NGCP declares ‘red alert,’ Dads return Moreno’s eyes collapse of power grid supplemental budget By RUEL V. PELONE Managing Editor

THE National Grid Corporation of the Philippines (NGCP) on Wednesday declared “red alert” as it feared for the collapse of its power grid in Mindanao due to the spate of bombings and the unwillingness of the landowners to cooperate. Beth A. Ladaga, regional corporate communications and public affairs officer of NGCP-Mindanao, said the “red alert” from 10 a.m. to 9 p.m. with contingency reserves at zero megawatt (MW) was due to the isolation of Napocor-owned generating facilities—the

Agus 1 and 2 hydropower plants. Ladaga said the Agus 1 and 2 hydro facilities are connected to the grid through Agus 2-Kibawe 138kV line. NGCP has yet to restore bombed Tower#25 along the Agus 2- Kibawe 138kV line in Ditsaan-Ramain town in Lanao del Sur due to uncooperative landowners, she said, adding, the line has been unserviceable since Christmas eve when it was bombed by unidentified lawless elements. On one hand, Ruffy Magbanua, chair, Movement for a Brownout-Free Mindanao,

said the bombings of NGCP towers are no longer considered “breaking news.’’ In a statement, Magbanua said the toppling of towers in Mindanao has become regular rituals, happening even in broad daylight at the very nose of a military detachment. “The disabling of towers in Mindanao can be best described as a handiwork that keeps on repeating, year after year, after year -- with no end in sight. It’s a perennial problem that keeps on coming back, year in and year out,” he said, adding, “and what an irony, See power, page A11

CAGAYAN de Oro City-The local august body returned to the Office of the City Mayor the proposed Supplemental Budget for lack of supporting Ordinance. City Councilor Ramon Tabor, chair of the council committee on laws, said that some of the items in the proposed supplemental budgets do not have the needed appropriation ordinances. Tabor cited the proposed Supplemental Budget No. 6 of the General Fund and

Supplemental Budget No. 4 of the Special Account: Economic Enterprises, both for calendar year 2015 where some of its items need an approved Ordinance. City Mayor Oscar Moreno submitted a proposed PHP 374,793,193.20 under SB 6 while SB 4 carried a proposed amount of PHP 7,866,154. City Councilor President Elipe, chair of the committee on finance and ways and means, said under the proposed SB only the grant of Productivity, Motivation Incentive and some terminal leave benefits are covered by

appropriation ordinances. He said it has been a practice that when there are supplemental budgets with insertions, these are referred to the committee on finance for its reconsideration and re-computation. In order to avoid the same error, he recommended that the matter be deferred and returned to the city mayor and to request him to propose a supplemental budget supported by ordinances, Elipe said. Included in the SB 6 are traveling expenses, See return, page A11
