria, PRO-4B director, said during the turnover.

He thanked all those who took part in the fun run to generate funds for families whose livelihoods were disrupted by the oil spill.

This was the second significant donation to victims of the environmental disaster courtesy of the police in less than a month.

Pola sustained the most damage from the oil spill, affecting 11 villages, 4,839 families, 24,195 individuals, and seven marine protected areas, Doria said.

CAGAYAN DE ORO CITY

- The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) under the helm of Regional Executive Director Carlene C. Collado, distributes hybrid rice seeds to farmers in Salvador, Lanao del Norte on May 22-23, 2023.

RED Collado shared, funded under the National Rice Program, the agency has allocated a total of 800 bags of hybrid rice seeds worth P4 million and handed them over to the local government unit (LGU).

The beneficiaries are registered in the Registry System for Basic Sectors in Agriculture (RSBSA), in which a farmer with 1 hectare received 1 sack (15 kilos) of hybrid rice seeds for wet season planting.

At the same time, the Rice Seed Monitoring System (RSMS) was introduced to farmers, which is a digital monitoring system created

by the Philippine Rice Research Institute (PhilRice).

It aims to help efficiently monitor the distributed rice seeds and collect, combine, process, and analyze reliable and nearly real-time data regarding the positioning and distribution of DAprovided rice seeds for rice growers in an area.

Rice farmer Ernesto V. Torilla of Poblacion, Salvador, Lanao del Norte expressed his appreciation for the agency’s aid in increasing the production of hybrid rice for the local farmers in their area.

“Dako kayo ako pasalamat sa tabang [hybrid rice seeds] nga gihatag sa DA-10. Makatabang kini sa pagdugang sa produksiyon sa hybrid rice alang sa mga lokal nga mag-uuma sa among lugar,” Torilla said.

Let’s just strengthen our faith and keep our piety vibrant for only then can we manage to make these very reassuring words of Christ effective in our life. With this condition, we can afford to be hopeful and confident.

That way, our weaknesses get transformed into some newly developed strengths, validating what St. Paul once said that it is “when I am weak that I am strong.” (2 Cor 12,10) The secret, of course, is to make our weakness as the very motive to go to God who gives us all the strength.

In this regard, having a strong faith means that we follow Christ who pursued his redemptive work all the way to the end, that is, to death on the cross, without running away. Even if on the way to Calvary he fell at least three times, as tradition tells us, he would just get up and drag himself toward his crucifixion.

How Caloocan's Bagong Silang became biggest barangay in PH

Fifty-two years ago, or in 1971, the administration of then president Ferdinand E. Marcos Sr. created Barrio Bagong Silang from the former Tala Estate in Novaliches, North Caloocan City, bordering with San Jose del Monte, Marilao and Meycauayan, Bulacan, and Montalban, now Rodriguez town in Rizal.

The vast Tala Estate was one of the original four estates or haciendas that composed the former town of Novaliches when it was created in 1855, first as a part of Bulacan (18551858), then of the province of Manila (1858-1901) and then of Rizal (1901-1903).

Like any other barrio in Novaliches in the 1950s1970s, Bagong Silang was sparsely populated. It had very few houses made of nipa and bamboo materials, with the surroundings abounding with tall cogon and talahib (large weeds), grasses, fruit trees, banana, vegetable plants, and other forest growths.

Bagong Silang became a regular barangay after the issuance by Marcos of Presidential Decree No. 557 on Sept. 21, 1974, which amended the Revised Barrio Charter and replaced the name "barrio" with "baran-

Today, Bagong Silang is considered the biggest in the country in terms of population of over 245,000 and a land area of 574 hectares, according to the Philippine Statistics Authority (PSA).

Smoke machine ‘downs’ 20 college students in Bacolod City

BACOLOD CITY – Some

20 students of Bacolod City College (BCC) fell ill after inhaling colored smoke from the props used during a Physical Education (PE) culmination event at the school’s activity center late Monday afternoon.

