CAGAYAN de Oro City––While diehard so-called environment activists saw an opening to lambast the Duterte administration for the President’s pronouncements on the country’s international climate change commitments, several climate change experts saw an opening to constructively engage the President for the good of the planet and the nation. With the president’s seemingly constant view on fairness, there is a need for him to deeply understand our fight for

Dads plan to build mental, rehab centers By CRIS DIAZ, Executive Editor
CAGAYAN de Oro City--Local officials here started to tackle plans to operate a mental facility and a rehabilitation center in this port capital of about 800,000 people in Northern Mindanao. City Councilor Reuben Daba, chair of the city council committee on social services, said that the
city has inadequate facilities to process and rehabilitate persons with mental problems. Daba also noted that the local police has no facilities to process individuals with drug related problems who voluntarily give up at the height of the anti-illegal drug campaign here. During the committee meeting, Dr. Evelyn Perez, of the city
hospital here, said that the city J. R. Borja General Hospital was not equipped to accommodate drug related cases because the treatment of drug dependent patients requires a large space. A representative of the Cagayan de Oro City Police Office (COCPO), said that 3,884 drug personalities voluntarily surrendered in response of the “Oplan

Doctors also told the committee that the treatment of the drug dependents and mental patients was not the same. City Health Officer Dr. Rachel Dilla said that a drug user starts as a normal person, but eventually suffers from brain damage while
those who were mentally ill could still become normal through adequate treatment. Dilla said that a separate facility for mentally ill patients is needed because they have to be hospitalized while drug dependents need a rehabilitation center where doctors could supervise for the withdrawal treatment from drug dependency.

DA revitalizes rice processing center CAGAYAN de Oro City––The Department of Agriculture (DA) is now pushing for the revitalization of Rice Processing Center (RPC) to uplift the lives of Filipino farmers by increasing their productivity and income. The intervention is seen to increase post-harvest efficiency by reducing postharvest losses. The RPC is equipped with modern machineries and equipment, storage, drying and other handling/process-
ing system that helps in the minimization of postharvest losses and improving the quality of rice produce. As the implementing agency, DA-RFO Region 10 and its partners from the municipal local government units of Lala town in Lanao del Norte province and Maramag in Bukidnon and the operators have recently convened for an orientation seminar on the RPC. Region 10 has two RPCs located at the municipalities
of Lala, Lanao del Norte handled by Lower Multipurpose Cooperative and Maramag, Bukidnon and will be operated by Maramag Credit Cooperative. The group reviewed the various operational and business frameworks; RPC organizational structure, functions and responsibilities; procurement, processing and marketing; and record, bookkeeping and accounting procedures. agriculturist of the Agribusiness and Marketing Assistance Division expressed her gratitude to the participants as they are now acquainted with the program, thus, looking forward for its successful implementation. The RPC II component includes rice milling facilities worth P12.5M composed of three sets multi pass rice mill with a capacity of 1.2 tons per hour with a minimum output capacity; a 550 square meter warehouse; a 1-ton capacity weighing scale; and a portable moisture meter. It is funded under the Rice Program with a total budget of P16M through 85:15 cost sharing scheme, wherein 85% of the total project cost (P15,000,000) is shouldered by the government while the 15% (P100,000) is the counterpart of the proponent. Duterte to reconstitute BTC to draft BBL in line with shift to federalism CAGAYAN de Oro City-President Duterte will reconstitute an inclusive Bangsamoro Transition Commission (BTC) to draft a new Bangsamoro Basic Law (BBL) that is in line with the shift to the federal form of government the administration is pushing. Presidential peace adviser Sec. Jesus “Jess” Dureza said the new BTC will be composed of representatives from the Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), the Autonomous Region in Muslim Mindanao (ARMM) and others. The BBL, which was supposed to be the enabling law of the new Bangsamoro entity in Mindanao to replace the ARMM, failed to pass the previous Congress as it was allegedly Constitutionally-infirm. “Work on the new proposed Bangsamoro enabling
law will be done simultaneous with the moves to shift to a federal set-up, the latter expected to come later under the planned time line. The reconstituted and inclusive BTC will also be mandated to propose amendments to the Philippine Constitution that are pertinent to the Bangsamoro as inputs towards eventual federalism in the land,” Dureza said. The new BBL will operationalize the peace roadmap with the Bangsamoro as contained in the comprehensive peace roadmap President Duterte approved on Monday. An international team of astronomers using the US Kepler telescope announced Monday the discovery of over 100 alien planets, the largest haul obtained since the space observatory transitioned to a different observing mode. The team observed a total of 197 planet candidates discovered using data from the first year of the Kepler’s
so-called K2 mission and verified the existence of 104 new planets orbiting stars outside our solar system. One of the most interesting set of planets discovered is a planetary system comprising four planets potentially similar to Earth, according to the team’s paper, which was published online in the Astrophysical Journal Supplement Series.

