The lawyers of ousted Cagayan De Oro City Mayor Oscar Moreno reportedly obtained a “status quo ante-order” from the Court of Appeals Friday afternoon. With the reported “status quo ante-order,” the ousted city Mayor, who was reportedly holed up inside the City Hall, executive building since Thursday night, went out to greet a jubilant crowd. “The issuance of the status quo ante-order is what we called the rule of law and justice,” Moreno told his supporters who were waving and shouting on seeing him at the balcony of the City Hall building. The camp of the newly installed City Mayor Caesar Ian Acenas, however, brushed aside the alleged “status quo ante-order” and maintained that Acenas remains the new City Mayor. City Councilor Leon Gan, who spoke in behalf

of the newly installed officials, said that the camp of Moreno might have misinterpreted the CA order. He said that the status quo ante-order (if there is since they have not received a copy yet) is not binding because Mayor Ian Acenas and the Department of Interior and Local Government (DILG) were not impleaded in the petition. The parties of the case, which was the object of the “status quo ante-order” were only between the dismissed Moreno and the Office of the Ombudsman, Gan said. “If Acenas was impleaded in the petition, the CA would give us a chance to answer and rebut the argument of Moreno’s petition, See order, page A11

Moreno yesterday went on the offensive and for the first time publicly questioned the decision of the Ombudsman dismissing him from service and barring him from holding public office for life — a decision he, his supporters and even his accuser said is “too harsh,”

by somebody else. Why? Why was this decision reviewed by somebody other than the deputy ombudsman for Mindanao? That is quiet surprising. I hope that somebody will have the answer. Rodriguez urges PHL to join TPP but ‘with reservation’ By BONG D. FABE

CAGAYAN de Oro City-The outgoing congressman representing this city’s second legislative district yesterday urged the Aquino administration to pursue its ambition of joining the 12-nation Trans-Pacific Partnership (TPP) to boost the Philippines’ development and progress. If granted, the Philippines will become the 13th

nation to join the TPP, after the United States, Japan, Malaysia, Vietnam, Singapore, Brunei, Australia, New Zealand, Canada, Mexico, Chile and Peru. Rep. Rufus Rodriguez, however, expressed “reservation” to a provision in the Dispute Settlement chapter of the TPP, which appears to side with private companies against governments. Article 28:1(c) of the 19-page Dispute Settlement