City Administrator Pacifico Maghari III said on Tuesday seven students were brought to medical facilities, including the five at the Corazon Locsin Montelibano Memorial Regional Hospital, but all of them are already in stable condition.

“So far, everyone is okay. Their (condition) is stable,” he told reporters.

BCC administrator Johanna Ann Bayoneta said

the affected students received first aid treatment and among those brought to various hospitals, only one was confined upon the decision of the student’s parents.

“We made sure all the students were accounted for and safe. This is being monitored through the Office of the Mayor,” she said in a radio interview.

The activity involved presentations for the final performance task of freshmen students enrolled in PE classes, she added.

Bayoneta said the affected students experienced anxiety attacks and difficulty of breathing after inhaling the colored smoke.

Teams from the City Disaster Risk Reduction and Management Office

(CDRRMO), Philippine Red Cross, Amity Volunteer Fire Brigade and Mountain Tigers Search and Rescue responded to the incident.

Bayoneta said that smoke-producing props, including smoke and fog machines, are not allowed inside the campus.

“I asked the concerned group of students if they were required to bring those props and their reply was negative. Probably in their excitement, they brought it not even knowing these were dangerous and were not for indoor use,” the BCC administrator said. She added that school authorities will meet soon to discuss the incident and to determine where the smoke props came from.

DENR to test air quality amid foul odor in Victorias City

BACOLOD CITY – The Department of Environment and Natural Resources (DENR) will test the air quality in Victorias City, Negros Occidental, whose residents have been experiencing foul odor following the molasses spill incident in the compound of Victorias Milling Company (VMC), the country’s largest refined sugar producer, on May 5.

Ayala Corporation successfully listed P13.1 billion Preferred Class “A” Shares at the newly inaugurated event hall of the Philippine Stock Exchange headquarters in Bonifacio Global City.

The company sold a total of 5.2 million shares; 4.0 million shares represented the base offer, while the remaining 1.2 million shares were allocated for excess demand by investors.

‘Sugba sa Plaza’ promotes tilapia farming in Kidapawan City

Cotabato – Thousands of residents here flocked to the city square Tuesday to join the “Sugba sa Plaza” that aims to promote tilapia production.

“This is a showcase of our potential that needs to be cultivated and capacitate our farmers to improve their tilapia production,”

Mayor Jose Paolo Evangelista said as the city marked the culmination of Farmers and Fisherfolks Month here.

To give the public a taste of the local tilapia, the city bought some 1,300 kilos of live tilapia for 2,000 residents.

“The tickets are for free,” the mayor said, adding that each coupon had a corresponding time of one hour between 9 a.m. and 3 p.m. to prevent overcrowding.

The RDO-104 also recognized Trento municipal treasurer Luzminda Lanuza and municipal accountant Brylle Datoy for their “invaluable support through the prompt and proper remittance of withholding taxes” last year.

The Tulong-tulong sa Pagbangon, Kapit Kamay sa Pag-ahon, Buwis na Wasto, Alay Para sa Pilipino is a tax campaign launched by the BIR in February this year.

In his presentation “Regional Water Demand Scenario” Engr.

Dexter S. Lo, founding director of Xavier Ateneo’s Engineering Resource Center (ERC) stressed the urgent need to note how the increasing rate of urbanization could accelerate water demand across the region.

Mr. Lo cited the need to forecast based on following factors which affect increasing urban water demand: demographics and land use, water supply and usage, and climate change. He also cited income, and other socio-cultural factors such as water/wastewater pricing, regulation, restrictions, knowledge and awareness, technical innovations, and the presence of water service companies, which could also affect water demand.

Northern Mindanao’s (Region X) projected water demand is expected to reach 368 million cubic meters (MCM) by 2045, based on the projected population of 1.871 million by that date, based on the UN metric of 120 liters per capita daily (lpcd) for urban and 60 lpcd, but does not include agriculture, which consumers the largest volume

of water among all industry sectors, estimated at 75-80% of total consumptive demand in the country.