No place like home THINK a minute. It’s true, “There’s no place like home.” In fact, our whole identity, who we are and how we see ourselves, and others, mainly comes from our family. They say, “The apple doesn’t fall far from the tree.” The kind of life we live is largely influenced by our family. From the time we’re born it’s our family’s example we naturally follow. Home is where we learn about love, life, and laughter. As someone said: “Happiness is home-made.” It doesn’t matter if you’re rich or poor, because a small house will hold as much happiness as a big mansion. But sadly, many homes are not loving and happy.
‘Happiness is home-made.’ As one sad guy said: “The first half of my life was ruined by my parents, and the second half by my children.” A best-selling book entitled, It Takes A Village, says that raising children is the job of the community. But the reason some people expect the government and community to raise their children is because their marriage and family has broken down. Millions of families are destroyed by divorce, adultery, greed for money, selfish parents who put themselves first before their own children, domestic violence, alcoholism, teenage pregnancies, drugs, and many other things.
The simple fact is there is no substitute for the family. A child’s need for security, love, and acceptance from both parents will never change. God designed us all to grow up in a family with both a father and a mother who love each other and us without conditions, and who teach us right and wrong. This is the way our character is shaped and built so we become healthy, happy and successful. On our topic on parental authority, it is clear that the Family Code of the Philippines vests the authority and control over the person and property of their children on both the father and the mother. If there is a disagreement on the exercise of parental authority, the decision of the father prevails, unless there is a court order either ousting him of that authority, or recognizing authority on the part of the mother. As a consequence of this authority granted by law to the parents, children are obliged to always observe respect and deference towards their father and mother. This obligation however was made to last (quite inexplicably as far as I am concerned) only while the children are under parental authority. The next question is, who exercises parental authority if the father or the mother are absent? Next issue, God willing! -oooTHE WORK OF THE CHURCH OF JESUS: Did you know that there are clear indications in the Bible as to where, specifically, is the “east” or “far off land” where Jesus Christ, our God and Savior, will put up His Church, which is the Church of salvation as hell will not prevail against it? One of these indications come from Isaiah 46:11 in
the Old Testament, which talks about God calling His leader and His people from the “east” or from the “far off land”. President Rodrigo R. Palace to abide by SC decision THE Malacanang said on Tuesday it will respect and abide by the Supreme Court’s decision to dismiss the plunder case against former President and now Pampanga Congresswoman Gloria Macapagal-Arroyo. “The Supreme Court has spoken. As it is seen that teachers serves and stands as the second parents of our students at school, teachers must indeed cultivate also positive discipline among students. Yes, students must be disciplined, they must possess and carry positive and good values that would make them better individuals and members of the community and they can earn it at school. Given for an instance, two of your students had a quarrel and worst thing that would happen is that, they will hurt each other physically, psychologically, even emotionally. As a teacher, how would we react in situations like this? First, talk with them in a manner that their classmates would not know. Tendency if you will talk with them confidentially, their classmates will not humiliate and bully both of them. Next, ask and understand the reason why did they do so. Of course, expect that none of them will admit the mistake, expect that both of them will stand righteous to defend themselves. Further, listen to both sides. Listen with your mind and heart not adjudging the both of them. Be neutral. As there is a reason why they did so, we as a teacher should not display that we are showing them off who is right and who is wrong. Instead, make them understand and explain to them calmly and patiently that what they did was not right.
And of course, promote an atmosphere of forgiveness. Let them say sorry to each other. Also, we as teachers should foster the value of not threatening the students that if they will do it again, there parents will be called. As much as possible, let us not mention consequences to them. Let us understand and further remind them that what they did was not right. After disciplinary actions, monitor your students if they are okay or what. In this, we are cultivating positive discipline among our students, instead of name-dropping and blaming them for their misbehaviour, let us never blame them most in front of their classmates. As much as we want to be respected by our students, our students deserve to be respected as well. Let us not humiliate them. The best thing we can do is to understand them and even love them. Remember, we are their second parents at school. Here, it is best notified that Mantangale National High School upholds the value of cultivating positive discipline among our students. 3,000 drug suspects vow to mend ways in S. Cotabato Wednesday, July 20, 2016
GENERAL Santos City–– Around 3,000 self-confessed drug pushers and users from various parts of South Cotabato province pledged on Tuesday to shun from illegal drugs and lead transformed lives. The suspects, who were among over 6,300 that have so far surfaced in the province in the last several weeks, took their oaths and signed pledges of commitment in a ceremony held at the South Cotabato Gymnasium and Cultural Center in Koronadal City. Interior and Local Government Secretary Ismael Sueno administered the mass pledging, which highlighted the formal launching of the Philippine National Police’s (PNP) anti-drug campaigns
in the province. “The President (Rodrigo R. Duterte) is very happy that you all decided to surface,” Sueno said. As of Tuesday morning, the South Cotabato Provincial Police Office said a total of 6,356 drug personalities have already surfaced and surrendered voluntarily within the province’s 10 towns and lone city. It said the number comprised 6,039 drug users, 61 pushers and 255 pushers/ users. One was listed as needing drug treatment and rehabilitation. This may seem easy but it is not. Hence, teachers are initiating measures and schemes on how to deal with this so that the common goal of providing students the best quality of education be achieved, of course in the best way possible.
With this, as a teacher, especially in high school, students tends to be pro-active as their level of comprehension now increases, compared to grade schoolers in which you will have to be welldetermined and patient enough to handle differing situations. The implementation of Zero Waste solutions will reduce the volume of discards requiring final disposal and eradicate the need for costly waste burners, including waste-to-energy incinerators, which emit dioxins, mercury and greenhouse gases, among many other toxic pollutants, the groups said.