“Of our 2017 water use in Region X estimated at 37, 145 MCM annually based on awarded water permits, approximately 87% (32,355.38 MCM) is allocated for power generation categorized under non-consumptive use. Irrigation consumes the largest volume with 65% allocation; industrial sector 26%, and domestic sector only 5.7% or 4,798.94 MCM was allocated for consumptive use,” Mr. Lo said. However , he cautioned that the baseline data is from 2015, but increasing urbanization could alter the projections for 2045.

Water availability per province (cu.m./person/yr) as of 2015 population shows that Bukidnon enjoys the largest buffer with 7,020 cmpy with Lanao del Norte the only province indicating water stress at 1,373 cmpy vis a vis the UN standard of 1,700 cmpy.

Groundwater availability

While extensive and highly productive aquifers with high recharge potential in Region X can only be found around Cagayan de Oro, these same areas will be influenced by increasing temperature, decreased precipitation and increasing population density.

Mr. Lo said groundwater is important since it is easier to process for potability vs surface water which can be affected by precipitation which can make it more expensive to process.

1. Petitioner MINOR ABDUL HAFID BARAZAR DERAMPA represented by his mother FARHANA TUGAYA BARAZAR, is Filipino, twelve years of age, and a resident of Brgy. Lilod Saduc, Marawi City, Lanao del Sur where he may be served with notices and other court processes;

2. Respondent City Civil Registrar of Marawi City, Lanao del Sur is the custodian of all records of birth in Marawi City whose office is located at the City Hall Compound Marawi City, Lanao del Sur where she may be served with summons and other court processes;

3. Respondent Civil Registrar General of the Philippine Statistics Authority (PSA) is impleaded as the central custodian of all records of birth in the country and may be served with notices, order and other court processes at the PSA, NSO Building, East Avenue, Diliman Quezon City;

4. Petitioner, who was born on February 14, 2010, is the first child among the children of spouses Farhana Tugaya Barazar, and Lala Musa Derampa, copy of the Certificate of Live Birth (COLB) issued by the Philippine Statistics Authority (PSA) with Registry Number 2017-08152 is hereto attached as Annex “A”;

5. When the parents of the petitioner filed and registered the COLB of the petitioner before the City Civil Registrar in Marawi City, they supplied correct and true entries as evidenced in the negative COLB issued by the Local Civil Registrar of Marawi City, copy of the COLB issued by the City Civil Registrar of Marawi City is hereto attached as Annex “B”;

6. However, when the parents of the petitioner went to PSA Iligan City to get the PSA COLB of the petitioner, they were shock when they saw that the entry in the father’s name of the petitioner is shown as “JAMAL BAYABAS MOHAMADALI” and the spelling of the surname of the petitioner is shown as “DIRAMPA”;

7. The parents of the petitioner, then and there, immediately complain before PSA Iligan City regarding the erroneous entry in the FATHER’s Name of the petitioner and the erroneous spelling of the surname of the petitioner;

8. But the PSA Iligan City advised them to go to the City Civil Registrar where they initially filed the petitioner’s COLB;

9. The parents of the petitioner went to the City Civil Registrar of Marawi City and complain as to why the entries in the Father’s Name of the petitioner entered as “JAMAL BAYABAS MOHAMMADALI” when it should be LALA MUSA DERAMPA” and the surname of the petitioner entered as “DIRAMPA” when it should be “DERAMPA”;

10. The City Civil Registrar of Marawi City advised the parents

and productive aquifers with Interior towns having local and less productive aquifers, as do most of the towns in Bukidnon.

The western towns of Misamis Oriental have mostly local/ less productive aquifers except for the coastal areas of Laguindingan, Alubijid, EL Salvador, and Opol which have fairly to less extensive and productive aquifers with low to moderate, potential recharge.

The rest of Cagayan de Oro and Camiguin have rocks without any known significant, groundwater obtainable through drilled wells

Water resources potential and annual rainfall (mm)

Of the five provinces of Region X, Bukidnon enjoys the largest water potential 9,259 MCM surface water, 676 MCM ground water (GW) and 2,318mm annual rainfall, with Camiguin at the opposite range with 210 MCM surface, 15 MCM GW/1,937 mm annual rainfall.

Misamis Oriental has 3,126 MCM surface/228 MCM GW/1,535 mm AR; Misamis Occidental 1,813 MCM surface, 132 MCM GW and 1,670 mm AR; and Lanao del Norte 1,280 MCM surface, 120 MCM GW and 1,948 mm AR.

Citing the IPCC Sixth Assessment Report: Climate

Change 2021 which reports Climate Change Affecting World Regions (1950-2021), SouthEast Asia (including the Philippines) can expect hot extremes and heavy precipitation.

As a result, Region X will be warmer according to Pagasa, the Manila Observatory, and the USAID Be Secure Project, which is likewise affirmed by the Phil Climate Change Report 2020.

Potential Impacts on Water Resources

Thus, the expected hot extremes can result in the decline in precipitation and longer dry spells which can lead to water service disruption; while locations with increase in intense precipitation events pose a challenge to water management and flood control.

Further, Extreme Rainfall Events will increase dam siltation and reduce their useful lifetimes, while the increase in temperature will cause surge in energy demand while longer dry periods will reduce efficiency of power plants.

Adoption Options

Mr. Lo presented the summit with a comprehensive menu of adoption options including improving water supply, water quality and flood control.

“Development is necessary but we have to be conscious

and conscientious of what we are doing, he urged. “ We can always integrate pockets of green like parks, retaining ponds, which can be used for business, without the need for resorting to big ticket infra projects like drainage canals, which are necessary but not the only solution which can give us a better chance. We can marry nature based with gray solutions, such as the restoration of our forest cover.”

“Para kanatong tanan nga ania karon dinhi, put in all the discussions the concerns of your communities, with regards to drinking water, to water sanitation, to water needed by all your economic activities and to activities of preserving your water resources,” Mayor Uy said.

“Look into development interventions that will tame

the destructive forces of water and environmental preservation programs that will conserve and preserve our water resources. Ang dagan sa tubig, walay boundaries. Angayan lang nga mahisgutan usab kung asa magkatinabangay ang mga lungsod, siyudad ug lalawigan.”

In response, Clara Marie G. Elizaga, Vice President of Italpinas Development Corporation, an Italo-Filipino joint venture which has pioneered green architecture and engineering in its real estate projects in Cagayan de Oro, remarked how water sustainability has so far not resonated with most residents.

“Very few people understand water sustainability,” Ms. Elizaga noted. “We need to promote it across all sectors because as the city grows, the need for water grows, along with all the problems and issues which arise with urbanization.”

She added that while the private sector is already a step ahead in addressing water sustainability, she urged the LGUs to provide them with further options where they can actively participate in LGU projects with which they can tie-in their corporate social responsibility (CSR) as well.

11. When the parents of the petitioner went back to the City Civil Registrar of Marawi city, the latter just advised the former to file a petitioner(sic) for correction before the court;

12. Hence, herein Petitioner, represented by his mother, is left with no recourse but to seek judicial remedy for the correction of the erroneous father’s name shown in his COLB and the spelling of his surname;

13. To prove that the father of the petitioner is LALA MUSA DERAMPA, copy of the Certificate of Marriage of the parents of the petitioner with Registry Number 2021-5000324 is hereto attached as Annex “C”;

14. This petition is filed without the slightest intention to defraud or prejudice the government or any private entity; its ultimate purpose being to correct the erroneous entry as appears in the public records of the Civil Registry and thus make it reflective of the petitioner’s correct father’s name LALA MUSA DERAMPA and his correct surname DERAMPA. Finding the aforesaid Petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on June 15, 2023 at 8:30 o’clock in the morning;

Let copy of this Order be PUBLISHED at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

The Local Civil Registrar of Marawi City, Lanao del Sur and the Civil Registrar General, or any person or party who has an interest in the petition, may file his/her opposition thereto within fifteen (15) days from notice of this Petition or from the last day of publication of this Order.

Such destabilizing incidents did not stop even after Marcos declared martial law in the entire country in September 1972, saying it was “a final recourse to combat two principal sources of dangers to society and the government – a rebellion mounted by a strange conspiracy of leftist and rightist radicals , and a secessionist movement supported by foreign parties.”

The destabilizing events continued to haunt the government, particularly after the assassination of former opposition Senator Benigno S. Aquino Jr. at the Manila International Airport upon his return from a three-year self-exile in the United States on Aug. 21, 1983.

With the seemingly unending disturbing events, Marcos was forced to call for a snap presidential and vice presidential elections on Feb. 7, 1986.

The polls proved to be very problematic, ending with both the administration and opposition candidates claiming victories during the vote canvassing.

The escalation of violence caused by such an impasse eventually forced the Marcos family to leave Malacañang after the so-called four-day People Power Revolt that ended on Feb. 25, 1986.

Learning how to read is a necessary skill to be developed at an early stage. This is a vital tool to bridge all other learning areas. Thus, as teachers we need to inculcate towards our learners, the importance of reading in one’s life.

Reading improves our thoughts and develops our perspective. It keeps the mind more active and creative. The importance of reading cannot be neglected and should always be nurtured.

In a classroom setting, it is expected that differences really occur. Some are fast readers while others are in the opposite. They may differ from one another but as teachers, there are many ways to nurture them academically- more specifically, the learners’ reading ability. There are different ways on how to nourish and foster

reading in the classroom. One is allowing learners to read aloud. Reading aloud is an enjoyable activity. Additionally, it is a practice that teachers find fulfilling and that they should encourage regularly to do it at home and in school.

Another is, surround learner in the classroom with various reading materials. Try to vary the books that they will read as much as possible. This will open their eyes to a range of different worlds, cultures and characters and allow their imagination to be stretched and thrive.

Lastly, be a model. Children are imitators. Make reading a habit. Teachers are in great position to ensure that reading is a key part of children’s daily routine.

By doing so, progress and development towards reading will surely be a success!

The 27th was an open day to meeting the models as they prepare for the Gala Night on the 28th. How heartfelt it has been to experience beauty queens with a heart ! Beautiful from the inside out, the latter exude the fragrance of the sea breeze smoothly coming from the sea shores of amazing beautiful Waterfront! The staff of this awesome place is the heartbeat behind it all.

Mindanaoan Feast of Colors with designers from BARRM, Butuan, CDO, Davao, Renèe Salud who will showcase designs for international fashion shows in Canada and Europe, Jessie Maloles, the new

stylist team, Flora and many other blooming stylists and artists in the making are collaboratively working together for a freshly unique blast of opportunities. House of Hope Foundation for children with cancer has been the recipient of donation from this endeavor. All donors that support this event reaps a heart of gold.

The Gala evening fashion show on the 28th showed stunning workmanship that leaves everyone's memories struck with praise. Prominent guests in the fashion and designer's world like Ms.Yip and co., Mamu V, Ms. Virgie Monton, Glory Cuaresma, etc. made the evening a beautiful beginning for a new era of pageanrty. The lavished array of banqueting tables fed the multitude of guests to overflowing. Wow!

Mark Ryan Fuego is Rotaract chair for RI 3870

ROTARY Club of Metro Valencia past president Mark Ryan Fuego has been appointed as district Rotaract chair for Rotary International District 3870 for RY 2023-2024 which will start this June.

The appointment, which was signed by RI 3870 District Governor-Elect Gilda “Gigi” Go, enjoins Fuego to be part of the new district leadership team which will oversee Rotaract clubs in the provinces of Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur, North

Cotabato, Sultan Kudarat, Maguindanao, Camiguin and Cagayan de Oro City.

Rotaract clubs bring together people ages 18 and older to exchange ideas with leaders in the community, develop leadership and professional skills and have fun through service.

In communities worldwide, Rotary and Rotaract members work side by side to take action through service. From big cities to rural villages, Rotaract is changing communities.

As of today, there are 203,298 Rotaractors who belong to 10,698 Rotaract clubs in 180 countries worldwide.
